Preparándonos para la 28º Conferencia Scout Interamericana Tras una larga espera, el momento llegó. La Conferencia Scout Interamericana se reunirá nuevamente. Tuvimos que aguardar pacientemente a que la emergencia sanitaria, por el COVID-19, presentara unas mejores condiciones para entonces preparar todo y así poder reunirnos nuevamente de manera presencial y llevar a cabo esta importante reunión que permite rendir cuentas, elegir al nuevo Comité Scout Interamericano y tomar las decisiones que marquen el rumbo de nuestra región en los próximos tres años.

Ciudad del Este, en Paraguay, es el lugar en donde nos encontraremos para Reconectar, Reunir y Recuperar. La Asociación de Scouts del Paraguay, anfitriona de esta Conferencia, nos recibirá con alegría y con hospitalidad. Sin embargo, sabiendo que para algunos será difícil hacerse presentes ahí, esta Conferencia ofrecerá la oportunidad de participar también a través de los medios electrónicos. Sacaremos provecho de todo lo que aprendimos en los últimos tres años para ofrecer una agradable experiencia de participación para todos.

Getting ready for the 28th Interamerican Scout Conference After a long wait, the moment arrived. The Interamerican Scout Conference will meet again. We had to wait patiently during the health emergency, due to COVID-19, to present better conditions to then prepare everything and thus be able to meet again in person and carry out this important meeting that allows accountability, electing the new Interamerican Scout Committee and take decisions to mark the course of our region in the next three years.

Ciudad del Este, in Paraguay, is the place where we will meet to Reconnect, Reunite and Recover. Asociación de Scouts del Paraguay, host of this Conference, will welcome us with joy and hospitality. However, knowing it will be difficult for some to be present there, this Conference will offer the opportunity to participate also through electronic means.

We'll capitalize on everything we've learned over the last three years to provide an enjoyable engagement experience for everyone.

Logotipo del Evento El logotipo de la 28º Conferencia Scout Interamericana consiste en una representación de la Región Interamericana en ñandutí. Tejido tradicional de Paraguay, la Organización Scout Nacional anfitriona.

El ñandutí, cuyo significado más probable en guaraní es tela de araña, es un encaje de agujas que tejen artesanos paraguayos sobre bastidores en círculos radiales, bordando motivos geométricos o zoomorfos, en diversos colores y que imita el diseño de una telaraña. Se utiliza en detalles para vestimentas, sombreros, abanicos y todo tipo de artículos ornamentales.

Event’s Logo The logo of the 28th Interamerican Scout Conference consists of a representation of the Interamerican Region in ñandutí. Traditional fabric from Paraguay, the host National Scout Organization. Ñandutí, whose most probable meaning in Guarani is spider web, is a needle lace that Paraguayan artisans weave on frames in radial circles, embroidering geometric or zoomorphic motifs, in various colors and imitates the design of a spider web. It is used in details for clothing, hats, hand fans and all kinds of ornamental items.

Ciudad del Este es la segunda ciudad más grande de Paraguay y la capital del departamento de Alto Paraná. Está situada a 327 km de la capital del país, Asunción. Se une con Brasil a través del Puente Internacional de la Amistad sobre el río Paraná. Es la ciudad más grande dentro de la región denominada Triple Frontera, conformada con Foz de Iguazú, Brasil, y Puerto Iguazú, Argentina, que constituyen un aglomerado transnacional de casi un millón de habitantes.

En cercanías de la ciudad se encuentran la Represa de Itaipú, una de las centrales hidroeléctricas más grandes del mundo; y las Cataratas del Iguazú, una de las maravillas del mundo natural.

Ciudad del Este (Spanish for Eastern City) is the second-largest city in Paraguay and capital of the Alto Paraná Department. It is located 327 km from Asunción, the capital. Is adjacent to the border with Brazil, to which it is connected by the Friendship Bridge over the Paraná River. It is the largest city within the Triple Frontier region, which borders Foz do Iguaçu, Brazil and Puerto Iguazú, Argentina.

The Itaipú Dam, one of the largest hydroelectric power plants in the world, is near Ciudad del Este, as is the Iguazu Falls.

Ciudad del Este is a commercial city, and is one of the largest free-trade zones in the world.

Participantes Virtuales Delegados y Observadores: US$ 150 Esta cuota incluye: Participación en las sesiones plenarias con servicio de interpretación simultánea e insignia oficial de la 28a Conferencia Scout Interamericana, la cual será enviada a través de los participantes presenciales de su respectiva delegación o por mensajería a la Organización Scout Nacional.

Nota Importante Las sesiones se desarrollarán en espacios virtuales bajo la plataforma Zoom. La única manera de participar completamente de manera virtual es llevando a cabo el pago de la cuota correspondiente para obtener los enlaces para las sesiones y las credenciales de votación electrónica.

Recomendaciones Técnicas Debido a la modalidad virtual que se utilizará, será necesario que los participantes virtuales cuenten con acceso a conexión a Internet con la capacidad suficiente para interactuar en plataformas que requieren utilizar audio y video, así como con los equipos y aditamentos necesarios para su activa participación (computadora, audífonos, micrófono). Se recomienda participar a través de una computadora (PC o portátil) y preferir Google Chrome como navegador para tener un mayor área visual en la pantalla y acceso a los controles de Zoom.

Virtual Participants Delegates and Observers US$ 150 This fee includes: Participation in plenary sessions with simultaneous interpretattion service and the official badge of the 28th Interamerican Scout Conference, which will be sent through in-person participants of their respective delegation or by courier to the National Scout Organization.

Important Note The sessions will take place in virtual spaces under the Zoom platform. The only way to fully participate virtually is by paying the corresponding fee to obtain the links for the sessions and electronic voting credentials.

Technical Recommendations Due to the virtual modality that will be used, it will be necessary for the virtual participants to have access to an Internet connection with sufficient capacity to interact on platforms that require the use of audio and video, as well as the necessary equipment and accessories for their active participation (computer, headphones, microphone). It is recommended to participate through a computer (PC or laptop) and prefer Google Chrome as a browser to have a greater visual area on the screen and access to Zoom controls.

La Fundación Scout Interamericana ha diseñado un programa de participación con el objetivo de brindarle a los donantes de la Orden del Cóndor una experiencia de reencuentro y camaradería en el marco de la 28a Conferencia Scout Interamericana, Paraguay 2022.

La participación del programa especial para miembros de la Orden del Cóndor tiene una cuota de participación de US$ 300 (Trescientos y 00/100 dólares americanos).

Esta cuota incluye: • Ceremonia de Inauguración, • Noche de las Américas, • Día turístico en la planta hidroeléctrica binacional ITAIPÚ, • Cena de Clausura Además las siguientes actividades exclusivas: • Cena de Bienvenida, • Excursión al denominado Salto del Monday (incluye almuerzo), • Convivencia con un grupo scout de Ciudad del Este (incluye cena).

The Interamerican Scout Foundation has designed a participation program with the aim of providing Order of the Condor donors with an experience of reunion and camaraderie within the framework of the 28th Interamerican Scout Conference, Paraguay 2022.

La Delegación "Ideal" a la Conferencia Para un mejor cumplimiento de los objetivos de la Conferencia y de los eventos que se desarrollan, el Comité Scout Interamericano (CSI) estima que existe una delegación "ideal" que permitiría optimizar el aprovechamiento que una OSN puede obtener de este evento.

1. El Presidente de la OSN, en razón de las funciones de representación inherentes al cargo.

2. El Jefe Scout Nacional, Director Ejecutivo o Comisionado General, en atención a las tareas de conducción ejecutiva que normalmente tiene a su cargo.

3. El Comisionado Internacional, debido a las tareas de relación internacional que le son propias.

4. Jóvenes scouts o dirigentes con edad comprendida entre los 18 y 26 años, ambas inclusive, participando en calidad de delegados u observadores.

El CSI ha aprobado una cantidad ilimitada de observadores, tanto presenciales como virtuales, por lo que recomendamos extender la invitación a aquellos dirigentes nacionales que muestren interés en asisitir a la Conferencia.

The "Ideal" Delegation for the Conference For a better fulfillment of the objectives of the Conference and the events taking place, the Interamerican Scout Committee (ISC) considers there is an "ideal" delegation that would allow optimizing the participation an NSO can obtain from this event.

4. Young scouts or leaders between the ages of 18 and 26, both inclusive, participating as delegates or observers.

The ISC has approved an unlimited number of observers, both in person and virtual, so we recommend extending the invitation to those national leaders who show interest in attending the Conference.

Traducción e Interpretación Los idiomas oficiales de la Conferencia son inglés y español. En el plenario se dispondrá de interpretación simultánea entre ambos idiomas.

Translation and Interpretation The official languages of the Conference are English and Spanish.

Simultaneous interpretation between both languages will be available in plenary.

Clima El clima en Ciudad del Este en noviembre es caluroso y muy húmedo. El rango de temperatura en esa época del año va desde los 19ºC a los 30ºC. En esta época del año también hay probabilidad de lluvia.

Moneda y uso de Tarjetas de Crédito La moneda oficial en Paraguay es el Guaraní. En Ciudad del Este es aceptado también el Real de Brasil y el Dólar americano.
