Introduction The Workforce Intelligence Network (WIN) partnership is a collaboration of Michigan Works! Agencies (MWAs) and community colleges across a 16 county region in Michigan. The counties in the partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit.

This report highlights labor market information and real-time job posting data for the 4-county Thumb area (Huron, Lapeer, Sanilac, and Tuscola counties) with special sections devoted to 5 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market.

Key Findings 1. Thumb area workers found new jobs during Q2 2016.

The labor force in the 4-county Thumb area remained stable between Q1 and Q2, while employment in the region grew 1.7%. The unemployment rate in the Thumb region dropped 1.6 percentage points to 5.4% in Q2. (See page 4 for details).

2. Employer demand in key occupation groups continues to grow in the Thumb area.

Overall job postings for Q2 2016 were down 5% from Q1 levels. Demand for Customer Service and Transportation, Distribution, and Logistics (TDL) workers saw postings rise substantially during Q2. (See pages 12 and 22 for details).

3. The Customer Service occupations are a large sector of the Thumb area economy.

Over 36,000 Thumb area workers are employed in Customer Service jobs in 2016 and local employers posted over 300 online job ads for these workers during Q2 2016. (See page 12 for details).

4. Although postings in the Health Care occupations declined between Q1 and Q2 2016, the overall growth in employer demand has driven employment growth over the past several years.

Continued demand has the potential to grow employment even more if Thumb area employers are able to find qualified workers. (See page 17 for details).

5. Demand for Transportation, Distribution, and Logistics (TDL) workers increased 41% between Q1 and Q2 2016.

Many TDL jobs offer high wages: the mean advertised salary from Q2 TDL job postings was $79,000. (See page 22 for details).

Online job postings by employers in the 4-county Thumb area during Q2 2016 decreased 5% from Q1 numbers. Employers in the region posted 1,598 online job ads between April and June, compared to 1,673 during January through March. Q2 2016 postings are 32% higher than the 1,200 postings seen in the region a year ago, in Q2 2015. Despite the decrease this quarter, job postings in the region have generally grown over the past year.

Labor Force, Employment, & Unemployment

Labor Force, Employment, Unemployment Rate January 2008 - May 2016

The Thumb area labor force experienced a negligible loss between Q1 and Q2 2016.

Meanwhile, employment grew 1.7% between quarters. With employment growing while the labor force stayed stagnant, the unemployment rate for Q2 2016 dropped 1.6% to 5.4%. The unemployment rate for 2016 to-date is 6.4%, slightly lower than the 2015 rate of 6.6%. Overall, the unemployment rate in the county has decreased from 15.1% in 2010 and employment has grown by over 5,000 jobs in the same time period.

WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country.

NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only.

Postings Over Time Thumb area advanced manufacturing employers looking to hire Skilled Trades workers posted 92 online job ads during Q2 2016.

This is a 29% drop from the 129 job postings in the region for this occupation group during Q1. Q1’s 129 online job ads marked the highest point of employer demand for Skilled Trades workers in the Thumb area since WIN analysis began in Q1 2011.

Employment Over Time In 2016, 4,002 Thumb area workers are employed in the Skilled Trades occupations. Despite the overall growth in demand for Skilled Trades workers in the region, employment numbers have stayed relatively flat over the past few years, hovering just above 4,000 employees since 2013.

Only 48 of the 92 Q2 Skilled Trades job postings specified a desired level of educational attainment.

The distribution of these requirements can be seen in the graph to the right: almost all jobs are attainable with a high school diploma and/or some vocational training. Most employers require training outside of high school but not all training results in a formal credential. Only 11 postings explicitly requested that applicants hold a bachelor’s degree – these postings tend to be for management roles within the Skilled Trades occupations.

An even smaller proportion of Q2 postings specified a desired experience level for Skilled Trades workers. The data show that most Skilled Trades jobs available in the Thumb area are within reach for workers with less than 5 years of experience (20 postings during Q2). Again, those jobs requiring more experience, 6 years and beyond, are likely for some management occupations included in this group.

Advertised Salaries Quarter 2 2016

Thirty-three percent (30 postings) of Skilled Trades job postings in the Thumb area during Q2 2016 specified a wage or salary range.

The majority of those (18 postings) offered wages that amount to less than $35,000 a year, or less than $17 per hour. The Skilled Trades occupations tend to be some of the lowest paying in southeast Michigan and across the country. Wage data from the Bureau of Labor Statistics show that the highest paid occupations in the group are in management, like first-line supervisors of production workers.

The customer service group is the largest occupational group that WIN analyzes, both in terms of employment and online job postings.

This group is of very high importance to the region because it is the first to grow when the economy expands and the first to contract in a downturn: it is often a leading indicator. As defined by WIN, this group encompasses all customer service occupations, with skills transferrable across the retail sector, the hotel industry, food and beverage service industry, call centers, and other areas.

Postings Over Time Online job postings for Customer Service occupations in the Thumb area increased 16% between Q1 and Q2 2016, from 278 to 323 postings.

This is the second consecutive 16% increase in job postings in the Thumb area’s Customer Service group. The number of postings in the Customer Service occupation group fluctuates with the business cycle – Q1 postings are generally low following high demand in Q4. Q1 2016’s high demand was indicative of higher demand overall, with another increase in Q2.

Employment Over Time In 2016, 36,784 Thumb area workers are employed in Customer Service occupations. Employment in these occupations has been fairly stable in the Thumb area. Regional employment has increased by approximately 4,000 jobs since the end of the Great Recession but has not seen substantial growth yearover-year.

A majority of Customer Service jobs (133 postings) are available to workers with just a high school diploma. Some employers specified that a position required a bachelor’s degree, likely for more specialized wholesale and manufacturing sales representative and managerial positions. Similarly, most Customer Service jobs available in the Thumb area during Q2 required less than 2 years of experience (82 postings).

The distribution of advertised wages for Customer Service jobs in the Thumb area is stratified between jobs that pay less than $35,000 a year or more than $75,000. Of the 36 job postings that advertised a wage or salary, 16 of them were for earnings that calculate to less than $35,000 a year and 15 were for earnings greater than $75,000. WIN’s health care occupation group includes jobs related to health care support and practitioners.

Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group.

Postings Over Time Along with Customer Service, Health Care is one of the largest occupation groups in the Thumb area.

Employers in the region posted 413 online job postings for Health Care workers during Q1 2016, the highest level of employer demand seen in this group since the beginning of analysis in Q1 2011. Postings dropped 34% to 271 postings during Q2 2016. Despite the drop this quarter, demand has generally been increasing for Health Care workers in the Thumb area. Increased demand is correlated with growth in employment for these types of workers.

Because occupations like registered nurses and nursing assistants are some of the most in-demand Health Care jobs in the Thumb, most of Q2 2016 job postings did not require more than some vocational training (25 postings) or an associate’s degree (46 postings). With this in mind, though, many Health Care professions are available to workers with higher education (a bachelor’s or graduate degree) and offer higher wages.

Similar to the demand for applicants with vocational training or an associate’s degree, most of the Health Care postings in the region during Q2 were options for workers with less than 2 years of experience.

Entry-level workers (57 postings) are able to secure a job as a medical assistant or registered nurse if they are willing to undertake some short-term training or a two-year degree program.

Employers here posted 385 online ads for TDL jobs during Q2, up 41% from 273 in Q1 2016 and beyond 199 postings during Q4 2015. Demand for these types of workers has grown substantially over the analysis period beginning in Q1 2011 to the present.

Employer demand for Agriculture jobs varies with the season – with the agricultural employment season in full swing, demand for workers dropped 30% from the 40 online postings in Q1.
