Weldon seeks second term what the city has accomplished during his time on the City Commission, including the renovations to the city’s tennis center and the recent redesign and aesthetic improvements to Denning Drive with an added multi-use path.

Weldon said he hopes to keep the city moving forward — finding more roads within the city that can be supplemented with street trees and decorative lighting and ensuring the new library and event center is created properly.

“We’ve done a fabulous job in the city over the past several years, and I think I’ve made a meaningful impact in a constructive way, and I’m looking forward to furthering all the progress we’ve made,” Weldon said.

The city is in tremendous financial shape as well, he said. It’s that confidence in the city’s financial stability that drove Weldon to request lowering the millage rate in all three years of his term. The city has acquired a total of $6 million in annual property tax revenue since 2015, Weldon said.

“My three years of recommending a slight reduction in the millage rate to return a little bit of money to the taxpayers is really about balance,” he said. “We’ve invested that ($6 million) wisely for the most part, but as a balancing proposition, when the city is doing well, I think the taxpayers deserve a little credit for their contribution.”

its growth and maintains its single-family residential character; looking into ways to have Orange and Seminole County help mitigate traffic going through the city; and making sure the city’s electric undergrounding efforts continue on the path to success. Putting the city’s power lines underground not only provides the aesthetic benefit of clearing Winter Park’s skylines but also ensures far less power outages during storms.

“I’m trying to find ways that we can accelerate that in a practical way,” Weldon said. “We’ve gone through a number of scenarios, but there may be some things we can do given the current state of wholesale power costs and they’re coming down somewhat. There might be a balancing act to be had in the next year or so between

increasing undergrounding while keeping rates the same while our power contracts become less expensive.”

Weldon has been retired since 2013, but before then worked for Johnson & Johnson in various financial positions from 1974 to 1988. In 1981, Weldon also cofounded Xanar, Inc. — a wholly owned Johnson & Johnson subsidiary focused on surgical application of laser technology.

He continued working in that area as president/CEO for another laser technology company focused on wound healing until 1991.

From 1992 up until his retirement in 2013, Weldon worked as a self-employed investment adviser focused on bio-technology and digital technology companies.

moved to Winter Park in 1989, and raised a family within the city. In 2008, Weldon began serving the city in numerous advisory capacities, on the code enforcement board, the tree preservation board and the planning and zoning board. He said he’s especially proud of his time on the tree preservation board, where he pushed for the management of trees based on their location and species.

“The way we manage street trees and the way we manage the policy of tree removals on private property has been dramatically improved — in large part because of contributions that I’ve made, if not the arguments I’ve made that have been accepted by other members,” Weldon said. “We are really in a much better place now than we were with regard to long-term care and maintenance and flourishing of our street tree canopy…. That’s a huge aesthetic plus for the city of Winter Park over the next 100 years.”

heryl Asarnow has been in charge of the DES Junior Girl Scout Troop 178 for four years. In that time, she has seen them do a lot of things that have impressed her.

But recently, she watched them do something new — and even better. The troop advertised, organized and led a Dommerich Elementary School Food Drive that raised more than 1,215 items for hungry Dommerich families.

Between Nov. 5 and 9, Dommerich Elementary School banded together for a food drive that assisted 20 to 25 Dommerich families that could use canned goods and non-perishables in their day-to-day lives. The scouts became involved when Asarnow connected with Dommerich Elementary’s Community Outreach Committee a month ago to contribute to the annual event. The outreach committee helps local

students and families experiencing homelessness, poverty and other societal ills.

“This year, our Girl Scout troop was looking to do a service project,” Asarnow said. “We talked to the (committee members) at the Community Outreach Committee, and we joined forces with them and helped with the food drive.”

While the elementary school’s classes all competed to bring in the most canned goods and food items — including help from the school’s biweekly running club, The Dommerich Running Tribe — the Girl Scout troop spent time creating arts and crafts posters to be displayed on the school walls, advertised for the food drive at the school’s news program, organized the food as it came in and kept the drive running smoothly.

It was the troop’s first real group project that they handled on their own, which was the point, Asarnow said.

By the week’s end, the school had collected more than 1,215 items. Students and families now can pick up food from the school pantry.

Asarnow has overseen the 11-girl troop — all Dommerich Elementary students — since they were in the first grade. The troop leader is excited for the scouts to tackle more and more service projects as they continue.

“It’s been very impressive,” she said. “They were excited to do it; there was no hesitation. They showed up, they made posters without any problems. Everything ran so smoothly, and they were eager. That was very heartwarming to see.”

The Dommerich Community Outreach committee has recently started a clothing drive.

n The council authorized a contract with Layne Inliner Inc, for the lining of a sanitary pipe system using a piggyback from the city of Orlando. n The council approved a carry forward listing and the amending of the fiscal year 2019 general fund budget by $1,570,370, Stormwater Fund budget by $458,000, the CRA Budget by $153,600 and the Utilities Fund budget by $5,413,820. The largest portion of the general fund’s carry-fowards relate to sidewalk and relation improvements, transfers to the CRA, facility repairs and Hurricane Irma restoration.

The stormwater fund has three projects being carried forward — the Lake Nina stormwater improvements, Tomohawk/Mohawk reconstruction, the Lake Gem stormwater grant project.

LAND ANNEXATION

The City Council kicked off a plan to allow for the annexation of eight acres of land by the city of Winter Park.

In 2017, the city of Winter Park purchased a number of parcels of land, two of which were within Maitland. Winter Park requested that one 8.85-acre parcel, contiguous to Winter Park’s Howell Branch Preserve Park and the city limits, be de-annexed. In return, Winter Park will transfer a 3.38-parcel west of the Howell Branch Park natural resource area to Maitland.

Following former councilwoman Joy Goff-Marcil’s move to state representative for Florida House District 30, the City Council discussed the process for appointing an interim councilperson for a few months before the official municipal election in the spring.

City Manager Sharon Anselmo said the selection process will take 30 days, with council immediately receiving applications up until the 5 p.m. deadline Nov. 19. The final decision will be made at the Nov. 26 meeting, and the interim councilperson will serve Nov. 27 until the municipal election on March 12, 2019.

The qualifications for interim councilperson are the same as those for the permanent job.

Applicants must be qualified registered voters with at least six months of confirmed Maitland residence before qualifying. If an applicant is already on a city board, he or she would need to resign upon the city appointment.

Councilman John Lowndes stressed caution when picking the interim member, because that person could theoretically have an incumbent advantage in the March municipal election.

“It’s worth keeping in mind that whoever we appoint intends to run for election afterwards, they’ll run as a sitting City Council person, which gives them a theoretically a significant leg up,” he said.

“We should keep that in mind when we think about who we appoint because we might be doing more than appointing a temporary position, we might be kind of putting our thumb on the scale in the election come March. ... If there were somebody out there qualified and who was not interested in running afterwards, in my

staff believed the rooftop should be designed now so it can be put out to bid as part of the original construction, according to the agenda staff report.

“If too much more time elapses before the rooftop is designed, it will not be practical to include that element in the original project construction,” officials wrote in the agenda. “To do the rooftop as a future phase two would require shutting down the events center for a period of time and would cost even more to construct.”

The cost of the design is about $290,000, a cost City Manager Randy Knight is confident will be raised by the community.

“I feel strongly that we seem to be headed in the right direction, and the money will be there for the rooftop, but it’s certainly not a guarantee,” Knight said.

City Commissioner Carolyn Cooper said she wasn’t comfortable moving forward with designing a rooftop venue, because of the overall budget still is unknown relative to the underground soil borings and environmental assessments.

“While I appreciate that you have a very high level of confidence, I’ve been on this commission a long time and (with) fundraising — no matter how high our level of confidence is — until it’s a done deal, it’s still not a done deal,” Cooper said. “The rooftop venue was not part of the bond referendum, so certainly the idea that it would be nice to have I agree with.

But there are also things that were

part of the referendum that we are not able to deliver at this point because of budget. Budget to me is, frankly, one of my push-backs about spending any more funds.

The owners’ rep has not presented a budget to this commission in quite a long time.

“Until we have a budget that shows line items set aside and how we’re going to have the money to do all these other things, I’m not comfortable adding another $300,000 for something I have not been shown a budget that supports,” she said.

Mayor Steve Leary said the rooftop venue is an important component of the project and that it makes sense to go ahead and design it now instead of accruing more costs later.

“I will tell you that from the conversations we’re having again with both public and private entities, this is one of the items that is key to this project, they feel, and has received the most positive response back, so that’s why I can support this,” said Leary, adding that the project appears to be within budget. “I think money spent now is well spent against money that’s going to have to be spent later, which will be much greater to get this piece done.”

The motion to complete the design for the rooftop venue was approved 3-2, with City Commissioners Cooper and Pete Weldon dissenting.

with numerous changes to the land development code affecting parking.

The ordinance came about following a study by consultants from Kimley-Horn, which was tasked last year with modernizing and improving the city’s parking codes, specifically within the Central Business District, Hannibal Square and Orange Avenue. Those rules and regulations in Winter Park have remained largely unchanged since the 1970s, according to a city staff report from the City Commission agenda.

One of the most significant changes could help stop a perceived parking deficit in the downtown area from getting worse — but at the cost of fewer new restaurants coming to the downtown area.

The ordinance in the land-development code takes away a condition put in place back in 2003 — a time when the Winter Park Village was booming and Park Avenue was in a lull.

At that time, Winter Park attempted to attract more finedining restaurants to the area to boost foot traffic along Park Avenue and Hannibal Square. This was done by removing a requirement that any restaurant entering a former retail/office space had to provide the additional parking required for restaurants.

Since 2003, 17 restaurants have been established in place of retail

spaces within the Central Business District. Under existing codes, the CBD is 207 parking spaces short of what it needs to handle the restaurant guests.

Removing the special exemption from the code could make it more difficult for new restaurants entering retail spaces to find the parking they need though, Planning Manager Jeff Briggs said during a Planning and Zoning board meeting in August.

Other changes to the code include changing the distance permitted for off-site shared parking from 300 to 750 feet and using the Urban Land Institute’s Shared Parking analysis to determine when shared parking scenarios are appropriate.

Cooper suggested the new distance of off-site parking would be too far for some residents to walk.

She suggested decreasing the distance to 500 feet, but the motion did not go up for a vote.

“Going from 350 to 750 is an enormous jump, and once we give these entitlements, it’s near impossible to take them away without legal challenges,” Cooper said. “I’d like to see us agree to a more gradual increase this year and maybe look at it again next year and see if we want to move more. A lot of people are concerned that that is too far for them to walk.”

Leary said making sure the parking is close enough to businesses ultimately falls on the property owner seeking the parking, and that they wouldn’t seek parking that was potentially too far away.

“If (merchants) are concerned that this is going to impact their business, I don’t think they’d be supportive of this, but we’ve seen pretty strong support from merchants and the Chamber,” Leary said.

Winter Park may have just gotten a little safer with the help of a nifty new app.

The city announced earlier this month the Winter Park Fire-Rescue Department has integrated its dispatch system with the PulsePoint app — a software for any smartphone or tablet that can alert users if someone nearby is in need of CPR or other medical assistance.

Here’s how it works: When the Fire-Rescue Department receives a call of someone in a cardiac arrest or other emergency, an alert is sent by the department through PulsePoint with a simple keystroke at the time of dispatch.

Any user who knows CPR or wishes to be notified of any Winter Park emergencies will be sent the location of the patient in need through the app, allowing them to get there before first responders arrive and keep the patient stable.

“The idea is that we’re about four or five minutes away, depending of course where we’re at when the call comes in — if you’re able to get to the patient and do nonstop compressions, we’re going to come in, you’re going to do your thing and that chance of survivability for that patient is going to be dramatically increased,” Fire

Chief Dan Hagedorn said.

The app also can notify people about structure fires, commercial fires, hazmat situations, vegetation fires, marine rescue scenarios and more.

“It allows you to filter the type of call that you would like to listen to and the area or jurisdiction that you’re in,” Hagedorn said.

“You could do Orange County, Orlando or all of Central Florida — any participating organization or fire department. If you filter yourself and you’re notified for cardiac arrest and you know how to use an AED — there’s a pick list — you have to allow the system to know where you’re at and it follows you. … It alerts you that you’re somewhere in the vicinity of an AED and you can get to the person that is in need.”

Hagedorn added that every second counts during a sudden cardiac arrest. A person’s chances of survival decreases by about 10% every minute he or she is pulseless and without respirations, he said.

PulsePoint updates in real time, so there’s virtually no delay, Hagedorn said.

“We’re able to leverage that simple tool into potentially a lifesaving scenario,” Hagedorn said.

PulsePoint is a 501(c)(3) nonprofit foundation based in the San Francisco bay area, and the Winter Park Fire-Rescue Department were able to pay for the integration of PulsePoint with a grant they recently received.

It’s the time of year when many of us select our health insurance plans for next year. Determining which plan is right for you and your family can sometimes feel overwhelming.

Here are some questions to ask to help you evaluate your options:

Also, think about how frequently you may need medical services. Are you pretty healthy and only have an occasional minor illness or injury?

Or, do you have a condition such as diabetes or high blood pressure or long-term illness that may require more frequent medical care? This will help you put together an estimate of how much you’ll pay overall throughout the year.

Confirm if any doctors you see are in the health plan’s network as well as which hospitals are in the network. If you see a doctor outside the network, you’ll end up paying more and may be responsible for the full amount. Also, if you take prescription medications on a regular basis, make sure they are covered by the plan and find out how much they’ll cost you.

Some Florida Blue plans also include a member rewards program where you can earn money to lower your monthly payments or receive gifts cards.

Wildcats win state title After coming within two strokes of the state title last year, Winter Park’s boys golf team returned to the big dance and captured an emotional championship win.

The boys varsity golf squad made history earlier this month by winning the first state title in program history.

Robison said.

“It’s emotional,” he said. “I’m a Winter Park grad, and I love this school. It’s the first-ever state title in boys golf, so that’s pretty special. It’s really cool for these kids, but I think about the last six seasons and the program that we’ve been building. Besides the players on this year’s team, I think about all the guys (who) have played for me these last few years and how hard they’ve worked to get the program to where it is.”

Robison added that despite only five golfers competing at the state tournament, there are 12 golfers on the team — and every one of them practiced every day and pushed each other to be their best, he said.

The coaching staff and parents also have been incredible.

“It’s our whole program that won this event,” Robison said. “It’s extremely gratifying and humbling. They worked so hard for these last three months and put in so much time.”

It was a complete team effort by the top five golfers, but there was no lack of individual heroics on the course. The team arrived later than expected on the first day of the tournament because of a closed bridge on the route, and sophomore Michael Mays arrived with only 10 minutes to spare before starting play the first day. With hardly any time to warm up, Mays still managed to golf an on-par game on the par-72 course.

“He ends up finishing fifth overall in the state tournament — I think that’s pretty cool for a

sophomore,” Robison said.

Sophomore Andrew Clark managed to golf two under par on the second day and ended with a sixth-place finish, while senior Drew Lanier also pulled off a gutsy bounce-back performance after golfing an 81 the first day. He ended up shooting a clutch 75 on the second day.

“It’s just a great bounce back to show his leadership and composure — it was huge for us,” Robison said.

Whenever the team needed a golfer to step up, one of the guys made it happen, Robison said.

“They got comfortable knowing that even if they didn’t have their best day, the guys were going to be there to pick each other up,” Robison said.

inter Park High School advanced further into the playoffs after a 34-7 victory over Flagler Palm Coast High School on Friday, Nov. 9. The regional quarterfinal showdown at Showalter Field in Winter Park was a low-scoring battle through the first half, but the Winter Park Wildcats responded in the second half with 27 points compared to the seven points put up by Flagler Palm Coast.

The Winter Park Wildcats will face the Mandarin Mustangs at the regional semifinal Friday, Nov. 16.

There’s a first time for everything.

How about a high school state championship in boys golf?

The Winter Park High School varsity boys golf team made school history Wednesday, Nov. 7, as it captured the state championship at the Mission Inn Resort & Club in Howey-In-The-Hills.

Golfers Drew Lanier, Brandon Boncore, Andrew Clark, Stephen Hickham and Michael Mays kept cool and played tremendously with a final score of 603 strokes over the two-day tournament (305 the first day and 298 the second day). Winter Park was the only school to finish a day of the tournament with fewer than 300 strokes — the overall par for the course for one day was 288.

“It’s a lot to wrap my head around still,” head coach Rob Robison said. “They played incredibly.

We set a game plan and a goal at the end of the year to make it to state — that’s always the goal — and you accomplish that, and we prepared very, very hard.

“We didn’t worry about any-

body else, and that was intentional,” he said. “You can’t control what the other teams do, and I told the guys that they just had to go play their game, they knew the golf course, and not worry about anything else, except staying in that moment for each shot. It showed.

They played incredibly — especially on that second day.”

It was a victory made all the more sweet because of how close Winter Park came to the title last year. The Wildcats finished in third place during that two-day tournament — just two strokes behind first place Gulf Coast High School.

This year, Winter Park finished on top — with five fewer stokes than second-place Gulf Coast.

“It’s really special; it’s kind of been our goal all year,” Clark said.

“That’s what we set out to do in the beginning. After last year, it seemed like a long wait until we were back playing again, so it’s definitely a little sweeter this year after how close we came last year and having to deal with that.”

The historical significance of the state title for the program also made the win very satisfying,

Bento Asian Kitchen + Sushi is about to expand in a major way — and it’s all starting in Winter Park.

The Pan-Asian restaurant is planning to open a number of new restaurants across Florida, with the first location opening in Winter Park off Lee Road and North Orlando Avenue/17-92 this month.

Currently, the eatery has locations in downtown Orlando, Dr. Phillips and near the University of Central Florida. Originally, co-founder Johnny Tung believed that would be enough for the City Beautiful.

“When we opened up downtown and the Dr. Phillips location a year after, we wanted to do something by UCF and then were like, ‘This might be it for Orlando; it might be too many,’” Tung said. “But then we discovered Orlando has so many different pockets that could prove to be successful. Winter Park was always somewhere we wanted to open. It’s got great name recognition, great history (and) a growing business crowd.”

Bento, which started in Gainesville in 2002, has expanded 10 restaurants across Jacksonville, Gainesville, Tallahassee, Orlando, St. Petersburg and South Florida. The chain expects to expand into Georgia in 2019.

“We haven’t opened up any new stores since 2016,” Tung said. “We spent most of last year and most of this year building our corporate team and our HQ to be able to handle the expansion.”

The Winter Park restaurant will be 3,000 square feet in the plaza that includes LA Fitness, Blaze Pizza, Marshall’s, Office Depot and more. Unlike other Bento spots, the Winter Park location will have both a breezeway/patio area and a second side patio.

As for food, the restaurant has been working on a new ramen noodle dish, as well as additions to its signature bowls.

The various Bento spots also will be pushing a health initiative next year.

Johnny Tung and his brother, Jimmy, grew up in the restaurant business. Their parents emigrated from Taiwan to New York and were experienced with traditional Chinese restaurants — from takeout to buffet.

The brothers didn’t expect to continue in the restaurant business while taking classes in Gainesville. But after facing an unforgiving job market, they decided to open their own eatery. While their parents focused more on Chinese food, the brothers decided to expand to include more Pan-Asian cuisines such as sushi, boba tea and more from across the continent.

Following the Winter Park location, three more Bento restaurants will make their way to Kissimmee, Lake Nona and the Mills 50 district.

ach year, 4Rivers and ABC Fine Wine & Spirits team up to co-host a Western-themed event that consistently draws hundreds of guests, all champing at the bit to sample food and drinks from some of Central Florida’s best restaurants.

The seventh Cows ’n Cabs event — held at Winter Park’s West Meadow on Saturday, Nov. 3 — drew a crowd of more than 1,000.

With plaid shirts, cowboy hats and boots everywhere one looked, guests mingled, munched on food, drank samples, took photos and even watched a bit of football. Additionally, countrymusic artist Angie Keilhauer played some country favorites. Proceeds this year benefited After School AllStars Orlando and Elevate Orlando.

he Junior Diabetes Research Foundation put on another successful fundraiser with its 12th annual Imagine Gala Saturday, Oct. 27.

The event, held at the Loews Portofino Bay Hotel, raised funds for Type One diabetes research in the hopes of finding a cure. Guests bid on lavish items in the silent auction during the cocktail hour before heading into the ballroom for dinner and a Fund a Cure segment.

he Four Seasons Resort Orlando was full of puppies, kittens and more Saturday, Nov. 10, during the Pet Alliance of Greater Orlando’s 2018 Furball fundraiser.

The 27th annual bash had guests playing with adoptable pets during the reception while bidding on silent auction items. The money raised at the event, which Pets Alliance staff hoped would reach $200,000, benefits the organization’s programs, including caring for more than 8,000 homeless dogs and cats.

The songs are used to tell a story — as well as get the audience to tap their toes and sing along.

“It’s lots of fun — they’re all fun songs that you’ll remember, from Brenda Lee’s ‘Rockin’ Around the Christmas Tree to ‘Jingle Bell Rock’ and ‘Little Saint Nick,’” musical director Chris Leavy said.

“It’s all of those great Christmas oldies that we look forward to hearing.

“These are songs that you don’t get to play usually,” he said. “It’s fun with Roger excavating older Christmas songs that maybe weren’t as popular so not as many people know them, and you’re like, ‘What a great song.’”

Artistic Director Roy Alan said the show features plenty of audience participation, especially in the second act. “(The songs) have incredible four-part harmony, and they all have a rock beat to them, which makes them even more fun,” Alan said.

Audience members may recognize the four main characters in this production from “The Marvelous Wonderettes,” also created

by Roger Bean and performed in 2015 at the Playhouse.

Three of the four girls make their return to the cast, Alan said, adding that they are all strong singers.

“They could make a record — they sound that good,” Alan said.

“Anecdotally, they are so good that sometimes in rehearsal, I’d be listening to them singing and trying to coach the vocals, and I would hear somebody was on a wrong note, but they sing so well together I couldn’t tell who it was — even with them standing right in front of me,” Leavy said. “It’s almost like ventriloquism — they are so tight.”

Just as strong as the singing though is the story itself, Leavy said.

“They’re just very strong characters — it’s not just four girls dancing around on stage singing ’60s Christmas songs,” Leavy said. “They have actual characters and stories, and they’re very, very strongly written. You care about them as characters, as well.”

Whether it’s the singing or the story or a mix of both, one thing is for sure: it’s going to be a ton of fun to watch, Leavy said.

“It’s one of those shows that you don’t come to because it’s the best show ever written; you come because it’s the most fun you’re ever going to have,” Leavy said.

“These are the times you want to put a smile on your face, and this is the show that’s going to do it.”

If you’re looking for a blend of comedy, Christmas songs and some good old-fashioned holiday nostalgia, the Winter Park Playhouse has just the show for you.

Tonight marks the opening night for the Playhouse’s latest production “Winter Wonderettes” — a work originally created

by Roger Bean.

The musical comedy tells the story of a four-girl singing group entertaining employees and families at the annual Harper’s Hardware Holiday Party. According to tradition, Mr. Harper dresses up as Santa every year and hands out the bonus checks during the entertainment, but when Santa goes missing, the four girls have to use their charm and talent to save the day.

“Winter Wonderettes” is affectionally referred to as a “jukebox musical,” featuring 1960s versions of Christmas classics such as “Santa Claus is Comin’ to Town,” “Jingle Bell Rock” and
