Aruna K. Miller is the 10th Lieutenant Governor of the state of Maryland. She is the second woman to serve as Lieutenant Governor and the first woman of color and immigrant elected to statewide office in Maryland.
Born in Andhra Pradesh, India, Miller and her family immigrated to the United States when she was 7 years old. The daughter of a mechanical engineer, she earned a Bachelor of Science degree in civil engineering from the Missouri University of Science and Technology.
Miller has devoted her life to public service and removing systemic barriers to opportunity. As a civil and transportation engineer in Montgomery County’s Department of Transportation, Miller worked to improve the safety of the public and alleviate traffic by creating equitable access to transportation throughout the county. For 25 years, she oversaw programs that advanced access to schools and employment centers, and made community facilities safe for pedestrians, bicyclists, transit users and people with differing abilities. From 2010 to 2018, she represented District 15 in the Maryland House of Delegates, where she worked with her constituents to create legislation to invest in STEM education, streamline the regulatory process for small businesses, and was a champion for working families, survivors of domestic abuse and the environment.
Miller served on the Ways and Means Committee and its Revenue, Transportation and Education Subcommittees. Additionally, in her second term, she served on the Appropriations Committee, where she served as chair of the Oversight of Personnel Subcommittee, vice chair of the Transportation and Environment Subcommittee and vice chair of the Capital Budget Subcommittee.
As Lieutenant Governor, her policy profile includes matters relating to transportation, mental health and STEM equity. She serves as chair of the Governor’s Work Zone Safety Work Group, dedicated to making highway work zones safer and protecting the lives of workers, motorists and law enforcement.
The Lieutenant Governor also chairs Maryland’s first Council on Interfaith Outreach, which convenes faith leaders from across religions and across the state of Maryland to bridge divides, increase religious tolerance, end hate and better serve all communities.
For over 30 years, she has lived in Montgomery County with her husband David, where they raised three daughters.
Bonnie Jones of Delmar, Md., says the path to the commencement stage can take many routes. Hers was often uphill, as she juggled jobs and parenting with academics.
The Chicago-area native landed on the Eastern Shore after years of frequent moves, and Jones decided to pursue her dream of higher education. “I always knew I wanted to go back to school,” she said. “I actually started at Wor-Wic 12 years ago. I changed majors a few times and took time out due to life events.”
But she persisted. The working mom of two felt it was something she had to do. “I wanted to show my children that finishing is important. If you commit to something, see it through,” Jones said. “And I did it for myself, too. I wanted to prove to myself that I could do it.”
Jones said that although making time for academics was a struggle, it became easier as her children got older, and she was able to use Wor-Wic’s flexible scheduling to her benefit. “The accessibility of being able to do classes online or at night, after work, was really helpful to me,” she said.
Jones also appreciated the encouragement of professors. “So many of them were helpful to me. They stayed after or came before to meet with me to make sure I really understood the material,” she said. “Their encouragement meant a lot.”
As she crosses the commencement stage, she is excited to put a cap on years of hard work. But she might not be done yet. Jones works at an interior design center and is already considering how further education might help her in her work. “I am considering a project management certification through Wor-Wic next,” she said.

GRADUATION REGALIA GUIDE
Regalia refers to the caps and gowns worn at 14th century medieval universities. There are three basic types of gowns: associate and bachelor’s gowns have long open sleeves; master’s have long closed sleeves; and doctoral gowns have full long sleeves with velvet bars.
Each individual wears either a mortar board or beret. Wor-Wic graduates wear teal and white tassels with a gold year insignia. Bachelor’s and master’s tassels are usually black. Most doctoral tassels are gold, although doctors of theology wear scarlet.
The item that tells the most about the individual’s degree is the hood. The hoods are lined with silk in the colors of the school attended. The hood also has a band of velvet. The color of the velvet on the master’s hood signifies the academic area of the degree. The doctor’s hood is longer with wider velvet and shows more of the silk lining. The color of the velvet on a doctoral hood indicates the degree held: dark blue velvet for Ph.D., light blue for Ed.D., purple for J.D. and green for M.D.
Congratulations class of 2026!
In June of 1975, the State Board for Community Colleges approved a proposal for the creation of a community college to serve the postsecondary vocational and technical education needs of the residents of Wicomico and Worcester counties. The college was designated to operate as a “college without walls.” In November of 1975, the college’s board of trustees appointed Dr. Arnold H. Maner to serve as president of the college. Continuing education courses were offered in the fall of 1975, and the college opened its doors to credit program students in the fall of 1976. In 1989, state legislation was enacted to allow Somerset County residents to attend Wor-Wic at the in-county tuition rate.
After almost 20 years of leasing classroom and office space at various locations in its service area, the college purchased 173 acres of land on the southeast corner of Route 50 and Walston Switch Road in Salisbury. Construction was started in 1993, and the campus officially opened in the fall of 1994. In 1997, the college purchased 29 additional acres of land adjoining the campus to the south of the existing property, bringing the total college-owned acreage to more than 200. Henson Hall was built in 1999, providing a home on campus for Wor-Wic’s nursing and radiologic technology programs. In the summer of 2000, Maner retired, and Dr. Ray Hoy was named Wor-Wic’s second president.
Guerrieri Hall opened in the fall of 2001 to provide office and classroom space for the college’s criminal justice department and the Eastern Shore Criminal Justice Academy. A new Student Center (subsequently named Hazel Center) was opened in the summer of 2005, providing food service, assembly and additional activity and study space for Wor-Wic’s growing student body. The Jordan Center was added in the fall of 2006, providing child care facilities and additional classrooms for students in the human services department. In 2007, the Workforce Development Center (subsequently named Fulton-Owen Hall) opened, providing a new home for the college’s continuing education and workforce development division, the business department and the hotel-motel-restaurant management department.
In 2011, the college purchased 12 additional acres of land adjoining the campus. Also in 2011, emergency medical services, nursing and radiologic technology were moved out of Henson Hall into a new Allied Health Building (subsequently named Shockley Hall), which made room in Henson Hall for the expansion of science courses and allied health classes offered through the continuing education and workforce development division.
Throughout its history, Wor-Wic has worked to respond to community growth and educational needs. The Patricia and Alan Guerrieri Technology Center opened in the spring of 2023 to modernize and expand career education options, with welding, HVACR, metal fabrication and plumbing labs; a CDL simulation lab; and other hands-on instruction areas for electromechanical, construction, electrical and alternative energy programs; as well as a community makerspace open to the public. In the summer of 2023, Hoy retired, and Deborah Casey, Ph.D., was named Wor-Wic’s third president. In the fall of 2023, the college purchased an additional 2.5-acre property on Longridge Road, which is surrounded by the college campus on three sides.
