All touring music bands have a tour rider. It’s a contract that spells out all the requirements that each show’s promoter and the venue are responsible for meeting. In the old days they were typically a simple pamphlet that covered things like towels, snacks and beverages provided backstage for the band, along with an adequate “backline” of house audio gear and the power to run it all.

But by the 1980s, Van Halen’s over-the-top rock concerts were a daunting new challenge that many promoters and venues were ill-prepared to meet. They found this out the hard way, eventually forcing Roth to come up with a creative way of verifying a promoter’s attention to detail, or the lack thereof. He inserted into the middle of their extensively detailed tour rider a requirement for a

fter the trials and tribulations of 2020, I am optimistic about prospects for the New Year.

I am hopeful that our nation will emerge from the debilitating effects of the coronavirus, that a vaccine will become widely available, our citizens will be protected, and small businesses like mine will be able to begin the long journey to renewed health.

I also have several items that could be significant for the passenger vessel industry.

The first is “sailing short.” Sailing short has been a long-term issue for international operations and the bluewater industry. The practice is not widely recognized in the U.S. During a recent cruise while I was captain, my chief engineer fell ill. Our oiler reported that the engineer needed to get off the vessel and go to the emergency room immediately. I turned the vessel around and headed directly to our dock, which was not far away. While we were waiting for the ambulance, I called the Coast Guard to inform them that we were going to “sail short” for the remainder of the cruise. To compensate for the loss of the chief

As the story leaked out and became part of the lore of prima donna rock-star excess, it’s true purpose went unnoticed — ensuring that adequate attention to detail was paid. From experience, Van Halen knew that promoters often didn’t thoroughly read the tour riders, or sometimes they didn’t even read them at all. Thus, the no-brown-M&M’s clause was a quick and foolproof way to know if they had. If after walking into the backstage area the band discovered any brown M&M’s in the bowl, they instantly knew that they couldn’t trust that everything was up to par. So, they had to perform a full line check to make sure that they caught any critical issues in time for it to be corrected before the concert began.

As Mr. Roth put it in an interview, “Who am I to get in the way of a great rumor?” But it wasn’t diva rock stars having a hissy fit. It was entertainment professionals taking their jobs seriously and requiring others to do likewise.

I followed up with the Coast Guard who said that I had handled the situation correctly. I hope that this information will be valuable to all mariners.

At the beginning of the coronavirus pandemic, there was a great deal of concern about how the Coast Guard would conduct annual vessel inspections. Would they conduct them in person, and how do we prepare for inspections with most of our crew either furloughed or laid off? As it turns out, the Coast Guard was creative and implemented a program of virtual vessel inspections. The program was launched quickly and members of the Passenger Vessel Association (PVA) said they felt that the program was effective. I would not be surprised if virtual vessel inspections become an option after we emerge from this pandemic.

The Coast Guard is expected to develop rules to require safety management systems (SMSes).

PVA, in anticipation of such a move, has developed an SMS program called Flagship. The program is scalable to companies of all sizes.

he Gulf of Mexico is on the clock.

Bracing for what could come after Joe Biden officially becomes the U.S. president on Jan. 20, operators are putting their affairs in order, stockpiling leases and pushing to accelerate the permitting process in the waning days of the industry-friendly Trump administration. Biden has pledged to shut down new oil and gas lease offerings on federally controlled lands and waters, while getting drilling permits on lawfully acquired leases is likely to become much more burdensome.

Murphy Oil Corp., for one, is trying to fast-track approvals for its deepwater Gulf of Mexico interests. Murphy holds interests in more than 100 blocks in the deepwater Gulf. “We’d like to gain those approvals before January ‘21 and we’re working toward that,” CEO Roger Jenkins said in a Nov. 5 conference call, two days after the presidential election. “We own these assets. We have a right to these assets.”

Despite all the “yakking on the administration change,” Jenkins said it remains uncertain exactly how things will shake out in a Biden administration. However, he reminded analysts of the former vice president’s association with the Obama administration’s sixmonth deepwater drilling moratorium following the 2010 Macondo disaster and subsequent well control rules that most operators had considered overly rigid that Trump promptly relaxed.

“These fields are already drilled, which is an advantage where the completion is different than a drilling permit,” Jenkins said of the fields under development.

Despite the pandemic, demand for grain boosts barges

Y

ou’ve probably heard a lot about “demand destruction” over the past few months, that fancy phrase that business leaders and economists like to use when describing how lockdowns have kept us all inside, producing a global economic slowdown as we travel less, buy less, build less and generally change our consumer habits.

The barge industry, which carries a great deal of the stuff that goes into heating and building our homes, powering our cars and planes and filling our pantries, has not escaped this “destruction.”

There’s no question that barging has taken a deep hit from the downturn in cargo volumes for things like coal, crude oil, petroleum, iron ore and construction materials.

But there is a bright spot. The movement of grains like soybeans and corn for export is way up, offering a welcome and what is expected to be 10

sustainable upward demand curve for barging well into the new year.

Barges are important players, moving about half of all grain exports, which includes 60% of corn exports and 50% of soybean exports, according to the U.S. Department of Agriculture, which said grain traffic moving through the Mississippi River has risen considerably during the past six weeks. This demand has also produced higher barge rates this fall.

The reason is an explosion in demand from China for soybeans and corn, which are used primarily as animal feed, and a drop in production of corn in Ukraine and soybeans in Argentina.

“We have witnessed remarkable recovery in China with pork production following the devastating impacts of the African swine fever,” Mike Steenhoek, director of the Soybean Transportation Coalition, Ankeny, Iowa,

Seacor Holdings Inc. has entered into a definitive agreement with an affiliate of American Industrial Partners, a New York-based private equity firm that focuses on buying, improving, and growing industrial businesses, to take the company private. The all-cash transaction is valued at approximately $1 billion, including net debt. Under the terms of the agreement, AIP will put together a tender offer to acquire all outstanding shares of Seacor for $41.50 per share in cash. The purchase price represents a premium of approximately 14% to the company’s closing stock price on Dec. 4, 2020, the last trading day prior to the announcement, and a premium of approximately 31% over the 90-calendar day volume weighted average price. — David Krapf

Barge rates are projected to remain high into January suggesting that “barge operators are optimistic about export and grain barge demand for the rest of 2020 and the first quarter of 2021,” according to the USDA’s Oct. 29 Grain Transportation Report.

The offending captain said not to worry, that he had excellent coverage and passed along his insurance agent’s contact information. After a couple of weeks of dealing with the other company’s adjustor, my client was informed that there was no coverage for this claim. The owner who had struck him had hull coverage, but no liability.

If you have a lender involved with your vessel, most likely they will require proof of hull coverage to protect their interests. What they do not ask for is proof of protection and indemnity (P&I) coverage.

These are two separate policies that provide different coverages for your commercial vessel. P&I provides coverage for any crew and passengers, as well as any damage to something you hit, whether it be another vessel or a pier. Your hull insurance provides coverage for damage to your vessel, wreck

New safety guidance emerges from California dive boat fire

ommercial mariners have a deep respect for shipboard fires. They realize how quickly a vessel can be overwhelmed by flames and smoke.

History offers tragic examples such as the General Slocum in 1904, Morro Castle in 1934 and the recent California dive boat Conception.

In the September 2019 fire that consumed the Conception while it was anchored, 33 passengers and one crewmember perished. While nothing good can be said about such a terrible disaster, the fire did result in recent recommendations from the National Transportation Safety Board (NTSB) that could hopefully help avert such tragedies in the future.

The NTSB identified a number of issues that contributed to the heavy loss of life, including lack of small passenger vessel regulations requiring smoke detection in all accommodation spaces and a design where both methods of escape from passenger areas led to the main salon (which had filled with fire and heavy smoke). It also pointed to a lack of training, emergency drills, and roving

removal and collision liability up to the limits of your hull coverage.

But when is a collision not a collision?

You might think that in the case mentioned above that a collision occurred − one vessel ran into another. But because one boat was secured to a dock and not moving, the event became an allision.

In the insurance world, when one vessel strikes another moving vessel, this is a collision. When a vessel strikes a fixed or non-moving object, this is an allision. In our client’s claim, he was secured to the dock. It was an allision, which would normally be covered under the P&I policy. As the other vessel did not have P&I, the claim was denied. Fortunately, in this case our client’s insurance company stepped in and covered the claim. The insurance company then has the option to go after the vessel owner to recover payments for the loss.

By opting to not carry P&I, a vessel owner opens himself up to a wide range of potential claims that would not be paid. Each part of a commercial vessel’s policy is specifically worded to cover certain parts of a vessel, as well as its operation. Don’t make the mistake of thinking some coverage is better than none.

The NTSB made a number of recommendations after conducting its investigation. It recommended requiring that newly constructed vessels with overnight accommodations have smoke detectors in all accommodation spaces. It extended this same recommendation to currently operating vessels, including those built before 1996.

The NTSB also recommended interconnected smoke detectors, where one activated detector causes others to go off around the vessel. Also on the NTSB’s list was an inspection procedure to verify that small passenger vessel owners, operators, and charterers were conducting roving patrols. The NTSB additionally called for a secondary means of escape into a different space than the primary exit. Another recommendation included a fleetwide safety management system for the dive boat operator to improve safety practices and minimize risk.

When it comes to shipboard fire, one can appreciate William Francis Gibbs, designer of SS United States. His concern about eliminating sources of fire from shipboard materials led him to insist on no wood being used throughout the ocean liner, other than a rare, fire-resistant mahogany in the ship’s pianos.

Charges dismissed in 2018 Missouri duck boat accident

A

federal judge has dismissed charges of misconduct and neglect against three employees in a fatal duck boat accident on a Missouri lake not considered a navigable waterway.

In early December, U.S. District Judge Douglas Harpool adopted a recommendation that the government did not have admiralty jurisdiction over Table Rock Lake where Stretch Duck 7 sank in 2018 killing 17 people — the deadliest duck boat accident ever.

Capt. Kenneth Scott McKee, general manager Curtis Lanham and operations supervisor Charles Baltzell of Ride the Ducks Branson were charged in a 47-count indictment with misconduct, negligence and inattention to duty. The indictment alleged Lanham created a work atmosphere on the boats “where the concern for profit overshadowed the concern for safety.” All three pleaded not guilty.

The captain was originally charged with a number of violations including not properly assessing the weather and going out with lightning in the area, not telling passengers to put on personal flotation devices and failing to raise the side curtains when the wind picked up thus creating a barrier for people to escape.

The boat, operated by Ripley Entertainment Inc., was carrying 29 passengers and two crew members for what was usually a 20-minute ride on the lake near Branson, Mo., when a strong thunderstorm swept through with winds over 70 mph.

Seacor goes private in $1 billion deal

S

eacor Holdings Inc. announced in December that it has entered into a definitive agreement with an affiliate of American Industrial Partners, a New York-based private equity firm that focuses on buying, improving, and growing industrial businesses, to take the company private. The all-cash transaction is valued at approximately $1 billion, including net debt.

Under the terms of the agreement, AIP will put together a tender offer to acquire all outstanding shares of Seacor for $41.50 per share in cash. This per share purchase price represents a premium of approximately 14% to the company’s closing stock price on Dec. 4, 2020, the last trading day prior to the announcement, and a premium of approximately 31% over the 90-calendar day volume weighted average price. The agreement was approved by Seacor’s board of directors and they recommend that Seacor stockholders tender their shares in the offer.

“This transaction is an exciting next step for Seacor, delivering stockholders an immediate and meaningful premium for their shares and providing the company with access to additional growth capital and financial flexibility,” Charles Fabrikant, executive chairman and CEO of Seacor, said in a statement.

Jerry Nehl Boylan, 67, of Santa Barbara, was named in the indictment returned by a federal grand jury.

COURT REJECTS ARCTIC OFFSHORE DRILLING

he Ninth Circuit Court of Appeals rejected the Trump administration’s approval of the Hilcorp Liberty project and its plan to begin the first oil and gas production in federal Arctic waters.

Biden administration’s policies will favor offshore wind.

T

he incoming Biden administration will elevate offshore wind energy’s prospects in the U.S. energy portfolio, and industry advocates sound increasingly confident.

Wind energy occupied a curious position in politics of the Trump administration — often mocked and belittled by the president in public even as his own former Interior Secretary Ryan Zinke and the Bureau of Ocean Energy Management (BOEM) forged ahead enabling plans for 15 East Coast offshore projects and studying prospects off California.

There will be no such ambiguity in a Biden administration — more likely a replay of 2010, when then-Interior Secretary Ken Salazar predicted offshore wind would become a major U.S. energy source.

“The idea that wind energy has the potential to replace most of our coal-burning power today is a very real possibility,” Salazar said in April 2010 at a public hearing in Atlantic City, N.J., promoting the Obama administration’s “all of the above” energy strategy.

A decade later, that may be materializing. In September 2020 Dominion Energy and its partner, wind developer Ørsted, switched on the first wind turbines in U.S. federal waters for the Coastal

Virginia Wind project, a pilot program for up to 2.6 gigawatts of wind power offshore.

Next is southern New England. A long-anticipated decision by BOEM to approve plans for the 800-megawatt Vineyard Wind project was delayed yet again Dec. 1.

It’s the latest delay for the developers, who were within striking distance of BOEM approval in summer 2019 when the National Marine Fisheries Service’s Greater Atlantic regional office refused to sign off on an environmental impact statement by the energy regulators.

NMFS experts and New England fishing advocates insisted the analysis was insufficient, and Interior Secretary David Bernhardt called for a new study, taking into account the cumulative effects of a dozen or more wind power arrays proposed off the East Coast.

That second round of fact-finding brought no major surprises, and BOEM was expected to issue its record of decision for Vineyard Wind Jan. 15.

But the new delay reflects an evolving seascape.

For example, Vineyard Wind decided that instead of its original plan to use MHI Vestas 9.5MW turbines, it will switch to the larger GE Haliade-X design producing 12 MW to 13 MW, part of the international trend toward bigger, more efficient www.workboat.com • JANUARY 2021 • WorkBoat

With the Haliade-X, Vineyard Wind could reduce the layout of its first 400-MW phase from 84 turbine towers to 62, potentially mitigating some concerns and conflicts raised by commercial fishermen. The change to GE machines will also lend the project a “made in America” imprimatur at a time when the still-European-dominated industry is under pressure to maximize economic benefits to U.S. companies and workers.

Led by the Offshore Marine Service Association, offshore operators successfully lobbied Congress to pass several pieces of legislation to reaffirm that the 1953 Outer Continental Shelf Lands Act — which governs oil and gas production in U.S. waters and favors using American vessels and labor — must likewise cover the renewable energy sector.

“We are immensely grateful that Congress has passed legislation ensuring that all U.S. laws apply to offshore wind development and providing parity between offshore oil and gas projects and offshore wind projects,” said OMSA president Aaron Smith.

The completion of the BOEM study, and a final record of decision scheduled by the agency, could trigger decisions by wind developers, offshore service providers and other players to commit investments to a new, U.S.-flag, offshore wind fleet. A December report from the Government Accountability Office said that would be a key element

for private sector decision making.

“If and when BOEM does approve Vineyard Wind,” the GAO said, “this approval may give vessel owners the confidence in the future growth of the offshore wind industry they need to undertake such an investment.”

INSTALLATION VESSELS Global demand for wind turbine installation vessels, or WTIVs, could be a major bottleneck for the nascent U.S. offshore wind industry, in competition with the more established European market and those growing rapidly in Asia. At around $500 million each, the first Jones Act-compliant, U.S.-built WTIVs will probably take three years to come out of shipyards.

The BOEM final findings on the Vineyard Wind project off southern New England could set those decisions into motion. But the GAO paper reinforces what industry observers

have predicted: There will be a period of high global demand for installation vessels, with only around 50 vessels for building turbines now available or under construction.

Industry stakeholders told GAO analysts that they are concerned about competition for installation vessels from foreign markets. The likeliest solution in the short term will be using U.S.-flag, Jones Act compliant “feeder vessels” — barges, liftboats and other existing offshore service vessels — to ferry components from U.S. ports to foreign-flag WTIVs on the work sites.

In a Nov. 25 report, Rystad Energy analysts predicted “the global fleet will be insufficient to meet demand after 2025, opening room for more specialized vessel orders and other oil and gas heavy-lift vessel conversions.”

“On the supply side of the equation, there are currently 32 active turbine installation vessels (five more have been ordered) and 14 dedicated foundation installation vessels (another five have been ordered),” according to Rystad.

Ironically, Rystad found that in recent years, the international market has been “relatively oversupplied… especially in Europe.”

Of today’s fleet, only four vessels are capable of handling the coming generation of larger turbines like the GE Haliade. “As technology advances and future-generation wind turbines will get even bigger, the existing fleet of vessels is not likely to have enough capacity to install them,” the Rystad report says.

That likely combination of U.S. feeder vessels and foreign heavy-lift installation will continue for the time being. Two likely candidates are the 335 class, 183.7'×134.5' liftboats Jill and Robert operated by Houston-based Seacor Marine.

“Project developers told us that they intend to rely on the feeder approach until a Jones Act-compliant WTIV is constructed and will then decide which approach to use on a project-by-project basis,” the GAO reported.

POLITICAL SHIFT “For the offshore wind industry, a President Biden is a far more positive development,” said Sarah Vilms of Squire Patton Boggs, a global law and lobbying firm with offices in Washington, D.C., given Biden’s focus on climate change.

If Biden’s policy moves are blocked by a Republican-controlled Senate, Biden, like former president Barack Obama, will likely resort to his own executive orders, said Vilms. “We expect him to use that power.”

Biden might, for example, exempt wind power development from President Trump’s September executive order calling for a moratorium on ocean energy leases from Florida to North Carolina.

There is now bipartisan recognition of renewable energy potential, said David LesStrang, also of Squire Patton Boggs.

“There seems to be now acceptance on both sides of the aisle that renewables can compete with fossil fuels,” he said.

International energy analysts Wood Mackenzie predict a sharp policy pivot after Biden takes office. A new administration will act faster to help coastal states develop wind power, but over time will constrain offshore oil and gas development, according to Ed Crooks, the firm’s vice chairman for the Americas.

OPERATORS CLAIM A WIN IN CONGRESS

.S. offshore operators say they’ve solidified their position in the emerging offshore wind market thanks to Congressional allies keeping renewable energy under the same rules as oil and gas.

“Our legislators understood we must assure U.S. laws are clearly applied to U.S. offshore wind development and today they acted with purpose,” said Court Ramsay, CEO of Aries Marine and chairman of the Offshore Marine Service Association, after the House of Representatives passed a measure Dec. 11 affirming that the 1953 Outer Continental Shelf Lands Act (OCSLA ) applies to wind power development.

The OCSLA and Jones Act are a recurring battleground between U.S. and foreign offshore companies, sparring for legal rulings from federal agencies and support in Congress. Offshore wind has been no different, and interest groups have clashed over creating U.S. jobs versus holding back the industry’s development.

In July, the American Wind Energy Association warned against Congress cracking down too hard, saying that extensive regulatory requirements on construction at sea “will have a significant and immediate chilling effect on the offshore U.S. wind industry just as it is about to take off.”

In particular, the group warned against restricting use of heavy-lift foreign-flag installation vessels, already in short supply worldwide and with none yet under construction in U.S. shipyards.

rowley Fuels LLC took delivery in April of a new Alaskaclass 100,000-bbl. articulated tug-barge (ATB) unit, which is being used to transport multiple clean petroleum products to the Alaska market.

The ATB was built by Bollinger Shipyards at its Amelia, La., facility and is the first in Crowley's fleet to be dedicated to the Alaska market.

Crowley is operating the 483' ATB for Alaska-based Petro Star Inc., a wholly owned subsidiary of Arctic Slope Regional Corp. (ASRC) under a long-term charter. Crowley Fuels is the Alaska-based petroleum transportation, distribution and sales unit of Crowley Maritime Corp.

The ATB unit consists of the twin Zdrive, 7,000-hp, 128'×85'×19' tug Aveogan paired with the 400'×85', 100,000bbl. ocean barge Oliver Leavitt.

Crowley Shipping provided vessel construction management services at Bollinger Marine Fabricators from the final design phase through delivery. Crowley’s Seattle-based naval

architecture and marine engineering firm, Jensen Maritime Consultants, provided the functional design. Bollinger’s engineering team provided the integration, detail design and construction package. Jensen designed the ATB to meet Ice-class and Polar Code requirements, which include increased structural framing and shell plating and extended zero-discharge endurance. The double-hulled design also features a barge form factor to achieve high-cargo capacity on minimal draft.

“The new vessel’s advanced design and environmental protection features mark a new era for fuel transportation services in Alaska,” said Rick Meidel, vice president and general manager, Crowley Fuels Alaska. “She will give many years of safe and reliable service for our valued customer Petro Star.”

Ship’s service power is the responsibility of three 99-kW John Deere SSDG generators as well as one 88-kW John Deere generator. All meet EPA Tier 3 and IMO Tier II emissions standards. In addition, a closed-loop, freshwater ballast system will eliminate the need to discharge tug ballast water into the sea.

“On behalf of our skilled workforce, along with a strong operational support group, the Bollinger team is proud to have built this ATB for Crowley Fuels,” Bollinger Shipyards president and CEO Ben Bordelon said in a statement announcing the delivery. “Contracts like this to build Jones Act classed ATB units, create and protect many jobs for U.S. mariners, shipyards and ancillary vendors.”

The tug is equipped with a fire monitor and foam proportioner, providing off-ship firefighting capabilities to the

barge. The barge is also outfitted with spill response gear and a hydraulic boom reel with 2,000 linear feet of inflatable boom to support spill response efforts. Aveogan was built with enhanced features to benefit the crew, including 45° sloped staircases, interior sound deadening and dedicated heads in each cabin.

“We are pleased to take delivery of this high-performance ATB, AveoganOliver Leavitt, and look forward to getting her up to Alaska to begin serving our partners at Petro Star,” Rocky Smith, senior vice president and general manager, Crowley Fuels, said when the ATB was delivered in April.

NEW TUGS FEATURE 5,100-HP AND A RUGGED BOLLARD PULL

I

n June, Eastern Shipbuilding Group Inc., Panama City, Fla., delivered the second of two 80'×38'×13'2" 5,100-hp Z-drive tugs — A. Thomas Higgins — to Bisso Offshore LLC, a division of E.N. Bisso & Son Inc., New Orleans.

The following day the tug completed its bollard pull testing (66.10 short tons stern, 64.20 short tons bow), witnessed by the American Bureau of Shipping (ABS), and received its Subchapter M Certificate of Inspection (COI). The A. Thomas Higgins is a RAL RApport 2400 Z-drive shiphandling tug design from Robert Allan Ltd., Vancouver, Canada. The sister vessel, C.D. White, was delivered in January, leaving the shipyard with its Subchapter M COI. The two new RAL RApport 2400 design tugs have been customized by the designer, builder, and owner to provide specific operational features including a high bollard pull forward and aft, enhanced maneuverability and escort performance, better fuel economy, crew comfort, and safety under the

new Subchapter M requirements, and reduced emissions that meet new EPA Tier 4 emissions regulations.

In October 2018, Hurricane Michael, a category 5 storm, struck the Florida Panhandle, devastating much of the area, including Eastern’s two shipyards.

“I think it is of particular note that these two vessels have been built at a period of time when you all have come through that bad storm, Michael, and have been impacted by it,” Colin Macpherson, E.N. Bisso’s executive vice president, said during launching ceremonies for the A. Thomas Higgins at Eastern’s Allanton, Fla., shipyard.

Main propulsion for the tugs comes from two Caterpillar 3512E Tier 4 marine propulsion diesel engines supplied by Louisiana Cat. The mains connect to Kongsberg/Rolls-Royce US205 P20 Z-drives.

produced a redundant dual pump DEF transfer skid in order to comply with Tier 4 emission regulations. “After nearly a year in service the skids on E.N. Bisso’s A. Thomas Higgins and C.D. White are operating without any issues whatsoever, said DDR Flow Control’s co-owner Brad Del Rio. “DDR discovered a method to clean the filter elements in our product and shared this discovery with E.N. Bisso officials. Since the discovery of this method, they haven’t had to purchase one filter element from us. The future

looks bright for both DDR Flow control and the now-proven CAT SCR system.”

Ship’s service power comes from twin John Deere 4045AFM85 Tier 3 certified marine auxiliary diesel gensets, each sparking 99 kW at 1,800 rpm. The gensets were supplied by Kennedy Engines Co. Imtra supplied a NorSap 1600 helm chair and a deck rail package.

On deck is a Markey Machinery DEPCF-42 HS, single-drum 40-hp, render/recover, line-tension display, electric escort hawser winch; Markey CEPB-40 SHP tow bitt capstan; and a Washington Chain & Supply 90-ton, electric-air remote control, manual or remote-release SWL tow hook.

The tugs’ homeport, Lake Charles, La., was rocked by two hurricanes in 2020.

he first of two new ship-assist tugs for Harbor Docking & Towing arrived at the company’s Lake Charles, La., facility in June 2019. That was the Ralph. A little more than two and a half months later the Capt. Robb was delivered to Lake Charles. Both tugs measure 93'×38'×15.5', were built at Washburn & Doughty in East Boothbay, Maine, and mark substantial departures from Harbor Docking & Towing’s other tugboats.

Prior to delivery of the Ralph and the Capt. Rob, Harbor Docking & Towing’s fleet of five tugs had all been built by Main Iron Works in Houma, La., and ranged in length from 105' to 96' with a maximum 6,300 hp.

There were two reasons Harbor Docking & Towing went with Washburn & Doughty: at 93' Washburn & Doughty’s tugs are a good match for the Calcasieu Ship Channel, which John Buchanan, Harbor Docking’s president described as a “little tight in places.”

The channel links the port of Lake Charles to the Gulf of Mexico, 30 miles distant.

Secondly, Buchanan said, Washburn & Doughty was “willing to entertain that Cat-hybrid partnership. We saw it as the future.”

Indeed, the Rob and the Ralph are the first two tugs in the U.S. with a Caterpillar hybrid propulsion system.

The system consists of a pair of Tier 4 2,550-hp Caterpillar 3512E main engines plus two ABB electric thruster motors, rated at 800-hp each. The electric motors allow the tugs to avoid what Buchanan said are “some lowtorque issues in conventional Tier-4 designs.” The electric motors give “immediate torque at the low-end [allowing] the 3512 to spin up faster and allowed us to go with smaller main diesel engines without sacrificing bollard pull.”

There are four power modes. The eco or electric mode is for traveling to and from jobs with the generators powering the electric motors. “That’s very smooth and quiet,” noted Buchanan, “and you can really finesse your maneuvers.” The mechanical mode runs just the main engines. The power mode uses the main engines, generators and electric motors.

There’s a fair amount of automation on the tugs. For instance the engines will start and stop on their own. When going from eco mode to power mode, tap a button on the bridge “and the two main engines start up on their own,” said Buchanan. With just under

700 monitors on the boat, “there was a learning curve, but the boats are so automated that’s it easier for the crew to run.”

A feature not on the other Harbor Docking & Towing tugs is an EBI marine crane with a telescoping boom with a 10,000-lb. lifting capacity. There’s also space for a 20’ container. Buchanan said they might be expanding into a launch service in Lake Charles. Up on the fore deck is

ank Marine Inc. delivered the 599-passenger aluminum ferry Franklin D. Roosevelt, the first of three ferries, to NY Waterway in May. The 2,000-hp ferry is similar to the pair of vessels the Tuckahoe, N.J., yard delivered to NY Waterway in 2015 and 2016, the 350-passenger ferries Molly Pitcher and Betsy Ross. The ferries were all designed by LeMole Naval Architecture in Tuckahoe. The ferry’s hull construction is made up of 5086 aluminum plate and the extrusions are 6061 aluminum.

Roosevelt, which had been scheduled for early 2020. Owner Bette Jean Yank said in late April 2020 that the ferry operator was down from operating 20 routes to a single route with limited service and had to lay off 80% of its employees. The second 109'×31' ferry is now scheduled for delivery in April 2021, but that could change depending on what new challenges, if any, lay ahead because of Covid-19, Bette Jean Yank said last month by email.

The new Subchapter K ferries have the same hull design as the Molly and Betsy from the deck down and have similar dimensions. “The big difference is that the new ferries have a lot

Don’t be surprised if more tugs with this hybrid propulsion start appearing. “A lot of folks waited to see how these were going to prove themselves,” Buchanan said.

HDT has had several tug companies look at the Ralph and Capt. Rob. “They were very impressed.” Buchanan said.

less power than Molly and Betsy since these aren’t the long commuter ferries,” said Phil Adams, Yank Marine’s newbuild project manager. “The FDR along with the other two have an upper open deck versus the enclosed upper deck you see on the Molly and Betsy.”

Significant Boats of 2020 The Molly and Betsy are powered by pairs of Tier 3 Caterpillar 3512C engines rated at 2,367 hp at 1,800 rpm each, giving the boats a service speed between 28 knots and 30 knots.

The FDR is powered by a pair of Cummins QSK38 engines producing 1,000-hp each at 1,800 rpm. The engines turn a pair of ZF 5-bladed nibral wheels through ZF marine gear with 2.952:1 reduction ratios. Ship’s service power is provided by a Kohler 65EOZCJ 45-kW generator.

The FDR and her sister ferries have tankage for 2,000 gals. of fuel, 100 gals. water per side, and 200 gals. sewage per side. The ferry features electronics from Simrad. The FDR was delivered on May 7.

Just six months after the FDR was delivered, NY Waterway founder and president Arthur E. Imperatore Sr., an entrepreneur who built a complete New York City commuter ferry system, died

Nov. 18 at the age of 95.

Imperatore’s career spanned more than seven decades and included various ventures from mining to real estate, from sports teams to transportation. He founded NY Waterway in 1986 in Weehawken, N.J., and built it into a mass transit system which has transported almost 300 million people to date.

NY Waterway ferries became a vital component in the New York metro area mass-transit network and proved to be a life-saving backup system when other transit modes were disrupted. Ferry crews evacuated 150,000 people from Manhattan on 9/11 and have rescued hundreds of people from area waters, including 143 people from Flight 1547 — the 2009 “Miracle on the Hudson” when an airliner ditched in the river, and which has been called the most successful marine rescue in aviation history.

Early skeptics derided his vision as “Arthur’s Folly,” but Imperatore drew from nearly 40 years of experience in the transport industry to pioneer a ferry-bus network. With his stepson, Armand Pohan, Imperatore ran the company until his death Imperatore’s dream was to revitalize his native New Jersey community on the Hudson River, developing NY Waterway as the keystone. Starting with the company’s Port Imperial terminus in Weehawken, Imperatore developed a thriving residential and commercial community. As his vessels transported passengers to and from New York City, his fleet of buses made the ferry service accessible to the surrounding towns.

The ferry-bus network became the infrastructure that supported waterfront development from Edgewater to Jersey City, a new “Gold Coast” that boosted local and state economies.

Texas company’s new dredge has a digging depth of 97'

he General MacArthur, Callan Marine’s new cutterhead suction dredge, was built by C&C Marine and Repair, Belle Chasse, La. Downey Engineering, Metairie, La., designed the 290'×72'×16' dredge’s hull and superstructure. SPI/Mobile Pulley, Mobile, Ala., built the dredging equipment. The dredge was delivered in April.

The General MacArthur has a digging depth of 97', a 34" suction diameter and a 31.5" discharge diameter.

Three diesel-electric Caterpillar MaK VM32Cs generate a total of 24,000 hp for dredging. In addition, a single Caterpillar C18 produces 600 kW of service power.

“She’s 100 percent diesel electric,” said Maxie McGuire, Callan Marine’s president. “We gained the benefit of the efficiency and power of electricity over direct-drive diesel.”

Callan Marine performs dredging projects for both private and public clients by providing services to restore berthing depths for ship docks, naviga-

tion channels, or otherwise facilitate transportation in U.S. waterways.

Through the construction of the General MacArthur, Callan Marine entered into the large dredging market as a producer of dredging services in the major waterway, beach reclamation, and wetland restoration markets.

The new dredge, which meets all Coast Guard and ABS requirements for a manned barge, is an ABS Maltese Cross A-1 classed, Solas, and USCG certified, Subchapter I Sea Going vessel. The company “even worked in SOLAS requirements in case they want to take the barge overseas,” said Darren Preston, chief naval architect, at Downey Engineering.

Vibration can be an issue for structure fatigue and crew comfort on dredges, but the General MacArthur was designed so “all the dredge pumps are isolated from the hull through mechanical vibration isolators,” said Preston.

And the structure was designed so it “won’t fail over time from fatigue.”

“We’ve got some technology that puts us with the upper echelon of the best dredges in the country. We needed to build a technologically advanced machine and that’s what we did.”

Ship’s service power is the responsibility of a Caterpillar C18 genset, generating 600 kW of electrical power.

Tankage includes 369,480 gals. of fuel; 46,655 gals. potable water, 46, 275

gals. fresh water; 6,450 gals. engine lube oil; 2,930 gals. gear oil; and 2,930 gals. hydraulic oil. The fuel day tank has a 10,655 gal. capacity.

per day, 90 minutes each way, transporting miners to the Kensington gold mine from Yankee Cove in the Juneau area.

“They unload one group and bring another group back,” said Eric Engebretsen, Bay Weld Boats general manager. “It’s a pretty unique mission they have, transporting miners to the gold mine. It’s a remote mine, and the only way they have to get there is by boat. They have to travel 365 days a year. They never stop, no matter what the weather.”

Prior to building the Goldbelt Seawolf, Bay Weld Boats had delivered a couple of passenger vessels in the 50' range, but nothing as large as the Goldbelt Seawolf. When Engebretsen heard about the Goldbelt project he figured he’d have a chance to compete, but first Bay Weld’s shop had to be expanded to accommodate a boat of that size. There also had to be a way to get a boat that big in the water. So Engebretsen brought in a crane company to help figure out how that could be done.

Eventually it would take “every bit of reach and lifting capacity of the crane to pull it off,” he said. The crane used is the largest in Alaska.

Bay Weld Boats landed the contract a year after the shop expanded by 4,000 sq. ft. and added a gantry crane. Bay Weld and Goldbelt then came up with the concept and Coastwise Corp. in Anchorage, Alaska, did the engineering.

Seating for the miners is spread out over two decks. The upper deck has seating for 40, while the main deck accommodates 80 miners. Engebretsen describes the seating area as fairly spacious because “the miners show up with pretty bulky gear,” which is stored in open spaces inside the entrance doors. Meals aren’t available though there is a snack bar. “This is not sightseeing. It’s basically a bus on water.”

The Goldbelt Seawolf is powered with quad Scania 700-hp engines matched up with HamiltonJet 364 waterjets. During sea trials the boat hit 26 knots with a full load of passengers.

ichols Brothers Boat Builders, Freeland, Wash., has delivered two of four new 100'×40'×17' ASD 90-ton tugs to Foss Maritime, Seattle. Designed by Jensen Maritime, the Jamie Ann was the first of the new tugs added to the Foss Harbor Services fleet, providing tanker escort and assists for Foss’s oil and gas customers. In September 2020, the yard delivered the Sarah Avrick.

With a maximum draft of 19'6" and a fuel capacity of 68,900 gals., Jamie Ann, Sarah Averick and their sisterships Leisa Florence and Rachael Allen are based on Jensen’s Valor tugboat hull, with powerplants that utilize high-efficiency catalytic aftertreatment technology to achieve Tier 4 emissions limits.

The Valor design is the template for other series of powerful tugs for a number of customers, said Jay Edgar, vice president of engineering services with Jensen’s parent company Crowley Maritime Corp.

“Our approach has been to use a proven hull and incorporate owner requirements into it,” Edgar said. Jensen designers use a modular approach, accommodating different engine and generator packages and altering deck layouts in accordance with winch and machinery requirements, he said.

The Foss Z-drive tugs are built to meet Subchapter M regulatory standards, with ABS loadline certification and UWILD notation.

Jamie Ann is equipped with two MTU series 4000 main engines, each producing 3,433 hp at 1,800 rpm and connected to twin Rolls-Royce/ Kongsberg US255 azimuth thrusters.

The new tug has a bollard pull of 90 short tons.

Ship’s service power comes from two John Deere 60 68A FM 85-powered gensets, each sparking 120 kW of electrical power.

The new tug is also outfitted with Mackay Marine electronics and Markey Machinery winches forward for ship assist and aft for barge towing.

Foss welcomed the tugs Jamie Ann and the Sarah Avrick into its fleet in April and September respectively.

The Leisa Florence was scheduled to join the fleet in December after final

outfitting and trials are completed at Nichols Brothers.

Foss provides a fleet of tugs with up to 8,000 hp. to assist or escort vessels of any size in major West Coast ports.

Foss has supported more than 30,000 tanker escort arrivals in the last 30 years and annually provides more than 20,000 ship assists.

n February 2020, Inventech Marine Solutions (IMS) Bremerton, Wash., delivered the 46'×12' twin inboard diesel-powered waterjet full-cabin tour boat NW Adventurer to Argosy Cruises, Seattle.

The boat is Coast Guard approved for 38 passengers and two crew for partially exposed service. Inventech is the manufacturer of Life Proof Boats and FAST collar systems.

Argosy Cruises offers narrated boat tours of Seattle and surrounding areas year-round. Its fleet offers public tours as well as corporate events. Argosy chose to build this platform with Life Proof Boats for the newest addition of its fleet because the design was the best fit for its business support, the company said.

“That’s a 38-passenger, full cabin, twin inboard diesel, that has a lot of space,” said Jenson Charnell, Inventech’s president. “It’s a great platform.”

Main propulsion comes from twin Cummins QSB6.7 diesel engines, producing 480 hp each.

The mains connect to HamiltonJet HJ292 waterjets through ZF 280 transmissions. During builders trials the vessel’s top speed was 33 knots with 3⁄4 fuel and water, and five people on board.

Tankage includes 300 gals. of fuel and 20 gals. fresh water. Scantling, keel bar and plating was calculated using Lloyd’s G2 service area requirements.

IMS developed a number of concepts and analyzed lifecycle costs based on multiple configurations.

Eventually, a model that suited the vessel's intended operations was settled on — Life Proof Boats proven 22° deadrise all 5086 aluminum construction monohull with closed cell foam collars. Final lightship weight was recorded as 21,000 lbs.

The new passenger vessel recorded a cruise speed of 27.2 knots /31.3 mph, burning a combined 27 gph, giving the vessel an 11-hour, 344-mile range.

To assist with an unbalanced load, Imtra supplied the vessel with a Zipwake 450S automatic trim control system and Roca wiper motors, arms and blades. Defrost for the windows and heat for the cabin is provided by four waste heaters plumbed to the main propulsion engines.

The bow is configured with storage, anchoring system, and a manually lowered dropbow with a fold-out, four35

step ladder for beach landing. There is bench seating for 26 passengers inside the cabin with 4" thick custom cushions made with multiple density foams and durable marine fabric. Each seated position has storage, convenience pockets and handrails. Forward facing seats include mesh-pockets for storing small items during the journey. In addition, there is an onboard fresh water plumbed flushing head in the forward trunk of the starboard console.

Delivered in February 2020, the vessel carries onboard automatic firesuppression, a 50-person IBA, and multiple watertight compartments and foam collars with additional buoyancy foam within the engine room and hull voids.

“We’re an interesting shop, I think,” said Micah Bowers, Inventech’s CEO. “We’re delivering a lot of Sub K boats all over the Western Hemisphere.”

etal Shark delivered the 120'×35'×9' Stephanie Pasentine to Florida Marine Transporters (FMT), Mandeville, La., on April 30. The new vessel represents several milestones for Metal Shark: its first inland towboat, first steel-built boat, and first newbuild from its new shipbuilding facility Metal Shark Alabama (previously Horizon Shipbuilding).

Metal Shark, a builder of aluminum boats since 1986, acquired Horizon in Bayou La Batre, Ala., in June 2018, and began expanding the construction of steel vessels at the yard.

Gilbert Associates, Hingham, Mass., is the first of three welded-steel sisterships that are under construction for FMT at Metal Shark Alabama, along with a 70' steel Z-drive tug for the North Carolina Department of Transportation. That required increasing the number of employees from 23 when the shipyard was acquired in 2018 to 150 employ38

The boat’s “nine crewmen are accommodated in six wood-lined staterooms spread over three decks,” said Josh Stickles, vice president of marketing for Metal Shark.

The four-decked towboat is Subchapter M compliant, is based in New Orleans and operates on the Mississippi River under the power of twin 2,011-hp Caterpillar 3512C diesels turning 100"×69" stainless steel props through Twin Disc MGX-5600DR gears with 6.56:1 reduction ratios.

Four Patterson electric winches are mounted forward of the house: a 65-ton winch and 40-ton winch are on both the port and starboard sides.

Metal Shark has two Louisiana yards specializing in aluminum boats for the commercial and military markets in the U.S. and abroad.

The success of those two yards has made Metal Shark one of the most accomplished boatbuilders in the industry.

The Los Angeles Port Police division was established on Dec. 17, 2001, in response to the Sept. 11, 2001, terrorist attacks. Homeland security priorities require a 24-hour, 7-dayper-week law enforcement presence on land and on water to protect the second busiest port in the U.S. Approximately 41% of the nation’s goods are processed through the ports of Long Beach and Los Angeles.

Currently, the Port Police provide law enforcement on all Long Beach waterways and land-side patrols. The

division also conducts cruise line and ship escorts, assists recreational vessels, conducts ship sea marshaling and deploys police divers. The Port Security Unit works closely with the Coast Guard and surrounding law enforcement agencies to complete its mission.

Boat 42 was ordered in early 2019.

It was tested on the St. Lawrence River in December 2019 and trailered to California in January 2020. “This one has an odd looking unit on the roof,” Clark told the Whig-Standard, “but it can detect a chemical 3.1 miles away.”

The boat has two very powerful CBRN detection units that are the highest-level state-of-the-art detection systems available military grade. The RAD system was supplied by Radiation Plus. The RS-700 has a gamma and neutron detection system. The unit has an integrated controller and data acquisition system. The heart of the RS-700 is the proprietary advanced digital spectrometer (ADS) module.

Using a unique detector energy calibration curve stored in the ADS module, the spectrum is linearized and compressed into the system’s 1024-channel resolution.

A high-speed processor allows data to be corrected, if necessary, without distortion and can process 250,000 characters per second. All data is posted to the RAD Assist software with mapping and Nuclide Identification features.

The RAPIDplus chemical detector

by Bruker is the second piece of the CBRN patrol boat. It can automatically detect, identify and monitor all known chemical warfare agents (CWA) and important toxic industrial chemicals (TICs) at up tp 3.1 miles.

The system provides real-time detection. The instruments utilize Bruker’s proven RockSolid flex-pivot interferometer and can be operated while stationary or on the move with no degradation in performance. The software provides the user with enhanced visual surveillance and analytical displays overlaid on video with an extended substance library and increased detection capability.

The chemical-detection limits of the remote sensor for CWAs and TICs are in the low ppm range and the new enhanced list of chemicals in the library is comprehensive. The system requires minimum training and maintenance and utilizes operator friendly software

Orders for patrol boats remain strong.

atrol boats led the pack in WorkBoat’s 20192020 Construction Survey with 215 out of a total of 576 workboats under contract, under construction or delivered in the previous 12 months. Increased concern about evolving maritime threats and the availability of funding from the Navy, Coast Guard, Army, state departments of natural resources, FEMA, and domestic and foreign law enforcement agencies spurred the growth.

Metal Shark, a leading producer of vessels for commercial, law enforcement and the military, with three shipyards in Louisiana and Alabama, produced about 200 vessels in 2020, according to CEO Chris Allard. “Of those, roughly 80% would fit into the category of patrol boats,” Allard said.

The boatyard builds everything from center console and smaller pilothouse vessels to high-speed interceptors and coastal patrol vessels. “The model mix is always changing, but that’s a pretty accurate snapshot of what we’re building as of today,” he said.

The company is also keen on autonomous vessels and launched an autonomous division in 2018.

“Autonomous technology will reshape patrol boats as we know them, and it will happen sooner than most people think,” Allard said.

Lake Assault Boats, part of Frazier Shipyards in Superior, Wis., landed its biggest contract to date when the Navy selected the boatbuilder to supply up to 119 force protection-medium (FP-M) patrol boats. The five-year contract has a maximum value of $56 million. The first boat is scheduled to be delivered in January 2021. The company expects to build one a month after that.

Lake Assault, which has long been known for its high-quality fireboats, sought to expand its business a few years ago, according to Bob Beck, director of sales and marketing. Beck, who had patrol boat experience in his previous job, said Lake Assault began researching the patrol boat market, building demos, and reaching out to government entities about two-and-a-half years ago. The result was contracts with municipalities, the Army and now the Navy.

The Army and Navy boats are very similar. The aluminum V-hull vessels are 33' to 36' with a 10' beam. Each features a fully enclosed pilothouse with a cuddy cabin. A polyurethane foam collar protects the hulls, and dual weapons mounts can accommodate machine guns up to .50-caliber.

nal at Sunny Point, N.C. In December, Lake Assault announced a second Army contract to build seven additional boats for Military Ocean Terminals. Three triple 250-hp outboards power the Army boats. The Navy boats, which will provide security for Navy ships and personnel at ports around the world, have twin 250-hp outboards.

Ribcraft, Marblehead, Mass., has been building rigid inflatable boats (RIBs) for law enforcement, safety professionals, military agencies, and others since 2001. In 2020 the company won a five-year contract with the Navy, worth up to $43 million, to build an estimated 48 11-meter expeditionary mine countermeasure boats. The first is scheduled to be delivered this spring, with one a month delivered after that.

While most Ribcraft boats are powered by outboards, the 39' Navy vessels, made of fiberglass with a polyurethane inflatable collar, will be equipped with twin Cummins QSB 6.7 473-hp diesels and twin HamiltonJet 292 waterjets.

One reason for the choice is that the Navy boats will be carried aboard ships, and inboards are easier to stow and launch, said Matthew Velluto, the company’s director of marketing and business development.

The 11-meter RIBs will be used by the Navy to identify mines in the water and detonate or disarm them, Velluto said.

make up about 60% of our business,” said Mike Blocher, director of sales.

“We typically build between six and 12 patrol boats a year. We built nine or 10 in 2019, five or six in 2020, so it’s a bit of a decline. We’ve seen an uptick in fireboat orders, however.”

In January 2020, North River delivered a 34'×12' Liberty patrol boat to the Huntington, N.Y., Harbor Police Department. The heavy-gauge aluminum boat features a Wing hybrid-foam air fender around the perimeter, a walkaround cabin, Raymarine electronics and twin Yamaha XTO outboards that provide speeds greater than 45 knots.

Moose Boats, Vallejo, Calif., a high-end, custom builder of rugged aluminum catamaran and monohull fire, law enforcement, port security and military boats, is currently working on two patrol boats — one for the California Department of Fish and Wildlife (CDFW), the other for the Santa Cruz port patrol.

Since all boats are custom-made for mission-specific uses, the small, San Francisco Bay area shipyard typically builds just five or six boats a year. “The customization is a big selling point for us. All our customers are willing to pay top dollar, and they get what they pay for,” said general manager Steve Dirkes.

The game warden boat is a customized version of the company’s M1-46 catamaran. Twin Volvo Penta D-11 625-hp diesel engines, with Twin Disc transmissions and Hamilton waterjets with Blue Arrow and Jet Anchor station-keeping controls, propel the 46-footer.

The Santa Cruz Port District chose a customized version of the company’s M-3 34'×9.6' monohull, with a redesigned walk-around cabin to give the crew easy access to the bow. The aluminum boat has a foam/air fendering collar, twin Yamaha 300-hp four-stroke outboards, and full set of electronics from Raymarine.

Moose expects both boats to be delivered in the second half of 2021.

All American Marine, Bellingham, Wash., delivered a fast, innovative, high-tech 80' patrol boat to Texas Parks and Wildlife Department (TPWD) last February. “The Texas folks had a couple of old monohulls that were getting near the end of their lives, and they couldn’t keep up with the bad guys, so they were looking for a faster, fuelefficient catamaran, and we offered the best value,” said Ron Wille, the business development manager.

Chesapeake delivers another Vane Brothers tug, launches new riverboat

he Baltimore marine transportation company Vane Brothers obviously likes what Chesapeake Shipbuilding builds. In late October, Vane took delivery of its 17th tugboat from the Salisbury, Md., boatyard, the 94'×32'×13' Cape Fear.

The Cape Fear, a model-bow tug, is based on a design by the late Frank Basile at Entech Designs LLC, Kenner, La. In the engine room are twin 1,500-hp Caterpillar 3512 main engines. On deck is a JonRie Series 500 hydraulic towing winch. The design goes back to Vane’s earlier Sassafras-class tugs, which were first built in 2008. (The Sassafras was the first tug built in Maryland in more than 30 years.) “They all have the same dimensions and horsepower,” said Capt. Jim Demske, Vane Brothers port captain.

“We really haven’t had to make improvements to the newest tugs.”

He said the 3,000-hp tugs provide “exceptional safety, comfort and reliability. And the open wheel design gives us great maneuverability, while working in unison with the Vane fleet of coastwise tank barges.”

Attention was paid to crew comfort in the dining and living spaces with “thermal-acoustic coatings, rock wool insulation and soft-core interior panels that keep the noise levels down.” The pilothouse has the same features. Sapele wood, which resembles mahogany, was used for bulkheads 46

and sills.

Next spring, Chesapeake Shipbuilding will deliver the Cape Henry, another 94-footer, to Vane. It will have the same dimensions and horsepower as the Cape Fear, since it was “cut from the same cloth” as the earlier tugs, said Demske. “We believe, don’t fix it if it isn’t broken.”

Chesapeake is also building two 3,000-hp push tugs for Vane Brothers.

In other Chesapeake Shipbuilding news, American Cruise Lines launched the 328'×60'4" American Melody in November at the Salisbury boatyard. The fourth new riverboat in ACL’s Modern Series is scheduled for its inaugural Mississippi River cruise season in summer 2021.

Once complete, American Melody will have five decks and accommodate 175 guests in 91 staterooms. The boat will highlight ACL’s new interior design while also continuing to feature the architectural hallmarks of the cruise line’s modern riverboats — showcasing a multistory glass atrium at the center of the ship, 100% private balcony accommodations, and a patented opening bow and retractable gangway.

The new riverboat will also include a casual outdoor café as well as a signature grand dining room with river views from every table; numerous spacious sky-lit lounges; several open-air and shaded sundecks; library; chart room; game room; fitness room and yoga-wellness studio; and elevator access to all decks.

The company will also debut American Jazz in March 2021 (its third brand new modern riverboat which was delayed from cruising in 2020 due to Covid-19). ACL’s fifth modern riverboat is due in 2022, and the cruise line plans to continue its rapid building plans, releasing one to two new modern riverboats each year going forward.

Main propulsion for American Melody and her sisters comes from twin Caterpillar 3512E Tier 4 main diesel engines producing 3,620 hp at 1,600 hp. The Cats turn two Veth VZ-1250-CR contra rotating 4-bladed (front) and 5-bladed (aft) azimuth thrusters through ZF gears with 5.60:1 reduction ratios. The propulsion package will give the riverboat a speed of 13.7 knots.

The Associated Federal Pilots “are quite spread out and need to move pilots around,” noted Duclos. At times it might be necessary to transport four to five pilots. Therefore, there are six Llebroc pilot seats and a bench seat in the amidships mounted wheelhouse. A door on the aft end of the wheelhouse, as well as the starboard side, “allows us to get a little more seating in the boat,” said Duclos.

Gladding-Hearn to deliver new Louisiana pilot boat to Associated Federal Pilots

ladding-Hearn Shipbuilding will deliver a pilot boat in the second quarter of 2021 to its newest customer, the Associated Federal Pilots in Metairie, La. It’s a 52.6'×16.8'×3.10' Chesapeake-class pilot boat, of which the shipyard has built 21 for 12 pilot associations since the Somerset, Mass., company introduced the model in 2003.

After its launching, the pilot boat will be stationed in Venice, La., along the Mississippi River. The offshore pilot boat will take pilots out to ships in the Gulf of Mexico. But it will also be doing coastal work with ATBs, putting pilots on tugs or barges, which will be the vessel’s main objective, said Peter Duclos, president of Gladding-Hearn.

Duclos noted one thing that makes this pilot boat different from other 52-foot Chesapeake-class pilot boats.

Because of a draft restriction in Venice where docking will take place, “we put propeller tunnels in and reduced draft by about a foot.” The Mississippi River has been higher than usual this past year because of flooding, so shallow water conditions are not currently a problem, “but with a drought it could be a problem.”

A pair of 641-hp Volvo-Penta D-16 Tier-3 diesels matched up with 5-bladed Bruntons nibral props through ZF500-1-A gear boxes should get the pilot boat up to 26 knots. The arrangement will ensure that only Covid-19-free passengers, crew and materials pass through the Haven to board the yacht.

In November 2017, Q-LNG Transport LLC awarded a contract to VT Halter Marine to build a first-of-itskind (in the U.S.) liquid natural gas (LNG) articulated tug/barge (ATB) unit. In November, a successful sea trial of the LNG ATB unit, built at VT Halter in Pascagoula, Miss., was completed. The vessel then went to Elba Island, Ga., where it loaded LNG, completing a series of proving trials. The vessel is the first ATB unit to attain a DPS-1+ notation from the American Bureau of Shipping (ABS), Q-LNG officials said. Upon successful gas proving trials, the Q4000 will be delivered to Shell Trading (US) Co. on a long-term time charter.

The Thrust of It Innovations expand utility of waterjets.

L

et’s say you’re thinking about building a new boat but aren’t quite sure what the propulsion package should consist of, except that you want to move away from the traditional engine-prop arrangement. Well, if you’re curious about the newest waterjets but aren’t sure what the options are, the following story includes several, among them a new entry in the U.S. market.

Let’s start with Marine Jet Power, which launched its X Series of waterjets in July 2018.

Since then, the X Series has found a niche with government applications where high speed and high performance are essential, starting in November 2018 when MJP took its first 310X order from MetalCraft Marine Inc. at the International WorkBoat Show in New Orleans.

The order was for a pair of 310X waterjets for MetalCraft's 50'5"×15'10" FireStorm 50 highspeed aluminum fireboat, which went to Kuwait’s Fire Service Directorate. According to MetalCraft, the Firestorm 50 is faster, more maneuverable and has greater pumping capacity (up to 7,000 gpm) than any other high-speed fireboat.

This was the fourth FireStorm 50 for Kuwait, but the first one outfitted with MJP’s new jets.

Matching up the 310X waterjets to twin 1,000-hp Volvo D13 diesels, the FireStorm 50 hit 45 knots.

On July 12, 2019, a year after the X Series was introduced, the first MJP 350X went on the Mai Rassy, a 50'3" rescue boat delivered to the Swed-

ish Sea Rescue Society, which has over 70 lifeboat stations and more than 200 rescue vessels. The Mai Rassy is billed as the first of its kind and the beginning of a new rescue class. The 50' rescue boat was developed for sea rescue work with the ability to carry 150 people along with three stretchers in a mass-evacuation situation. It is also equipped with a 400-gpm fire gun.

Two MJP 350X waterjets paired with 650-hp Scania diesels push the rescue boat over 34 knots.

As of this writing, X Series jets offered by MJP are the 280, rated up to 819 hp; the 310, rated up to 1,000 hp; and the 350, rated up to 1,340 hp.

However, in the first quarter of 2021, two larger sizes, able to absorb up to 2,000 hp, will be introduced, Kelsey Nemeth, MJP’s marketing manager, said in an email. MJP’s JetMaster3 control system is also being upgraded with software updates and new operational modes.

NAMJET At the opposite end of the operating scale from MJP’s high-speed fireboat and rescue boat, NAMJet waterjets have been installed in a pair of workboats commissioned in 2020 and designed to work at low speeds in rather abrasive water conditions in the Antarctic and on Africa’s Zambezi River between Zambia and Zimbabwe.

One of the features of the Skipper system is a dynamic positioning interface by means of which the waterjets automatically maintain a vessel’s position and heading. Another feature is JETanchor, which, when when used with HamiltonJet’s AVX control system, enables hands-free stationkeeping,

to arrive in mid-2021 to support the Australian Antarctic program.

The Nuyina LB 1 is powered by a pair of TJ610HT waterjets matched up with two 600-hp Caterpillar C12 diesels. “We were selected specifically for the ability to operate in harsh conditions,” said Phil Organ, NAMJet’s technical sales manager. Those harsh conditions include working through ice fields and not having the waterjets damaged from ingesting ice.

NAMJet’s mass-flow design provides high-flow at low pressures and low impeller rpm. “Anything that fits through the grate it will spit it right out without damaging anything,” Organ said.

Also, NAMJet does not require close tolerances between impeller blade tips and the wear ring, which contributes to its ability to operate in abrasive water conditions.

The Nuyina LB 1, with its Caterpillar and NAMJet propulsion system, should maintain an 8-knot speed with a full load in 26º weather and 50 knots of wind.

On the Zambezi River, twin NAMJet TJ381 waterjets are part of a propulsion package with 265-hp Volvo D7 diesels, moving a 139'×26' steel, flat-bottom pusher barge.

Critical to the operation of both boats is the ability to create high levels of thrust at low speeds. That’s what NAMJet’s mass flow design accomplishes, said Organ, “by providing high flow at low pressure and low impeller rpm.”

whether around other vessels or fixed objects, at sea or in a harbor. A third is JETfighter, which allows for simultaneous control of propulsion and fire pumps. All three features are handsfree and allow the captain to concentrate on more important chores while maintaining a safe operation.

The EHX system combines an electric drive with diesel power. HamiltonJet provides the electric motors, power electronics and control system that’s integrated with the waterjets, engines, gearboxes and clutches. There are four different operating modes, with a seamless transition between them: diesel only, electric only, charging, and electric boost. The last hooks up with the diesel for optimal power.

At a time when climate change is at the forefront of many discussions, the EHX electric and diesel combination is a partial answer to operators who want to reduce their carbon footprint. In addition, reduced diesel use means longer service intervals and a quieter ride.

Introduced in January 2020, the HTX52 is another HamiltonJet model with potential wind farm applications.

It replaces the HM571 and is the latest in the HTX series, the next generation of waterjets from HamiltonJet. Improved durability and enhanced performance have been built into the HTX52. In the first instance, the anode change interval has been extended to two years, corrosion protection in brackish water has been improved by 10%, and hydraulic sealing has been improved to reduce maintenance and extend the unit’s life.

the HTX52, when compared with the HM571, has 4% better high-speed efficiency, 20% more bollard pull, and a 22% improvement for rated power. The HTX52 is also capable of going 7 knots slower at full power without cavitation, which comes in handy pushing up against something, such as the pylon on a wind farm platform as personnel leave or return to the boat.

CASTOLDI Castoldi is an Italian waterjet manufacturer. Performance Diesel in Webster, Texas, is its U.S. distributor.

In 2020 Castoldi collaborated with the Swedish company Zipwake, designers of dynamic trim control systems, and produced the Castoldi Turbodrive 490HCT and the Turbodrive 600 HCT. The waterjets are equipped with two large interceptors mounted on the waterjet’s body. The interceptors are movable vertical plates that provide lift at the transom.

Giovanni Garziano, Castoldi’s sales manager, said interceptors have several advantages over trim tabs. With an interceptor, a small adjustment provides a quicker result than a trim tab’s, and does so with a smaller surface. Moreover, interceptors eliminate the hassle of installing trim tabs on the transom.

A feature that Garziano says differentiates Castoldis from other waterjets is that the engine doesn’t need a transmission because the waterjet is fitted with it own integrated gearbox.

“Castoldi is the only one that integrates a heavy-duty gearbox into the waterjet body and uses a single optimized impeller per model,” said Garziano.
