Lycoming Engines and Airpart Supply Q&A What is Lycoming EIS?

The Lycoming EIS is a drop-in capable replacement for magnetos that provides easy installation and engine startability. Improved reliability in reciprocating engine ignition systems is a key safety enhancement. The Lycoming EIS accomplishes this enhancement by using a solid-state design that has no moving parts and almost completely eliminates scheduled maintenance requirements.

How long will this run if the alternator breaks?

The answer to this question depends on what capacity battery is installed in your aircraft, the health of that battery, and whether you have a back-up battery installed. The EIS has low current draw and a lower voltage shut-off than most avionics packages. The low voltage cut-off is somewhere around 8V, so most aircraft avionics will shut off prior to your EIS. Lycoming does not recommend operating an EIS-equipped aircraft on a jump started or weak battery. We recommend that all recommended battery maintenance be followed in accordance with the manufacturer’s recommendations.

When can I buy Lycoming EIS for my aircraft?

Certified Lycoming EIS is available for a single installation immediately for all Lycoming engine models listed in the current revision of Lycoming Service Instruction 1443. Lycoming is currently working with a well-established STC provider to create the airframe STC required for dual-installation for aftermarket customers. Experimental Lycoming EIS is available immediately for all experimental Lycoming engines, in both single or dual installation. Review the current revision of Lycoming Service Instruction 1443 or contact Lycoming to determine the appropriate EIS part number for your installation.

Does Lycoming EIS provide cost savings to customers?

For someone who is operating magnetos in general, the cost of operating and maintaining one magneto until TBO is approximately $3,000-3,500. When you replace it with EIS you virtually eliminate those maintenance costs. Therefore, by switching to a dual Lycoming EIS, you can eliminate nearly $6,000-7,000 in costs through TBO. Fleets also have an opportunity for cost savings by switching to Lycoming EIS. Fleet operators can investigate how much they are spending on magneto maintenance, as there is a good chance that moving to EIS could save them significantly in maintenance costs. Additionally, the cost for a Lycoming EIS is competitive in price with options already available on the market.

What is the ‘myth’ about Lycoming Factory Engine? The myth is there will be chargebacks once the core engine has been inspected at the factory. This cannot be further from the truth. In fact, so long as the likemodel, operating core engine follows the policy outlined in Lycoming SL250A, there will be no penalties or chargebacks.

What does it mean to get a Rebuilt Engine?

Get an absolute zero-time since new engine from the Lycoming factory; only the original engine manufacturer can rebuild your engine to meet the exact, new engine specifications that a rebuilt engine requires. Lycoming rebuilt engines are built on the same assembly line as new and overhauled engines, following the same quality processes and manufacturing standards. Rebuilt engines carry a two-year warranty or to full TBO listed in Lycoming Service Instruction 1009, whichever occurs first.

What does it mean to get an Overhauled Engine?

A Lycoming overhauled engine puts you back in flight in no time. Exchange your like-model complete operating engine with no chargebacks and update to the most current features and parts backed by a Lycoming warranty. Factory overhauled engines carry a 1-year warranty or to full TBO listed in Lycoming Service Instruction 1009, whichever occurs first.

Difference between Field Overhaul and Factory Overhaul?

A Factory Overhaul is always built with 100 percent genuine Lycoming parts whereas this is not always the case with a Field Overhaul. Genuine Lycoming roller tappet technology upgrades are offered at no additional cost with a Factory Engine. Crankcase and crankshaft replacements, if unserviceable, are also done at no additional cost. A Field Overhaul will require additional payment for updating roller tappet technology and crankcase and crankshaft repairs. In additions, a Factory Overhaul come with a one-year limited warranty, while a Field Overhaul typically comes with a six-month warranty. The Lycoming Standard has been in the making since 1929, when Lycoming began producing piston aviation engines and parts from its factory in Williamsport, Pennsylvania. This standard can be experienced by using genuine Lycoming parts and genuine Lycoming engines. Because an engine is the sum of its parts, and genuine Lycoming parts make all the difference. Nicholson McLaren Makes Inroads Into Chinese Market UK-based engineering specialist Nicholson McLaren Aviation has signed a Memorandum of Understanding (MOU) with Sichuan Fanmei General Aviation Group of China which will see them work together as the Chinese GA market expands. This will cover areas such as design, repair and overhaul, and aircraft trading.

Sichuan Fanmei General Aviation Group and Nicholson McLaren Aviation started to discuss potential collaboration in November 2018. In October 2019, John Waghorn, director of Nicholson McLaren Aviation, and the company’s senior management team, visited Fanmei in Chengdu and both sides expressed the intention for cooperation.

Here he chronicles the trip, highlights the importance of trusts when exporting aeroplanes, and lets us know his favourite aeroplanes! How long have you been a pilot? What made you decide to become one? I have been flying since 1974 – 46 years. It all started when my boss paid for me to take a pilot familiarisation flight at the local flight school. I was instantly hooked. What do you like best about flying?

The freedom to explore the world. I have been fortunate to fly in and between many countries around the world and experiencing those cultures and different rules has been fascinating. What do you do for a living?

I am an aerospace engineer and experimental test pilot. I manage airplane modification flight test programmes for my clients. It is the best job in the world as I get to fly some really cool airplanes. Can you tell us about the aircraft on this trip?

I was hired as a pilot to ferry the airplane for the new owner. He bought it to be used in his air charter operation in Germany. It is an MU-2B marquise airplane. I am proud to be a member of the Mitsubishi factory support team. Will you share the story of how you flew the plane from South Carolina to Germany, just in time for the global lockdown?

We left Thursday morning, from Aiken, South Carolina. Our next stop was Bangor, Maine for outgoing customs clearance. This was required as the airplane was being permanently exported to Germany. After refueling we were off to our next stop in Goose Bay, Labrador for an overnight. It was cold, windy and stormy, with no hangar space. We had to use the airplane covers I brought along to keep the snow and ice off the wings. An early morning start and we were airborne to Narsarsuaq, Greenland, our next fuel stop. The weather was perfect for the arrival after the first ocean leg of the trip, and we flew up the fjord below the cliff tops – one of the most beautiful flights I have ever had. 18 TURBINE BUYER EUROPE JANUARY 2021

Next, off to Reykjavik, Iceland for an overnight. Ready for another early morning start but the airplane did not cooperate. No flap extension that morning. Fortunately I am also an A&P mechanic, so with loaned tools from a local mechanic and telephone tech help from a colleague at an MU-2 service center in Tulsa, I was able to get the problem fixed with only a half day delay. Off again on the next leg to Wick, Scotland. Another overnight, as we landed about 30 minutes before the airport closed for the night. My friends at the FBO in Wick had also arranged for us to pick up a few bottles of the local Single Malt, and a nice local hotel for us to stay. Another early morning, and we were off to Erfurt–Weimar Airport in Germany, our final destination. Did the lockdown have any effects on you or your trip?

We left Thursday morning – but on Wednesday the night before, the President closed down all air travel from Europe to the US because of Covid-19.

I was not sure how I would return home, but I had contracted to do this flight and knew I would find a way to return. When we landed in Iceland (we had just been in Narsarsaraq Greenland to refuel) the FBO indicated that a few hours ago Greenland had closed its airspace to all foreign airplanes because of Covid-19.

When when we landed in Germany the next day, the customs officer informed us that Germany had closed all its land borders to travel because of Covid 19. So, we were lucky. I had planned to visit some good friends in Berlin prior to returning home, so I did that, originally planning to return home on Thursday. I visited all my friends that I could, and so decided that instead I would fly home on Wednesday. That turned out to be fortunate as I was on the last non-stop United flight from Berlin to Newark. After that United stopped all their flights to and from Berlin. The world literally closed down behind me this whole trip.

What is your dream plane?

#1 My Christen Eagle: This is an experimental homebuilt airplane. It is fully aerobatic with full inverted systems, capable of pulling up to +7G and -5G in aerobatic manoeuvres. For me the airplane fulfills several important roles. Its primary role is a keep me alive training tool. As an engineering test pilot, I need to be ready for any eventuality. Sometimes when testing an airplane, they do not do what you expect. At times like that it is vital to understand what to do without thinking about it. Flying aerobatics helps with that training reinforcement roll. I can truly say that I know what to do when an airplane is upside down, in a fully developed inverted stall, in a spin, inverted or right side up, while tumbling, etc. etc., as that is what I practice when I fly this bird.

So far it has worked, as I have successfully recovered from two unanticipated airplane upsets during test flights of new airplanes. Secondly, this airplane is a pleasure to fly. The control harmony is almost perfect, and the airplane teaches me something every time I fly it. I have been fortunate to own two of these wonderful birds over the years.

#2 The MU-2: Well, I do not own a MU-2. ….. YET!!! I keep trying to justify one, but my CEO (translation, Wife Roberta) keeps reminding me of practical roadblocks to this. But, I am fortunate to fly these wonderful birds on a somewhat regular basis as part of the work I do for Mitsubishi, and it was one of these great birds that is the subject of this article.

I am part of the airplane product support team, assisting with engineering evaluations, test flying, product improvement developments for the airplane, FAA liaison support, as well as having hosted several pilot safety webinars on behalf of Mitsubishi focusing on the MU-2.

What has been your favourite trip? And what would be your dream trip?

There have been so many. Our Honeymoon to the Bahamas in a Cessna 210. An Alaska vacation in a King Air 90. Exporting a Husky and a Pitts to New Zealand, and then I got to go there to reassemble them and had to test fly both of them. Flying in New Zealand is fabulous. Same as a trip to Indonesia exporting a Pitts. Managing a major airplane modification programme on a pair of King Air 350s in Berlin, Germany. I could go on. The one I am on at the time is always my new favourite trip. It is so amazing what airplanes allow us to do, and I am so lucky that I can fly these great inventions. Please share a little more about yourself: your family, where you live, what you do for fun.

My wife Roberta and I have been married for almost 40 years, and we are also partners in several businesses. We live in Lawrence, Kansas, but we both grew up in Winnipeg, Canada. We both enjoy travelling, hiking, snow skiing, and most outdoor activities. I was raised by German parents and speak German as well as English. This has allowed me wonderful opportunities to work all over the world, as knowing more than one language helps you even when you do not know the local language. We both love to travel and have been on all the world’s continents. What I always tell young kids, “pick something that you love as a career choice, then you will never work a day in your life. But that comes with a proviso - it doesn’t mean that you won’t work hard, you will work even harder”. I have been one of the lucky ones, as I have never worked a day in my life, I play, and people pay me to do that. It doesn’t get any better that that, and I am able to share it with my wonderful wife Roberta. Why, and when, was the MU-2 registered in trust?

The MU-2 is truly a remarkable airplane, and I am proud to be part of the team that has received the highest product support ratings among all jets and turboprops both new and old by Aviation International News repeatedly over many years.

When you are exporting airplanes, trusts are so important. They significantly simplify the export logistics, issues of ownership, registration etc. Trusts allow the new non-US owner to take possession of the airplane, fly it home, and then deal with the import requirements at home on their local turf where they know the rules, the people, and the process to have the airplane properly imported and registered. This airplane was registered under trust in March 2020, specifically to accomplish that goal. I have managed many of these transactions, and a good trust company is a good ally to have for this process.

I fly primarily for work but because I love to fly it is always a pleasure. My wife of almost 40 years (she is also my business partner) and I often travel in the airplane together and the airplane allows us to do this safely and as it turns out also properly socially distanced and isolated even in this crazy Covid world. Much safer than the airlines.

Police Aviation: How Aerial Work Aviation Protects and Serves from the Sky

Police Aviation is a far cry from Police Aviation 30 years ago. So, what does it look like today?

When most people think of Police Aviation, what comes to mind is a low-flying General Aviation (GA) aircraft with a volunteer pilot equipped with binoculars and operating a simple police band-radio calling out traffic reports. Today, many people, including law enforcement officers themselves, will be surprised to learn that Police Aviation operates an impressive array of leading-edge aircraft and sophisticated equipment. They fly critical and highly specialised airborne law enforcement missions every day around the world, and even over your backyard.

What is Police Aviation?

Police Aviation is the use of aircraft in law enforcement operations to bring peace and order to every community, from national agencies conducting border control to small cities managing urban harmony. Police agencies commonly use aircraft for public order incidents, large-scale public events, and many more specialised tasks, for example as a “Force Multiplier”. However, the primary role of Police Aviation units is to support and supplement ground law-enforcement personnel or other public safety units. Traditionally, and

currently, they employ rotary-wing, fixed-wing, and even lighter-than-air aircraft to accomplish their missions. With the introduction of unmanned aerial systems (UAS), Police Aviation has expanded tenfold and is innovating daily into new roles within traditional police and lawenforcement operations.

What does Police Aviation do?

cover distances faster and over impassible areas – and can often be first on the scene. Additionally, they provide a more significant visual range, allowing ground officers to keep a distance from dangerous situations or provide a better perspective of a critical investigation. Plus, visible patrolling police aircraft in the sky are a significant deterrent force regarding people with bad intentions, i.e., the “I See You” factor. From a tactical point of view, when it comes to specific missions or operations that Police Aviation conducts, it spans over a wide range of duties, from dull or routine, to dirty and dangerous. Nevertheless, the main emphasis continues to be on traffic surveillance, aerial patrol, and search and rescue activities. However, other types of applications are becoming increasingly relevant and essential in Police Aviation. These growing mission areas include night patrols for crime prevention, narcotics detection, covert surveillance, prisoner transportation, emergency air ambulance/vital cargo transportation, firefighting, and more.

What Types of Aircraft & Kit Does Police Aviation Use?

As mentioned before, Police Aviation boasts an array of fixed-wing, rotor-wing, and UAV aircraft, along with specialised kit, in its operations to maintain law and order from the sky. Each performs a variety of missions or is configured for a single operation. The specifics are:

Rotary-Wing Aircraft

The most common and heavily used platform in Police Aviation is rotary-wing aircraft. Within this category, the helicopter is by far the mainstay. However, other types of rotary-wing aircraft, such as autogyros, are also operated in limited numbers.

Helicopters

Again, the helicopter is probably the number one platform purchased and operated by law enforcement organisations worldwide. Most air units operate mediumlift aircraft followed by light-lift platforms like the Robinson R44. Gyrocopters (Gyroplane, Autogyro)

Gyrocopters are used in limited numbers because of performance factors, i.e., they can’t hover and must stay in forward flight much like a fixed-wing aircraft. However, they provide a low-cost alternative for delivering a useful human “Eye in the Sky” solution for police agencies with limited funds, because of their simplicity.

Fixed-Wing Aircraft

Notwithstanding the fact helicopters dominate Police Aviation, some law enforcement units also rely on fixedwing aircraft. The use of fixed-wing aircraft allows for longer flight times and incurs lower running operating costs regarding ROI (Return-on-Investment) when it comes to specific operations. Some of the operational applications fix-wing aircraft are best suited for are long-distance remote rural patrols, high and quiet surveillance operations, and transporting both police personnel and prisoners. Based on this, you’ll see law enforcement agencies with a broad geographic jurisdiction or investigative mission utilise fixed-wing aircraft. Unmanned Aircraft

Without saying, more and more law enforcement organisations around the world are enhancing their “air component” by integrating unmanned aerial systems (UAS)/drones into their every-day “on-the-ground and atthe-scene” peace and order operations. Additionally, with the unique flying capabilities of UAVs, new and innovative usages have provided police organisations with the means to expand beyond traditional Police Aviation “stand-off” task to “closequarter” operations. Because of this, they have enhanced or improved routine police operations in a cost-effective way, e.g., accident reconstruction, crime-scene photography and reconstruction, investigating armed and dangerous suspects in confined spaces, or searching for missing persons. Like manned aircraft, police and law enforcement UAVs use the full spectrum of engine types (including electric). As of today, most Police Aviation unmanned aircraft operations utilise small, commercial-grade rotary-wing platforms, followed by small commercial-grade fixedwing, and medium-size commercial lighter-than-air (LTA), platforms. Specialised Systems & Equipment

Police Aviation has come a long way from only utilising the Mk-1 eyeball for conducting visual observations from an aircraft. Today, many Air Units use various leading-edge technologies to enhance both man and machine effectiveness. Many law-enforcement aircraft can technically convert their systems to perform multiple functions or missions within minutes because of technology miniaturisation and better multi-mission aircraft modification designs. Regarding specific kits, today’s police aircraft routinely include the following systems and equipment: night vision gear, EO/IR sensors, radar, data link systems, loudspeakers, tear gas dispensers, searchlights, winches, rescue equipment, augmented reality navigation systems, and more.

Who are the Men & Women that Serve the Public from the Sky?

When it comes to Police Aviation, you will come across an extraordinarily unique group of people who have gone beyond the standard Police Officer role. These special aerial public safety servants extend their physical safety to protect and serve by adding the risk of flying to their already dangerous job. So, who are these Aerial Work public safety officers?

Law Enforcement - Pilot

Most Police and Law Enforcement pilots are sworn officers, constables, and deputies recruited and trained within their respective department or agency. Additionally, many are sent to flight schools to obtain additional ratings and certification that enhance the Air Unit’s expertise. Furthermore, besides spending several years as a groundpatrol officer, many agencies require their pilots to initially qualify as a Police Tactical Flight Officer (see below) to understand the mission from a 360-degree perspective before moving to the pilot position. For both fixed-wing and rotorcraft, many police pilots have a Commercial Pilot Certificate, Instrument Rating, and at least a second-class medical certificate. Additionally, many law enforcement departments and agencies require their pilots to have a minimum of 1000

flight hours or higher with at least 500 Pilot-In-Command (PIC) flight hours in their respective aircraft type and category, and 100 IFR flight hours, before selection and participating in any law enforcement operation.

Law Enforcement - Tactical Flight Officer (TFO)

Like the Law Enforcement Pilot, TFOs are sworn officers, constables, and deputies recruited from within their department or agency to become aircrew members. The TFO executes the law enforcement mission onboard the aircraft, i.e., the “Mission Commander”. While the pilot is responsible for the aircraft’s safe operation, the TFO is the critical crewmember who links with ground units and coordinates with other public safety command centres at the same time. Besides managing air-to-ground communications, TFOs also manage or operate the vast array of specialised systems and capabilities onboard the aircraft.

Law Enforcement - UAS/Drone Operator

As the new member of the Police Aviation community, the Law Enforcement UAS or Drone Operator role and responsibilities are expanding and developing daily. As mentioned before, because the unmanned aircraft sector of aviation (especially in the Aerial Work aviation sector) is in a fast-paced evolution/unregulated mode regarding aerial robotics, operator training, qualifications, and operating standards are mostly “home grown” within individual agencies. However, the current trend is that nearly all law enforcement UAS/Drone Operators are patrol or ground officers operating from ground units. Most officers obtain a remote pilot or operator certificate/licence from their respective national civil aviation authority. To missionqualify, officers often obtain either “in house” training or attend “one-off” specialised training offered by commercial training firms or public safety non-profit organisations. Like the TFO and within a smaller airspace bubble, the law enforcement UAS/Drone Operator operates various sensors and communication systems to provide the same tactical support that a manned aircraft would provide.

Training and Qualifications

Besides the specific professional education or training of each crewmember (Pilot, TFO, and UAS/Drone Operator), many receive additional training related to flying and managing law enforcement operations. At a minimum, the type of specialised police and law-enforcement training these crewmembers receive are: Basic Training • Basic Peace Officer/Constable training (to include laws and public policy) • Aviation airmanship, navigation, and communication (to include aviation regulations) • Ground and air technical equipment • Ground and air safety & emergency procedures • Crew resource management (CRM) Specialised Training • General Police Aviation Tactics, Techniques and Procedures (TTP) • Crowd Management • Fleeing Suspect Pursuit • Crime / Accident Investigation • Crime / Fire Surveillance • Search and Rescue

Summary

So, as you can see, Police Aviation is more than a General Aviation aircraft with a non-sworn officer helping law enforcement units on the ground, but a specialised and disciplined law enforcement force in the sky. Police Aviation is not only concerned with traffic control, but also emergency response, SAR, criminal investigations, pursuits, and more. AIRBUS Light Twins Dominate European Police Market Airbus Helicopters’ H135 and H145 aircraft have had huge success in the global, European and UK law enforcement markets, establishing a 30% market share worldwide over the last ten years. In the UK the company provides the entire rotary fleet of the National Police Aviation Service (NPAS) which operates 15 EC35s and four EC145s, undertaking some 20,000 missions per year on behalf of 43 individual police forces. Due to European public transport regulations twinengine helicopters are required for police work across the continent, making the twin-engine H135 and H145 Airbus’ primary products in the market, whereas in the USA singles such as the H125 Squirrel are also used. Globally the Airbus light-twins hold a 60% market share. The NPAS machines are among the most intensively used helicopters in the world and its fleet includes five of the world’s ten highest time EC135s, including the four highest of all – with one surpassing 17,500 hours. It is common for these aircraft to top 100 hours per month. Separately in 2014 the company won the support and maintenance contract for the NPAS fleet which was renewed for another five years in 2019. Airbus deploys seven field engineers to care for the helicopters at the 14 operating bases. The Police Service of Northern Ireland also operates two EC145s and an EC135 independently from NPAS, and Babock flies an EC135 for Police Scotland – meaning that the UK’s entire police helicopter fleet comes from the Airbus stable. The on-board equipment itself has been continually upgraded over the years but an even more significant enhancement is now available in the shape of the new, five-bladed H145 with its 150kg of additional useful load. The increased performance can also translate into longer endurance or range. The H135 too is now offered with an optional increased gross weight of 3100kg (up from 2980kg) which was certified for customer operation earlier this year.

Robinson R66 Fuel-Flow STC Shadin Avionics recently introduced a Fuel-Flow Management STC for the Robinson R66 Helicopter. The company developed a system to enable fuelflow data to be displayed on Garmin GNS and GTN Series Navigators via an interface with the Shadin RemoteFlo fuel computer. This enhances safety awareness and can reduce operating costs as pilots can see their estimated fuel at destination, fuel reserve and fuel remaining. The RemoteFlo is the newest product in Shadin Avionics’ digital fuel-flow product line, and eliminates the need for an additional cockpit indicator.

WILCO Shows ‘Can-Do’ for Worldwide GA Spares Supply Wilco, Inc. was founded in October 1953 as a distributor for military surplus aircraft hardware. Since our inception, the company has been owned by the same family and is currently owned by the children of the founder. The company is run and staffed by a group of talented individuals with decades of experience in the aircraft and steel industries. Over the years, Wilco has added several product lines as a distributor as well as a distributor of Aircraft Quality 4130 Steel Sheet and Plate, while moving away from the surplus hardware heritage.

Wilco has also been instrumental in developing STCs using the products of Concorde Battery (10 STCs and over 50+ different aircraft models) and Whelen Engineering (2 STCs and 50+ different aircraft models and growing), as well as developing our own STCs that add safety in the way of Landing Gear Inspection Mirrors for the Cessna Single Retracts and adding comfort by way of an STC that allows for installation of metal Wemac-style vents for all six positions for the Cessna 210 models.

Our philosophy is to distribute the best-valued product line within each area of the General Aviation market, and so we stock and are experts in Concorde Batteries, Lamar Technologies, LP Aero Plastics, PM Research, Rapco (brakes, filters and vacuum pumps), Rapco Fleet Support (Corporate Brakes and Fuel Pump Overhauls) and Whelen Aerospace Technologies. We are also distributors of Wera Tools and Sturtevant-Richmont torque wrenches and screwdrivers. All of our 4130 steel is DFARS compliant and comes from US mills, and is available in 18”x 72” and 36”x 72” sheets (or can be cut into sizes from there). With office and warehouse space of more than 26,000 sq.ft. (2400+ sq.m) and almost 500,000 lbs of steel on the floor at any given time, we are ready and able to quickly ship from stock in most instances. We are open Monday – Friday from 0800 to 1700 US Central Time and available to you 24 hours a day for AOG service (at a nominal fee).
