Page 15 It seems likely that there will be a delay in the full implementation of Stage 5 in the Uk and the rest of Europe. Legal proposals have been put forward by the European Commission to extend Stage 5 transition deadlines because of the social and economic disruptions posed by the Coronavirus pandemic. The European Commission has proposed a year-long extension to make the transition easier for non-road mobile machinery (NRMM) manufacturers. The the organisation representing and promoting the European construction equipment and related industries, the CECE has broadly welcomed the idea, . Riccardo Viaggi , CECE secretary general, commented: “The CECE is extremely satisfied to see the European Commission finally putting forward a legal proposal to amend the Stage 5 Regulation in light of the COVID disruptions. “Unfortunately, the eight weeks which were wasted by the Commission for not acting swiftly after our request in March 2020 make this an extremely urgent matter, which now needs the Parliament’s approval as MAY-JUNE 2020 UK PowEr NEwS

Legal proposals are ongoing to extend Stage 5 transition deadlines because of the severe impact of the CV-19 pandemic on the UK quickly as possible.� The European Commission accepts that the pandemic has triggered a major disruption of the supply chain. This - in turn - has affected the NRMM manufacturers’ ability to meet some of the deadlines imposed by Regulation (EU) 2016/1628 of the European Parliament and of the Council of 14th September 2016. The specific areas of the Stage V requirements - ones relating to gaseous and particulate pollutant emission limits for internal combustion engines have been affected in particular.

The Commission said in a statement: “The Regulation sets out new emissions limits, referred to as ‘Stage V’, which are designed to reduce the current emissions of air pollutants from engines. “Given the structural challenge for certain manufactures to shift towards Stage V emission limits, the Regulation provides some lead time to make this transition.� Accordingly, the “dates for producing and placing of the market of NRMM fitted with transition engines have now been postponed by twelve months.�
