About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit.

This report highlights labor market information and real-time job posting data for Region 9 as a whole with special sections devoted to 8 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market.

Introduction: Region 9

State of the Labor Market in Region 9 Number of online job ads increased from Q2 to Q3 2016, in most occupation groups.

Most of the occupation groups analyzed within this report saw increases in postings. Education in particular increased by 50% in Q3 2016. The IT and Agriculture occupation groups both witnessed a decline during Q3 2016, but not enough to impact the overall increase in postings within the region.

Many online job ads appear to be targeted at candidates with a Bachelor’s degree.

Job postings for occupations related to Engineers & Designers, IT, Energy, Business and Finance, Agriculture, and Education that specified a desired educational attainment level showed that employers seek for workers with a Bachelor’s degree.

Annual employment remains high through Q3 2016.

Annual employment has seen steady growth, reaching a new high of in 2016. This trend has been steadily increasing after a drop in employment toward the end of 2008, surpassing pre-recession employment.

Quarterly employment witnessed a decrease this past quarter, but has not influenced the annual unemployment rate which stands at 3.9%.

Many jobs available to job seekers with 0-5 years of experience within Region 9.

All of the occupation groups saw that a majority of employers desired those with 0 to 5 years of experience, indicating great opportunity for job seekers with minimal experience. Job postings for occupations related to Skilled Trades, Health Care, Agriculture, and Education mainly sought entry level occupants with 0 to 2 years of experience. These fields present great opportunity for job seekers with high entry level postings available. The other groups mainly looked for job seekers with 3 to 5 years of experience.

Engineers and Designers occupation group reported highest average salary.

The average salary advertised for the Engineers and Designers group was over $79,000 a year, the highest average salary within Region 9. The average advertised salary for the IT group was also relatively high at $76,000. Both of these groups saw a large majority of postings desiring 0 to 5 years of experience indicating lucrative opportunities for job seekers, despite education barriers.

Online job ads for occupations within Region 9 increased by 3,439 (18%) from 18,663 in Q2 2016 to 22,102 in Q3 2016. Q3 2016 brought in a new high point in employer demand, with over 1,500 more postings than the previous relative high of 20,499 postings during Q1 2016.

Labor Force, Employment, & Unemployment During 2016, the labor force has hit its highest point since 2008. Within this quarter, the labor force increased by 10,208 (2.0%) from 499,796,984 in Q3 2015 but fell by 4,980 (1.0%) from 514,984 in Q2 2016 to 510,004 in Q3 2016.

Employment grew by 11,089 (2.3%) from 477,873 in Q3 2015 and fell by 6,839 (1.4%) from 495,801 in Q1 2016 to 488,962 in Q3 2016.

Unemployment rates in Region 9 have also seen improvement during 2016, experiencing a decrease over the past seven years to its lowest annual point. Quarterly unemployment rose by 1,859 (9.7%) from 19,183 in Q2 2016 to 21,042 in Q3 2016, in particular. The rate remains relatively low at 4.1% during the third quarter of 2016.

Online Job Postings

WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country.

NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only.

Postings Over Time Online job ads for Skilled Trades workers increased 22 percent, from 690 postings during Q2 2016 to 842 during Q3. This level of postings is 10 percent higher than the 766 postings in this occupation group during Q3 2015, one year ago. Overall, employer demand for Skilled Trades workers has been growing over the past few years in Region 9.

Employment Over Time Employment in Skilled Trades declined steeply between 2001 and 2009, but has made modest gains since the Recession low of 13,592 employed workers. 2016 saw a 1.2% gain, or 219 jobs, since 2015, increasing the number of employed workers in the Skilled Trades to 18,018.

The majority of advertised salaries in the Skilled Trades in Q3 2016 were below $35,000 per year, with only 28 percent of Q3 postings listing a salary or hourly wage higher than $35,000 per year. Data from the Bureau of Labor Statistics demonstrate that wages in the Skilled Trades occupations have the potential to grow with experience. All of the top ten indemand Skilled Trades jobs in Region 9 during Q3 2016 have median wages greater than $15 per hour.

Jobs in the manufacturing industry can range from assembly and production, to skilled trades and technicians, designers and engineers, and even computerrelated occupations such as software development. Demand for engineers in the region has been consistent, and employment has been growing quickly.

Postings Over Time Online job ads for advanced manufacturing-focused Engineering & Design occupations increased 9 percent between Q2 and Q3 2016.

Employer demand for these Engineering & Design occupations reached a new high in Q1 2016 when Region 9 employers posted 882 online job ads for these workers. Although postings fluctuate from quarter to quarter, the overall trend has been toward greater demand for these highly educated workers.

Employment Over Time The number of Region 9 workers employed in advanced manufacturing Engineering & Design jobs has largely recovered from the drop seen during the Great Recession. In 2016, 10,577 workers in the region are employed in Engineering & Design occupations.

The region has added over 2,000 Engineering & Design jobs since employment in this group bottomed out at 8,066 in 2009.

A similar number of Q3 postings advertised a desired level of experience and the overwhelming majority targeted workers with less than 5 years of experience. Of the postings that expressed desired experience, 296 postings (54%) sought those with 3 to 5 years of experience and 140 (26%) desired entry-level workers with 0 to 2 years of experience.

Information technology jobs include occupations that are associated with entry level, technical, and professional careers related to the design, development, support and management of hardware, software, multimedia, and systems integration services. While the information technology group does not currently meet the employment levels of the others, it is quickly growing.

Postings Over Time Online job ads for occupations related to IT fell 17 percent, from 1,795 to 1,485 between Q2 and Q3 2016. Postings for IT workers in Region 9 have been declining since employer demand peaked at 2,112 online job postings in Q3 2015.

Falling levels of job postings may indicate more stable employment in the IT occupations across the region.

Although higher education is desired by employers, workers willing to make the necessary investment will not struggle to find employment, as experience is not valued as highly as education.

WIN’s health care occupation group includes jobs related to health care support and practitioners.

Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group.

Postings Over Time Online job ads for Health Care increased nearly 36 percent between Q2 and Q3 2016, from 2,375 to 3,225 online job postings. This is the highest level of employer demand for the Health Care occupations seen in Region 9 since analysis began in Q1 2011.

Analysis Registered Nurses maintained its position in Q1 2016 as the most in demand Health Care occupation since 2011, with 825 postings. Since Q1 2016, nurse practitioners have increased in postings moving into the top five along with physical therapists who saw a large increase in employer demand as well.

Many other Health Care professions require higher education levels, a bachelor’s degree or higher. The high premium put on education indicates many positions require technical, industry-specific skills.

However, those willing to pursue the necessary education will not struggle to find employment, as experience is not valued as highly as education.

Nearly 1,000 of Q3 job postings were entry level positions open to workers with less than 2 years of experience in Health Care.

Workers in this field have a range of skills all related to keeping businesses and homes powered.

Energy companies employ workers in a variety of occupations, many of which are also included in other WIN occupation groups. Data referenced in this section pertain only to job postings from energy-related businesses.

Postings Over Time Online job ads for occupations related to Energy increased by 153 percent to 119 postings in Q3 2016, up from 47 postings in Q2 2016.

Employer demand, gauged by online job postings, appeared relatively small and volatile in this occupation group in Region 9.

Employment in these industries decreased during the Great Recession, with the region losing about 1,000 jobs but has largely returned to pre-recession levels.

Similarly, of the Q3 job postings that specified a desired level of experience, most ads were aimed at applicants between 3 and 5 years of experience (47 postings). 31 of these postings required over 5 years of experience – the demand for managerial and supervisory positions in the Energy group would warrant this level of experience.

In the absence of real-time salary data, data from the Bureau of Labor Statistics showed that many of the most in-demand Energy occupations offered high hourly wages at the median. Of the 91 postings that advertised an annual salary, 37% specified it to be less than $35,000 per year, followed by 18% specifying it to be between $35,000 to $49,999 per year. Generally, starting wages for many teaching positions are not competitive but have the opportunity to grow. For many positions, wages are negotiated by a union and increase over time.

Most positions in Q3 2016 required little to no experience so it stands to reason that this is why wages in postings are low even though most jobs require at least a Bachelorâ&#x20AC;&#x2122;s degree.
