The Government of Burkina Faso and the USA have just struck a deal through the Millennium Challenge Corporation (MCC). Around US$450 million in funds will enable this West African country to develop several new energy projects which will revitalise the economy and bring power to the people.

The money was granted to the Burkinabe government on August 13th, 2020, after it signed a partnership agreement with the Millennium Challenge Corporation (MCC), an independent U.S. government foreign aid agency.

The Burkinabe government had applied to the USA for funding under a fiveyear MCC grant programme after it had proposed various initiatives in the electricity sector. \The World Bank report (2018) reveals that only 14.4% of the population currently has access to electricity.

To reach at least 8 million people, the government of Burkina Faso has committed itself to adding BURKINA FASO SEEKS TO US$50 million to the US$450 million which the MCC is providing for INCREASE ITS electrification projects.

Burkina Faso currently has some of the most expensive electricity in the region, with cost of production at $0.220.25 USD/kWh. The country has had limited experience with private sector development in the energy sector, but the Government of Burkina Faso has set forth a bold national plan and has taken steps to introduce legislation to encourage private-sector investment and to liberalise electricity generation and distribution.

By the end of 2020, Burkina Faso seeks to increase its electricity access rate from 20% to 80% as part of its National Plan for Economic and Social Development, doubling the number of customers to 1 million, and increasing installed capacity to 1,000 MW. By 2025, Burkina Faso seeks to lower its cost of energy, increase the access rate to 95%, increase installed capacity to 2,000 MW, and begin exporting oil and gas to nearby countries.

IN BRIEF AFRICA’S LARGEST DAM LIKELY TO BE BUILT BY CHINA Chinese and Spanish developers planning to build Africa’s biggest hydropower plant in the Democratic Republic of Congo have agreed to form a single consortium in an accord the country says is a key step to realising the plan.

The US$14 billion dam is part of a long-delayed project known as Grand Inga that’s eventually intended to harness as much as 40,000 megawatts of power from the Congo River. Inga III would generate 11,050 megawatts, meant primarily for South Africa, other African markets and Congo’s copper and cobalt miners.

A plan involving a smaller version of the project with a capacity of 4,800MW has already been endorsed by the African Development Bank

AFRICAN DEVELOPMENT BANK & NIGERIA’S GOVERNMENT HAVE LAUNCHED A KEY NATIONAL ENERGY PROJECT The National Electrification Project (NEP) has been launched by The African Development Bank (AfDB) and the Government of Nigeria to address critical energy access deficits by channelling private sector investments into minigrids and other off-grid solutions.

An estimated 500,000 people will eventually have access to approximately 76.5MW of increased installed power of which 68MW will be solar generated. The project, which will be implemented by Nigeria’s Rural Electrification Agency, is a boost to efforts to achieve the target of universal energy access by 2030.

Joint financing of US$200mn from the Bank and Africa Growing Together Fund (AGTF) will de-risk and scale-up private sector investment in the off-grid sector, nurturing a business ecosystem conducive to the rapid electrification of Nigeria’s off-grid communities.

Nigeria’s Minister of State for Power, Goddy Jedy Agba, commented: “Imagine the impact an electrification project like the NEP will have when it is replicated across rural communities in the country.”

At least eight universities will have access to reliable energy, he added, and 150 female students will receive training on renewable energy solutions. In addition, 20,000 micro, small and medium-sized enterprises (MSMEs) will be supplied with appliances and equipment, Nigeria’s government has said in a statement. AfDB’s acting vice-president for power, Wale Shonibare, said: “Over 500,000 people will have access to approximately 76.5MW of increased installed power of which 68MW will be solar generated.”

DOOSAN TO DEVELOP EXPORTABLE CCGT PLANT MODEL Doosan Heavy Industries & Construction and Korean Western Power Co. have signed a memorandum of understanding (MOU) on developing nextgeneration scombined cycle power plant projects.

Continental Africa is believed to be one market the companies are jointly keen to develop.

DHIC announced earlier this year it was deploying the first Korean-made gas turbine for the Gimbo CHP plant in Gyeonggi Province.

“With the signing of this MOU, we will be able to produce even more tangible results by combining KOWEPO’s commitment to promoting growth of the gas turbine industry with Doosan’s efforts to support this,” said Yeonin Jung, COO of Doosan Heavy Industries & Construction.

“We also aim to contribute to promoting the gas turbine industry by establishing a system of mutual growth with our partners.”

DHI already supplies key power systems of combined cycle power plants such as gas turbines and steam turbinesto the UAE and the Qurayyah Add-on project in Saudi Arabia .

KASUMBALESA SUBSTATION CONTRACT WON BY ELSEWEDY IN DR CONGO The Democratic Republic of Congo (DRC) has ordered the construction of a 220-15/6.6 kV high-voltage distribution substation in the town of Kasumbalesa. Egypt-based Elsewedy Electric has been awarded the €33 million contract.

An agreement was recently signed between the Egyptian company and the DRC’s national electricity company (Snel).

Elsewedy Electric will provide engineering, procurement and construction services for the Kasumbalesa substation on a turnkey basis.

The 220-15/6.6 kV substation capacity will enable the efficient management of the power flow

between the Southern African Power Pool’s power grid and the power grid of the Democratic Republic of Congo (DRC).

The future facility will also improve electricity exchanges between the DRC and Zambia and promote the socio-economic development of Kasumbalesa and its surroundings.

The DRC is one of the least electrified countries on the African continent, with an access rate of 1% in rural areas and 19% in urban areas, according to the United States Agency for International Development.

The infrastructure for the 220-15/6.6 kV substation should be delivered 18 months after the start of construction works.

IN BRIEF 200 MWP OF SOLAR ENERGY TO KOM OMBO FUNDED BY EBRD The European Bank for Reconstruction and Development (EBRD) has provided US$54 million to Acwa Power to build the Kom Ombo solar photovoltaic power plant (200 MWp) in Upper Egypt.

The EBRD reports that the funding will be provided in the form of a senior debt of up to US$40 million, co-financed with other banks, and a bridge loan of up to US$14 million.

The construction of the Kom Ombo solar photovoltaic power plant will require a total investment of US$155.4 million.

Construction is expected to be completed during the first quarter of 2021, and once operational, the plant will provide the power to 130,000 households.

SEEG EARMARKS €15.8 MILLION FOR WATER AND ELECTRICITY PROJECTS IN LIBREVILLE, GABON By the end of 2020 at least 12 drinking water and electricity projects will be completed in Greater Libreville and other cities in Gabon . The Société d’énergie et d’eau du Gabon (SEEG) will invest around €15.8 million into these facilities.

SEEG will will oversee the spending of €2.3 million on six projects which will improve the electricity supply to almost 4,000 network customers. Eleven new electrical transformer stations will be built and almost 50 km of high-voltage and low-voltage power lines will be erected in Greater Libreville. In addition, nearly 4,000 households in the region will be newly-connected to the national power grid.

This water and electricity emergency plan is part of SEEG’s strategic vision for 2025. The public company indicates that 83 projects will be completed by this date, 33 in the water sector and 50 in the electricity sector.

Gabon is among Africa’s biggest crude oil producers. However, the country aims to diversify its economy by further developing its agriculture, fisheries, technology, and ecotourism sectors - but needs an improved power grid as a first step to any expansion.

Gabon’s total electricity production in 2015 was 199 kilotonnes of oil equivalent (ktoe), with 51.7% produced from hydropower sources and 48.2% from fossil fuels. The country’s final consumption of electricity was 169 ktoe.As of 2014 figures, only 15% of rural areas had electricity. The country aims to provide electricity to 85% of rural areas by 2025 and universal access to electricity by 2035

GDC BEGINS DRILLING AT KOROSI GEOTHERMAL SITE: POWER PLANT NEXT

TEN MILLION MORE MOZAMBICANS TO RECEIVE POWER BY 2024

Exploratory drilling has begun at the Korosi geothermal site in the Rift Valley of western Kenya, according to the Geothermal Development Company (GDC). The initiative is part of the Baringo-Silali geothermal project which aims to produce 3,000 MWe. Geothermal Development Company (GDC) is keen to verify the availability of usable heat before embarking on any final evaluation and subsequent production drilling operations.

The Korosi geothermal site can be found in Baringo County in the Rift Valley of Western Kenya and features an estimated power generation potential of 600 MWe. After Korosi, GDC will authorise further exploratory drilling in the Silali zone in Baringo County. The three geothermal sites together are projected to produce 3,000 MWe. GDC plans to implement the project in three phases of 1,000 MWe each. As part of its exploratory drilling, the company has received two grants from the Geothermal Risk Mitigation Facility (GRMF), a regional organization which finances and facilitates the development of geothermal energy in East Africa.

Kenya has 690 MW of installed geothermal capacity and was the first African country to build geothermal energy sources. The Kenya Electricity Generating Company, which is 74% state-owned, has built three plants to exploit the Olkaria geothermal resource,.

A pilot wellhead plant of 2.5 MW has already been fully commissioned at Eburru.

Mozambican President Filipe Nyusi has publicly pledged that a further ten million Mozambicans (30 % of the population) will have access to electricity by the end of 2024.

Within Mozambique 94 administrative post headquarters will be electrified by extending the national grid, another 41 will rely on power from autonomous generation relying on renewable sources, including small scale hydropower stations.

Work is already underway on a new gas-fired power station at Temane, in the southern province of Inhambane.

Under construction is the 57- kilometre transmission line which will carry the

power from Temane to Maputo. The Temane power station will eventually produce 400 megawatts, which will make it the largest power station entirely built since Mozambican independence.

The Temane station will be complemented by a transmission line running 37 kilometres from Chimuara, on the north bank of the Zambezi, to Alto Molocue, in Upper Zambezia.

The project will ensure an increase in the power from the Cahora Bassa sent to the north of the country, and an improvement in the quality of electricity supplied to Zambezia, Nampula, Niassa and Cabo Delgado as from late 2022

IN BRIEF 5,420 MW ELECTRICITY TRANSMISSION PEAK IN NIGERIA Last month the Transmission Company of Nigeria (TCN) confirmed that the Nigerian power industry had achieved an all-time national peak of 5,420.30 megawatts, a watershed in its bid to improve the country’s power supply.

Mrs Ndidi Mbah, General Manager, Public Affairs, revealed that the power was officially transmitted through the national grid at a frequency of 50.10Hz at 9:15pm on August 18th, 2020.

She explained its significance: “This is the highest ever recorded in the nation’s power sector to-date, surpassing the previous peak of 5,377.80MW recorded on the 1st of August, 2020, by 42.50MW.” Nigeria, with an estimated population of 180 million has continued to generate only a fraction of the electricity it needs, seen as a major hindrance to economic development.

Nigeria recently signed a six-year power deal with German energy giant Siemens, which will result in the production of at least 25,000 megawatts of electricity by the year 2025.

The deal was first outlined in a meeting between Nigeria’s President Muhammadu Buhari and Germany’s Chancellor Angela Merkel in August 2018.

“We all know how critical electricity is to the development of any community or indeed any nation,” President Buhari commented at the time.

“And whilst we are blessed to have significant natural gas, hydro and solar resources for power generation, we are still on the journey to achieving reliable, adorable and quality electricity supply necessary for economic growth, industrialisation and poverty alleviation.”

PROPOSALS FOR A FURTHER 2,000 MW OF EMERGENCY POWER MADE BY SOUTH AFRICA TO RESOLVE CURRENT ENERGY SHORTAGES According to the SA Department of Energy (DoE), the South African government is considering proposals to obtain a further 2,000 megawatts of emergency power in a move to resolve severe energy shortages. Obtaining this additional power is likely to require a national investment of around US$2.33 billion.

State-owned power utility Eskom has been forced to initiate power cuts as unreliable coal-fired plants struggle to generate enough electricity to meet demand. Load shedding is one way for Eskom to distribute demand for electrical power across multiple power sources. Load shedding is typically used to relieve stress on a primary energy source when demand for electricity is greater than the primary power source can supply.

Most buildings, including data centres, purchase electrical power from a utility provider like Eskom. To reduce the cost of power, while also ensuring continuous operation, a building operator may negotiate an agreement with the power provider to voluntarily load shed on a pre-scheduled or on-demand basis. During load shedding events, the building draws power from its secondary source(s) rather than from the utility.

A typical secondary source migth involve onsite diesel generators, or onsite or contracted solar photovoltaics or wind-based renewable power.

In December 2019, South Africa issued a request for information (RFI) to source between 2,000 and 3,000MW of generation capacity to be connected in the shortest time, at the least cost.

In February 2020, Turkey’s Karpowership, one of the world’s largest suppliers of floating power plants, said it had submitted plans to provide several ships capable of alleviating South Africa’s power shortages. The DoE says any power supply bidders would need to conform to South Africa’s policies designed to broaden economic participation for the black majority and to make commitments to job creation and skills development.

SEYCHELLES COAST TO SEE FLOATING PV PANELS IN ADVANCED DEMONSTRATION PROJECT Floating photovoltaic demonstration panels are expected to be a common a sight off the Seychelles, following a trial project involving their installation off the coast of Seychelles’ Providence Industrial Estate.

The new experiment will allow the authorities to consider environmental implications and also the benefits involved with offshore solar photovoltaic technology.

The two concept companies behind the idea - Swimsol in partnership with Energy Solutions Seychelles - believe that this could help the region’s energy grid.

Swimsol is a solar energy provider for Maldivian resorts and pioneer in a marine floating solar development. Swimsol, developed the world’s first commercial marine-grade floating solar system and received a grant from the Nordic

Development Fund (NDF) to initiate an offshore floating demonstration project in Seychelles.

“To harness the full potential of solar energy in Seychelles, solar photovoltaic should not only be installed on land and in sheltered water areas but also offshore.

Floating photovoltaic is the option to save limited space on land,” a Swimsol spokesman commented.

NGIE Africa is pleased to announce that it has successfully accelerated the Access to Energy (A2E) strategy that it launched in 2018.

ENGIE has achieved this through the development of its three A2E off-grid energy solution companies: Fenix International, ENGIE Mobisol, and ENGIE PowerCorner.

With these three innovative entities, ENGIE Africa is bringing decentralized electricity to more than four million people in nine countries (Uganda, Zambia, Kenya, Tanzania, Rwanda, Nigeria, Benin, Côte d’Ivoire, and Mozambique).

This growth is in line with the Group’s ambition to reach millions of households and businesses with clean, distributed energy across Africa.

Fenix, which was acquired by ENGIE in 2018, expanded its operations significantly in 2019. To date, it has sold more than 700,000 solar home systems that power 3.5 million people in rural communities across six countries.

Now employing 1,200 full-time team members, Fenix launched sales in Mozambique in June 2019. In the last month, the company has reached milestones in multiple markets, with 150,000 solar home systems sold in Zambia, 50,000 sold in Benin, and 20,000 sold in Côte d’Ivoire.

ENGIE complemented its range of solar home system solutions by finalizing the acquisition of Mobisol in October 2019.

The higher capacity (40–200W) of ENGIE Mobisol’s products offers consumers access to modern energy services and appliances to establish solar-powered small businesses.

ENGIE Mobisol has operations in Tanzania, Rwanda and Kenya, and has installed more than 150,000 solar home systems, providing clean and reliable energy to 750,000 people and counting in East Africa.

Mini-grid developer and operator ENGIE PowerCorner now has 13 mini-grids in operation across two countries (Tanzania and Zambia), serving 15,000 beneficiaries. It is constructing new mini-grids in Uganda (in joint venture with Equatorial Power), Benin and Nigeria, with the aim to triple its number of customers this year.

ENGIE PowerCorner focuses on powering income-generating activities and productive usages, thus contributing to the increase of the economic welfare of its rural customers.

SUSTAINABLE ENERGY CYCLE FOR MALLORCA: GAS ENGINES AND ECOFRIENDLY ENERGY FROM ORGANIC WASTE

ocated just 170 nautical miles north of the African coast, Mallorca’s environmental technology park processes more than 730,000 t of waste a year.

Apart the infrastructure, the additional waste caused by tourism also represents a challenge for the island with regard to the waste disposal and processing.

Thus, the so-called “zero-waste” model is employed to handle the waste problem: in Mallorca’s environmental technology park, all waste of the Balearic island is either used as raw material or transformed into energy in recovery plants.

Following a meticulous separation process, any waste that cannot be recycled is used to generate energy whenever this is possible.

The environmental technology park’s recovery plant thus generates enough energy to cover the consumption of about 53,000 households.

In a methanisation plant, biogas is gained from the digestion of organic waste.

This utilisation process also yields methane gas, which is used as fuel for the production of electrical energy.

The digestate, i.e. the residual material that is left over after the digestion process, is transferred to the composting plants.

In order to further expand this sustainable cycle and the plant of the environmental technology park, an additional MWM TCG 2020 V12 gas engine with an output of 1.2 MW and an overall efficiency of 83.9 percent was integrated in July 2019 for the purpose of modernising the facilities.

In addition to the gas engine, a biogas treatment system consisting of a biogas cooler, an active carbon filter, and a fan to achieve the biogas pressure required to fuel the gas engines was installed for the modernisation project.

The two MWM gas engines produce the heat required for the digester and more electrical energy that the entire system needs.

The excess power is fed into the local power grid and contributes to the island’s supply with clean, eco-friendly energy.

Economical Energy Generation from Biogas Energy from biomass can make a significant contribution to sustainable energy supply.

Currently, biogas offers the highest user benefit and the best utilisation of the energy potential of biomass.

LINKING POWER FROM BENI SUEF TO ASYUT IN EGYPT

A

lstom has supplied, tested and put into commercial operation its power supply system and computer-based interlocking signaling system Smartlock 400 GP for the Mallawi section in the line linking Beni Suef to Asyut.

The Mallawi section is the fifth section of the Beni SuefAsyut line to enter into commercial service with Alstom’s interlocking signaling system following the commissioning of Beni Mazar station in November 2019.

With the achievement of this milestone, 40km are fully automated operating with contraflow function. To date more than 70 km of mainline railway in Egypt are using Alstom’s signaling solution.

In 2015, Alstom was awarded a contract by Egyptian National Railways (ENR) to supply signalling equipment for the Beni Suef-Asyut line in Egypt. The regional railway line running between Beni Suef and Asyut is 240 km long.

Alstom has been present in Egypt for over 40 years and has contributed to support the strong trend of railway infrastructure development in the country.

Over decades, Alstom Egypt has employed around 420 employees and developed a local talent pool that is today in charge of a center of excellence related to Signaling, Power Supply and Depot Equipment which is supporting our projects within all MEA region. Just two years ago the Kusile power

station, the world’s largest coal-fired power plant, was built in the town of Mpumalanga, South Africa, with Alstom’s help.

The Alstom consortium played a key role in providing the FGD technology for all six boilers used at the plant.

FGD was implemented in Kusile in order to meet air quality standards, as the plant is based in a priority airshed. It utilises limestone as the raw material for desulphurisation and produces gypsum as a byproduct.

Kusile is the first South African power facility to incorporate wet flue gas desulphurisation (FGD) technology. It is the second coal-fired power facility built by Eskom and generates 4,800MW of power.

500MW ENERGY PLANT TO BE BUILT IN TIGRAY, ETHIOPIA

A

ustralian clean energy company Lotus Energy has won a contract to develop a 500MW solar complex in Ethiopia’s Tigray region, The solar facility is set to boost the infrastructure of the Ethiopian Effort Group which is active and operational in cement, automotive and steel production in the East African country.

The Tigray complex will be located in the north of Ethiopia and combine solar power, battery storage and waste-to-energy capacity.

The solar complex will include energy storage batteries and biomass power plant facilities. Additionally, a power grid will be built to connect the plants to industrial facilities, the source further added.

The work for the US$4.3bn facility is scheduled start this month (iSeptember 2020).

A number of major solar projects are underway in Ethiopia with an aim to boost access to electricity. These include the Gad and Dicheto solar power plants in the Somali and Afar regions. The facilities are expected to have a capacity of 250MWp. The two solar projects are part of the ‘Scaling Solar’ initiative by the World Bank through the International Finance Corporation (IFC). The aim is to encourage the companies to invest in solar energy, to supply energy to the national electricity grid of the country concerned and to rapidly implement electricity projects through public-private partnerships (PPPs).

Ethiopia Electric Power recently signed an agreement with IFC to advise on developing up to 500MW of solar power under the initiative. Although Ethiopia has huge renewable energy potential it currently has an energy shortfall of 500MW, with over 70% of its energy coming from hydropower. Solar power will help diversify Ethiopia’s energy mix and allow it to manage its water

resources more effectively. This is vital bearing in mind the severe droughts which have afflicted the country.

Ethiopia’s irradiation levels of 1500 to 200 kilowatt hours per square metre make it highly suitable for exploiting the potential of photovoltaics.

Only 41% of the population currently has access to electricity (3002MW of capacity). Ethiopia aims to diversify its electricity generation capabilities by investing into an energy mix, of which photovoltaics will be a vital part.

There are excellent conditions to use solar energy in Ethiopia, in particular in Tigray Region and on the eastern and western rims of the Ethiopian Highlands (roughly 2% of Ethiopia’s area).

These areas have an annual solar irradiation of 2,200 kWh/(m2•annum) or more; with around 20% cell efficiency this results in a solar energy generation potential of ~450 GWh/(km2•annum).[ A solar-cell-covered area of 1,000

km2 (390 sq mi) (around 0.1% of Ethiopia’s area) could generate 450 TWh annually. As of 2017 Ethiopia has annouced that it is seeking the installation of 5.2 GW from photovoltaic power stations.

With a capacity factor of 20%, an annual power generation of 9.1 TWh might be expected from the sum of all proposed photovoltaics power stations.

Around 300 MW of photovoltaic installations are projected to be developed by the edn of 2020. The 100 MW Metehara PV power station was tendered in 2017, for example.

Solar thermal energy doesn’t play any role in Ethiopia’s energy mix considerations as yet.

The expected levelised costs of solar thermal installations is quite high. A possible exception is to make use of cogeneration, like the use of solar pond technologies for salt ponds at sites like Dallol, where in 2017 a potash project was under development. www.lotusenergy.io

POWER PLANT IN COTE D’IVOIRE TO GET GAS TURBINE TECHNOLOGY

A

bidjan-based Azito Energie SA has bought advanced gas turbine technology and services for Azito phase IV power plant, located in the Yopougon district of Abidjan in Côte d’Ivoire.

GE will supply one heat recovery steam generator, one steam turbine generator, condenser and associated systems and maintenance services for 20 years.

GE’s GT13E2 gas turbine delivers power and performance while offering a flexible extended maintenance concept that reduces operating costs while saving fuel.

Once phase IV extension is complete, the power plant is expected to generate approximately 710MW, representing 30 per cent of power in Côte d’Ivoire.

The extension of the power plant will generate 253MW and will play a significant role in supporting the country’s energy plan.

The Azito phase IV power plant is expected to be one of the most efficient power plants in the region and will serve as a model for the development of similar power projects in Africa, according to Luc Aye, managing director, Azito Energie SA. With an aim to provide reliable and sustainable power in the country, Azito power plant makes use of Côte d’Ivoire’s supplies of natural gas. The expansion is set to contribute significantly to the country’s energy security and stability.

The work OVER the last 30 months has involved more than US$ 294 million in debt financing towards the total investment of US$ 336 million required with the balance provided by Azito.

Azito obtained funding from nine institutions, namely: International Finance Corporation (IFC), a member of the World Bank Group (IFC), PROPARCO, the West African Development Bank (BOAD), the African Development Bank (AfDB), the OPEC Fund for International Development (OFID), the Emerging Africa Infrastructure Fund (EAIF), the Belgian Investment Company for Developing Countries (BIO), the German Investment Corporation (DEG), and the Netherlands Development Finance Company (FMO).

POWER STORAGE CONVERTERS & NIGERIA’S MICROGRIDS AEG Power Solutions has announced that Convert SC Flex storage converters are running entirely successfully as backbone of the hybrid off-grid power plant of the Bayero University Kano (BUK), Kano State in Nigeria

naugurated in 2019, the hybrid micro-grid of BUK is Africa’s largest off-grid solar hybrid power plant. The remote micro-grid totals 7.1MW capacity, combining 3.5MWp of solar PV generation from 10,680 solar panels, 2.4MW of backup generators and 8.1MWh of battery energy storage.

The storage system provides grid-forming and balances load requirement with the different sources of supply.

The Convert SC Flex storage converters are crucial in the process, operating in voltage and frequency control mode.

Together with the storage battery Convert SC Flex keep the voltage and the frequency of the microgrid in its target limits, balancing rapid variations of generator output or its connected loads like pumps or lightning.

Funded by the Nigerian government, the phase 1 of the project is supplying electricity to nine universities and a teaching hospital.

Two more phases are planned, to be funded respectively by the World Bank and the African Development Bank. In total over 55000 students, more than 3000 staff at universities will benefit of the programme while 2850 streetlights can additionally be powered by the hybrid micro-grid.
