Metropolitan St. Louis consists of the City of St. Louis (which, with its own governing body, has no county affiliation), St. Louis County (subdivided into West County, North County, and South County), St. Charles County, and portions of both Jefferson County and Franklin County.
Within these boundaries are scores of cities and municipalities. The area is also defined by its many neighborhoods; the older ones having arisen from the ethnic or religious base, and the newer ones from the growth of subdivisions.
Five main highways traverse the St. Louis area: I-70, I-64 (Hwy. 40), I-44, I-270, and I-170. As you review the maps on the following pages, the highways will provide convenient reference points.

Webster Groves School District
Because this area is an older community with a majority of it’s housing having been built before 1930, there is a Quality Housing Code and an occupancy permit system to ensure the maintenance of its well established property values. Webster Groves School District also encompasses the communities of Rock Hill and Shrewsbury and offers houses ranging from $150,000 to over $1,000,000. Webster is marked by oaks, maples and elms that gave the town its name.
Ladue School District
Ladue School District spans the communities of Ladue, Olivette, Frontenac and portions of Creve Coeur. The St. Louis region’s premier residential area contains fine schools, churches, country clubs and elegant shopping centers. Typical housing ranges from $500,000 to over $1,000.000 and contains some of the most desirable residences in the entire nation. Ladue is located 15 minutes from the airport, 10 minutes from Clayton and 15 minutes from downtown.
Kirkwood School District
The district encompasses the city of Kirkwood and portions of the surrounding communities of Des Peres, Glendale, Oakland and Warson Woods. The city of Kirkwood was established in 1853 and was the first planned suburban residential area west of the Mississippi River. Housing consists of a variety of styles from turn-of-the-century mansions, two-story colonials and charming brick bungalows. Housing prices range from $150,000 to over $1,000,000. This area offers quiet, tree-lined streets and established neighborhoods.
Parkway School District
The second largest school district in St. Louis County is Parkway, located in the western portion of the county and covering over 68 square miles. This district includes portions of Creve Coeur, Chesterfield, Ballwin, Des Peres, Manchester, Maryland Heights and Town and Country. Due to the large geographical area it covers, Parkway housing ranges from homes built in the 1970’s to new construction developments. Prices range from $150,000 to $1,000,000 or more. From golf courses to shopping centers and office complexes, this primarily residential area offers a well-balanced mix of single-family homes, condominiums and apartment complexes.
The largest school district in St. Louis County and located in the far west region is Rockwood, covering 150 square miles. The communities of Clarkson Valley, Ellisville, Eureka, Fenton, Grover, Glencoe, Wildwood and portions of Ballwin and Chesterfield fall within Rockwood’s boundaries. While each community has its own distinctive look and feel, they all share a common bond of being strong, family oriented residential areas. Generally, housing is a blend of well-planned, larger subdivisions and smaller developments situated among high bluffs and rolling hills. Prices range from $180,000 to over a million and offer a commute of 25 minutes to Clayton and 45 minutes to downtown.

Automobiles must pass an inspection for safety and emissions at an official inspection station before they can be registered in Missouri. Many service stations are official inspection stations. Exempt from emission inspections are 1995 or older (1996 if diesel-powered vehicle) passenger cars, motorcycles, dirtbikes, school buses and vehicles that weigh 8,500 pounds or more. An emissions test will cost around $24. The owner must pay around $12 for the safety inspection and emissions inspection certificates. On a new car purchase, if there is no loan, you must present a vehicle title. On renewals, the renewal slip takes the place of the title.
Examinations for written, road and eye tests are offered at Missouri Highway Patrol examination centers. Fees are paid and licenses can be obtained at the Department of Revenue offices. Look in the white pages under “Revenue-Auto” and “Driver’s Licenses” for locations.
Established Missouri residents must show a personal property tax receipt. If you did not reside in Missouri previously, you will need to obtain a tax waiver. People who need a tax waiver can obtain one at the County Government Center, 41 South Central Avenue in Clayton, or at the St. Louis County Government Center located West at 74 Clarkson Center (615-0900), or you may contact (314) 615-4453 for information on a location near you. If you live in the St. Charles area you can call (636) 946-4456 for information.
Vehicle license fees for one year range in cost from $18.25 to $38.25 depending on the horsepower and weight. For a two-year registration, the price ranges from $36.50 to $76.50, also depending on the horsepower and weight.
Missouri residents must apply for a Missouri driver’s license even if they hold a valid out-of-state license. Those who have an out-of-state license are exempt from the road sign test, written test, and the actual driving test. Check the white pages under “Highway Patrol – Driver’s License Examinations” for testing locations or go to www.dor.mo.gov/mvdl (Missouri Department of Motor Vehicles). The cost is $10 for an operator’s license and $15 for a chauffeur’s license at the branches. Fee offices charge a $2.00 additional fee.
The license is renewable every six years without the written or road test, provided application is made before the expiration date. An eye test and new photograph are required.
When driver’s and chauffeur’s licenses expire, there is a six-month grace period to renew them without having to take the written driver’s test. Applications can be made, fees paid, and eye tests taken at the Department of Revenue offices.
Missouri requires proof of lawful presence, proof of identity, and proof of residence.
Proof of Lawful Presence – examples includea birth certificate, a valid or expired U.S. passport, a Certificate of Citizenship. Proof of lawful presence is a one-time requirement for U.S. Citizens.
Proof of Identity – examples include a Social Security card or Medicare card.
Proof of Residence – examples include a recent utility bill with current address, a property tax receipt, a most recent bank statement, or voter ID card.
