WINDSOR MATTERS

Warm Days Bring Delays! As summer approaches, so do roadway improvements

Stay informed on all the upcoming Capital Improvement Plan (CIP) projects by visiting the town’s Project Connect platform! Every year, Windsor’s major projects are budgeted and separated into five separate categories based on the type of project: transportation, water, sewer and stormwater, parks and trails, facilities and street maintenance. Some projects are detailed as high impact areas, that are deemed to have significant impact to the public, either during construction, for the services they will provide or because of their financial impact.

Each CIP project that has a budget of more than $200,000 in the 2024 fiscal year and a significant public

impact has its own dedicated Project Connect page. While it’s not a complete list of projects, it captures the most visible and vital projects for the community. Projects are updated monthly and available to view to all Windsor residents and business owners. Project Connect is also used for public input opportunities on various master plan updates, playground updates and opportunities to attend in-person events to talk with town staff and project consultants.

With the town’s increased need to improve vital infrastructure as northern Colorado continues to grow, deciding which projects will be carried out each year can be complicated at times. Registering for

Roads are a lot like houses. Maintain them over time, they last longer and repairs cost less than if you let needed repairs go untouched.

Over time deterioration starts to happen. If the Town of Windsor ignores these issues, it can lead to increased costs, travel time and also hinder roadway safety.

Whether it’s filling potholes, sealing cracks, overlaying asphalt, or restriping lines, staff constantly assess roads for improvements.

Maintaining over 260 center lane miles takes a lot of work and requires patience and careful driving for commuters and residents alike. Thank you, Windsor residents, for driving safe and following posted speed limits in work zones, protecting our staff in the process.

Crack Seal: Used to fill in gaps and cracks in a road. This type of preventative maintenance can be repeated as needed.

Roadway Seal: Covers the street with a thin layer of oil and rocks to seal small cracks and exposed rock within the pavement.

Pothole Repair: If left untreated, a pothole will get larger which could accelerate the deterioration of the road around it.

Lane Stripes: Weather and age can impact how often a road needs to be striped. Because stripes guide traffic patterns, they are vital to roadway safety.

Curb & Gutter Repair: Curbs and gutters along the side of a road help guide rain and snowmelt off the road. These are often repaired if they become a hazard or do not drain water away from the road properly.

Asphalt Overlay: In this process, the top few inches of the road are replaced with new asphalt. Aside from total road replacement, this repair is among the most impactful to traffic, but is also more cost effective.

Road Replacement: When a road has met the end of its useful life— meaning other repairs are no longer an option—the road must be replaced.

FIGHT THE BITE

The Town of Windsor has partnered with Vector Disease Control International (VDCI) since 2003 to develop a highperforming comprehensive mosquito control program.

Adult mosquito trapping, surveillance, larvicide and adulticide treatment starts in June and will continue until the end of the season, typically through August. Windsor’s Mosquito Management Program uses surveillance-based control strategies designed to use data to educate residents and prevent the transfer of West Nile Virus. There are 14 traps in various locations around town that are monitored on a weekly basis. Treatment is determined by mosquito population data.

When the traps are emptied, mosquitos are counted and identified by species. Counting is a vital part of the process because if a trap catches 100 adult mosquitoes or more, the area that the trap is in gets sprayed with adulticide. Larvicide – which directly targets mosquito eggs before they hatch – is applied weekly when the Vector is collecting trap data. A list of spray application areas and scheduled treatment dates can be found under spray zone maps at vdci.net/colorado.
