Ocoee leaders are exploring the opportunity of acquiring more properties in the city.

City commissioners voted unanimously at their Feb. 5 commission meeting to allow staff to

seek appraisal of the Forest Lake Golf Course as well as an appraisal for properties owned by the Church of Christ in downtown Ocoee. The owners of the properties have offered to sell their properties to the city.

Winter Garden plans to pursue a city wide street resurfacing project throughout the next two months.

During the Jan. 24 Winter Garden City Commission meeting, city leaders authorized a piggyback contract with The Middlesex Corporation, a Massachusetts-based construction company, for 14 asphalt-paving projects.

Bill Criswell, Home At Last founder, dies at 93 The longtime Windermere resident and World War II veteran founded Home At Last and served as a president of the Windermere Rotary Club.

ervice was a way of life for William C. Criswell, and he emulated the Rotary motto “Service Above Self.” He served with the U.S. Naval Construction Battalion, the Seabees, in World War II and continued giving back through a number of community organizations his entire life.

Criswell, a 56-year resident of Windermere, died Thursday, Feb. 7, 2019. He was 93.

He is most recognized for his work with the Windermere Rotary Club, for which he served as president; West Orange Habitat For Humanity; and Home At Last, an organization he founded with Bill Curdts that provides homes for wounded veterans.

Criswell’s work did not go unnoticed. In recent years, he was recognized numerous times with honors and accolades for his service to the community.

In 2009, the Winter Garden Elks Lodge named him Citizen of the Year.

A year later, Criswell was selected as one of Major League Baseball’s All-Stars Among Us for his extraordinary contributions to his community and traveled to Anaheim, California, as a guest of the Tampa Bay Rays for the 2010 MLB All-Star Game.

In 2011, he and Curdts were named Citizens of the Year for Orange County District 1 “for their commitment to military families and the significant col-

Scott Boyd, former Orange County commissioner. “Bill and his passion for helping our community heroes is evident from his work in the town of Oakland and the number of military families he’s helped over the years.”

In 2014, Windermere Mayor Gary Bruhn declared March 2 Bill Criswell Day and presented him a plaque with a key to the town of Windermere for his work with Home At Last.

The following year, Criswell was one of two recipients of the Golden Eagle Award, presented by the Central Florida Council of Boy Scouts of America.

“Being a small part of a veteran returning home is an honor, privilege and rewarding experience you won’t ever forget,” Criswell said upon receiving his scouting award.

Criswell had a dream of creating a Windermere Veterans Memorial; in 2018, the project he spearheaded was unveiled in front of Windermere Town Hall.

It features five pedestals around the flag plaza that honor each military branch and a sixth one that explains the monument.

A LIFE WELL LIVED

Criswell was born June 18, 1925, and grew up in Euclid, Ohio, graduating from high school in 1943.

In the fall, he joined the United States Navy and was assigned to the maintenance battalion. After two-and-one-half years in the military, Criswell returned home.

He earned a bachelor’s degree in business administration from Kent State University, Ohio, and moved to Central Florida, where he met his future wife, Helen Ann. He loved sports and spent a great deal of time on the baseball diamond or basketball court, said his daughter, Holly Hansen, of Orlando. He was a Boston Celtics fan and an even bigger fan of the Cleveland Indians.

“He once saw (Shaquille O’Neal) tossing around a basketball with some local kids on the old b-ball court next to (Windermere) Town Hall,” Hansen said.

and became the (Orlando) Magic’s biggest supporter from that day on.”

Criswell spent 29 years with H.C. Buchanan Concrete Inc. before retiring as vice president in 1994. The project of which he was most proud was roofing the Vertical Assembly Building at the Kennedy Space Center in 1963.

Helen died in 1997 after 46 years of marriage. Hansen said her father was lost after her death but “the Church of the Messiah was the light that guided him out into the sunshine again.”

“He started making friends and getting involved with the community and with veterans causes,” she said. “He felt he had been given a chance at life, and he grabbed it with both hands. All he wanted to do was to give back. The rest of his days were spent in the service of others.”

He turned his passion to service with the Windermere Rotary Club, the Central Florida Builders Exchange and West Orange Habitat for Humanity, serving as president of all three.

In 2007, he found a way to combine his building skills with his desire to help veterans and their families through Home At Last, which builds handicap-accessible, mortgage-free homes for veterans wounded in combat in Iraq and Afghanistan. Eight homes have been constructed in Oakland, and a ninth will be built this year.

“Bill Criswell will be truly missed,” said Gary Atwill, who met Criswell at a Windermere Rotary Club meeting and worked with him with Home At Last. When Criswell’s health began to decline, Atwill succeeded him as board chairman.

“He made life better for many in West Orange County,” Atwill said. “His service to the community will live on.”

Windermere Mayor Gary Bruhn said he has much admiration for Criswell.

“Bill didn’t just make a contribution to the town of Windermere,” he said. “Bill made a contribution to Central Florida. …

He just made such a tremendous impact on Central Florida. … He gave so much to the veterans of Central Florida; he has made a lasting impact.”

In 2011, Bruhn and friends in the community decided it was time to give back to Criswell to honor a man who worked tirelessly on behalf of others. A day of service was planned, and group of volunteers gathered to paint the veteran’s house, which he designed and built himself.

“There is just an entire history of Bill in the community,” Bruhn said. “There’s a hole in Windermere that will be very hard to fill because he has just done so many things.”

Betsy VanderLey, District 1 Orange County commissioner, said she considered Criswell to be a friend and an example of service to his fellow man. She grew to know him through the Windermere Rotary.

“Bill always exemplified the ‘Service Above Self’ motto of Rotary,” she said. “He gave his talents to many causes but most notably to Home At Last. …

Because of his efforts with these vets, he has left generational impact on those families as well as in Oakland.

“Always the gracious gentleman, Bill shared with me shortly before he passed that his prayers were those of gratitude for the life God gave him,” she said. “Our community and my life is better for having known Bill Criswell, and I suspect that God welcomed him with a ‘well done, good and faithful servant.’”

Criswell is survived by one daughter, Holly Hansen, and husband Steve, of Orlando; and two grandchildren, Amanda Simokat, of Tampa, and Stephen Hansen, of Chicago.

The first paving projects of the initiative took place on Monday, Feb. 11, with subsequent projects to follow on Feb. 18 and the week of spring break, from March 18 to 22. The roadways selected include Stoneybrook Parkway, Story Road, Plant Street, Avalon Road, Palmetto Street, East Cypress Street, Florida Avenue, Newell Street, South Lakeview Avenue, Division Street and North Highland Avenue.

Winter Garden Assistant City Manager Jon Williams said the targeted roads will remain open to local traffic.

Construction dates are tentative pending weather conditions.

anfare and cheering erupted as eager students, teachers and community members gathered inside West Orange High School’s courtyard Tuesday, Feb. 12, to welcome Dr. Jeffery Redding home after he received the 2019 Grammy Music Educator Award.

Redding, director of choral activities at WOHS and executive director of the Garden Choir, attended the 61st annual Grammy Awards Feb. 10, in Los Angeles, to receive his award, given to one teacher annually for his or her role in fostering a love of and hunger for music education.

At West Orange, the marching band played as cheerleaders, choir students and faculty members crowded around the red carpet.

Tears welled up in Redding’s eyes as he walked the runway made just for him and took in the scenery — hundreds of familiar faces welcoming him home.

“I’m shocked, numb, trying to take in the moment but also happy,” he said. “I love my school, I love my kids, my faculty and staff.

It’s home, but it felt totally undeserved. I was overwhelmed.”

As soon as his plane touched down in Los Angeles, Redding was running around doing interviews, speaking to students at a Grammy Live event and, of course, getting a shoutout from Grammy host Alicia Keys.

“I feel extra honored to acknowledge the winner of the 2019 Music Educator award, presented by The Recording Academy and the Grammy Museum, (to) Jeffery Redding,” Keys said during the Feb. 10 broadcast. “As the director of choral activities at West Orange High School in Orlando, Florida, we thank you, Mr. Redding, and exceptional music teachers everywhere who help kids find their music and change their lives in the process.”

A JOB WELL DONE

Redding had been nominated for this award the past two years and even reached the quarterfinal round. The GME Award is presented by The Recording Academy and the Grammy Museum, and it is supported by the NAMM Foundation, the National Association for Music Education and the National Education Association.

“We’re super excited about the Grammy win, and we’re really just amazed,” said Chad McClellan, president of the board of directors for the Garden Choir — now Orlando Choral Society — for which Redding also serves as director. “We’re in awe — I’ve been in awe of the man for the last 22 years, so now he’s got a Grammy to go with it, too. It’s nice that the whole world got to see a glimpse of him for a few seconds on the TV. This amazing person does amazing work. There’s so many deserving teachers out there, and we’re just blessed that he is our teacher.”

Florida A&M University. He also is in demand as a guest conductor and lecturer worldwide. Redding has conducted the American Choral Directors Association National High School Honor Choir, among many other honor choirs, and has been featured as a guest conductor at prestigious venues such as Carnegie Hall.

He has led his choirs at West Orange in performances at state, regional and national conventions of the American Choral Directors’ Association. Additionally, while participating in the International Music Festival in Verona, Italy, West Orange received the Gold Award for best choir, with Redding honored as top director.

As part of the GME award, Redding will be recognized with a $10,000 grant and another $10,000 for West Orange High.

All of this just confirms something students, faculty, parents and school-district officials knew all along: Dr. Redding is a passionate teacher who makes a difference in his students’ lives.

“We’ve all known that Jeff was incredible for years, but for him to get national and international recognition means so much to Orange County, to West Orange and to Jeff,” said Orange County Public Schools Superintendent Dr. Barbara Jenkins. “I think it represents for our teachers what incredible work they do, and his acknowledgement of the relationship and work he does at West Orange is a tribute to all of our teachers.”

CHANGING LIVES THROUGH MUSIC

For OCPS District 4 School Board Member Pam Gould, Redding is a prime example of an instructor who inspires and encourages his students to be the best versions of themselves.

“He really exemplifies four things for me,” Gould said. “The first is that he really creates discovery for his students, then enlightenment, teaches them grit and then they find joy. He just embodies all of that as one of our greatest teachers.”

McClellan was a freshman at West Orange High School in

1997, when Redding joined the staff. Now, the two work together through the OCS. “He was always really passionate about everything he was doing,” McClellan said. “For that passion to still permeate through everything he does in his work, from working with West Orange and the Garden Choir and his church choir … I know a lot of people are seeing the Grammys as kind of like the height of his accomplishments — and it’s a huge accomplishment — but he still has so much more to give.

“It’s a lot of feelings that are hard to put into words, to go from being the 14-year-old kid who just showed up to choir thinking it was a class to sing to 22 years later still working with him in the Garden Choir,” McClellan said.

That passion Redding has for his music and his students lives on in today’s high-school students.

For West Orange senior Eliza Simikian, Redding’s imprint on her life comes in the form of being encouraged to pursue postsecondary music education.

“He has helped me realize what I want to do in college,” said Simikian, also the vice president of the school’s Bel Canto choir and member of concert choir. “Two months ago, I wasn’t even thinking about majoring in music, and now I am. I’m auditioning at FSU, UCF, at many colleges, because seeing what he does makes me want to touch and change lives, as well.”

And even though their teacher, friend and colleague is now a Grammy-winning music educator, you won’t ever see West Orange’s choral director take any of it for granted.

“He’s still the same person, just as humble and caring as when he left, but it’s so much more exciting to have him here now because we knew that he deserved this for so long,” Simikian said. “This program is all about passion and purpose so now that we get to share that with the nation, it’s the best feeling.”

“I’m thankful, and this is not going to change who I am — I’m going to get right back to rehearsals,” Redding said with a smile.

TUBB STREET, formerly Fourth Street. Grover Cleveland Tubb moved to Oakland in 1921 and was appointed deputy clerk — and a month later, the clerk — in 1928. Some records give his title as deputy marshal and marshal. When town funds were scarce the following year, his monthly salary was cut from $75 to $5 so he temporarily worked at the Orlando airport and in a citrus packinghouse.

He was at different times superintendent of the water department, the streets and parks department and sanitation; a volunteer fire chief; and the tax collector. He invested more than 50 years of service to the town, retiring when he was 90. He and his wife and seven children lived for decades in a house behind Town Hall. The Grover Cleveland Tubb Fountain was dedicated in the center of town in 1977.

DANIELS STREET, formerly Sixth Street. George J. Daniels was a citrus businessman and moved to the area from Georgia. He was a mayor (1949 and 1956-59) and a town commissioner for 20 years.

He was a National Guard veteran of World War II. He served as a deacon in the Oakland Presbyterian Church and died in 2001.

BROCK STREET, formerly Second Street. James Orlando Brock had extensive property in Oakland and the surrounding area. He was proprietor of Oakland’s grocery store in 1888, and he and his family, including wife Judith Perkins and their five children, were involved in the grocery business in the town for more than 25 years. The family lived above the store for several years before building a home. The youngest son, Larry

Jason, continued the business for 10 years after his father died in 1929. He married Jessie Niblack, the beloved longtime teacher and principal at Winter Garden Elementary School. The J.O. Brock building was built on Tubb Street after the fire of 1912

by Jim Robinson. In later years it became known as the Blue Building. It was condemned by Orange County and torn down in 2000.

WALKER STREET, formerly Seventh Street.

Most likely, this street was named for James W. and Estelle Walker, some of Oakland’s earliest settlers. They met in the town’s infancy when he arrived from Savannah to work on the railroad. Once the railroad was completed, he went to work for a prominent Oakland family. He died at age 36 in the flu epidemic of 1918 and is buried in the Oakland AfricanAmerican Historic Cemetery.

CROSS STREET, formerly Fifth Street. Fred Lykes Cross was one of 10 children of early Oakland farmer and citrus grower Fairfax Cross. Fred was a toddler when his family moved to the town in 1890. He served four terms on the Oakland Town Commission from 1957-65 and was a three-term mayor in the late 1960s. While mayor, Cross oversaw improvements to the town’s water system. A 90-year resident of Oakland, Fred Cross died in 1991 at age 92. He is buried at the Oakland Cemetery.

POLLARD STREET, formerly Ninth Street. Robert and Jean Pollard were among the first black people to settle in Oakland. They were farmers and owned a large amount of property on what is now Pollard Street.

A nearby park is named for the family, as well. A son, Eugene, cared for the family land after his parents’ passing and owned small apartments that he rented out.

ARRINGTON STREET, formerly Third Street. W.S. “Bill” Arrington came to Oakland in 1940 to work at the fertilizer plant of South Lake Apopka Citrus Growers Association just east of Lakeview Middle School. He later took charge of the plant and eventually became general manager of SLACGA, retiring in 1980. Arrington was Oakland’s town clerk for many years and served on the Town Commission in the 1960s and ’70s.

He was a deacon in the Oakland Presbyterian Church, as were many Oakland men at that time.

STARR STREET, formerly First Street. Sheriff S. Davis “Dave” Starr was born in Savannah around 1900 but settled in Oakland when he married Doris Smith, daughter of Oakland’s Robert L. and Annie Smith. They lived in the house in which she was born, one her grandfather purchased from Peter Demens, founder of the Orange Belt Railway Company.

Starr served in the U.S. Coast Guard during World War II then worked for Roquemore Oil. Starr was a widely known Orange County sheriff from 1948-64 and served a short time as Oakland’s marshal. He was an elder in the Oakland Presbyterian Church, and the couple lived across the street from it. His obituary stated he “took obvious enjoyment in dressing in western finery, strap-

hen the town of Oakland was platted in 1886, all the streets were mapped out in an area of roughly 10 square blocks. They were assigned numbers, and they remained that way until the Oakland Town Commission in 1972 decided to rename the streets to

recognize early settlers, longtime families and elected officials.

The north-south roads were changed from First Street to Starr Street; Second to Brock; Third, Arrington; Fourth, Tubb; Fifth, Cross; Sixth, Daniels; Seventh, Walker; Eighth, Nixon; Ninth, Pollard; and 10th, Jefferson.

NIXON STREET, formerly Eighth Street. William V. Nixon came to Oakland in 1946 to teach in the black school. He was elected Oakland’s first black town commissioner in 1971 after retiring from the public school system. He was a World War II veteran. In recognition of 18 years of service to the Oakland community as commissioner, vice mayor and, on occasion, acting mayor, Nixon, affectionately known as “The Professor,” was honored with his own day, William V. Nixon Day, in January 1990.

JEFFERSON STREET, formerly 10th Street. Juncie Jefferson was born around 1883 in North Carolina and later moved to Oakland and raised several sons and daughters with her husband, James Jefferson. One of the sons later was named a trustee of the town’s black cemetery, now called Oakland African-American Historic Cemetery.

Redevelopment Agency), and that is properties becoming more valuable here,” Assistant City Manager Craig Shadrix said. “We are seeing more opportunities to look at acquiring (other) properties, because we are doing good things with our property.”

The city owns the land on which the Forest Lake Golf Course was built, and the course is operated by Ocoee Golf LLC. The golf course operates under a 50-year lease with the city, and there are about 25 years remaining on the lease.

“Forest Lake Golf Course has been a fixture here since 1994,” Shadrix said. “It is probably one of the most profitable golf operations in Central Florida right now.

It has a stated, positive net income of over $500,000, and they make lease payments to the city that are roughly $45,000 a year. We were recently approached by the operators of Ocoee Golf LLC. … who are interested in the city possibly buying out the golf operation.”

Funding for the appraisal is approved for up to $19,500. The appraisal staff is seeking what would be the value of the golf course and the cost to operate it. Shardrix recommended Steven McDonald, of GAI Consultants Inc. Service Group, handle the appraisal.

“To finance something like buying out that golf operation, we need to have a clear evaluation of what the operation itself is worth, because they do not own the land, but they’ve built a business there and they have assets and they have a balance sheet that’s pretty profitable over the last 25 years,” Shadrix said.

A half-acre portion of the property is along the east side of South Bluford Avenue. from Magnolia Street. to East McKey Street. A 1.03-acre portion is along the south side of East McKey Street. The property is across the street from the future City Hall.

“They own a significant portion of that block in the middle of our downtown,” Shadrix said. “With all the goals that we have that we’re in the process of implementing for downtown redevelopment, this would be worth considering in terms of what the city could do to help redevelop (downtown) and support what’s already there.”

Cost of appraising the property is not to exceed $5,000 and would come from contingency funds.

Donald Ellis “Lucky” Spivey Sr., 64, of Webster, Florida, passed away peacefully Tuesday, Feb. 5, 2019. He was the son of the late Homer Donald and Frankie Myrle Adams Spivey.

A veteran of the United States Marine Corps, he worked for Orange County in the Roads

and Drainage Department. His passions were his family, hunting, fishing and softball. He was always eager to share his experience and love of the outdoors with others.

It’s a word that West Orange High’s Todd LaNeave throws around a lot before every softball season.

The pivotal concept of knowing who you are as team — and as a player — is common in every sport, but at the high-school level, it just feels different.

Every year players come and go, and every year there’s no true telling how a team with old and new

players will jell and react to different situations. It’s why, despite having a good chunk of his starting lineup from last year’s state runner-up squad back, LaNeave is taking a wait-and-see approach.

“We’ve got a lot of those girls back this year, so they’ve gotten a taste of what it’s like to be in the final four and have an opportunity to win a state championship, so I’m hoping there’s a little bit of that hunger in them to want to get back or do what they need to do to get back,” LaNeave said. “We’re still trying to figure out who we

are this year, despite having a large group of those girls coming back.”

Last season, before they went on their strong postseason run to the state title game, the Warriors spent much of the season simply trying to figure out who they were as they got off to a shaky start.

After going 12-7 through their first 19 games, but following a loss to Lake Brantley in early April, something seemed to change. All of a sudden the Warriors just started winning in dominate fashion.

“You could just tell their confidence just went through the roof, and if they could just repeat that every night out, we would have SEE WARRIORS PAGE 14

How long have you been playing basketball?

I’ve been playing since the fourth grade.

How did you get started in the sport?

I got started with (basketball because of) my uncles. I’m surrounded by a sports family.

What’s the season been like for you this year?

I improved a lot. I’ve been working hard offensively and defensively.

What are some things you’ve improved upon this year?

My effort. I’ve worked harder on defense than I’ve ever done before.

What are some things about your game that you think you should improve next?

Handling the ball and shooting it.

What is your favorite aspect of the sport and why?

Playing defense. I just like shutting everybody down.

My best game was against probably ...

Olympia because (the game) versus Olympia, I got a triple-double. That was my first tripledouble.

The Warriors won 12 consecutive games (which included a district title) before falling in the state-title game to Western to finish the season at 24-8.

It was an impressive accomplishment for LaNeave’s program, but that was then, and this is now.

This year’s Warriors team will be without its top three hitters from last season — Julia Sniffen (.364 AVG, 31 RBI on 36 hits), Lexie Blair (.459 AVG, 36 RBI on 34 hits) and Cerynn Siemer (.337 AVG, 11 RBI on 33 hits) — and pitching go-to Landry Newgent (13-6 record, 2.48 ERA, four saves).

However, this year’s team still brings back six starters from last year’s squad, as well as seven seniors overall.

“We’re a more mature group, for lack of a better word, but we will see how mature they are when it’s their turn to step up and get it done,” LaNeave said. “I like this group; I’m excited about seeing what they can do. We will get out there and see what happens.”

In the circle, LaNeave will lean on the talented junior Riley Fromberg, who last year played 1B to Newgent’s 1A. The righty dished fire through her 26 appearances as she racked up an 11-2 record and solid 1.99 ERA. Throw in her two complete games and team-leading five saves, and the Warriors have a pitcher who can do just about anything.

Fromberg will be joined by other vital players, including senior third baseman Amanda Denis, sophomore shortstop Lexi Scalzo, senior catcher Cailyn Salickram and senior outfielder Cassie Rivard.

Denis’ numbers last season were modest, but it’s her attitude and approach to the game that will be an asset for a team looking for leaders, LaNeave said.

“She’s actually been my third baseman since her sophomore year, so this will be year three for her on that corner,” LaNeave said.

“She has already demonstrated those leadership qualities that you need.”

Until then, all the Warriors can do is what they do best: compete.

“If they can go out there and compete, and work hard, then I think the results will be what they want them to be,” LaNeave said.

“But we don’t talk about winning and losing or the actual results — we focus heavily on process and those things it takes to be winners. If they can do that, I don’t see any reason why we can’t be successful.”

FROM THE WINTER GARDEN HERITAGE FOUNDATION

THROWBACK THURSDAY FEB. 12, 1976 The Winter Garden Times Long before there was Target or Walmart, Winter Garden was home to TG&Y, a store that sold everything from shoes and emory boards to flash cubes and 8-track tapes. In February 1976, it also was the place to show your sweetheart how much you care with the purchase of a lace valentine box of chocolates or a bag of conversation hearts.

TG&Y was located in the Tri-City Shopping Center at the corner of Dillard Street and West Colonial Drive.

The space now houses iStudio Salons and an Aaron’s lease-to-own furniture and appliance store.

FROM THE ARCHIVES: HONORING BLACK HISTORY MONTH The Oakland Elementary School for black children, which was constructed in 1925, closed as a school in 1968 but later served as a Head Start Center. The building, which

once stood at the west end of Hull Avenue in Oakland, no longer exists.

The Winter Garden Heritage Foundation preserves the history of West Orange

The mission of the Winter Garden Heritage Foundation is to preserve the heritage and architecture of Winter Garden while creating new cultural experiences. The Foundation also preserves the material culture of West Orange County, using it to educate the area’s youth on the community’s rich history.

Food World Supermarket has opened in the Tri-City Shopping Center in Winter Garden.

Among other stores opening in the center are Griffin’s Men’s Wear, Mr. D’s Bootery, Cock-a-Doodle-Doo, TG&Y, The Whiffletree and Happy Holidays Travel.

The new Ocoee Elementary School was on display at an open house, with the students acting as hosts and guides for their parents and the community. Instead of the traditional classrooms, visitors saw large open areas flowing together in an unstructured way.
