THE POSITION
Bend Bulletin Endorses La Pine Fire District Tax Levy

As prominently featured in the Bend Bulletin, Ballot Measure 9-157 is billed as an antidote to staffing challenges facing emergency services in this growing, rural area that includes parts of Deschutes and Klamath counties.
Passage would allow the La Pine Rural Fire Protection District to add nine new firefighter or emergency medical services positions. The staffing would support an additional crew of emergency responders — three total — that would be available at all times in the district.
Population in the 117-square-mile district has increased by nearly 40% over the past two years, which has caused emergency response times to 911 calls to increase in the region, and sometimes crews aren’t immediately available at all, proponents say.

In 2022, there were 183 times when there was no crew within the district to respond to emergency calls. That’s about once every other day.

“Hose and repair parts are also moving,” they added, “which are needed in some cases to fix outdoor plumbing that broke as people began prepping for spring – despite the persistence of cold weather. Although winter started out slower this year, it’s just not going away. And customers are over it.”

Long-time residents of La Pine (and we’re talking decades), the two employees said that “We tell people who have lived here for just a short time that there’s no such thing as a ‘typical’ winter. Winters here are never predictable – they just happen.”
Ever optimistic, they said that “we hope to have live plants in our outdoor garden section by the end of May – but make no guarantee!”

Habitat for Humanity of La Pine-Sunriver can now provide free home repair to qualifying homes in La Pine and Sunriver. This is not a loan, and no repayment is required. To qualify, you must be the homeowner, the repair is for an area that involves a health or safety issue, and there is financial need. We can do decks, railings, plumbing, electrical and most other areas of home repair. We install wheelchair ramps. If you need home repair, give us a call and we can easily let you know if your home qualifies for our program.

‘C’mon, We’re Done and Moving On”
By Andrea Hine
“We used to say that La Pine has two seasons, winter and August,” said Ann Gawith, executive director of the La Pine Chamber of Commerce, when asked for her thoughts about this season that seems to have no end, “Actually” she said, “I looked at the calendar, and it was snowing last year on this very day.”
“I don’t think that winter has changed; rather we tend forget from one year to the next, and simply reach a saturation point – saying to ourselves and each other, ‘c’mon, we’re done and moving on. It’s human nature.”
Gawith used the example of Paulina Lake Lodge, “which received tons of snow this winter,” and its snowmobilers. “Even though snow may remain there for several more months, people are ready to do side-by-sides – whatever the conditions – and have changed their mindset to a new season.”
And whatever the season, the Chamber’s on-site Made in La Pine Store has gifts that reflect the diverse talent of local artisans. ““Everyone is blown away by the quality and variety of what’s for sale, and the reasonable prices,” she said. “We always try to get in new merchandise so people will keep coming by.”

Visit Central Oregon Gives $840,000 to 12 Tourism Projects
Visit Central Oregon awarded $840 in grants to 12 organizations as part of the Central Oregon Future Fund, a new grant program to support local projects that benefit both residents and visitors.
The grant winners include: Bend Parks and Recreation District, River Access Improvements Phase 3 ($100,000); Central Oregon Trail Alliance, Welcome to Central Oregon’s Trails ($60,000); Deschutes Soil and Water Conservation District, Got Stars Central Oregon ($95,000); Discover Your Forest, Skull Hollow Trail Head ($77,375); High Desert Museum, and Changing Exhibits Initiative ($50,000.
Other recipients: Maupin Area Chamber Endowment, Deschutes River Athletic Complex ($60,000); Oregon Adaptive Sports, Moving Mountains ($67,475; Oregon Equestrian Trails, Sheep Springs Horse Camp Steel Corral Upgrade ($66,083); Sisters Trails Alliance, Whychus Overlook Accessibility Enhancement Project ($37,152); Sunriver Owners Association, Sunriver Pathway Wayfinding Signs ($74,148); Tower Theatre, Sound Mitigation Project ($49,140); and Warm Springs Community Action Team, Warm Springs Commissary ($100,000).
Wilco Expands Into Prineville
A newly expanded Wilco Farm Store in Prineville offers a full garden center, bulk bark and soil, a covered drive-thru loadout area, dog grooming services, selfwashing and drying pet stations, and a clothing section.
“The existing old Prineville store footprint would actually fit inside the clothing area of the new store,” said Kati Hulett, store manager.
The co-op now has 16 stores in Oregon and 26 across the West – including Washington and California.
Warm Springs Museum Nets $10K Award
The Museum at Warm Springs received a $10,000 short-term grant through the Association of Tribal Archives, Libraries and Museums (ATALM) American Rescue Plan: Humanities Grants for Native Institutions. Funds support the museum’s recovery from loss of operating revenue during the Covid-19 pandemic.
“The Covid-19 pandemic is not only responsible for the loss of culture keepers, Native language speakers, elders and government leaders but also the closure of cultural institutions, furloughed staff, and reduced programming,” said ATALM Board Chair Walter Echo-Hawk.
The Museum at Warm Springs is one of 34 awardees in 17 states to receive funding.
Redmond Teachers Receive State Honors
Two Redmond high school instructors were named this year’s Oregon Association for Career and Technical Education (ACTE) teachers of the year: Redmond High School’s construction technology teacher Alan Wheeler, a Marine Corps and Air Force veteran; and Ridgeview computer science teacher, Joshua Davis, a 23-year district veteran. Both men claim that their greatest reward happens any day and without notice. “I think just recognizing hard work, you know. We work really hard in this profession. It’s a demanding job and it recognizes that we’re doing good things in our district and our community,” said Davis.

On-site soccer sign-ups will also signal La Pine Athletic Shop’s official grand opening. (New Logo by La Pine Soccer Coach and Graphic Artist Matt Tarter).

‘This Winter’s Length Might Be Partly My Fault’

By Andrea Hine
“As our focus is athletics in La Pine, and we stock gear for all the sports played at local schools -- including soccer, baseball, softball, wrestling, basketball, football, and volleyball – I decided to change our name to reflect that emphasis. So ‘Back on the Rack’ is now ‘La Pine Athletic Shop.’”

Owner Bryanne Berry continued: “Our new logo was designed by Matt Tarter, a La Pine High School varsity soccer coach and co-founder of the La Pine Soccer Academy. He and I now have a cooperative arrangement – which we hope is a step toward encouraging all the town’s sports people to communicate together.”

In addition to developing joint advertising campaigns, the coop arrangement includes utilizing the store’s space for sports sign-ups – “starting with soccer in early May that will also signal La Pine Athletic Shop’s official grand opening,” said Berry. While interest in sports such as soccer and baseball waned during these past winter months, “snowshoes, sleds and snow boards were popular,” she said, “as were youth-sized muck boots. People absolutely love them, as you can’t find little people footwear elsewhere in town.”

Berry’s goal remains unchanged since starting her business several years ago. “I want all the kids in town to be able to play outside with affordable athletic sporting goods. Everyone needs the opportunity to feel successful.” Toward that end, her merchandise covers an age span “from the moment of walking up to the moment of graduating.”
Berry’s commitment to sports in La Pine extends to her personal involvement. In addition to being a middle school soccer coach, “I always sponsor a youth sports team, including baseball,” she said. “This year all the Little League coaches came by to introduce themselves, and share the team colors they’ll be using. I think some of them were pleasantly surprised to learn that I wasn’t just selling sports – but that I know sports.”
Looking outside La Pine Athletic Shop, where a few bikes and a set of golf clubs sat somewhat forlornly, Berry confessed that “This winter’s length might be partly my fault, as every time I put away winter merchandise, snow starts falling. I feel kind of silly having warm weather gear out front.”
“But whatever the weather or the season, La Pine Athletic Shop is my baby,” she said. “I’m thankful every day I walk in here –customers share my excitement, and can feel the love here.”
(La Pine Athletic Shop, located at 51538 U.S. 97, is open Tuesday – Friday from 10 a.m. – 6 p.m., and Saturday from 10 a.m. to 3 p.m. Closed Sunday and Monday. Tel: 541.536-2258.)

“Seeing My Regulars Again Is Really Heartwarming’
By Andrea Hine
“As virtually all my customers have commented, this was a weird winter. I couldn’t agree more,” said Christine Kaminek, whose food truck just reopened for the season. “But I’m ready to be back. I’ve been wanting to get out and sell, and seeing my regulars again is really heartwarming.” Not that the owner of Sweet Spot Ice Cream Bar spent these past months languishing. “I developed a new flavor over the winter -- blood orange sherbet -- which has a taste of berries in it. And my boyfriend fashioned a weather-resistant menu board and bench to make things easier for customers – he’s the best!”
“I’m also introducing a grab-and-go option: a cone filled with ice cream that is dipped in chocolate, and topped with sprinkles,” added Kaminek, who admits to being “one of those people who eat ice cream every day, and who has always been a total dessert person with a sweet tooth.”
Sweet Spot Ice Cream Bar has outlasted the other food trucks in La Pine, with the closure of Tino’s Wood Fired Oven and the relocation of Junior’s Grill. (The owner of Wild Nectar Smoothies & Juice plans to reopen at some point in the future.) “It’s amazing to realize that this is my third year in business,” Kaminek said.
She added: “Among the things I’ve learned is that people in La Pine really like dairy-free ice cream.” Sweet Spot’s rotating non-lactose-based choices – offered in addition to seven basic options – “have done shockingly well. Plus I’ve acquired a lot more patience.”

Kaminek’s goal of “offering customers ice cream that is really simple and really good” has obviously “hit the sweet spot” for her La Pine clientele, who rhapsodize about enjoying “hands down the best ice cream of my life.”
Praised another, “The ice cream is amazing. If you haven’t been here, you should go right now!”
(Sweet Spot Ice Cream Bar’s hours of operation: Thursday & Friday, 2 – 8 p.m., Saturday & Sunday, 12 – 6 p.m., closed Monday, Tuesday & Wednesday. Tel: 541.408.0964. The food truck is located at 51500 U.S. 97 in the parking lot behind Badland’s Distillery.)

Central Oregon to Receive $13.9 Million to Rehouse Families
Gov. Tina Kotek has announced specific amounts of state aid to help designated regions of the state create more shelter beds and rehouse more people who are now without housing.
Central Oregon (Deschutes, Crook and Jefferson counties) will receive $13.9 million to rehouse 161 households and create 111 shelter beds.
Kotek said lawmakers will have to come up with more money if Oregon is to reach a target of rehousing a total of 3,600 households by the end of the two-year budget cycle in mid-2025. She also has urged the Legislature to start laying the groundwork for Oregon to meet an annual housing production goal she has set of 36,000 -- 80% greater than the annual average over the past five years.
NeighborImpact to Hold Foodie Crawl Fundraiser April 30
NeighborImpact will hold its annual downtown Bend Foodie Crawl and fundraiser on April 30 from 3 - 6 p.m. Guests will set their own pace for a tour of small plates and beverage options from a select group of Bend restaurants. Afterward, dessert, a raffle, live music and drinks will be offered at McMenamins Old St. Francis School from 5:30 - 7:30 p.m.
Proceeds benefit NeighborImpact and its food programs, which store and give out four million pounds of food every year for people in Central Oregon dealing with food insecurity.
