Winter Garden city commissioners tabled their decision regarding the site plan for a proposed commercial development at 1200 Daniels Road during the Feb. 14

City Commission meeting.

The proposed development, referred to as the Daniels Road Business Park, would include five new buildings on the 6.25-acre property.

The site, zoned Arterial Commercial District, is situated on the southwest corner of Daniels Road and West Colonial Drive behind the Burger King and SunTrust Bank.

For eligible Florida homeowners, the deadline to submit an application for a homestead exemption is March 1.

Orange County residents who own or live in a home being used as their permanent residence as of Jan. 1 may apply for a homestead exemption, which could reduce their property’s taxable value by up to $50,000. However, the exemptions do not apply to school-district taxes.

According to the Orange County Property Appraiser’s Office, homestead exemptions can save homeowners up to $750 in property tax per year.

In November 2018, a proposed amendment to the state’s constitution — Florida Amendment 1: Homestead Exemption Increase — failed to garner the 60% supermajority vote needed for approval, which kept the maximum homestead exemption at the current $50,000.

Had it passed, the amendment would have increased the homestead exemption on homes with assessed values between $100,000 and $125,000, bringing the maximum homestead exemption up to $75,000.

The measure had several opponents, including the Florida League of Cities, which argued the amendment would have only benefited a few homeowners and shifted the tax burden to millions of others.

Residents are eligible to apply for the existing $50,000 homestead exemption if:

or the Dold family, there are always tears shed when it’s time to say goodbye to each puppy they have raised for Canine Companions for Independence.

Most recently, they said goodbye to Hale V — the most recent puppy they had spent more than one-and-one-half years raising — during CCI’s puppy-matriculation ceremony Friday, Feb. 15, at Faith Point Church in Oakland.

As they crossed the stage with Hale, reality began to sink in — it was almost time to send the pup onto the next step in his journey.

It’s bittersweet, especially considering that these dogs become part of the family for a year or two.

But the Winter Garden family — Dr. Chris and Erika Dold and their children, Daven and Broden — knows that in this case, goodbye is the goal.

BRINGING UP PUPPY

Founded in 1975, CCI is a nonprofit organization that assists people with disabilities by providing highly trained assistance dogs and support. The four types of assistance dogs CCI trains include service dogs, hearing dogs, facility dogs and skilled companions.

Although CCI trains the dogs and matches them with their human partners, the organization relies on volunteer puppy raisers such as the Dold family to care for and socialize the puppies as they prepare them for training.

Puppy raisers provide CCI’s puppies with a safe home, take them to obedience classes, provide socialization opportunities and give lots of love, among other responsibilities.

The Dolds became puppy raisers for CCI seven years ago. Chris Dold, a veterinarian, is SeaWorld’s chief zoological officer and leads the company’s zoological professionals, as well as oversees all animal programs and rescue and rehabilitation. It’s because of SeaWorld’s involvement with CCI that the family decided to give back, too.

“I used to volunteer at the (CCI) center helping with stuffing envelopes and anything that needed to be done, and then we started puppy raising,” Erika said. “Obviously, we love animals and we love dogs, but we just love to give back. We’re very fortunate, and this is our way of giving back. It’s very important to us that our kids learn selflessness and sacrifice and to give to another human being.”

a natural fit. Having cared for animals for years — both as a veterinarian in a professional setting and as a pet owner himself — he and Erika wanted to use their gifts to give the ultimate one back to those who needed it.

“We wanted to be able to care for a dog and raise a dog — and have our kids care for and raise a dog — and to have social service on top of that where the dog can go on and help someone who needs it – that allows us to use our special talents to help someone,” Chris said.

Puppy raisers typically have the dogs for about 18 months, but it can vary depending on multiple factors. They are responsible for feeding a healthy diet and obtaining veterinary care, as well as attending obedience classes at CCI a few times a month.

“I would say by the end of the 18 months we will not only have introduced the puppies to life in general, but also they will know about two dozen commands that we teach them,” Erika said.

In general, CCI puppies have a more structured regimen than that of a family pet. After all, the puppy raisers essentially are preparing the dogs for a lifetime of success, service and companionship to the human partners they will be supporting.

“As a family and as a vet, we view the puppy as slightly different,” Chris said. “There’s a lot of times

where they’re a family dog hanging out with you, but their job starts at that early age. All of us as a family become a training team. We know the special rules the puppy has, and we all work together and follow those rules.”

GRADUATION DAY

There were 35 puppies in CCI’s southeast region’s February matriculation class. And although everyone is excited to see the dogs move onto the next step in their training, there are always a few tears shed. In fact, tissue boxes were placed around the sanctuary if they were needed throughout the ceremony.

“This organization, but ultimately the connection and bond, is what makes dogs so special, that they can do this kind of thing,” Chris said. “We feel grateful to be part of the journey of any one of these dogs’ lives. There’s an opportunity for service, and that’s the ‘why.’”

From 8 weeks old to now closer to 2 years old, Hale has been on many journeys with the Dolds — including a visit to the mountains in North Carolina and to weekly yoga class with Erika.

“He has been going to yoga class with me once a week for the last year,” she said. “His last yoga class was Wednesday. Everyone in class knows him, and we took a big group picture with him. He has his

Decision delayed Dan Roberts — the site’s property owner since 2002 — hopes to build two single-story, 8,240-squarefoot retail buildings; a singlestory, 8,000-square-foot retail/ office building; and two twostory buildings spanning 24,100 square feet, according to the city’s meeting agenda.

The latest review of Roberts’ site plan by the city’s Development Review Committee resulted in a recommendation of denial primarily because the project failed to meet code requirements for developments located in wetlands, the agenda states.

The project would require the removal of four acres of wetlands

on the site. During his appeal, Roberts emphasized the wetlands are in such poor condition that agencies have no interest to regulate or improve it. Roberts purchased $175,000 worth of wetland-mitigation credits.

“The primary focus of the recommendation for denial is that the city’s planning committee believes our stormwater-management plans are not adequate, because we are eradicating four acres of wetland on the property,” he said. “There are also smaller engineering issues, such as moving trees here and there. … But the neighbors have not raised objections to this project. For their children, Daven and Broden, saying goodbye to the dog they have treated as family for more than a year is never easy.

“It’s sad, and I think the worst part is the video that they play (at the ceremony),” Daven said. “You don’t really think about it that much, but as the day comes and you walk him on the stage, you get sad. But you know he’s going to help someone.”

Erika couldn’t help but get teary-eyed as she patted Hale during their last few minutes together, his brown eyes seeming to smile as he leaned up against her.

“Everyone asks, ‘How do you do this, how do you let the animal go?’ and the question I get a lot is, ‘Don’t you get attached?’” she said. “These puppies put their paws around your heart the moment you meet them, and the bond just grows and grows with each day. But when you see it come full circle and you see the end result and how it changes someone’s life, it’s worth it. These animals do so much for these recipients. It really does make it worth it.”

Roberts also reported the project has generated “tremendous interest,” but he has not been able to move forward without the city’s approval.

After the more than hourlong appeal, commissioners ultimately approved a motion to postpone any decisions regarding the project to properly review the information. The hearing was rescheduled for the Feb. 28 City Commission meeting.

The Oakland Town Commission held a workshop session Feb. 12 to present the accomplishments of 2018 and discuss the 2019 goals and initiatives taking place.

At the top of the 2018 list were lowering the millage rate to 6.65, completing the sewer line to the Florida Turnpike and adding more than 200 new sewer customers.

Among the accomplishments, the design districts were approved in the town, and the commission adopted its Mobility Master Plan.

MetroPlan approved $1.2 million for a west-end roundabout for 2020-21. Officials broke ground on the new Arts and Heritage Center at Oakland and learned of a $182,000 contribution from Orange County for public restrooms at the new building.

The Oakland Police Department assigned a school resource officer to Oakland Avenue Charter School, and the school underwent security improvements. The town updated its fire-services agreement with Orange County.

The commission has set its goals and initiatives for various departments. Those included: n Financial — Continue to evaluate and prioritize the reduction of the millage rate, implement a new billing system and maintain a targeted reserve; n Citizen engagement — Expand the utilization of the town website and evaluate other forms of engagement, continue Facebook

usage, and establish electronic correspondence and emergency communications; n Planning and regulations — Conduct a development opportunity study, evaluate the speed limit of Oakland Avenue and update the zoning code and special events policy; n Arts and Heritage Center — Establish a committee for operation and display recommendations, archive historical documents, work on collecting the history of the town since the 1970s and plan a signature town event at the new center; n Human resources — Update the employee manual; evaluate employee benefits, holidays and paid time off; and continue developing the recognition program; n Other projects — Develop a Speer Park master plan with citizen input for future development

when funding is available, create a management plan for the Oakland Historical Cemetery and install electric-vehicle parking spaces at the Oakland Nature Preserve and the town center; n Identity building — Make use of the electronic billboard, market the town events more broadly, install monument and gateway signs, create a long-term marketing strategy to highlight the town’s assets, and assess the lighting throughout town; n Administration — Update town policies, participate in longterm planning and management of Motomassek Canal, continue to work on the ZIP code issue and evaluate future town space needs; n Oakland Avenue Charter School — Maintain the structure, connect to sewer and hold a planning study to develop long-term goals for the school;

n Public safety — Analyze and evaluate growth vs. staffing needs, maintain the facility and continue the various community initiatives; and n Utility system — Continue to pursue funding to extend the wastewater system, manage the water system by anticipating growth and maintenance of existing infrastructure, pursue sources for reclaim and irrigation uses, and develop a stormwater master plan and a future stormwater utility.

Following the workshop, the Town Commission held its regular meeting.

Police Chief Steve Thomas and Deputy Chief John Peek recognized Sgt. Angela Campbell for completing the five-month Southern Police Institute Command Officers Course. Campbell, the Oakland Police Department’s longestserving employee, was presented a plaque and commendation.

n The Town Commission approved the purchase of a narrow strip of land owned by the Oakland Cemetery Association in the amount of $150,000.

This will allow for adequate sewer service east of the Florida’s Turnpike/State Road 50 interchange by providing a link between the current sewer improvements at Pulte Homes’ Longleaf at Oakland development and Tubb Street.

The land also will provide a path for another segment of the Cemetery Loop Trail and for future water-distribution system improvements. n The commission reduced code-enforcement fines that had accrued at 405 W. Hull Ave. from May 2017 to Oct. 2018. The town was fining the previous owner, Samdatt Prashad, $250 per day because of violations including rotting wood, peeling paint, broken windows and a failing roof, as well as overgrown weeds and junk on the property. The property became compliant last October when the new owner, Webster Air Conditioning and Heating, tackled the punch list.

The total fines were $129,500, and the new owner was requesting that the fines be reduced or removed. The commission reduced the amount to $1,660 to cover the costs of the special magistrate fees.

Grogan moved to Ocoee in 1998 after landing a job at Walt Disney World, where he still works. He has been a commissioner since 2013 and is running for his third term.

Prior to serving on the commission, Grogan served on a number of volunteer organizations in the city, such as the Citizen Advisory Council for the Ocoee Police Department, Ocoee Parks and Recreation Committee and Ocoee Education Committee, among others. Although he no longer serves on those organizations, his work as commissioner keeps him active in the community.

“We do everything (such as) being the ambassador (for Ocoee),” he said. “We take every single role that the city has, whether it’s introducing new people into the city, trying to get more people here, talking at functions, representing the city — like I said — as an ambassador.”

Grogan added his top concern is for the commission to stay diligent with the progress being made in recent years. He said the city needs to keep “the direction we’re going in and maintaining it.”

“Things are just falling in place,” Grogan said. “If you don’t like the

Brinson has lived in Ocoee since 2006. He’s a veteran of the U.S. Marines with more than 20 years of service and was assigned to the Pentagon during 9/11. After retiring as a gunnery sergeant, he went on to work in the private sector for a number of years. He currently works for the Orlando Police Department handling mail services and inventory control and serves on the city of Ocoee’s Human Relations & Diversity Board. He has worked with various volunteer organizations like The Boys & Girls Club, the YMCA, Urban League, the Boy Scouts and more. Brinson said he’s running for commissioner so he could make more of impact in the city, particularly in District 1.

“I live in a community that is — right now — the premier community of Ocoee, so I know what I pay in taxes,” Brinson said. “When I go outside of my community and I’m driving around potholes, that’s problematic for me. It didn’t seem — and it still doesn’t seem — that anybody is addressing that issue. … There’s things in our district that we want to see happening, and I don’t see them happening.”

Brinson added that a top concern for the city is growth management “in a smart way.”

school; we got to manage the people coming in and out of the city with our traffic patterns,” Brinson said. “We got to manage the business. Can we get them in so they can create jobs? The city should not have to create jobs. I don’t think the government needs to be in the job-creation business.

However … the government can assist in making sure the city is business-friendly.”

Candidates both were asked about plans to ensure a robust downtown Ocoee. Grogan discussed efforts the city has been making over the years to bring new life to the downtown.

“We are revitalizing and rebuilding the downtown,” Grogan said. “We’re moving City Hall — which is, if you look around it, literally falling apart. Building a new city hall is the anchor for the downtown up at the corner of McKey Street and Bluford (Avenue) … We’ve already done the streetscaping, as you could see.”

Brinson agreed Ocoee deserves a vibrant downtown but added developers could do more to con-

tribute to infrastructure.

“There’s always a public-private partnership that’s an option (to fund infrastructure projects),” Brinson said. “(It’s important) having developers come in and ensure they’re part of our growth, they are part of the infrastructure improvements, they are part of capital improvements, they are part of the things that we want to see happen in the city of Ocoee. …

When you bring these companies in, we need to let them know that we expect infrastructure improvements.”

In response to Brinson’s comments regarding how infrastructure should be built in the city, Grogan said his plan won’t work.

“It’s not practical, it’s not feasible, and it’s not economical,” Grogan said, adding that businesses typically run traffic studies and pay impact fees before coming to the city. “The city is not an open piggy bank. … We collect impact fees (for roads). When a business comes in, they also have to give us an impact fee, which is for the road.”

Oakland originals

MOTAMASSEK ROAD. Ali Motamassek was a landowner who purchased land north of West Colonial Drive in 1986 and later sold part of it to the town to make the road a reality.

VANDERMEER AVENUE. It is suggested this street was named for Jacob Vander Meer, a World War II veteran and an elder at Oakland Presbyterian Church who later moved to Clermont and opened a real-estate office. He died in 2015.

MILLHOLLAND WAY and MILLHOLLAND STREET. R.D. Millholland was one of the town’s early pioneers who ran a citrus grove and operated the first steamer, which conveyed fruits and vegetables to the train at Oakland. He also was appointed to railway mail service, where he served for 23 years.

DENNIS FOLTZ. Dennis Foltz served as Oakland’s town manager from 2009 to 18. It originally was a threemonth assignment to help the town take a fresh look at functions and organization that would benefit the municipality and its next full-time manager. Foltz has effectively managed the growth that took Oakland from a small town of 2,500 with no sewer system and few businesses to what it is now — a town on the edge of controlled growth with close to 3,100 residents.

The town of Oakland renamed its streets to honor its founding families in 1972, and several developers followed suit in later years. In this three-part series, we examine the people whose names are immortalized in the town’s addresses.

or more than 100 years, the town of Oakland basically was defined by 10 square blocks — an area now considered historic Oakland. By 1995, new subdivisions started sprouting up, the first of which was Oakland Pointe.

Some of these developers continued the tradition of naming streets for the town’s pioneers, elected officials and influential residents.

The Boney Subdivision, also known as Oakland Heights, is considered the area of Henschen and Gulley avenues east of Starr Street. Robert “Bob” Boney owned a large portion of it and raised cattle on the pastureland.

Two “roads” between Gulley and Henschen were at one time named Winters Street and Smith Street, but Smith is no longer in existence, and Winters is used as a golf-cart path.

Boney eventually sold the land, and it was developed as the Winters Landing subdivision.

North of Winters Landing is Macchi Avenue.

South of Oakland Avenue, the extension of Winters Landing

Drive will become Motamassek Road, a new two-lane paved road that will provide another north-south connector from Oakland Avenue to West Colonial Drive.

West of Starr is the Southern Oaks community, and the developer named its three streets — Millholland, Demens and Vandermeer — for former residents. In Oakland Shores, Mather-Smith Drive and Edgegrove Lane were named for a prominent family.

Ryan Court, off Tubb Street, was developed by Bill Hartsfield and reportedly named for his grandson.

One family is honored multiple times in the town. There is Hull Avenue, previously Seventh Avenue, in the heart of Oakland; several streets on the west end of the town, Hull Island Drive and Simeon Road; a community, Hull Island; and a new development under construction, Hull Island Estates.

Oakland officials have approved two more names to be applied to future streets: Boss Hewett and Dennis Foltz.

WINTERS STREET. Dora Good Winter was a longtime resident of Oakland who worked for many years as a secretary and bookkeeper in the citrus industry. Her second husband, Ken, owned an orange grove — at one time, the oldest in the area — on land now occupied by the Winters Landing subdivision. After a severe freeze, he sold it to a developer, so the developer gave the community and a street their name. Dora was an active member of Oakland Presbyterian Church for nearly 50 years.

MACCHI AVENUE. Robert “Bob” Macchi was a corporal who served in Europe during the war. He married Betty “Jean” Sadler, the greatgranddaughter of Oakland pioneer James Hardy Sadler.

The Macchis were in the citrus business and were active in the town. He was an elder in the Oakland Presbyterian Church and a civic leader.

SMITH STREET. Robert Fulton “Buck” Smith was one of 31 qualified voters living within the proposed corporate limits who gathered Nov. 1, 1887, for a meeting of incorporation. He and his wife, Edmonia, followed Peter Demens to Oakland with the Orange Belt Railway. Smith, a railroad engineer, drove the first train into Oakland in November 1886. He gave up railroad work after injuring his back and opened a blacksmith shop behind his house, previously the home constructed for Demens by the railroad company. Both Robert Fulton and his son, Robert L., lived in the home, and both served as Oakland mayors.

EDGEGROVE LANE. Edgegrove Farms was the name of the estate owned by Charles Frederic and Grace Mather-Smith. Charles, who made his fortune manufacturing paper, and Grace moved in 1910 to Oakland.

They bought property on Tubb Street that ran north to Lake Apopka and built a 28-room mansion. The couple owned an orange grove and had a packingcrate label designed.

MATHER-SMITH DRIVE. Charles Frederic and Grace Mather-Smith came to the quiet town of Oakland from Chicago in 1910 and caused quite a stir in the community. Used to the big-city social life, Grace, a dancer and stage actress, became bored and livened up the town with her generosity and love of life. She and her husband built the original West Orange Country Club — on what is now Tucker Ranch — so she could hold social events. Charles died in 1941, and Grace died on New Year’s Day 1962. They were buried in a carved pink marble mausoleum on their property. It was vandalized in 1968, and the family had the bodies and pink markers moved to the Oakland Cemetery.

BOSS HEWETT. Austin Rockwell “Boss” Hewett and his wife, Dorcas Ann, purchased land in 1905 on which to build their home. The fifth generation of the family lives in the house today. Boss’ vegetable farm, and later an orange grove, was located on the land where the Florida Turnpike passes under Oakland Avenue. The family story is that Boss got his nickname because he was “the boss of the cabbage patch.” The Hewetts had five children and named their last child Frederick Mathersmith, after Frederic and Grace Mather-Smith, who had no sons and gave the Hewetts a chunk of adjacent land because they gave birth to a boy.

J.W. JONES ROAD. After J.W. “Sawgrass” Jones’ wife died in 1915, he moved his family from Zellwood to the Killarney/Oakland area.

He bought acreage that spanned from south Lake Apopka into Lake County west and further south including Deer Island and around part of north John’s Lake in hopes of finding a better soil conducive to growing fruit trees. He quickly learned Deer Island was an ideal location. Surrounded by water and with a small lake, Deer Island proved to be frost-free and perfect for growing a variety of delicate fancy fruit. He served as a director of the T&G Railroad and established the first post office on Old Highway 50 in Killarney in his general store (J.W. Jones Gen. Store), where his granddaughter, Gloria Pearce, served as postmaster. The concrete foundation is still there, just east of the current J.W. Jones Road, where farmers park and sell their produce. Years ago, J.W. gave his daughter property near Deer Island, and she later sold it for $1 so Highway 50 (West Colonial Drive) could be constructed. Descendants of J.W. Jones still live in the area.

DEMENS AVENUE. Peter Demens (Piotr Alexewitch Dementief), of Russian aristocracy, came to Oakland after getting into the railroad business.

Judge James Gamble Speer offered Demens, then president of the Orange Belt Railroad, land on which to bring the Orange Belt Railroad into Oakland. So Demens did. In 1887, a meeting of incorporation was called, and 31 qualified voters showed up from the proposed corporate limits. Demens was one of them and was voted 24-2 as Oakland’s first mayor.

HULL ISLAND, HULL ISLAND DRIVE, SIMEON ROAD and HULL ISLAND ESTATES. Simeon Benjamin Hull was the son of early Orlando pioneers William Benjamin and Emily Hull. He and Marguerite Matilda Winkelman, the daughter of Oakland pioneer John Winkelman, married in 1900. They constructed a new home on purchased grove land west of Oakland in an area now called Hull Island. This home remains standing today. Simeon and Marguerite had six children, including son Horace Simeon Hull Sr. His son, Horace Simeon “Buck” Hull Jr., served Oakland for more than 10 years as a town commissioner and the mayor.

Descendants of Simeon Benjamin Hull still live in the Oakland area.

Since its inception in 2007, the Garden Choir organization has grown, evolved and added two choirs under its umbrella.

Now, it has a new name to accommodate its expanding community reach.

On Monday, Feb. 11, the organization’s board members hosted a party at Tanner Hall in Winter Garden to reveal its new name — the Orlando Choral Society.

“Our conversation was started a year ago, maybe, that the Garden Community Choir as an organization has done so much in the last 10 years since it was started and founded in 2007,” Garden Choir Board President Chad McClellan said. “We’ve added so much — we’ve got over 100 members in the Garden Choir right now. We’ve got our newest ensemble, Voci del Cuore, and we started the Outreach Choir this year. We’ve added a canned food drive, and we’ve just got all these different programs that we

felt that the name Garden Community Choir didn’t quite match up with the organization and the scope of what we’re doing.”

Although each of the existing choirs will keep their respective names, they are now grouped together under the umbrella of the Orlando Choral Society.

“The Garden Community Choir is our biggest choir,” McClellan

said. “It’ll always be the Garden Community Choir, but the organization we felt like just needed a broader name that encompasses what we do as an organization.”

The name came after countless hours of brainstorming among the choir members and ensuring it didn’t infringe on anything that already existed. When OCS popped into McClellan’s mind

and he went to share it with the rest of the choir online, he found Communications Director Lindsay Stough also had just posted the same suggestion.

“It really does kind of define that our specialty is,” he said. “ No matter what kind of musical genres that we venture into, no matter if we have instrumental classes we put on ... That’s where we landed, and we’re really happy with it. … We’re operating under an umbrella organization. Under that, we have all these different avenues where we can go and take advantage of these different programs that we’re hoping to use to build community through song.”

Board members also announced Garden Choir Artistic Director Dr. Jeffery Redding has been asked to conduct the Beethoven 250th Birthday Celebration concert in Vienna, Austria, next year. The choir will be traveling with Perform International and also will perform Beethoven’s Ninth Symphony in Vienna. More details will be coming soon.

Aside from the name change

and upcoming performance, the organization announced it is the recipient of a significant grant from the Universal Orlando Foundation. They will be using the grant to offer the inaugural OCS Summer Choir Camp this year, which will allow 100 highschool students interested in choral singing and conducting to come and study with Redding and Assistant Director J. Christine Le. Best of all, thanks to the grant, students will be able to attend tuition-free.

“That I’m aware of, I don’t know of any kind of free camp like that for high-school students anywhere,” McClellan said. “I’ve been to chorus camps myself as a high-schooler, because I’m a choir nerd, and there was always some tuition involved. Thanks to the Universal Orlando Foundation grant, which was so generous, we’re able to provide this camp for free to 100 choir kids.

We’re really looking forward to implementing that this summer and seeing where it takes us.”

Roundabout open at Windermere Road, Roberson Road intersection Construction is in the final phase, but the roundabout is open and functioning.

After about a year of construction, traffic flow along Roberson Road and Stoneybrook West Parkway has gotten a bit smoother and faster.

The intersection at Stoneybrook West Parkway, Windermere Road and Roberson Road now has a functioning roundabout. Traffic in the area is known for getting backed up because of the nearby Winter Garden Village and access to State Road 429. Although the roundabout is still under construction, it being operational is a traffic improvement.

“The ultimate goal of the project was to alleviate traffic constraints and enhance the intersection safety,” said Jon Williams, assis-

tant city manager of public works for Winter Garden. “Talking with our staff, inspectors and (judging by) visual observations when they actually made the switch into the final phase of construction, it had been indicated to us that traffic was actually flowing better through the intersection with the roundabout configuration in its current state.”

Construction for the roundabout currently is in its final phase and is expected to be fully completed by April 4. Traffic cones currently outline the roundabout, but they won’t be there in a couple months, Williams said.

“During the final phase of construction the roundabout is operational, but it is set up with traffic cones and signage,” Williams said. “During this final phase of

construction, they will actually construct the lane separators and the roundabout itself.”

The city of Winter Garden wasn’t the only entity involved in getting a roundabout constructed at the intersection. Orange County and the city of Ocoee were involved in the project, as well, Williams said.

“They partnered with Orange County and entered into an interlocal agreement where the city would be responsible for the actual designing, permitting, acquisition of right-of-way, management and construction of the roundabout, and the county agreed to contribute $750,000 toward the project,” Williams said. “We also included with the bid some utility/water main extensions for the city of Ocoee, which they paid for

In a 24-hour period, an average of 7,862 trips are made along Windermere Road, and an average of 11,603 trips are made along Roberson Road. The total number of trips made along Windermere Road includes both northbound and southbound traffic, and the total number of trips made along Roberson Road includes both

eastbound and westbound traffic, according to a traffic-volume summary by the Orange County Traffic Engineering Department.

“There have been 17 reported (crashes) at that intersection since 2012, and nine total reported crashes in the last three years,” Williams said, citing statistics from the Winter Garden Police Department.

NOW ENROLLING

Elizabeth Chalsma de Stwolinska (nee Kiser) died Tuesday, Jan. 29, 2019, in Clermont, Florida. Chal, as she was affectionately known, was born May 31, 1927, in Walterboro, South Carolina, to Douglas and Bannah Kiser (Thornley).

She was predeceased by her husband, Adelbert “De” de Stwolinska, and her sister, Gloria Jennings.

Chal will be lovingly remembered by her son, Douglas, and his wife, Nicola, of Winter Garden, Florida; her daughter, Carol Coen, of Live Oak, Florida; grandchildren, Cheri Sparks, Michael Sparks (Angie), Bobby Sparks and Tina Lane; as well as many other relatives and friends.

Chal grew up in Adams Run, just outside of Charleston, South Carolina, until her early

20s, when she met her husband, De, while he was stationed at the U.S. Navy Communication Station in Dupont, South Carolina.

They married in 1949 and had two children, Carol and Douglas.

During their marriage, they lived in many parts of the world due to his career in the Navy and later the Navy Resale System (Navy Exchange) — Charleston, Island of Guam, Washington, D.C., Germany, Panama, Island of Bermuda and Pensacola, Florida.

Chal had very fond memories of her and De’s time with the Navy and Navy Exchange and all the places they lived, with her favorite being Germany followed

by Bermuda. After De died, Chal moved to Winter Garden, Florida, to be close to Douglas and Nicola.

She resided at Benton House in Clermont, Florida, for the last few years of her life and became very friendly with many of the

staff there. She kept a wellstocked candy dish in her room for them, and they became like her second family.

Chal was a homemaker, and she took great pride in taking care of her family and making sure they had everything they needed. She loved reading her entire life, with spy stories and biographies being her favorite genres. She loved her dogs, especially Lhasa Apsos and Shih Tzus. She also enjoyed shopping and dining out. Even in the later stages of her life, she took pride in her appearance and liked to look her best.

There will be two services — a memorial service at 3 p.m. Monday, Feb. 25, at Benton House in Clermont, Florida, and a funeral service at Barrancas National Cemetery in Pensacola, Florida at a date still to be determined.

She will be laid to rest there with her husband.

The Winter Park Canvassing Board will meet at 4:00 p.m. on Tuesday, March 12, 2019 at the office of the Supervisor of Elections, 119 W. Kaley Street, Orlando to conduct the Logic and Accuracy Test on the tabulating equipment, canvass Vote By Mail/provisional ballots, and if possible certify the results.

The Canvassing Board will meet again on Thursday, March 14, 2019 at 2:00 at the Supervisor of Elections Office to certify the election results if not already done and canvass any outstanding provisional ballots. In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public. If other meetings are necessary, they will be scheduled at the March 14 meeting and posted accordingly.

Before falling to Windermere in the Class 8A, District 5 final, Ocoee boys basketball picked up the upset over Edgewater in the district semifinals Wednesday, Feb. 13. In that 54-51 win, guard Sadeem Blake had an overall productive night as he went for 20 points, four assists and three steals for the Knights — which sealed a state playoff-spot in the process.

In West Orange boys basketball’s 77-59 loss to Evans in the Class 9A, District 3 tournament Wednesday, Feb. 13, senior guard Nigel Brown had a team-high 11 points for the Warriors. The loss unfortunately ended West Orange’s season, with the Warriors finishing with a record of 6-18.

In a close 59-53 loss at the hands of Faith Christian in the Class 3A, District 3 tournament Monday, Feb. 11, Foundation Academy’s Danny Stutsman still had an impressive night as he led the Lions with 23 points.

The West Orange boys tennis team hopes to make this season one to remember.

f you sit in on a tennis practice at West Orange High, everything seems pretty normal.

Coach Scott Baker paces around the court as he shouts out instructions to his players who, in return, turn words into actions.

These early practices as the season starts always are helpful for teams as young as the Warriors — who only have one upperclassman and no seniors — as it allows for much-needed bonding for a program still feeling the effects caused by the opening of Windermere High.

“The new school opening took a lot of our players that were very young — they’re juniors now,” Baker said. “We had three freshmen starting, and then they went to the new school. It’s almost like we are rebuilding the program again, kind of from scratch a little bit.

Henry Austad Junior Henry Austad is a triathlete in Foundation Academy’s athletic program. Between football, baseball and basketball, he excels on the field, the court and on the diamond. Sports — and playing football, in particular — runs in Austad’s family. His dad played football for the University of Central Florida, and his brother played football for Montverde Academy. He’s recently made quarterback for the First Team All-State 2A football team.

How long have you been playing baseball, and how did you get started?

I’ve really been playing since I was like 4 or 5. I probably (got started by) watching my brother play, and my dad coached (it). (That’s) probably what got me into it.

How long have you been playing football and basketball?

I’ve been playing football for probably just as long — maybe even a little bit longer — (than baseball). Basketball, I’ve been playing since I was about 7 or 8.

How were the football and basketball seasons for you this year?

Football went really well. We did pretty (well) this year. We made it to the regional championship game. We came up short, but we had a good season. For basketball, we did pretty (well). We made it to the district playoffs.

What game do you look forward to the most this baseball season?

(The game against) Legacy (Charter), because that’s who we lost to in the playoffs last year. Hopefully, we get some redemption.

Out of the three sports you play, which do you like most and why?

Probably football, because I just like to hit. I like to be out there.

What aspect do you like most about baseball?

You can’t do it by yourself.

You have to do it all as a team.

One person can’t win the game for you.

What’s something you hope to improve on in baseball this year?

My fielding. I need to get a little bit better on that (and be) more clean at fielding, throwing and getting in quick.

What’s your favorite baseball team?

My favorite team for pros is probably the (Tampa Bay) Rays.

I just always grew up watching them. We went to a game when I was a kid.

Tell me about your first home run. How old were you?

I was in minors. I just remember — I didn’t think I was going to do it, but it was really windy so — hitting it and it went over.

I was really surprised. (I was) probably 10 or 11.

What are some achievements you’ve made?

Academically, I have a 3.6 (GPA) right now, so I’m doing pretty decent in school. Athletically, I’d say I had Riddell Player of the Week for football this year, and in my sophomore year, I had MaxPreps Southeast Player of the Week.

How do you spend your free time?

(I like) hanging out with friends and family. I like to go swimming and stuff and go out on the boat.

back to their middle-school years, they remember playing at the high school playing in front of ex-students. I just try to give that experience so they feel like, ‘Man, you know what? Playing middle-school basketball is pretty cool.’”

This season, the boys and girls teams have played their home games at the high school, thanks in part to the Ocoee Middle gym being refurbished — an ongoing process.

By having their games at the high school, Spencer said it offers coaches a chance to see the talent that’s in the works at Ocoee Middle.

In that way, it is a win for the middle school, its players and those who are a part of the highschool program.

“I try to expose their talents to the next set of coaches who could possibly be coaching them one day, because a lot of times, high-school coaches want to know who is next,” Spencer said. “That’s why I try to expose them, so they can see their faces and how much their game has grown.”

Along with getting more exposure for athletes, there’s also an added benefit of getting students excited about the sport.

During their home game against Lakeview Middle Wednesday, Jan. 30, the school offered free tickets to students who completed all their assignments and displayed good behavior through the first nine weeks. It’s easy self-promotion, which is always a necessity at the middle-school level.

But like anything, there are cons that coincide with the obvious perks of playing at the high school — such as the slight inconvenience of not being able to play on your home court.

“We’ve literally played no home games all season,” boys basketball coach Wallace Phillips said. “We’ve been under a refurbishment for the gym for the last two years that has not happened yet. My guys practice on probably a condemned floor, but we make it work.”

When you keep all of this in mind, what the two basketball teams are doing now is pretty impressive.

Although the girls team finished this season at 2-3 — with a one-point loss to Wolf Lake and a two-point loss to Robinswood last week — the growth in the

who play for one another.

“Our girls have gained more confidence, and they’re now starting to understand the game that much more,” Spencer said.

“When you’re taking someone from scratch, who never played really, trying to run plays and understand basketball just in general, it takes a little time. But once it clicks, the sky’s the limit, and then they’ll feel more comfortable.”

Under Phillips, the boys basketball team has found solid footing, as the Cardinals currently sit undefeated at 5-0 and will play in the division championship against Apopka Memorial Middle — which also is undefeated.

Throughout the regular season, the Cardinals were led by eighth-grade shooting guard Jaylyn Smith (the team’s leading scorer).

“He is a phenomenal basketball player, a gifted scorer and an excellent shooter,” Phillips said.

Throw in anchor players such as Taylor Douglas-Greene and Eberson Charles, and it’s no surprise this team is doing so well.

With that said, the Cardinals still have some basketball left to play, with the big game at Apopka Memorial Middle looming and a title on the line.

“We go through a scouting report, we go through what our plan of action is and then we go out and execute it,” Phillips said.

and not as a team,” Mach said. “So when I joined the tennis team, you’re not playing for yourself — you’re playing for everyone else, and you don’t want to let anyone else down. It’s a lot more fun and you have everyone supporting you.”

Most folks would think that as the de facto leaders of a team filled with players who are their grade and lower, there would be added stress. That’s not the case.

“I wouldn’t say it’s a lot of stress, but there is definitely some pressure knowing that there are more eyes on you than if you were playing lower positions or you didn’t have the title that you did,” McGarry said.

On the tennis court the Warriors will help one another go through the growing pains rebuilding, but the support won’t stop there.

Every day after school, the team meets in a study-hall session where they work on homework and help one another better learn their subjects.

That hour or two of help means a lot to each individual, including freshman Christian Rosa — whose math grades have improved alongside his tennis game.

“When you join this (team), it’s not a sport, it’s a family,” Rosa said.

“You’re doing something you love with people who care, and you know that if you need anything you can go to them.”

Ocoee falls 70-51 in districttitle game loss to Windermere

n a night filled with blisteringpaced basketball at Windermere High School, Ocoee (14-11) was overwhelmed by a Windermere (24-4) blitzkrieg during a 70-51 loss in the 8A, District 5 championship game Friday, Feb. 15.

The Knights were led by junior guard Sadeem Blake, who picked up 15 points, six rebounds and four blocks. Kordell Brown added 13 points, while David Green had 12 points.

The good news for Ocoee is that by simply making the district-title game, the Knights have sealed a spot in the state playoffs, for which they will travel to Melbourne for a first-round playoff matchup against the Bulldogs (24-4) Thursday, Feb. 21.

“And then the other school is right next to us, so they have sort of become our rival,” he said. “So I just approached it that we just have to take the kids we have, and we are going to grow those kids into young men and use tennis as the vehicle to do that.”

Baker took over the program three years ago, and since then his main job — besides coaching — has been to get kids to buy into the program.

It takes a lot, especially mentally and emotionally, for highschool players to put faith into the rebuilding process, but if you ask any of the 10 athletes on the West Orange roster if they are up to the challenge, they all will give you the same answer: Yes. And in some cases, having a team comprised mostly of freshmen and sophomores is seen as a positive for the team’s lone upperclassman. “(Because) we are all new, we still have like a year or two to build on each other, so it won’t be like as if we all came during senior year and only got to be together for a year and leave,” junior Evan Newland said. “We get to actually see each other get better through the years, which I think is going to be interesting to see how people change in the next year or so.”

Baker will look to sophomore duo Lucas Mach and Jack McGarry as his leaders. Mach, Baker said, will be his No. 1.

Although some on the team are just picking up a racket for the first time, Mach has been playing for a good while now. The biggest difference, however, is now there is a team element involved.

“For most of my life, I’ve been playing tennis by myself — trying to win for myself — for my parents,

THROWBACK THURSDAY FEB. 27, 1969 Today, if you want to call someone in another county, state or country, all you have to do is pick up your cell phone and key in the phone number — instant connection, instant conversation, no minute-to-minute charges.

But in 1969, Florida Telephone was advertising the low rate of $1 (or less) for a three-minute phone call “to any point in the U.S.” The catch? This rate applied only to calls made after 7 p.m. or on the weekends.

Who remembers watching the clock and picking up the phone at precisely 7 o’clock to call a long-distance friend or relative?

Interesting note: This ad in a 1969 issue of “The Winter Garden Times” is about the size of today’s cell phones.
