A new assisted-living facility is coming to Horizon West.

County leaders unanimously approved a substantial change request to allow for the development of a 75-bed assisted living facility along Seidel Road in Horizon West Village F. The facility will be built on about a 2-acre portion of a parcel that has an overall size of 20.26 acres. Assisted-living facility CONTINUED FROM PAGE 1

Seidel Road and about 1,600 feet south of Summerlake Park Boulevard. Prior to the approval, the site was approved for the development of up to 19 townhomes.

Residents who opposed the facility raised concerns over infrastructure, traffic and bringing a commercial facility into a residential area.

“Our infrastructure, such as (traffic) lights and roads, are not even in place and yet we’re still allowing more developments and allowing changes and allowing more things to come in without that infrastructure being in place,” said Jodi Jessop, who lives in the Lake Hancock Preserve community adjacent to the site.

“There’s still nothing being done at the Seidel (Road) intersection of Summerlake Park, where this traffic would be impacted.”

Jessop said she chose to purchase her home in Lake Hancock Preserve because she wanted to live in a residential area.

“I moved specifically to a suburban neighborhood knowing what would be built around me, and for them to change this is a sleight of hand,” Jessop said.

Shevy Sehrawat, who lives in Lakeview Pointe, also opposed the facility.

“When we purchased our home in Lakeview Pointe in Horizon West, we knew exactly what was going where,” Sehrawat said. “We feel like were deceived, because we were supposed (to be) buying a house next to 19 townhomes, not next to an assisted-living facility. I feel like

it just opened up a can of worms to where … more people are going to try to get these types of (changes) put in to allow commercial properties (in residential areas).”

Tara Tedrow, of Lowndes, Drosdick, Doster, Kantor and Reed P.A., spoke on behalf of the applicant for the project. She said the subject site was permitted for a building height of up to four stories, but the assisted-living facility only will be between one and three stories.

“Our project will not permit any other commercial use on the site,” Tedrow said, adding that the applicant even made it a voluntary condition of approval to only build the requested assisted-living facility and not build any other commercial facility onsite. “This request is limited solely to an assisted-living facility.”

Although an assisted-living facility operates as a residential facility, it is treated as a commercial facility. In terms of traffic, the facility would have the same traffic impact as the 19 townhomes, Tedrow said.

Tedrow added the particular type of facility that will be built will provide limited care and is intended to be for seniors age 55 and older who don’t require significant assistance. The nearest assisted-living facilities from the subject site are about four to six miles away and offer different services from what will be offered at the Horizon West facility. The facility will be operated by American Healthcare Management Group.

“In terms of medical assistance, it is really just with average daily-life activities,” Tedrow said. “(It’s) things like waking up and making sure someone reminds you to take your medicine. Your meals will be prepared, and it’s not a restaurant open to the public. … Some of the residents here, again, they’re not ill or infirmed in the sense that you’re having hospice care or dementia patients.”

District 1 Commissioner Betsy VanderLey said there are different levels of licenses for the different types of facilities. She said this particular facility will not be for seniors who need a deeper level of care.

“The applicant has specifically stated that they are not seeking for those other two increased types of licensure, and they’re willing to make it a condition of approval,” VanderLey said.

“What they’re asking for is not for memory care (and) it is not for skilled nursing. It is simply — I call it — ‘assisted living lite.’”

VanderLey added the Horizon West Master Plan calls for a variety of housing in the community.

“While I take great care in making sure that we don’t set a precedent in any residential areas to allow adjacent commercial uses, I’m also keenly aware that … the language in Horizon West specifically states that we need a variety of housing types next to each other — including different types of housing for those that are aging in our community,” she said.

I

n 2011, Jasmin Rhia moved to Los Angeles to pursue her dream job of working in the music industry. She attained that dream, but in the few years she worked in the industry, she learned it wasn’t all she hoped it would be.

Rhia, 28, is a violinist, DJ, music producer and songwriter who lives in Windermere. She grew up in Atlanta and started playing the violin when she was 10. She moved to Orlando in 2002 and attended Dr. Phillips High School, where she graduated from in 2008. She went on to study music at Florida International University.

After graduating from FIU, Rhia moved to California to pursue her dream job. Everything in California was fine for Rhia at first, but things took a dark turn over the years. She hit a low point in 2015 and, around that time, was in a car accident that nearly took her life.

It was in those moments that she experienced the jolt she needed to pull her out of the darkness that had enshrouded her. It was the wake-up call that would lead her down a path of using music to preach positivity and self love.

LIVING THE DREAM

Rhia worked as a ghostwriter and producer of rap music in California. Early in her career, she focused on making connections within the industry and building her reputation.

“I moved to Los Angeles in order to write songs and produce music for up-and-coming artists,” Rhia said. “Once I gained a certain level of status, the problem with that was I became so obsessed with gaining status that I lost sight of everything.”

She learned the ins and outs of the music industry as she worked toward building her reputation.

Some of that made her realize that her dream job wasn’t always about glitz and glamor.

“Once I found out more (about) how the industry worked, I was just really turned off,” Rhia said.

lotta darkness — in the industry.”

One of the aspects of the music industry — particularly with rap music — Rhia realized during her career was that the lyrics of many songs are negative and/or violent, and she was forced to keep writing that type of content, she said.

“What you have to talk about (in your music) is not something that necessarily helps out the community,” Rhia said. “With rap music for example — you need to talk about violence … you need to talk about gangs, you need to talk about partying, drugs, sex, rock ’n’ roll and all that kind of stuff.”

Rhia added that the music she was involved with creating did more harm than good. She wasn’t conscious of it at first, but when she became aware of the impacts of the words she was writing, her outlook of the industry flipped.

It was then that dark side of the music industry began to grab hold of her.

“In the beginning, I didn’t see it as that big of a problem, because I was unconscious,” she said. “I just thought it was normal, and then I started to notice how it was affecting the community. … I started to realize that the music that I was participating in wasn’t doing any good, and that’s when I realized, ‘I don’t want to do this anymore.’”

THE TURNING POINT

Once that darkness had hold of her, Rhia slipped into a mentally and emotionally low point and realized her dream job was not giving her a sense of fulfillment. She even fell into a state of depression that was so bad that she questioned her reason for living.

“I thought it was my big dream,” Rhia said. “There’s a reason why these celebrities are committing suicide. A lot of times, you think you want this (dream) so bad and you get in there and you realize — once you sign that contract — you are now a slave. … I was not feeling fulfilled whatsoever. I was depressed.”

Around the same time, Rhia got into a bad car accident that nearly killed her. That near-death expe-

rience was the wake-up call she needed to move on from the dream she once had.

“I started to realize, ‘What am I doing? This is not me,’” Rhia said.

“What woke me up was a car accident. … After that accident, I was reborn.”

From there, Rhia left California in 2015 and came back home to the Orlando area. She took a break from music, went back to school and focused on getting a job in the medical field.

“I had a major identity crisis,” Rhia said. “Before, I was always that girl who was into music that was for sure going to be a performer. … I started to think I was a loser.”

Rhia eventually got a job as a certified nurse assistant. Her time as a CNA was the turning point that pulled her out. Spending time with patients taught her the meaning of gratitude, she said.

“I started to really feel what gratitude was, and that’s something that was missing from my life,” Rhia said. “Spending time with patients healed me right up because … they needed my smile to give them hope for another day.”

After reaching that turning point, Rhia realized she wanted to do something that had always been in the back of her mind — working with and being a positive role model for children. And she would use music to accomplish that goal, as well. She left her job as a CNA to go back to music and pursue the next chapter of her life.

TEACHING SELF-LOVE

Today, Rhia works as a substitute teacher with Orange County Public Schools. When she’s not teaching in the classroom, she enjoys teaching children about self-love through music.

“I started to do these workshops called ‘Know Your Worth,’” Rhia said. “They are musical workshops where I teach kids the power of knowing and loving themselves for who they are.”

Although the time she spent working in the music industry put her through some hard times, she uses the industry skills she has acquired to preach positivity and to teach children how to make music.

“I still use the skills that I had to acquire in order to be a songwriter and a producer,” Rhia said.

“I use those skills and I apply it to the workshop, so the kids and I make music from scratch. I teach them how to produce music, I teach them how to express themselves using lyrics and these lyrics are positive affirmations that are going to pretty much increase their level of self-esteem.”

“Each year, MIT releases three themed challenges,” Schoenberger said. “Last year’s theme was ‘Navigating Tomorrow’ and dealt with solving the issue of global warming as it pertains to fossilfuel use in transportation. … The theme for this year is ‘Superheroes: Make Someone Super.’”

The challenge is assigned to the Windermere Prep eighth-graders in place of a traditional final exam for science and language arts. Teams of students — 28 in total — banded together to come up with a wearable prototype

device or garment that enhances an individual’s natural abilities to “make them super.” Teams had about three weeks to plan, design and create a pitch for a device that could enhance a user’s abilities.

Devices fell under three “paths” or categories: epic identity, medical marvel and super naturals.

Students then pitch their products at the end of the three-week period in a presentation modeled after the show “Shark Tank,” Schoenberger said. “(Students) could choose path one, where they focus on athletic performance and increasing human performance in the athletic arena,” Schoenberger said.

“They could focus on path two,

which is medical marvel, where they … (come up with) a device that would ease impairment or improve the quality of life of someone suffering from a disease or disability. Or they could choose path three, where they look to the animal kingdom for superpowers that already exist and figure out a way to get humans to benefit from what nature has designed.”

Leena Masood and Annabelle Kessler chose the medical-marvel path for their invention. They devised an earpiece that plays music, sounds of nature or other sounds to alleviate symptoms of anxiety.

“This is our prototype earpiece that someone who commonly has

anxiety attacks would wear,” Kessler said. “You can install the voice of your loved one or your favorite song that calms you down, and you can wear it at all times and play it whenever you want. The main purpose is to comfort you, but our main goals is to, hopefully, cure (someone) of their anxiety if they were to wear it for a while.”

“It’s completely personalized so you can record someone’s voice or a song and tailor it to what helps you most,” Masood said.

“Although … you can take medication … medication can have side effects, so it’s not always safe and we wanted to come up with a way that will eliminate the need of medication or therapy.”

Despite a recommendation for denial by the Orange County Planning and Zoning Commission, a developer seeking to build 113 homes on a piece of land near the Lakes of Windermere community in Horizon West is moving the project forward to the Orange County Commission.

Planning and zoning commissioners cited density, traffic and access concerns when they recommended denial of the Monk Property Planned Development on 9.6 gross acres west of Duncaster Street, south of Little Lake Sawyer and north of Overstreet Road.
