Seguramente surge en más de uno la duda del porqué esta es una prioridad estratégica, porqué el Movimiento Scout de hoy debe avanzar hacia la inclusión y mostrarse como un Movimiento diverso.

Cierto es que desde los inicios del Movimiento Scout este tema está presente. Considero incluso que este ha sido uno de los factores que nos ha llevado a tener hoy en día 50 millones de scouts en prácticamente todo el planeta, contando entre nuestros miembros a personas de diversas razas, nacionalidades, clases sociales, fes y creencias, etc. Esta visión de diversidad e inclusión de nuestro fundador, Robert Baden- Powell, plasmado en la misma Ley Scout, ha permitido a nuestro movimiento florecer en cualquier entorno y ser una opción de educación no formal, que puede implementarse en cualquier cultura.

Hoy en día, esta visión del Fundador nos invita a no conformarnos con lo logrado hasta ahora sino ir en pos de algo mucho más grande. Son muchas las comunidades en las que el Movimiento Scout puede, y debe, estar presente, haciendo llegar a los niños y jóvenes que las integran todos los beneficios de participar en nuestro Programa de Jóvenes. Y con comunidades no me estoy refiriendo, solamente, a delimitaciones geográficas, es decir ciudades y pueblos, sino, además, a todo tipo de grupos humanos que por alguna característica común forman comunidad: personas en situación de vulnerabilidad, personas que forman parte de alguna minoría y personas con discapacidad.

Este número de nuestro boletín muestra algunos de los casos exitosos que se han dado en nuestra región, buenas prácticas que algunas Organizaciones Scouts Nacionales han compartido con nosotros y que ahora compartimos con ustedes. El objetivo es lograr que cada vez más OSN se sumen a esta tarea que la Política Interamericana de Diversidad e Inclusión indica: “Las OSN deben establecer los mecanismos necesarios para que las personas con discapacidad o provenientes de grupos vulnerables o minoritarios, puedan acceder, en igualdad de oportunidades, a la propuesta educativa del Movimiento Scout”.

Aprendimos que es usual que hayan resistencias culturales a este tipo de reformas, que se pueden solucionar por medio del diálogo y la convivencia, sin imponer las ideas o creencias de uno por sobre las del otro.

Al final el fuerte sentido pluriconfesional de la organización fue una fortaleza para mediar este tema, donde el escuchar a los jóvenes y democratizarlo por medio de una Asamblea Nacional, dio mayor legitimidad al proceso de reforma.

A pesar de la diferencia de opiniones, se tuvo un impacto positivo a largo plazo, porque la crisis fue una oportunidad de cambio y de madurez como asociación.

In the end, the strong multi-confessional sense of the organization was a strength to mediate this issue, where listening to young people and democratizing it through a National Assembly gave greater legitimacy to the reform process.

n Argentina, hay pocas actividades recreativas en las que puedan participar en equidad de condiciones, personas con distintas discapacidades y sin discapacidad. Además de lo anterior, verificamos internamente el creciente número de personas con discapacidad que buscan su empoderamiento y espacio en la sociedad, a fin de garantizar una vida plena. Siendo el Escultismo un elemento de cambio social, no podemos obviar adoptar tales políticas y prácticas.

Durante el desarrollo de la actividad notamos que es importante verificar las peculiaridades presentadas por los participantes, dando un enfoque necesario a cada uno. Igualmente vimos la importancia de que cada organización nacional tenga una política institucional, fortaleciendo la misma a través de la senzibilización por medio de conferencias y talleres; establecer asociaciones fuertes con las instituciones representantes de las personas con discapacidad a nivel local, regional y nacional.

Trabajamos temas como trabajo en equipo, método educativo, proyecto educativo, programa de jóvenes, conocimiento de las deficiencias y sus peculiaridades.

Todas estas aplicables directamente a la propuesta educativa del Movimiento Scout.

Es importante resaltar que estas cuestiones deben ser observadas en todos los niveles institucionales, para que el trabajo esté de acuerdo con la alineación estratégica propuesto por la organización y brindar así grandes posibilidades de aprendizaje y desarrollo personal e institucional.

Además se trataron temas como el compromiso social y el respeto a la diversidad humana, mostrando que al ser abiertos a recibir personas con discapacidad dentro del Movimiento Scout estaremos aprendiendo con las diferencias y transformando el mundo un lugar más justo para todos.

Notamos que el desconocimiento y despreparo de los adultos, se da algunas veces por falta de materiales referentes al tema enfocándose en la adaptación del programa.

El Metodo Scout por sí solo ya es inclusivo, pero hay la dificultad de algunos adultos para entender esto.

Podemos plantear diversos motivos para la resistencia a la plena aplicación del mismo tales como, culturales, financieras, apoyo institucional, etc.

During the development of the activity we noticed that it is important to verify the peculiarities presented by the participants, giving a necessary approach to each one. We also saw the importance for each national organization to have an institutional policy, strengthening it through sensitization through conferences and workshops; establish strong partnerships with institutions representing persons with disabilities at the local, regional and national levels.

We work on topics such as teamwork, educational method, educational project, youth programme, knowledge of deficiencies and their peculiarities. All these directly applied to the educational proposal of the Scout Movement.

It is important to highlight that these issues must be observed at all institutional levels, so that the work is in accordance with the strategic alignment proposed by the organization and thus provide great opportunities for learning and to provide personal and institutional development.

In addition, topics such as social commitment and respect for human diversity were discussed, showing that by being open to receiving people with disabilities within the Scout Movement we will be learning with differences and transforming the world into a fairer place for all.

We note that the lack of knowledge and disregard of adults, sometimes occurs due to lack of materials related to the subject, focusing on the adaptation of the program.

The Scout Method alone is already inclusive, but there is the difficulty of some adults to understand this. We can raise various reasons for resistance to its full application, such as cultural, financial, institutional support, etc.

ivamos con valores es una actividad que nace desde la Fundacion Scout del Ecuador con el objetivo de fortalecer los valores como el respeto, honestidad , solidaridad entre otros.

Los protagonistas son los grupos scout , existen diferentes organizaciones que participan como la secretaria técnica de drogas, un canal de televisión local, Nestlé, grupos de artistas juveniles.

La actividad permitió que un buen grupo de jóvenes con diferentes gustos en la música , cultura, distinta vestimenta y pertenecientes a diferentes generaciones, se incluyeran en las actividades para así compartir esta gran experiencia que se vive cada año a nivel nacional y se unifiquen las diferentes regiones del Ecuador, a esto le llamamos diversidad e inclusión.

A pesar de que muchos de los jóvenes voluntarios no habían tenido una experiencia de convivencia como esta, con sus miradas, dejaron claramente notar lo bien que la pasaron, entre bailes, juegos y celebraciones con los atletas, lo hicieron excelente.

Simplemente, sonreían, nos daban las manos, nos abrazaban e incluso intercambiando recuerdos.

Reconocemos que el nivel de riesgo que se puede presentar en estos temas, es por la falta de conocimiento y experiencia. Poco sabemos y aun no estamos preparados para afrontarlo. Pero confío en que si logramos establecer los vínculos con las instituciones pertinentes podemos mejorar, ya que contamos con el deseo de hacerlo.

El impacto que pueden tener estos espacios de convivencia nos sensibiliza no solamente como personas primeramente, sino como organización e igulamente impacta nuestras relaciones interpersonales, en nuestros lugares de trabajo y en los hogares de las personas que participamos en este Movimiento.

No importa que tan poco sea, ni que tan corto sea el tiempo dedicado, lo que importa es empezar y mover tu espíritu hacia los seres que más lo necesitan, sin mirar nada más que su corazón y sus ojos, o hacerle sentir en su piel que son bienvenidos, que no son una carga.

Realizada las coordinaciones necesarias con las autoridades de la OSN y aceptando la propuesta de sacar adelante el Proyecto Piloto en Omaped, se inició la actividad con la convocatoria de los padres de familia y profesores de la institución, a fin de, en primer lugar, informar y luego llevar a cabo su constitución.

La Municipalidad encabezada por el Alcalde asumió el patrocinio del grupo y apoyó plenamente sus actividades. La OSN, se sintió muy complacida y autorizó la participación del nuevo grupo, encabezando el Desfile Scout Nacional por aniversario, sin embargo este no fue su único logro, además se logró: -La constitución de un nuevo Grupo Scout, monitoreado por los juveniles de la rama Caminantes y Clan quienes reforzaron sus convicciones, y motivaron los avances de los miembros del nuevo grupo.

Jugar sin marcar las diferencias La Misión del Movimiento Scout tiene una estrecha relación con las instancias de transformación que se dan en el juego, de la misma manera que el movimiento busca transformar y construir un mundo mejor por medio de las acciones de cada scout; el juego transforma a cada persona ayudando a recrear el mundo, por medio de sus acciones en un espacio lúdico y en relación con otros, contribuyendo a su desarrollo integral. Jean Piaget marca dos funciones del juego coincidentes con ella y el método: el consolidar habilidades adquiridas mediante la repetición de acciones y reforzar el sentimiento de poder cambiar de manera efectiva el mundo. La experiencia obtenida a través del juego se tornará significativa para cada niño, adolescente o joven en relación con su contexto afectivo, socioeconómico y cultural, como parte de un proceso en el que deben ser respetados los tiempos grupales e individuales.

Tanto el juego como el Movimiento Scout son espacios que propician la experimentación y contemplan el error de manera segura.

Respetar la diversidad se enlaza directamente con su valoración, todos los participantes enriquecen al juego por el solo hecho de aportar su singularidad cuando se involucran colaborativamente en la resolución de un desafío o la exploración de las posibilidades.

Seguramente durante el juego surjan las particularidades, las emociones, las experiencias previas y los sueños de cada uno. Esto potencia el juego, no lo fragmenta ni lo interrumpe, ya que es una fase propia y esperada en el
