mmigrants living in the United States are eligible for unemployment benefits. But as the health and economic impacts of the coronavirus spread across the country, many are reportedly afraid to file for unemployment and other government benefits. Much of this fear stems from the Trump administration’s public charge rule. The public charge rule makes it harder for people of limited means to qualify for a visa or green card.

Thankfully, many of these fears are unfounded. However, the climate of fear created by the public charge rule has hampered efforts to respond to the novel

Do people with Green Cards need to worry about using government services due to the coronavirus?

No. The current public charge rule applies to people already in the United States who are seeking to obtain a Green Card, as well as those in another country seeking a visa to come to the U.S. The new rule also requires those seeking to extend or change their nonimmigrant status to submit information on public benefits use. CARIBBEAN SPECIAL REPORT PAHO Director Calls for Protection of Healthcare Workers Amid Pandemic ASHINGTON: Warning that cases of novel Coronavirus (COVID-19) have doubled in a week in the Americas, Pan American Health Organization (PAHO) Director Dr Carissa Etienne has urged countries to take measures that protect health care workers to ensure they have access to the personal protective equipment and supplies they need to care for patients affected by the disease. “ Shortages of the most basic protective equipment leave doctors, nurses and other frontline workers dangerously vulnerable as they care for COVID-19 patients,” Dr Etienne said in a press briefing on World Health Day. Through April 6, 384,435 confirmed cases of COVID-19 have been reported in the Americas, and 11,270 people have lost their lives.

“In just seven days, we witnessed cases and deaths more than double in our region. The pandemic is accelerating rapidly, and I urge governments to prepare and respond at the same speed,” the PAHO Director said.

Dr Etienne urged countries to follow PAHO guidelines and recommendations including social distancing measures to lessen the burden on health systems.

“All of us need to be prepared for more difficult weeks ahead,” she said.

“A pandemic like COVID-19 would overwhelm any health system, but its impact on those without sufficient health workers will be devastating. Limited supplies of gloves, medical masks, respirators, goggles and gowns can lead to a

wave of preventable infections among health workers.

“Countries must work together to ensure that supply chains are able to deliver protective equipment to the hospitals and health centers who need it most. Solidarity and coordination among countries will be essential to ensure we make the most of the limited supplies available,” she added.

Dr Etienne said this is a time to acknowledge and celebrate doctors, nurses, midwives and the many other people working to keep communities healthy.

“Our health workers deserve our recognition, our praise and our gratitude.

Above all, they deserve to be able to protect themselves while they do their jobs,” she said, as she also stressed that “now is not the time to hoard and stockpile”.

“It is a time for easing export restrictions and embracing flexible regulations that enable access in the places that will

be hardest hit in the next few weeks.

Governments and the private sector should also seek innovative solutions to boost production and repurpose industrial capacity to expand supplies,” she said.

“We must also care for our health workers through support networks that allow them to preserve their mental and physical health. We must celebrate them for the heroes they are and protect them from stigma. We should encourage and admire our health workers, not fear and disrespect them.”

In addition to developing technical guidelines, PAHO has trained national staff on the reorganization of health services and has also advised countries regarding stocks of medical supplies and personal protection equipment (PPEs). It has supported countries to obtain shipments of PPEs to 35 countries and 1 territory, and COVID test kits to 25 countries, among other actions. l

Jamaican-American Children Make Masks for Healthcare Workers in the USA

hree Jamaican-American children in South Florida, Simone, Stephanie, and Sean Tracey, have answered the call to service during the COVID-19 pandemic by making protective masks for healthcare workers. Their efforts are helping those in Jamaica and reaching across the ocean to provide assistance for healthcare professionals in the U.S. “I am a firm believer in succession planning, which is the idea that we are charged with teaching and passing on our skills to the next generation,” said the children’s mother, Jamaican Lorraine Tracey. “My mother taught me how to sew when I was a young girl and I passed on the skills to my daughters, as well. I had no idea that this basic skill would help us fill a need during a crisis such as the COVID-19 pandemic.”

The youngsters have made 243 protective cloth masks designed to be worn over N-95 grade masks. The cloth masks can be changed as frequently as needed, washed, and used again to help preserve the high-grade N-95 masks that are essential for healthcare workers.

The children have a large extended family comprised of physicians, LPNs, and RNs and the project originally began as a way to provide protection for family members. Lorraine Tracy is a professor that teaches nursing students and when her children learned about the shortage of personal protective equipment (PPE), they responded to a

family legacy of service to help those in need.

The Tracy youngsters are creating the masks under the auspices of the Legacy Learning Foundation that’s dedicated to making a difference in the lives of people from newborns to the elderly. They’re part of a group effort that includes children and adults in Florida, New York, and Jamaica. They’ve overcome numerous obstacles, including a shortage of fabric, elastic, and the logistics of delivery while maintaining social distancing.

The mask creators have received the heartfelt thanks and acclaim from grateful healthcare workers that have been putting their own health at risk due to a shortage of PPEs to help victims of COVID-19. The mask project is just one way that multiple generations of Jamaicans are rising to serve humankind as they’ve done numerous times throughout history.l

Bernie Sanders Suspends Presidential Campaign

BY BBC.COM he development clears the way for former vice-president Joe Biden to become the Democratic party's nominee.

Sanders, 78, told his campaign staff about his decision on a conference call on Wednesday before addressing his supporters online.

A self-described Democratic socialist, Sanders found early success making healthcare and working-class issues a key part of his election platform.

For a long-time the front-runner, he has slipped behind Biden in the party's primaries in recent weeks.

Sanders had pursued the presidential nomination before, losing out in 2016 to Hillary Clinton.

In recent weeks, Sanders had been hosting campaign events through online live streams due to health concerns from the Covid-19 outbreak.

Among the most left-leaning candidates during this year's election cycle, the Vermont Senator campaigned on policies including healthcare for all, free public college, raising taxes on the wealthy and increasing minimum wage.

While Sanders saw support from younger voters, he failed to win key AfricanAmerican voters across the southern states in the Democratic primary elections.

What did he say?

Sanders told supporters in a live stream that the decision to end his campaign was "very difficult and painful," and acknowledged some of his supporters would have wished him to fight until the last state contest.

"If I believed we had a feasible path to the nomination, I would certainly continue," he said.

Sanders added that the campaign has "transformed American consciousness as to what kind of nation we can become and have taken this country a major step forward in the never-ending struggle for economic justice, social justice, racial justice and environmental justice".

"Please also appreciate that not only are we winning the struggle ideologically, we are also winning it generationally."

Sanders noted that across the country, his campaign received "a significant majority of the votes...from people not only 30 years or younger, but 50 years or younger".

"The future of this country is with our ideas."

Sanders also congratulated Biden, and said that he will work with him to "move our progressive ideas forward".

The senator added that he will still be on ballots in states that have yet to vote in the Democratic primary elections, in order to gather delegates and influence the party's general election platform at the convention.

"Together, standing united, we will go forward to defeat Donald Trump, the most dangerous president in modern American history."

A significant achievement There will be no repeat of the 2016 campaign for Bernie Sanders. No long fight through all the Democratic primaries, up until the eve of the national convention.

Instead, his second presidential bid ends in early April, with a modest announcement from his home in Vermont, a reflection of a campaign season turned on its head by the coronavirus pandemic. Any hope of a miracle comeback was ended by delayed primaries and the cancellation of all public events.

Sanders came close to winning the prize this time around. After his surprisingly large victory in the Nevada caucuses, he seemed to have the organization, money and momentum to allow him to break away from the pack. That he didn't

will be the subject of what-ifs and second-guessing for years to come.

The Sanders faithful can console themselves with the fact that his two presidential campaigns succeeded in pushing the party to the left on issues like universal healthcare, the environment and free college education.

Although at 78 years old his time as a public figure may be drawing to a close, the movement Sanders created - of progressives unafraid to embrace ambitious government programmes even with a "socialist" label - will carry on.

"Our movement has won the ideological struggle," he said on Wednesday. It's not the presidency, but it is still a significant achievement.

What's the reaction?

Biden tweeted shortly after Mr Sanders' live stream concluded: "I know Bernie well. He's a good man, a great leader and one of the most powerful voices for change in our country."

The former vice-president added in a statement that he was "grateful" to Mr Sanders for putting America's interest above all else and said he would be reaching out. " You will be heard by me. As you say: Not me, Us," Biden said. "To your supporters I make the same commitment: I see you, I hear you, and I understand the urgency of what it is we have to get done in this country. I hope you will join us.

You are more than welcome. You're needed."

Massachusetts Senator Elizabeth Warren, a fellow left-leaning Democrat and former presidential hopeful, also thanked Sanders "for fighting so relentlessly for America's working families during this campaign".

In his response, President Donald Trump said Sanders would have won more states if not for Warren's participation in the primary elections, and suggested the Democratic National Committee did not want him to be the nominee.

Officials Urge Cuomo, de Blasio to Act On ‘Uneven’ COVID-19 Death Toll

R

esponding to signs that coronavirus is exacting an outsize toll on black and Latino New Yorkers, elected officials are stepping up pressure on Mayor Bill de Blasio and Gov. Andrew Cuomo to disclose details — and act.

On Monday, 10 South Bronx elected officials asked Cuomo to immediately open a multipurpose medical facility at the Harlem River Yards, a waterfront site owned by the state.

Their letter cites THE CITY’s report on an outsize death toll from the Bronx, using city Health Department statistics.

As of last Friday, Bronx residents were twice as likely to die of coronavirus as New York City residents as a whole.

The officials, among them veteran Rep. José Serrano, asked Cuomo to establish a rapid testing facility, field hospital, and temporary barracks for medical personnel on the property, currently leased to the Schenectady-based Galesi Group.

“If New York State can not accommodate this request, we ask that you convey the rationale as to why and that you request assistance from the federal government to activate this proposal,” they wrote.

“We fear that a lack of adequate

response to COVID-19 in our community will lead to a record number of deaths associated with New York City’s most vulnerable and even further health disparities.”

And it appears the outbreak may be growing increasingly deadly. Not only does The Bronx have the highest number of fatalities as a share of its population of any borough — its death rate is also growing the fastest, THE CITY’s analysis of city Health Department data suggests.

In the Bronx, about 84% of residents are black, Latino or mixed race, Census data show, compared with 39% in Manhattan, the borough with the lowest death rate.

The governor’s office did not immediately respond to THE CITY’s request for comment, nor did the Galesi Group.

“The response I have gotten so far is ‘We will look into what could be possible,’” said Assemblymember Michael Blake (D-The Bronx). “We don’t need people to keep looking into what is possible, we need action.”

‘Affects Us Unevenly’ As of Monday, 679 Bronx residents had been confirmed dead from the virus, according to city health officials, out of a total citywide death toll of 3,202.

illnesses, like asthma, in the borough.

Some officials say lack of testing for the virus in high-risk Bronx neighborhoods may also be to blame.

“COVID-19 affects all of us, to be sure, but it affects us unevenly,” said Bronx Councilmember Ritchie Torres during a Tuesday interview with WNYC’s Brian Lehrer. “Communities of color are the hardest hit. The lowest income communities are the hardest hit. Apart from age, the single greatest risk factor for COVID19 mortality seems to be racially concentrated poverty.”

Concerns about disparate racial impact have resonated beyond the Bronx In other large locales, demographic data

has shown that low-income and black and Latino communities are being disproportionately affected: In Chicago, for example, 61 of the 86 deceased — 70% — were black, NPR affiliate WBEZ reported Sunday. Black residents make up less than one-third of Chicago’s population.

In Louisiana, around 70% of the dead are black, the state’s department of health reports, while roughly 33% of the state is black. About 4-in-10 of those dead in Michigan are black, Michigan Radio reports, though 12% of the state is black.

Yet New York City has not yet disclosed the race of those infected or dead, despite steady demands from reporters and officials.

Safety Tips for Essential Workers Who Have Loved Ones at Home with Dementia-Related Illnesses

E

very day, there are men and women leaving their homes to provide essential services during the coronavirus pandemic, putting themselves at risk to do their jobs. For those who also live with someone who has Alzheimer’s disease, the Alzheimer’s Foundation of America (AFA) is offering tips on steps these workers should take when they return home to help protect their loved one.

“Essential workers, from healthcare professionals to first responders to grocery clerks, don’t have the option of working from home and are selflessly serving our communities. If a frontline worker has another essential job of caring for a family member with Alzheimer’s disease, it’s important to take precautions when they get home from work to protect their loved one from exposure to the coronavirus,” said Charles J. Fuschillo, Jr., AFA’s President & CEO. “Because Alzheimer’s impacts memory, someone living with it may not be able to remember things like social distancing, washing hands and being mindful of what they’re touching. They also may not remember that there is an outbreak or that their loved one’s job puts them at greater risk of exposure, making it crucial for the caregiver to be an added

line of defense.”

AFA offers the following tips: • Leave what you can at work. To the best extent possible, don’t bring protective gear such as masks, gloves or gowns into your home. Leave these items at work (and if they need to be disposed of after use, dispose of them safely at work).

• Empty your pockets. Before going into the house, empty your pockets and leave whatever you can either at work or in your car (i.e. pens, loose change). For items that you need to bring inside with you (i.e. cell phone, wallet, keys), wipe

them down as soon as you get home.

• Keep your distance. Wash your hands immediately and sanitize any items you touched (doorknob, countertop, etc.).

Before approaching family or sitting down, remove the clothes you wore at work and leave them in a laundry room or basket ready for the laundromat. As best you can, keep them out of reach or inaccessible to the person with Alzheimer’s, as they may not know or remember not to touch these items.

• Have family time with peace of mind.

Social stimulation and engagement are very important for someone with Alzheimer’s disease. Spend time talking with your loved one and/or do a favorite activity together. Something as simple as listening to the person’s favorite music together can help improve mood, stimulate the brain and strengthen the bond between you. l

• Clean up. Take a hot shower using plenty of soap and shampoo. Do not touch or come in contact with the person

their diminished financial wellbeing counted against them if they apply for a green card in the future or are forced to rely on public benefits to survive.

However, USCIS has indicated that individuals in that situation should provide additional evidence along with their application for a green card. They can explain that the hardship was due to COVID-19.

The agency says it will “take all such evidence into consideration in the totality of the [immigrant’s] circumstances,” indicating that they will likely provide leeway in that event.

This means that lawful permanent residents—those who already have green cards—do not need to worry about triggering the harsh effects of the public charge rule by using government services during the coronavirus.

Does filing for unemployment put someone at risk under public charge?

No. When the Department of Homeland Security (DHS) published the public charge rule, it made clear that receiving unemployment benefits is not considered to be receiving a “public benefit.” This is because unemployment is an “earned benefit” that workers pay into with their paychecks. This includes Medicare and Social Security.

Not every immigrant laid off due to COVID-19 will be eligible for unemployment. People seeking to file for unemployment generally must be legally authorized to work. Some states extend unemployment benefits to individuals with DACA, while others do not.

Does receiving government support for a coronavirus test put someone at risk under public charge?

No. Guidance posted on the U.S. Citizenship and Immigration Services (USCIS) website says that “USCIS will neither consider testing, treatment, nor preventative care (including vaccines, if a vaccine becomes available) related to COVID-19 as part of a public charge

inadmissibility determination.”

This is true even if someone pays for the treatment through a benefit which would normally count against them. Again, this includes Medicaid.

The rule itself also exempts the use of Medicaid benefits for treatment of an “emergency medical condition.”

Immigrants should not worry about using emergency Medicaid if they become sick with the virus and need treatment.

Could a period of unemployment due to the coronavirus put someone at risk under public charge?

Maybe. The public charge rule operates like a wealth test. Immigrants who are laid off due to the coronavirus could have

How has the public charge rule affected the response to the coronavirus?

When the rule was published, DHS admitted that many eligible immigrants would become afraid to use health benefits out of fear that it might affect their immigration status.

The agency even declared that one likely outcome of the rule was “increased prevalence of communicable diseases” and “worse health outcomes.”

Now is not a time for anyone in American to be afraid to go to a hospital or use vital benefits. Everyone needs resources to stay healthy and help slow the spread of the coronavirus.

That’s why USCIS should take this moment to suspend the public charge rule. The agency should not move forward with a misguided and dangerous wealth test during a pandemic. It should be suspended until the crisis is over.l

A Call for Info On Tuesday, Public Advocate Jumaane Williams and Brooklyn Borough President Eric Adams held a virtual news conference to demand a strategy targeted at aiding people and communities of color.

“Some say ‘Well don’t play the race card,’” Adams said. “No — the card is already played when you look at the map and you see the color that shows where this virus has continued to grow.”

In addition to simply collecting and sharing more demographic detail, the two said during the stream, leadership needs to use that data to adjust the response.

“It’s imperative that we look at the data, we adjust what we’re doing and ensure that the resources will go where the greater need is,” Adams said.

BP Adams Emphasizes Need to #MakeBrooklynCount Amid Low Response

B

rooklyn Borough President Eric Adams and Brooklyn community stakeholders emphasized the importance that all Brooklyn households be responders in the 2020 Census.

Brooklyn’s response rate of 24.3 percent as of Tuesday, March 31st placed Kings County in fifth out of the five boroughs in current responses, with key neighborhoods throughout the borough falling further behind. Tracts in Williamsburg only saw responses of 4.3 percent, 9.8 percent, 12 percent, and 14.7 percent, while other tracts in neighborhoods like Cypress Hills and Brownsville saw response rates of 13.5 percent and 14.2 percent, respectively. April 1st is recognized nationally as Census Day, the representative day when we count all Americans across US communities. The US Census data collected every 10 years is aggregated to inform how we divide billions of government funding and political representation between states, counties, and neighborhoods.

“I’m proud of my family, I’m proud of my neighborhood, I’m proud of being from Brooklyn,” said Borough President Adams. “If we are all proud to be from Brooklyn, then we need to show that with a high Census response rate. In 2010, Brooklyn missed out on millions in funding for our hospitals, schools, and much more since Brooklyn households didn’t respond. Now in 2020, as of today, we’re behind the other four New York City boroughs in our online and phone self-responses. We win by showing we’re present and counted.”

There is no question that the 2020 Census effort in Brooklyn has faced unprecedented challenges due to the outbreak of COVID-19 in the middle of March. “Our community-based organizations, places of worship, schools, housing developments, and local elected officials were planning hundreds of local events in March and April to get the community excited and educated about the Census response process,” commented Pastor Gil Monrose and Linnea Cederberg, leaders of the Brooklyn Complete Count Committee, charged with organizing the borough’s community-based outreach. Those in-person efforts have been put on hold indefinitely.

While social distancing has halted inperson outreach, Brooklyn organizations are creatively galvanizing online outreach instead, with the goal of giving people the key information to complete their Census form in a safe manner from home. For example, text-a-thons using the Hustle platform allow volunteers to text Brooklynites reminding them to fill out the Census form. The NAACP is hosting a virtual Census block party, and Brooklyn Community Services is adding Census education to its wellness checks with clients conducted via phone.

Representative Yvette Clarke commented that, “The Census sits at the heart

of all government activity. We all understand that the public health response to COVID-19 will complicate the task of conducting a complete count during this calendar year. In light of this fact we must collectively choose to do the hard work to meet the moment together or allow this challenge to overtake us all.”

Census expert and Brooklyn Complete Count Committee member Jeff Wice noted, “Brooklyn needs an accurate census count now more than ever. With a current census household response rate of 24.3 percent, Brooklyn has already fallen behind the other boroughs and the state response rate of 31.1 percent. We are not going to have another chance to set the numbers straight for millions of Federal dollars for health care, education, transportation, and so many other critical programs. Let’s make Brooklyn count 100 percent right now!”

Tax Day now July 15: Treasury, IRS Extend Filing Deadline and Federal Tax Payments Regardless of Amount Owed

W

ASHINGTON: The Treasury Department and Internal Revenue Service announced on March 21 that the federal income tax filing due date is automatically extended from April 15, 2020, to July 15, 2020.

Taxpayers can also defer federal income tax payments due on April 15, 2020, to July 15, 2020, without penalties and interest, regardless of the amount owed. This deferment applies to all taxpayers, including individuals, trusts and estates, corporations and other non-corporate tax filers as well as those who pay self-employment tax.

Taxpayers do not need to file any additional forms or call the IRS to qualify for this automatic federal tax filing and payment relief. Individual taxpayers who need additional time to file beyond the July 15 deadline, can request a filing extension by filing Form 4868 through their tax professional, tax software or using the Free File link on IRS.gov.

Businesses who need additional time must file Form 7004.

The IRS urges taxpayers who are due a refund to file as soon as possible. Most tax refunds are still being issued within 21 days.

"Even with the filing deadline extended, we urge taxpayers who are owed refunds to file as soon as possible and file electronically," said IRS Commissioner Chuck Rettig. "Filing electronically with direct deposit is the quickest way to get

refunds. Although we are curtailing some operations during this period, the IRS is continuing with mission-critical operations to support the nation, and that includes accepting tax returns and sending refunds. As a federal agency vital to the overall operations of our country, we ask for your personal support, your understanding – and your patience. I'm incredibly proud of our employees as we

navigate through numerous different challenges in this very rapidly changing environment."

The IRS will continue to monitor issues related to the COVID-19 virus, and updated information will be posted on a special coronavirus page on IRS.gov.

This announcement comes following the President's emergency declaration last week pursuant to the Stafford Act. The Stafford Act is a federal law designed to bring an orderly and systematic means of federal natural disaster and emergency assistance for state and local governments in carrying out their responsibilities to aid citizens. It was enacted in 1988.

n our lives, we are pulled in many directions. We both desire and fear the power of money, and most of us have problems harnessing the positive power of money through regular saving and investing. But that doesn’t have to hold you back.

Here are five things you and your partner can do to foster good money management habits and get your savings on track.

1. Decide together what you want.

Many people live from day to day.

Unfortunately, they also spend from day to day and build no financial nest egg to see them through. To make progress in saving for the future, approach the future one step at a time.

Begin by establishing some short-term financial goals: a vacation next summer, or a new car the year after that.

A desirable short-term goal can be the carrot-on-a-stick encouragement you need to start a savings plan and take additional steps toward financial security.

2. Build for your future together.

As children, we learned about Cinderella, Snow White, and Sleeping Beauty, who were saved from peril by their charming princes and lived happily ever after. As

adults, we all entertain the fantasy of financial rescue at some point in our lives. That’s why lotteries are so compelling, despite the odds.

Although the fantasy of financial rescue is entertaining, it can become a barrier to accomplishment.

Take serious steps toward providing for your own financial future, beginning right now to create goals based on your current income and financial situation.

If your fantasy comes true, so much the better, but if it doesn’t, the two of you will have done what was needed to take care of yourselves financially.

3. Make a financial commitment to each other and your marriage.

Many people tell themselves that they will begin to save when their income

rises, but few ever do. Unless you put yourself first, when you make more, your expenses will inevitably rise to meet your income and nothing will be left for you.

Persuade yourself that you deserve to keep a portion of your income for you and your future. Once you truly believe that, make a commitment to set aside 5 or 10 percent of all the money you receive in a special account that’s just for you.

Just as some people tithe to church or charity, so should you tithe to yourself.

4. Learn about your finances together.

Most people learn little at home or in school about money, investment, and personal finance, and those people rarely seek formal training in finance as adults.

Grenadian Dr Roy A. Hastick, Sr. Passes

renadian Dr. Roy A. Hastick, Sr, who founded the Caribbean American Chamber of Commerce and Industry (CACCI), died on Thursday, April 9, 2020, in a New York Hospital. Hastick passed away from complications of the deadly virus, COVID-19.

Hastick, who is from the parish of St David, migrated to the United States in 1972 and worked for several years as an administrator, community advocate, entrepreneur, and newspaper publisher.

As president and CEO of the CACCI for 30 years, Hastick's Chamber assisted several small businesses.

Beth L. Goldberg, NY District Director of the U.S. Small Business Administration said, "I have personally known Roy for decades, when then Borough President Howard Golden, asked me to help the dashing and quickwitted Roy develop a bi-lateral Chamber of Commerce. Roy was a mentee, a friend, a cheerleader, and a powerhouse in the New York political scene, Washington and the United Nations. I will miss his positive energy, his graciousness and his wisdom. Rest in peace, Roy."

Borough President Eric Adams and his Deputy, Ingrid Lewis-Martin issued a joint statement on Hastick's passing: "It is with profound sadness and a huge sense of loss that we and all of Brooklyn mourn the passing of Dr. Roy A. Hastick, Sr., president and founder of the Caribbean American Chamber of Commerce & Industry (CACCI). Dr. Hastick's longstanding commitment to representing the interests of Caribbean people and business at the Brooklyn, New York City, and New York State levels, and his steadfast endeavors to

strengthen commercial links between the Caribbean and the Diaspora is unparalleled, and will not soon be forgotten. I will cherish the decades-long collaboration and friendship that he and I shared.

Uncle Roy, as we affectionately called him, was a mentor to many of us. He wanted to ensure that we excelled in whatever we did. He wanted Caribbean people to be proud of their heritage and to showcase it.

We must all continue to keep his legacy alive. In February, he told me that we needed to discuss a trip to Guyana, something that he had been asking for many years. My condolences to his wife, Dr. Eda Hastick and his children. May we all remember Uncle Roy with love in our hearts.”

In an interview with a local publication a few years ago, Hastick discussed his vision and legacy. Hastick was looking forward to CACCI creating a Caribbean trade center that would hopefully expand to include affordable housing and a museum/community space for the Caribbean-American community.

Speaking on his legacy, "if there's one thing I want [the next generation] to do is to take advantage of the opportunity that exists in this great land, city, and borough," he said. "We still have a long way to go, making sure not only that Caribbean Americans, but also all of our partners and other organizations in commerce, have an opportunity."

Hastick is survived by his wife Dr. Eda F. Harris-Hastick, four children, and grandchildren. Caribbean American Weekly expresses our sincere condolences to his immediate family, CACCI family, friends, and supporters. May this Caribbean Star rest in peace. l

Coronavirus Relief Package Fails to Provide Aid to Millions of Immigrants, Including Many on the Front Lines

resident Trump signed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) on Friday, March 27. The $2 trillion stimulus package goes a long way to improve our response to the COVID-19 outbreak. But it fails to deliver for millions of immigrants across the country, including first responders who are on the front lines fighting against the virus.

Here’s what you should know about who is excluded from the CARES Act: Many Immigrant Families Won’t Receive Direct Payments Millions of immigrant families across the United States will not benefit from the $2 trillion in COVID-19 relief money con-

tained in the package. It provides direct payments on a sliding scale of up to $1,200 per adult and $500 per child, depending on income and immigration status.

Only those with a Social Security number who have a Green Card or are “resi-

dent aliens” will qualify. This includes people with Deferred Action for Childhood Arrivals (DACA) and Temporary Protected Status (TPS). But many people who meet these prerequisites will still be disqualified from continued on page 2

FY 2021 H-1B Cap Petitions May Be Filed as of April 1

ASHINGTON: U.S. Citizenship and Immigration Services (USCIS) announced that H-1B cap-subject petitions for fiscal year (FY) 2021, including those petitions eligible for the advanced degree exemption, may now be filed with USCIS if based on a valid selected registration.

A petitioner is only eligible to file an FY 2021 H-1B cap-subject petition if they electronically registered the beneficiary in the H-1B registration process and USCIS selected the registration submitted for the beneficiary through the random selection process.

The H-1B electronic registration process was well-received by users, who provided a high satisfaction score with the system. Nearly 275,000 unique registrations were submitted during the initial registration period. Roughly 46% of all registrations were for prospective beneficiaries with U.S. advanced degrees. There were more than 40,000 registration accounts created, and nearly 81% of submitted registrations were for potential beneficiaries from India (67.7%) and China (13.2%). Prior to the launch of the electronic registration system, USCIS conducted robust public outreach to ensure users were equipped to effectively use the new system.

“The new H-1B electronic registration system has been an overall success. As a result of this modernized process, the amount of paper and data exchanged between USCIS and petitioners will dramatically decrease this year,” said USCIS Deputy Director for Policy Joseph Edlow.

“The positive feedback received by users of the H-1B registration system, the limited amount of technical issues experienced during the registration period, and the ability to immediately respond to questions from registrants was the result of a comprehensive effort developed over the course of more than a year. This new registration system is one of many ways USCIS is improving the H-1B program.”

An H-1B cap-subject petition must be properly filed within the period indicated on the relevant registration selection notice. The period for filing the H-1B cap-subject petition will be at least 90 days. Online filing is not available for H1B petitions, so petitioners seeking to file H-1B petitions must do so by paper.

Petitioners must include a printed copy of the applicable registration selection notice with the FY 2021 H-1B cap-subject petition.l

The impact will be significant. Many mixed status families will be disqualified from receiving payments from the government. They can be excluded even if the head of household has status in the United States and is paying taxes.

Recent estimates indicate that 16.7 million people live with at least one unauthorized family member. This includes approximately 5.1 million U.S. citizen children under the age of 18.

While most unauthorized immigrants don’t have valid Social Security numbers, many still pay federal, state, and local income taxes by using an Individual Tax Identifying Number.

An estimated 4.3 million adults and 3.5 million children will be disqualified from direct payments even though they regularly file their taxes and contribute to the tax base.

Many Immigrants Are Excluded from Testing and Treatment Options The CARES Act includes significant increases in funding for COVID-19 testing and treatment. This includes over $1

billion funding for community health centers. Another $100 billion in grants will go toward hospitals and unreimbursed expenses for Medicaid.

Medicaid is a federally funded staterun program that offers health coverage to millions of low-income Americans.

Many people will have to rely on it for COVID-19 testing and treatment. The enrollment requirements are complex.

Very few immigrants qualify under current law.

Unfortunately, the package failed to expand the eligibility criteria. This will continue to disqualify millions of immigrants—including many green card holders, all DACA and TPS beneficiaries, and all unauthorized immigrants—from necessary care. This runs contrary to the advice of public health experts.

Immigrants across the United States will,

however, be able to use their local community health centers for some treatment options.

The Relief Package’s Effect on Immigration Enforcement While the Trump administration recently requested over $800 million in additional funding for U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP), the CARES Act does not contain any additional dollars for immigration enforcement.

Critically, the package does limit the ability of the Department of Homeland Security to transfer and reprogram other funding in the package for immigration enforcement.

It also prevents the Department of Defense from transferring funds into the

“Drug Interdiction and Counter-Drug Activities” account. This is the account that the administration has used to fund much of the construction of the U.S.Mexico border wall.

Congress included this language to prevent the president from reallocating COVID-19 response dollars for that purpose.

We must do everything possible to keep everyone safe regardless of immigration status. Our collective response should make it possible for everyone in the United States to obtain the testing and treatment necessary to reduce the impact and further spread of COVID-19.

Disqualifying entire households from receiving direct cash payments when a single family member lacks immigration status is shortsighted and discriminatory.

The virus does not discriminate based on immigration status. Our country’s response should take a similar approach.

Excluding millions of people—many of whom are our first responders—will be disastrous. It will also negatively impact our economy and public health.

n a recent press call, a panel of experts were joined by DACA recipients to talk about the integral role that immigrants and their families are playing to safeguard America’s health and combat the COVID-19 pandemic at hand. As the Trump administration continues to rely on nativism and scapegoating and plaster xenophobic targets on their back, immigrant communities are doing what they do best — stepping up to serve the United States specifically, on the frontline of the COVID-19 pandemic.

Teresa Romero, President of United Farm Workers of America (UFW): Farm workers are uniquely vulnerable in the pandemic because of the cramped, substandard and unsanitary conditions in which most must live, commute and work. We all must do more during this crisis to protect their health and safety.

That is why we are calling on agricultural employers to take meaningful and concrete steps, from extended sick leave and mandatory workplace safety plans to

easy access to health services and covering farm workers under state and federal benefits since at least half are undocumented. Unlike farm workers, other employees listed as essential—such as health professionals and grocery store workers—are covered under America’s labor and social protective laws such as minimum wages, overtime pay and the right to organize.

arriage fraud is a crime, regardless of the circumstances under which you sought to “help� an illegal immigrant circumvent legal immigration channels or if you took part in a sham marriage for money. What are the consequences of marriage fraud?

Immigration and Customs Enforcement Investigation U.S. Citizenship and Immigration Services (USCIS) have an important job to do. Immigrants who have been married for less than two years to a U.S. citizen or Permanent Resident must prove that their marriage is genuine and valid and apply to remove the conditions of their residence. But if they cannot prove that their marriage is valid or they fail to file on time, and if there is any suspicion in the minds of USCIS employees that marriage fraud has taken place, USCIS can refer the case to Immigration and Customs Enforcement (ICE). ICE will decide whether to pursue a criminal investigation.

If ICE decides to take things further, they will then conduct an investigation to see whether marriage fraud has indeed taken place. If fraudulent proceedings are uncovered, ICE will then pursue criminal

prosecution by the District Attorney's Office.

What Happens when ICE Does Not Conduct a Criminal Investigation?

If, for whatever reason, ICE chooses not to pursue a criminal investigation against a suspected case of marriage fraud, the case will then be returned to USCIS, who will pursue their own administrative investigation against the suspects in question. This does not mean that the suspects have been exonerated.

Following the conclusion of the inves-

tigation, if there is strong evidence to suggest that marriage fraud has taken place, the immigration benefits that have been sought will be denied and USCIS will start removal proceedings (deportation) against the applicant.

Further Penalties for Marriage Fraud In addition to a criminal investigation and deportation, those who are involved in marriage fraud and are later convicted for the crime may face a maximum of five years in prison and a fine of up to $250,000. An illegal immigrant who has

•Survivors may also fear entering shelter because of being in close quarters with

groups of people.

•Survivors who are older or have chronic heart or lung conditions may be at increased risk in public places where they would typically get support, like shelters, counseling centers, or courthouses.

•Travel restrictions may impact a survivor’s escape or safety plan – it may not be safe for them to use public transportation or to fly.

•An abusive partner may feel more justified and escalate their isolation tactics.

‘It’s sad that it takes a health crisis like this to highlight the farmworkers’ importance,’ said Hector Lujan, chief executive of Reiter Brothers, a large family-owned berry grower based in Oxnard, Calif., that also has operations in Florida and the Pacific Northwest. …Mr. Lujan, whose company employs thousands of field workers, described them as unsung heroes for guaranteeing that Americans have food security.

‘Maybe one of the benefits of this crisis is that they are recognized and come out of the shadows,’ said Mr. Lujan, whose company has been lobbying Congress to pass a bill that would legalize immigrant farmworkers.l

USCIS Temporary Office Closure

n March 18, U.S. Citizenship and Immigration Services temporarily suspended in-person services at its field offices, asylum offices, and application support centers (ASCs) to help slow the spread of coronavirus (COVID-19). USCIS offices will begin to reopen on May 4 unless the public closures are extended further.

Employees in these offices are continuing to perform mission-essential services that do not require face-to-face contact with the public.

USCIS will continue to provide limited emergency services. Please call the Contact Center for assistance with emergency services.

USCIS field offices will send notices to applicants and petitioners with scheduled appointments and naturalization ceremonies impacted by the extended tempo-

rary closure. USCIS asylum offices will send interview cancellation notices and automatically reschedule asylum interviews. When the interview is rescheduled, asylum applicants will receive a new interview notice with the new time, date and location of the interview. When USCIS again resumes normal operations, USCIS will automatically reschedule ASC appointments due to the temporary office closure. You will receive a new appointment letter in the mail.

Individuals who had InfoPass or other appointments must reschedule through the USCIS Contact Center once field offices are open to the public again.

CORONAVIRUS Open Letter/ continued from page 1 of the year. Like you, we grieve the destruction COVID-19 has caused in our lives. Like you, we wake up wishing it will end soon—and wondering when life will return to normal.

Our fellow New Yorkers, these are not normal times. They are, instead, times filled with uncertainty, pressure, loss, and stress. But they are also times of unity and of commitment to the public good. As New Yorkers, we have and always will come together to sacrifice for each other, triumph over adversity, and overcome even the greatest losses. We have done it before, and we will do it again. But we need everyone’s help. As representatives of our City’s Emergency Departments, along with many hundreds of our colleagues across the state who are working tirelessly to save lives, we want to impress upon each of you what this pandemic truly looks like on the frontline, and what you can do to help our City.

1. This disease spreads more easily than we initially knew. COVID-19 can infect anyone. You may not know you have COVID-19, but you can still spread the virus. Many who are infected only feel very mild or no symptoms.

2. Stay home, even if you do not feel sick. If you must leave home, protect yourself and others. Practice physical distancing – maintain at least 6 feet of distance between you and others. Wear a face covering (any well-secured paper or cloth that covers your mouth and nose), do not touch your face with unwashed hands, and wash your hands often with soap and water for at least 20 seconds.

3. The symptoms of COVID-19 can feel like the flu, and symptoms can be variable. When people get sick with COVID-19, they can expect symptoms that might include fever, chills, cough, shortness of breath, sore throat, loss of smell or taste, headache, nausea, diarrhea, abdominal upset, and other flu-like symptoms. Not everyone has exactly the same symptoms, but most people will fully recover within days to weeks.

4. If you feel sick, you need to self-isolate and stay home. If you feel any symptoms, immediately isolate yourself from others! Protect your friends and family; stay by yourself, eat alone, use a separate bathroom (or clean after each use), and avoid touching the same objects (e.g., refrigerator, remote)—or use gloves if you do. Cover your mouth and nose with a tissue or your sleeve

when sneezing or coughing. Do not use your hands to cover your sneeze or cough. Immediately throw out tissues and wash your hands afterward. Wear a face covering if you cannot maintain at least 6 feet of distance from others. Do not leave your home unless you need medical care.

Take acetaminophen (Tylenol), ibuprofen, or other fever-reducing medicine, get rest, and drink lots of fluids. If you have any of the symptoms described above, assume that you have COVID-19.

Going outside to obtain a COVID-19 test is not necessary; it only exposes others to the illness. If you are 50 years of age or older or have an underlying health condition (including lung disease, moderate to severe asthma, heart disease, a weakened immune system, obesity, diabetes, kidney disease liver disease, or cancer), call your doctor. They may want to monitor you more closely. If you do not have a doctor call 311.

7. Self-isolation is hard, but temporary—and it can save lives. If you had or may have had COVID-19, you can leave your home when all the following are true: • It has been at least seven days since your symptoms started.

• You never had fever OR you have not had a fever for the prior three days without use of fever-reducing drugs such as Tylenol or ibuprofen.

• Your overall illness has improved.

Remember, even when you feel better, stay home as much as possible and only go out for essential supplies like groceries. This type of isolation is difficult, but we assure you it will save others.

Don’t cut corners.

6. Watch for warning signs. If your symptoms get worse or do not go away after three to four days, consult with your doctor. Call, text or use your patient portal before visiting your provider. Use telemedicine instead of an in-person medical visit, if possible. Go to the emergency room if you develop any of the fol-

our partner hurt your feelings or crossed a line. You want to share how you feel, but you never feel heard. Better yet, you have tried so many ways to talk about your feelings and get nowhere. They respond with explanation and frustration. They may say, “I would have gotten that done sooner, but I was busy.” Or “You are always so critical.”

While we can’t control how your partner responds, we can increase the chance that they will listen by communicating in a positive and constructive way.

What is Defensiveness?

Defensiveness is one of the main ingredients to create conflict within a relationship. A defensive person is emotionally closed off, argumentative, and often exhibits negative body language like crossed arms. They will consistently deflect the conversation away from the original issue and either refuse to engage or launch loosely related counterattacks on their partner.

When one person gets defensive, it sends a message to the other person that their feelings and experiences don’t matter. It’s rarely intentional – it’s a quick,

knee-jerk reaction. It’s an internal mechanism that protects the defensive partner from guilt or doubt about their own behavior, but at the same time blocks compassion for the other person’s hurt.

People who are defensive have difficulty taking responsibility for their actions and often feel uncomfortable being “wrong.”

The root of that is because accepting responsibility would make them feel as if they have failed.

Think of defensiveness like a spotlight.

When you share pain with your loved one, that bright spotlight shifts from you

and on to them. The defensiveness is a way that shifts the spotlight, instead of keeping it on what really matters – the initial issue – the defensive partner looks to shine it anywhere else. The hurt gets lost in translation and a small skirmish turns into a legendary war.

Mistakes that cause your partner to become defensive Relationships are like baby mobiles; if you tug on one side, the whole structure moves. If you shift your response, even just a little bit, the other person will auto-

Mistake #1: The Blame Game Never start a conversation with the blame game. Blaming makes assumptions on a person’s actions or emotions and can leave them feeling attacked, which then results in self-protection measures like defensiveness. Specifically, there are a few words to avoid in the blame language. Don’t start your sentences with the word “you” (“You didn’t hear me again! You just don’t care about how I feel.”).

Mistake #2: Using Global Language When you are hurt and want your partner to hear you, try to avoid using absolutes such as “never” or “always.” These words give no wiggle room and can be very critical, causing a person to defend their position and not hear your main issue.

Details of Trinidadian Jack Warner’s Alleged Bribe Taking Revealed in New Football Scandal Charges

ORT-OF-SPAIN, Trinidad: Disgraced former FIFA vice-president Austin ‘Jack’ Warner is among former executives of football’s governing body who United States prosecutors say accepted bribes in exchange for Russia and Qatar World Cup votes.

A new indictment unsealed in the U.S. District Court in Brooklyn on Monday, after a long-running FBI investigation, alleges that representatives working for Russia and Qatar paid corrupt officials to secure hosting rights, and Warner, former CONCACAF boss, received US$5 million for his backing of the 2018 World Cup in Russia.

The money allegedly came from 10 different shell companies, including entities in Anguilla and the British Virgin Islands.

The now late Nicolás Leoz, who had been president of the South American governing body, CONMEBOL, and the former Brazil federation president Ricardo Teixeira received bribes to vote for Qatar at the 2010 FIFA executive committee meeting, prosecutors say.

The allegations come in the indictment charging three media executives – former 21st Century Fox Inc. executives Hernan Lopez and Carlos Martinez, former Imagina Media Audiovisual CEO Gerard Romy – and Uruguayan sports marketing company Full Play Group SA, in connection with bribes to secure television rights for the tournaments. They are charged with wire fraud, money laundering and racketeering conspiracy.

The 77-year-old Warner was found to have committed various acts of misconduct continuously and repeatedly during his time as an official in different high-ranking and influential positions at FIFA and CONCACAF. FIFA said that in his positions as a football official, he was a key player in schemes involving the offer, acceptance, and receipt of undisclosed and illegal payments, as well as other money-making schemes.

Warner has been fighting extradition to the U.S. since he was charged in 2015 with 12 offenses related to racketeering, corruption and money laundering.

U.S .justice officials alleged, among other things, that he received three payments totaling US$10 million in 2008 from an unidentified, high-ranking FIFA official to secure his vote and help give South Africa the right to host the 2010 World Cup over Morocco.

Sun Protection and Skin Cancer Awareness During the COVID-19

T

he spread of COVID-19 (also known as Coronavirus) has sparked concern worldwide and prompted many leaders to take decisive action to contain the virus. Several states have mandated citizens to stay home from work, socially distance and remain indoors, meaning people have found their time outside has been drastically reduced. Although we may not be exposed to direct sunlight as often, The Skin Cancer Foundation advises everyone to remain vigilant in regard to protecting your skin and checking your body for suspicious lesions.

While spending most of your time indoors, it’s instinctive to gravitate toward places in your home that receive natural light, like windows and skylights.

It’s important to exercise caution while enjoying this little slice of the outdoor world, however — sunlight streaming through glass can still harm your skin.

Two types of UV light are proven to contribute to the risk for skin cancer: ultraviolet A (UVA), which has a longer wavelength, and ultraviolet B (UVB), which has a shorter wavelength. UVA and UVB rays can cause sunburns and tanning, but UVA rays penetrate deeper into the skin, which can contribute to signs of premature aging, like dark spots and wrinkles.

“UVA rays can penetrate window glass, meaning you can still be at risk of exposure while inside,” says Deborah S. Sarnoff, MD, president of The Skin Cancer Foundation. “Even when home, it’s important to be cognizant of UV radiation and apply sunscreen to the face and exposed areas of the body.”

For times like this, The Skin Cancer Foundation recommends using a sunscreen with an SPF of at least 15 or higher for daily use, especially if you’re going to be working right by a window.

Try placing your sunscreen beside your toothbrush so you have easy access while getting ready in the morning, as it might be difficult to remember to apply when

you know you won’t be venturing outside. For indoor workers who receive a significant amount of incidental sun exposure, it’s important to reapply sunscreen, especially before going outside for breaks or errands. You can further protect your skin by pulling down the window shade during peak sun hours (10 AM to 4 PM), installing UV-protective window film and covering up with clothing.

While preventing skin damage that can lead to skin cancer is imperative, now is also a good time to revisit skin cancer warning signs and perform at-home skin exams. The Skin Cancer Foundation recommends you examine your skin headto-toe every month, and all you need is a bright light, a full-length mirror, a hand mirror, two chairs or stools, a blow-dryer, paper and a pencil. Look for for anything new, changing or unusual on your skin, and reach out to a dermatologist if you see something concerning. Teledermatology is a rapidly developing subspecialty using the latest technology to allow patients better access to highquality dermatologic care without traveling to the clinic. If you have a medical emergency, you should still try to get in to see a dermatologist as soon as possible. But for non-emergencies, here’s how you can use teledermatology to help when it comes to skin cancer: Take photos on your phone of anything new, changing or unusual on your skin and monitor it over time. There are even apps that will send you a monthly reminder to check on the spot to see if it has evolved.

Share the photos with your dermatologist who can look them over virtually and provide advice over the phone. They will determine if you need to come into the office or not.
