Cable and Wire Fair 2019: An Accurate Window on the Wire and Cable Industry

Organized by Tulip 3P Media Private Limited at Pragati Maidan during November 6 to November 8, 2019, Cable & Wire Fair 2019 gave players from various segments of the wire and cable industry a golden opportunity to network and to exhibit their products. Many participants and exhibitors at the fair found the event useful also because it helped them in gaining knowledge from the viewpoints and experiences of others. The event saw both local and foreign participation.

Saving human lives should be the main objective of this collaboration

“The demand for electricity has stagnated in the country in the last few months Economists tell us that the economy is slowing down My

reading is that this is a worldwide phenomenon We are seeing this recession across the world and we are going to face this problem perhaps for the next 15 to 18 months But after this period, the global economic situation shouldimprove Tradewarsareslowly diminishing in meaningful ways, and this development is good for the world economy When I go across the world and I look at India, I find that the stature of India is continuously growing Recently, India has gone up substantially in the ease-of-doing business ranking; it has jumped another 13 places Over the past two decades, India has moved steadily and convincingly towards being the flavor of the world. More and more countries are welcoming Indian products and taking an interest in making investmentsinIndia.Wealsoseequite a few Indian CEOs managing companies across the world. On the flipside, a lot of cable and wire companies in India have gone down. Many of them closed down in the last ten years or so This has happened mainly because of stagnation and absence of proper innovation and new management strategies Not many new products were launched in the

“With India looking for investments and pushing growth, we will see many changes taking place in the industry I seealotof specializedproductscoming into the country 'Horses for courses' is going to be the way the industry will have to function There will be a demand for specialized cables for sectors such as oil and gas, mining, metros, solar sites and buildings We have been a bit slow in implementing the national code, but we are on the right path now We will see companies focusing on the safety aspect and the use of the correct kind of materials. Currently, the emphasis is on price For instance, the Middle East, which had a lot of money and used copper cables, has now transitioned to aluminum cablesandthatshowsitsconcernabout costs The need of the hour is to make the products innovative, increase voltages and make cables and wires saferforpeopletouse

“All in all, in the next six months or so – once we overcome the banking crisis and the finance-related problems that the industry is currently facing – the industry will see exciting times ahead for cables and wires Let's look forward to seeing governmental spending, the spending that the government has promised. Let's look forward to witnessing infrastructural growth. It has already started taking place Let's also look forward to seeing new product development, innovations and technologies in the near future But,mostimportantly,weneed to have lot more collaboration among ourselves so that our products meet the expectations of our customers. What really matters to the customer is the value of our products, not their price ”

Speaking on the occasion, Suranjan Gupta, Executive Director, EEPC India, said, “The wire and cable industry is an important segment of India's engineering industry India's engineering trade and exports are

undergoing a huge transformation. A series of bilateral and multilateral issues has been implicating India's engineeringtrade,especiallyengineering exports The wire and cable industry is also getting impacted, especially the steel wire and cable segment, given the huge business opportunity there is in the country, with the stress given by the government on infrastructure as well as the development of the renewable energy sector where a whole lot of products

“We have been telling the government that the RCEP agreement, if we at all get into it, should be on our terms. There were a lot of industries, the wire and cable industry as well, who gave a lot of input which we conveyed to the government and as of now the government has not been part of the 16-member RCEP negotiation but that does not mean that it is completely out.

of this industry will have a substantial opportunity Looking at the overall climate in India with respect to the trade policy, India has lost the case in the dispute settlement body in the WTO with regard to a whole lot of benefits We in India don't call it subsidy – the chapter 3 benefits, the usual MEIS And there are other schemes such as EPCG, the SEZ, and so on. Some of these impact the steel wire sector. There are problems of pricing with it, especially steel wires and cables Now the government will probably go to the appellate body soon, and that is where it is likely to get stuck for some time because the appellate body will have just one member by December. So the government still has time In the meantime, the government has announced a new scheme called ROTEP, and for that we are already sending the formats The government has now come up with a format for which we require data. The exporters who are members of our council need to fill the data and give us whatever help that is required. These are going to be verifiable data. So I want to take this opportunity to encourage domestic manufacturers in particular to give the data. If they need any help regardingthis,theycancontactme

“Also, there has been an inversion of duty because of various free-trade agreements The international prices of steel is generally lower than the domestic steel price and that has been a recurring problem for the steel and wire industry as well; and within the ambit of the WTO rules, we are also looking at a mechanism where it is possible for the steel majors – the steel companies – to sell the raw material at international prices or export parity price to domestic manufacturers. I hope that will enhance the competitiveness of production and exports of outsteelandwireindustries

“Recently, there was a worry over India getting into the RCEP agreement, and that is where EEPC has been playing a very active role. We have been telling the government that the RCEP agreement, if we at all get into it, should be on our terms. If the other 15 countries recognize the non-tariff barriers that Indian exports face and if they do, especially in the cable industry and especially when these things relate to project exports, there is a whole range of issues that will impact our exports to some of the RCEP countries from which we import a lot That is where there is going to be a huge transformation in terms of our domestic manufacturing landscape Some time back, the finance minister also announced the huge revision in corporate taxes, which makes India one of the best direct tax regimes If you look at the 2015 World Bank Report, you will see that in terms of trade openness index, India is much better than both the United States and China That is

something that we can actually see from the trade data Look at any sector, and you will find that the balance of trade is always in deficit. That is why we have to rely so much on capital account transaction, and hence there is a huge opportunity, given the stress on infrastructure and the focus of the government on enhancing the share of our manufacturing industry from 16 percent of the GDP to 25 percent in the next 5 to 6 years There is going to be a lot of public investment There is a huge scope for the cable and wire industry, the renewable sector, and so on ”

Speaking on the topic “Middle East Market Outlook: Challenges and Opportunities”, Andrew Shaw, CEO, Dubai Cable Company (DUCAB), said, “When we look at the trends in the Middle East cable industry, we see slower growth, increased market barriers, particularly in the Gulf Cooperation Council (GCC), and the growing importance of regulation and the opportunity that the regulation gives us as an industry to improve our lot in terms of quality and safety. In the GCC, it is all about the price of oil, and the term “lower for longer” was first coined when the price of oil first dropped. This term is now accepted as the truth. Oil prices are going to stick around the $60 mark – that seems to be accepted – and in

“There is an ever increasing barrier in GCC. When I came to the region 12 years ago, the GCC was on the way to becoming a common market where trade was encouraged within the region. There were no barriers. UAE products were welcomed in Saudi Arabia as equal to Saudi Arabian products. That is no longer the case.

the GCC that means that national budgets have now been set assuming that oil price What that means is that development – infrastructure spending – has decreased. The GCC average GDP growth for 2019 is only 2 percent. Gone are the heady days of 6, 7, and even 8 percent of GDP growth which we had in 2005, 2006 and 2007, which incidentally, promoted the growth of the cable industry in the GCC SaudiArabiaisat 16percentfor this year along with the average for the whole of Middle East and North Africa (MENA). Egypt is at 5.6 percent. Since the revaluation of the currency and the infusion of money from the Gulf, Egypt has had a fantastic run, and it has been run for

the economy and the cable industry But for the rest in the GCC, the industry had to get used to the fact of life that we cannot expect GDP growth to increase in any great way This now the new norm and we better getusedtoit.

“So, lower economic growth means lower project awards. In the GCC, with one or two exceptions, the number of contracts awarded is going down The only good news is the growth of awards in Saudi Arabia. Finally, after three years of relatively low project awards, things have begun to pick up and money has begun to flow in Saudi Arabia. This is good news for the rest of us in the region in that the Saudi capacity has been hungry and looking for a home and now, hopefully, that capacity will go back to Saudi Arabia, taking the pressure off the margins in the rest of the region. We really do need that moneytostartspending

“There has been very little growth –single digit, 1 or 2 percent volume growth – in the cable industry production and the GCC and in the demand.WithGDPof only2percent, we cannot expect much more in either cable or wire production. They are stillimportanttotheregionof product

that is not yet made in the volume, particularly EHV – although that now has changed – some overhead line and some specialty cables We estimate there is about a million tonnes conductor capacity in the GCC and the current demand is about 650 tonnes So there is a huge overhang of capacity in the GCC which is helping to keep margins down and financial results pall. This is the two extremes: On one the one hand, you have the fantastic results from the Egyptian industry on the back of the strong economic growth and on the other, you have the sad story of Saudi cables, which has been struggling with no cash for the last 10 years, probably more In the middle, you have the current level of performance of coated companies in the Gulf of may be 3 or 4 percent operating profit levels and an unacceptable return on capital employed. But that is a consequence of over capacity It is a consequence of low market growth. And it does not help with all that background that the market barriers are increasing It is understandable but it is not helpful. Of late, every Arab GCC government has been focused on producing or providing more jobs for its youth within the country, which of course mean a focus on industrialization and employment opportunities in the country If you couple that with recognition that the oil economies must diversify, become more industrial, then there is a strong focus on promoting local industrialization and thenprotectingit.

We are built as a regional supplier, not a national supplier For us and others like us, this fragmentation of what should be a regional market poses quite a problem.

“Finally, let us look at what's happening with regulation. I see this as a bright spot. This is an opportunity for us in the cable industry, be it in India or UAE or the Gulf, to really improve our lot. We have seen the trend in the last five years for growing regulation –a growing focus on safety, on the quality of cables and on the quality of appliances So, in the UAE, for example, we have a government agency, ESMA, a standardization metrology body, that certifies appliances. They are inspecting appliances on the market; they are forcing recalls of unsafe equipment; and they have now said they will start inspecting cables We are working with them and the Dubai customs to stop fake cables or substandard cables coming into the country. So, with more regulations, comes more compliance, with compliance comes more consequences We will be getting to see that in the UAE, Saudi, and Qatar. For the responsible members of the industry, this can only begooduse.

“It is good business to focus on innovation, on bringing new fire-safe products to the market. But it is also a moral obligation, and it is also essential in terms of our reputation in the industry and reputation as companies None of us wants our names associated with fire-related accidents and loss of lives. So, it is an opportunity for collaboration in this industry; and as an industry, we need to focus on and encourage regulation and develop ourselves to enhance fire-

safety products, helping our installers to install them safely and working with the authorities to enforce regulations to keep the bad actors out.”

Sharing his perspective on the industry, Chief Guest Suresh Prabhu, Prime Minister's Sherpa to G7 and G20, said, “You all represent an industry without which nothing much can happen in modern life. We need cables and wires to conduct most of our activities In the absence of wires and cables, we cannot speak to one another like the way we are speaking here. The wire and cable industry is therefore a very important part of the industrial landscape. Wires and cables are used in many industries Telecommunication, aviation, and energy power are just a fewexamples

“As more and more technology will come, we will need more and more cables and wires. So, the wire and cable industry will keep on growing. It surely has a bright future.

“The wire and cable industry is growing in different directions Sometimes we do not realize the importance of wires and cables – and that is because we usually attach importance to things when we actuallyseethem.Butmanyatimethe most important things are not directly visible For instance, you cannot use a computer unless there is a processor inside, but you cannot see the processor Wires and cables are more effective when they are not directly visible. 18 years ago, I called the Central Electricity Authority and asked them what standards they had for various electricity-related areas – transformers, wires, cables, etc. I was told that they did not have any specific standards So, I initiated a process for ensuring that we had minimum standards and that the industry met those standards Standards are important. If we have them, some of the small operators would automatically go and development would take place

“Many industries have stepped up R&D activities, and new technologies are being employed. The scope for the growth of the wire and cable industry is therefore broadening rapidly Despite the fact that India is facing an economic slowdown, it will definitely be a 5 trillion dollar economy soon. It is only a matter of time I guess by 2035 India would certainly be a 10 trillion dollar economy This means that India would have plenty of opportunitiestooffer

“But new technologies will not sound the death knell for manufacturing The share of manufacturing in the economy may go down but manufacturing will not disappear Some amount of manufacturing is required even for a new technology like the blockchain Now, blockchain is an interesting technology wherein

P-Laser is fully compatible with existing HVDC cables and accessories and has over 30,000 km manufacturing experience in other types of power cable networks The P-Laser qualified cable system employs a material developed by Prysmian called High Performance Thermoplastic Elastomer (HPTE) with characteristics such as increased thermal performance, higher intrinsic reliability and greater productivity, making it the best solution for HVDC transmission lines at the highest voltagelevels.

“India, which has an installed onshore wind capacity of about 35GW, has been working on executing the idea of building offshore wind farms to expand its wind energy portfolio According to the government's National Offshore Wind Energy Policy, Gujarat's coastline has the potential to generate around 106GW of offshore wind energy The implementation of this policy will create a huge demand for submarine cables Taking note of this policy, Prysmian has developed non-metallic armored cables, whose armor has been designed with a high-

performance composite material based on high modulus synthetic fibers This innovative product featuring a synthetic armor is 40 percent lighter and enables ultra-deep installations reaching up to 3000 meters.

“To execute these ultra-deep installations, advanced cable laying vessels are required. Prysmian already has specialized cable-laying vessels in operation (Giulio Verne, Cable Enterprise and Ulisse) The group now has a fourth vessel called Leonardo da Vinci which will reinforcethefleetbyQ22021.

“India, which has an installed onshore wind capacity of about 35GW, has been working on executing the idea of building offshore wind farms to expand its wind energy portfolio.

Speaking on the topic titled “Current Scenarioof theTelecomandRailways Sectors in India and What Are the Basic Growth Drivers? Key Issues and Challenges and What Are the Industry Expectations from the Government?” Sandeep Aggarwal, Managing Director, Paramount Communications Limited, said, “Cables play a vital role in the telecom and railway sectors USD 58 billion was invested in the railway sector during 2013 to 2017. This investment is slated to go up to USD 124 billion during 2018 to 2022 The railway sector has gone for lease financing of its rolling stock assets, which allows it to secure Rs 25,000 crores every year onaverynominalrateof interest.

It is not just the railway sector that needs investment. The telecom industry requires investments worth USD 100 billion in the next 4 to 5 years to make 4G available to 99 percent of the Indian population.

“Even after increasing it capacity by around 50 percent in the last two to three years, the Indian railway cable manufacturing sector has not been able to meet the growing demand for cables. India requires an investment worth around Rs 50 lakh crore in the

railway sector by 2030 But the government is currently spending1.25 lakh crore. We therefore need to increase investment in the railway sector at the rate of at least 20-25 percent to meet the growing requirements of the Indian railways The government has the funds to invest in the projects; however, it is the industry that needs to be prepared for it. The problem here is not with the manufacturers or Engineering, Procurement, Construction (EPC) players There are people who can manufacture the goods, set up the infrastructure and deliver the products, but the problem is securing the funds. The industry today is not getting funds from the banks The banks have been squeezing the industry for credit. Since many EPCplayershavefailedinthepast,the banks today are really not ready to fundthemadequately

“It is not just the railway sector that needs investment The telecom industry requires investments worth USD 100 billion in the next 4 to 5 years to make 4G available to 99 percent of the Indian population The challenge here is investment in the production of optical fiber cables As part of the rollout, India is aiming to increase its fiber backbone to 2 billion kilometers in the next five years, so that its fiber optic density is on a par with that of China China's current installed fiber optic capacity is eight times that of India's total capacity. However, India has a huge capacity to manufacture optical fiber cables. But again funding is the mainissue Indianeedstoinvestheavily in optical fiber cables It needs to put in about 10 lakh kilometers of cables every year The truth is that we have installed not more than 3 lakh kilometersof cablesin1year”

In Technical Session 2, Fulvio Pegoraro, R&D Director, Eurolls SRL, Italy, spoke on the topic, “The Cold Rolling Technology on High Strength Materials ” He said, “We are experts in the cold rolling process using cassettes Since 1997, we have sold more than 10 000 cassettes worldwide Our U.S.P is based on the fact that our complete production process is in-house, starting from the engineering (calculation of the reductions and rolls profiles shapes according to different wire materials

“The use of a drawing die with a correct geometry can help in obtain-

ing a stable and high-performance drawing process avoiding further unnecessary processing and problems (e.g. wire cleaning). Compared to a traditional drawing die, one with long reduction cone offers technical advantages (durability, reliability and better end quality) and economic benefits (lower management costs and energyconsumption).

“Now we are moving towards drawing die 4.0. Vassena is working on a brand new proprietary system: an application to generate a “dialogue” between drawing die and machine, sending signals with useful information to the software/operator for a 100 percent control of the finished product The first prototypes have shownexcellentresults.”

“In space, we see many applications of cables We do tethering in the mechanical area. If astronauts go out of the spacecraft or space station without tethering, they would be lost –and that's because there is no gravity in space Cables in the space sector are also used for power transfer to all subsystems like solar panels, batteries, etc They are also used for transmission of Radio Frequency and Microwave signals in electronic circuits Cables are used for data transfer – from satellite to ground. There are numerous applications of cables in space systems, ranging from antennas to high-resolution cameras andradarsensorequipment.

“The cables that are used on ground cannot be used in space because there are many factors that operate only in space. The first factor is atomic oxygen. Oxygen is available in space only in atomic form. These atoms attack all materials – whether metal or polymer So, the material that you send into space has to survive this attack. It means we have to protect our cables from atomic oxygen. We also need to protect the materials that we send into space from UV Radiations These materials should also be able to withstand extreme temperatures –ranging from - 80 to +200 deg cent. The next factor is outgassing, which is a property of a material when it is under vacuum condition The materials around us do not produce any gas. But they will start producing some sort of gas in space This is an outgassing property, in vacuum. So if the cable or insulation we are using starts producing gas, the gas released will affect the performance of our electronic systems; for example, the

So we use fluoro-polymer materials like FEP, PTFE, ePTFE (expanded PTFE), Polyimide (Kapton) and Teflon for coatingandinsulation.

“The space industry places very stringent demands on features such as wire and cable overall performance – it should be 100 percent; low mass, highefficiency, high-bandwidth and high reliability; good performance under radiation, high vacuum and out gassing;theweighthastobeminimum; and no maintenance for decades The other critical requirements or special features for space use include ease in bending/ twisting, mechanical robustness, ease in joining, ease in stripping, perfect connection with terminals, harnessing, electrical performance, plating of conductor, no peeling of plated material, shielding of wires, no arcing, and high insulation Many wire and cable companies are supplying quality cables and wires to ISRO

“At some places the temperature range changes. The operating

Ravi Baraskar: Speaking for the Indian market, the answer is “yes”. It starts from transition of BS3 to BS4 electronics engine, and now from April 2020, compulsory to BS6 engine, there are many electronics devices, communication devices, sensors, ABS and added safety features. Due to all these overall changes, customer aspiration and connectivity applications, the amount of wiring systems in automotives haveincreased.

RB: For aluminum alloy you still need to do more things as currently it's proven for big cross section and longer length. Currently, it can be efficientonthecostandweightfront.

WCI:Doyouthinkthattheelectric-vehiclesegmenthasturnedout tobethefastestgrowingsegmentoftheautomotivewiringharness market?Pleaseelaborate.

RB: Yes, as we need to count the next 5 to 6 years, and then real developmentstartsinIndia.CurrentlyweseeEVdevelopmentforcitybuswhich is on the road. Speaking for the Indian market, pure electric should cross 10K units in 2022 and full hybrid should be 31K. Mild hybrid should be more than 700K units in 2022; and 2030 onward, India should really be onEV

WCI:Thegrossweightofthewiringharnessusingaconventional electricwireisabout30kgforacar,butweightreductionofabout 30percentispossiblebyusingaweight-savingelectricwire.Isyour companylookingforwaysandmeansofreducingthegrossweight ofthewiringharness?

RB: There are different means of reducing weight, starting from reducing some of the wire's cross-sections to optimizing the overall architecture of the wiring system and introducing intelligent techniques Harness makers should involve themselves in the OEM's development process without further delay, as that would enable them to add value to the optimization of the vehicle's overall design. This is all the more important since the wiring harness will become a crucial component for energy and data supply when it comes to higher levels of autonomous driving.

WCI:Doyouthinkthewireandcableindustrywillcontinuetogrow inthehybridEVandEVsegments?

RB: Yes with different specifications of wire and process The wiring content will definitely grow because a hybrid car needs an additional HV harness. Fossil-fuel Vehicles and EVs: Impact on the Wire & Cable Industry

In order to meet national climate targets under international agreements such as the Kyoto Accord and the Paris Agreement, to gain energy independence and to reduce health risk due to local emissions, many countries have proposed to ban the future sale of passenger vehicles powered by fossil fuels These countriesincludeIndia,China,Japan, South Korea, Taiwan, Denmark, Sweden, Norway, Germany, France, the Netherlands, Spain, Portugal and Costa Rica. Paradoxically, China is the largest auto market globally and Japan is the third largest auto market globally It may be mentioned that Japan has comprehensive plans for a "hydrogen economy" by 2040. Be that as it may, fossil-fuel vehicles will not disappear completely from the market in the near future Also, the sale of hybrid EV (HEV) is expected to increase with the passage of time So, there are currently no roadblocks for thewireandcableindustry

Concerted efforts are being made in manycountriestopushthesaleof EVs

Are EVs ready to overtake fossil-fuel vehicles? There are quite a few downsides to EVs. First of all, batteries for EVs need rare metals; for example, lithium. Battery technology is improving all the time but this is a fact at the moment. The demand for copper is also much higher in the EV sector. EVs need three times more copper than conventional combustion-engine vehicles.Theamountof copperusedin fossil-fuelvehiclesisalreadyquitehigh. Aconventionalcarcontains18to49lbs of copper; a hybrid EV (HEV) contains 85 lbs of copper; a plug-in hybrid electric vehicle (PHEV) uses 132 lbs of copper; a battery electric vehicle (BEV) contains 183 lbs of copper; a hybrid electric bus contains 196 lbs of copper; and a battery electric bus contains 814 lbs of copper (Source: www.copper.org,YESSec–Research).

Wire companies must look for ways and means of offering this metal at competitive prices. In order to reduce weight and cost, some companies have started installing high-strength aluminum alloy wire in the engine harness instead of copper wire which has been conventionally used. Besides, electric cars are more expensive to buy. Existing standard lithium-ion batteries

use expensive materials such as cobalt, which raises price. So, the purchase priceof anelectriccartendstobemuch higher than that of a petrol or dieselengine version of the same car. In addition, many electric cars have a range of just 100 miles or less between charges, which means they are not suited for long-distance travel. Also, therearen'tenoughchargingpoints.

Electric cars would gain enormous popularity once their manufacturers succeed in bringing price down through more efficient technology. Electrical design engineers are making efforts to reduce wiring mass while improving cost, safety and reliability. The gross weight of the wiring harness using a conventional electric wire is about 30 kg for a car, but weight reduction of about 30 percent is possible by using a weightsaving electric wire. Proper EV charging infrastructure also needs to be set up – and that is expected to happen soon. Interestingly, a manufacturer in the wire and cable industry is setting up a facility to grab the demand from the automotive industry and get ready for the futuristic demand for EV. Needless to say, the need for setting up EV charging

infrastructure will stand wire manufactures in good stead, as setting up this infrastructure would entail an additionaldemandforwires.

Prospects and Demand Growth

Prospectsinthewireandcableindustry are excellent. The wire and cable space is looking up: It is expected to double over FY18 to FY23 to Rs 1.03 lakh crores (estimate) amid a likely strong power distribution capital expenditure and the growth in the wire segment led by a number of affordable housing projects. The adoption of EV in India would also leverage demand growth, mainly because EV consumes three times more wires than a conventional vehicle. Also, an additional demand would come from the development of EVinfrastructure.

The revenue growth of the industry as a whole would be higher than its volume growth, as the industry is focusing on high voltage cables and housing wire manufacturers are moving up the value chain with niche, high-quality products. According to recent estimates, the size of the wire and cable industry in India is Rs 53,000 crores. The size is expected to increaseintimestocome. n

sector in India, fencing solutions like solar fencing, barbed and chain link mesh, and concrete reinforcement using weld mesh for irrigation pipelines and RCC slabs in low-cost housing and hardware products focusing on B2B- stitching wires, fastenersandweldingelectrodes

DD: We started production with an achievable capacity of 300 TPM. And the journey to the current level of 165 TPA has been long and rewarding The key to this success has been our ongoing investment in technology. With our two new products – cable armor tape and PC Wire – our monthly production touched 6500 tonsinMay2019.

WCI:Whatisyourplanforramping upinfrastructureforcapacity expansion?Whatstepsareyou takingtoaccomplishthistask?

DD: Capacity expansion is going to take place at the same location and facility where Greenfield project development is in progress for the same Our vision for the wire division was to have a single point facility. We currently have about 140000 sq. ft. of constructed area at the facility. Around 22000 sq. ft. of extra area has been constructed for the new shed undertheexpansionplan.

DD: We are looking forward to doubling our capacity in less than two

Reliance Industrial Investments and Holdings Limited (RIIHL), a wholly-owned subsidiary of Reliance Industries Limited (RIL), has entered into binding agreements with Brookfield Infrastructure Partners L.P and its institutional partners, which will invest the amount in units to be issued by the Tower Infrastructure Trust.

As reported in leading daily, after the transaction is completed, the Trust will own 100% of the equity share capital of Reliance Jio Infratel Private Ltd. (RJIPL), the unit that houses the telecom tower assets. n

Global technology and services provider NTT Ltd. is

planning to lay a new submarine cable connecting Myanmar and India.

The MIST cable system, as it will be called, will have a total length of 11,000km, connecting Singapore, a major Asian hub, Myanmar and India, and will include capacity for future expansion. The investment is worth around $400 million. The announcement comes at a time of what is described as 'surging demand' for global internet links.

According to Japanese press reports, the cable will be designed to support 240Tbps with 400 Gbps optical wavelength-division multiplex transmission, capable of transmitting a six-hour high-definition video in one second

NTT Ltd's current offerings, through cable systems such as Asia Submarine cable Express (ASE), Asia Pacific Gateway (APG), Pacific Crossing -1(PC-1) and JUPITER cables (under construction), provide global connectivity from Asia to the United States. The MIST cable system, along with these existing offerings, will allow NTT Ltd to grow its offering and expand into India and beyond.

NTT Ltd. also plans to centrally maintain and operate all the landing stations.

It plans to connect the MIST cable landing stations directly to each data centre through large-capacity fibre which it will own, build and operate.

As for the timing of the project, NTT points out that the Asian region has experienced accelerated digital investment driven by data centre growth, the proliferation of mobile, 5G services and business expansion of digital platforms, contributing, in turn, to a growth in data traffic across submarine cables. n

German Telecom Company Chooses Huawei to Start 5G Network Project

The 5G Projects will begin in Berlin, Hamburg, Munich, Cologne and Frankfurt. December 12, 2019

German network provider Telefonica Deutschland has

signed a deal with Huawei to help build its next generation 5G network, ignoring pleas from the Trump administration to block the Chinese telecom company from expanding its reach.

Huawei will partner with Finland's Nokia as suppliers to complete the first part of its radio access network, or RAN. However, Telefonica Deutschland, which operates under the O2 brand in Germany, said the deal is contingent on the technology and companies passing a security certification according to German law.

The 5G mobile network — which promises super-fast data speeds with little lag time, and creates a foundation for smart cities, smart traffic lights and smart factories — is

expected to be in place in some cities by the end of 2021, the company said in a statement. n

State-run companies Bharat Sanchar Nigam Limited

(BSNL) and Bharat Broadband Network Limited (BBNL) have finally started to clear their outstanding to vendors and contractors for the mega BharatNet-II program following the release of INR 1500 crore worth of capital by the Department of Telecommunications (DoT).

Delhi-based Aksh OptiFibre had recently said “bankruptcy threat” looms over it due to non-payment of dues of more than Rs 85 crore, mainly towards deliveries to BharatNet-II programme. BSNL also owes nearly Rs 150 crore to Gurgoan-based Vihaan Networks.

The development has come on the close heels of representatives of homegrown companies meeting the telecom secretary Anshu Prakash and seeking the top official's 'immediate intervention' to save financially-stressed domestic firms from collapse.

BSNL has already cleared more than Rs 300 crore to vendors and contractors on account of BharatNet-II.

BSNL and BBNL have already disbursed the payable amount to a few circles including Uttar Pradesh (East) and Madhya Pradesh in accordance to bills approved. n

The GoI has announced broadband access in all villages

by 2022, as it launched the ambitious National Broadband Mission entailing stakeholder investment of INR 7 lakh crore in the coming years. It also involves laying of incremental 30 lakh route km of Optical Fiber Cable and increase in tower density from 0.42 to 1 tower per thousand of population by 2024.

The mission unveiled by Communications Minister Ravi Shankar Prasad will also aim at significantly improving quality of services for mobile and internet.

The mission also envisages increasing fiberisation of towers to 70 per cent from 30 per cent at present, he added. The National Broadband Mission will enable strengthening of technological infrastructure for education, health, entrepreneurship and development, he said.

The mission will envisage stakeholder investment of USD 100 billion (Rs 7 lakh crore) including Rs 70,000 crore from Universal Service Obligation Fund (USOF) in coming years. Overall, the broadband mission aims to fast-track growth of digital communications infrastructure, bridge the

digital divide, facilitate digital empowerment and inclusion, and provide affordable and universal access of broadband for all.

The centre will work with states and UTs for having consistent policies pertaining to expansion of digital infrastructure including for Right of Way (RoW) approvals required for laying of optical fibre cable. n

The Chennai-Andaman and Nicobar Islands (CANI)

submarine cable systems project is expected to be completed by 2020, an official of the Japan-based NEC Corporation, the company implementing the 2,300 km long undersea project, said.

A submarine communications cable is a cable laid on the seabed between land-based stations to transmit telecommunication signals across stretches of ocean and sea.

Earlier, the state-run Bharat Sanchar Nigam Limited had placed an order with NEC Technologies India Pvt. Ltd. (NECTI) to design, engineer, supply, install, test and implement an optical submarine cable system connecting Tamil Nadu's capital Chennai and the union territory of Andaman & Nicobar Islands (A&N Islands) in the Bay of Bengal.

Central Energy Authority (CEA) has projected that India's anticipated power supply position for the year 2019-20 would reflect a surplus of 5.8 percent (80.38 billion units) and a peak surplus of 8.4% (15.9 GW).

As reported in Mercom India, it is projected that Chandigarh, Delhi, Haryana, Himachal Pradesh, Rajasthan, Uttar Pradesh, Gujarat, Madhya Pradesh, Daman & Diu, Goa, Andhra Pradesh, Karnataka, Telangana, DVC, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim are likely to have both peak and energy surplus on an annual basis.

Meanwhile, Punjab, Chhattisgarh, and Manipur are expected to have surplus power annually. For meeting the peak deficit, these states could arrange for power from states which generate surplus power if they choose

Swedish telecoms giant Ericsson has predicted that

superfast 5G internet will cover up to 65 percent of the world's population by the end of 2025.

In a report published, the company — which is just one supplier of 5G infrastructure and equipment — said 5G would handle 45 percent of global mobile data traffic within six years.

The number of 5G mobile contracts around the world will top 2 6 billion by the mid-2020s, Ericsson said, with consumers expected to increase their average monthly consumption of mobile data from 7.2 GB to 24 GB.

China switched on its 5G networks ahead of schedule earlier this month, with China Telecom, China Unicom and China Mobile all offering 5G mobile plans. The country's government is already starting development of a 6G network. n

Public sector companies such as Power Grid, Railtel,

GAIL, OIL, and DMRC may form a joint forum to oppose any move by Department of Telecommunications (DoT) to seek additional license for their limited telecom and internet service operations on the basis of recent Supreme Court ruling on adjusted gross revenue (AGR).

On October 24, the Supreme Court ruled that AGR for telcos should include all revenue accrued to carriers, including that from non-core activities, backing the DoT's stance in a 16-year-old case but putting additional license fee burden of Rs 92000 crore on telecom companies.

As per media reports, Power Grid Corporation of India Ltd (PGCIL) has paid license fee of Rs 59 crore (8 percent of revenue) to DoT for ISP and NLD services as per the terms of the contract on telecom revenue of Rs 742 crore. Power Grid's telecom revenue is just 2 percent of its total revenue with almost 95 of the revenue flowing from power transmission operations.

As per industry sources, if AGR is calculated as per new DoT definition, Power Grid itself would require to fork out over Rs 40,000 crore The impact would be much higher for GAIL and other non-telecom PSUs. Total dues from these non-telecom companies could work out to over Rs 1.5 lakh crore. n

State-run Bharat Sanchar Nigam (BSNL) plans to soon

invite bids from multinational gear makers including Huawei, Ericsson, Nokia and ZTE to purchase equipment for its fourth-generation (4G) commercial roll-out which is expected in six months.

As reported in a leading daily, BSNL chairman Pravin Kumar Purwar stated that BSNL will come out with an open tender and allow all vendors to participate. No vendors will be excluded, and everybody will be free to participate. The telecommunications company will spend Rs 1200 crore on network equipment over a two-year period.

The telco plans to launch the data network in the first half of 2020 and, as part of a phased approach, is currently ramping up its existing network even as it prepares the contours of the tender offer n

lished by investment firm Granahan McCourt, has signed a deal with the Irish government to deliver the country's National Broadband Plan (NBP). The investment firm that specializes in digital communications is to start deploying the Irish network after the European Commission cleared the deal.

The scheme will involve laying 146,000km of fiber cable to connect every one of the 537,000 premises in the project's roll-out area. n

Sterlite Power has acquired inter-state GEC transmis-

sion project, Lakadia-Vadodara Transmission Project (LVTPL), from PFC Consulting. The company had won this project (WRSS 21 – Part B) through tariff-based competitive bidding process and would execute it under the Build, Own, Operate and Maintain (BOOM) model for 35 years in the state of Gujarat.

The project is aligned to enable the country's renewable energy target of installing 175 GW RE by 2022 and connects the wind energy zones of Bhuj in Gujarat to the load centres in the States of Gujarat and Maharashtra.

With the acquisition of this project, the company has increased its domestic footprint in inter-state transmission

projects to 22 states with a cumulative transmission line network of more than 9000 ckms and 16,000 MVA transformation capacity. n

Bustard, the Centre has asked electricity companies to consider underground laying of high-voltage wires as the birds have died after coming in contact with power lines.

Noting that a miniscule population of less than 150 Great Indian Bustards was left in the country, a committee constituted on the directions of the National Green Tribunal, has decided to have a time-bound action plan to implement mitigation measures such as installation of bird diverters and their regular maintenance, and monitoring by power agencies The report had compiled various studies conducted by researchers across the country on GIBs.

As per researchers, apart from the GIB, many other birds also die because of collision or electrocution with these

transmission lines at the rate of 10 birds per km per month totaling nearly one lakh bird deaths annually in 4200 sq km n The GIBs are dying at the rate of 15 per cent annually after coming in contact with high-voltage power lines.

Prysmian to Develop New Submarine Cable Link for Red Eléctrica De España

Prysmian Group has been awarded a new contract

worth of about EUR 27 million by Red Eléctrica de España (REE), the Spanish transmission system operator (TSO), to connect two Canary Islands (Lanzarote and Fuerteventura).

The project involves the design, supply, installation and commissioning of a 132 kV HVAC (High Voltage Alternating Current) three-core submarine and land power cable system with XLPE insulation. The turn-key interconnection will link Playa Blanca, in the island of Lanzarote, to La Oliva, in the island of Fuerteventura, covering a submarine route of around 14 km and an underground route of around 2 km.

The submarine and land cables will be manufactured, respectively, at Prysmian Group's centres of technological

and manufacturing excellence located in Arco Felice (Italy) and Vilanova (Spain). Installation activities will be performed by one of the Group's state-of-the-art cable laying vessels. n Delivery and commissioning of the project are scheduled for 2021.

Adani Electricity Mumbai, the first by a foreign investor in power distribution, indicate renewed overseas interest in India's beleaguered power sector, but the mood is still cautious as fundamental challenges persist.

The power distribution sector is heavily regulated in India, with most power distribution companies (DISCOMs) still under the control of state government-owned utilities. With these DISCOMs dealing with huge debts and muted cash flows, the entire supply chain is still under pressure. The Centre plans to take a major initiative in the power

sector with an ordinance to ensure sanctity of contracts, restrict cross-subsidization of consumers and force utilities to pay their bills on time, a move that can go a long way in making electricity generation and distribution attractive for investors.

The planned ordinance would also deal with crucial issues of independence of electricity regulators and quick finalization of tariffs based on costs – measures that were originally planned as amendments to the Electricity Act of 2003. States have been opposing these amendments for the past 3-4 years.

The proposal comes after the new governments in Andhra Pradesh and Maharashtra refused to honor power purchase agreements, leaving investors jittery. Power minister RK Singh and top officials of his ministries have been asking Andhra Pradesh to refrain from renegotiating renewable power contracts to avoid sending wrong signals

The Centre is working at bringing fairness, transparency and supporting the investment climate in the power sector

to domestic and global investment communities. After the proposed amendment, the parties to power contracts will not be allowed to stop supplying or taking electricity even in case of a dispute, till the time it is settled. n

The deal includes selling of 25.1% stake in Adani Electricity Mumbai.

Odisha Government to Privatize Four State-Owned Power Distribution Firms

The potential sales would be the first transaction since the 2003 privatization of power distribution in Delhi.

In the first such move in nearly two decades in India's

power sector, the State government of Odisha is set to privatize four state-owned electricity distribution companies, said two people aware of the development.

While Crisil has been given the mandate for managing the sale of Western Electricity Supply Utility of Odisha Ltd (WESCO) and Southern Electricity Supply Utility of Odisha Ltd (SOUTCO); Deloitte has the mandate for North Eastern Electricity Supply Company of Odisha Ltd (NESCO). The drive is headed by Odisha Electricity Regulatory Commission (OERC).

In a related development, Tata Power Co. Ltd. has emerged as the sole contender to acquire Central Electricity Supply Utility of Odisha (CESU Odisha). PricewaterhouseCoopers is managing the sale of CESU. n

The decision comes in the backdrop of the NDA government's ambitious target of generating INR 1.05 trillion from asset sales in the current fiscal year.

The Narendra Modi government's decision to insist on

compulsory registration for the import of iron and steel products has been slammed by an industry forum on the ground that this would raise raw material costs for user industries.

In response to the strident criticism of the move, the government has decided to extend the time period for registration under the Steel Import Monitoring System (SIMS).

In September, the government had made it mandatory for traders to register themselves with SIMS to import 215 iron and steel products from November 21.

These items include certain flat-rolled products; some stranded wire, ropes, cables; certain items of springs and leaves for springs of iron and steel; tubes, pipes and hollow profiles; diesel-electric locomotives; and some parts of railways. n

The trade body has, so far, not notified the effective date from when the new norms would become effective

for the supply of the submarine inter–array cable system for the Empire Wind project, an 816 MW offshore wind project in New York. Prysmian Group will provide the 66 kV XLPE-insulated inter-array cable system that will transmit power from the wind turbines with a capacity in the range of 10-15 MW

Prysmian Group will be responsible for the design, supply and storage of approximately 150 km of 66 kV XLPEinsulated inter-array cables, which will transmit twice the current industry standard ensured by 33 kV systems.

Prysmian Group has been awarded a contract worth in excess of 100 million by EDF Renewables for the development of submarine and land power cable systems to connect the Neart na Gaoithe (NnG) offshore wind farm to the Scottish mainland power grid.

The NnG offshore wind farm, located 15.5 km off the Fife coast, will generate 450 MW of green and renewable energy to supply clean and cost-competitive power to around 375,000 Scottish homes.
