About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit.

This report highlights labor market information and real-time job posting data for Region 9 as a whole with special sections devoted to 8 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market.

Introduction: Region 9

State of the Labor Market in Region 9 Findings for Quarter 4 2017

Online job postings within the Region 9 remain relatively high over the past 4 years.

During Q4 2017, employer demand for all occupations decreased by 19 percent to 21,026 online job postings.

Despite this drop, demand within southeast Michigan remains high after three years of growth in posting volume. Q4 2017 demand more than doubled the 9,559 postings in Q1 2011. See page 3 for more details.

Registered Nurses remains the most in-demand job with a large volume of online advertisements.

Always a top occupation with the Health Care group, Registered Nurses have retained their top spot as the region’s most in-demand job overall. Employers posted 1,268 job ads for nurses in Q4 2017, which is 435 more postings than the 833 ads posted for Retail Salespersons. Postings for Software Developers, Applications, were also notably high, with 602 postings. See page 37 for more details.

Lucrative opportunities in Engineering and Design and IT group.

Both the Engineering and Design and IT occupation groups offered higher than average advertised salaries compared to other groups. Engineers and Designers reported an average salary of $73,000 per year while IT was slightly higher at $80,000. Those willing to overcome the education barriers in these fields can expect higher potential earnings.

The labor force reached a new high, expanding 0.7 percent with an increase of over 3,500 participants between Q3 2017 and Q4 2017.

The number of people participating in the labor force in Q4 2017 increased by 3,690 individuals, bringing the total number of people in the labor force to nearly 515,000 people. This milestone employment labor force number was last experienced in late 2008, before the recession. With more people participating in the workforce, employers have a larger pool of job seekers to fill positions. See page 3 for more details.

Many growing occupations in Region 9 require a bachelor’s degree.

Most postings in the Business and Finance, Engineering and Design, and IT occupation groups require a bachelor’s degree. Each of these occupations groups report generally growing demand as well as relatively high salaries. However, there are opportunities in most groups for a variety of education levels. Many Health Care occupations are attainable with an associate’s degree and most entry-level Skilled Trades and Construction jobs prefer a high school diploma paired with on-the-job training.

Region 9 Online Job Postings

Online job ads for occupations in the Region 9 decreased by 19 percent (4,777 postings) from 25,803 in Q3 2017 to 21,026 in Q4 2017. This level of demand was one percent lower than the 21,295 online ads one year prior, in Q4 2016. Despite the slight drop, the number of postings has generally increased over recent years, with 11,467 more postings in Q4 2017 than in Q1 2011 (9,559).

Labor Force, Employment, and Unemployment The labor market in the Region 9 has experienced relative stability since 2010. The labor force decreased by 84 workers (0.02 percent) between Q3 2017 and Q4 2017. Annually, however, it has increased by 3,690 individuals (+0.7 percent) from 510,896 in 2016 to 514,586 in 2017.

Employment in the Region 9 has increased by 4,106 workers since Q3 2017. Yearly employment increased by 5,609 (+1.1 percent) from 490,173 in Q4 2016 to 495,782 in Q4 2017.

The annual unemployment rate in this region has also improved, experiencing a decrease over the past seven years to its lowest point this year. The quarterly unemployment rate decreased by 0.8 percentage points between Q3 2017 and Q4 2017 to 3.6 percent.

Analysis The number of postings for Registered Nurses fell to 1,268 postings during Q3 2017 but retained the spot as the highest in-demand job. Other top indemand jobs from the previous quarters remained high on the list, with Retail Salesperson with 833 postings.

Agriculture Occupation Group

Introduction WIN’s Agriculture group brings together occupations that require knowledge of the farming, livestock, the environment, and natural sciences. Occupations range from farm workers, to environmental engineers, to meat butchers, and recreation workers.

Online Job Postings

Job Posting Analysis Job ads for occupations related to Agriculture declined between from Q3 2017 and Q4 2017 from 403 to 302 postings. Demand as shown by online postings demonstrated a slow overall trend of growth over the years. Though the occupation group experienced a slight drop, Q4 2017 had 27 postings greater than Q4 2016, and 45 postings greater than Q4 2015.

Employment Analysis Agriculture employment has seen stable growth during recent years, after a drop between 2007 and 2008.

In fact, current employment in the area is at its highest point in 16 years, with 34,077 individuals employed in Agriculture occupations.

Analysis Top jobs posted in Agriculture typically vary between quarters, but in Q4 2017, Nonfarm Animal Caretakers and Sales Representatives, Wholesale and Manufacturing, Technical and Scientific Products were the top two most in-demand occupations, followed by Butchers and Meat Cutters with a difference of one posting between the three.

Advertised Salaries in Job Postings Quarter 4 2017

Of the 320 postings in Agriculture in Q4 2017, only 50 specified an annual salary. Among them, 44 percent of the postings offered less than $35,000 per year, with an average annual salary of $45,000.

The table below containing data from BLS estimates that six out of the top ten occupations with wage data have a median salary of less than $35,000 per year, while the others can earn over $65,000 per year. The highest paying top-ten job in this group, Clinical Research Coordinators, reported median earnings over $100,000 per year ($51.20 per hour).

Introduction Jobs in the Business and Finance occupation group can be found in nearly every type of business and industry. These workers need strong mathematical and accounting abilities along with project management and planning skills.

Workers in this occupation group are in high demand in southeast Michigan.

Job Posting Analysis Business and Finance postings decreased by 20 percent between Q3 2017 and Q4 2017, resulting in a total of 1,087 job ads. Demand in this occupation group has shown a pattern of growth since 2011, with an additional 571 more postings in Q4 2017 than Q1 2011.

Employment Over Time 2001 - 2017

Employment Analysis Employment in Business and Finance related occupations has steadily grown since the Great Recession in 2009. Employment for Business and Finance hit its lowest point in 2009, where the industry employed only 15,707 workers. Thus far in 2017, employment increased by nearly 3,300 individuals to 19,015 workers.

Of the 876 Business and Finance job postings that specified a desired educational attainment level, 72 percent preferred candidates with a bachelor’s degree. High school or vocational training was the next most in-demand level of education.

Of the 709 postings that specified desired experience, these were split mostly between zero to two years of experience and three to five years of experience with 247 and 381 ads, respectively. In Q4 2017, entry-level Business and Finance positions are available to southeast Michigan workers willing to pursue a bachelor’s degree.

Only 138 postings in Business and Finance specified an annual salary during Q4 2017, but those that did painted an optimistic picture. Of those postings, 59 percent offered $50,000 or more annually with an average advertised salary of $60,000. Lucrative positions in the field exist to suit the high education requirements. Entry-level (tenth percentile) wages for nine of the top ten Business and Finance jobs are over $15 per hour, and over $25 at the median wage level.

Introduction Education-related jobs can be found both in the private and public sectors with teachers and other educationrelated workers employed in public schools, private schools, and training institutions. Jobs in the education occupation group require a variety of skills and credentials dependent on the target age group and topic area for the educator. From elementary school teachers to college professors, educators are the backbone of training the future workforce.

Job Posting Analysis Job postings in Education do not follow a traditional business cycle like many other occupation groups.

Instead, Education hiring peaks during quarter three, particularly in July and August when schools ramp up staffing for the school year. In Q4 2017 postings decreased by 180 postings from Q3 2017 levels for a total of 410 job ads.

Employment Over Time 2001 - 2017

Employment Analysis Unlike many other occupation groups that have recovered jobs since the recession, Education employment overall has been declining since 2003 and currently has 11,833 workers compared to the 13,715 during the peak in 2004.

Education positions, many of which are publicly funded, typically follow government spending on educator positions and part-time versus fulltime faculty choices made by universities in response.

Advertised Salary in Job Postings Quarter 4 2017

Starting salary for many teaching positions are not competitive but do have growth potential. Teachers’ salaries are generally negotiated by a union and increase over time. The average advertised salary for Education jobs during Q4 2017 was $47,000. Only 34 percent of postings indicate annual salaries below $35,000 despite high educational requirements.

In the wage table below, four of the top ten jobs have entry-level wages at or below $10 per hour, though most show dramatic increases over time.

Introduction Energy-related occupations encompass jobs in engineering, science, mining, and extraction.

Workers in this field have a range of skills all related to keeping businesses and homes powered.

Energy companies employ workers in a variety of occupations, many of which are also included in other WIN occupation groups. Data referenced in this section pertain only to job postings from energy-related businesses.

Online job ads for Energy workers rebounded during Q4 2017, gaining 48 postings for a total of 113.

Demand as shown by online postings is generally small and volatile in this occupation group, but has demonstrated an overall trend of growth. This level is 20 postings greater than Q4 2016, and 73 greater than Q4 2015.

Employment Over Time 2001 - 2017

The data presented in the graph to the right represents total employment in the Energy industries (NAICS 2111, 2131, 2211, 2212, 2371), not just WIN-designated Energy occupations. In 2017, 6,130 southeast Michigan workers are employed in these industries.

Employment in these industries declined between 2005 and 2012, losing 1,226 jobs. Employment levels are only about 500 workers beneath the 2005 peak.

Analysis In Q4 2017, Managers, All Other and Nuclear Engineers were the most in-demand occupations. Maintenance and Repair Workers, General reported the third highest number of postings during the quarter with 10 online job ads. Electrical Engineers and First-Line Supervisors of Mechanics, Installers, and Repairers round out the top five posted jobs related to Energy.

Many jobs in Energy have an engineering focus and thus require a bachelor’s degree for employment.

However, there are also many technician-level positions that require vocational training such as an apprenticeship.

As seen in the 67 postings that specified an experience level, 34 percent of energy companies posting in Q4 2017 preferred three to five years of experience. Demand for entry-level workers was much lower, with only 10 percent of postings looking for these workers.

Engineering and Management positions provide high wage growth

Advertised Salaries in Job Postings Quarter 4 2017

Only one posting among Q4 2017 Energy postings advertised a salary less than $35,000 annually.

According to BLS data, wages for energy workers are high and offer upward growth. This is especially true for engineers and managers.

Nuclear Engineers reported median annual incomes greater than $85,000 per year.

Engineers & Designers Occupation Group (Manufacturing Focused) Introduction Jobs in the manufacturing industry can range from assembly and production, to skilled trades and technicians, designers and engineers, and even computerrelated occupations such as software development. Demand for engineers in the region has been consistent, and employment has been growing quickly.

Online job ads for Engineers and Designers declined 20 percent to 683 during Q4 2017, compared to 849 postings during Q3 2017. Nearly 200 job postings must be recovered before demand reaches 2015 levels.

Employment Analysis Employment in occupations related to Engineers and Designers grew modestly between 2016 and 2017, gaining 155 positions for 10,798 in total. A downward trend of employment for Region 9 engineers began in 2001 when employment peaked at 11,319 jobs, well before the Great Recession of 2009. Since the lowest point of 8,066 workers in 2009, growth has been consistent.

Current employment levels are only about 520 workers beneath the 2001 peak.

Analysis Mechanical Engineers remained the most indemand occupation in Q4 2017 with 163 postings.
