Celebrating our growth and hitting milestones Welcome to the June edition of Operator I’m proud that the water operations sector has always been at the heart of who we are, and in 2026, that sense of connection continues to grow.

WIOA has many networks, providing members with greater opportunities for ongoing collaboration, support, and knowledge sharing (page 16).

This year, we celebrate reaching more than 6,000 members for the first time in our history, alongside another exciting milestone of over 7,000 followers on LinkedIn. These aren’t just numbers. They reflect a thriving, engaged community of people choosing to connect, share knowledge, and support one another.

In this edition, we are also spotlighting former WIOA award winners. Learn more about our 2025 PASS Winner, Scott Easton, on page 13, and the project recognised for our 2025 KWATYE Winner, Chris Blake, on page 19.

Together, these milestones highlight the strength and momentum of our network, and the vital role each member plays in shaping and strengthening the future of the water operations industry.

Our first conference of 2026 was held in Bendigo in March.

With over 1,490 attendees, this marked our largest and most successful Victorian Conference to date. Read more and see our full list of winners on pages 5 and 6.

We continue to recognise our members and are proud to share our newest Life Member, Ryan McGowan, and IDIOTS Mick Mahoney inductee on page 7.

As we gear up for the 2026 QLD Conference later this month, I encourage our NSW members to get involved in the 2026 NSW Conference. Abstracts are open now and will close next month (page 15).

Lastly, we are passionate about promoting excellence across the water industry, and we encourage all members to get involved in the 2026 National Awards (page 9).

Nominations close on 19 August and will be presented at the NSW Conference in Newcastle this September.

After consulting members feedback showed reduced interest in the Water Industry Operator Registration Scheme and Acuario, with 90% of users choosing not to continue.

As these voluntary systems are not mandated and operational costs outweigh benefits, WIOA has decided to end both services.

Subscriptions will be supported during the transition, with the final closure on 1 July 2026.

Supporting Diversity and Inclusion in the Water Industry As WIOA continues to support diversity and inclusion in the Australian water industry, we are proud to share that Dean Barnett has joined the Leadership Council of Pride in Water.

Serving as a Water Leadership Council Member alongside other industry leaders, Dean will continue to champion LGBTQI+ inclusion across the water sector.

Earlier this year, we introduced a Diversity and Inclusion booth at our 2026 Victorian Conference in Bendigo.

Through this dedicated space at WIOA conferences, we aim to provide an ongoing platform to support and promote networks and services that advance inclusivity across the water industry.

One of the ways WIOA has supported this initiative is by inviting Pride in Water’s Lead, Zoé Kennedy, to present at WIOA conferences. We were very fortunate to have Zoé deliver an engaging and interactive session on strengthening Pride networks in the workplace at our 2025 NSW Conference in Newcastle (pictured below).

2026 Annual General Meeting The 2026 WIOA AGM will be held online on Wednesday 11th November at 12.30pm (AEDT).

At this meeting Members can contribute to the evolution and future direction of the association by casting your vote on Constitutional changes. Members will also receive a WIOA update and independent financial update for FY2025-2026.

We would like to encourage as many WIOA members as possible to log in, be part of the meeting and provide your input in the future direction of WIOA. We will require as many members as possible to attend, as we update our Constitution requiring member support via your vote. This supports our ambition to have the most current governance structure, so that we remain a modern and contemporary association focused on supporting our members.

2026 WIOA Victoria Water Industry Operations Conference and Exhibition Thank you to everyone who joined us at the 2026 VIC Water Industry Operations Conference and Exhibition, held on 25–26 March in Bendigo.

Together, we made a meaningful impact on the water operations community. Your involvement reflects the strong spirit of connection and leadership that continues to drive our industry forward, a true celebration of talent, innovation, and operational excellence.

Tasman Main Tapping Competition, strengthening industry ties across Australia and New Zealand and our IXOM Best Tasting Tap Water Contest, featuring seven impressive entries and three outstanding finalists, this year’s event showcased success.

With over 1,490 attendees, a 9.5% increase on 2025, this year’s event marks our largest and most successful Victorian Conference to date. The continued growth and momentum are a testament to the strength of our industry, and we’re excited to confirm we’ll be returning to Bendigo in 2027, watch this space!

Our fully booked Women in Water Operations Breakfast welcomed over 40 attendees for an engaging and meaningful start to the conference (more on page 19).

Our Newest Life Member: Ryan McGowan Ryan McGowan of Goulburn Valley Water has been awarded the Water Industry Operations Association of Australia’s highest honour - Life Member - recognising his truly outstanding and enduring contribution to the WIOA community.

Over 17 years of service, Ryan has played an influential role across the organisation as a Past President, National Advisory Committee Member and VIC State Advisory Committee Chair, Board Director, project contributor, an ever-reliable conference volunteer and recipient of the WIOA IDIOTS Award since 2018.

Ryans’s dedication has helped shape WIOA into the connected, supportive community it is today.

Renowned for his unwavering commitment, leadership, and deep sense of service, Ryan has made a lasting impact across the industry. Empowering operators, strengthening networks and uniting people together.

New IDIOTS: Mick Mahoney We proudly recognise Mick Mahoney (from Wannon Water) for his outstanding contribution to the WIOA community as he becomes Inducted as a Delegate of the Inextricably Obstructed Tap Society (IDIOTS).

With 15 years of dedicated service as an active WIOA member, Mick has played a vital role in shaping the Victorian Network Operator Development Program, supporting more than 100 network operators over the past decade to grow in confidence, innovation, and leadership.

As a valued member of the VIC State Advisory Committee and a passionate WIOA supporter, Mick’s impact continues to respond across the industry.

Daily Toolbox Visual Boards

by Rita Meijar, SA Water Operational teams often raise issues and challenges during toolbox meetings; however, without a consistent method to capture, visualise and track these issues, they are frequently left unresolved.

The Toolbox Visual Boards initiative was developed to address this gap by providing a qualitative approach to capturing daily operational challenges and improvement opportunities. Implemented across Operations and Maintenance at SA Water, the Toolbox Visual Boards enable frontline teams to document issues, assign ownership, track actions and identify trends.

This paper outlines the background, design, implementation and early outcomes of the Toolbox Visual Boards and discusses lessons learned and future opportunities for continuous improvement.

2026 VIC BEST PAPER BY AN OPERATOR

Sludgy Solutions

by Liam Tothill (SA Water) & Andrew Sawilski (Suez) The Production & Treatment Alliance is an alliance between SA Water and SUEZ to operate and maintain water and wastewater assets in Metropolitan Adelaide. Barossa Water Treatment Plant (WTP) is a large WTP site located 40 km northeast of Adelaide.

From 2022 to 2024, Barossa WTP experienced an unusually high water demand at the same time as experiencing poor raw water quality. This resulted in an excessively high level of sludge production. Barossa WTP utilises climate-dependent sludge drying beds and lagoons for sludge dewatering. This period of high sludge production aligned with two summers of lower temperatures and higher rainfall. This resulted in a situation whereby the sludge became too wet to desludge one of the lagoons, severely restricting sludge capacity for the following year.

The team innovated and adapted rapidly. They maximised the capacity of the remaining sludge drying assets.

They rapidly commissioned a sludge thickening process using a temporary poly batching system. They also commissioned tankering connections for excess sludge to be diverted to another site which had spare sludge handling capacity. This rapid response ensured that water production was able to continue uninterrupted. Any potential environmental incidents due to sludge overflow were avoided.

2026 WIOA Tour of New Zealand In May this year, WIOA took 12 Award Winners on the annual Tour of NZ including attending the 2026 Water Industry Operations Group NZ (WIOG) Conference in Rotorua .

The 2026 New Zealand Tour began in Auckland, where our Award Winners gathered to meet our trusted WIOG tour guide Dion Glennie before travelling south toward Hamilton. A key early highlight was a visit to Ardmore Water Treatment Plant. This provided valuable insight into large-scale treatment processes and the operational challenges of supplying water to a major population. Strong engagement from site staff helped set a collaborative and informative tone for the tour.

The tour then shifted focus to the two-day WIOG Conference at the Energy Events Centre. The program brought together a wide range of industry knowledge, reinforcing themes from the site visits while introducing new ideas and perspectives. The conference provided a strong balance of structured learning and valuable interactions with peers and suppliers. The Meet the Suppliers’ Dinner further supported these connections, offering opportunities to explore new technologies and solutions.

The Awards Dinner on the final evening marked a fitting conclusion to the formal program. It celebrated industry achievements while providing a chance to reflect on the shared experiences of the week, with an atmosphere that was both inspiring and rewarding.

On Day 2, the group travelled to Taupo through the scenic North Island. The visit to Taupo Water Treatment Plant offered a contrasting regional perspective, with discussions focused on local conditions, treatment approaches, and system management. Lakeside accommodation created a relaxed atmosphere, encouraging informal networking and reflection on the day’s learnings.

The tour concluded with a return to Auckland for departure, following a smooth and well-coordinated schedule. Overall, the Northern Tour delivered a highly valuable experience, combining technical site visits, professional development, and meaningful networking, all supported by a well-structured and seamlessly executed program.

The following morning included a tour of the Taupo Wastewater Treatment Plant, adding an important wastewater dimension to the program. This complemented earlier water treatment visits and broadened understanding across both sectors. The group then continued to Rotorua, with time to recharge before attending the WIOG Chairman’s Dinner. This proved to be a standout social event, strengthening professional connections in a more informal setting.

Gold Coast Interest Day | QLD On Wednesday 8 April, WIOA welcomed local members and peers from across the operational water sector to a highly engaging and hands‑on Interest Day held at the Kirra Hill Community and Cultural Centre, followed by an exclusive afternoon tour of the Gold Coast Desalination Plant.

With 26 attendees, the day provided a valuable opportunity for participants to learn from frontline operators, exchange practical insights, and explore real-world challenges faced in day-to-day water operations.

The program featured a series of informative presentations, including: • Robinson Crusoe Operations 2022 and Seqwater’s Flood Preparation Program – Tony Schultz, Seqwater • Best Practice: Membrane Loader Innovation at Gold Coast Desalination Plant – George Belizia, Veolia • Cyclone Alfred Preparation and Response Story for Urban Utilities Operations – Kathryn Turner, Urban Utilities • Mobile Water Services and Solutions – Orlando Carvajal, Veolia The day concluded with an insightful site tour of the Gold Coast Desalination Plant, led by WIOA QLD Advisory Committee Chair George Belizia (Veolia Water), giving attendees a firsthand look at plant operations and innovations in practice. Thank you to Veolia and seqwater for being accommodating hosts.

Adelaide Interest Day | SA On Thursday 30 April, we brought members and industry peers together in Adelaide for a highly engaging Interest Day, generously hosted by Osmoflo. The event was an intimate setting, reflecting the growing interest and momentum of the water operations community across South Australia. It also provided a valuable opportunity for open discussion, with attendees sharing ideas and exploring opportunities for future WIOA events in the region.

Throughout the day, we provided an update on activities happening both nationally and within South Australia, including upcoming events and opportunities for members to stay connected and involved. These updates highlighted our continued growth and our commitment to supporting operational professionals across the country.

Osmoflo delivered an insightful overview of their business and operations, followed by a guided tour of their facilities. Attendees were particularly impressed

with their Research and Development team that showcased Osmoflo’s innovation and technical capability that is driving the industry forward.

Gympie Interest Day | QLD On April 23, water industry operators from across the region came together for a relaxed, practical and engaging WIOA Interest Day in Gympie.

With close to 100 attendees, the event offered flexible, two-session participation and created space for meaningful connection, learning and shared experience across the sector.

From a blind water taste test—sparking plenty of debate over the best drop on the day, to the hands-on mains tapping demonstration, attendees rolled up their sleeves and got involved. While the tapping proved challenging, it was also a lot of fun, with participants supported step-by-step by local Gympie plumbers. As MC David Cameron from Build Skills aptly described it, it was “mentoring in action.”

A highlight of the day was seeing operators step outside their comfort zones, demonstrating teamwork and practical

learning in a supportive environment, even with a lively crowd looking on.

The panel discussion explored pathways, training and career progression, prompting open and honest conversations about challenges faced in the water operations sector. The session reinforced the importance of knowledge-sharing across an industry that plays a critical role in protecting communities and keeping lives safe every day.

The room was filled with great discussion, practical insights and strong peer connection, exactly what WIOA Interest Days are all about. A big thank you to everyone who attended, presented, demonstrated and contributed to making the day such a success.

2025 PASS Award Winner: Scott Easton Congratulations to Scott Easton from Water Corporation, the recipient of the 2025 WIOA Problem Accepted Solution Supplied (PASS) Award.

Scott was recognised for an innovative and practical solution to a real-world operational and safety challenge within water treatment operations. His award-winning initiative addressed long-standing issues associated with calcite handling, including manual handling risks, inefficient processes, and safety concerns that had impacted operators for several years.

By applying practical insight, consulting broadly with colleagues and safety specialists, and collaborating with a local fabricator, Scott developed a solution that significantly improved safety, reliability, and operational efficiency. This innovation strongly reflects the intent of the PASS Award — sharing adaptable, “in-the-field” solutions that deliver meaningful benefits to workplace safety and performance and can be readily applied across the wider water industry.

Tell us a bit about your career journey?

I started my career as a apprentice and receive a trade certificate in cabinet making carpentry, then moving onto the mines. Then going into the water industry where I’ve worked for over 20 years. During that time, I’ve gained hands on experience in water operations and progressed into a leading water treatment operator. The journey has given me a strong understanding of plant operations and the importance of delivering consistent, high-quality water.

What are some of the most pressing water quality challenges or issues facing the region you work in?

One of the main challenges in the industry is keeping up with new technologies while maintaining reliable day to day operations. I’ve been involved in upcoming and future projects, contributing to both planning and delivery, with a focus on identifying and resolving issues early. A big part delivering these projects is problem solving. Once systems are operational it ensures everything runs as smoothly as possible.

What did winning the 2025 PASS Award mean to you?

I was very stoked and excited when I heard the news.

It’s a great recognition of the work I’ve put into the industry over the years and something I’m grateful for.

How did solution impact your local community?

Working in a tourist town, it’s especially important that we maintain a high standard of water quality at all times. My focus

has been on protecting our water source and ensuring our treatment processes consistently deliver safe and reliable drinking water for both local community and many visitors.

What’s your favorite part about working in the Australian Water Industry?

A big part of the job is keeping our Treatment plants running reliable day in, day out. Knowing the work we do directly supports the community makes it very rewarding.

2026 Women in Water Operations VIC Breakfast Our first official Women in Water Operations (WiWO) Breakfast was held at our 2026 VIC Water Operations Industry Operations Conference and Exhibition held in Bendigo on Wednesday 25 March, 2026.

Thank you to all the women who attended and contributed to making the breakfast such a positive and memorable experience.

This year’s Vic Conference Women in Water Operations Breakfast once again achieved a strong turnout, with approximately 40 women in attendance. Hosting the event at the conference venue enabled greater accessibility and a smooth transition into the conference program and will allow us to continue to grow this event in the future.

Across the Ditch and Into the Depths: The 2026 WIOG Kiwi Tour of Victoria Earlier this year, our sister organisation from across the Tasman — the Water Industry Operations Group NZ (WIOG NZ) — toured Victoria. Wannon Water’s Anthony Evans shares an overview of this trip.

For the first time ever, all nine members of the New Zealand contingent touched down in Melbourne before lunch—and that set the tone for what would become a full, fast-paced, and thoroughly memorable tour of Victoria in 2026.

There was no easing into it. By Friday afternoon, jet lag was brushed aside, and the group was already descending into the infrastructure that keeps one of Australia’s largest cities running.

The tour began at Hoppers Crossing SPS, where nearly half of Melbourne’s sewage is pumped toward the Western Treatment Plant. Standing beside enormous pumps and peering into the depths of the well, it was impossible not to be impressed. The scale, the complexity, and the unseen power of the system was, as always, a real eye-opener—especially for first-time visitors. A big thanks went to Melbourne Water and to Chris McMennemin, Andy Buenaventura, and John Brady, who ensured the visit left no question unanswered.

After an overnight stay in Werribee, attention turned from wastewater to world-famous sporting grounds. The group

headed to the MCG, not for cricket or football, but for a tour of the underground Class A Treatment Facility hidden beneath the parkland near the Shane Warne Stand. Few people wandering through the precinct would ever guess what lies below their feet. Sewage is diverted from Wellington Parade, water extracted and treated to Class A standard, then recycled back into the surrounding parks, gardens, and even the stadium toilets. Game day restrictions meant the group couldn’t see inside the stadium or Hall of Fame, but thanks to Trility and tour guide Mitchell Small, it was still a fascinating stop.

From Melbourne, the tour rolled west to Ballarat, where the afternoon was spent sightseeing and regrouping. With some members having clocked up a brutal 23-hour day on Friday, rest became a priority—though a chance encounter with Victoria Police Highway Patrol (staying at the same motel) added a surprise highlight, complete with an up-close look at their vehicles and gear.

Sunday morning came early, but it was well worth it. At Ballarat South Waste Treatment Plant, Steven Kugele and

Alan Irving guided the group through familiar processes delivered on a very different scale.

After lunch, the tour continued to White Swan Reservoir and treatment plant, where Ben Hodgkinson showcased a BOOTconstructed facility operated by Veolia.

Watching the Goldfields Pipeline filling the reservoir was impressive enough, but the encounter with resident kangaroos in nearby scrub sealed the experience—thankfully without any snake sightings.

Monday delivered another full schedule. The group revisited Alan Irving at the Daylesford WRP, joined by Lourdes Fernandez-Gonzalez, to inspect the facility and a nearby farm irrigation reuse scheme (top and bottom left).

The day wrapped up in Castlemaine, touring the Veoliaoperated WTP with Konrad Mueller and Luke McCormick, alongside visiting guests from Western Australia, before settling in Bendigo for the remainder of the week (top right).

Midweek plans shifted slightly when works at the Central Deborah Gold Mine forced a reschedule, opening the door for a relaxed side trip to Echuca. A historic port tour, riverside lunch, and paddle steamer cruise along the Murray proved a hit with everyone—though a few enthusiastic crew members briefly considered reenacting Titanic. Thankfully, good sense prevailed.

Back in Bendigo, reality returned—hard and cold—during a site visit deep underground (bottom right). More than

130 metres below the surface, the group inspected a major groundwater pumping system designed to manage inflows from Bendigo’s countless historic mine shafts, part of a longterm Trility project. The lift alone was unforgettable, the chill underground even more so.

The tour concluded with a multi-day conference, followed by a free day in Melbourne before early Saturday departures. It was, by every measure, another outstanding visit from across the ditch—a knowledgeable, friendly group who made the week both productive and enjoyable.

Heartfelt thanks go to everyone who helped make the tour possible, from Melbourne Water, Trility, Central Highlands Water and Veolia, to the many individuals who opened gates, answered questions, and shared their expertise. WIOA and WIOG greatly appreciated the effort—and the memories will last well beyond 2026.

The Safe and Healthy Drinking Water Program A Public Health Partnership Approach to Improving Drinking Water Outcomes in Queensland Indigenous Local Governments.

Introduction Access to safe drinking water is fundamental to public health. Despite Australia’s generally high standard of water supply services, challenges remain in achieving consistent drinking water quality outcomes across remote and regional communities, particularly within geographically isolated Indigenous local governments across Queensland.

Remote water supply systems often operate under constraints not typically experienced in urban utilities, including: • limited access to specialist technical expertise • workforce capacity limitations and high staff turnover • financial constraints

In 2016, regulators identified a pattern of recurring microbial detections (E. coli) and prolonged drinking water advisories across several remote Indigenous local governments. In some cases, boil water alerts remained in place for extended periods, highlighting the need for an approach focused not only on compliance, but on practical system improvement and workforce capability development.

The Safe and Healthy Drinking Water Program (SHDWP) was developed through a collaborative partnership between Cairns Public Health Unit, the Queensland Health Water Unit, Water Supply Regulation within the DLGWV, and Queensland’s Indigenous local governments.

These factors can make it difficult for small service providers to consistently meet regulatory obligations and achieve alignment with the National Health and Medical Research Council Australian Drinking Water Guidelines (ADWG).

In Queensland, drinking water service providers, including Indigenous local governments, are co-regulated

by Queensland Health and the Department of Local Government, Water and Volunteers (DLGWV). Queensland Health is responsible for administering provisions requiring the management of drinking water related public health

The program was designed to address underlying causes of drinking water risks rather than relying solely on traditional compliance responses. The approach emphasises practical technical support, mentoring and locally appropriate system improvements to strengthen long-term capability and resilience.

Initial pilot activities were undertaken in two Torres Strait Island communities, where comprehensive system reviews identified hazards associated with treatment processes, disinfection performance, operational monitoring practices and limited awareness among operators of the critical role they play in protecting public health.

An independent evaluation undertaken by the University of Queensland confirmed the effectiveness of the pilot approach and supported expansion of the program to additional communities.

From July 2019, the program expanded to support drinking water service providers across 31 communities within 17 Indigenous Local Government Areas.

Program Methodology The SHDWP applies a structured, yet flexible delivery model designed to accommodate the diverse operational environments encountered across remote communities.

Each participating community underwent a detailed technical review of its water supply system, undertaken by an independent water treatment specialist working collaboratively with regulators and local operators.

Water treatment plants were reviewed from the perspective of their ability to consistently produce safe drinking water.

Reviews considered: • source water characteristics • treatment plant capability and configuration • disinfection performance • operational and verification monitoring practices • asset condition and maintenance practices • operator competency and training needs • governance and management arrangements.

These assessments identified several common challenges across Indigenous Local Government water service providers, including: • inadequate or poorly configured chlorination systems • insufficient process monitoring • limited documentation of standard operating procedures • workforce capability constraints • limited understanding of public health risk pathways.

These findings informed program priorities, and informed program objectives which broadly focus on two key aspects: 1) strengthening operator capability and 2) advocating for fit-for-purpose infrastructure improvements.

2. Operator Training and Mentoring A core component of the program is targeted training and mentoring for local water operators.

Mentoring is delivered through on-site engagement supported by ongoing remote technical assistance, enabling operators to build confidence and competence in managing their systems over time.

Recognising operator capability is central to achieving consistent drinking water quality outcomes, the program emphasises development of practical skills, knowledge and confidence across the water operations workforce. A key objective is to support operators to understand not only what tasks are required, but why these tasks are critical in protecting public health.

Other professional development activities are delivered through the program’s annual ‘Drinking Water Symposium’ which includes practical workshops, field-based training and collaborative knowledge sharing between communities, contributing to improved operational consistency and strengthened professional networks.

3. Fit-for-Purpose Infrastructure Improvements In some communities, existing treatment infrastructure was not well suited to source water characteristics or operational context.

The program supports identification of practical infrastructure improvements that enhance reliability and simplify operation where possible.

CORPORATE NEWS Acknowledging each community, scheme and circumstance is different, typical improvements recommended through the program include:

• optimisation of chlorination systems

• improved compliance with monitoring requirements

• improved monitoring instrumentation

• increased operator confidence and capability

• enhanced sampling points

• improved communication between regulators and service providers

• treatment process modifications • improved chemical dosing arrangements • automation upgrades • improved asset maintenance practices.

The program emphasises selection of solutions that are: • robust • maintainable in remote locations • compatible with available operator skill levels • cost-effective • result in improved water quality and continuity of supply outcomes.

Evaluation of the pilot program highlighted the importance of infrastructure that is “fit for purpose, place and people” as a key contributor to sustained improvement.

4. Partnership Approach Strong partnerships between regulators, Indigenous local governments and operators underpin the program’s success.

Historically, relationships between regulators and small service providers have sometimes been characterised by reactive compliance responses. The Safe and Healthy Drinking Water Program adopts a collaborative model that promotes a shared interest in achieving improved public health outcomes.

Key elements of the partnership approach include: • early engagement with local government leadership • inclusion of local operator priorities (provided it is in scope) • recognition of local knowledge • cultural awareness among technical staff • ongoing communication between agencies • alignment of regulatory and operational objectives.

Supporting operators to understand the significance of their role in protecting community health has proven critical in driving sustained improvement.

Outcomes Since its commencement, the SHDWP has contributed to improvements in drinking water quality performance across participating communities.

• strengthened operator awareness of public health risks associated with drinking water quality • improved asset management practices • increased identification and reporting of drinking water incidents and events.

Program delivery has highlighted the importance of combining infrastructure and operational improvements with workforce capability development and strong inter-agency collaboration.

While the program has led to improvements, maintaining these gains can be challenging in remote regions where workforce movement is common, and significant investment in building operator capability can be diminished by staff turnover. Relatively small organisations, such as Indigenous local governments, are particularly susceptible to workforce turnover across their water operations teams, resulting in the loss of corporate knowledge and system familiarity when experienced personnel depart. This reinforces the importance of ongoing support, continuity of knowledge, and sustained commitment to capacity development to maintain public health gains.

Lessons for the Water Industry The SHDWP demonstrates that improvement in remote water quality outcomes requires more than infrastructure investment alone.

Key lessons for remote and indigenous across Australia include: (a) Capacity building is critical Operator competency is a key determinant of drinking water quality performance. Investment in training and mentoring can result in better staff retention. It can also enable staff to be better equipped to undertake the role and can significantly improve system reliability even where infrastructure constraints exist. (b) Solutions must be context-specific Approaches that align with local capacity are more likely to be practical, sustainable and consistently implemented than standardised solutions developed for larger urban utilities. (c) Collaboration improves outcomes Partnership-based approaches between regulators and service providers can support more effective long-term improvement than compliance-focused responses alone.

By addressing technical, operational and workforce capability factors simultaneously, the program has contributed to reductions in microbial detections and strengthened the capability of local operators to manage drinking water systems effectively.

The program provides a practical example of how partnerships between regulators, water service providers and communities can improve essential service delivery and protect public health.

As the water industry continues to address challenges associated with ageing infrastructure and workforce capability, the principles underpinning the SHDWP provide practical insights for improving drinking water outcomes across diverse operating environments, communities and cultures.
