county planning and development, preprimary education, village polytechnics, home craft centers and early childhood education, environmental conservation, public works, and local community public participation. the county is mandated to provide the following services: solid waste dumpsites, street lighting, public housing, office and shop rental, hospitals, preschools, vocational schools, sport stadium, game-park, and markets, per the urban areas and Cities act 2019 (uaC 2019) and County governments act (Cga 2012).

Kajiado County has a 2,344-kilometer road network, of which only 300 kilometers are tarmac. during rainy seasons, most roads become impassable, which increases the cost of doing business. the county’s rapid growth rate (5.5 percent against the national average of 2.9 percent) combined with rapid urbanization stimulates strong and growing demand for urban services (Kajiado County 2018a). there is a growing gap between demand and the poor and inadequate infrastructure, especially in water supply, electricity, and telecommunication services. Health care facilities in Kajiado include Kajiado district Hospital, Loitokitok district Hospital, nairobi Women’s Hospital (Kitengela), namanga Hospital, and ngong sub-district Hospital. However, there is a severe shortage of health facilities; the average distance to a health facility is 14 kilometers, so access to health care remains low.
