Crime-enabling factors

The Wildlife Justice Commission

analysed the smuggling methods used by the Chen OCG and identified 10 enabling factors that facilitated their criminal operations. By exploiting national and international business norms to hide their identities and involvement in crime, the network operated for at least seven years successfully smuggling ivory from Nigeria to China. It is useful to examine each of the 10 crime-enabling factors to build a greater understanding and inform enforcement efforts, and to ensure the necessary resources are being allocated to tackle wildlife trafficking commensurate with how crime is occurring.
