WELL EQUIPPED FOR ALL SCENARIOS Airborne Technologies has eliminated one of the recurring problems in airborne surveillance: the impaired downward visibility due to the fixed landing gear of an aircraft. The company has developed a series of different camera lifts for EO/IR sensors for fixed wing aircraft as well as helicopters, to enable an unobstructed 360° view. Both the external camera lift and the leading-edge operator workstation support the crew optimally and increase the situational awareness of the operator significantly. Real-time information is displayed on two large 21” monitors, which support split-screen functions, infrared imagery and moving map information simultaneously. Additionally, these advanced features are controllable via an easy-to-use-touchscreen. Since endurance and payload are always crucial facts, most of the components used for the lifting system and the workstation are made of carbon fibre and are particularly lightweight. There’s a Gap in Aviation Safety! Aviation safety concerns are the most relevant in all aerospace sectors. The fact that a considerable number of human lives are always at stake makes it worth all the right reasons to improve on it. Additionally, in the civil commercial aviation sector (especially in the aerial remote-sensing community), the economic effect of an accident or regulatory violation can be a disaster regarding staying in business.

One of the primary reasons accidents and violations happen is due to human error. The fuel that usually feeds human error is a lack of professionalism, airmanship skills and not having a positive safety mindset at different levels and within the many different career fields that make up the aviation community.

Because it’s obvious that ASOs participate in all phases of a flight, they can quickly enhance or degrade an operation. By professionally parenting the “Orphan among its Tribe,” it will: • Mitigate negative aviation accident percentages. • Improve safety awareness within the industry. • Protect commercial firms, bottom-lines regarding risk and profitability.

So, what do I mean by “There’s a Gap in Aviation Safety”? The gap that I’m talking about is the civil “Airborne Sensor Operator” (ASO) career field. This profession is a global group of highly skilled technical individuals. Since the beginning of manned flight, ASOs have directly participated as crew members in civil, commercial aerial remote sensing operations every day and in every corner of the world (both manned and unmanned). However, civil ASOs lack the global aviation standards to professionalise, train and develop a safety mindset equal to pilots, flight dispatchers, and flight attendants. Search the internet, and you’ll find very little regarding specific civil aviation regulations or associations promoting best aviation/remote-sensing practices and standards for this profession. What you’ll find are many job postings for airborne sensor operators, payload operators, aerial survey operators, aerial photographer, etc. (manned & unmanned). What this says is that the aviation community has an “Orphan among its Tribe.”

There is no safety gap! One could argue that there’s “No Safety Gap” because the airborne sensor operator is not directly responsible for the critical aspects of flight or they’re just a: • “Passenger” • “Guy in Back” (GIB) • “Self-Loading Luggage”, • “Some person who babysits a sensor on a tethered Zeppelin.” • “The “Dude” standing next to me operating the camera on my drone.” Additionally, others would argue there’s not a need. Some would say, individual civil ASOs should be self-disciplined to self-interpret pilot standards and best practices to meet critical safety and task expectations if they want to make some “money.” Or, organisations should hire from the various militaries around the world for well-trained ASOs rather than bother the established civil aviation community with another area of improvement. Or, industry should not trouble with investing in developing professional ASOs within their organisations because ASOs are not a priority or a critical part of the team.

Yes, there is a safety gap! The counter-argument to this is the true intent of civil aviation safety and risk mitigation. The absolute baseline of aviation safety is to mitigate risk. The means of mitigating this risk is to identify areas for improvement and apply the appropriate actions or efforts in a rigorous and standardised manner. In this case, it’s a specific career field which operates in aircraft or unmanned aircrew as part of the operating environment, i.e., part of the safety environment. For example, if you have a well-trained manned aircraft ASO with the proper airmanship and Crew Resource Management (CRM) knowledge and skills, they’ll be an asset in mitigating the following top causes of aircraft accidents: • Loss of Control Inflight • Controlled Flight into Terrain • System Component Failure – Powerplant

Standards:

So, how do we fill this gap?

Recognise and establish basic operating standards of the career field in civil aviation regulations around the world (ICAO, CAA, FAA, etc.). By civil governmental aviation organisations establishing a baseline of standards for this career field, it will provide an authoritative framework for other nongovernment organisations to refine and improve regarding their specific non-pilot/flight crew safety requirements, i.e., professionalise with a safety mindset.

Training:

Establish training programmes focused on airmanship and remote-sensing applications. By non-governmental organisations (Flight Schools, Associations, etc.) developing and offering focused courses for non-pilot flight crewmembers, it will start to formally educate a group of active flying participants who in the past lacked recognition as a civil aviation crewmember (e.g., flight engineers, flight attendants, etc.). This approach will help with accountability and make the ASO part of the aviation safety community in general.

Certification:

Establish professional certifications to formally validate an individual ASO’s level of knowledge and experience. Like with other aviation professions (e.g., flight attendants: “Flight Attendants Certification of Demonstrated Proficiency”), establishing a global certification system will enhance the professionalism of the ASO/crewmember career field while providing commercial and noncommercial organisations the means to mitigate risk by hiring quickly and correctly.

Bottom line!

The aviation community has a gap in its universal focus and safety programme. The gap is related to a particular highly skilled aviation career field, in this case, the Airborne Sensor Operator. The ASO profession lacks the global recognition and formalisation to guide participants to the next level of professionalism and to achieve a safety mindset equal to other critical aviation career fields, especially in the commerical sector. By incrementally formalising this profession, the aviation community can improve its safety margins! Like you hear in the London underground, "Please, mind the gap." Therefore, if you want to make a difference regarding improving aviation safety, support organizations that recognize the importance of the ASO profession and efforts to develop specific standards, training and certification. The bottom line is, if you’re a stakeholder in both the aviation and aerial remote-sensing sectors (manned and unmanned), what are you waiting for?

Mobile Phone as an Emergency Beacon

How do you find a lost person who has no emergency location beacon? Typically, this person would be in difficulties, ill-equipped for the environment they were now in through bad luck, unpredicted weather, unfamiliar environment, poor judgement, or stupidity. The one item that can be relied upon to be in their possession is the ubiquitous mobile phone.

SAR worst case is an out of service phone: The subscriber can’t call or be called, and the Network operator can’t offer any location information.

Network operators can furnish useful location information before the SAR operator gets off the ground. The location of the serving cell to which the phone is currently connected, the sector and possibly an estimate as to distance from the tower can be approximated. The search can then commence in the area indicated by them.

What is the solution to finding a phone in a no coverage situation? Mount a mobile cell on an airborne platform, and we could then attract the phone to us and command it to transmit on a single frequency of our choice without frequency hopping or encryption. As previously discussed, traditional direction-finding systems use RF energy to derive a bearing and the amount of signal to indicate distance. This type of system must use specialist antenna arrays. The bearing accuracy of these technologies is not particularly good at greater distances, and since the distance estimations are based on signal strength, a calibrated transmitter is required. A mobile phone is not a calibrated transmission source. ARTEMIS is an advanced location system using Cellular protocol to estimate the distance from aircraft to the mobile phone. Specialist antenna arrays are not required, just two ordinary antennas of the correct frequency response. ARTEMIS communicates with the mobile using Cellular protocols, GSM, UMTS or LTE. Estimating the distance from the aircraft to the mobile phone employing a number of proprietary algorithms for GSM, UMTS and LTE, not signal strength. These methods give a predictable and accurate distance estimations (up to 35km). Using this method in conjunction with the aircraft position (GPS), an actual fix (Lat and Long) is calculated rather than just a bearing (although a bearing is also displayed). Calls and texts to and from the mobile are also possible while displaying position. The system supports the location of multiple phones, which could include ground /sea assets, enabling a better understanding of the current situation. As the system calculates the phone location as a point on the map it is also possible to cue EO/IR sensors/lights etc. enabling searches at night or in reduced light/IMC conditions.

Generally, DF systems use RF energy to derive a bearing and the amount of signal to indicate distance using specialist antenna arrays such as: Doppler, Interferometer, Null systems, Beam forming, or articulated Yagi. Accuracy of these technologies is not particularly good at greater distances, since the distance estimations are based on signal strength, and some sort of calibration of the transmitter is required for this to be reasonably accurate. A mobile phone is not a calibrated transmitter. All modern cellular systems use encryption and authentication, plus frequency hopping and spread spectrum, making it virtually impossible to do anything as a third party. Cellular phones needs a network. Contrary to popular myth no transmission can start without first seeing a compatible network. Sweden’s KSA air ambulance service (“Kommunalförbundet Svenskt Ambulansflyg”) is to acquire six Pilatus PC-24s in a fully-equipped air ambulance configuration. Oscar J. Schwenk, chairman of Pilatus, commented: “I’m delighted to see the first air ambulance organisation in Europe opt to buy the PC-24. The highly professional selection process confirmed that the PC-24 is indeed the perfect aircraft for medevac missions. The PC-24s will provide aeromedical care across Sweden from 2021, when they are scheduled for delivery. They are expected to fly around 6,000 hours a year on rescue missions. KSA is a national organisation formed, mutually owned and financed by all 21 regions in Sweden. “Time is the essence for patients in an emergency and given the vastness of Sweden, the establishment of a national air ambulance service provides all residents with access to rapid, professional aeromedical care,” said Pilatus. “Combining the speed of a jet with the ability to use short runways – one of the great strengths of the PC-24 – the Super Versatile Jet from Pilatus is the ideal aircraft for KSA,” said the Swiss manufacturer. Annika Tännström, chairman of KSA, said: “We are very pleased to be able to announce that we have completed our procurement of air ambulance aircraft, and to award Pilatus the contract. The fleet of PC-24 aircraft will allow us to fulfil the needs of all regions in Sweden in terms of air ambulance transports. We look forward to deliveries in 2021!”

centre at the University Hospital in Umeå. “This will be responsible for handling air ambulance transport requests and ensuring that all transports are prioritised, planned and completed (and if necessary diverted) in accordance with the needs of the county councils,” said KSA. “Flight operations and maintenance activities will be conducted by the operator which will be procured by Svenskt Ambulansflyg.” KSA is the second organisation to select the PC-24. The type has already entered service with the Royal Flying Doctor Service of Australia. It selected the type in May 2014 (ordering four) with the first example being delivered in November 2018. The interior of these aircraft is being installed under an STC developed in partnership with Aerolite AG, a Swiss aircraft medical interiors specialist. The RFDS already has a fleet of more than 35 PC-12s and its PC-24s are being used to “transport patients over longer distances” in conjunction with the existing PC-12 fleet. Having sold the first 84 PC-24s at EBACE 2014, at EBACE 2019 Pilatus reopened the orderbook to sell another 80 – representing another two years’ of production at its new Stans factory in Switzerland. The production rate is expected to increase to 50 in 2020.

Andreas Eriksson, CEO of KSA, added: “The performance and capacity of the PC-24 combined with the spacious and easily re-configurable emergency medical service equipped cabin will allow us to conduct the required air ambulance missions safely and efficiently. We look forward to a close and successful cooperation with Pilatus.” The design of the PC-24 makes it wellsuited to medevac missions. The cabin can accommodate up to three patients plus medical personnel, while the large cargo door facilitates rapid loading and unloading of patients. The Swedish aircraft will be based at Umeå airport (UME), Stockholm /Arlanda airport (ARN) and Göteborg/Landvetter airport (GOT). KSA is establishing an operations

The objective is to identify signs of unlawful digging or building in the area of the gas pipe lines. Using a detailed digital map, the National Grid Observer tracks each and every gas pipe line. If there is any sign of an errant JCB, digging or building works the helicopter lands so action can be taken to protect the site. Generally, the work demanded full concentration but, Dave said, there was plenty of scope for laughs. “The observers tended to be super-cool, calm and collected,” Dave said. He remembered one who was the spitting image of Sean Connery: “So much so, that he’d regularly be asked to be attend UK Bond premieres as a look -alike!” At the time, the National Grid Gas network was supported by a fleet of four Bell 206 Jet Rangers. “They’re such an iconic aircraft; statistically the safest airframe globally and so prolifically operated”.

The earlier part of Dave’s flying life, however, was spent working the gas pipe lines for the National Grid.

Dave now puts his skills and experience to use at Hai Air. “It has been a big departure from being a jobbing pilot, but an absolute pleasure working with jet and helicopter owners from around the world. Being a pilot means I can talk to clients offering solutions and platforms based on real experience, rather than just what the book says”.

For the pilot, the work is exacting: they cover around 3,000 km a week and 500 – 600 ft above ground. Each sector covers a quarter of the UK and must be inspected every 28 days.

continues to expand its presence in the global aerial firefighting sector A short drive away from San Diego in Vista, California, DART Aerospace’s team is hard at work on fulfilling orders on one of its newer products – the DART Firefighting Bucket. Initially launched in 2018 in a single size, today you can find 240, 260 & 320 US gallon models in firefighting service around the world. Making the decision to enter the market was a fairly easy one. DART already offered multiple products that served the aerial firefighting sector, including long lines, baskets, cable cutters and vertical reference systems, among others. As such, the global community of helicopter operators using firefighting buckets already knew DART - and the DART team knew them! This familiarity allowed for easier solicitation of feedback from users to see what was working and what was not with the current buckets on the market. With a wish list in hand, DART’s product strategy and business development team approached its engineering department with a simple question: “Can we do it?” Competing head-to-head with dominant market players on a product that was completely new to DART was an intimidating task, but DART’s operations team in Vista turned that intimidation into excitement. “This project was a unique opportunity to launch a brand new product line for DART” said Wesley Reid, Product Manager. “By leveraging existing manufacturing capabilities and a strong product development history, DART’s Vista team demonstrated they were up to the task. It was a challenge to set up a new supply chain and establish new production processes, but our fundamental manufacturing methods remained the same.” Once initial design and building prototypes were complete, functional testing of the new DART Firefighting Bucket was carried out in a pool at DART’s Vista facility. Then came the flight test, additional design improvements and an entry into service across a global network of firefighting customers. DART’s next order of business, beyond supporting its growing base of new customers, was to develop more bucket sizes. Unlike most of the products DART produces, its Firefighting Buckets are not approved for specific aircraft types. Instead, the same bucket model can be used on multiple aircraft models and their variations. This means that one aircraft can essentially use multiple sizes of buckets, depending on the operator’s needs. For example, the AS350B3e - a very common aircraft used in aerial firefighting around the world - is equipped with a cargo hook capable of carrying just over 3,000 lbs. This means that a DART 320 USG Firefighting Bucket weighing approximately 2,800 lbs when filled with water can be supported by the hook. However, wildfires do not always occur at sea level on cool days. The reality is that helicopters have less available power when operating in hot, high altitude conditions, which typically requires that a smaller bucket is employed by the aircraft. Coupled with the high cost of downtime when working on an active fire, it is not unusual for helicopter operators to be using multiple buckets in varying sizes for one aircraft. Working on DART’s new bucket sizing came with its own set of challenges when competing with well-established market competitors. Tyler Cross, Lead Engineer for Firefighting Buckets explains: “We aimed to produce a bucket that not only improved functionality for operators, but also simplified its design in order to reduce weight and offer the most competitive option to the market”. Timing of the market also added pressure to the development process. Sales in the firefighting market come in two waves per year – the first being in the spring as helicopter operators prepare for their pre-season inspections and the second being in the autumn as equipment is assessed and replaced at the end of the firefighting season. Southern hemisphere operators experience the same two waves but inverted. DART’s team had to dig deep to meet a demanding schedule and successfully supply buckets throughout the first purchase wave of 2019. As DART now enters Q4 of 2019, a project to design and build its next Firefighting Bucket size of USG 420 is steadily underway. It will then produce a full roadmap in regards to other bucket sizes that are significantly larger and smaller than anything it has built so far, as well as accessories to increase the DART Firefighting Bucket’s functionality. With wildfires becoming increasingly frequent, DART is proud to offer the necessary equipment to help firefighters around the world save lives, homes and green space. It looks forward to expanding its Firefighting Bucket portfolio throughout the rest of 2019 and continuing to diversify its firefighting product offering in 2020.

Q2 2019 Pre-owned Helicopter Market Trends Aero Asset Inc., a leading helicopter sales firm, released its quarterly Pre-owned Helicopter Market Trends. The report analyses 12 twin-engine markets from EC135 to S92. Positive signals prevail in preowned helicopter markets.

Retail transaction volume increases across twin engine weight classes Q2, except in the medium twin segment. Absorption rates are also looking better Q2 except in the medium twin’s, flat YOY. VIP buyers are driving over 60% of all retail trades YTD. The most liquid preowned twin market is the EC/H145 and AW109S/SP, Q2, with 6 retail trades and respectively 6 and 12 months of supply at current trade levels. The Bell 412 is the least liquid market Q2, with 1 retail transaction and 6 years of supply at current trade levels. The H225 market continues to improve with two retail transactions Q2 and several s/n’s currently deal pending.

Key Findings :

The programme will commence this autumn and will be delivered at Helicentre’s Midlands-based training centre. “Bristow is investing in its future pilot workforce, providing opportunities for the selected cadets to receive the training, financing and mentoring opportunities they need to become industry professionals,” said Helicentre.

Bristow Helicopters has a worldwide fleet of 39 small,148 medium, and 131 large category helicopters including 88 Sikorsky S-92s and 14 Leonardo AW189s. Some of the S-92s/AW189s are being used for UK SAR (Search and Rescue), just one of many Bristow contracts. UK SAR operates from 10 strategically located bases across the UK, which became operational in 2015/2016. Seven new SAR bases have been built and three existing facilities are being used.

Helicentre Aviation chairman Chris Line added, “Being chosen to provide training for one of the world’s leading helicopter operators once again allows us to contribute to the growing demand for professional helicopter pilots, and we are exceptionally proud to have this opportunity”. News of the Bristow Cadet Programme came less than a week after the academy announced a “Bristow” CPL(H) scholarship for its modular students, providing investment into commercial training from Helicentre and mentorship from Bristow. The Bristow Cadet Programme application window opened on Monday 12th August and closed on Saturday 31st August 2019. Successful applicants of the joint Helicentre – Bristow selection process are expected to be announced by the middle of September.

Perth Airport is the largest general aviation airport in Scotland and is centrally located with easy access to Glasgow, Edinburgh and Aberdeen. It is operated by ACS Aviation Ltd and owned by the Morris Leslie Group. ACS Aviation has invested £1 million recently in new aircraft and equipment and has more than doubled its workforce. Graeme Frater, managing director of ACS, said: “We have purchased a new commercial flight simulator (Alsim AL42) and a new aircraft, a Diamond DA42 Twinstar, used for commercial flight training... Having invested in the building, a new aircraft and simulator, and formed strategic partnerships with specialist training companies such as Simtech Aviation and Path2Pilot, as well as commercial airlines like Loganair, who use the simulator, we are well set up for further growth.” Last September ACS acquired a diesel-engined, glass cockpit (Garmin 500) Piper PA-28s for CPL flight training, trial flying lessons and self-fly hire. Louise Ewart, sales director of ACS Flight Training said, “Our new aircraft are great for flight training students and self-fly hire customers. They are modern, more fuel efficient, very quiet, run on Jet A1 fuel rather than Avgas, and also run on a FADEC (Full Authority Digital Engine Control) system.” ACS also has a fleet of Cessna and Piper aircraft.

Graeme Frater said ACS, which was founded in 2007, had already achieved its aim of becoming Scotland’s leading commercial flying school. He stressed that the “modular approach” to training at Perth allows trainees the flexibility to “fit instruction and flying hours around work commitments, at prices lower than large multinational schools such as Oxford Aviation Academy and L3 Airline Academy.” Current students include trainee pilots from the Netherlands and Italy, as well as UK nationals attracted by ACS’s marketing drive. ACS graduates have gone on to fly with airlines including Ryanair, Loganair, Jet2, Thomas Cook, Stobart Air, Etihad Airways and EasyJet, said ACS. Since 2007, ACS has trained more than 1000 pilots, and is actively recruiting instructors, given that it expects to enroll another 200 students over the next three years. The company also runs ACS Engineering, a CAA Part 145 approved maintenance provider authorised as a Diamond Aircraft Service Centre for DA20, DA40 and DA42 aircraft.

The History behind the International Registry The concept of multi-country international laws governing the financing of aircraft was the brainchild of Jeffrey Wool, who understood the global nature of airline financing and knew that more favorable international laws were needed to encourage investment in startup airlines. Originally referred to as UNIDROIT, which is French for one law, he envisioned countries around the globe adopting a set of laws favorable to lenders that would encourage international financing of aircraft. It would include a central international registry where rights and interests of international lenders would be registered in one place.

The Concept of Global Financing

Global financing for aircraft and airlines is of huge importance. You can read about this in our blog, Why an Aircraft Should be Registered in Trust. Starting a new airline is no small undertaking - with a long list of requirements needed to get a new airline off the ground, not the least of which is capital investment. Emerging markets are traditionally not affluent enough to provide start-ups with capital, so new airlines look to more prosperous economies for assistance. The continuing increase in global air travel is overwhelming current supply chains, creating opportunities for new airlines to handle the demand. Start-ups around the world are adopting the low-cost carrier model, and opportunities to invest in these start-ups abound. Investors need to feel comfortable, however, with the business model of the airlines with which they are investing. Investors around the globe are more willing to invest in startup airlines if they can be assured that they have the right to repossess the assets of the new business if the burgeoning new airline doesn’t make it and can’t pay off their loan.

The Cape Town Convention

In response to this need, the Convention on International Interests in Mobile Equipment was held, creating a set of uniform laws to encourage the financing of aircraft, particularly for developing countries. The original convention was held on November 16, 2001 in Cape Town, South Africa, and has therefore become widely recognized as the Cape Town Convention. Signing the treaty was only the first step, and only represented an intent to participate in the Convention. To fully participate in Cape Town, signatories to the Convention had to ratify the treaty. This meant that participating countries had to change or adopt certain laws to make them more favorable to lenders financing the airlines.

To get Cape Town fully up and running, eight countries had to ratify the treaty. This took a while, so although the Convention was signed in 2001, not all of the provisions were fully up and running until March 1, 2006. The original participating eight countries were Ethiopia, Ireland, Malaysia, Nigeria, Oman, Panama, Pakistan, and the United States. Today, the Convention has been signed by 77 different countries, and all but seven have fully ratified the treaty.

So, What About the International Registry?

The Cape Town Convention had a provision for creating an International Registry (IR), where the rights of all these international lenders could be filed for the world to see. The concept is much like the FAA, where all interests in the United States are filed in one place (Oklahoma City). Unlike the FAA, however, the IR is an electronic-based registry that only gives notice of an international interest against an aircraft. In order to see the actual documents creating the interest, one must go beyond the IR to the country where the interest was created. The IR was originally designed to show only liens against aircraft. As the concept of the Convention grew, many people felt that ownership interests should be registered as well. Many wanted it to operate more like the FAA’s title-based registry, so that interested parties could get an understanding of the aircraft owner’s current identity, not just whether there were any liens against it. Registration of Ownership Interests were therefore added to the scope of the treaty, and the IR now allows for notices of ownership interest called contract of sales.

Is the International Registry in Cape Town, South Africa?

While the treaty was signed in South Africa, the question of where to place the IR was a big one, and political. Many countries vied for the right to host the IR, but it came down to two main contenders: Canada and Ireland. A lot of deliberation went into making the final decision, but in the end, Ireland was selected, and the IR was placed in Dublin where it is currently managed by a company named Aviareto.

TOP TEN TIPS FOR MANAGING RISK Part 2 Aircraft & Pilot These aren’t secrets, but if your preflight planning tells you some of the risks you’re facing are too great, consider these tips to help mitigate them. Aircraft

The old drag-racing sentiment—there’s no replacement for displacement—also rings true in personal aviation. I’m a strong advocate of using as much airplane for the task as you can afford. As I’ve written (and been chastised for) in the past, my personal minimum for a traveling airplane on “real” cross-countries is 180 hp. In some areas of the U.S. and elsewhere, you can “get by” with less, but you also give up some flexibility and capability. And it takes too long. If the airplane isn’t right for the mission, wishing and hoping it’ll be okay won’t make it better. But there’s more to choosing the weapons with which we do battle against the elements than just horsepower. What about avionics? Is the airplane’s installed equipment up to the proposed task? You’re not trying to make up for its equipment shortcomings by using portable devices, are you? Got current databases, right? Beyond avionics, what about filled TKS fluid tanks, or supplemental oxygen for climbing high, and survival gear for the terrain and season? What about loading—will your at-gross 145-hp Skyhawk struggle to get above 8000 feet in the summertime with all its seats filled? (Hint: Probably.)

5. You can never have too much fuel.

Just as with getting a preflight briefing, I’ve always been one to maintain that there’s simply no excuse for running out of fuel. Yes; headwinds happen, and FBOs sometimes close at inconvenient times. Deal with it. Ensuring there’s adequate fuel is one of the responsibilities you accepted when you went for your private pilot flight test. That responsibility doesn’t change when you overfly the last fuel stop before your destination because it will take too long. You have a number of options: Land short of your destination if headwinds are stronger than forecast. Stop halfway, take a break to help fight fatigue and stretch your legs before tackling the last portion of the flight. Choose a different airplane, one with greater range or better fuel economy. Plan to have at least an hour’s fuel remaining when you shut down at the destination. And stop en route if you start eating into that reserve.

6. Faster is better.

If 180 hp is the minimum for cross-countries, it’s implied that more horsepower is better. The same is true when it comes to cruising speed. And not just because you arrive quicker. Greater speed means you can accept a spirit-deadening headwind and complete relatively short trips without a fuel stop. It means you can cover a lot of territory—and see a lot of weather—in just three or four hours. Most important, it means you can fly around, outrun or outmanoeuvre more easily the kind of weather that would otherwise keep you on the ground or falling short of your destination when flying a slower airplane. One rule of thumb often overlooked when choosing among piston-powered single-engine airplanes of the same basic configuration is that it can take the same amount of fuel to get from Point A to Point B no matter what you’re flying. For example, I once flew my 285-hp Debonair along the same route and at the same time as a friend in his 180-hp Comanche. Our fuel burn was within three gallons of each other, but it took me only three hours versus his four. Greater speed offers obvious implications for minimising fatigue, too.

7. Higher is better.

Flying cross-country at relatively low altitudes in a single doesn’t make much sense. Flying high in that same single affords you much more time to find a place to land or resolve the 44 PISTON BUYER EUROPE OCTOBER 2019

problem when an engine acts up. There’s less traffic and you’ll burn less fuel in cruise once you get there. If that’s not enough, there are other reasons to get as high as you can. One of them is for a smoother ride, in clearer, cooler air. In the summer, it might take a while to climb on top of the haze layer, but the benefits are worth it, especially since doing so allows you to more easily see the way cumulonimbus clouds are arranged and plan your route around them. At lower altitudes, haze and other reductions to visibility can mean stumbling into a situation you don’t want and can’t handle. Climbing to maximise a tailwind’s benefits can also push you beyond poor weather more quickly than if you have to slog through it down low. The only two downsides of using a higher cruising altitude is the possible need for supplemental oxygen and the greater amount of time it will take to get down in a hurry if you need to. That and discovering how inadequate some cabin heating systems can be during the winter.

Pilot

After we mitigate the risks imposed by poor weather and resolve mechanical or equipment issues with the airplane, what’s left falls into a big bucket labelled “pilot-related.” That means you.

8. How are you feeling?

Launching on a four-hour flight after a full day at the office isn’t the smartest thing I’ve done. Especially when getting eight hours and launching at zero-dark-thirty to make it on time to a distant appointment is an option. The truth is we often fly when we’re less than 100 percent. The challenge is to ensure the 10 or 20 percent of human performance we might be lacking won’t be needed on a given flight. That’s hard to do on almost any flight but the simplest milk run.

9. Are your skills up to the task?

Tackling low IFR at your destination, busy terminal airspace, a complicated departure procedure or an inflight emergency without the necessary skills is a recipe for disaster. While we probably have learned how to do all that at one point or another, it’s likely to have been a while since we practiced some of the skills needed to pull it all off. Yet we can be confronted with all that and more almost any day. Get frequent training in these and other areas. Some might say a goal of such training would be to pass your PPL test flight on any given day, and that’s a worthy objective. But the real goal is that the flight’s outcome is never in doubt.

10. Imagination is the limit.

The last item on this list isn’t as objective as the others. Instead, it’s a challenge for you to think outside the box a lot of our training puts us in. The previous nine tips comprise options, whether in planning, choice of aircraft and equipment, or in how we prepare ourselves for the task. Some proposed flights simply can’t be accomplished on the day or time chosen, with the airplane you have and the condition in which you find yourself. It’s the wise pilot who accepts this reality and lives to fly another day. That same wisdom also tells us that some flexibility and compromise, along with a little imagination (and plenty of fuel!) might allow us to complete the mission anyway, no matter what the aviation gods throw at us. A Prerequisite for Pre-Owned Aircraft Operators Ten years ago, Delray Dobbins began tracking Fortune 100 companies’ use of engine maintenance plans for their corporate jets. He discovered that: • In 2009 - 1 out of 5 of the top five companies’ flight departments had their engines on a plan. • 2014 - 4 out of 5 had their engines on a plan. This reflects a major shift in the market that continues today. "When the largest companies in the world are embracing engine maintenance programs, that often sets a tone for smaller companies“ Delroy says. ”These programs are more in demand now from aircraft buyers than they have ever been." Indeed, for aircraft owners concerned about the resale value and time on market of their assets, maintenance plans like P&WC’s Eagle Service Program (ESPTM) have become a must. Large business jets which are not on an engine program may languish on the market for longer. Even the biggest companies with the best-kept aircraft are at a disadvantage when they try to sell aircraft without coverage. “Brokers have run a ton of data and metrics in recent years showing that aircraft on engine programs sell faster than those that are not,” Delray notes. This is especially true for medium and large fixed-wing aircraft, for which an overhaul is significantly more expensive than it is for a smaller utility aircraft."

How Do Engine Maintenance Plans Minimize Risk?

Many engine programs have been around for 20 years or more. Why the surge in interest during the past decade? According to Delray, the shift is driven by buyers of pre-owned aircraft, for most of whom an engine program is now a prerequisite. Before he joined P&WC, he worked for a broker in Texas. When potential buyers look at a list of aircraft for sale, typically the very first filter applied, is an engine program. If it’s not enrolled, it does not make the short list for a buyer. "In the past, when I would meet with energy and oil companies here in Texas to discuss putting their aircraft engines on a maintenance plan, they would tell me, ‘We see the benefits of your program, but we’d rather spend the money on drilling instead.’ It was this way for 40 years. However, in the last 5-8 years, most of these same companies are seeing the value of engine programs and are embracing the OEM ones."

An important factor underlying this market shift is the increase in shop visit intervals, which have risen steadily from 2,000 or 3,000 hours in the 1980s to as much as 10,000 hours today.

numbers. P&WC now has over 10,000 engines on a pay-per-hour program. In 2018, there were a record 350 new ESP enrollments, along with 370 transfers thanks to a very active pre-owned market.

That means an aircraft could easily change hands half a dozen times instead of once or twice before its first overhaul. And each time it sells, the buyer will want an engine program.

What’s more, while other programs on the market have not changed significantly in 20 years, P&WC has proactively developed incentives and enhanced coverage and financing options tailored to different missions and operating environments as well as to help customers enroll in-service engines onto a plan.

"For buyers, the biggest risk of buying a used aircraft is unexpected engine expenses. Buyers don’t want to be left holding the bag if there are any surprise costs. Without an engine plan, the cost of an overhaul could exceed the value of the aircraft. The only way to mitigate that risk is to have the engine hours paid for through a maintenance plan."

What are the benefits of the Pratt & Whitney ESP program?

In a nutshell, P&WC’s ESP program makes maintenance expenses easier to predict and manage by covering the cost of overhauls, inspections, unscheduled engine and accessory repairs and more on a pay-per-hour basis. Various levels of coverage are available to suit the needs and budgets of different operators. Plans can be transferred to the new owner when an aircraft is sold and there are no minimum annual flying hours. When P&WC dropped the annual minimums in 2012, many low utilization operators moved to enroll as they could now only pay for the hours they flew. In keeping with the general market trend, more and more P&WC customers are recognizing the value of these plans. This is reflected in fast-growing enrolment

One example is the ESP Flex enrolment option. While the long-term benefit of an engine program is clear, the up-front cost may deter some operators. Flex addresses this by providing financing options that eliminate the need for a large initial lump-sum payment by deferring part of the cost. This is a great way to get full coverage immediately while deferring a major capital outlay for more than 10 years, in some cases. "We don’t know of any other manufacturer who has come up with a way to spread out the cost of a buy-in to an engine program while giving 100% coverage from day one“ Delroy notes. ” The Flex program has been very well received by buyers of mid-time and high time aircraft. It has allowed them to enroll engines where previously the buy-in was a barrier to entry." With overhaul costs rising and aircraft changing hands more frequently, Delray doesn’t expect the trend to change any time soon. “Even if there’s a rollback in pre-owned activity, demand for engine programs will continue to grow in all segments. Most buyers won’t even look at an aircraft without one,” he concludes.

S/N: TBD. Built in 1984, this is the only F2A variant Tornado aircraft in existence. This unique aircraft is a ‘T-bird’ twin stick variant of the Tornado with full flying controls in both cockpits. The aircraft is decommissioned with weapons systems and radar removed, but otherwise complete. Tornado F2A ZD902 was originally attached to 229 OCU at RAF Coningsby in a training role.
