CITY TO HOST EARTH DAY EVENT The city of Winter Park will host Earth Day/Arbor Day in the Park next month.

This fun-filled event, presented by the city’s Sustainability Program and Keep Winter Park Beautiful, will be held from 11 a.m. to 3 p.m. Saturday, April 13, in Shady Park located adjacent to the Winter Park Community Center at 721 W. New England Ave. In celebration of Arbor Day, certified arborists from the city’s Urban Forestry Division will be available to answer questions and give away an assortment of onegallon containerized trees for city residents to plant at home.

Election heads to runoff Incumbent Pete Weldon will face challenger Todd Weaver in a runoff election for Winter Park City Commission Seat Four April 9.

Even after a spirited campaign season, the quest for the candidate who will occupy Seat Four of the Winter Park City Commission will continue.

Incumbent Pete Weldon and challengers Todd Weaver and Barbara Chandler all failed to secure 50% of the vote, prompting a runoff election between Weldon and Weaver Tuesday, April 9.

Weaver led with 2,589 votes (47.92%) according to unofficial results — excluding provisional ballots — from the Orange County Supervisor of Elections as of Tuesday night.

Weldon received 2,383 votes (44.11%).

Chandler finished with 431 votes (7.98%). She was eliminated from the race.

Weldon, 69, ran on a platform championing Winter Park’s prosperity and his 10 years of experience serving on both city boards and his term on the City Commission. He spent election night at Hannibal’s On The Square.

“I think it was expected; I’m looking forward to the runoff,” Weldon said. “I know that my positive message will overcome the negativity in this city on April 9. … We have to (move) forward as a city, not backward. I don’t think many voters

understood that Todd Weaver’s program called for stopping the library project and throwing away millions of dollars of referendum money, as well as throwing away the opportunity to improve the project with a grant from the tourist development board, which is still on the table.”

He said he expected the night would end in a runoff because three candidates were vying for the seat.

“When you have three candidates, the odds in Winter Park where you have about five thousand votes in every one of these elections, the odds are it’s going to be very close and a third-party candidate is going to bring somebody below 50%,” Weldon said. “So I think it was expected.”

Weaver, 63, ran on his experience as an engineer and dissatisfaction with the city’s policy decisions, notably the contentious Winter Park Canopy library and event center project, which is set for the northwest corner of Martin Luther King, Jr. Park.

Weaver, who watched the results from the Winter Park Country Club, wasn’t expecting the night’s results and said he had hoped the election wouldn’t come to a runoff.

“We expected due to the discontent in the city about our current government that

we would come out on top,” Weaver said. “We didn’t do good enough to avoid a runoff, but we’re ready for it. … We’ll have our nose to the grindstone and keep on trucking.”

Chandler, 48, is known in the Winter Park community for her work as manager of the Hannibal Square Heritage Center, a hub for the Winter Park African-American community’s historic contributions. Despite her loss, Chandler felt proud of her campaign and spent time with residents at the Winter Park Community Center.

“I feel very good about the election; this was the first time in a long time that the west side has been able to do something like this,” Chandler said. “With what we had — no infrastructure like my opponents did — we pulled together a very strong campaign. We have a lot to be proud about.”

Chandler said she was grateful to people both inside and out of Winter Park community for their support.

“We have to continue going; we have to build a coalition so that we are able and we are prepared to do this again,” she said. “This is not the end of it.

This is only the beginning.”

Maitland leaders approve 2035 Comprehensive Development Plan Maitland City Council members approved the updated city framework at their March 11 meeting.

Maitland laid out its goals for the future by approving an updated development plan during a lengthy city council meeting Monday, March 11.

After years of planning and preparation, Maitland moved to adopt its 2035 Comprehensive Development Plan.

The plan, which updates the framework and legal basis for various developments in the city, has been worked on by city staff and the public since 2017. Various city boards have held public outreach meetings on the matter since last fall and Council voted for the plan’s transmittal in early December.

Community Development Director Dan Matthys, who spearheaded the drafting of the

citywide plan, touted the final product as something that would facilitate growth in the city in coming years without sacrificing value for the existing Maitland community.

“In all the briefings I’ve had with all the council members, I kept hearing the same thing — they wanted something bold and impressive, “ Matthys said.

“Something that allows flexibility as the market changes.

We don’t want it to lock us into something that’s going to hurt us in the future. It has to be flexible but still protect the residents that are here.”

Councilwoman Bev Reponen was unsure about the plan’s land development standards and density regulations, sparking an hourlong debate among council members. A proposed addition to the plan is the DICE program,

which would provide funding for city-prioritized projects and could provide developers with additional units per acre for developments if they could include a city-beneficial project in their designs. Companies could also contribute to a city enhancement fund for projects like an Independence Lane extension or additional public parking downtown.

Councilman Mike Thomas feared the program would have uncertainty in the process where developers could buy into projects for additional units or that the city would be locked in to provide certain number of units to developers.

“I don’t understand why it’s not (buying your way in),” Thomas said. “That’s kind of what we’re asking: ‘Here’s a project, make sure you give us this amount of money.’ Once we say that, how can we say no to someone who writes a big enough check?”

Matthys told the council the

DICE program, which could still be modified, would not ensure a guaranteed number and that an ordinance with a framework for how amounts would be determined would be presented to council at some point soon.

“This in no way guarantees anyone that maximum density; it says you have a right to ask for that density,” Matthys said.

The council ultimately approved the plan, with some modifications, 4-1 with Reponen dissenting.

UTILITY DEBT FUND

Council adopted an ordinance authorizing the city to borrow $20 million for water and wastewater improvement projects through a state loan program.

The money, part of Florida’s State Revolving Fund program, will go to a number of utility projects highlighted in the city’s capital improvements program. Those include replacing 17-92 water mains; a Dommerich Hills Sani-

tary Sewer connection to coincide with a new master lift station on Tuscarora Drive; new drinking water supply line upgrades for Gamewell, Shellpoint, Druid Hills and Dommerich Estates; and a new force main for lift station six.

The program has interests rates ranging from 1.25% to 4.75%, according to city documents.

The city plans to approve a utility facility plan, which is required by the Florida Department of Environmental protection, to implement the improvements and authorize the loan.

L

auren Carlson, a freshman at the Trinity Preparatory School, comes from a graceful family.

From her own near-decade spent in dance competitions to her mother’s time as a gymnast and even her sister’s burgeoning dance career, Carlson’s family is often defined by precise motion.

Carlson’s grandfather Charles DeBord no longer shares that trait.

Charles, 78, has had Parkinson’s Disease, the degenerative brain disease from which one loses control of motor and vocal functions, for the past 23 years.

Although Lauren always has remembered her grandfather living with the disease, it has slowly grown worse to the point that he is no longer able to speak or move without the assistant of his wife, Louise DeBord. Louise prepares Charles’ meals, helps him stand up and places him in his wheelchair.

“I’ve seen the impact it’s had on my grandmother; she’s his primary caretaker,” Carlson said.

“I’ve witnessed what it does to her, (and) it wanted me to make sure no other family goes through that. …

We used to have birthday (parties) and he’d open cards and tear up a little bit but couldn’t really say anything we could understand.

He’d always be a little frustrated by that.”

Last year, Carlson, alongside her mother Denise, her dance teacher Tamara DuVall and teachers at Trinity Prep, organized the “Dancing for Parkinson’s” dance show at Trinity Prep as way to help find a cure for the disease and to raise awareness of the caretakers helping those suffering from the condition. performers volunteered to put on numbers at the inaugural show.

The then-14-year-old was hopeful to raise $1,000 from the show. She ended up receiving nearly $5,000. One-hundred percent of the funds were directed to the Michael J. Fox Foundation for Parkinson’s Research.

On Friday, April 5, Carlson and the Dancing for Parkinson’s show will return at the Trinity Prep auditorium with new dance teams, new routines and a special performance from a dance class of Parkinson’s patients from the AdventHealth Orlando hospital.

Carlson had one significant advantage when recruiting talent for her dance show — the many dance studios, companies and friends with which she has connected with since she began professionally dancing at 8 years old. Nine dance companies and groups have volunteered to put on a number of choreographed dance numbers at the 90-minute show.

Erik Silky Moore and Shelby Ratchford, two of Carlson’s former teachers, will be putting on special performances, as well. It’s a validating and nostalgic moment for Carlson — she’s been able to see how her friends and colleagues have progressed.

“I haven’t been able to speak with Silky a lot until recently; it was good reconnecting with them,” Carlson said. “It was nice seeing the progress of people I knew have made.”

The piece Carlson is most excited for this year is the production from Dr. Suzanne Salapa and AdventHealth’s “Movement as Medicine” dance class. Salapa will speak about how dance and creative movement can positively affect Parkinson’s Disease, and then the show will feature a dance number from people battling Parkinson’s Disease.

their dance numbers, Carlson has organized the event and is currently putting together an order for TeamFox T-shirts for the dancers. This year’s show also will have a silent auction with gifts donated from local businesses.

Carlson said she is falling into a managerial role with the show — she’s becoming more involved with musical theatre at her school and won’t be dancing herself this year — but is happy to say her younger sister, Brooke, is interested in picking up the mantle when she grows older.

“It can get kind of stressful to remember all these things that most 15-year-olds don’t have to keep straight,” she said. “But it feels good I’m able to serve my community. I want to see what I can do in the future.”

This particular adventure always will be special for Carlson — it has been the first time she can remember that her grandfather watched her dance. She said he had tears in his eyes.

up for discussion. Every 10 years, the city has the ability to evaluate and revise the charter. The resolution brought forward establishes the seven-member committee to advise the commission until its work is done. The resolution calls for the committee to be finished

by Sept. 30 and then dissolved.

The general consensus was mostly positive; the biggest question came in the form of how to go about appointing the committee’s members.

“Here is my question: The charter doesn’t require seven members — we have nothing that requires that,” Commissioner Carolyn Cooper said. “So my request would be that we either reduce the number to five — so we everyone has just one appointee — or we increase the number to 10, so that everybody has two appointees.

“My personal preference, (because) it’s in the summer and a lot of people are traveling, would be to actually increase the number to 10 and allow equal people to be appointed by each commis-

sioner,” she said. “I think it will give us more balance, and I think that’s a very positive thing.”

The way the motion was set up, Mayor Steve Leary and each commissioner would be allowed to nominate a member, while Leary would also be able nominate an addition two members at-large that will require approval from the commission. From those members, the committee also will elect a chair and vice chair.

Cooper’s thoughts were met with criticism from Commissioner Sarah Sprinkel, who felt the process used throughout the years worked fine.

In the end, Cooper’s suggestion of a 10-member committee failed.

The commission then adopted the original resolution calling for a seven-member committee in a unanimous 5-0 vote. It goes into effect immediately.

The second resolution sought to establish the Library Site Evaluation Advisory Committee, which would do as it names implies — create a committee to evaluate the reuse of the library site located at 460 E. New England Avenue.

Commissioner Greg Seidel started off the conversation by discussing the importance of representation that each commissioner would have on the committee.

“I think it would be good if each commissioner had a person who would represent them on this issue,” Seidel said. “In this case, deciding what to do with the library site, I would like to have someone that I appointed that is able to tell me what is going on.”

Leary express concern with focusing on the individual members of the committee.

“We have to get this process started — that building will be

vacant in the next year-and-ahalf to two years,” Leary said.

“We’re starting the conversation — this is just the beginning of the process. I think we run a very real risk of creating continued division when we start to say, ‘These are his people or her people,’ instead of, ‘This is a task force that reports to the commission.’”

The biggest complaint regarding the establishing of the committee came from Cooper, who questioned the actual need for it.

Cooper said she saw the decision-making and everything it entails as a responsibility of the commission — and not a committee.

“My question is not who we appoint, but whether we should be establishing a committee for this at all,” she said. “My opinion is that we should not. This is a highly controversial piece of property, and I do not believe it should be deferred to a temporary committee to make recommendations. The commission is informed and we are prepared to make the decision making the library and we should own it. I see no legitimate need for this committee.”

Ultimately, the commission passed the resolution 4-1, with Cooper dissenting.

inter Park locals tasted fine chili for a good cause at the Rotary Club of Winter Park’s eighth annual Chili for Charity cook-off Wednesday, Feb. 27. Sixteen Central Florida restaurants and eateries served up their finest chili meals in a competition to win the people’s choice award at the end of the night. Money raised during the night provided grants to more than 30 local charities.

Trent Harris made his presence felt in a preseason appearance last year with the Patriots and hopes to grab a spot on the 53-man roster next season.

“We had a very close senior class, and that’s why I feel like we were pretty successful my senior year,” he said. “We just knew how to work and the coaches did a good job getting us ready. We’re just like one big family. Pretty much all the guys from my senior year — we’re real close with each other now still to this day.”

Harris continued to develop as a player at the University of Miami, where he picked 126 tackles, 15 sacks, three passes defended, three fumble recoveries and one forced fumble over a span of 44 games.

That stretch of his development also taught Harris how to deal with adversity — and the importance of fighting through it.

Harris did — he came off the bench in his senior year and put up his best season as a Hurricane.

“For athletes in general, things aren’t always going to go your way, so you just (have to) keep your head on straight and control what you

can control and keep working,” Harris said.

The Miami grad hopes to continue pushing his game to the next level and become stronger and faster. With a year of experience on the practice squad under his belt, Harris knows he’s not an NFL rookie anymore.

“I feel a little more confident, and I’m here to do everything and put myself in a position to try to make that roster,” he said.

Harris said he is grateful for everything he has accomplished so far — and how close he is to that dream of playing at the NFL level.

None of it would have been possible without the love and support of his girlfriend, Abriana; his brother, Troy; his sister, Taylor; and his parents, William and Betsy — along with every coach, teammate and friend who’s ever pushed him to be better.

“They’ve been a big part of who I am,” Harris said.

New England Patriots defensive end Trent Harris felt it greater than ever before as he held the Vince Lombardi Trophy moments after Super Bowl LIII in Atlanta: the desire to achieve greatness in the NFL. Many miles away from his hometown of Winter Park and Winter Park High School, Harris has been chasing that dream. The 23-year-old athlete didn’t get a chance to suit up during the Super Bowl, but the atmosphere and energy inside the Mercedes-Benz Stadium where the Patriots won a sixth title fueled a fire within.

“I’m just blessed to be in the position that I’m at with my first year out of college,” Harris said.

“Although I didn’t get to play in the actual game, just being there in that environment on a Super Bowl-winning team was a surreal experience. Not many people get to experience that, so I try to take it all in. Going to the Super Bowl and not being able to play the game is definitely motivation. … It’s nice to win it, but it would be better if you’re on the field.”

Harris has had his sights set on cracking the roster of the New England Patriots since he was

signed as an undrafted rookie free agent in May 2018. The Winter Park Wildcat continues to work — awaiting the day he is called up to his first NFL game.

He was put on the team’s practice squad in September — but not before he made an appearance with the team in the preseason. That showing included a clutch play

by Harris in the preseason opener against the Washington Redskins, where he strip-sacked quarterback Kevin Hogan late in the fourth quarter. The ball was recovered by then-teammate Geneo Grissom, who returned it 53 yards before getting brought down at the 1-yard line. The Patriots scored a touchdown shortly after and ended up winning the game 26-17.

It’s been a magical ride being immersed in the NFL landscape — and Harris isn’t taking any of it for granted, he said.

“I thank God for all his blessings and opportunities he’s given me,” he said.

Harris remembers his years at Winter Park High School well.

According to Patriots.com, the class of 2013 graduate picked up 69 tackles and 14 sacks as a senior and 50 tackles and 11 sacks as a junior during his high-school career. The years Harris wore the orange and black taught him the importance of hard work, how to work as a team and knowing your teammates.

“It obviously had a huge part in the player I am today,” Harris said.

“The coaching staff there will get the best out of you. They prepare you real well for college.

ore than 300,000 patrons flock to Winter Park each year for the annual Winter Park Sidewalk Art Festival. But something has been absent from the festival for more than three decades — an orchestral music showcase.

For years, the Florida Symphony Orchestra had performed music for the many people who attended the annual arts celebration. Eventually, that tradition fell by the wayside.

That changes with the 60th Winter Park Sidewalk Art Festival starting March 15 and ending Sunday, March 17. The Orlando Philharmonic Orchestra, the

Florida Symphony Orchestra’s successor, will perform at the festival with its Spring Pops Concert Sunday, March 17. The orchestra will perform its annual springtime show, consisting of a mix of classical and contemporary pieces, alongside two featured solo artists.

“The festival wanted to have a special moment for the community for their anniversary year,” Orlando Philharmonic Orchestra Executive Director Christopher Barton said. “We found a way to align the concerts. We always enjoy performing in Winter Park with their special opportunities. … One of the most important things we can do as an orchestra is to get out into the community, bring friends and family together in a beautiful place to enjoy music.”

The 90-minute program, led by music director Eric Jacobsen, will include songs from Neil Diamond, The Beatles and classical hits from Rossini and Wagner.

What’s more, the show will have solo performances from guest artist Christina Courtin and violinist Leah Flynn. Barton said he hopes the performers will add a touch of virtuosity and variety to the concert.

A GRAND TRADITION

Festival President Barbara Gugel is excited to finally see the Orlando Philharmonic perform.

She has been planning for it for almost two years.

“We started talking to (the Orlando Philharmonic) 18

months ago,” Gugel said. “This is the one time it will be during the arts festival. The city does love its Spring Pops concerts. This is kind of an experiment on both of our parts.”

While prior Florida Symphony Orchestra shows at the festival eventually faltered from a lack of funding, according to festival committee members, this year’s performance is paid in full with a grant from the Charlotte Julia Hollander Trust and the Elizabeth Morse Genius Foundation.

Many of the festival’s staples — 225 artists selected by three judges, 15 different arts categories and more than $70,000 in awards — still will be found throughout the weekend. But to further mark this year’s anniversary occasion, the Winter Park Chamber of Commerce currently is home to an exhibit displaying various festival art posters from years past.

Gugel, a longtime enthusiast of the festival and member of the volunteer board for a few years, is excited for patrons to see the surprises the 60th festival has in store.

“We’re hoping the (Orlando Phiharmonic Orchestra’s) type of music will draw more of an art-buying crowd,” Gugel said.

“Our Friday night jazz concert is very much a tradition (that) will continue, but we wanted to have music on other the end of the spectrum. … People can (reserve a spot on the grass) at 9 a.m.

Sunday for the concert at 3.”

MEET LEAH FLYNN The orchestra is having a special artist contribute to the Spring Pops concert — 11-year-old violinist Leah Flynn.

The young artist will be performing a fiveto six-minute solo of “Meditation” by Jules Massenet. It’s a piece Flynn knows well; she’s been playing it for a few years.

“It brings such a beautiful piece of mind and tranquility and calmness; it always makes me feel happy,” Flynn said. “Everything stressful just comes off.”

She practices a few hours each day with her father and learns from a teacher once a week. Flynn started performing with the Orlando Philharmonic when she was just 9 and was part of the holiday concert in Winter Park last December. Flynn’s mother, Paula, said her daughter, who plans to be a concert violinist, averages around one public show a month.

“She’s done some wonderful things with us,” Barton said. “She’s such a talented and committed young musician … she performed a gorgeous solo at our 25th anniversary gala. She’s blessed with talent and supportive parents. It’s special to have her as part of our Philharmonic family.”

lorida Symphony Youth Orchestra patrons gathered at the Rosen Plaza Hotel for its third annual gala Saturday, March 9. The “Impressions of China” gala had guests bidding on silent auction gifts and prizes to support the orchestra’s upcoming concert tour in China this summer. The FSYO’s jazz and symphonic orchestras put on a special performance for guests following the event’s reception and dinner.
