Asia-Pacific Regional Scout Foundation

ASARC was established in 2007 as an informal region grouping of scout associations among the ASEAN countries at the initial meeting in Malaysia, for the purpose of sharing resources and jointly organizing Scouting activities and programmes among the ASEAN countries.

Together with Chairman Osman is the current ASARC Secretary General JR Pangilinan (Philippines), Assistant Secretary General Alfian Amura (Indonesia), and several key persons from Malaysia including APR Programme Sub-Committee Vice-Chairman Rajalingam Ramasamy. Welcoming the ASARC team was the Assistant Director for Promotion and Protection of Human Rights, Civil Society Engagements and Interaction with ASEAN Associated Entities, Ms. Leena Ghosh. She said that she is more than happy to assist in the registration process.

During the visit, Mr Pangilinan and Mr Amura talked about ASEAN Scouting including its historic events: the 1st ASEAN Scout Jamboree held in the Philippines in 1993, 2nd Scout Jamboree in Indonesia in 2008, and the third in Singapore in 2010.

Today, out of 10 members of ASEAN, only Myanmar and Laos do not have Scouting yet, while Vietnam has informal Scouting groups.

At the last ASARC meeting in April this year held in Chiangmai, Thailand, leaders planned for the next two years for joint youth activities among ASARC such as youth roundtable gatherings, Rover Moot and COMDECA, and training courses. Special attention was given to conduct a workshop on school-based Scouting and development of Scout properties, to be hosted by Malaysia and the Philippines, respectively. Maldives gets support in building up capacities

The Scout Association of Maldives (SAM) engaged the service of APR Specialists for a week-long consultancy in MalĂŠ from 17th to 23rd September 2012.

For this visit, the team focused on building capacities in three areas which was part of the recommendations from the last Committee NSO Visit in 2009: Review of adult recognition award system and development of a plan to implement it effectively; Review of advancement scheme; Study the co-relationship between the young members and the adult leaders.

In his welcome remarks, Chief Commissioner Mr Ahmed Ali Maniku said that the consultancy work is a milestone for SAM and the result will be the combined

effort of the three resource persons together with 18 local leaders. The specialists in this consultancy visit were Mr Paul Parkinson of Scouts Australia, Mr Malcolm Tan of Singapore Scout Association, with Mr Thian Hiong-Boon as APR representative.

The APR Specialists are Scout Leaders nominated by the National Scout Organizations for competencies, skills, knowledge and experience in providing professional advice at national and regional levels in the various areas: youth program, adults in Scouting, communication and marketing, IT, fundraising, governance & strategy, management, event management, consulting & needs analysis.

Indonesia’s Chief Scout: Scouting is strategic Indonesian Scouts and leaders headed by Chief Scout and Indonesia’s President H.E. Dr Susilo Bambang Yudhoyono celebrated Indonesia’s 100th anniversary of Scouting on 3rd September 2012 at the Cibubur Scout Complex, east of Jakarta, which was also the 51st anniversary of Gerakan Pramuka.

In his speech, the Chief Scout shared that Scouting education is very strategic and vital to the nation at all times.

“Let us use Scouting as a solution to the challenges faced by the young people so the existence of the Scout Movement will continue in accordance with the changing times,” Chief Scout Yudhoyono said.

Joining the Chief Scout was First Lady Madame Ani Bambang Yudhoyono, Coordinating Minister of People Welfare Agung Laksono, Minister of Education & Culture Muhammad Nuh, Minister of Youth & Sports Andi Mallarangeng, Chief Commissioner of Gerakan Pramuka Prof. Dr. Azrul Azwar, and many high ranking officials and dignitaries in the country.

The Chief Scout presented the Lencana Melati Award to several outstanding Scout leaders in the Asia-Pacific Region including Persekutuan Pengakap Malaysia Chief Commissioner Dato’ Dr. Shahrum bin Osman, Scout Association of Hong Kong Assistant Chief Commissioner Alexander Wong and Bangladesh Scouts Vice-President Mohammad Habibul Alam. Nepal Scouts join blood donation campaign In Nepal, Scouts under the Ticket to Life program organized in October a blood donation program as part of their community development work supported by the Messenger of Peace project. The event also marked the Diamond Jubilee of Nepal Scouts.

Nepal Scouts worked together in this event with Nepal Red Cross Society, Mid Regional Police, local clubs, community people and Scouts in Kathmandu Valley.

Kiribati holds historic general assembly The Kiribati Scout Association had the historic Annual General Assembly on 27th of October 2012 at the Parliament Conference Room marking the beginning of a new era in scouting in this remote republican archipelago. The AGM had special guests including the Mayor of Teinainano Urban Council Capt. Ruoikabuti Tion who is no stranger to Scouting, as he was a Scout leader in his younger days and still advocates Scouting.

Around 36 Scout leaders attended the AGM and elected the KSA National Council: Mr Martin Tofinga as President, and Mr Amon Timan and Mr Tibwere Bobo as Vice Presidents. As mandated by the constitution, a new Executive Committee was also set up with new Scout Commissioners for all important functions.

Mr Kantera Tebwebwe remains as the Chief Commissioner with Mr Amon Timan as the new International Commissioner.

Other key positions were filled up. Ms. Burenata Titi is Training Commissioner and Mr Buraua Teriba is Programme Commissioner. Representatives from the church, civil bodies and from the Girl Guide Association were also elected to the Council.

Planning the AGM emerged from the CNV discussions in July 2012 that reviewed the situation of Scouting in Kiribati. At the AGM, the Chief Commissioner gave his report and emphasis was laid down on the need for fund raising and project development.

The AGM was also a good chance to present the Messengers of Peace initiative

Bhutan recognizes role of adults in Scouting Bhutan Scout Association (BSA) reiterated its commitment to enhance Adults in Scouting during the consultancy meeting in Thimphu from 11th to 17th October 2012.

As part of the Committee NSO Visit recommendations held last year, two areas were identified as priorities for BSA: establish national award system for adults and develop a plan to institutionalize the issue of warrants for adult leaders and honorable charges for trainers.

Following the visit, the scout association commits to work on the awards recognition scheme and to institutionalize the adult appointment system by proper recording the appointment of adult leaders.

The concept of consultancy visit is under WOSM priority “Global Support” which now becomes an MoP project on capacity strengthening. Overseas resource speakers who served as consultants are Mr Au Yeung Chi-Yuen

Before the meeting, the overseas team met with Bhutan Scout Association President Mr Thakur Singh Powdyet, joined by Chief Commissioner Chencho Dorji during the inauguration ceremony of “Che Che Perli” project, a day-care centre for the staff of Education Ministry at the Harmony Centre.

In 1999, Bhutan Scouts Association became an official member of the World Organization of the Scout Movement and over the years has been receiving technical support from the regional office in running Scouting in their country. Bhutan has also been visible both in regional and world events showing that Scouting is very much active in the country.

Pakistan hosts 2nd SAARC Scouts Friendship Camp

Around 350 Rover Scouts from Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka camped from 17th to 21st October 2012 in Islamabad, Pakistan for the 2nd SAARC Scouts Friendship Camp under the Messenger of Peace initiative.

Prior to the camp, on 17th October, a gathering of Chief Commissioners of Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka was held as their annual gathering. Chief Commissioner Justice Agha Rafiq Ahmed Khan chaired the meeting. Chief Commissioner Khan is also the Chief Justice of Federal Shariat Court and is now the chairperson of SAANSO, a recognized body of SAARC.

This friendship camp was hosted by the Pakistan Boy Scouts Association (PBSA) and inaugurated by Syed Hussain Bokhari, chairman Senate of Pakistan and Acting President of the country along with the Chief Commissioners of all the SAARC countries and Regional Director Abdullah Rasheed.

Participants enjoyed the camp through the series of activities including friendship-centered activities, cultural exhibition, treasure hunt, youth forum, visit to educational places. Participants took part in cultural exhibition and display of national artifacts of the different countries, and the camp song also called the peace song performed at the campfire.

One highlight of the camp was the special visit to Khewra Salt Mine, located in Khewra, north of Pind Dadan Khan, Punjab, Pakistan. Khewra Salt Mine is Pakistan’s largest and oldest salt mine and the world’s second largest. Participants were excited to see this major tourist attraction which reportedly draws up to 250,000 visitors a year.

The Chief Commissioners also met with H. E. Mr. Asif Ali Zardari, President and Chief Scout of PBSA on 18th October at his official presidential complex. He assured his support to increase Scouting activities in different parts of the country.

Considered to be the most interesting activity was the youth parliament where young people exchanged their ideas based on the camp’s theme. As part of the youth forum recommendations, common issues of young people in the South Asian region were

Since then, Scout events continued around the SAARC area with the inclusion of Afghanistan.

Looking for more Messengers of Peace

“Skills and a good character are the main capital to succeed in life,” these were the words of the Vice-President of the Republic of Indonesia, H.E. Prof Dr Boediono at the opening of the 10 th National Rover Moot at the Cenderawasih Scout Camp, in Jayapura, Papua, at the eastern part of Indonesia on 10 th October 2012.

Vice-President Boediono said Scouting is a catalyst for the nation to move forward. “I am very proud that all of you are participating actively in the Scout Movement.

Trust me that there are many lessons and experiences to be learned through Scouting which are useful in life.” The VicePresident was accompanied by the Minister of Youth and Sports Andi Mallarangeng and Gerakan Pramuka Chief Commissioner Dr Azrul Azwar.

Before the crowd of over 5,000 participants from the 33 provinces of Indonesia, the VicePresident encouraged everyone to introduce Scouting to their friends especially to those who have not yet experienced Scouting.

On the other hand, Chief Commissioner Azwar explained that the National Moot is designed using the creative, recreational and productive methods. One of the main activities was “Scouts are the Messengers of Peace” which participants were encouraged to have a dream for themselves that one day can become a powerful testimony of his ormher life. The concept of the activity is that when one begins with a dream, and puts it into action, it can become an inspiring story to other Scouts which qualifies him/her to be a Messenger of Peace.

Sri Gusni Febriasari as Program Manager Messenger of Peace Indonesia briefed participants about the three key words: Dream, Do and Share.

One of the Messengers of Peace in the campsite was Joshua Simonsabra, former Chairman of Papua Provincial Rover Council, who is now a food entrepreuner who opened a restaurant inside the campsite area. Joshua shared that he began his restaurant with a dream. He recalled that several years ago, on his way from Jakarta to Papua, he dreamed of how he can maximize the campsite, not only for camping.

With the permission of the local government, he decided putting up a restaurant inside the campsite, giving jobs to the people living around the camp, which today becomes a tourist destination.

Sri Lanka joins World Scouting Environment Programme Recognising the importance of environment education to Scouting around the world, Sri Lanka Scouts Association is now the latest member in the Asia-Pacific Region. The World Scout Environment Programme offers tools, resources and initiatives to help Scouts all around the world to work together for the good of the local and global environment.

WOSM Secretary General Luc Panissod signed on 2 September 2012 the agreement to use the World Scout Environment Programme Pack 1 for noncommercial use for the Sri Lanka Scout Association.

PACK 1 or the Basic Package is a free educational (non-commercial) package with all the material needed to start the World Scout Environment Programme. This PACK 1 agreement between the National Scout Organization and the World Scout Bureau contain the terms and conditions of the use World Scout Environmet Programme, which contains the use of Guidelines, Logo and Badge to develop the programme at the national level as well as a non-commercial license to produce articles bearing

the World Scout Environment Programme Logo.

The WSEP is a free, very straightforward, flexible and easy to implement programme and does not compete with the existing environment programme of the National Scout Organization.

Congratulations to SLSA for taking the first step in equipping Scouts in protecting the environment through their participation in this exciting award programme.

Other NSOs in the Asia-Pacific Region that have adopted the WSEP are Australia, Bhutan, Hong Kong, Indonesia, Japan, Korea, Malaysia, Maldives, Mongolia, Philippines, Singapore and Sri Lanka.

Regional workshop tackles membership review

The membership review was a four-day workshop that encouraged NSOs to share their good practices, successes and challenges over the last three years. It was held at the National Headquarters of the Scout Association of Macau (SAM) from 7th September with 22 participants from Bangladesh, Scouts of China, Hong Kong, India, Macau, Malaysia, Maldives, Philippines, Singapore and Sri Lanka.

International Commissioner Francisca Vong directed the workshop with the guidance of the APR Membership Growth Sub-committee. Edward Kou Chi-Leong, President of the Supervisory Council of SAM, addressed

the group with his well-wishes.

Francisca explained the aim and objectives of workshop to address issues pertaining to membership growth; analyse regional membership trends since the 2009 regional conference, and recognise the role of NSOs in sustaining growth.

At the opening ceremony, Dr Jeffrey Ho, Vice-chairman of the Membership Growth Sub-Committee gave an overview of the workshop, while Regional Director Mr Abdullah Rasheed thanked all NSOs for their cooperation in taking up the membership growth strategy.

SCOUTS New Zealand celebrates 100 years of Vice-regal patronage

On Friday 9 November 2012, the Governor-General of New Zealand, Lt Gen The Rt Hon Sir Jerry Mateparae, and Lady Janine Mateparae, hosted a reception at Government House Wellington for SCOUTS New Zealand to mark the centenary of the Sovereign’s representative in New Zealand being Chief Scout.

The agreement of the Governor-General to be Chief Scout is not a given. His Excellency said “that I, like all of my predecessors, was keen to retain the connection with Scouts New Zealand, speaks of the respect I have for Scouting and the fundamental values and activities that it promotes.”

The event was well attended by SCOUTS New Zealand key leaders, staff, zone leaders, national council and life members, many of whom referred to it as a reunion. The Scouts enjoyed the chance to meet with each other in a social setting, and talked to His Excellency and heard his words of encouragement about Scouting. They also had the chance to look around Government House and enjoyed their generous hospitality.

Noel Walker, Chairman of SCOUTS New Zealand, spoke of Scouting’s importance in today’s society, and thanked the Governor-General for his support and leadership.

The connection with the Queen through the Queen’s Scout Award is highly valued, and the top achieving young adults who attain this Award, always appreciate the opportunity to have this presented by the Sovereign’s representative in New Zealand throughout the year.

In a speech, His Excellency spoke of Lord Islington, who was the first Governor to take up the role of Chief Scout in 1912. Since that time, every Governor and Governor-General has agreed to be Chief Scout.

It was a fantastic event, and SCOUTS New Zealand was grateful for the invitation to be hosted at Government House by His Excellency, and to celebrate 100 years of Vice-Regal Patronage in New Zealand.

Scott Teare, new WOSM Secretary General

The World Scout Committee has announced the appointment of the new Secretary General of the World Organization of the Scout Movement – Mr Scott Teare.

He is currently the Director of International Division of Boy Scouts of America.

Scott is a tireless advocate for World Scouting and has successfully kept the torch of World Scouting lit within Boy Scouts of America among its board members and officers.

As one of Boy Scouts of America’s World Scouting ambassadors, Scott – also recently awarded the Bronze Wolf – has contributed significantly to establishing and applying the association’s international policy. He has established diplomatic contacts, maintained relations and represented Boy Scouts of America with American businesses operating abroad, foreign embassies, key government leaders, heads of states and royal family

members in an effort to provide sustained financial support and membership growth for World Scouting.

Scott has negotiated and established beneficial relationships with other National Scout Organizations around the world; and advised and supported Boy Scouts of America officers and leaders who are actively involved in international Scouting commitments, including Regional and World Scout Committees and subcommittees, and Regional and World Scout Foundations.

His direct involvement in supporting the Interamerican Scout Region, especially in setting up the new Regional Office in Panama, has been especially noteworthy.

The new Secretary General will take office on 1st January 2013 at the World Scout Bureau Central Office.

Cambodia beefs up management capability More than 40 key leaders of Cambodia Scouts from different parts of the country attended the four-day National Workshop on Building Management Capabilities, at the Council of Ministers complex, heart of Phnom Penh from 25-28 September 2012.

Present at the opening ceremony were Mr. Chuch Phoeurn, Secretary of Ministry of Culture and Finance and Vice-President of Cambodia Scouts and Secretary General Mr. Lak Sam Ath, who served as workshop director.

Mr. S. Prassanna Shrivastava, Director of the World Scout Bureau/Asia-Pacific Region, saw the workshop as very timely for Cambodia Scouts to develop a certain degree of organizational strength that beefs up the capability of Scout leaders. Other overseas resource persons assisting in the workshop were Dr. Winston Jacob and Mr. Anthony Ng of Singapore.

Participants looked into strategic management, human resources development and membership growth, if identified and followed, that would bring substantial development to Scouting in Cambodia.

Cambodia Scouts, which became a full member of WOSM in 2008, has a current membership of over 10,000. Being the youngest member country of WOSM in the Asia-Pacific, the Asia-Pacific office has been supporting Cambodia Scouts in the critical areas: youth programme, adult support and training and organizational structure.

ASIA-PACIFIC SCOUTING

Scouting within the community explored Recognizing the importance of extending Scouting outside the school system and bringing Scouting closer to the community, the second Asia-Pacific Regional Workshop on Community-Based Scouting (CBS) was held in New Delhi, India from 21st to 24th September 2012.

National coordinators, unit leaders working at district and state levels, and eight executives from Bangladesh, Brunei Darussalam, Bhutan, Cambodia, Nepal, Maldives, Philippines and India shared their good practices as the workshop. They looked into the impact of Scouting in communities and how it can facilitate reaching out to new horizons.

Over 98% of NSOs in Asia-Pacific, as revealed in the recent regional survey, uses the school-based Scouting mode, which prompted the 2009 Regional Scout Conference in Malaysia endorsed the promotion of CBS. Boy Scouts of the Philippines hosted the first CBS

workshop in 2010, itself largely school-based with 1.5 million members, and has explored the CBS mode in recent years.

This concept paper is about forming a team of experts who are prepared to provide services/ support in the areas of Youth Programme, Adults in Scouting, Communication and Marketing, IT, Fundraising experts, Governance and Strategy, Management, Event management, Consulting and need analysis etc. Members of this panel have the competencies, knowledge, skills and experience to provide formal consultancy service to national Scout organizations at the national and regional levels.

Concept for NSOs services

The APR Management SubCommittee developed a concept paper on Services from National Scout Organizations emphasizing the services provided by NSOs to its members in the context of today’s customer-oriented world. The paper is prepared as a ready reference for NSOs in understanding their customers and strengthening their services.

APR Triennial Report 2009-2012 The report is an overview of our udertakings as a region from November 2009 to November 2012.

Asia-Pacific Region The CNV Chronicle It is a collation of all Committee NSO Visits made to National Scout Organizations since it begun in March 2008.

APR Scout Foundation Triennial Report

Membership Growth Guidelines is a tool to develop a membership growth plan, which includes strategies to guide National Scout Organizations through the process of developing strategies that affect them.

The report covers the projects, events and activities of the APR Scout Foundation for 20 years.
