The Western Riverside Council of Governments (WRCOG) is proud to showcase the projects shaping a more connected, efficient, and thriving region. Through the Transportation Uniform Mitigation Fee (TUMF) Program, WRCOG partners have delivered 150 impactful transportation and transit improvements across Western Riverside County—building the infrastructure needed to support a growing population and dynamic economy.

DRIVING ECONOMIC GROWTH

TUMF is more than a funding source—it’s a catalyst for regional prosperity. Every $1 billion invested in transportation infrastructure has the potential to create over 21,000 jobs. With billions of dollars projected through TUMF, that means thousands of jobs for planners, engineers, and construction workers in our communities. And the benefits extend far beyond the construction site: every $1 spent generates more than $3.50 in economic return, strengthening the entire region.

This project widened Newport Road from four to six lanes between Leon Road and SR-79/Winchester in unincorporated County of Riverside near the City of Menifee. This critical improvement enhanced regional mobility, reduced congestion, and improved access for residents and businesses along the corridor. Road widening projects like this support growing communities and help ensure safe, efficient travel throughout Western Riverside County.

La Sierra Avenue (Cleveland Avenue to El Sobrante Road) County of Riverside, Completed in 2007

The project widened La Sierra Ave from two to four lanes between Cleveland Avenue and El Sobrante Road, significantly enhancing a key north-south corridor between the City of Riverside and Unincorporated County. This improvement helped reduce congestion, improve traffic flow, and accommodate growing commuter and local traffic volumes in a rapidly developing area.

The Corona Multi-Modal Transit Center transformed a vacant 2.1-acre site into an 8-bay bus plaza with a 26-stall parking lot, located next to the North Main Street Metrolink Station. The new hub improved connectivity for travelers to and from Orange, Los Angeles, and San Bernardino Counties. It now serves multiple transit options, including Metrolink, RTA buses, CommuterLink, Dial-a-Ride, and the Corona Cruiser. The center strengthened regional mobility and created a seamless transfer point for local and inter-county transit riders.

The SR 79/Winchester Road project widened a 5.4-mile stretch between Thompson Road and State Street from two to four lanes. The project also included new traffic signals and upgrades to existing ones to improve flow and safety. These improvements eased congestion and enhanced regional mobility, supporting the growing communities of Hemet and San Jacinto. Drivers now enjoy a smoother, more efficient commute through the corridor.

SR-79 Western Bypass Bridge French Valley Pkwy Project

City of Temecula, Completed in 2015

Phase I of the French Valley Parkway project helped reduce delays by widening the Winchester Road off-ramp and adding a new exit at French Valley Parkway. These changes eased traffic backups and made it safer and easier for drivers to exit the freeway.

Phase II will build on these improvements by reducing congestion and making the drive even safer between Winchester Road and the I-15/I-215 Junction.

Foothill Parkway Easterly Extension (California to Teddy Bear Lane)

These projects extended Foothill Parkway from Teddy Bear Lane to I-15 in Corona. The new roadway created an alternate route across the city, easing local traffic and improving access to the freeway for commuters and residents alike.

Sunset Avenue Grade Separation

City of Banning, Completed in 2019

The Sunset Avenue Grade Separation Project in Banning lowered the roadway to separate traffic from active railroad tracks, improving safety for everyone. A new railroad bridge was built, and Sunset Avenue was reconstructed with two lanes in each direction and added sidewalks for pedestrians. The project also upgraded the nearby I-10 interchange and adjusted the on- and off-ramps. These improvements reduced delays and enhanced access for both drivers and pedestrians.

Scott Rd/I-215 Interchange

The Scott Road/I-215 Interchange Project reduced traffic congestion and improved access to Menifee’s growing Economic Development Corridor and nearby neighborhoods. The project included a new, wider bridge and a redesigned interchange with a partial cloverleaf layout. Scott Road was also widened between Haun and Antelope Roads to improve traffic flow. These improvements supported local growth and made travel safer and more efficient for drivers.

Nuevo Rd, Murrieta Rd to Dunlap w/300’ bridge City of Perris, Completed in 2020

TUMF helped fund the widening of Nuevo Road and the replacement of a bridge between Murrieta Road and Dunlap Drive. This project improved connectivity between West Perris, East Perris, and Nuevo—making travel easier and safer for residents, schools, and local businesses.

Railroad Canyon Rd / I-15 Interchange

City of Lake Elsinore, Completed in 2020

The Railroad Canyon/I-15 Interchange project in Lake Elsinore improved traffic flow and safety along one of the area’s busiest corridors. It also enhanced access for recreational visitors traveling to nearby destinations like Canyon Lake. The upgraded design reduced congestion, shortened travel times, and provided smoother connections to local neighborhoods. These improvements supported the needs of a growing community and made travel more convenient for everyone.

The Limonite Gap Closure Project in the City of Eastvale connected Limonite Avenue from Archibald to Kimball, closing a key gap in the roadway network. The extension improved regional mobility and eased congestion between the I-15 and SR-71. The project also added pedestrian sidewalks, Class I bike paths, and a new bridge to support safe, multi-modal travel. These improvements opened the door for expanded transit service and future development in the area.
