ollowing failed discussions with Orange County transportation officials and county commissioners, Windermere leaders have decided to take matters into their own hands. This summer, the entire town will become one gated community. Frustrated with the onslaught of traffic that uses Windermere as a cut-through, the town will install guard gates at all four of its main entrances: Maguire Road at its intersection with Windermere Road; Park Avenue and Lake Butler Boulevard; Conroy-Windermere Road by the post office; and

Chase Road at its intersection with Main Street. Leaders said those locations will effectively eliminate unwanted traffic and, most importantly, keep out those who think they are Windermere residents but actually are not. All town residents will receive special clickers to pass through. They also will be taught a special Windermere handshake and a code word in case they lose their clicker. Each gate will be staffed with Taser-armed guards and trained dogs equipped with military-grade lasers. Although he technically isn’t a town of Windermere resident, Shaq will be allowed in. PASSHOLDER PROGRAM

Although the goal is to keep out as much non-town traffic as possible, town leaders know some drivers will continue to need access to town roads. That’s why they also are implementing the Windermere Annual Pass Program. For $499, W.A.P.P. members will be able to pass through the gates. Perks also include discounts at Allen’s Creamery, Dixie Cream Café and Tim’s Wine Market. All passholders also will receive unlimited access to Mayor Gary Bruin’s movie-memorabilia collection and a free martialarts lesson from Police Chief Dave Odgen. Gotcha! MICHAEL ENG EXECUTIVE EDITOR

Dear beloved Windermere Observer reader: Happy April Fools’ Day. Make no mistake: All of the stories, photos, headlines and cutlines on pages 1-2 are part of the Windermere’s first April Fools’ spoof edition. They are not true. We repeat: They are not true. No, the name of the West Orange relief high school most certainly is not Rural Settlement High School. No, there won’t be hover cars floating around Dr. Phillips. No, there is no such thing as a Flat Bobby or Bobby O. online gift shop. (Although if there is in the future, we want our cut, Bobby!) And, perhaps most impor-

tantly, no, Windermere is not securing its borders with gates guarded by laser-equipped dogs. Our sister paper, the Longboat Observer, started this tradition nearly 20 years ago. Since then, the April Fools’ edition has become that paper’s most anticipated — and most popular — issue of the year. Here in West Orange, former owners George and Anne Bailey also had some April Fools’ Day fun (see sidebar). Last year, the West Orange Times & Observer published one online spoof story — about how the new relief high school was going to be constructed in the middle of Lake Butler. This year, we decided to go allin with not only our print edition for the Windermere Observer but also in the West Orange Times & Observer. The reasoning is simple: Who couldn’t use a laugh now and then? Although I may regret this in a few days, please shoot me an email — meng@orangeobserver. com — and let me know what you think. Better yet: Take this paper and fool your family members and friends. Also, be sure to check out our West Orange Times & Observer edition for some additional spoof stories.

ONLINE See complete foolery at OrangeObserver.com

Blasts from the past George and Anne Bailey always enjoyed printing a good April Fools’ Day story in their newspaper, even if it wasn’t always clear that the story was fake. And they caught plenty of flak for them, too. The Baileys owned The West Orange Times for 44 years, which gave them multiple opportunities to publish an April 1 article. GOURD NECK SPRINGS MAN

PHILATELY CHARGE In 1982, The Times splashed a headline across the front page exposing former City Commissioner Ernest B. Crawford as a philatelist for 32 years. The article, written by staffer Ken Morris, quoted Crawford’s surprised colleagues. “Winter Garden Police Chief Jimmie Yawn said there is no city code regulating philately in Winter Garden,” Morris wrote. “Therefore, he will take no official action against Crawford.” City Attorney Becky Vose added: “It fits into that category of victimless acts by consenting adults.” CREOSOTE PLANT The April Fools’ story that caused the most trouble for the Baileys was Windermere Mayor

Bob Pleus’ announcement in 1993 that an industrial plant was likely to be permitted near the north end of Windermere on Wauseon Bay. The land to be utilized, known as Bumby Point, was reverting to agricultural zoning because it was once a logging camp with a small creosote distilling operation for treating lumber for docks. A meeting was announced for April 1, but a letter to the editor that ran in the following week’s issue of the paper represented a slew of people who weren’t amused by the way-too-subtle April Fools’ hint. The April 8 issue also ran a photo of then-Mayor Pleus throwing a cream pie in George Bailey’s face as “just desserts” for the spoof.

The April 1, 1976, issue of The Winter Garden Times announced “Discovery of Ancient Torso Astounds Scientists.” According to the article, “One of the most exciting archaeological discoveries of this century has turned the eye of the scientific world in our direction.” The well-preserved remains of an ancient man, estimated to be as old as 2.5 million years, were found by three West Orange High School students who were skin diving at Gourd Neck Springs, the article said. These springs are in the southwest corner of Lake Apopka near Montverde.

Developers introduce plans for mosque The mosque, called Windermere Religious Center, would be located on Winter Garden-Vineland Road. ZAK KERR STAFF WRITER HORIZON WEST

Locals packed the cafeteria March 16 at Sunset Park Elementary, where commercial real-estate developers Chris Stephens and Carlos Barrios presented possible plans for a mosque — Windermere Religious Center — on about 18,000 square feet at 8806 Winter GardenVineland Road. Stephens introduced a Windermere Prep alumna who gave background on the idea behind the center. She said this mosque is needed in the area and all would be welcome for a peaceful dialogue or to learn more. The owner of this property, local Dr. Muhammad A. Awan, wants a special exception under Rural-Country Estate zoning to build a 6,300-square-foot mosque in a Spanish architectural style near the northeast shore of Lake Mabel. He reiterated all would be welcome, including for social events. About 2.61 acres of uplands are usable on the parcel, and most of its 6.035 acres is wetlands not to be disturbed, Stephens said. Barrios said about 25,500 trips are on that road, with 127 peak trips for the mosque, most already existent. Buffering from adjacent properties would be high-quality; most natural vegetation would remain; and lights and noise will not affect nearby property, he said. One piece of the property Awan owns will not

be developed at this time, Barrios said, but Awan plans to build a house there. Although Stephens said no child care would be involved, there would be a small playground for this project, part of what Awan elaborated on as the Windermere Religious Center mission. “The purpose of this facility is to help our youth and our women, so they have a place they can go without dealing with the traffic … and feeling secure,” Awan said. “This is mostly servicing the people living in Windermere.” Mike Johnson, a builder in the area, said he had fought other developments and asked what variances the developers sought. Case planner David Nearing said a special exception for a religious building could be approved without variances. A man living on Lake Mabel Drive said the water table of Lake Mabel has been rising, with builders such as KB Homes not monitored properly, so further development concerned him about the rural nature of the area. A member of the Butler Chain of Lakes Advisory Board who also manages a mosque near Lake Buena Vista said water would not rise any substantial amount — a statement with which developers agreed. David Winter, a nearby property owner, said the lots are part of a subdivision with an existing precedent for no religious center in the area. Stephens said a title

opinion from a real-estate attorney would show whether that were true. “This area here is one of the last few remaining rural areas,” Winter said. “As soon as you start putting any kind of … commercial endeavor … it’s the number of people. … Almost half of the lake has no residences on it.” A canal along the property from endangered Lake Butler to clean Lake Mabel also concerned Winter, who agreed with many other residents the use of the land was inconsequential versus the notion of more incompatible development near the lake. Nearing said the same of the county perspective: House of worship is merely a type of land use, with stats and

figures as the concern, not the faith. Barrios said the location and leveling of the building was not necessarily an issue, but he agreed the canal and water should be handled carefully. Nearing said conditions could include no water use related to the center, but there are no restrictions preventing residential boating. For more information, contact Nearing at David.Nearing@ocfl. net or (407) 836-5386, or Hillary Hepp at (419) 934-2072. The tentative Board of Zoning Adjustment hearing date is May 5.

Bacteria contamination closes Lake Rose ZAK KERR STAFF WRITER WEST ORANGE COUNTY

Near the convergence of Ocoee, Gotha and MetroWest is Lake Rose, which stretches from South ApopkaVineland Road northwest to Old Winter Garden Road along Woodlawn Cemetery Road. Orange County Environmental Protection Division officials recently tested Lake Rose and found high concentrations of fecal coliform bacteria, based on raw, untreated sewage spilling from a broken lift station. County officials said that privately held lift station broke

March 20 at 109 Good Homes Road, near the Old Winter Garden Road intersection. The cause was a broken main sprinkler line eroding ground housing of a valve box, according to reports. “The break occurred ... at 11:01 a.m.,” OCEPD Communications official Nancy Rodlun said. “It was reported to Orange County Utilities at 11:14 a.m. The discharge ceased at 11:56 a.m. Water samples were taken on Lake Rose by Orange County Environmental Protection Monday morning, March 21.” Waste had flowed into 94-acre Lake Rose and an adjacent canal,

making them unusable for all activities and pets, from exceeding state bacteria standards. County personnel also warned against using irrigation wells drawing from nearby underground resources. “We do not know the exact time when this issue will be resolved, most likely in the next two weeks,” said Julie Bortles, Orange County Water Sciences Program supervisor. “Mother Nature will ultimately remediate the bacteria levels, and our department will continue testing the site every couple of days until water quality is determined to be safe. Residents should take precautionary measures to avoid exposure.” Authorities estimate more than 1,000 gallons of sewage likely spilled into Lake Rose. The Florida Department of Environmental

Protection is aware of the incident, and Orange County Utilities staff is overseeing lift station repairs. OCEPD officials are monitoring 177-acre Lake Sherwood — which stretches north from the western side of Frangus Elementary past state roads 408 and 50 to the Lake Sherwood Apartments near Balboa Drive — for signs of waste intrusion. “Both Lake Steer and Lake Lotta flow into Lake Rose, so contamination is unlikely,” Rodlun said. “Although the canal where the contamination happened connects Lake Sherwood and Lake Rose, no physical contamination is evident in Lake Sherwood. Sampling has been done as a precautionary measure. The results are not in yet. Note also that Lake Rose only discharges into Lake Sherwood when the elevation

meets the discharge point, and that has not occurred.” Phil Kane, FDEP environmental specialist, Central District, is investigating the incident. The property owner would be responsible for stabilizing the nearby hillside, extracting sand from the canal connecting Lake Rose to Lake Lotta and then document it all before letting FDEP officials inspect the area, he said. “Service to the residents is already connected,” Kane said. “They have a bypass pump, and in less than 24 hours, they were all back online, so there is sewer connection out there.” The property owner could not be contacted for comment. A toast to Paul Price CELEBRATION OF LIFE FOR PAUL PRICE WHEN: 3 p.m. Sunday, April 10 WHERE: Windermere Town Hall, 520 Main St., Windermere DETAILS: Craig and Kathy Lopus of Tim’s Wine Market in Windermere invite friends, family and the community to attend a celebration of Paul Price’s life. A reception will follow the service and will include a toast to good friends and fond memories of Price.

CONTINUED FROM PAGE 1

Tim’s Wine Market of Windermere and an “adopted” Windermere resident, died in his sleep on Friday, March 18. He was just three days short of his 55th birthday. He is survived by his father, John Price; younger brother, Nick Price; and sister, Sallie Price. Because of Price’s lasting impact on the town, it is only fitting that on April 10, friends and family will reconnect and come together to remember the man who connected with and befriended so many people. They will raise their glasses in memory of Price. Stephanie Desaulniers, Price’s friend and Dixie Cream Cafe owner, said if he could be there to feel the love that will fill the room and witness the toast, he would probably be in tears. “Paul would want everyone to raise a glass or two,” said Craig Lopus, manager of Tim’s Wine Market’s Windermere location. FROM ENGLAND TO WINDERMERE

Price was born in England, just outside London, and lived there until his father moved the family to Johannesburg, South Africa. While he grew up there, apartheid was still very real, but he fell in love with the country, even learning Afrikaans. When he was a high-school senior, his family moved back to England, but shortly after, they moved to the United States and settled in Apopka, where his father bought a chicken farm. Price went on to join the U.S. military, serving as a paratrooper in the Army Airborne. Despite his British heritage, Paul loved the U.S. and the concept of democracy. “He loved reading political analysis and was a keen observer of the democratic process and was a lifelong Democrat,” Lopus said. “He loved to talk politics, argue

positions and speculate.” Upon his eventual return to Orlando about 16 years ago, Price ended up working at the original Dexter’s location. There, he met and became friends with Tim Varan, the owner of Tim’s Wine Market. Varan later hired Price, who loved wine and beer and was very knowledgeable about them, to work at the downtown Orlando location. When Varan decided to open his Windermere location about seven years later, he assigned Price, who lived in Winter Park, the duty of store manager. “Paul came in and painted all the walls and got the store ready, so Paul’s essence is in every nook and cranny of the store,” Lopus said. “He put the shelves up, he prepared the store for opening and then he ran the store.” Varan eventually sold the location to Lopus as a franchise, and Price went from being the boss to the employee. And although he explored working for two different wine distributors throughout the years and loved traveling, he came to the conclusion he was happiest talking to customers and selling wines in the store. BUILDING RELATIONSHIPS

When Desaulniers bought the space for Dixie Cream Cafe more than five years ago, it was a rundown, old convenience store. “I’m looking at a disheveled, broken-down ceiling of a stinky, abandoned convenience store that I’ve signed a lease for, and now came the time of finding a builder and vision for it,” she said. She met Price after stopping in at the wine shop, and the first thing he did when he heard of her dilemma was hand her a business card of a local builder who could fix up and transform the sadlooking space. “For me to trust in Paul and to

feel that comfortable and follow up on a lead from someone I just recently met, it opened up a door for me that I wouldn’t have found otherwise,” she said. “He could guide you to someone who could build your restaurant; he could guide you to your favorite wine. You knew he wasn’t for himself. He was there for you.” Both inside and outside the wine shop, Price had a knack for connecting with people and making everyone feel special. “His customers came to trust him; everyone who walked in the door felt special,” Lopus said. “Everyone felt that Paul was a friend. He loved to give people nicknames that these people were never called, but that they liked. That was their connection to him.” Lopus called him an observer of the human condition, who was fascinated by people’s backgrounds, lifestyles and interests. Price loved getting to know people and was great with sharing stories and finding a common thread with others. “Windermere is a great community, so having Paul leave us and leave such a huge hole … he was a huge part of that wine market,” Desaulniers said. “It’s like a part of your family is gone.” When everyone raises their glasses in that collective toast on April 10, the heartache will be felt across the room, but so will the way Price touched so many lives and filled so many hearts. “Paul was a friend to everyone he met,” said Windermere Mayor Gary Bruhn. “He would always go out of his way to help you and always had a smile and a good word. … Even though he didn’t live in Windermere, we always considered him a Windermereian as his heart was in this town.” Contact Danielle Hendrix at dhendrix@orangeobserver.com.

IN OTHER NEWS n For substantial change to the 56.56-acre Savona PD/ LUP abutting South ApopkaVineland Road to the west and Florida’s Turnpike to the east, applicant Christopher J. The waivers, which commissioners approved, allow a 50-foot expressway setback instead of 75 feet, a wall with a maximum height of 14 feet instead of eight feet only against Florida’s Turnpike and five feet of side-yard setback.

Reams Road Property, a 161-unit planned development near Greenbank Boulevard, is one step closer to finalization. ZAK KERR STAFF WRITER WEST ORANGE

At the March 15 Orange County Commission meeting, commissioners approved the rezoning of 100.2 gross acres matching the Reams Road Property Planned Development/Land Use Plan of HCI Planning & Land Development Consultants. Four parcels along the southern side of Reams Road were rezoned from agricultural and rural to planned development. Developers intend to build 47 single-family homes and 114 attached town homes. Two residents of Abbotsbury Drive — across Reams Road from this proposed development — asked for wetlands and traffic to be considered. One recommended a particular piece of wetlands remain protected and said the vision for Horizon West has been lost in terms of controlling growth instead of allowing piecemeal development. Both addressed the impact on the area’s water table and wildlife corridor, with the latter noting adverse flooding effects to the 100-year flood plain in the area. The latter recommended five conditions of approval: wetlands remain in conservation for storm water and wildlife concerns; detached homes converted to town homes to increase the unit number and lessen environmen-

tal impacts; all development meeting low-impact design criteria to limit impervious surfaces and protect water quality; upland and wetland buffers of at least 150 feet to protect waterways; and conservation easements on the remaining parcel. The applicant team said culverts could be used to minimize impacts on water and continue the natural flow in a specific area of wetland that would be part of the development. “The concerns on the environmental component of it are legitimate, and I want to make sure when this comes back in some finer detail that little crossing (is) addressed,” District 1 Commissioner S. Scott Boyd said. In tandem, the County Commission approved and executed an agreement with Mattamy Orlando to convey 1.75 acres of adequate public facilities land providing $39,375 in transportation impact fee credits and for the satisfaction of an APF deficit fee of $79,879.82. The site plan for Reams Road Property will determine further details and be addressed at a later BCC meeting. BERKSHIRE PLACE UPDATE

Complaints from the Berkshire Place neighborhood in Horizon West against builder Pulte Homes have been proved well-founded. Inspectors of one home have

n Commissioners approved a petition to rename a portion of Seidel Road as Lake Huckleberry Lane.

confirmed cracked stucco, water intrusion, floor system damage and damage to structural wood members. Among the 140 town home units built between 2008 and 2011 in Berkshire Place, owners of 88 units have complained of improper stucco installation. Pulte Homes officials have said they would send a survey to residents to determine where to conduct destructive testing and then continue mediation processes. Boyd said he had been in a similar position as these residents from 2001 to 2004, and he and his family were able to remedy the home but had to settle instead of continuing lengthy litigation. “There are people that put everything they have and own into this place, and it is not something people can just go and fix on their own,” he said. Windermere Rotary to host 2016 Spring Fest DANIELLE HENDRIX STAFF WRITER WINDERMERE The Rotary Club of

Windermere is gearing up for one of its biggest events of the year this weekend. The three-day Rotary Windermere Spring Fest is set to take place April 1 to 3 at The Pines at Windermere and will offer family-friendly activities and special events, all of which will benefit the charities the Rotary supports. “We put events on throughout the year to support our charities — Health Central, the Edgewood Children’s Ranch, Home at Last — along with funding scholarships, supporting Interact clubs and more,” said Louis Acosta, the Rotary’s Spring Fest event chair. “It’s a fundraising event and this year we have a collection of events happening over a three-day period.” The event originated in the early 2000s as Festival Among the Lakes but has since been rebranded. The weekend kicks off with an April Fools’ Day dinner party on Friday. This $50 ticketed event includes cocktails, a buffet, gourmet cupcakes, cash bar, prizes, raffles and music by the band Mid-Life Crisis. Saturday’s events start at 10 a.m. Boat dealers will be on hand for a boat show, and bands will play live music all afternoon. Vendors such as Bubbalou’s Bodacious Bar B Que and Kona Dog will offer food throughout the day, and the Boy Scouts will

IT’S ALL

IMPORTANT

uring its recent session, the Legislature tried to dictate the dates of all local government elections and mandate that all municipalities vote during the national elections. Nothing happened this session, but the push will be back. Like a rash, such issues can return again and again. I opposed this mandate for two reasons. First, it’s a case of home rule. Local governments should decide what is best for their communities. I believe the government closest to the people represents the people best, and we know when to hold our elections. Second, combining all of the elections in one vote means that local government elections and

issues would be at the bottom of the ballot, where people suffer “voter fatigue.” This is the case when too many questions are posed to the voter and they just quit and hand in their ballot. We could have charter questions, referendums and pages of ballot questions. But little did I know we could also suffer from “voter apathy.” We had minimal questions to vote upon March 15. Yet still … citizens showed up and didn’t vote. When you leave a ballot question empty, it’s called an under vote. Earlier this month, we combined our local government elections with Florida’s presidential primary. As our state legislators hoped, the voter turnout was excellent. As a matter of fact, phenomenal! But who knew that thousands of people would come to the polls and turn in their ballots half-empty. In Windermere, we went from a voter turnout of 13% in our last election to over 50%! This is outstanding. But when you view the results, you realize people will come to the polls, but they may not vote. We now have the statistics for what happens when you combine national elections with local elections. Citizens voted for presidential candidates, yet they

ignored our local candidates: 663 votes put our top vote-getter in office for the Windermere Town Council, yet 903 votes went uncast. Yes, 54% of Windermere voters showed up and voted. But 35% of them decided to leave their local ballot unchecked. Windermere was not alone. In Winter Park, one commission seat saw more than 1,100 under votes. In Ocoee, there were more than 500 under votes for mayor. Hence, the question I pose: Is it better to have a lot of people show up and not vote, or have a smaller amount of people show up and vote? I would rather have people on Election Day who will vote and are informed than those who show up and leave the box unchecked. I believe our local governments know when we should hold our elections. Other mayors in Orange County believe this. So do the Florida League of Cities, our state Supervisors of Elections, the Florida League of Mayors and the Florida Association of Counties. So do many newspaper editorial boards. Go figure. All of these diverse organizations agree. You should too. Tell your legislators.

Dear Editor: The Windermere vote on whether to increase the debt limit reminded me of the old Wendy’s commercial, “Where’s the beef?” I would have voted yes on the debt proposal if the town had shown us a definitive architectural plan. Questions would have been answered. For example: Would we lose downtown

space? Would our downtown still look historic and inviting? Where exactly are they planning to build? Would they be taking the downtown basketball court? Would we still have plenty of downtown space for all of our fun town activities — food trucks, farmers market, Wine & Dine, Arbor Day, art festival and others. The town fathers said they didn’t want to spend money for

design before they knew they had the money. I believe this town would enthusiastically support a plan to improve downtown. Everyone knows the police building is in serious need of upgrading. And the administrative offices probably need reconfiguring too. Show us a good design plan, and I believe you will see a positive vote count.

Milena Hidalgo Romagosa SACHI SWEETS HORIZON WEST

Growing up in Venezuela, Milena Hidalgo Romagosa stayed out of the kitchen. When she married, her husband also did the work in the kitchen, because he was protective of her and did not want her to get hurt. While her husband, who was an artist, was living, they often would paint and create art together. When her husband died six years ago, she was faced with a question: “What is it that I want to be now?” She decided she wanted to do something her grandchildren would love: become a decorator of cakes and other sweets. She quickly learned how to bake from her aunt and used her aunt’s recipes for cake, frosting and fondant. For Romagosa, “Sachi” to family and friends, baking is an extension of the art she began with her husband. Her cakes often look like real-life objects. “If I made a flower, I try (to make) every petal to be as thin as a real one,” Romagosa said. “You have to be as … real as you can when you create something.” Romagosa prefers it when customers allow her to use her creative side rather than ask her to recreate something from Pinterest. When taking on a cake project, Romagosa spends time researching to accurately depict her cake.

“If I made a flower, I try (to make) every petal to be as thin as a real one. You have to be as … real as you can when you create something.” — Milena Hidalgo Romagosa Jennifer Nesslar

Milena Hidalgo Romagosa took up cake baking and decorating after her husband died and she needed to find something new to do with her life. Right: Romagosa created this bookstack cake for a farewell party a book club was having for a member.

For a book club, she created a cake that resembles a stack of books. To make boat-shaped cake, she spent hours researching the parts of a boat. To create a cake that looks like a wine bottle, she researched the type of grapes — and leaves — that accompany the wine in real life.

Lia Brigner COUTURE CAKES BY LIA HORIZON WEST

Lia Brigner started her company more than a year ago, but she has been in the baking and pastry industry for more than 14 years. “Food has always been a huge part of my family’s life,” she said. “So baking with my mom and grandma was a very frequent occurrence. I just have so many fond memories of being in the kitchen with my family and good times all around, that I knew from a very early age that I

Delicate flowers are a recent trend in wedding cakes, Brigner said.

wanted to be in the baking and pastry industry.” And she did follow that passion: She earned degrees in food service entrepreneurship and bakery and pastry arts from Johnson & Wales University. She worked at the Ritz Carlton

in Palm Beach and Orlando, and she was recruited to open the Waldorf Astoria Orlando, where she became the senior pastry sous chef. But she majored in entrepreneurship with the goal of starting her own company, so Couture Cakes by Lia was born.

The company specializes in high-end custom wedding cakes, and she sees an appreciation growing for high-end work, based on reality baking shows that showcase elaborate cakes. To make a high-end wedding cake, Brigner takes months of preparation and likes to meet with brides six months to a year before the wedding. When she meets with the brides, she likes to have them share their colors and photos of centerpieces and other decorations that will be used in the wedding, so she can get the feel of the wedding. Because many of the decorations on the cake need time to dry, she spends 40 to 80 hours actually creating each cake, making each cake unique. “I promise each guest that no two cakes I make will ever be the same,” she said. In the wedding industry, there’s a push toward feminine, soft cakes, with intricate lace detailing and delicate, wafer paper flowers. She has a shared meeting space that she uses to meet with clients, but as a cottage food operator, she bakes many of her products from home. To assure her clients of the quality of her safety and sanitation, she received her manager’s food certification.

TOOLS OF THE TRADE

ONLINE

Mixer: When mixing the cake, the electric mixer allows the cake artist to save time and energy from hand-mixing everything.

Cake making and decorating is an art that requires many tools. Here are a few cake artists use to create their pieces.

Carver: This tool allows cake designers to carve a cake into the shape they envision.

Stitcher: This tool allows artists to make lines in the fondant, shaping the outside designs of a cake into what they envision.

Ball tool: These small tools allow a cake artist to get into small areas and create the designs of the cake.

As of March 15, Thibaut van Marcke became the new president of Dr. P. Phillips Hospital. But he understandably will not officially assume the position until April 20. After all, Dr. P. Phillips Hospital takes at least a month to learn how to run, given its intricacies as part community hospital and part hospital for a gigantic tourism hub. But since he was born in Brussels, van Marcke has been accustomed to relocating often. “We moved to the States when I was 9,” he said. “When I was a kid, my dad worked in Manhattan, so we lived in the suburbs of New Jersey.” Van Marcke joins Orlando Health after a stint as vice president and chief operating officer for HCA — North Florida Regional Medical Center in Gainesville, a 432-bed tertiary care hospital. He oversaw the entirety of the hospital’s operations, from surgical and cardiovascular services to ancillary and support departments. “We are extremely pleased that Thibaut is joining the organization,” said David Strong, Orlando Health president and CEO. “His leadership experience and expertise in hospital operations will be instrumental in ensuring that Dr.

P. Phillips Hospital continues to provide extraordinary care to residents of Southwest Orange County and to Central Florida’s growing tourist population.” Van Marcke also has been Medical Center of Trinity COO in New Port Richey and associate administrator at The Medical Center of Aurora, Colorado. He has worked with the American Heart Association and served on the Suncoast YMCA Advisory Board. He earned a bachelor’s degree from the University of Richmond and a master’s degree in health administration from Virginia Commonwealth University. “As a kid, I always had an inclination toward health care,” van Marcke said. “I was an athlete and would always be in the training room, so I was always around trainers and physical therapists and really thought I wanted to be a physical therapist.” He did work at a hospital in his area before getting a liberal arts degree at Richmond and a job in medical sales. Around that time, his sister was finishing the master’s degree he would attain by following in her footsteps three years after undergrad. “It’s just really a diverse occupation with the ability to learn a lot of different types of things, which I thought was a really good fit for me,” van Marcke said. When he and his wife first married, they started in Colorado and enjoyed the outdoors there before an internal promotion in the Tam-

pa area arose years later when they had two children, he said. “Since then, I’ve really enjoyed what Florida has to offer ... being able to be outdoors mostly yearround,” van Marcke said. The growth of Southwest Orange County is an opportunity for Dr. P. Phillips Hospital to enhance a tremendous community reputation even further and spread that reputation to newcomers both in terms of transplants and tourists, van Marcke said. One key will be to make the hospital’s care more accessible to patients, whether that means enhancing access to the hospital or access to health care away from the hospital, he said. “Those are things that I’d love to say are easy solutions,” he said. “I don’t know that there usually is. It is important for us to look at particularly ... how do you make parking as available as possible for those folks who need it.” Contact Zak Kerr at zkerr@orangeobserver.com.

RAVE OF THE WEEK ALISON EMERT PATTERSON Major RAVE to Winter Garden’s Tower 22. I set up a spring break field trip for my children and a bunch of friends. All 26 kiddos thoroughly enjoyed the tour and learning all about fire safety. The guys were so great with the children and took the time to answer their questions. I think the highlight was all of them getting to use the hose. Thanks again, Tower 22!

CRITTER CORNER

Fairy-tale beginnings CONTINUED FROM PAGE 17

“Our policy as a company is that as long as it’s a community event or a charity that benefits kids, we’re there,” Dinius said. This fall, the company participated in Team America-Amor Eiba Foundation, a charity that supports orphaned, terminallyill children in Honduras. She participates in other charities like March of Dimes and Toys for Tots. The drive to support charities comes from her own life experiences. GROWING UP Prince (A339869) is a 2-year-old dog looking for a palace to call his home. Perhaps your home will be his forever palace. Prince recently was adopted from our shelter but was surrendered because his owner couldn’t keep him. He is very energetic; he loves to run around and play fetch. He also enjoys treats, and he obeys the command “sit” to earn a treat. Prince is friendly and would love a big yard where he can run around. He already has been neutered, vaccinated and microchipped. Orange County Animal Services is located at 2769 Conroy Road in Orlando, near the Mall at Millenia. The shelter is open 10 a.m. to 6 p.m. Mondays through Saturdays and 1 p.m. to 5 p.m. Sundays. During April, fees for owner-surrendered pets will be waived in honor of our “Certified Pre-Owned Pets” adoption promotion. Prince’s adoption fee has been waived because of the promotion. For more information, call (407) 836-3111 or visit ocnetpets.com. Critter Corner showcases local animals available for adoption. If you run a shelter or animal rescue and wish to participate, contact Staff Writer Jennifer Nesslar, jnesslar@orangeobserver.com.

During Dinius’ childhood, her parents divorced, leaving Dinius and her mother with little ability to support themselves. “I grew up with nothing,” she said. “When I say nothing, I mean the church paid our mortgage for several years. We ate from the food pantry. We had nothing. Charities and organizations like that are what helped us. Now that I’m in a position to help them, I think that’s so important.” Dinius’ mother was able to find some better jobs to help the family get back on its feet. But during that difficult time, a theater program for low-income and at-risk youth helped shape Dinius’ personality and passion. She attended a camp at the Bellevue Theatre, near Seattle, when she was 10 years old. For several years, she remained involved there, ultimately taking her first

job with the camp. In 2004, she and her mother moved to Florida, and soon Dinius began working in theme parks. THE BUSINESS GROWS

In 2007, Dinius saw a Craigslist ad for a company that hired people to play a princess at parties and events. She ended up leaving the company because she became dissatisfied with the quality of what was being offered. A few years later, she ended up with a few costumes of her own and decided to launch her own business, making quality front and center. All of her employees have a background in theme parks. “That was one of the big things when I started this company, because I would see things that people would say as characters at parties, and it was like nails on a chalkboard to me,” she said. “I really wanted to keep the integrity of the characters so true to what the kids know and love. It’s so important. They notice all those little details.” When characters attend birthday parties, they are often there for an hour or more, so it is important the character can carry lengthy conversations — and stay in character — the whole time. All characters are required to watch movies of the character they are playing and know the talking points their character will use. She hopes her business will continue to grow, so her staff can work full-time in her company. “They love this job, and I would love to bring them on full-time

with me, and — this sounds horrible — give them a living wage,” she said. “Parks don’t pay anything; $10 an hour is not a survivable wage.” Among her other goals is to open a venue in Winter Garden that could host classes and events during the week and parties during the weekends. Special guests included Orange County Sheriff Jerry Demings and the German family. Mayor Gary Bruhn opened the ceremony, followed by remarks from Windermere Police Chief David Ogden. Robbie German’s father, Tim German, spoke to the crowd about his son. In lieu of candles, guests lit up blue glow sticks for a time of reflection. Additionally, the German family set a wreath of flowers on Robbie German’s memorial.

undreds of children of all ages and their parents took to the Windermere Town Hall for an hour of Easter fun March 26. The festivities began at 10 a.m. with a parade led by the Easter Bunny, Mayor Gary Bruhn and police department Dep. Chief Jennifer Treadwell over to the Town Hall, where three roped-off areas — split into age groups 0-3, 4-6 and 7-9 — filled with scattered Easter eggs awaited the kids. Upon opening the eggs, children were treated to candy, small toys and even small amounts of cash. First Baptist Church of Windermere also donated two bicycles per age group, and children who picked up an egg with the winning tickets in them won a bike or a special Easter basket. — DANIELLE HENDRIX

Maddie Magrino Maddie Magrino stands out on the Dr. Phillips water polo defense, averaging about six steals per game. She recently eclipsed the program singleseason steals mark previously held by her sister, Allie, and has totaled 19 goals in her last six games for the Panthers (15-3).

Matt Coello, Chris Seise and Ethan Jones homered for the West Orange baseball team March 23 against The Benjamin School in an 11-1 win, it represented the 17th, 18th and 19th home runs — respectively — for the team this season. A day later, in a 7-6 loss to Apopka in the championship game of the Central Florida Spring Break Slam, Jones homered again for No. 20. Through 18 games, the Warriors (16-2) are averaging better than a home run per game and have a grand total of 81 extra-base hits. In other words, head coach Jesse Marlo’s club is swinging the bat better than it has in years. “It’s probably been a good five or six years … it’s been a while,” Marlo said, recalling the 2009 team that finished with a 30-2 record. What’s more, the Warriors — who jumped from No. 13 to No. 7 in the nation in the latest USA Today rankings — are seeing production from nearly everyone that has picked up a bat this season. A total of 10 players have homered, and 15 have registered an extrabase hit. Good at-bats have been contagious this spring. “When everybody is hitting well, and the way we are (beating) teams, everybody feels like they need to get their hits and stay aggressive,” junior Deandre Shelton said. Senior Nate Schreckengost leads the Warriors in home runs with five — including two homers on two different occasions. Seniors Kole Enright and Ethan Jones are tied for second with three home runs. Enright has a team-leading 15 extra-base hits and has a whopping 11 doubles this season. The Stetson signee is trailed by Jones’ nine doubles and 12 extra-base hits.

When did you start playing water polo? It was summer going into seventh grade — (teammate) Julia (James) introduced it to me. My sister started playing water polo in high school, and so I went to one of her games. Julia was there, and she was like, “Hey, come try it one time — it’ll be fun. Just come for a day.”

Allie had the steals record that I broke, so that was kind of nice. She was rooting for me the whole time that she wanted me to get it. It was kind of funny. I look up to her — she’s definitely my role model, so when I found out that I was getting near it, she said, “Dude, break it!” And I was like, “OK, thanks — I’ll try!” It’s good to have her support.

Since then, what has made the game stay enjoyable? Definitely teammates and coaches. I love the sport in itself, but if I didn’t have such amazing coaches and my teammates weren’t so spectacular, I definitely wouldn’t love it as much as I do.

What is your thought process on defense? It’s “Don’t mess up” – that’s the first thing I think. (laughs) I’ll look to Coach Leo all the time to make sure I’m in the right position. … We all talk, as well. You always need to know where the ball is – it’s all just kind of hectic all the time.

What has following Allie’s footsteps been like?

West Orange High School hit eight home runs in four games in the Central Florida Spring Break Slam and is up to 20 home runs this season. SENIOR SPORTS EDITOR WINTER GARDEN When

What is a common misconception of water polo? The biggest surprise to people is when we say we can only touch the ball with one hand, or a lot of people are surprised that we have to tread water the whole time and can’t go underwater. … When they come and they watch, they realize it’s a cool sport. What is your favorite class? Astronomy. I just love space. There’s so many unanswered questions that I feel like I’m never bored.

BY THE NUMBERS

Are you thinking about that for college? Sure. My sister goes to the University of Idaho, so I’ve walked around Idaho. I’ve been to University of Florida. I haven’t toured UCF, but I’ve looked into it. I like Colorado-Boulder — that one’s very interesting, and it has a great astronomy program.

Teammates prepare to congratulate Matt Coello as he steps on home plate after hitting a home run for West Orange March 23.

“I attribute a lot of (the team’s hitting success) just to the hard work they’ve put in off the field,” Marlo said, adding that many of the players have focused on the weight room outside of official team activities.

IMPORTANT GAMES LOOM FOR TITANS, PANTHERS

Both the Olympia Titans and Dr. Phillips Panthers went 1-3 during spring break in their respective tournaments. Olympia, participating once again in the Florida Collegiate Summer League’s High School Invitational Classic, defeated Leesburg 8-0 but lost to SmithCotton, Winter Springs and American Heritage. Now, Olympia (11-8, 2-2 district) is entering arguably the toughest stretch of its schedule. In the next two weeks, it will play its remaining four district games. This week, the Titans played March 30 at Apopka after press time and will host the Blue Darters (12-4) at 4:30 p.m. April 1. The next week, Olympia will conclude its district slate against rival West Orange (16-2). Seeding will be extra important for a loaded district tournament that will include the Titans, Lake Brantley, West Orange, Wekiva and Apopka, making wins all the more crucial over the next two weeks. Dr. Phillips (6-12) opened the Central Florida Spring Break Slam — which it co-hosted with West Orange and Apopka — with a 4-3 victory over St. Petersburg before falling in three consecutive contests, including a 6-5 heartbreaker to Wellington. The Panthers, who are 2-4 in the district, have just two district games left — April 6 at Oak Ridge

(9-12, 1-4 district) and April 8 hosting the Pioneers. A pair of wins would bring Dr. Phillips to .500 in district play and likely to a better seed ahead of the district tournament, which it will host. Contact Steven Ryzewski at sryzewski@orangeobserver.com.

THE GROVE ORLANDO BOOGIES AT BIRTHDAY BASH

What you’re holding in your hands is the product of more than a year of planning. It’s the product of our wildest dreams — a bold step for a company that last month celebrated our 110th anniversary. Welcome, readers, to the first edition of the Windermere Observer, a sister paper of the West Orange Times & Observer, which has roots that date back to the Winter Garden Ricochet in 1905. For more than a century, our newspaper — through all its previous owners and iterations — covered the entire West Orange region with just one edition. Today, that changes. Put simply: West Orange has grown too large for one hyperlocal community newspaper. For longtime readers: this new Windermere Observer will cover Windermere, Horizon West, Dr. Phillips, Bay Hill, Gotha and MetroWest, while the West Orange Times & Observer will renew its focus on Winter Garden, Ocoee and Oakland. As the 10th newspaper owned by the Sarasota-based Observer Media Group, the Windermere Observer will strive to deliver on OMG’s slogan: “You. Your Neighbors. Your Neighborhood.”

Spring sports set to heat up

Music

District tournaments for water polo and lacrosse are set to begin April 4.

CONTINUED FROM PAGE 23

It could be a bass-laden hiphop song or it could even be something light-hearted or fun, with the idea of keeping the hitter loose. Sound like something at a professional baseball game? Sure — but not in this case. The trend of allowing individual hitters to choose their own walk-up music has filtered down through college and into the varsity ranks with several area programs adopting the practice. Allowing players to select their song can be a reward — and a way of gaining a slight edge for home games. “They love their music,” West Orange coach Jesse Marlo said. “It really gets them going; it gives them a little more of that swagger.” For the players, picking a song at the beginning of the season is no small ordeal. “It just pumps me up,” said Panthers catcher Ruben Zaldana, who walks up to the tune of Ozzy Osbourne’s “Crazy Train.” “Without my walk-up song, I just don’t feel right.” All sorts of genres can be heard during a game. A look at the music lineups for Olympia, Dr. Phillips or West Orange will yield some hip hop, some hard rock, some classic rock, some electronic music and even a popular contemporary Christian tune. “Some of it can really surprise you,” Dr. Phillips coach Mike Bradley said. “It can be something completely off-the-wall, completely different from the person you see every day.”

STEVEN RYZEWSKI SENIOR SPORTS EDITOR WEST ORANGE Starting Monday,

April 4, it will be a true “win or go home” situation for area boys and girls lacrosse and water polo teams that qualified for their respective district tournaments. District tournaments for the two sports are on tap for next week, and this week’s tennis tournaments officially have gotten the ball rolling for spring varsity sports. Lacrosse and water polo are single-classification sports in which only the top four teams from each district qualify for the district tournament. In another deviation from other team-sport postseason formats, only district champions in water polo and lacrosse advance to the regional tournament. The four teams left in girls lacrosse District 13 are top-seeded Olympia (14-2, 5-0 district), Dr. Phillips (11-2, 4-1), host Celebration (7-4, 3-2) and The First Academy (5-9, 2-3). The semifinals, which are scheduled for 5:30 p.m. and 7:30 p.m. April 5, will pit the Titans against the Royals and the Panthers against the Storm (although the order of the two games has yet to be announced). Winners will meet in the district championship at 7 p.m. two nights later. Olympia, which is ranked No. 9 in the South region by Lacrosse Magazine, won all five district

matches by double digits, a combined 85 points. On the boys’ side, Dr. Phillips has been nearly as dominant as Olympia’s girls, winning all five of its district matches by double digits. The Panthers hold the top seed and will face fourth-seeded Windermere Prep (4-7, 2-3) in the semifinals April 5 at The First Academy. The other semifinal pits second-seeded The First Academy against Olympia. Game times have yet to be announced. The winners will meet at 6 p.m. April 7 at The First Academy. Water polo’s District 3 includes West Orange, Ocoee, Olympia, Dr. Phillips and Apopka, although Ocoee’s boys and girls teams already have completed their seasons. Seeding is not finalized, but both the boys and girls tournaments for District 3 will include the Warriors, Titans,

Semifinals for the girls will take place at 4 p.m. and 5 p.m. April 4, followed by boys semifinals at 6 p.m. and 7 p.m. Finals for each tournament will be the next day at 6 p.m. (girls) and 7:15 p.m. (boys).

A BRIEF HISTORY Baseball historians suggest walk-up music has its roots in former Chicago White Sox organist Nancy Faust’s playing state songs for each of the Sox’s hometowns in the 1970s. Faust’s ingenuity became a hit and eventually players were requesting popular music that organists could not play. Years later, in the summer of 1998, music accompanying San Diego Padres closer Trevor Hoffman, what became known as “Trevor Time,” helped solidify the practice in pop culture. Regarding high-school programs, it likely took place during the 2000s. Dr. Phillips coach Mike Bradley said when he graduated from high school in 1998, it was not a part of the package, but by the time he got into coaching late in the next decade, it was.

IF THE SONG FITS … Choosing walk-out music is an exciting time during the preseason for varsity baseball players, and each player tries to pick a song that, in some way, fits his own personality. If you ask Dr. Phillips catcher Ruben Zaldana, one teammate who has done that especially well is senior pitcher Chris Moore. Moore, an FAU commit, takes the mound to the tune of War’s “Low Rider.” “It just fits him perfectly,” Zaldana said. Perhaps no player for West Orange has done this more effectively than Deandre Shelton. Shelton’s song is “Mrs. Officer” by rapper Lil Wayne. “It’s just so him,” teammate Kole Enright said.
