The town of Windermere has long suffered from cut-through traffic issues brought on by the rapid development surrounding its borders.

Using data gathered by consultants hired to identify the extent of the problem and

pinpoint which roads bear the brunt of cut-through traffic, town leaders have brainstormed what, if any, options existed to reduce the number of vehicles cutting through the town’s residential streets.

For eligible Florida homeowners, the deadline to submit an application for a homestead exemption is March 1.

Orange County residents who own or live in a home being used as their permanent residence as of Jan. 1 may apply for a homestead exemption, which could reduce their property’s taxable value by up to $50,000. However, the exemptions do not apply to school-district taxes.

According to the Orange County Property Appraiser’s Office, homestead exemptions can save homeowners up to $750 in property tax per year.

In November 2018, a proposed amendment to the state’s constitution — Florida Amendment 1: Homestead Exemption Increase — failed to garner the 60% supermajority vote needed for approval, which kept the maximum homestead exemption at the current $50,000.

Had it passed, the amendment would have increased the homestead exemption on homes with assessed values between $100,000 and $125,000, bringing the maximum homestead exemption up to $75,000.

The measure had several opponents, including the Florida League of Cities, which argued the amendment would have only benefited a few homeowners and shifted the tax burden to millions of others.

or many, federal holidays such as Veterans Day are a welcomed day off work.

For Windermere Preparatory School senior Grace Bennett, it’s a day that completely changed the trajectory of her future career path.

It was a veteran’s message to students during a Veterans Day assembly at school more than three years ago that connected with Bennett. The speaker talked about why he went into the military — to protect and serve the country he loves.

It’s what motivated her to look into joining the U.S. Air Force or Navy.

And it’s because of that motivation that the Windermere resident recently became the first student in school history to receive an appointment to U.S. Military Academy at West Point.

SET UP FOR SUCCESS

Following the assembly that day, Bennett began doing some research on careers with the military. But it wasn’t until her junior year that she got close with her softball coach, JD Wood — a veteran of the U.S. Army in special operations as a ranger with the 3rd Ranger Battalion who also spent time with the 7th Special Forces Group. Wood was the one who helped her prepare for the Candidate Fitness Assessment.

“We would work out every morning at 6 a.m. before school,” Bennett said. “I would work out every other morning with him, and he was training me for Air Force, but he’d been in the Army for so long and he was saying, ‘Hey, you should check out West Point.’

When I went to visit, I loved it. The visit was what made me feel it was my top choice.

“The campus is beautiful, and everyone there was beyond respectful and very nice,” she said.

“Getting to meet the other cadets and teachers and go to classes was really huge for me in realizing I wanted to go there.”

It helps that Bennett holds a 4.2 weighted GPA and has been a multi-sport athlete throughout her high-school career. She has played volleyball and basketball, and continues to shine on the soft-

ball field after coming back from a torn ACL and sprained MCL her sophomore year.

“My sophomore year I was playing basketball,” Bennett said. “I was running along the court and stopped too hard and my knee popped the wrong way. … It took about a month for the surgery to happen, and I spent six months doing physical therapy. I came back and played varsity volleyball the next fall and basketball in the winter, and then varsity softball spring of junior year.

“After missing as much class as I did for the surgery and everything, that was honestly one of the best semesters grade-wise that I had, ironically enough,” she said. “I had actually gotten more athletic when I was recovering, because I was working out my legs every day.”

She applied to West Point her junior year. As part of the application process, she had to receive three congressional or militaryservice nominations.

“I had interviewed with all three of my Florida nominating sources — Marco Rubio, Bill Nelson and Val Demings — and so I had gone to the interview and thought it was OK, but I wasn’t sure how things were going to go,” she said. “I ended up getting a letter that I got a nomination, and about a week later got an email from my admissions officer saying I got a priority nomination (from Val Demings). I was no longer competing for a spot: I just had to make sure everything was compete and filled out.”

HARD WORK PAYS OFF

On Saturday, Feb. 2, Bennett opened her application portal to the message for which she had been waiting: She was officially appointed to West Point.

“What really made it real in my head was I got the (acceptance) booklet/certificate in the mail this past Monday, and for me, it was really cool,” she said. “I really am very happy and very, very proud, honestly — not even just the fact that I accomplished it but that I’m actually going there. It’s something I’ve wanted … for a long time. It’s such a huge honor to be selected.”

divert traffic back onto the main thoroughfares — recently was targeted as a potential long-term solution. And during the town’s Feb. 12 Town Council meeting, council members planned to discuss whether it should first fund a 90-day experiment to test the efficacy of using road barriers at selected intersections.

The topic motivated about 40 to 50 residents to attend the meeting, and 16 spoke during the public forum to express their support for or opposition to the proposal.

Residents were divided on the issue. Those in opposition believe it would penalize residents, as well, and potentially delay emergency vehicles.

“On Oakdale, in particular, I think the speeding traffic is more of a concern than the cutthrough traffic … and we’re more concerned about our children and pets,” Windermere resident Dionne Beggrow said. “Personal-

ly, I’m opposed to the barriers for several reasons. The first one being the restrictions on emergency vehicles … and a GPS might not tell them it’s not a two-lane road anymore and those are precious minutes that could cost lives. We’d rather see the money for the barricades go toward the police force (to help them) control the speeding traffic.”

Other residents were open to the idea but believed the barriers should be placed in other locations and submitted their own amended plans. Several expressed interest in experimenting with road barriers to see if they might prove to be an effective, albeit painful, solution.

“What I think is more important is getting our neighborhoods back,” Windermere resident David Sharpe said. “I don’t think we’re able to enjoy them today. … One day we’re going to look around and say we should have done something. … And I don’t think the residents really want our police to be enforcing traffic full-time.

tion toward supporting her in her endeavors and achieving her goals.

“I joke about this, but it’s true: I saw him more than either of my parents last year, because I saw him to work out every morning and after school for softball,” she said with a smile. “He’s a very strong motivator, and he’s also big on the whole thing where if you work for something it’ll happen. You can’t put half effort into something and expect it to work out your way.

“It was encouraging to have someone get that excited and give me sort of an inside look at the world of what I’m entering,” she said.

For now, Bennett continues to focus on her academics, athletics and other extracurricular

activities. She is enrolled in the full International Baccalaureate program at WPS and takes four of these rigorous courses — physics, mathematics, economics and English. She is also president of the robotics club and preparing for softball season to kick off in full swing.

She will leave for West Point July 1 and is looking at majoring in electrical engineering. She said she would love to go airborne and fly helicopters before going back into electrical engineering and contracting work.

“I’d love to stay career military just because I think it’s a great thing to do, but if I were to go out and work in a civilian job, I’d love to work for Lockheed Martin or Boeing,” she said. “I’m just excited for the whole lifestyle change — it’s so different than living in Florida with your parents going to high school.

It’s such a shift, but it’s something I’m excited about. Being in the military is something I’ve really aspired to do for a long time, and I’m excited to reach that goal.”

After the public forum session, the council voted 4-0 to allocate $24,000 toward paying police officers overtime for the next 90 days to enforce speed limits in local roads receiving the most cutthrough traffic.

Windermere Council Member Richard Montgomery expressed skepticism over using police officers to control the issue.

“The whole point of the experiment of the barriers was to determine a long-term solution for the town,” Montgomery said. “I’m not sure using overtime police officers is going to accomplish a long-term solution.”

Windermere Town Manager Robert Smith said it would cost $31,000 for a 90-day trial to fund the road-barrier experiment. By comparison, it would cost the town $80,000 to hire an extra police officer for the first year.

Smith added the town will explore the feasibility of other resident-proposed solutions, including making Ridgewood Drive a one-way street. He also said he will see if urban planning may recommend more palatable solutions.

Citra shooting suspect charged Roundabout open at Windermere Road, Roberson Road intersection ERIC GUTIERREZ STAFF WRITER

A West Orange-area man is facing multiple charges after allegedly firing at deputies responding to a domestic disturbance Wednesday, Feb. 13, at The Citra at Windermere apartment complex.

Laforest Duron Gray Jr., 23, has been charged with burglary with assault, domestic battery, resisting arrest with violence and with a weapon and four counts of attempted first-degree murder with a firearm on a law-enforcement officer, according to his arrest report.

Deputies responded to complex, located at 11353 Citra Circle, just before 8 p.m. in response to a fight between a male and a female. A 911 caller said the male, Gray, was dragging a female, identified as Gray’s wife, by her hair, according to the report.

A witness, Carlos Bastos, told deputies he was driving through the apartment complex when he saw Gray’s wife — who appeared to be in distress — walking from a garage toward the apartment buildings. He asked her if she needed help, but she refused.

Bastos then saw Gray — who appeared to be acting strangely — walking out of the garage. As Bastos drove away, he noticed the wife running toward his car.

Bastos asked the wife again if she needed help, and she jumped into

his car. Gray then ran to the vehicle and tried to open the door, but the wife held it shut. Bastos got out of the vehicle and told Gray to leave, but Gray did not. Gray then allegedly opened the car door, dragged his wife out by her hair and punched her, according to the arrest report.

Responding deputies arrived at the scene to find Gray and his wife inside of their garage. Deputies asked the two to come out of the garage, but they refused. The wife eventually came out of the garage, but Gray still refused to cooperate and brandished a gun at the deputies. He then fired his gun and three deputies returned fire, according to the report.

“The suspect or the woman did not comply at first,” Sheriff John Mina said during a press conference. “Eventually, the woman did come out. The suspect was armed with a gun, and we believe three deputies fired at the suspect. At this time, it is believed the suspect was not hit. However, he did resist arrest and was bitten by a K-9.”

Mina said Gray, his wife and the deputies involved in the incident were uninjured from the shooting. Gray was taken to a hospital and treated for a dog bite before being taken to jail. He recorded the incident on Instagram Live.

“We learned that the shooting was captured on Instagram by the suspect himself, and we’re

in the process of reviewing that right now,” Mina said. “All three deputies are assigned bodyworn cameras, and we have not reviewed their footage as of yet.”

The video appears to show Gray shouting expletives at police before shots were fired. About four minutes into the video, Gray looks at the camera and says, “Straight up, you fixin’ (sic) to see this (expletive) live. I’ll take one for the team bro.” Gray then turned toward deputies and continuously told his wife to “come here” as deputies tried to get her out of the garage. As soon as deputies pulled the wife away, shots were fired. Gray took cover behind his vehicle in the garage and continued to scream for his wife and yell profanities at deputies, according to the report.

Mina said the suspect’s gun, a revolver, was recovered at the scene.

According to the arrest report, the revolver had three spent cartridge casings and two live cartridges in it when it was recovered. One spent casing was aligned with the barrel, indicating it had just been fired.

After about a year of construction, traffic flow along Roberson Road and Windermere Road has gotten a bit smoother and faster.

The intersection at Stoneybrook West Parkway, Windermere Road and Roberson Road now has a functioning roundabout. Traffic in the area is known for getting backed up because of the nearby Winter Garden Village and access to State Road 429. Although the roundabout is still under construction, it being operational is a traffic improvement.

“The ultimate goal of the project was to alleviate traffic constraints and enhance the intersection safety,” said Jon Williams, assistant city manager of public works for Winter Garden. “Talking with our staff, inspectors and (judging by) visual observations when they actual made the switch into the final phase of construction, it had been indicated to us that traffic was actually flowing better through the intersection with the roundabout configuration in its current state.”

Construction for the roundabout currently is in its final phase and is expected to be fully completed by April 4. Traffic cones currently outline the roundabout, but they won’t be there for much longer, Williams said.

“During the final phase of construction the roundabout is operational, but it is set up with traffic cones and signage,” Williams said.

“During this final phase of con-

struction, they will actually construct the lane separators and the roundabout itself.”

The city of Winter Garden wasn’t the only entity involved in getting a roundabout constructed at the intersection. Orange County and the city of Ocoee were involved in the project, as well, Williams said.

“They partnered with Orange County and entered into an interlocal agreement where the city would be responsible for the actual designing, permitting, acquisition of right-of-way, management and construction of the roundabout, and the county agreed to contribute $750,000 toward the project,” Williams said. “We also included with the bid some utility/water main extensions for the city of Ocoee, which they paid for that extension.”

In a 24-hour period, an average of 7,862 trips are made along Windermere Road, and an average of 11,603 trips are made along Roberson Road. The total number of trips made along Windermere Road includes both northbound and southbound traffic, and the total number of trips made along Roberson Road includes both eastbound and westbound traffic, according to a traffic-volume summary by the Orange County Traffic Engineering Department.

“There have been 17 reported (crashes) at that intersection since 2012, and nine total reported crashes in the last three years,” Williams said, citing statistics from the Winter Garden Police Department.

Bay Lake Elementary Lionesses and their dads spent an evening under the sea at the school’s annual DaddyDaughter Dance Friday, Feb. 8. Music, dancing, a photo booth, a variety snacks and sweets were just some of the fun to be had at the dance. Parents and students also enjoyed a dance competition and making memories.

That same night, memories were made at Palm Lake Elementary’s annual Daddy-Daughter Dance. Students and parents enjoyed an evening at the circus with the dance’s “Under the Big Top” theme. Guests enjoyed music, dancing, snacks and sweets, crafts and more.

ELIZABETH CHALSMA DE STWOLINSKA DIED TUESDAY, JAN. 29, 2019.

Elizabeth Chalsma de Stwolinska (nee Kiser) died Tuesday, Jan. 29, 2019, in Clermont, Florida. Chal, as she was affectionately known, was born May 31, 1927, in Walterboro, South Carolina, to Douglas and Bannah Kiser (Thornley).

She was predeceased by her husband, Adelbert “De” de Stwolinska, and her sister, Gloria Jennings.

Chal will be lovingly remembered by her son, Douglas, and his wife, Nicola, of Winter Garden, Florida; her daughter, Carol Coen, of Live Oak, Florida; grandchildren, Cheri Sparks, Michael Sparks (Angie), Bobby Sparks and Tina Lane; as well as many other relatives and friends.

Chal grew up in Adams Run, just outside of Charleston, South Carolina, until her early 20s, when she met her husband, De, while he was stationed at the U.S. Navy Communication Station in Dupont, South Carolina.

They married in 1949 and had two children, Carol and Douglas.

During their marriage, they lived in many parts of the world due to his career in the Navy and later the Navy Resale System (Navy Exchange) — Charleston, Island of Guam, Washington, D.C., Germany, Panama, Island of Bermu-

da and Pensacola, Florida.

Chal had very fond memories of her and De’s time with the Navy and Navy Exchange and all the places they lived, with her favorite being Germany followed

by Bermuda. After De died, Chal moved to Winter Garden, Florida, to be close to Douglas and Nicola.

She resided at Benton House in Clermont, Florida, for the last few years of her life and became very friendly with many of the staff there. She kept a well-stocked candy dish in her room for them, and they became like her second family.

Chal was a homemaker, and she took great pride in taking care of her family and making sure they had everything they needed. She loved reading her entire life, with spy stories and biographies being her favorite genres. She loved her dogs, especially Lhasa Apsos and Shih Tzus. She also enjoyed shopping and dining out. Even in the later stages of her life, she took pride in her appearance and liked to look her best.

There will be two services — a memorial service at 3 p.m. Monday, Feb. 25, at Benton House in Clermont, Florida, and a funeral service at Barrancas National Cemetery in Pensacola, Florida at a date still to be determined. She will be laid to rest there with her husband.

The Panthers went into the state tournament looking to claim another title. They did it in dominating fashion.

In Windermere’s close 69-62 win over Melbourne in the Class 8A, Region 2 girls basketball quarterfinals Thursday, Feb. 14, Abigail Crain led the way for the Wolverines as she picked up 24 points in the victory. The win pushed the Wolverines (21-5) into the regional semis against St. Cloud Tuesday, Feb. 19, after press time.

Before falling in the district championship to Oak Ridge, the Dr. Phillips boys basketball team picked up a strong 70-61 win over Cypress Creek in the district semifinals Wednesday, Feb. 13. In that win, junior guard Abdoulaye Thiam racked up a team-high 29 points. By making the district final, the Panthers have sealed a spot in the state playoffs, where they will face Alonso Thursday, Feb. 21.

pproaching the finish line, everything in Chris McDonald’s body is hurting.

His feet are worn to the bone, and his legs have become stiff from the three days of pushing their physical limit. But here he is, in this moment, pacing toward the two rows of national flags that lead to the end.

To his side are the members of his crew — wife and crew chief Erika McDonald, Scott Horns and Richie Cunningham — who sport

big smiles after walking the final mile with him.

Then comes the moment. Just as he gets to the finish line, he pauses, takes a breath and grabs the banner — ripping it in half and holding both parts over his head.

“For me after day one, I had a decent day, and day two, I did the totals and I knew Chuck Kemeny (the assistant race director) had the fastest time ever — I knew the record was within reach, but I knew I was going to have to run well for me,” said Chris McDonald, a resident of Boulder, Colorado.

There’s one word in the English language that few successful coaches like to use: Dynasty.

Although there’s no real definition for what defines a sports dynasty, many will say a team needs to win at least three titles in a short period of time.

If that’s to be believed, then Dr. Phillips’ third consecutive state title — which it claimed last weekend — is enough to proclaim the Panthers a dynasty.

Although head coach Kirwyn Adderly won’t be mad at having his team labeled a dynasty, he would prefer folks use another word: Dominant.

“It’s kind of odd for me, because I’m the one who helped make that (dynasty) happen,” Adderly said with a laugh. “I love our school — our school supports us greatly — so anything we can do to make our school proud. We are in it to win it all the time. … So, if people want to use that word, then they can use that word — I’m not using that word.”

Dominant is just as good a word as dynasty for this Panthers team, especially when considering how incredible a performance was put on by the girls wrestling team.

Over the two-day tournament, the Panthers finished with a total of 287 points — a whopping 123.5 points ahead of second-place Freedom, and 180 points ahead of third-place University.

By the second day, Adderly knew they were in good shape — so much so that the team changed its game plan.

A senior co-captain on the Windermere girls basketball team, Mikayln Nash has made it her job to help lead the Wolverines to success in only their second year of existence. At the forward position, Nash has made it a routine scoring in the post and from beyond the arc — making her the ultimate dual threat. Beyond basketball, she hopes to eventually become a physician’s assistant to help people in need.

When did you first get into basketball?

I’ve been playing since I was around 10 years old, but I officially didn’t start playing with a team until middle school. My dad was a girls basketball coach, so I was always around girls who were athletes, and that just really got me motivated to become one, as well.

She says a lot of inspirational things, but I think one of my favorite things she has said is, “No matter who is starting or who is on the bench, everyone has a specific role on this team, and we could not win without every single person on this team, and we are only as strong as our weakest link.”

What is your favorite aspect of playing at forward?

I get to be involved inside the post and be able to get

there — having to fight for rebounds.

If there’s one highlight you take away from your time at Windermere, what would it be?

It would have to be probably making history — helping my team win its first district championship. That was a big milestone for our team and our school as a whole. It’s a great feeling.

What do you like doing in your spare time?

When I’m not playing basketball or doing school, I have a job, and I work most of my spare time. I also enjoy having time with my family — whether it’s going to the park or the beach. We always just have little things that we do when everyone is free.

If you could go anywhere in the world, where would it be and why?

I would have to say Bora Bora, because I’m a beach girl, and I just want to go over there — it’s really beautiful.

What are your plans after you graduate?

I haven’t decided where I’m going yet, and I don’t know if I’m furthering my basketball career to the collegiate level, but I do know that I want to major in biology and later become a physician assistant.

“I was just so excited, because I knew I got the record. I had a rough year last year, and it was such redemption.”

The clock above his head reads 7:02:16 — the time it took him to finish Sunday’s 52.4-mile run portion of the 2019 Ultraman Florida, which finished in front of Windermere Town Hall. His time was good enough to demolish the previous run record (held

by Kemeny) by more than four minutes.

The run itself was only onethird of the three days of grueling, intensive competition that featured a 6.2-mile swim and 90-mile bike ride Friday, and a 171.4-mile bike ride Saturday.

Sunday’s run went from Victory Pointe in Clermont to Windermere.

The Ultraman pushes competing athletes to their physical and mental breaking points. Of the 45 athletes who competed, five failed to finish, and that doesn’t even include the toll it has on each athlete’s helping crew.

When Chris McDonald’s electronic shifter gave out 50 miles before the finish of the 171.4mile bike ride, Erika McDonald recalled the difficulty in watching her husband struggle.

“To watch him on the bike, have his mechanical issue and know that he was stuck in one gear … and to see him physically in so much pain, throwing up, on the bike and keep going — I was just so inspired,” she said. “I can’t even put it into words.”

Chris McDonald said the relationship between athlete and crew is reciprocal.

“I’ve got four people out there supporting me — they didn’t take time off of work to come to do this to have someone quit on them,” Chris said. “So I use them

as motivation.”

Of all the moments of selfdoubt that went through his head, that was the one that Chris McDonald thought was going to get him. He powered through and finished the bicycle portion with a time of 7:53:51 — 23 minutes ahead of second-place finisher Steven Keller.

The obstacles brought forth by the event — whether mechanical or physical — were unlike anything Chris McDonald had faced before.

Growing up the youngest of four in his native home of Australia, he discovered his passion for triathlons when he was 23 years old, thanks in part to his older siblings taking part in different competitions.

Since that time, Chris McDonald, now 41, has competed in 50 Ironman competitions and has ran numerous other races, but he had never been a part of something quite as intensive as this.

“For an Ironman, you go all out for eight hours, and you’re done,” he said. “To go pretty much eight hours, three days in a row — and have to take into consideration recovery, being able eat enough and getting your nutrition right — it’s a whole different thing.”

Although the competitive complications were a lot to digest, it was off the track that almost deterred Chris McDonald from being able to compete.

Around this time last year, he suffered a heart attack.

Nevertheless, with the support of his wife and those around him, Chris McDonald decided to push through and keep doing what he does best: Compete.

“I’ll compete on a competitive level for another year, but then I’ll do triathlon, because I love it, so I’ll do it as long as my body allows,” Chris said. “If it breaks, I’ll stop. If not, I’ll keep going.”

really well on Friday and then after Friday — after how well we wrestled — I felt that we were in a really good position,” Adderly said. “Going into the semifinals, I knew we couldn’t be caught — that’s always a good position for us, because then I don’t have the team worrying about the team title, and it’s all about their individual results.

“They wrestled much better when I told them to go ahead and focus about your individual stuff and don’t worry about the team stuff,” he said. “That worked out really well.”

On the individual level, the Pan-

thers took care of business. They snagged six individual championships and 13 total spots on the podium.

It was also a moment of redemption for junior Jessica Corredor, who, after finishing runner-up the last two years in the 100-pound class, finally took home an individual title.

The top seed in her division, Corredor — who went undefeated during the season — pinned her first four opponents before pinning Wekiva’s Zariah Curtis in the final to take the title.

“I’m probably happiest for her, because she took second the last two years,” Adderly said. “Last year, she was undefeated and lost

in the state finals to a girl who’s wrestling in college. It’s good for her and her journey. She has been there — been in the finals since her freshman year — (and had) a couple of disappointments but then came back.”

Corredor is one of the team’s four nationally ranked All-Americans.

Along with Corredor, defending state champion Karolina Ortiz battled through a tough match in which she won 2-1 in triple overtime to claim a title in the 128-pound class. This was also the second season Ortiz went undefeated, making her one of the most dominant wrestlers in school history.

Rounding out the rest of the state-title winners were Jennifer Charles who took home the title in the 134-pound class, while Shania Gowan repeated in the 162-pound finals. Shedeline Ulysse captured her third consecutive title in the 222-pound class, and last — but certainly not least — senior Amani Guzman claimed her second consecutive title in the 287-pound class.

Although many would take this time in the offseason to maybe sit down for a few minutes to catch their breath, that’s not the case for the Panthers girls wrestling team.

They already are looking forward to getting back to work, Adderly said.

“Yesterday I got texts from the girls that were like, ‘So when do we start practice for offseason? When is our meeting for offseason?’

And I was like, ‘Hey, we’re off for a week or so, relax,’” Adderly said.

“The lineup will change next year, but the goal will be the same: To win another state title. We will get challenged throughout the season, but we will still have that goal at the end.”
