WELCOME MESSAGE It is an honour to welcome you to the inaugural Dialogue Forum for the Community of Practice for Supply Chain Resilience in Canadian Health Care Systems, an event focused on assembling partners to share their diverse range of perspectives, experiences, and insights on health supply chain in Canada. As individuals, we are experts in our respective knowledge domains of healthcare, social determinants of health, government, policy, business, data analytics, supply chain and logistics, and more. Together, we are trailblazers forging a path to advance supply chain resilience in health systems to deliver care safely, effectively, and equitably for the benefit of all Canadians.

The goals of Dialogue Forum I are to foster strong multi-disciplinary partnerships between stakeholders, mobilize knowledge across professional sectors and jurisdictions, and explore strategic priorities, foreseeable challenges, and anticipated outcomes for the identified workgroups. All of this while creating a culture of equity, inclusion, diversity, transparency, and trust. This event will lay the foundation for our community of practice to begin co-designing, validating, and scaling solutions that strengthen supply chain resilience across Canadian heath and community systems.

Your participation in this event is appreciated and needed to ensure a strong foundation for the community of practice through brokering partnerships and incorporating diverse feedback into planning of our objectives. EVENT OVERVIEW Dialogue Forum I SCAN Health is pleased to bring its Community of Practice together to engage, collaborate and discuss supply chain resilience in Canadian health care systems at the inaugural Dialogue Forum I. Hosted by Alberta Innovates, this event will profile key features of Alberta’s successful pandemic response and the strategies used across Canada to mobilize supply chain teams, clinicians, and communities to respond effectively to the COVID-19 pandemic. This in-person meeting will foster collaboration, build cross-functional working relationships, and enable priority-setting for six workgroups that will support supply chain capacity of health care systems to deliver care safely, effectively, and equitably for the be nefit of all Canadians. A special presentation will equip participants with a lens on equity, diversity, and inclusion so that strategies and processes are developed with a citizen-centred approach. Mobilizing knowledge and best practices through the Community of Practice will create the opportunity to co-design advanced supply chain models, practices, and measurement tools and scale collaborative solutions across Canadian health systems to achieve safer care for all.

SPEAKERS Dr. Anne Snowdon

Professor, Strategy and Entrepreneurship, Odette School of Business, University of Windsor, Scientific Director & CEO, SCAN Health Chief Scientific Research Officer, HIMSS

Dr. Anne Snowdon is a Professor of Strategy and Entrepreneurship at the Odette School of Business, University of Windsor. Dr. Snowdon is leading a national community of practice and research program focused on the capacity of health supply chain to enable health system responses to the COVID-19 pandemic in seven Canadian provinces. This work builds on a well-established program of research focused on healthcare supply chain, and health system innovation to achieve sustainability, economic value and productivity by providing support for innovators and entrepreneurs to successfully bring their discoveries to the Canadian, U.S. and world markets.

Currently, Dr. Snowdon is the Scientific Director and CEO for SCAN Health, Chief Scientific Research Officer for HIMSS, Vice Chair of the Board of the Directors for Alberta Innovates, and member of the Health Futures Council of Arizona State University. She is an Adjunct Faculty at the Department of Computer Science at the University of Windsor, the School of Nursing at Dalhousie University and the Centre for Innovative Medical Technology at the University of Southern Denmark.

Dr. Snowdon has published more than 150 research articles, papers and cases, has received over $25 million in research funding, holds patents and has commercialized a highly successful booster seat product for children traveling in vehicles, and is a Fulbright Scholar. She holds a PhD in Nursing from the University of Michigan, MSc from McGill University, and BScN from Western University.

Laura Kilcrease

Chief Executive Officer, Alberta Innovates

Laura Kilcrease leads Alberta Innovates as its Chief Executive Officer. Recruited from Austin, Texas, she is recognized as a significant motivator in shaping Austin’s economic revitalization. Laura influenced the creation of the Austin Technology Council and co-founded the Austin Technology Incubator, where companies have raised over $3 billion to date. With over 25 years’ experience in commercializing technology, Ms. Kilcrease is sharing her enthusiasm and entrepreneurial expertise to create innovation coalitions that leverage the talent and spirit of Alberta. Prior to becoming Alberta Innovates’ CEO, Laura was a seven-year member of the Alberta Research and Innovation Advisory Committee.

Jitendra Prasad

Chief Program Officer Contracting, Procurement and Supply Management Alberta Health Services Management at Alberta Health Services (retired)

Jitendra Prasad (JP) was the Chief Program Officer (CPO) of Contracting, Procurement & Supply Management (CPSM) for Alberta Health Services (AHS) and recently retired from his position. However, he is still actively involved in working on numerous initiatives related to furthering supply chain resiliency. JP has an undergraduate degree in Pharmacy and a master’s in business administration (MBA) from University of Alberta, Edmonton.

François Bouchard

Senior VP, Industry Relations and Community Engagement, GS1 Canada

François Bouchard currently holds the role of Senior Vice President of Industry Relations and Community Engagement at GS1 Canada, a not-for-profit organization that develops and maintains global standards to facilitate business communications, improve efficiency, security, and visibility in the physical and virtual supply chain.

Since joining the organization in 2018, François has occupied a series of roles within the organization in Industry Engagement, Operations, Subscriber Support and Data Governance. He is currently responsible for Healthcare, Pharmacy, Public Affairs, Cannabis and Emerging Sectors as well as the Montreal Image and Content Capture operation. Prior to joining GS1 Canada, François was a successful entrepreneur and served on the Strategic Governance Board of GS1 Canada from 2004 to 2018. He also was the Co-Chair of the Grocery Sector Board and a member of the Nomination, Governance, and Oversight Committee. He holds a Bachelor of Commerce degree from the University of Ottawa Telfer School of Management and sits on the Dean’s Advisory Committee.

Ron Johnson

Vice President Innovation & Rural Health Eastern Health

Ron Johnson has approximately 30 years of progressive career experience in health care from front-line delivery to executive management. As Eastern Health’s VicePresident, Innovation and Rural Health, Ron holds overall responsibility for various program areas including innovation and rural health, among others. He is currently on assignment with the Newfoundland and Labrador Transformation and Planning Office which is leading the development of a new provincial health organization. Prior to becoming a member of the executive team, Ron held the position of Director of Materials and Biomedical Equipment Support at Eastern Health and was responsible for Supply Chain Management and Biomedical Engineering. He holds a Diploma of Technology from College of the North Atlantic; a Bachelor of Technology; and a Master of Employment Relations from Memorial University of Newfoundland.

He has also completed diplomas in Health Service Management and Modern Management from the Canadian Healthcare Association. Ron is certified in Change Management and holds the professional designations of Project Management Professional (PMP) and Certified Health Executive (CHE).

Angelique Berg

President & CEO, CAPDM

Angelique is the President and Chief Executive Officer at the CAPDM, with executive responsibility for strategic direction and implementation, stakeholder relations, and operational leadership. Angelique works with CAPDM’s Board of Directors to strengthen the Association’s representation of Canada’s pharmacy supply chain to improve its sustainability. She is an advocate for CAPDM from coast to coast on government and regulatory issues that impact its membership. Angelique leads a staff team that delivers premium member services and fosters member engagement. Angelique has over 20 years of experience in the pharmaceutical and not-for-profit health sectors, with expertise in revenue growth, government and stakeholder relations, patient advocacy, and strategic communications at the executive level of leading health organizations.

Angelique has served on multi-sector collaborations that accelerated health care system and patient care improvements, including the Wait Times Alliance, the Bone and Joint Decade Canada, Health Quality Ontario’s Hypertension Quality Standard Advisory Committee, and Health Canada’s Multi-Stakeholder Committee on Drug Shortages. She served for over 10 years as a member of the Health Charities Coalition of Canada, and as a director on the board of the Best Medicines Coalition.

Scott MacNair

Executive VP, Business Operations, Provincial Health Services Authority

Scott MacNair is responsible for leading business operations within PHSA, with a focus on enhancing value across the provincial health care system. His portfolio includes Supply Chain, Provincial Laboratory Medicine Services, Health Emergency Management BC, Facility Management and Capital Projects as well as Lower Mainland accountability for Diagnostic Imaging Services, Pharmacy Services, Biomedical Engineering, Integrated Protection Services and Business Initiatives and Support Services. Scott has diverse experience in the private sector. Starting in 2008, Scott worked with Stryker Canada, a leading medical technology company. He assumed increasingly senior leadership roles in commercial sales, marketing, contracting, tendering and pricing, operational and commercial performance and financial performance, and in 2016 he took on the role as president. Earlier in his career, Scott spent 13 years leading teams in the areas of business development, sales and marketing with Boston Scientific and Xerox. He completed his Bachelor of Arts at the Rochester Institute of Technology and has completed the executive leadership program at the Richard Ivey School of Business at the University of Western Ontario.

Col. Natasha Singh

Director Health Services Logistics, Department of National Defence

Colonel Natasha Singh enrolled in the Canadian Armed Forces in June 2003 via the Regular Officer Training Plan. In 2006, she graduated from the University of Toronto with a Bachelor of Science in Pharmacy. Upon graduation she was posted to 24 Canadian Forces Health Services Center in Trenton during which time she completed a six-month intensive Pharmacy Preceptorship at Saint John Regional Hospital in New Brunswick. Over the course of her career, she has held positions as a pharmacy team leader in various clinics, including 1 Field Ambulance Edmonton, 22 Canadian Forces Health Services Center Cold Lake, and Canadian Forces Health Services in Ottawa. Colonel Singh has held various staff positions at Canadian Forces Health Services Group Headquarters, including as J4 Medical Equipment, the J4 and the Acting Director Chief Informatics Officer for Health Services, the Chief Privacy Officer for Health Services, The Federal Health Claims Processing Service Contract, the Health Care Provider Requirement Contract and Health Services Civilian Military Cooperation. In 2020, Colonel Singh was appointed as the Commandant of the Canadian Forces Health Services Training Center which she led throughout the COVID-19 pandemic. She was promoted to Colonel and appointed to her current role as the Director of Health Services Logistics in 2022.

Karen Sullivan

Senior Director, Academic and Health System, Shoppers Drug Mart

Karen Sullivan is Senior Director, Academic and Health system Partnerships with Shoppers Drug Mart/Loblaw Companies Limited, leading the development of academic and health system partnerships, focused on research and innovation in the delivery of community-based care. Karen is a licensed pharmacist in Alberta and British Columbia and completed a Bachelor of Science in Pharmacy and Master of Health Services Administration from the University of Alberta and a Doctor of Pharmacy from Duquesne University. She has practiced for several years in community, government, the pharmaceutical industry and most recently in corporate pharmacy. Throughout her career, Karen has and continues to serve on multiple pharmacy association committees at national, provincial, and local levels. Prior to her current role, Karen had responsibilities for government and professional relations and regulatory affairs and was actively engaged in supporting the distribution of publicly funded vaccines, antivirals, point of care tests and PPE through pharmaceutical wholesalers, and the operations of public health programs, including vaccinations, delivered through pharmacies.

Dr. Judy Birdsell

Chair, IMAGINE Citizens Network

Judy is one of the founders of Imagine Citizens Network (ICN) a Society whose mission is to enhance citizens’ ability to become valued partners in improving healthcare experiences and outcomes for people living in Alberta. She has a deep commitment to patient perspectives in health, as demonstrated by more than 30 years volunteering in leadership positions with several national non-profits. Her passion for this cause was further fueled by a series of events surrounding her sister’s death. Her personal consciousness having been raised by these events, her family and her have experienced many other situations that have reinforced the absolute necessity of people being much more knowledgeable and engaged in their own healthcare journey. Professionally, she has a background in policy and strategy consulting, mainly in the field of health research policy. Previous volunteer roles have included President of Canadian Cancer Society; Board Chair, Stem Cell Network; Board Chair, Canadian Breast Cancer Research Initiative; Member, CIHR Stem Cell Oversight Committee; Board Member, Health Quality Council of Alberta and Board Chair, MCF Housing for Seniors. Currently Judy is a member of the following: Citizens Advisory Committee, Canadian Institutes for Health Research (CIHR) North American Advisory Panel, Healthcare Information and Management System Society (HIMSS) and member of the Strategic Advisory Panel for Modernizing Alberta’s Primary Healthcare Systems (MAPS) for Alberta Health. She had previously received three national awards to recognize her achievements in the voluntary sector and in 2020 was deeply honored to be awarded the Order of Canada.

Matthew Foss

VP of Research & Public Policy, Canadian Council for Aboriginal Business

Matthew Foss is a member of the Métis Nation of Alberta, with over 20 years of research and public policy experience and is an Executive Fellow with the University of Calgary School of Public Policy. Matthew has frequently provided seminars and presentations to domestic and international audiences and has taught university-level economics courses. Prior to joining CCAB, he ran his own energy economics and public policy consulting business for several years. Matthew recently served as the Chief Energy Economist/Executive Director of Energy Information and Analysis for the Alberta Government, where he lead a team of researchers and analysts responsible for assessing the value of Alberta’s energy resources, designing Alberta’s oil and gas royalty formulas, programs, features and incentives, forecasting oil and natural gas prices and energy revenues, and advising one of the world’s largest oil and gas producing regions on energy markets and related policies and strategies.

Aapooyaki - Bonnie Healy

Health Director, Blackfoot Confederacy

Bonnie Healy is a Registered Nurse from the Kainai Nation (Blood Tribe). She is currently the Alberta First Nations Information Governance Centre's (AFNIGC) Operations Manager. AFNIGC Incorporated in 2010, the AFNIGC is an Alberta Chief’s mandated organization. The AFNIGC represents the regional voice of Alberta First Nations with the mandate to uphold the First Nations principles of Ownership, Control, Access and Possession (OCAP™) of First Nations data, information, and traditional knowledge. The AFNIGC is accountable to First Nations leadership and communities in the Alberta region and works directly with our stakeholders to establish ethical standards of practice while ensuring that any research initiatives remain true to the First Nations principles of OCAP™.

As data drives policy and information is power, the regional office works diligently to create new approaches to develop “ethical space” to facilitate culturally appropriate and safe research practices. AFNIGC draws the focus of their work to center on the development of practices that are designed to assist and strengthen First Nations’ voices. Bonnie’s experience and expertise in First Nations Information Systems gives her a clear understanding and a strong passion for using data as a tool for change and giving voice to Alberta First Nations Leadership's right to self-determination, control and jurisdiction in reliable research and accurate statistics, based on the Alberta Chief's directive to uphold the First Nations principles of Ownership, Control, Access and Possession (OCAP) of First Nations data. duration of the research/data collection initiative.

Dr. Susan Moffat-Bruce

CEO, Royal College of Physicians and Surgeons of CanadaHealth

Dr. Susan D. Moffatt-Bruce, MD, FRCSC, PhD, MBA, MBOE, FACS joined the Royal College of Physicians and Surgeons of Canada as Chief Executive Officer in January 2020. Dr. Moffatt-Bruce is a world-class leader and surgeon, with sharp business acumen and a passion for value-driven care.

She holds degrees from McGill University, Dalhousie University, University of Cambridge and the Ohio State University. A funded research scientist and practicing thoracic surgeon, she has held leadership positions in numerous national and international associations. Previously, Dr. Moffatt-Bruce has worked as a Chief Quality and Patient Safety officer, and senior hospital executive.

Dr. Kathleen MacMillan

Past Director and Professor, School of Nursing at Dalhousie University

Dr. Kathleen MacMillan is a graduate of the Toronto East General Hospital School of Nursing (diploma) and the University of Toronto (BSc, 1980; MA, 1983, MSc, 1992; PhD, 2005). Her professional experience includes nursing practice, administration, research, education and health policy. She has been recognized as a distinguished alumna of the Faculty of Nursing at the U of T and received a Centennial Achievement Award from the Canadian Nurses Association in 2008. In 2017, she was inducted as a Fellow in the American Academy of Nursing and in 2020, as a Fellow of the Canadian Academy of Nursing.

Dr. MacMillan was the first Provincial Chief Nursing Officer for the Ontario Ministry of Health & Long-Term Care (1999-2001) and Executive Director, Office of Nursing Services for First Nations and Inuit Health Branch of Health Canada (2001-2004). Prior to her appointment to Dalhousie University, she was Dean, School of Health Sciences at Humber Institute of Technology & Advanced Learning in Toronto. Now retired, she holds adjunct appointments at the University of Prince Edward Island Faculty of Nursing and the School of Nursing and the Faculty of Graduate Studies at Dalhousie University, Halifax, Nova Scotia. Her research interests are in patient safety, nursing human resources, nursing history and interprofessional collaboration.

Dr. Colleen Metge

Associate Professor, University of Manitoba

Dr. Colleen Metge is an associate professor in community health sciences at Max Rady College of Medicine, University of Manitoba. After graduation with a Bachelor of Science in pharmacy (AB) in 1975, she worked front-line pharmacy (hospital and community) and then with the professional organization of pharmacists in BC; she enrolled in a doctoral program in pharmaceutical policy at the University of Maryland in Baltimore in 1990. On obtaining her PhD with an emphasis on epidemiology and economics, she accepted a position at the University of Manitoba, where she stayed as a tenured associate professor in pharmacy until 2009 teaching ethics, epidemiology, economics and pharmacy administration and undertaking a myriad of health services research.

Her research experience and expertise is broad; mostly, before her retirement from the WRHA in June 2017, Colleen managed an embedded research unit of 12 PhD/masters level colleagues who provide health services research and evaluation to Winnipeg’s health authority and the province of Manitoba. Over the past 20 years, Dr. Metge has been principal investigator, co-PI or co-applicant on 30 grants totalling $20.2 million, including the 5-year $1.9 million PATHS: Equity for Children CIHR Programmatic Grant in Health and Health Equity awarded to the Manitoba Centre for Health Policy. Seventeen of the grants were awarded in the last 10 years while not directly employed in academia.

Dr. Christian Leuprecht

Director, Institute of Intergovernmental Relations, Queen’s University

Dr. Christian Leuprecht is a distinguished Professor at the Royal Military College of Canada and Editor-in-Chief of the Canadian Military Journal. He also directs the Institute of Intergovernmental Relations in the School of Policy Studies and is an Adjunct Research Professor in the Australian Graduate School of Policing and Security at Charles Sturt University. A former Bicentennial Professor in Canadian Studies at Yale University, Eisenhower Fellow at the NATO Defence College, and Fulbright Research Chair in Canada– US Relations at John Hopkins University’s School for Advanced International Studies, he is an elected member of the College of New Scholars of the Royal Society of Canada and recipient of the Cowan Prize for Excellence in Research at the Royal Military College of Canada. His latest book is Intelligence as Democratic Statecraft.

ABOUT SCAN HEALTH Supply Chain Advancement Network in Health SCAN Health is a non-profit organization created to accelerate knowledge translation and address key challenges and opportunities of high strategic importance for health systems in Canada and around the globe. SCAN Health is proudly hosted by the Odette School of Business at the University of Windsor, with Dr. Anne Snowdon as Scientific Director and CEO. In 2022, the Government of Canada, Social Sciences and Humanities Research Council (SSHRC) awarded SCAN Health almost $2.5 million over five years (2022-2027) to develop a Community of Practice (CoP) to advance supply chain resilience, workforce sustainability and economic recovery in Canada’s post-pandemic future. With a team of 18 researchers, 40 partner organizations and citizen advocacy groups, we will build a CoP that designs, validates, and scales collaborative supply chain solutions, practices and measurement tools to improve health system capacity to manage COVID-19 and respond to future pandemics.

Vision To advance global capacity to adopt and scale best practices in healthcare supply chain to offer traceability of products and care processes from bench to bedside to patient outcomes.

Mission To develop a community of practice to mobilize expert knowledge and research evidence to work with health systems to accelerate, scale and measure health system supply chain transformation.
