At 10:08 p.m., an officer noticed a man driving a scooter and “swerving in a serpentine manner” while traveling eastbound on Sixth Avenue. The officer performed a traffic stop.

When the man was asked if he had any weapons in his possession, the man said he had an insulin needle in his pocket. When asked if he was insulin-dependent, the man replied he was not, but he had just done some “Oxy” earlier that day.

When the officer searched the scooter’s storage compartments, the man insisted he be allowed to unlock and open them. When opening a compartment, the man quickly reached for his wallet and placed it in his pocket. At this point, the officer and an assisting backup officer secured the man’s arms and retrieved the wallet, finding multiple small bags containing 20 pills of Xanax and a total of 2.3 grams of heroin.

Upon request of a driver’s license, the suspect said she did not possess one, but she provided a Mexico ID card. When the passenger was asked for identification, she handed over a North Carolina ID card that had a birth date of June 29, 2016. In addition to the incorrect birth date, the ID card had an incorrect name, and the ID number returned results belonging to a deceased man. When asked how she acquired the ID card, the passenger said she obtained it through a notary who works at a restaurant in North Carolina.

Joe Gasparini, of Orange County Parks and Recreation, has been working to get a new shade covering for the playground. He suspects the shade covering, which had been there for about for about 10 years, was blown off by wind.

His ongoing efforts to get a new one have proved challenging.

“We’ve been trying to get someone to get it replaced, and we’re having trouble because of the size of it,” he said. “Trying to retrofit something onto an existing structure is difficult, because the company that originally installed it was from Jacksonville, and they’re no longer in business. So we have to try to find someone locally that we’ve been working with regarding other shade structures in the county, but you’ll notice that this one is larger and not average compared to others in the county.”

Since August, he has worked with about eight to 10 potential contractors trying to secure quotes, but all the contractors have so far have been hesitant because the structural design for this playground is not standard.

“They don’t really ... want to put their system on an existing structure; they’d rather set up the entire system,” Gasparini said. “We’re trying to be reasonable here. ...

We’re being cost-conscious here, but we haven’t even had anybody who’s willing to give us a quote on it. So we’re maybe looking now at a different type of design using the same structure since we can’t find someone to do the overall thing.

It’s difficult.”

The department’s efforts have resulted in a long wait for parents who routinely take their kids to the park. However, some parents

have stopped visiting as often.

“We don’t come as frequently now, because this has gone on for a while, but we used to come like two to three times a week,” said Devon Anderson, a Windermere resident. “Now, we come maybe once every couple weeks and only in the evening. It used to be packed all the time. It was nice, and I just feel like there’s so much less now just because it’s so hot. You don’t want to worry about the kids burning themselves on the metal and things like that.”

Anderson said she wouldn’t mind paying a few extra dollars to have the shade covering installed — as long as it gets done soon.

Gasparini said as soon as the parks department establishes a timeline, it will post a sign notifying residents.

“It just takes time,” Gasparini said. “If we had someone who was willing to do it, we’d get the quote and have him go do it, but we can’t even get one. ... We’re working on it as much as we can.”

Grants will bolster health care efforts in West Orange West Orange Healthcare District awarded $700,000 in grants to four organizations to improve local health care. sneak out of the house after Richard went to bed at night to run errands, because bringing Richard often meant dealing with his behavior in the middle of the store.

“I was just trying to keep him stable,” Rase said. “I worked around him. I didn’t have any social life. It was just working with him to keep him safe and myself safe.”

Then in 2006, Richard was accepted into a group home run

by Attain. It changed everything.

“They know how to deal with him,” Rase said. “He’s getting the help and support he needs. I’ve seen a lot of progress made in his bad behaviors.”

Every Friday, Rase picks up Richard for their weekly motherson date. They go to the movies.

They go to Target or Best Buy to pick out a new CD for Richard.

And he almost never has a fit.

But without Attain’s help 10 years ago, Rase doesn’t know how she ever would have managed.

“Attain has been, for me, a lifesaver,” she said. “He’s in a safe home environment. I can see him, and I don’t have to travel far. I’m very thankful.”

But within the West Orange community, there’s a shortage of housing for people with developmental disabilities, said Dr. Craig Cook, executive director with Attain Inc.

Every night before bed, Corina Rase would lock both locks on her bedroom door. She hated doing it but had no choice.

She was vulnerable when she slept, she said, and there was no telling when her son, Richard, might have one of his fits. Diagnosed with autism, schizophrenia and bipolar disorder, Richard often resorted to hitting others when he became agitated or angry.

“I felt like a prisoner in my own home because of his behavior problems,” Rase said.

The Rases’ case is just one of the reasons why the West Orange Healthcare District works to extend a helping hand to the local health care community to make West Orange a healthier place to live.

This fall, the district awarded a total of more than $700,000 in grants to four local nonprofit organizations — Attain Inc., Quest Inc., Second Harvest Food Bank of Central Florida and the Orlando Health Foundation.

For people such as Rase and Richard, these grants can make all the difference.

“When you have less money at the grocery store, the healthy nutritious food tends to cost a bit more. It’s not going to be part of their day-to-day.”

In addition to providing healthy foods at their pantries, the nonprofit will also use the grant funds to implement health screenings for anyone who comes to their food pantries.

“It’s all about closing the gap on hunger,” Higgerson said. “It takes a lot of people working together.”

Quest Inc. received a grant of about $113,000, which will be used to provide services and therapies to developmentally delayed children.

The Orlando Health Foundation will use its $77,000 grant to further its mission of empowering community leaders to take charge of their health and the health of their community.

“It’s meant to be a home environment that has some supports within it for vulnerable individuals,” he said about their housing program. “A lot of families who have loved ones with special needs are struggling right now because the lack of housing.”

To fill in this need, the $250,000 grant Attain Inc. received from the district will be used to build more housing for special-needs individuals.

With two special-needs children — Mark and Kaitlin, both diagnosed with autism and microcephaly — Helen Hardzewicz can vouch for the value of the nonprofit’s housing program.

“They have helped them continue to lead the most independent life,” she said.

Hardzewicz also said Attain’s programs allow parents peace of mind about the future of their special-needs children.

“They help them adapt to society and retrain their behaviors,” she said. “The services are vital to families that don’t have the knowledge or ability to help them in the home. The programs are wonderful for them to not only have a life of their own, but for their caregivers to know that when they pass from this world, their children have a life and friends and are as safe as they can hope to be.”

American Actors Factory Helpdesk services can be a game changer when issues occur.

Riggs discovered acting after joining the American Actors Factory, a performing arts group in Ocoee. And after only a few months of classes, she suggested taking the show on the road. As a retired nurse, she knew assistedliving facilities would welcome the quirky bunch of actors.

And they did.

On June 11, the group performed Riggs’ skit “Super Coco Mart LLC” at the Ocoee Health Care Center. The comedy was about a supermarket that provided every product and service imaginable.

“They never have a chance to see a live show,” Riggs said of the residents at the Ocoee Health Care Center. “We had fun, and the ones who were more alert and the staff enjoyed it.”

As a new actor, Riggs said she was all nerves during this first performance for a live audience.

“I just concentrated on the scene and ignored the crowd,” she said. “I made sure I completed the scene because I had never performed before.”

The skit was a three-man show performed by Riggs, Alex Uzonyi and Tyler Reefer, all three of who are students at the American Actors Factory.

On Oct. 22, the trio took their skits — this time a “Phantom of the Opera” comedy — to the Brookdale Senior Living Facility in Ocoee.

“The show gave us a platform to practice on,” said Reefer, who had been with the factory for more than two years. “I’m not as nervous when I’m on stage in front of people. I’m trying to give something to them.”

The American Actors Factory, formerly known as the LA Acting Workshop, was passed on to San Andreas’ leadership nearly two years ago when the previous owner retired.

“I liked the teaching part, but I didn’t know if I liked the business part,” San Andreas said. “But it was an opportunity I didn’t expect to happen, so I said, ‘Sure, I’ll take it.’”

He renamed it as the American Actors Factory and teaches teenagers and adults the fundamentals of acting. It was during this transition that his students began writing their own plays.

“One of my students asked if we could perform something he wrote,” San Andreas said. “Then Sally saw what he was doing. She said she had written something

and asked if we could do the show at an assisted-living facility.”

And it’s Riggs’ witty writing combined with zany ideas from Uzonyi that has produced this new stream of hilarious skits, San Andreas said.

“There’s no pressure,” San Andreas said about why the skits have been so successful so far.

“It’s a just a sheer joy (for them) to perform for other people.”

But Riggs said that much of their success comes from San Andreas’ guidance.

“Disco was very good at directing it,” she said. “It just got better and better.”

George Dewinton Nash Beck, 90, of Windermere, passed away peacefully at home on Nov. 19, 2016. He was born July 24, 1926, in Winter Garden, son of the late W.L. and Mattie Beck.

He graduated from Lakeview High School and served in the U.S. Navy in communications until 1946. After discharge, he attended and graduated from the University of Florida. He married Leslie Stewart in July 1960, and they had two sons.

Roy Lee Henley had a smile that could lift up your world and a laugh that stays etched in your brain for a lifetime. A gifted helicopter pilot, who got his start flying as a Warrant Officer in Vietnam in 1968, he was every inch an officer and a gentleman, with just enough mischief and wit sprinkled in to keep us all in trouble and happy about it.

He was a Dad, a husband, a business owner (Universal Air) and an epic best friend who deeply loved life and all the people in it. A guy who could fix anything, right after he broke it, a master of the butter beans, a primper of hair, a payer of bar tabs, an over-tipper of waiters, a celebrator of Memorial Days, late night singer of doo-wop, champion of the honey do’s, buster of balls (particularly his friend Timmy’s), burner of chimineas (also Timmy’s), avid reader of whatever his friend Karen was reading, world traveler (with his partner in crime, Susan) and a guy who never lost his wry sense of humor and witty banter even up until the bitter end.

Roy passed away peacefully surrounded by his family and friends on Veterans Day, Nov. 11, 2016, thereby ensuring himself his own national holiday, which will from this moment forward be referred to as Roy Henley Day. Roy is survived by his beloved wife of 13 years, Susan; daughters, Stacy (Doyle) Mahan, Stephanie (Terry) Neal; sons Sean (Jessica) Henley, Brett Henley; mother, Lois Henley; siblings, Sandra Hines, Chris Henley, Sue (JW) Cooper, Roberta (David) Houser; and many loving grandchildren, nieces, nephews and extended family.

Set to begin his 15th season as the head coach for the boys basketball program at Dr. Phillips High, Anthony Long reflects on his time with the Panthers — and what’s ahead.

hen the Dr. Phillips boys basketball team begins its 2016-17 regular season Nov. 23, it will mark the beginning of head coach Anthony Long’s 15th season roaming the sidelines for the Panthers.

The “dean,” or longest tenured, of the coaches in Orange County’s Metro Conference, Long has been a part of some special teams, games and individual careers since 2002, when he came from Gainesville High after winning a pair of state titles there.

“I liked the idea of living in Orlando, and I also liked the idea of coaching at the largest classification in the state (Class 6A

at that time),” Long said. “I had been to Dr. Phillips High School before and was just really, really impressed with the facilities.”

Long was 32 at the time and now, at age 47, still has plenty of coaching in front of him. His success at Dr. Phillips — including three state championship game appearances, six Metro Conference titles, six district championships and a record of 313-96 (Long’s career coaching record is 461-165) — is something that is not lost on him.

Ahead of the start of year No. 15 at Dr. Phillips, Long sat down with us to reflect on his run so far.

Lyndsey Huizenga Windermere Prep sophomore Lyndsey Huizenga placed fifth in the state in the 50-yard freestyle at the 2016 FHSAA Swimming and Diving Championships Nov. 11. Huizenga’s time of 23.78 was an improvement upon her 24.53 time in 2015 that earned her 12th place in the state.

After placing 12th at state last year, what was your goal this year?

I wanted to make top eight.

It was very exciting. It was a goal that I wanted, because I really wanted to medal.

Where have you improved the most?

Probably in my overall strength. I’ve been working out with the strength trainer here at Windermere Prep, coach Kyle (Gilbert). Also, mentally, I’ve been able to focus in on my goals and figure out where I want to go.

Tell us a little about your swimming background.

I started swimming

To get to this point once again, Dr. Phillips traveled more than 130 miles to Sarasota, where the Panthers rode a staunch defensive effort to a 21-0 shutout victory over host Riverview (9-2).

The Panthers converted three of the the Rams’ six turnovers into their 21 points. Included in those was a fumble recovery in the end zone by Robert Porcher in the fourth quarter that punctuated a winning effort in a game in which the team set defensive records set for interceptions (19) and turnovers (37) in a season.

Dr. Phillips allowed just 106 yards of total offense on the night.

in sixth grade here (at Windermere Prep). I started doing club swimming in seventh grade. I think during eighth grade, going into ninth grade, that’s when I got really serious about it.

What would you like to study in college?

I think I want to go into criminology, mainly because I like watching the television shows, and that got me interested in it. I think it’s really cool.

Assistant coach Daniel Batchelor is beginning his seventh season with Long, and Rodney Wells, the school’s football head coach, will be coaching the freshman team for an eighth year. The program also recently said goodbye to Jason Lee, an assistant with Long for his first 14 years on the bench at Dr. Phillips.

The best man at Long’s wedding, Lee departed for an opportunity at Lake Highland Prep. In all, Long thinks the coaches around him have played a big role in the program’s winning ways: “We’ve had a lot of continuity and I think it’s been a key to our success.”

Long has coached the Panthers through some high-profile games — including a pair of games in 2004 against Edgewater where NBA stars and local celebrities packed sold-out gyms in Orlando.

Long: “The (game) that sticks out in my mind the most was in 2003, one of the first games of the year. Edgewater had a phenomenal team led by Darius Washington, ranked No. 7 in the nation by USA Today. The game was at Dr. Phillips, and our gym was completely packed — it was just an unbelievable high-school

Long won two state titles before coming to Dr. Phillips and has played in three more title games since arriving. “I’m just really, really proud of our teams that got there,” Long said. “The 2007 state title game is the one that hurts the most. …

Not to focus entirely on the past, Long had this to say about the outlook for the 2016-2017 team for the Panthers.

Long: “We have had the same four goals as a team all 15 years: win our district, win the Metro Conference, we want to win the region and then, ultimately, we want to win the state title. It’s a little bit different this year and last year because I’ve never been so dependent on football guys. … I think that it is going to take a little (to gel) while because it takes a little while for the football guys to adjust (once football season ends and they join the team).”

Long: “(Powell) was probably just the best, pure offensive player. …

Being able to score the ball, Pookie Powell was special — he really was.”
