The Bulletin is the newsletter of the WMDDS and its mission is to inform the membership of upcoming and recent events, state & local issues related to dentistry, and as a forum for its officers, representatives, and members to discuss appropriate topics of interest to the membership.

The Bulletin will publish submitted articles from members and others that relate to the practice of dentistry, small business, social, or political issues affecting dentists, or other subjects of interest to the membership. All published items are subject to space restrictions and the community standards of the WMDDS. Practice Perspectives

The new year kicked off with the presentation of the Silent Bell Award to Dr. Deb Peters. It was a great time to interact with my WMDDS colleagues as well as friends from across the MDA. Rachel, Jeff, and I even had a mini Bulletin meeting while in attendance (see photo). I encourage you to attend future Silent Bells and congratulate Deb the next time you see her. When interacting with other dentists, it becomes clear that while all dentists do similar things, the way they go about them in their practice is very different. Everyone has a different perspective on practice.
Not every practice is a single doctor private practice. However, often times that is viewed as the best way to practice dentistry. When I first moved to West Michigan to work with a DSO, I was hesitant to tell others where I worked. I was hesitant because of the comments that were made whenever I told someone. I have been told that I am not a real dentist if I am not in a private practice. I have even been told that the quality of my work must be poor simply because of my practice structure. While some MDA members made these comments, I am lucky enough to have a strong network within the MDA that supports me and colleagues like me. However, sadly these comments are prevalent, and I have heard similar stories from colleagues. If an individual does not have a support network, one comment like this is enough to turn them away from organized dentistry. As colleagues, we should build each other up and not tear each other down. This is why I am launching a new series in the Bulletin called “Practice Perspectives.”
The goal of the series is to help WMDDS members better understand the diversity of our profession. It is my hope that reading this series helps expand how you view the field of dentistry. This feature kicks off with an inspiring article from Dr. Deborah Brown. The journey she
describes is a prime example of how dentistry can change both the patient and provider. If you believe you know someone who has a unique perspective, please email me at wmddsbulletin@gmail.com.

A Year in Review

It’s a bittersweet feeling that this is my last article as president of the WMDDS. Leading the Board this year has been a great experience that has helped me grow both personally and professionally. I’ve made connections with dental professionals that I may have never otherwise met, and I’ve enjoyed being part of the progress that has been made.
To sum up my observations of the inner workings of the Michigan Dental Association, the WMDDS, and community outreach programs in West Michigan: there is much work to be done. Fortunately, there are many people that give of their time and talents to keep this well-oiled machine running. We are lucky to have dentists who are passionate about improving access to care to those less fortunate, legislative issues to protect our autonomy as providers, and parliamentary procedure to keep our organizations running effectively and legally. There are countless roles to be filled, and all are very diverse in nature.
Over the course of the past few years on the Board, I’ve enjoyed the challenges and the lessons learned. I’m very proud of what the team has accomplished. Prior to this experience, organized dentistry wasn’t exactly in my wheelhouse. I had plenty of help from too many people to thank. The support in our organization is amazing. If I can do it, so can you! If being on the WMDDS Board isn’t your calling, maybe something else is. We have so many opportunities to give in our area. If the opportunity rings, please answer the call. I guarantee you won’t regret it! You will find listed in the next column contact information for some local organizations that could always use help.
A huge thank you to all those who helped make my job easier and more effective this year. West Michigan is truly the best place to practice dentistry. I wish all of you the best of luck in your careers and beyond, and I look forward to our continued camaraderie.

n WMDDS applied for a public relations grant from the Michigan Dental Association and was awarded $4,140. This money will be used in 2023 to fund a Tooth Fairy dental event for Great Start in Montcalm County, for oral hygiene supplies for Kent County Oral Health Coalition, and to stock a WMDDS Toothbrush Bank with oral hygiene supplies to fill requests from community organizations.
n An American Dental Association ARC grant of $3,000 was awarded to WMDDS for the New Dentist Forum. They will use the money for a future NDF event in 2023.

n Register for Annual Session at DeVos Place in Grand Rapids, May 3–6th.
n Medicaid reform changes started to take effect January 1, 2023. The 2023/2024 Michigan state budget includes an $85 million investment (44% of the total from the federal government) for adult dental services and the first increase in fees in 30 years.
n On February 12th, current and past LEAD program participants visited ADA headquarters in Chicago. WMDDS members included Sarah Bouwkamp, Jayne Kessel, and Daniel Miller.

Greetings from the Kent County Dental Society Board! I hope your new year is off to great start. On January 25, 2023, KCDS held the second of its three lectures for the year, entitled: “Pathology in Your Practice: When Biopsies are Recommended.”
Dr. Theodara Danciu, a clinical professor from the University of Michigan School of Dentistry’s Department of Periodontics and Oral Medicine, gave the lecture via Zoom, and over fifty KCDS members attended a wonderful program. The last of Kent County Dental Society’s sponsored lectures will be held in-person at Watermark Country Club on Wednesday, March 15, beginning with the social hour at 6:00pm, and dinner and lecture immediately following at 6:30pm. The course title is "Dental Insurance Trends and Your Practice Success." This course will be led by Stephanie Smith, who is a practice prosperity advisor with Innovative Advisory Solutions. The WMDF is in the process of interviewing applicants for tuition grants. Each year the applicants are more and more competitive. Each applicant is committed to West Michigan and continues to ensure our community growth. We have been lucky enough in recent years to provide an increasing number of scholarships. It is our hope that we can continue this tradition. We could not do it without the generous support our community has provided. We continue to support educational and service programs that are dedicated to the improvement of oral health through our community grants. The New Dentist Forum had another great turnout at our recent CE event in January at GRBC. Dr. AJ Lytle lectured about digital workflows in implant dentistry and brought in some of the technology available to assist in guided surgery for members to become familiar with. Join us at our next CE event on Thursday, March 23, 2023, with Dr. Graham Greenland to discuss endocrowns. We expect another great event!

Late last year, the KCOHC held two listening sessions with Grand Rapids community members. The purpose was to understand better how our community views their personal oral health, their children’s oral health, and their experiences with oral healthcare. The themes that emerged (see below) will inform the Coalition’s work and efforts in 2023.
n Education and Awareness of Oral Health. The need for increased education around benefits offered by insurance and the importance of preventive dental care.
n Accessibility of Resources and Care in the Greater Grand Rapids Area. Specifically, the difficulty in scheduling appointments and finding providers participating with insurance.
n Quality of Care. Overall, the quality of care was seen as high, but the type of insurance was noted to impact the care received.
n Cost of Care. The cost of oral health was discussed, particularly out-of-pocket costs. Seeking inexpensive treatment in other countries or turning to a less expensive alternative for care (i.e., online orthodontics) were mentioned more than once.
n Children’s Oral Health Care. Many parents discussed taking their children to the dentist at an early age. Access to children’s oral health was noted to have increased, but cultural barriers to children’s care and lack of education about appropriate treatments exist.
n Adult Oral Health Care. Participants described what oral health means to them (brushing daily, flossing, visiting the dentist regularly). Some expressed feeling self-conscious about teeth/mouth appearance and how this impacts their lives.
n Personal Stories. Many personal stories were shared about oral health, including issues with treatment or insurance and pain experienced from various treatments or procedures.

Congress and the State Legislature: Is There a Difference?

“Control of the state legislature flipped from republican to democrat” and “The US Congress now is split between republicans and democrats” were common talking points following the 2022 elections. What does this mean? What is the difference between the state legislature and Congress? As dentists, the last time many of us learned about government was in our high school civics course. However, with the ever-increasing role that government plays in our lives, it’s important that we have a basic understanding of our governmental structure. This article is a refresher course on basic civics. Let’s call it “Civics for Dentists!”
Both the state government and the federal government have a legislature. The state legislature is normally referred to as the Michigan Legislature while the federal legislature is referred to as Congress. These two governmental bodies are “bicameral,” which means they are composed of two chambers: a house of representatives and a senate. Bicameral also means that in order for a bill to pass, it must pass both chambers by a simple majority vote.
The Michigan Legislature has 148 members. This is comprised of 110 members in the House of Representatives and 38 members in the Senate. The Congress has 535 members, with 435 serving in the House of Representatives and 100 in the Senate. Michigan has a total of 15 members of Congress: 13 members in the US House of Representatives and two members in the US Senate.
Term lengths vary by chamber and whether the position is state or federal. The term length for the House of Representatives is two years in both the Michigan Legislature and Congress. The term length for the Senate is four years in Michigan and six years in Congress.
There are no term limits for members of Congress. However, in the Michigan Legislature, a person is limited to serving a total of 12 years in either the House of Representatives or the Senate (or a combination of 12 years between the two chambers).
State legislatures tend to be able to move faster. State legislators are also more accessible because they can spend more time in the community, not just in Lansing. This is different from federal officials who are in Washington DC a large portion of time. The locality of state officials can make lobbying at the state level more effective. This means that the ability to drive change is easier at the local/state level, which is why local advocacy events are important. Given the current make up of leadership in the Michigan legislature, local advocacy is more important than ever. West Michigan’s own Sen. Winnie Brinks (D) is the senate majority leader; Sen. Aric Nesbitt (R) is the senate minority leader; and Rep. Bryan Posthumus (R) is the house minority floor leader. These are all important positions, which means that West Michigan legislators have a lot of influence.
While state legislators may be more accessible, that does not mean lobbying does not occur with federal officials. In order to better address national needs, the ADA has set March 5–7 as ADA Dentist and Student Lobby Day. The MDA team plans to meet with all Michigan legislators in DC. Look for a report on Lobby Day in the next Bulletin.

Debra A. Peters, DDS A Role Model for Service
Dr. Deb Peters founded Peters Family Dentistry with her husband, Dan, in 1993. She worked as the co-owner of the practice for 28 years. Since earning her DDS from the University of Michigan in 1993, Deb has spent countless hours volunteering in the community and serving in professional organizations.
Deb grew up in the small town of Leslie, Michigan with her sister, Carol. She knew or was related to “about half” of the 2,100 residents. Deb’s father, Ron, ran and managed the family grocery store—which was locally famous for Schmit’s Quality Meats. Ron was also, at one time, the mayor of Leslie. Deb’s mother, Barb, was the vice president of a bank in nearby Jackson. Deb’s parents provided daily examples of service and volunteerism. They volunteered in their church and the VFW, and Deb’s dad was active as a lane inspector at the American Bowling Congress.
Deb has fond childhood memories of toy shopping at Circus World with her mother. She also remembers benefitting from her dad’s butcher shop, recalling that they had steak more frequently than most in her childhood home. Deb remembers her mom as a supporter of her athletic pursuits and active in cheering for Deb and her teams. When traveling as a family, Ron, Barb, Carol, and Deb would sometimes sing songs in four-part harmony.
Deb was a marvelous athlete. She starred in three sports while living in Leslie. Basketball, volleyball, and softball opponents were all aware of her presence in the game. Deb also enjoyed swimming at the community pool, biking, and being active in Girl Scout activities, including camping. Beyond athletics, Deb was a serious crafter. Making presents for family members was another of her youthful joys.
While Deb was active in high school athletics, she also worked. She braved the ever-present milk snakes while mowing yards for her grandfather’s rental property (even though she has a grass allergy), and she worked as a bank receptionist, where she learned about responsibility.
Deb’s role models as she grew up were, first and foremost, her parents.
However, her maternal grandmother also played a significant role in her life. Her grandmother was a banker, entrepreneur, musician, scholar, and professional athlete. Clearly, the apple didn’t fall far from the generational tree.
Deb’s education beyond high school continued at Ferris State University. Before she became a Bulldog alum, she gained both an RDH and a bachelor’s degree. Her work as a hygienist created an income base for her next great academic adventure: dental school. She attended the dental program at the University of Michigan. The adventure became more than just academic when she met her future partner, Dan Peters, while harassing him to contribute dues to ASDA. Dan, a graduate of Clarkston High, sat in the same row as Deb in pre-clinic. Deb and Dan were self-described dental nerds and initially decide not to date.
The decision not to date didn’t last long. Deb and Dan were married in Ann Arbor after their second year of dental school, just two weeks before the NERB exams. In 1991, Team Peters was forged, and their union remains rock solid today. In the early days of their marriage, they lived in Ann Arbor and later moved to Ypsilanti. They worked hard for money, with Dan working at a pizza shop and Deb working in dental hygiene. They shared textbooks and, on several occasions, had squash as their principal meal. Deb welcomed their first pet cat into the household even though she was allergic to cats. Mutual help and sacrifice were, and remain, the cornerstone of their loving relationship.
The family dynamic changed when Deb and Dan had their daughter Maddie, now 26, and their son Kyle, now 23. Team Peters became Family Peters as well. Maddie is a passionate and gifted musician. Kyle shares Dan’s love of the outdoors and achieved Eagle Scout status in the Boy Scouts. Maddie went to all of the preplanning meetings for the construction of the Peters Family Dentistry office, and both Kyle and Maddie have been to countless dental functions over the years. Maddie knew the meaning of “diastema” as a toddler. Family is still the focal point of all four.

The dental practice that Deb and Dan built together opened in 1993. Peters Family Dentistry became a fixture in the fabric of Kentwood when Deb and Dan purchased a practice from Steve Lyzenga. Together, they grew their practice into the vibrant, successful one it is today. During all the years they owned the dental practice, they never practiced clinical dentistry together. They shared clinical and family obligations in an alternate fashion, allowing them to truly devote quality time to both of these important aspects of their lives. Even in retirement from clinical practice, Deb and Dan maintain that quality balance.
In what little free time Deb has, she involves herself in several hobbies. She is an avid paddleboarder and she enjoys yoga and sewing. Every year she makes flannel pajamas for the whole family. Today, the flannel tradition is ingrained in the family.
A litany of professional, community, and church activities are listed in Deb’s CV. This record of service is second to none, and a paragraph to describe this service would dramatically understate the nature of Deb’s service. Deb’s husband, Dan says that it is abundantly obvious to him (as it is to all) that Deb lives to serve and set an example for those who follow in her footsteps. Deb is currently the incoming vice chair of the American Dental Association’s Council on Ethics, Bylaws, and Judicial Affairs. Her most meaningful activity is providing a vision and a role model for kids, which she has done in many ways, including her eight years as a Junior Achievement volunteer in 3rd and 4th-grade classrooms.
Rest assured that Deb Peters isn’t done serving. Resting on her laurels is simply not part of her DNA. We can expect to see her continue to speak out on leadership and on women’s leadership in particular. Deb’s service exemplifies the spirit of the West Michigan District Dental Society’s highest award, the Distinguished Service Award. The Distinguished Service Award or Silent Bell finds a most deserving recipient in Dr. Deb Peters!

My Journey into Public Health Dentistry
I applied to residency programs that would provide me the opportunity to see patients from all walks of life, and the ability to build and refine my skills. During this time, I discovered my passion—making a difference for underserved people and giving back to a system that was there for me when I needed it most.
Did you know that we spend 57% of our waking hours at work? That is a lot of time. I spent my young adulthood not sure what I wanted to do, but I was certain that I wasn’t going to waste my time on “just a job.” This very mindset led me down an unconventional and unpredictable path to finding this inspiring career that has impacted individuals and communities across the country.
The standard advice of “go to college,” was overwhelming, undesirable, and was not in my plan. I wanted to do something satisfying that paid the bills and contributed to society, so I enlisted in the US Army right out of high school. What seemed to be the better option than school led me to a major culture shock.
Boot camp confronted me with an intense test of my emotional, mental, and physical abilities. I made it through, and I am grateful I did because I was gifted with opportunities to experience new things and see new places. After years of serving, I was honorably discharged and returned home to New Jersey.
For several years I bounced from job to job in an effort to “find myself.” However, what I found was myself being laid off and unable to find a job. I decided at the age of 27 to give this “college thing” a try. Soon I began working my way through Rutgers University as a full-time student with a full-time job. I always envisioned working in healthcare, I just hadn't settled on which part of healthcare was right for me. Our family dentist invited me to shadow him. In that process, he worked to convince me of a profession in dentistry. Heeding his advice, I started my education in dentistry at the age of 31, and I am so glad I did!
I grew up in Paterson, NJ—a very urban, inner city. Dental care was not a priority, but more of a luxury. My first visit to a dentist didn’t happen until I was six years old. I had been experiencing pain due to the development of twelve cavities—bring on the pulpotomies and stainless-steel crowns! Without public health, kids like me would have even fewer options for care.
Sadly, that’s not where it ended. What most people don’t realize is while in the military, all of your dental care is free. The unfortunate truth is very few veterans qualify for VA-covered dental care. I related to my patients, remembering that not long ago I found myself needing the public health system again, as a veteran with limited options and riddled with pain from a toothache.
When my residency in the Bronx ended, I spent time working in several practice modalities: group practice, FQHC, and private practice. But no matter what, my heart was always drawn to the underserved. Helping people that deserved the right to quality dental care motivated and inspired me. It offered me the ability to give back and truly make a difference—I knew I found my path.
Even within my ability to help patients, there were often huge disparities and limitations. I felt the need to mobilize people, organizations, and systems to work cohesively and address our most pressing problems in dental access. I’ve spent more than half of my career at all levels of administration, transitioning from a practicing dentist to a dental director with an FQHC.
The pinnacle of my career was accepting the position as CEO of My Community Dental Centers (MCDC). MCDC started in 2006 in Northern Michigan with eight dental centers, partnering with the local health departments. Today, MCDC continues to carry out our mission as a

non-profit that has grown to 34 centers, serving over 90,000 patients per year across the entire state of Michigan. We remain vigilant in the pursuit of our vision to provide dental care for all, particularly those on Medicaid or those who are uninsured.
We are dedicated to serving communities and eliminating barriers to access quality dental care. We do this through our unique model that differs from a traditional FQHC or DSO structure. We are committed to being a different kind of dental provider—one that sincerely champions the growth and development of our dentists, while supporting and empowering individuality. MCDC provides operational and business support so our dentists can focus on what they love most: dentistry!
I am driven to change the narrative around public health dentistry. Through my unconventional journey, I have learned that the highest-impact career is the one that allows you to make the biggest contribution in solving our society’s most pressing problems. And guess what? It hasn’t just changed the lives of the patients; it has equally changed my life. You no longer need to choose between a great-paying career and helping your community. If dentistry is your career and helping people is your passion, MCDC brings them together.

The Holland Free Health Clinic is in need of volunteer health providers for our dental program. Our waiting list for services has grown substantially during the COVID-19 pandemic closure. We are in desperate need of volunteer dental hygienists. As you know, hygienists are essential because they evaluate patient dental concerns, provide prophylaxis, educate patients regarding their oral health, and take x-rays that providers use to evaluate clients. The services hygienists provide help us give more concise care to our clients. We also welcome all other licensed professionals interested in donating their time.
