Page 6 Chem-Energy Corp., a California-based energy company, has announced plans to invest $1billion in a pair of solar power and battery facilities near the suburb of Kyle. Analysts describe it as the largest-ever economic development project, in terms of capital expenditure, for the region south of Austin. Construction on the solar complex is expected to begin on the first site near the small town of Uhland in spring 2022, with the facility scheduled to open in 2023. In a second stage construction will then begin on the second site in nearby Martindale. The facilities are expected to create 400 full-time jobs in the first year, says a report from the Greater San Marcos Partnership. "Caldwell County is the perfect strategic choice for our flagship operations in Texas," explains Robert Hayward, chief operating officer of Chem-Energy. "With available land in a growing region, close proximity to Texas State University and a robust workforce pipeline, the Texas Innovation Corridor provides an ideal environment for our organization’s growth." $1 billion investment in solar and battery projects for Texas

received approval for a performance-based Chapter 381 incentives agreement with Caldwell County, with projected $22.4 million in added total net tax revenue over a 10-year period. Caldwell County commissioners have unanimously approved one deal - codenamed Project Exodus during a special meeting. "We welcome the largest economic development win in the Texas Innovation Corridor to Caldwell County," Caldwell County Judge Hoppy Haden said. "This is a seismic development for our region which will establish several new opportunities in our community. We anticipate that Chem-Energy will be a

long-term community partner to Caldwell County." The first facility will be constructed on 3,518 acres in Caldwell Valley Ranch in the vicinity of Uhland, a city of 1,588 people. The second facility will be located near Martindale, a city of 1,253 people about 12 miles south of Uhland.
