REGIONAL WSA INITIATIVE

THE BACKGROUND

Africa’s mobile broadband penetration reaches 20% by 2014 – compared to 2% in 2010 (source ITU). It is a fact that in some A frican countries more people own a mobile phone than having access to clean water, electricity or a bank account. Mobile technologies change business conditions and ways of living in Africa, offering new perspectives to all citizens.

WHAT IT IS

The African Content Award was initiated in 2014 as a regional competition of the World Summit Award (WSA) to promote and recognize creativity from Africa and to encourage collaboration among the regional networks. The World Summit Award (WSA) was founded in 2003 in the framework of the United Nations World Summit on the Information Society (UN WSIS) with its main o bjective to find out best practices in e-Content from all UN m ember states.

HOW IT WORKS

Out of all African submissions for the global WSA, an international jury selects the best projects in each of the 8 WSA categories. The objective is to find out best practices in mobile content that have an impact on society and serve local communities. In order to discover those local success stories and innovative solutions WSA works with a multi stakeholder network in 41 African countries.

THE WINNERS´EVENT

The African Content Award Winners will be celebrated at the 2nd Ministerial Forum on STI in Africa. This initiative is realized thanks to the generous invitation of the African Development Bank and the support of our partners.

African gems from Morocco to South Africa – a pan-African diameter of excellence Everybody knows that Africa has with 540 million users one of the fastest growing mobile phone markets in the world. And the conversion from voice to data is in full swing. The question now is, will the voices of Africa go silent when data dominate or will African content producers and mobile app designers be able to stand up and deliver what people need and do so in high quality? The World Summit Award, an initiative organized in the UN process of the World Summit on the Information society (WSIS), is presenting this year for the first time the best products submitted as national best from 41 African countries. With the African Content Award you can find mobile content which tackles local

Director, Actis Wunderman

challenges and which demonstrates a strong impact on African society. The awardees offer with their most innovative solutions new ways of living in Africa, new perspectives to all citizens, and offer solutions that are relevant for the continent. Appropriate deployment of mobile content will support African countries to leap-frog their developmental challenges. Thus, it is most important to select the real gems and to showcase the light house projects and products. I thank the African Development Bank for their kind invitation to recognize the first set of WSA African Content Award winners during the STI forum in Rabat and our partners ITIDA, ISESCO, African Innovation Foundation and Millennium@EDU for their kind support. Morocco Technology and innovation will be one of the priority areas for responding to the challenges in the post-2015 Development agenda. Building skills, investing in new technologies and creating jobs is one of the African Development Bank’s core operational priorities. How can we help African countries apply ICT to leapfrog development outcomes? How can we advise governments on the optimal and cost effective use of ICT for development? The African Content Award is an excellent initiative in recognizing the work of African entrepreneurs and innovators. Its first winners show how innovative entrepreneurs tackle local challenges with the use of ICTs. I congratulate each of the nominees and winners, and I am delighted that they will present their projects and ideas during our 2nd Ministerial Forum on Science Technology and Innovation in Morocco. U-report is a cost free SMS based system that gives Ugandans the chance to voice their opinions on issues that they care about. Every week an SMS poll or alert is sent to all U-reporters soliciting opinions on a given issue, such as information about free vaccinations, or asking if plants in different regions are infected with bacteria. Responses are immediately analysed in real time by the U-report data platform. U-report has multiple uses, such as raising awareness about certain issues, promoting community-led development and information sharing, as well as advocating at a national level. Each month U-report results are publicised in national media channels and in parliament to ensure decision makers have access to information regarding their districts or ministries. In 2013, there were already 250,000 U-reporters with an average age of 24 and becoming more numerous every day

ReThink Education allows learners to access engaging content using a social platform via any device, while giving teachers the ability to track, monitor and observe user progress. An average high school learner does not engage in learning by means of traditional PCbased educational software. In the students preferred use of technology, they interact & use ‘chat’-styled community platforms such as Mxit, South Africa’s largest social network. The Rethink Education platforms feed into this style preference by delivering educational content broken down into ‘bite-size bits’ and presented through a chat interface. ReThink provides the complete grade 8 – 12 Maths, Physics, Chemistry and Natural Science curriculum in multiple languages ReThink Education has over 400 000 active users.

SnooCode is a free mobile application that solves the problem of the lack of addresses in developing countries like Ghana. It provides everyone in rural or urban areas with a unique geolocation based code which can be used to provide directions to any location in the country. In a robust and easy way, SnooCode uses a GPS enabled phone avoiding costly bureaucracy, even where there is no telephone infrastructure. In Ghana, most people, with the exception of the most wealthy, live without official addresses, even in urban areas. Aggregating these codes can greatly improve logistics in everything from eCommerce to public health. SnooCode demonstrates inclusion through a service taken for granted in so many countries – having an address.
