Hopefully, you are taking a break from the seasonal shopping madness and all the other distractions of the season by sitting down with a cup of tea or coffee and a biscuit as you read this magazine. If I was to call you up at this moment and tell you that someone extremely rich was in the street handing out wads of money to everyone they meet, how long would it take for you to run outside and see if it was true? The chances are you would be out the door before you could even lay down your cup - if not before. Again, if you were walking down the High Street and spotted a cheering crowd gathering ahead of you, or rushing towards something you would quicken your pace in the hope you could see what was causing the excitement. There are some things in life we fool ourselves into thinking are

important enough to hurry to get - I once witnessed two women coming almost to blows trying to get hold of the last turkey in Marks and Sparks. One icy December morning, I queued for two hours to purchase one of the last Playstation 2 for sale in Scotland – ironic to think that the all-important turkey is at best a memory and the game system is obsolete. But there are some things that are truly worth investing effort to find – So it was for the Shepherds when they heard of the birth of Christ. The Bible tells us: “So they (shepherds) came with haste, and found Mary, Joseph, and the baby (Jesus) lying in a manger”. Yes, they came with haste; it is only a small part of the Nativity Story, but an important detail. Why? - Simply because the news the Shepherds heard was exciting, breathtaking and

wonderful; news that people had waited in anticipation of hearing for hundreds of years. There was no question of finishing work, going home and wandering down to Bethlehem the following morning to find out what had happened - they just dropped everything and went. Do you have the same sense of wonder and urgency at the excitement of the Christmas Message? Do you marvel at what God has done for you in Christ? EXTRACTS FROM THE MINUTES OF THE MEETING OF 11TH SEPTEMBER 2012 OF ROYAL BURGH OF ELGIN COMMUNITY COUNCIL

Police Update – Including National Security Anti-social behaviour – has been in focus. Issuing of tickets is up 6% year to date. Areas of antisocial behaviour are focused around Reynolds Crescent and Linkwood areas, particularly with youths drinking under the bridge behind the Cottar Hoose. The police are working with the RAF at some of their properties. The mobile unit is being used as an office to provide a visible presence in the area. A full-time officer is now based at NEON to address problems in that area. In the last 2 weeks there have been 13 incidences of vandalism and no serious assaults. Olympics – 17 officers from Moray have returned from the Olympics where they were praised for their work. National Security – the threat level is substantial. Mosstodloch Bypass – R&T understand the design of the road but would appreciate Insp. Scott Mann’s reply, which they have not yet received. Insp. Strachan will pass this on. Community Fair – Gordon Methven reiterated an invitation for police to attend. Computer hacking – Cheryl Robb advised her daughter’s computer had been hacked, involving a fake email from Metropolitan Police. She had contacted the police who are aware of this. Gordon Methven said he had been advised to log out of any online accounts when they are not in use including emails, Facebook etc. Steven Milne advised virus software is available for smartphones

Committee Reports PLANNING King Street – James Wiseman lodged a letter reinforcing the points made in the Community Council’s letter of response to the initial plan submitted. He pointed out retaining the character of the area would be of benefit to the Castle to Cashmere trail. Cllr Gowans, along with Cllrs Jarvis and Shand, met with the Planning Officer who advised the application could only be looked at in terms of planning policy. The plan is currently with Historic Scotland and

The Moray Council is awaiting their response but advised, to date, Historic Scotland has not gone against a Planning Officer’s decision. Cllr Gowans has contacted the press to highlight this issue, as she feels no further progress can be made ‘in house’. James Wiseman asked if decisions are made purely in terms of planning policy, was public consultation pointless? Linkwood Distillery – a response. The planning application was submitted generally supporting development but asking that traffic control measures and noise impact on neighbouring properties be taken into consideration. Moray Council Onshore Wind Energy Supplementary Planning Policy Guidance – James Wiseman attended the exhibition 6/9/12. He felt this was a good document, which covered the points that would be of interest to local people. Detailed and thoughtful work had been carried out on protecting zones and minimising visual impact and preserving landscape features of Moray, to preserve the character of the area. James Wiseman will draft a letter of support and pass it to the Chair for approval before submission. Brownmuir Wind Farm – letter of response has been submitted. Planning updates – a discussion was held and it was agreed to stick to current methods used by committee members. RECREATION, LEISURE AND ENVIRONMENT South Lesmurdie Fair – Anne Glover reported attendance had been poor in spite of all houses being leafleted, but of those who attended, there were some who were interested in forming a local group. Ladyhill flowerbed – there have been a lot of positive comments in support of the work done put on Facebook. Two groups have expressed interest in working at Ladyhill on Wednesday afternoons but there are several challenges for both groups being able to participate. Generally, there has been a lack of support and volunteers. An open meeting is planned for 13.09.12 and a review of the way forward may have to be considered. Gillian Bailey, Community Support Unit, spoke to Anne Glover about what support

could or could not be provided. The Chair to follow up. Better Together – when Anne Glover phoned to express interest in participating, she was advised there had been so much interest shown within Aberdeen that nobody else was needed. It was agreed the matter of non-existent local representation should be raised. The Chair will liase with Anne Glover and contact Richard Carey, NHS Cllr Divers suggested this should also be brought before the Community Planning Board, as there is a concern that Moray is not being represented on a number of subjects and projects. Fair Trade – Mary Wall went to London to see Adam Gardner, Campaigns Officer for Fair Trade, re Elgin’s application for Fair Trade status. Of the five required goals, four have already been achieved, which is very impressive in such a short timescale and with a small group. Mary Wall is attending a workshop 11/9/12 to help work towards the goal of involving schools and churches etc. The Fair Trade Group will also attend the Moray College Freshers' Fayre 12/09/12 and the Community Fair 22/09/12. A big congratulations to all the Moray winners in the Highlands and Islands Food and Drink Awards, which recently took place. As the presenter of one of the awards, my role as Minister for Food & Drink, it was great to be able to speak to the winners and, indeed, the many exceptional companies and individuals that were in the running for an award.

The Barnardos shop in Elgin is becoming something of a fixture in the calendar in the autumn for ‘Make a Difference Day’, which encourages volunteering the length and breadth of the country. While I take on the role of an assistant in a charity shop for a short time, to highlight the importance of volunteering, I am very conscious of the efforts that are made by many volunteers, old and young, throughout the year in support of charities and other organisations. Whether that is fundraising, giving support and advice, getting involved in community projects or travelling abroad to help those suffering in other parts of the world, it is a great commitment that people make with no expectation of reward other than the personal satisfaction that making a difference can give.

Our Food & Drink industry in Moray is very healthy, with firms expanding and providing more work in the local economy. The enthusiasm of those involved is fantastic and the food tastes great!

The Risk of Flooding As winter draws in and the weather deteriorates, the subject of flooding can come to the forefront of people’s minds. Locally, much work has already been carried out and is ongoing in local towns including Rothes, Forres and, of course, Elgin where works have been commenced but not yet completed. A property solicitor investigates whether or not a property is in an area at risk of flooding from the information supplied in the pre-purchase searches and Reports supplied by the seller’s Solicitor, from information sourced from Local Authority Records, SEPA and other public registers. The preliminary reports, however, do not take account of all the aspects of the geography of an area as they cover a defined radius from the property and a more detailed Flood Report can be obtained if appropriate. A buyer, too, should make early enquiries about obtaining buildings insurance for a property if it is highlighted as “at risk�, as the insurers will have records of whether previous claims have been made which, in turn, will determine whether they will issue cover and the premium payable. Chef’s Confidential Smoked haddock & pea risotto, poached egg & lemon oil Currently on our lunch menu, great lunch or supper dish, simply get the best smoked haddock you can, free range eggs, good quality rapeseed oil - the rest is easy! Serves 4

Ingredients 50g butter 4 tbsp oil 2 x large smoked haddock fillets, boned and cut into chunks 4 x large free range eggs 1 onion, finely diced 2 tbsp garlic butter 2 x cloves garlic, finely diced 400g carnaroli risotto rice 1 litre chicken stock 1 tbsp creme fraiche or mascarpone 2 tbsp grated parmesan and parmesan shavings to garnish 75g frozen peas Lemon rapeseed oil to garnish

Method For the risotto: 1. Melt the butter with oil. Add onion and garlic. Cook for 5-7 minutes without browning. Add rice and stir well. Cook for 2-3 minutes, stirring all the time. Gradually, add hot chicken stock, 250ml at a time. This should take around 12-17 minutes to cook. Set aside until needed. 2. Using a large saucepan, melt the garlic butter and add haddock. Cook for 2-3 minutes and add peas. Stir well and add risotto to the pan. Mix well and season with salt and pepper, if required. Stir in parmesan and creme fraiche. Divide risotto between four bowls. Top with soft poached egg. Garnish with parmesan shavings, lemon oil and fresh barley. Enjoy!

Better Motoring this Winter

Winter is the season requiring most care and preparation if you're to stay safe and avoid a breakdown. Here's general advice from the AA for safe, trouble-free driving through the Winter. Battery and electrics Lights, heaters and wipers put high demands on the car battery and the battery will give out eventually. Avoid running electrical systems longer than necessary – turn heater fan down and heated rear window off once windows clear. Turn off electrical loads like lights, screen heaters and wipers before starting engine. Use the starter in five-second bursts if the engine doesn't start quickly, leaving time for battery to recover. Antifreeze A squealing noise as soon as the engine starts is a sign the water pump is frozen - it's the fan belt slipping on the pulley. Stop the engine immediately and allow it to thaw out. If the car begins to overheat a few miles from home it's likely that the radiator has frozen. Stop to avoid serious damage and allow the radiator to thaw. You need a 50-50 mix of antifreeze and water in the cooling system for winter.

Tyres The AA recommends at least 3mm of tread for winter motoring, and no less than 2mm. It's rare to need snow chains unless you live in an isolated area hit with heavy snow, and where the roads are not cleared. Consider changing to winter or all season tyres – these give better grip in cold wet conditions. Before you go Get up at least 10 minutes early to prepare the car. Don't drive off like a tank-commander, with a tiny hole cleared in the windscreen. Clear all windows using a scraper and de-icer. Use a cigarette lighter to warm a key for a frozen lock. Plan routes to favour major roads that are more likely to have been cleared and gritted.Put safety before punctuality when the bad weather closes in. Allow extra time and be prepared for the inevitability of being late for work due to unexpected delay. Driving in snow and ice Gentle manoeuvres are the key to safe driving - stopping distances are 10 times longer in ice and snow. Pull away in second gear to avoid wheel-spin.

Vision Keep the windscreen and other windows clear. Clear snow from the roof as well as from windows as this can fall onto the windscreen obscuring your view. Dazzle from a low winter sun can be a real problem. Improve vision by making sure that the windscreen is clean both inside and out.

Up hill - avoid having to stop part way up by waiting until it is clear of other cars. Keep a constant speed, avoid changing down on the hill. Down hill - reduce your speed before the hill, use a low gear and try to avoid using the brakes. Apply brakes gently. Release brakes and de-clutch if car skids. Automatic transmission - in slippery conditions it's best to select '2', which limits gear changes and also makes you less reliant on brakes.

Check windscreen wipers and replace if necessary. Make sure that wipers are switched off when there's risk of freezing. Top up Windscreen washer fluid and treat with a suitable additive to reduce the chance of freezing.

If you get stuck, straighten steering and clear snow from wheels. Put a sack or old rug in front of driving wheels to give tyres some grip. Once on the move again, don’t stop until you reach firmer ground.

Visibility When roads are really mucky you might need to clean lights after every journey. If you have to clear snow from the car it's important to clear it from the lights too.You must use headlights when visibility is seriously reduced.
