Supreme Court Upholds Obama Health Care Plan

By Barrington Salmon WI Staff Writer President Barack Obama’s signature health care plan received crucial support from the Supreme Court last Thursday when the justices, led by Chief Justice John G. Roberts Jr. voted 5-to-4 to uphold the 2010 Pa-

tient Protection and Affordable Care Act (ACA).

Given the conservative bent of the court, observers leaned to the notion that the plan, or vital portions of it, would be struck down, but in the end, Roberts sided with the liberal wing to give Obama validation for legislation that could define his presi-

dency.

A senior White House official applauded the ruling as Obama and members of his administration savored the victory.

“This is an historic day. This is a clear and final ruling by the court,” the official said during a June 28 interview, hours after the ruling came down. “Hardwork-

ing families will get protection and there will be no unchecked power of insurance companies.

The law is saving lives and will continue to do so by making health care affordable and accessible.”

By James Wright WI Staff Writer Fenty Will Not Run in 2014, Friend Says Former District Mayor Adrian Fenty recently told one of his closest advisers that he will not run for his old job in 2014.

“Adrian is not interested in getting into politics at all,” said Joshua Lopez, a political activist who lives in Northwest. “He is doing great.

He is excelling in the private sector.”

Fenty, 41, served on the D.C. Council representing Ward 4 from 2001-2007 and as mayor from 2007-2011. During his mayoral tenure, the city’s public schools received a great deal of national attention due to his controversial chancellor, Michelle Rhee.

Fenty, who lives in Northwest, is credited with improving the efficiency of government services, renovating libraries, parks and recreation centers. He also legalized same-sex marriage in the District in December 2009. However, he ran into trouble with government contracts that were given to companies owned by his fraternity brothers.

He lost the September 2010 Democratic mayoral primary to D.C. Council Chairman Vincent Gray.

Lopez, 27, said that Fenty still likes politics “but has a somewhat different focus.”

“He is now focused more on national and international politics but D.C. is still his heart,” Lopez said.

“You cannot fully separate from it. With his experience in politics, he is a hot commodity around the globe.”

Fenty is also a speaker with the Greater Talent Network, a speakers’ bureau based in New York City. He also advises Rosetta Stone, a foreign language software producer in Arlington, Va., and is a member of the advisory board of EverFi Inc., in Northwest, an online education and certification firm.

Lopez said that Fenty now enjoys spending more time with his family.

“When I talked to him about running in 2014, he quoted Dr. Martin Luther King Jr. who once said, ‘Longevity has its place’ ...,” he said.” He [told] me that politics is not his life and he is ready to move on to the next stage.”

Douglas to Run for Chairman and School Board Positions Ward 7 State Board of Education member Dorothy Douglas is taking advantage of a recent ruling by the D.C. Board of Elections and will run for re-election to the school board in the general election and chairman of the D.C. Council in a special election, both will take place on November 6.

“I do not see running for both positions as a conflict,” said Douglas, 64. “They go hand-in-hand.

The purpose of both positions is to save lives.”

The Board of Elections issued a ruling in June that stated that a candidate can be on the ballot for both the general and special elections if they obtain the appropriate number of signatures and meet other

requirements.

D.C. Council member Vincent Orange (D-At-Large) considered running for re-election as an atlarge council member and chairman in June, but opted to stick with his at-large seat on the council.

Douglas, who lives in Northeast, said that running for both positions opens up a lot of opportunities.

“There is so much you can do,” she said. “You can help the homeless and you can bring on economic development. You can help those who really need help.”

At present, her opponent for the school board is Villareal Johnson, an advisory neighborhood commissioner in Ward 7 and for chairman she faces interim D.C. Chairman Phil Mendelson, Ward 5 activist John Cheeks, and Statehood Green Party activist Robert Matthews.

by Captain Oliver H. Perry’s opinion of African American sailors. An African American sailor, Cyrus Tiffany, was instrumental in protecting the life of Perry. When the USS Lawrence, the flagship of the American navy on Lake Erie, was sunk during the battle at Put-in-Bay in July 1814, Tiffany and others were rowing Perry to the USS Niagara, the new flagship, when the British began to shoot at the rowboat. Tiffany shielded his captain with his body and allowed Perry to escape safety to the new ship.

July 11 1766 - Olaudah Equiano, writer of one of the earliest accounts of traveling on the Middle Passage, buys his freedom from a Quaker merchant in Philadelphia.

National HIV Testing Day, Deemed a Success

Whitman-Walker Clinic, Walgreens and Greater Than AIDS Partner for HIV Awareness

By Elton Hayes WI Staff Writer Rita Johnson never thought in a million years that she’d take an HIV/AIDS test. But the stars aligned, which led her to reconsider and she decided to be tested. Johnson who had been single said that she entered into a new relationship just over a week ago.

She didn’t want the specter of HIV/AIDS looming in the air, so she and her boyfriend both decided to get tested.

“We had the conversation about safe sex and found out that there would be testing here,” the District resident said while standing in front of the Van Ness Walgreens on Connecticut Avenue in Northwest.

“He had his done the other day and I came up to get mine today,” said Johnson who asked that her real name not be used.

And although Johnson, 50, said her status was never in doubt, she wanted confirmation of her partner’s status.

“You never know what the other person’s lifestyle has been or what they’re doing when you’re not together,” she said.

as part of a nation-wide campaign to heighten awareness of the disease. National HIV Testing Day fell on Wednesday, June 27 and Whitman-Walker also provided testing at its Max Robinson Center location in Southeast and the Elizabeth Taylor Medical Center in Northwest.

Despite record-setting temperatures that peaked at triple digits, nearly 60 people joined Johnson and trekked over to Walgreens to take advantage of the free testing during the three-day event. A handful of Whitman-Walker employees and volunteers eagerly offered assistance, directed participants to proper locations for test preparation and answered questions. Prevention awareness pamphlets, cards and an assortment of male and female prophylactics were readily accessible for those seeking information and protection.

“The staff was very nice and I was very comfortable,” Johnson recalled. “I would definitely recommend it and tell other people about it.”

The HIV/AIDS epidemic continues to plague individuals not only in D.C., but across the nation. According to recent data compiled by the Centers for Disease Control and Prevention, more than half of the 1.1 million individuals current-

AIDS activists hope that the contraceptives offered at the test sites, along with safe sex awareness among those who are sexually active will help to quell the number of HIV positive infections. But Johnson firmly believes that prevention awareness begin much earlier.

“It starts at home with parents telling their kids about safe sex. A lot of adults and kids don’t want to take advice or listen to people,” she said.

“They want to be carefree.

The District has made strides in arresting HIV transmission and currently 2.7 percent of District residents have tested positive for the disease, down from previous years. And while these victories allow for optimism, experts agree that sexually active individuals must remain vigilant in the fight against the disease which was once considered a death sentence, but can now be managed with a variety of medications and treatment modalities.

“Although the numbers for D.C. have improved statistically, the fact remains that last year over 850 people were newly diagnosed with HIV,” said David Chalfant, 47, WhitmanWalker’s director of development. “That’s more than two a day. And the fact that over 250 people last year died in the District from HIV complications is a fact that is totally changeable given proper medical therapy. We need to keep trying to do a better job.”

While this is the first year of the partnership between Whitman-Walker, Walgreens and Greater Than AIDS, by all measures, organizers said, that it appeared to be a success. Whitman-Walker ramped up efforts well in advance to inform the public to ensure The Washington Informer

Hopefully, more people will start using protection or [enter into] more committed relationships instead of having a large number of partners.”

While some will differ when listing the best method for HIV prevention, many will agree that the importance of awareness and its heightened visibility proves invaluable when combating the disease, Chalfant said.

“Knowing your status is the No. 1 key to success. Anytime we get the opportunity to participate in testing, we try to take advantage of it,” Chalfant said. “… It helps create awareness and helps remind people that this fight is not over, and it helps reduce stigma around HIV and makes it a little more understandable as a manageable chronic condition.”wi

RULING continued from Page 1 served by a plan that is helping to level the playing field and eliminate health disparities. African Americans stand to gain exponentially because as a group they are less likely to have insurance, or access to a primary care physician and they are also less likely to receive health care.

The official checked off various elements of the plan that will benefit Americans. For example, women will no longer be required to pay a higher premium than men; preexisting conditions can no longer be used to deny individuals access to health insurance, which means that 129 million people will now be eligible to sign up for health insurance; seniors will continue to save $600 a year; and parents will be able to keep their children on their health care plans until the age of 26.

In addition, 86 million people will benefit from free mammograms, colonoscopies and wellness visits for seniors; 17 million children with preexisting illnesses will be brought under the insurance umbrella; and 12.8 million people will receive rebates from insurance companies.

“Everyone who can afford health care insurance, it will be available to them. And taxpayers will not subsidize those who opt out,” the official said. “Those who opt out will have to pay a penalty.”

The official said Obama was elated at news of the court’s decision and he has “a sense of this being a pivotal point [with] the richest country in the world [where] now its citizens will be covered.”

“It is a good reflection on the country,” the official said.

Vincent A. Keane, president and CEO of Unity Health Care, Inc., in Southeast, praised the ruling.

“Certainly, as one who works with the medically uninsured we hail this decision,” he said during an interview on Sunday, July 1. “This is significant and will have tremendous importance for 30 million people. One of the advantages is that people who weren’t in a system of care will be brought in but it will take time.”

not uninsured but underinsured.

And buying into catastrophic health care comes with a deductible that could be as high as $10,000 a year.

Most of the ACA provisions will not take effect until 2014. However, in the interim, states and the District of Columbia have been immersed in the task of creating health care exchanges [HIX] that will serve as clearinghouses for those seeking affordable health insurance. Keane said HIX will offer consumers several insurance plan options.

“Single people, families and small businesses can sign up and choose from the marketplace,” he said. “The exchanges will broaden the risk because more and more people will be coming into it. This will be an incentive for small business owners to sign employees up.”

And while there has been a bump in public support for the plan, polls show that about half the people polled don’t support the plan. Some blame that on Obama not doing a good enough job on explaining the benefits to Americans; others suggest that the plan offers too little for liberals and progressives and too much for conservatives.

Keane blames propaganda.

“There’s a tremendous amount of propaganda out there, people want to confuse them,” he said.

“There’s a lot of rhetoric out there but if you’re sick and can’t get covered, there’s nothing magical about that. Propaganda says that this is a government-run insurance system and it’s really not. It’s privately run.

There are no government offices.

It is still a private system, a private payer system …”

Keane said ACA is needed because the deficit will be driven up if costs are not brought under control and he added that it’s time to reverse the paradigm of spending copious amounts of money with less outcomes.

“The focus is on primary care,” he said. “People will be able to deal with illnesses and chronic diseases that haven’t been dealt with in years.”

The health care plan has been one of the most contentious issues on the president’s political agenda.

He spent the first three years crafting the legislation, securing support and fighting for its passage and from Day 1, he and his plan

have withstood withering opposition and widespread criticism from Republicans, members of the Tea Party and others who regard the plan as the clearest example of big government run amok and Obama over-reaching.

So it’s not surprising that reaction to the court decision was swift, with GOP officials and presumptive presidential nominee Mitt Romney all vowing to kill the plan if Republicans wrest the White House from Obama.

Romney, who raised $4.6 million in the 24 hour following the ruling, told reporters shortly after the announcement that he would repeal the law on his first day in office if he’s elected.

“Obamacare was bad policy yesterday, it’s bad policy today,” he said.

Not lost on Obama supporters, political pundits and other observers is the irony that the act, derisively dubbed “Obamacare,” owes its existence and many of its key elements to a health care plan developed by Romney when he was governor of Massachusetts. Until he jumped into the presidential race, Romney supported a health care plan much the same as Obama’s.

Roberts has come under fire for his vote and there have been calls in some conservative quarters for his impeachment. Some conservatives said they’re packing their bags to move to Canada – which offers its citizens universal health care – and others are acting as if the world as they know it has come to an end.

Congressman Mike Pence (RInd.) compared the landmark ruling to Al Quaeda’s attacks on 9/11 during a private meeting with GOP legislators. He later apologized.

Former Alaska Gov. Sarah Palin tweeted: “Obama lies, freedom dies …” Meanwhile, Rep. Todd Akin (R-Mo.) said “Today, America is threatened with a stage-three cancer of socialism.”

If Republicans hope to repeal the law, three things need to happen: Romney must defeat Obama, the GOP must win more Senate seats and they must also hold onto the majority they now enjoy in Congress.

However, the senior administration official said the hope is that Republicans will accept the constitutionality of the Supreme Court’s ruling.

“The last thing Congress should be doing is refighting this battle,” the official said. “If it does, it will be repealing a basic protection for American families.” wi www.washingtoninformer.com

By Barrington M. Salmon WI Staff Writer Overshadowed by all the hype and publicity surrounding the Supreme Court’s passage of President Obama’s Affordable Care Act, a smaller but equally compelling saga played out in the halls of Congress.

Led by California Rep. Darrell Issa, the House of Representatives voted last Thursday afternoon to find Attorney General Eric Holder in contempt for refusing to turn over documents in the “Fast and Furious” investigation. “Fast and Furious” is the name given to a now-controversial operation by the Bureau of Alcohol, Tobacco, Firearms and Explosives [ATF] that allowed illegal guns to cross into Mexico as a way to trace the weapons to members of Mexican drug cartels.

House members voted 255to-67 in support of the contempt motion, making Holder the first Cabinet member in history to be cited for contempt of Congress. The documents Issa sought are related to an ATF sting operation that led to the shooting death of U.S. Border Patrol Agent Brian Terry in 2010 and said to have also been tied to the deaths of hundreds of people in Mexico.

Two guns from the ATF batch were found on the scene where Terry was shot. A series of hearings on the issue have been contentious and tension escalated because Holder stood up to the normally combative Issa.

Jason Foster, chief investigative counsel for Sen. Chuck Grassley (R-Iowa), penned in The Hill, addressed to Lanny Davis that getting to the truth was the reason for the investigation.

“This is not about Attorney General Holder, it is about getting answers for the Terry family,” Foster wrote in the Nov. 4, 2011 missive. “However, that sometimes means asking tough questions of senior government officials. Just because some might take it personally doesn’t mean that asking the questions is a personal attack.”

But Foster would be hardpressed to convince Grassley’s legislative colleagues across the aisle that that is in fact true.

House Minority Leader Nancy Pelosi, disgruntled Democrats also exited the House floor.

Members of the Black, Asian and Hispanic Caucuses were among those who marched outside the Capitol to protest.

They labeled the contempt proceedings as a Republican “kangaroo court” designed not to investigate why and how guns from the ATF got into the hands of Mexican drug cartels but to score political points at Holder’s expense.

The walkout on June 28 was led by members of the Black Caucus, the Asian-Pacific Caucus, the Hispanic Caucus, and the Progressive Caucus. Steny Hoyer, the House Minority Whip, joined Pelosi in the walkout. On the floor, 65 Democrats voted no, while 149 others refused to vote.

Alton Drew doesn’t buy Issa’s contention that he spearheaded the investigation to bring closure for Terry’s family.

“While you can’t discount the death of a border agent, but at the same time is what they’re doing proportional?” he asked.

“I don’t think so. The real reason is political. The administration has not faced any scandal so they [Republicans] created one. Everything looks political.”

Drew, an Atlanta-based issues advocate with a legal background, said he expects that the investigation and whatever it produces will be lost in the runup to the presidential elections in November.

“Any reasonable person would ask ‘why are you doing this?’ Issa has been making noise for months. I just don’t get him. Constitutionally, they have oversight but Congress wastes a lot of time on innocuous stuff.”

Prior to the vote being taken, charges of racism and partisanship flew between members and leaders of the House Government Oversight Committee. The rancor increased as members of both parties traded barbs on the House floor.

On the steps of the Capitol, members of Congress expressed their disgust with what was transpiring inside.

Pelosi, (D-Calif.), characterized the contempt vote as a misuse of power and a distraction from the important of “jobs, jobs, jobs, jobs.” Congressman James E. Clyburn (D-S.C.) noted, “There is something evil

about using the processes of the House to further political aims. This is not about oversight, this is about overkill.”

Avis Jones-DeWeever, a political and policy analyst and executive director of the National Association of Negro Women, said she isn’t surprised that Issa is using his position as a cudgel.

“He made it clear when he assumed that role that he would be having hearings and he’s used his position to attack the administration and President Obama,” she said. “I think the writing is on the wall in terms of the political nature of the charges … It is a clear attempt to distract, if not humiliate Holder.”

The Rev. Al Sharpton has been sharply critical of Issa, calling the entire investigation a witchhunt and saying that Holder has been “stopped and frisked without probable cause” by the panel.

Issa said he moved to the contempt proceedings because he felt Holder was stonewalling, despite the fact that the Justice Department has handed over 7,600 pages of information and more than 140,000 documents.

Sharpton criticized Issa and other Republicans for declining to go after Holder’s predecessors who engaged in activities similar to Holder’s.

Jones-DeWeever said Issa’s actions serve to deflect Obama Administration officials’ attention from larger and more important issues of state, but reflects a broader effort by other Republican politicians to obstruct the president so that what Senate Minority Leader Mitch McConnell (R-Ky.) proclaimed early in the Obama presidency comes to pass: that he would do all he could to ensure that Obama is a one-term president.

And as the country moves deeper into the election cycle, she said, people can count on more revelations about voter suppression and tactics by the right-wing Republicans to discourage or block African Americans, Latinos, seniors and young people from voting.

“Some politicians have admitted in private settings that there is a plan to ensure that states that might not go to Romney end up on his side in November,” Jones-DeWeever said.wi The Washington Informer

Students, Friends Celebrate Former Phelps Principal

School will Suffer Financially with the Departure of Michael Johnson

By Elton Hayes WI Staff Writer Students, friends and family members showed up en masse to celebrate the accomplishments and stand in solidarity with former Phelps principal Michael Johnson, who was relieved of his duties as the school’s top administrator on May 29.

More than 60 people attended the celebratory dinner, which was held at the Northeast home

of Elizabeth Davis, who has worked closely with Johnson for the past three years and currently heads the high school’s Cisco Networking Academy.

“This is not a departure party.

I want you to be clear on that,” said Davis, 50. “This is not a goodbye because we are still fighting to keep him [Johnson] there. We are calling this a congratulatory party by the staff, parents, students and the Phelps community and our partners.”

Prior to the school’s June 8 graduation, parents learned of Johnson’s dismissal. He had led the dual-emphasis high school that offers programs in architecture and construction along with a strong focus on science, technology, engineering and math, since it reopened in 2008.

As has become customary with dismissals of this nature, neither District of Columbia Public Schools Chancellor Kaya Henderson, nor other officials will explain the reason for Johnson’s removal. Parents, students and other stakeholders are bewildered and angered by the turn of events and they are hoping that they can pressure Henderson into reversing what they collectively consider an ill-thought-out decision.

Johnson is one of 18 principals and more than 300 teachers removed from their positions by the District’s public school system this year. The reasons vary including excessing, poor teacher performance and school closings. The school system has one of the highest turnover rates in the country.

And after Johnson helped guide this year’s seniors to a 99 percent graduation rate, and stockpiled more than $3.7 million in scholarships and grants, parties other than parents are questioning Henderson’s decision.

“If we were in a bind and we needed a part that might have cost $800 or $1,000 that had broken, he would just pull his credit card out and pay for it. I can’t The Washington Informer

say enough about how unfortunate it is that he’s not going to be with us,” said Leo Yon, 49, an engineer with the United States Department of Transportation and a mentor to Phelps’ robotics team.

Three of the school’s commercial partners have decided to withhold donations and gifts since learning of Johnson’s departure. As a result, Phelps located in Northeast, will lose the annual half-million dollar donation and salary of a full-time instructor that Truland Systems, a D.C.-based electrical contractor, provided.

“I got in touch with them and asked why they pulled out.

I knew,” said Ricardo Brooks, Phelps’ LSAT chairman and the father of a 16-year-old son.

“They were obviously in support of the then-current leadership at the school. The vice president of Truland wrote a letter to the chancellor. In the letter, he listed the consortium of construction companies and partners that work together, and stated that they all wanted answers as to what was going on at Phelps.

When I called to see what happened, and to see about the response that the chancellor gave them, I was told that they never got a response,” said Brooks, 52.

While three additional commercial partners have joined Truland and have withdrawn their support, parents have also contemplated doing the same by enrolling their children in either a private or charter school this fall.

“My husband and I grew up in D.C. public schools and for us to put our children in D.C. public schools is a big deal,” said Elizabeth Brooks, Ricardo Brooks’ wife. “But I’m finding that the administration doesn’t really care about the parents and therefore, doesn’t care about the students.”

“They’re showing that they’re interested in other things and there’s all this manipulation going on in the background and it’s suspicious. If you don’t want us to think that things are suspicious, don’t do things suspiciously,” she said.

Despite the insufficient explanation regarding his release, Johnson remains optimistic and used his situation as a teaching moment for students who attended the celebration, comparing his experience with that of University of Virginia President Teresa A. Sullivan who was reinstated nearly 14 days after being ousted by the university’s Board of Visitors. The coup that led to her dismissal prompted large and vocal demonstrations by students, faculty and staff and led to threats from faculty that they would leave the university if the Board of Visitors chose to let their decision stand.

“If you think about the situation at the University of Virginia, there’s an important lesson about power. It’s been covered daily in national papers … they all covered the Virginia presidency situation,” said Johnson, 61. “The people in Virginia determined that their brand name was being damaged and the governor and the elected officials in Virginia said ‘stop it – you’re destroying our brand name.’ And that’s power. So we have to get to the point where our brand name at Phelps cannot be destroyed.”

Whether Johnson returns next fall as principal at Phelps has yet to be determined. But the former New York City Superintendent of Schools remains hopeful that the powers-that-be will reverse their decision.

“As a man of faith, I also believe that justice and righteousness is always possible,” Johnson said. “… No matter how difficult or how dim or how much the path is covered in obstacles; I somehow always have faith and a hope that good people can do some good work and make a change. I live on that. That’s why I am in education. To be an educator, you have to have hope.

By Benjamin F. Chavis, Jr. Special to the WI Africa is known for its beauty, majesty and vast mineral and lucrative natural resources of gold, diamonds, oil, copper, cobalt, uranium, platinum, and titanium.

But Africa is also known as the continent that has been the target of centuries of inhuman oppression, brutal colonization and exploitation. Yet today, the greatest natural resources in Africa are the people of the continent. African people are resilient, gifted, creative, intelligent and very productive. Africa is on the rise once again with strong regional and global emerging economies.

Too much of the establishment media, however, appears to have a counterproductive fixation about only focusing on the devastating hardships of generations cosigned to abject poverty, historical neocolonial leadership contradictions, or on the misguided perception that Africans are just somehow incapable of their own sustainable economic development and social progress without the caring benevolence of the “developed world.” The truth is that the wealthy developed nations of the world should care about Africa and be more supportive of sustainable development in the very continent that has contributed so much to how the global economy and international wealth have evolved during the past 200 years.

About a mile down an unpaved dirt clay road off of the main highway, I was surprised to see a new modern brick building complex of multiple classrooms and other units that houses the School for Girls.

Architects from Columbia University in New York City had helped to design the sustainable building development that utilizes local building materials and elements.

But what was more astonishing was to observe the male and female staff of the GMF operating a small machine that was being used to actually make the bricks on site for the skillful construction of the complex of brick buildings.

Then standing there outside their air-conditioned classrooms were more than 100 little girls in their blue school uniforms standing in the hot Congo sun singing joyously “This Little Light Of Mine….I Am Going To Let It Shine to welcome back to the school the woman that they all admired and loved: “Madame Noella.”

Kramer Middle School Poised for ‘Blended Learning’

By Dorothy Rowley WI Staff Writer Kramer Middle School in Ward 8, one of the District’s 20 lowest-performing schools in 2010, is poised to take the District of Columbia Public School (DCPS) system to new heights.

Beginning with school year 2012-13, about 300 students at Kramer will join their peers in schools across the country in setting the pace for a new way of learning.

To that end, while one-half of the courses at Kramer next year will consist of face-to-face instruction, the other half will be delivered online.

“By embracing technology through blended online learning, Kramer Middle School has taken an aggressive, innovative approach to improving student achievement and increasing teacher effectiveness,” said DCPS Chancellor Kaya Henderson. “We are excited to see this approach in action and look forward to seeing proficiency improve at Kramer Middle School.”

The new method of instruction – to be supported with $500,000 in state and federal funding – and which will allow students to spend half of each class on their computers, and the other half with their teachers, has been referred to by educators as “blended learning.”

Century Skills; provide greater focus on Science, Technology, Engineering and Math [STEM] classes; and keep students engaged through technology and a robust curriculum.

In transitioning to the new learning format, Kramer will use online courses that promise to be heavy in multi-media content and based on the most recent classroom curriculums. The format will be in accordance with the Common Core State Standards, which in addition to providing students with after-school support, provides instruction in math and science; language arts, social studies and a host of electives.

“This is not just technology for technology’s sake,” said Kramer Principal Kwame Simmons. “We have been very intentional about what research says drives learning. We chose strategies to improve learning not just by one or two grade levels but by multiple grade levels.”

Simmons added that the investment in technology and engaging online instruction aligns with the school system’s bold goals identified in DCPS’ new five-year strategic plan, titled “A Capital Commitment.”

Meanwhile, Kramer has made steady improvements in student achievement since 2010, when Simmons took over as principal, and the school underwent reconstitution, a federally mandated process in which teachers reapply for their positions and the principal has the discretion to choose teachers who are best

suited to dramatically improve student performance.

Since Simmons has been at the helm, proficiency at Kramer has increased from 17 percent in reading and 18 percent in math to 19 percent in reading and 29 percent in math in 2011.

Simmons now projects proficiency to increase to 10 to 15 percentage points this year, and the goal for Kramer is to reach 64 percent proficiency in reading and 70 percent in math by 2014, according to a DCPS report.

Simmons noted however, that his school already uses online instruction provided through Johns Hopkins University that has helped students improve a grade level in two-and-a-half months. He said new online courses target several different types of learning and engage many more students, making it possible to increase proficiency by 13-15 percent a year.

Youn Chung, who teaches eighth-grade math at Kramer, said the Johns Hopkins online courses assist with the basics of learning, “which frees me up to talk about softer, more tangible stuff or things that [students are] struggling with. That way we can be more effective,” Chung said.

Simmons, who recently unveiled the new technology, said this was an exciting time for the school. “Parents want a quality education for their children,” he said. “When they walk in the building and see what’s taking place, I think they’ll be proud. wi www.washingtoninformer.com

By Gale Horton Gay WI Staff Writer The new school year will have a different level of anticipation for William R. Hite Jr. who will leave the post he’s held for six years as superintendent of Prince George’s County public schools to serve as the head of the City of Brotherly Love’s school system.

Hite turned in his resignation to the Prince George’s school board on June 29.

A statement from the school board said, in part, that Hite has “led Prince George’s County schools with vision and innovation under financial challenges that might have broken a weaker superintendent. We appreciate the stability, progress, transparency and accountability that accompanied his tenure. The foundation for future success is firmly in place thanks in large part to his efforts.”

Local school officials asked the community to join them in wishing Hite “the very best in his new post and extending sincere appreciation for all that he helped us to accomplish in Prince George’s County.”

Hite said the decision to leave Prince George’s County for Philadelphia wasn’t an easy one and that he would be leaving behind “treasured friends and colleagues” as well as “beautiful, talented and hardworking students.”

“Together, we have shared many successes during my six years here,” Hite said. “I could not have asked for a more supportive Board of Education, more eager students, or more dedicated teachers, administrators and staff. I thank you for embracing my vision for Prince George’s County public schools and for the role that you played in making that vision a reality.”

Hite’s contract contains a 120day notice provision. The school board said they would work during the next four months on a transition plan to “ensure a smooth start” to the school year.

In the weeks ahead, the Board of Education will decide on an interim superintendent and the selection process for Hite’s successor.

The person next-in-command – deputy superintendent Bonita Coleman-Porter – announced her resignation in June. Her last day with the system was July 2.

She’s headed to Mississippi to be the superintendent of a school system there.

Since 1999, Prince George’s County has had five superintendents – Hite having served the longest.

The interim or new superintendent will oversee the system’s $1.66 billion operating budget that was approved by the school board on June 28. That budget, for the 2013 fiscal year that began July 1, is 3 percent higher than the 2012 budget and includes employee pay raises.

Hite, 51, one of two finalists for the position, addressed 300 members of the Philadelphia community at nine meetings on June 25, said Philadelphia schools spokesman Fernando Gallard. Pedro Martinez, deputy superintendent of the Clark County School District in Nevada, was the other finalist.

Philadelphia public schools, the eighth largest school district in the nation, has approximately 146,000 students, 20,382 employees and 249 schools, the school system’s website states. It began its search process in January and by May had received 100

applications or nominations, according to a news release. The search committee interviewed 11 candidates in May – five from Philadelphia –and arrived at Hite and Martinez.

The vacancy was created when Philadelphia’s school superintendent Arlene Ackerman stepped down last August. Ackerman held the post since March 2008.

Ackerman previously served as superintendent of D.C. public schools for three years and resigned in 2000.

Hite, who receives a salary of $250,000 in his current position, was named superintendent of Prince George’s public schools in 2009 after serving as interim superintendent since December 2008. Previously he served as deputy superintendent. wi

New Homeowner Glad She Found “Buy Suitland” Program

By Gale Horton Gay WI Staff Writer Tonya Williams knew the first thing she was going to do when she moved into her first home last weekend – drop to her knees and thank God for making homeownership a reality.

“It’s exciting,” Williams said in anticipation of her move. “Very exciting.”

Williams is the first homeowner assisted from start to finish in the Prince George’s County Department of Housing and Community Development’s (DHCD) newest homeownership “Buy Suitland” program. Through the program, qualified buyers receive up to $40,000 in down payment and closing cost assistance for the purchase of their first home. The program offers homeowners a 0 percent interest loan and half of the loan is forgiven if the house remains the homeowner’s primary residence for 15 years.

Williams, 51, an administrative assistant with the District of Columbia Water and Sewer Authority, is leaving the world of renting behind at a substantial savings. She will be paying The Washington Informer

$458 a month less in mortgage payments than the rent on her apartment in Suitland, where she’s lived for 14 years.

Her new home is a two-bedroom, one-and-a-half bathroom townhouse. She purchased it through a short sale and the process took two months from her initial contact with DHCD to her signing papers at closing.

Williams also qualified for a loan to make home improvements [a new roof, remodeled kitchen, and a bathroom update along with termite treatment] to the house before she moved in.

Toward the end of moving day, June 30, an exhausted Williams only said, “It is nice.”

“After renting most of my life, I’m sure I’ve paid for one or two houses by now in rent,” Williams said. “Finally, a home of my own – my grandchildren can come over and play in the playground just out back.”

William, who said she’s been packed for a year, had attempted to purchase homes in the past with no success and had gotten to a point of shying away from the housing market.

“There [aren’t] a whole lot of programs helping with down payment and closing costs,” Wil-

liams said. However, those two areas are where the “Buy Suitland” program provided assistance.

“Oh wow, it was excellent,” said Williams of the guidance and support she received from the county.

“Suitland is one of our target areas for the county executive’s ‘Transforming Neighborhoods Initiatives’ with specific county resources dedicated to the area as well as a community anchored by the Suitland Metro station, the Suitland Federal Center and the planned mixed use of the Suitland Manor Redevelopment Project. It is an excellent location to purchase a foreclosed or short-sale property,” said Eric Brown, DHCD director.

“Renters like Ms. Williams should seriously consider the benefits of homeownership and how our ‘Buy Suitland’ program can help.”

Williams encourages those who have been thinking about purchasing a home but have become discouraged to consider the “Buy Suitland” program and to be patient.

In light of the new DC Heterosexual HIV Study finding that the HIV infection rate among heterosexual women in the District of Columbia (DC) doubled, from 6.3 percent in 2008 to 12.1 percent in 2010, this article will highlight parts of DC Community Coalition (DCC) AIDS 2012 Policy Platform for “Prioritizing Comprehensive Services for Women and Girls” that speaks directly to the needs of women. Women and girls in the District need and deserve better leadership and programming to eliminate domestic violence, to ensure safe access to HIV and reproductive health services, and other social supports.

The DCC Action Steps include: ACTION 1.1: The Mayor must ensure that the appropriate Mayoral appointees and agency heads compile and document all HIV-specific and HIV-related financial and other resources allocated to Washington, D.C., and present them to community stakeholders in a fully transparent and understandable format

by December 31, 2011; ACTION 1.2: The Mayor’s administration must develop a strategy to reduce social, insti-

tutional, gender and culturalbased HIV-related stigma across the communities and Wards of DC and the Council of the District of Columbia must identify funding for this strategy by June of 2012; ACTION 1.3: The Mayor, working through the Deputy Mayor for Health and Human Services, must shift the planning paradigm to develop a comprehensive plan modeled after the National HIV/AIDS Strategy to end the epidemic in DC based on community need and comprehensive planning rather than funding source by June 2012; ACTION 3.4: The Director of the Department of Health should develop strategies that promote HIV services as integral components of comprehensive health care including the strengthening of linkages and ensuing services between sexual and reproductive health and HIV services, strengthened linkages and ensuing services between domestic violence and HIV Services, and support mechanisms for transportation to HIV prevention, care and support services; The DCC for AIDS 2012

members are convinced that, from a human rights perspective, there is a need for concrete actions to reform public health HIV leadership, foster private sector partnerships, expand outreach to faith leaders, institute consistent engagement of community stakeholders, and heighten engagement of academic, research and scientific communities. Will a Black agenda help us gain our rights and respect in America? And, if so, what will such an agenda entail and who would best articulate it?

Have you been waiting for some fallout from Black America over President Obama’s support for samesex marriage? No Black cultural, political or business leader spoke out against Obama’s support for same-sex marriage, save one. Nation of Islam Minister Louis Farrakhan responded to Obama’s politically-expedient endorsement of gay marriage calling him “the first president that sanctioned what the scriptures forbid.”

Obama’s presidency has African Americans fawning over notions of “a post-racial society” and a contemporary definition of “marriage.” Clearly neither champions the societal needs of Black Americans. Although we’re not monolithic there are many things that bind African Americans together: racism, the struggle for equal opportunity, health care, and how we are viewed in America and abroad. Because of these inequities, some of us wonder if we don’t need “Black leaders” who will authentically champion our causes.

To make any progress economically, Blacks will need a plan. Blacks who aspire to “the American mainstream” would shudder at the thought, but contemporary Blacks could surely use leadership in the mold Elijah Muhammad exhibited in the 1950s. Before the Civil Rights movement came about, Mr. Muhammad developed the Nation of Islam’s empire of schools in 46 cities, restaurants, stores, a bank, a publishing company and 15,000 acres of farmlands in three states that produced beef, eggs, poultry, milk, fruit and vegetables. The Nation of Islam delivered these products across the country to stores they owned via their own trucks and air transport.

A major example of “Black selfhelp”, Mr. Muhammad built the Nation of Islam on principles of: “knowledge of self ” is vital, “doing for self ” is necessary. These principles brought The Nation scorn from both Black and White Americans. Mainstreamers such as Supreme Court Justice Thurgood Marshall said that Mr. Muhammad’s organization was “run by a bunch of thugs organized from

By William Reed prisons and jails and financed … by some Arab group.” Justice Marshall said that Mr. Muhammad’s followers were “vicious” and a threat to the Federal Bureau of Investigation and state law enforcement agencies.

George Schuyler, a columnist for The Pittsburgh Courier, wrote in 1959, “Mr. Muhammad may be a rogue and a charlatan, but when anybody can get tens of thousands of Negroes to practice economic solidarity, respect their women, alter their atrocious diet, give up liquor, stop crime, juvenile delinquency and adultery, he is doing more for Negroes’ welfare than any current Negro leader I know.”

The opportunity to be “somebody” was one of Mr. Muhammad’s major offerings to men and women who joined the Black Muslims. Mr. Muhammad was one of the few who has been able to combine religion and race with a continuing economic influence.

Mr. Muhammad’s concepts came from Marcus Garvey and Booker T. Washington before him.

The African American society is fragmented these days because of a dedicated American government covert initiative called “COINTELPRO.” It was a program designed to divide America’s descendants of slaves. So, it’s not so much that Black leadership is dead, as that our standard notion of it is no longer useful.

The Honorable Elijah Muhammad provided a platform of empowerment that taught individuals and families how to tap into the power within.

Don’t we need some level of this discipline and dedication in our lives today? Mr. Muhammad said, “The slave master is no longer hindering us, we’re hindering ourselves. The slave master has given you all he could give you. …

Now get something for yourself.”

We doubt President Obama will miss the support of Farrakhan, especially considering his support among Black voters in general is unfazed by his gay marriage support. Tompkins, Jr. has been named president and chief executive officer of the National Newspaper Publishers Association, a federation of more than 200 Black-owned publications.

NNPA Chairman Cloves Campbell, publisher of the Arizona Informant, said Tompkins was selected from an impressive field of candidates screened by Carrington & Carrington, a Chicago-based executive search firm.

“Bill is an accomplished, nationallyknown executive who will be responsible for executing the vision of the NNPA Board of Directors,” Campbell said. “Because the Board chair is elected every two years, having a president and CEO in place will provide the organization with smoother operations and greater continuity.”

Campbell described Tompkins as “a true visionary who will make an immediate impact on the organization.”

Tompkins worked at the Washington Post for 19 years in a variety of top-level positions, including vice president of marketing, director of national advertising and manager of corporate and financial advertising sales. He left the newspaper to join Kodak as chief marketing officer of its entertainment imaging business unit. Tompkins was also vice president and general manager of the Motion Picture Film Group for the Eastman Kodak Company, managing a $700 million global distribution operation.

In addition, he was chief marketing officer of NextGen Media Group, the firm that is launching the social media news site ReportN. He also was president of William Tompkins Associates, a consulting firm specializing in providing advice on strategic planning and operations.

Tompkins is eager to draw on his wealth of experience on behalf of NNPA. “Having had corporate roles during the majority of my career, I now have the opportunity to work with people who represent the heart and soul of what our country is all about, that being entrepreneurs who are making a difference,” he said.

And he will make a huge difference for NNPA, a group of publishers who own and operate their own newspapers.

2. Decrease your debt – An important factor that lenders look at when qualifying borrowers is their debt-to-income ratio. This is the relationship between your income and expenses, amount of debt a person carries compared to how much income they make. The smaller your debt-to-income ratio is, the more attractive you are as a borrower. While debt to income requirements vary by mortgage programs, a good rule of thumb is to keep your total debt level at or below 36% of your gross monthly income.

3. Save for a down payment – In the current mortgage environment, borrowers need to have a down payment. Having 20% down is not a must but it will help get the best interest rate available and help you avoid private mortgage insurance. If you need help coming up with a down payment, try to find a down payment assistance program that might be able to assist you.

4. Show proof of all income– Can you repay the loan? That’s what lenders want to know when they consider your application. You must be able to verify a stable source of income. Lenders will review your employment history and will require current W2s or tax returns if you are self-employed. If you have any other income you should bring proof of that to share with the lender.

5. Have some money in the bank – In addition to being able to show you can make your monthly mortgage payments and other responsibilities, lenders want to know that you have cash reserves . Some of us call this cushion a “rainy day fund” to handle those unexpected expenses that come with homeownership such as certain repairs.

ence this month is the city’s rates of infection.

Wilson notes that the District’s epidemic HIV levels – while a point of concern – offer an opportunity for residents to speak truth to power and hold leadership responsible.

“The rates are more about D.C.’s poor leadership, not its transient population as some speculate since long-time residents are the heaviest portion of the infected population.

Part of the numbers being high is the bizarre political place that D.C. occupies. Taxation without representation undermines the ability of city agencies and health workers to fight HIV and AIDS and the city has not had the type of leadership on this issue that it could have from the health department in its history,” Wilson said.

However, Wilson said that even with the precarious leadership and financial deficit, the city has managed a “robust response” to testing and treatment in some areas.

“Some major changes took place under former Mayor Adrian Fenty’s leadership with the health department and under Gray’s current leadership as well. I believe the epidemic in some areas does rival and even surpass rates in developing countries, but there has been a lot of tremendous work in an attempt to turn that around,” he said.

“Those labors are becoming evident and now the focus should be on a sustained ef-

fort. If this current effort is sustained, we will begin to see the light at the end of the tunnel. This conference will allow us to shine light on both the dangers and opportunities in D.C. today,” Wilson said.

Still, the numbers nationally for new HIV cases among African Americans give rise to concerns that messages of prevention, testing and treatment are missing their targets in black communities. Wilson suggests that the lack of services may be due in large part to the taciturnity of those most in need.

“Many black Americans find themselves seeking care late in the disease because of late diagnoses which means we need to increase demands on treatment, as well as increase testing. At present, we don’t have that sustained, loud, demand.

It demands a demand to get services needed and a sense of urgency for facilities that provide services,” Wilson said.

Hindering that demand in some instances is the longheld stereotype of black wantonness that precipitates careless, indiscriminate intimate relations and an aversion to condom use. Wilson sets the record straight on the fallacy, attributing the growth of cases to a lack of awareness.

“It is not my experience that people will not and cannot use condoms. If you compare condom use now with when the

They’d get a shot and it was all done. Now, we have a huge condom culture, where you have commercials and ready access to them. There is noticeable growth in use, but still it is not enough,” he said.

Wilson attributes the rise in infections, particularly among young adults to setbacks caused by politicians who turned the emphasis of HIV and AIDS education from condom use to abstinence and the Centers for Disease Control and Prevention’s turn away from condom use and distribution. He said the media blackout on HIV and AIDS-related stories also contributed to a popular belief that HIV and AIDS infections were a thing of the past.

“HIV and AIDS literally fell off the media radar. People began to believe that HIV and AIDS had disappeared. But as we cut back the attention of HIV and AIDS in the media, we realized that a new generawww.washingtoninformer.com

tion was coming into their sexuality,” Wilson said.

“That decline in media attention and condom programs meant that the 20-year-olds of today were only about 10 when strong media messages were common. They never got the message. The answer: Go back to some of the things we knew worked, while coming up with new technologies to engage young people today,” he said.

The Black AIDS Institute, under Wilson’s leadership, has been extremely forwardthinking in its incorporation of teens and young adults in HIV and AIDS awareness and prevention messages by creating vehicles for open expression and exchange. Among its stellar efforts was the 2004 launch of Ledge magazine, the nation’s first and only HIV/ AIDS awareness and general health and lifestyle magazine written by and for students at Historically Black Colleges and Universities.

The free publication, distributed to more than 80 black college campuses and community centers, gives the nation’s up and coming black intellectuals a creative space to dispel HIV and AIDS-related myths and promote healthy sexual atti-

tudes among their peers.

Wilson remains cautious about the Institute’s achievements in reducing infections and spearheading detection and treatment among African Americans.

“We have had some successes but our successes have in many ways turned into our worst enemies. Because the infection rates are not where they used to be, the epidemic is believed to be over and it is important to know that we are not where we need to be and could return to the days of old if we do not pay attention,” he said.

But then, like a flash, Wilson’s crescendo returns and there is hope, however cautious in his intonation.

“We have the potential to act and we have tools at the ready that we never had in the past.

These are highly effective measures but we will have to make the requests and exert the energy, time and resources to actualize the results. Some believe that the AIDS epidemic is over and at this point in time, we are at a place where the epidemic can be over … if we renew our efforts and make it happen,” Wilson said. wi The Washington Informer

A Dilemma of Conscience The Affordable Health Care Act means affordable health care for all Americans. The green light the law received last week from the U.S. Supreme Court finally puts Americans on the right path to becoming healthier regardless of income, race, gender or preexisting conditions. Now what can be so incredibly wrong about that?

Apparently many members of the Republican Party have huge problems with what they like to call Obamacare. It doesn’t matter that millions of Americans will have health insurance, including young adults who will be covered by their parent’s health insurance until age 26, Republicans are insistent that the law must be repealed.

But not all Republicans are casting darts at the measure which ranked among the top issues voters wanted Barack Obama to address if he won the presidency in 2008. Some voters have short memories of the plethora of testimonials by Americans who were suffering due to the lack of access and affordability of health care.

But many young Republicans are flexible enough to separate politics from sound public policy. The dilemma of conscience young Republicans say they are facing stems from a desire to stick with the party because of their belief that you always support the party, or do they go with their conscience which leans toward President Obama who seems to get it when it comes to the issues that impact the next generation.

Their view is that the Republican Party is engaged in a really stupid game of partisan politics which will make it difficult for them come November to vote the party line.

Many young Republicans are not sold on Mitt Romney, either. What they hear is a candidate who represents a party that speaks more about what President Obama has done wrong instead of what their party is proposing to do to address the issues of health care, jobs, immigration and education.

These voters will most likely go to the polls in November and very likely may support President Obama’s re-election bid. If they do, they will still be Republicans and they may become the hope for their party’s future.

Extreme Conditions Demand a Plan Scientists are calling the straight-line of fierce winds and thunderstorms that ravaged the Washington metropolitan area last Friday night a derecho.

The storm traveled nearly 700 miles in 12-hours and destroyed millions of homes or left them badly damaged with thousands of households without power. The storm started in Illinois and progressed eastward cutting through Indiana, Ohio, Kentucky, Pennsylvania, West Virginia, Virginia, New Jersey, Delaware, Maryland, and the District of Columbia. For residents and scientists, alike, it was the worst thunderstorm many have ever experienced.

As residents repair and begin to literally pick up the pieces of what’s left of their homes and their personal possessions, life for many goes on, but not without the thought of how close we are to total and imminent disaster.

The derecho left people without access to gasoline, working traffic signals, stores or post offices and most importantly electricity to charge cell phones and preserve exorbitantly priced perishable foods that had to be discarded due to the lack of electricity. Hospitals, police stations and other emergency systems also felt the brunt of the storm.

The lesson so many are learning is the need for an emergency plan. It’s something that shouldn’t be taken for granted as an increasing number of weather-related catastrophes continue to occur. Two years ago, the D.C. metropolitan area experienced “Snowmageddon”, a blizzard that blanketed the metropolitan area with 18-to-32 inches of wet and heavy snow over the course of 32 hours. The storm impacted nearly 250,000 Washington area households, and in 2011, an earthquake rocked and obliterated many District homes and damaged historic landmarks that included the Washington Monument which remains closed for repairs, and the National Cathedral, followed just days later by Hurricane Irene. The storm roared up the eastern seaboard and killed dozens and caused billions of dollars worth of damage.

These extreme weather conditions are a fact of life that we may have to get used to, whether one believes in global warming, or not. What’s necessary is an emergency plan that should be put in place today.

What a great paper [June 28, 2012]. I just loved the photo spread of the graduates of the Options Public Charter School.

What a fine looking group of young people!

The article “What Black Parents Must do this Summer,” I found to be most interesting, along with all of the articles in the Prince George’s County section. My prayers go out to the pastor and the congregation of the Ark of Safety Christian Church, and William Reed’s article in the Business section tells us just what we need to know about the upcoming presidential election and how we need to get to work.

Sneakers Don’t Matter

The article, “Cultural Pathology” by Shantella Sherman, in the June 21, 2012 Washington Informer is a very interesting take on this whole tennis shoe/ fashion issue that’s been raging for years in the black community.

Granted, some could say that these shoes glorify prison life and slavery, but I see it as something totally different.

There is a saying that only the strongest of the Africans were able to survive the Middle Passage during the horrific Atlantic slave trade. We are the descendants of those who survived and, believe it or not, we are still strong in mind, body and spirit.

We cannot allow fashion or trends to define us; that is exactly what others want us to do.

It is up to parents to teach their children how to dress and buy clothing, and if they [young people] want to buy a pair of shoes with chains on them, or that are associated with prison,

that’s their choice. I hope it doesn’t define who they are, but if it does, they’re not too bright.

Plastic chains on shoes are nowhere as dangerous as the chains on some of our minds; those are the ones that need to be broken.

By George E. Curry Guest Columnist As the nation eagerly awaited the Supreme Court’s decision on the constitutionality of the Affordable Care Act, all eyes were focused on Anthony M. Kennedy, a staunch conservative who occasionally supplies the lone swing vote that tilts the court’s

narrow 5-4 rulings in one direction or the other.

But this time, to the surprise of arch-conservatives who had championed his cause, Chief Justice John G. Roberts, Jr. sided with the liberal bloc on the Supreme Court, giving President Obama an unexpected clear victory in his signature legislative accomplishment.

What was not surprising was that Clarence Thomas would not step into the role filled by Roberts. He is widely regarded as the most conservative mem-

ber of a conservative-dominated Supreme Court. Thomas is far more conservative that Hugo Black, a former member of the Ku Klux Klan who served on the court from 1937-1971.

Black, a former U.S. Senator from Alabama (he once filibustered an anti-lynching bill) joined the KKK in the early 1920s. In fact, during the 1926 election, he gave speeches at KKK meetings throughout the state. Black later acknowledged that joining the Klan was a mistake and became one of the most liberal

members of the Supreme Court, strongly backing the principle of “one man, one vote” and using the equal protection clause of the 14th Amendment to forbid racial discrimination.

No such luck with Clarence Thomas.

In every major case involving affirmative action – including Texas v. Hopwood, Adarand v.

Pena and Grutter v. Bollinger – Thomas voted against the interests of African Americans. What makes that so strange is that Thomas has benefited from af-

firmative action throughout his adult life.

To characterize Thomas’ behavior as resentment is an understatement.

The late U.S. Appeals Court Judge Leon Higginbotham observed, “I have often pondered how is it that Justice Thomas, an African-American, could be so insensitive to the plight of the powerless. Why is he no different, or probably worse, than many of the most conserva-

Deal to Limit College Loan Interest Rates is Limited Cheers to Congress for holding interest rates on college loans down. Instead of doubling to 6.4 percent, the interest rate on federal college student loans will remain at the 3.2 percent level.

However, this proviso is only in effect for one year. This time next year, Congress will be waging the same fight.

Young people, especially those enrolled in higher education and recent college grads, along with

those who work in education, especially higher education, might want to think about these things when they head to the polls in November.

Of course Mitt Romney might ask why the entire population ought to subsidized loan rates for college grads who needed to borrow to complete their educations. Why should we subsidize anybody? We subsidized the automobile industry with lowcost loans because it helped up shore up our nation’s economic

strength. We subsidized banks with virtually no-cost loans because they, were, supposedly, “too big to fail.” We subsidize homeowners by allowing them to deduct the mortgage interest of their loans. Why not subsidize the students whose college completion holds up our economic futures?

President Obama says he wants our nation to lead the world in the percentage of our population who has either an AA or a BA degree. We won’t

do that unless we help students who come for low and moderate-income families with their college costs.

Despite holding interest rates down, Congress has found other ways to hurt college students.

Effective this Sunday, the federal government will no longer subsidize interest on loans. That means that if a student takes out a loan to pay for her education, she must immediately pay the interest on that loan. In the past, those interest costs were

subsidized, and students did not have to worry about paying their loans back until after graduation.

Students take out loans because they don’t have the money to pay for graduation. Many also work long hours to pay for food, and other necessities. Now, we are planning to add interest rate payments to this burden. Congress might as well say “bah, humbug” to students, especially after they’ve chosen to keep in-

Affordable Care Act Still Needs to be Sold

The U.S. Supreme Court in a 5-4 decision upheld the Affordable Care Act (ACA), the cornerstone piece of legislation of the Obama administration. The court found the Obama administration and Congress were constitutionally within their rights but for the wrong reason.

The Obama administrations primary argument in supporting health care reform legislation

was that Congress had the power to enact the ACA based upon Article 1, Section 8, Clause 3, the Commerce Clause stating Congress has the power “To regulate Commerce with foreign Nations, and among the several States…”

The Court held that the ACA was unconstitutional based upon the Commerce Clause but is constitutional based upon Article 1, Section 8, Clause 1, that states “The Congress shall have Power To lay and collect Taxes, Duties…”

ministration argued that the individual mandate of the ACA – requiring everyone to obtain insurance or face a fine – was a penalty, not a tax. They downplayed the tax aspect of the law, even downplaying the word “tax” in the legislation itself. The administration did not want to fall into the conservative trap of being labeled a tax-and-spend liberal administration.

This court’s decision provides an interesting conundrum for the administration and the opposition. The administration

won in the Supreme Court, but can it now win in court of public opinion? Can the administration construct a narrative that explains to the American people that the ACA is a positive piece of legislation?

Mitt Ronmey and his conservative cohorts have contributed to this public perception by basing their argument that the ACA was unconstitutional and an overreach by the administration.

They argued that this is an intrusion by the government into the lives of average American citizens. They even engaged in

Life of Hell for Juvenile Sentenced to Adult Prison On June 25, the U.S. Supreme Court in Miller v. Alabama banned mandatory sentences of life in prison without parole for juveniles. This is a major victory for children and for America.. Until last week, America was the only country in the world to routinely condemn children as young as 13 and 14 to die in prison. Now about 2,000 people who were sentenced to die in prison as juveniles have hope for a new hearing and a new sentence.

While we are disappointed the court did not ban the practice outright, we

must keep working toward justice for children and end the devastating Cradle to Prison Pipeline™ crisis that leads to marginalized lives, imprisonment, and premature death.

Bryan Stevenson, the brilliant founder and executive director of Equal Justice Initiative in Montgomery, Ala. argued this case and the companion case Jackson v. Hobbs before the Supreme Court. Last month, he told participants at the Children’s Defense Fund Freedom Schools® National Training session how he first became devoted to helping children in our adult justice system:

“I was working on a case when a grandmother called me, and this young boy had been arrested. This boy was living in a house where his mother had repeatedly been the victim of a lot of sexual assault, a lot of physical assault and domestic violence. And one day this boy’s stepfather came home, and he just punched this boy’s mother in the face. She fell on the floor unconscious, and the little boy tried to revive his mom and he couldn’t do it, and she was bleeding. And we think he thought his mom was dead.”

Bryan Stevenson continued with his harrowing true crime story: “And the

man went into the bedroom and fell asleep, and after he did that, this little boy got up. He was about five feet tall, 14 years of age, under 100 pounds, and he waited until the man went into the bedroom and fell asleep . . . and he went over to the man’s dresser, and he pulled out this man’s handgun. And while the man was sleeping, this little boy walked over to him, and he pointed the gun at his head, and tragically at point-blank range, he pulled the trigger. The man was killed instantly.

“Now, this child had no prior criminal history. He had never been in trouble before. He was actually a good

student, no juvenile adjudications, and probably would have been tried as a juvenile but for the fact that this man was a deputy sheriff. And because he was a deputy sheriff, the prosecutor insisted that this child be tried as an adult, and the judge certified him to stand trial as an adult and put him in the adult jail.

Once Stevenson saw the truth, he knew he could never be among those who stay silent. He also said: “Of all the problems that I’m talking about [with the treatment of juveniles in the

Turmoil at University of Virginia Raises Fundamental Questions While the United States of America reacts to last week’s ruling by the Supreme Court on the constitutional question of President Obama’s Affordable Health Care Act, there is an equally fundamental question for Americans to decide: How should public colleges and universities be governed?

For 16 days in June, the University of Virginia, my alma

mata, was in the news following the unceremoniously ouster of its president, Teresa Sullivan.

According to news accounts, some describing leaked private emails between members of the university’s Board of Visitors, the Rector and Vice Rector, several board members secretly engineered the firing of Sullivan without taking a board vote. Under intense pressure from students, faculty and alumni, Sullivan was reinstated.

In terms of process and philosophy, the shenanigans of

board leaders raises the broader question of how, and by whom, should state-funded public institutions of higher learning be governed. The no-vote, private process can be denounced without much discussion. The philosophy, upon which the decision was made compels a closer look.

Let’s begin with the founders’ intent for some of our nation’s leading universities.

Harvard University is named for a private citizen, John Harvard. Brown University was named for a pri-

vate citizen, Nicholas Brown, Jr. Stanford University was named for a private citizen, Leland Stanford, to name a few. Therefore, we can reasonably understand the private focus of such elite institutions.

On the other hand, the University of Virginia, often referred to as a ”Public Ivy” in academic circles, was not named for its founder, Thomas Jefferson, who had served as president of the United States and Secretary of State. Under him, the university’s mission was for the public good

through increasing citizens’ educational enlightenment within the Commonwealth of Virginia.

Of course, Jefferson spoke from both sides of his mouth by only including wealthy White males for university admission. Notwithstanding his hypocrisy, the University of Virginia was intended to be a public light for the path of ignorance.

So how could the Board of Visitors get it so wrong by acting in a destructively private way?

By Shantella Y. Sherman WI Staff Writer As an historian, I was extremely leery of AMC’s Hell on Wheels. Convinced Anson Mount and hip-hop-artist-turned-actor Common could deliver on their performances, the verdict was out on the historical accuracy of the show. Could the network deliver on a drama that would introduce the hellish nature of Reconstruction-era life for African Americans, immigrants and women, to pop culture viewers?

of railroad expansion, known as Hell on Wheels. A hodgepodge of disgraced former Confederate soldiers, immigrants, prostitutes and reformers make up the denizens of Hell on Wheels.

Though former slave master and Confederate soldier Cullen Bohannon, [actor Anson Mount], leads the storyline, his exploits as the railroad’s “straw boss” to a group of formerly enslaved black men, pale in comparison to the larger storyline of American social reconstruction.

To its credit, AMC has kept a great majority of the raw history intact. The first transcontinental railroad in the United States was built in the 1860s, linking the well-developed railway network of the Eastern coast with rapidly growing California. The main

line was officially completed on May 10, 1869 and the transcontinental railroad replaced the slower and more dangerous wagon trains, Pony Express and stagecoach lines that brought whites and other settlers into dangerous Native American tribal territories.

True to form, the first Hell on Wheels town was erected in Omaha, Neb. in 1865 and shifted several miles west, moving along with the leading edge of the railroad every month or so, reassembling their flimsy canvas tents in a single day’s time, until it reached Julesburg, Colo., two years later. There, the town formerly comprised of 40 men and one woman, transformed instantly into a town of more than 4,000. The workers, however,

were largely immigrant Irish and Chinese, though a few band of African Americans joined the ranks. Chinese are largely missing from AMC’s narrative though.

The beauty of Hell on Wheels is a believable storyline, superb acting, and a genuine desire by audiences to understand more fully the role women, immigrants and blacks played in the development of America. Rest assured: this history lesson is supercharged, full of action, adventure, drama, and grit.

The show is worth a look for a glimpse of Common [aka Lonnie Rashid Lynn, Jr.], swinging that pickaxe. His body of acting credits includes Just Wright and American Gangster, but this role as the mixed-race former slave, demonstrates the depth of his acting abilities. Common is tense and intense. Audiences watch the character Elam Ferguson negotiate black masculinity in his every interaction, understanding that either white hostility or whim could cost him life or limb.

“I did a heavy-duty amount of research into our history and the history of African people once we arrived on the shores of America. But I must say some of it is just innately in my soul. I am really connected to this struggle, beyond even any research. ... It was definitely more emotional because of what occurred during those times and how some of our people were treated,” Common said.

The Chicago-native said he did more than go through the motions in scenes that required him to labor in the sun on a railroad line.

“Oh yeah, when you’re out there in the sun, swinging that pickaxe, you’re going to sweat.

When it’s raining and it’s muddy, it’s going to be harder to walk through the mud. Those natural elements are there. We’re doing the labor and, man, some of the work that people did back then was tough,” Common said.

“Besides being perfect for the role, where so many actors would get caught up in playing the toughness and the austerity of the character, the sort of ideal downtrodden yet courageous strength of the character, which is there, Common plays it with such depth and complexity,” Mount said. “There are times where you can see in him what it must have been like as a child, for his character. It’s just an incredible performance.”

It’s so unsafe, in fact, that we’re all going to die. We can exercise, eat all the “right” foods, give up our vices, follow doctor’s orders to the letter, withdraw completely from society to avoid contagion, and we will still die. It’s inevitable.

BB: Tell me about the new sitcom and what attracted you both to the series?

Cedric “The Entertainer” (CTE): I play Boyce Ballentine, an ex-R&B superstar who gets the calling late in life and moves his family, wife, and daughter away from Las Vegas back St. Louis to become the minister of his Dad’s church. It’s just basically a story of transition -- how you go from one lifestyle or one life to another.

Niecy Nash (NN): I play Lolli Ballentine and I loved the life my husband Boyce had when he was an R&B singer, I loved the shiny lifestyle, Vegas the Bellagio. I’m not crazy about coming back to St. Louis but supportive of my husband and there I am. And it’s so funny because this particular story mirrors my real life with my ex-husband who was an R&B singer, who got called into the ministry. So I have been a first lady before. Hyundai’s First Hybrid Stand-out Looks Will Attract Buyers Hesitant to Get a Hybrid

By Njuguna Kabugi Special to WI South Korean automakers have worked hard to become key players in the global automotive industry. You don’t have to hold a Ph.D. in the intricacies of global auto trade to get an idea that we are witnessing something akin to what happened at the end of the last century when the Japanese auto industry eclipsed Detroit’s dominance in quality and sales.

Hyundai, Korea’s largest carmaker and the manufacturer of this week’s test vehicle [the Sonata Hybrid] is leading the pack in breaking sales records and industry awards. While just a decade ago Hyundai ranked near the bottom in quality surveys, it is now always in the highest group in quality rankings in the North American and European markets.

Early this year at the North American International Auto Show, the most popular and highest rated car was neither an American nor a Japanese model, but the Hyundai Elanta.

No Japanese cars even made it to the final round. And just last month, the Sonata Hybrid topped the Hybrid Car/EV category in the 2012 AutoPacific Vehicle Satisfaction Awards (VSA). Hyundai finished fifth overall in the popular brand rankings.

Hyundai has closed the gap with the Japanese and U.S. makers by improving quality, while increasing production efficiency and price competitiveness. In its first year on the market, the Sonata Hybrid has established itself as the second best-selling gaselectric in the United States, trailing only the Toyota Prius.

While compact sedans such as the Mazda5, Chevy Cruze, and Ford Focus offer improved drivability and continued high fuel economy compared to compacts of just a few years ago, the Sonata Hybrid offers a tantalizing blend of dynamic performance, passenger volume, and, most important, fantastic fuel economy [35 city/40 highway and 37 combined].

The Sonata hybrid has a striking exterior design that sets it apart from the competition. It is flashy enough to exude confidence but does not scream hybrid at every turn. The front is dominated by a gaping-mouth that holds a radically enlarged grille, unique LED headlights, deep side skirts and a reshaped rear bumper that improves aerodynamics and offers a more aggressive appearance. There are even flaps behind that grille that open and close, depending on your speed, to maximize aerodynamics.

Has the Sonata really caught up with the Toyota Camry and Ford Fusion, the leading hybrids in the category? After driving the Hyundai Sonata Hybrid for six days within a 200 mile radius of Washington, D.C., I have to say it still needs some fine tuning but in this iteration, it comes pretty close.

The Toyota Camry Hybrid gets better overall fuel economy ratings than the Korean competitor. The Camry Hybrid has a spacious, comfortable and upscale interior and its transition from the gas engine to the electric motor is flawless and barely undetectable.

The Ford Fusion Hybrid, the other major in this segment, has a high-tech, roomy interior and the best handling among hybrid midsize cars. The Fusion gets better city fuel economy but worse highway fuel economy compared with the Hyundai Sonata Hybrid.

My main nit-picks with this car are with the Blue mode which Hyundai says increases efficiency 5 percent. In this mode, transitions between gas, electric and combined drive are not always seamless. In hard acceleration on higher elevations up in Virginia and Maryland mountains, I often got the feeling the car was trying to sort out how to respond to the driver’s commands, but never quite did. The engine whined unsettlingly, but didn’t seem sure what to do, even when I eased up on the gas.

I suspect that the Hybrid’s buyers will find Hyundai’s long warranty quite enticing – the basic coverage is 5-years/60,000-miles bumper-tobumper and 10-years/100,000-miles powertrain. Owners also receive 24hour roadside assistance at no extra charge for 5-years/unlimited mileage.

Then there’s the Lifetime Hybrid Battery Guarantee. If the lithium polymer battery fails, Hyundai will replace the battery and cover recycling costs of the old battery pack free of charge to the original owner.

Add on top of that six airbags – including dual front, front seatmounted side-impact, and front and rear side curtain airbags – along with active front-seat head restraints. SBC Elects Its First Black President Rev. Fred Luter to Take Over Southern Baptist Convention On Tuesday, June 19th, the Rev. Fred Luter, pastor of New Orleans’ Franklin Avenue Baptist Church, was elected as the first Black president of the 16-millionmember Southern Baptist Convention (SBC) during their annual meeting in New Orleans. The twoday annual meeting’s theme was “Jesus: To the neighborhood and the nations.”

The previous SBC president is Bryant Wright.

When asked what message he hopes his nomination and SBC presidency will send, Luter, 55, explained that the lesson people should learn is about the importance of faith.

“Why me out of all the thousands and thousands of preachers in this city and state and nation?,” he asked. “I believe it’s not because I’ve accomplished so much; I just believe it’s because of the faithfulness of God and that He has honored me because of my faithfulness.”

According to the Annual Church Profile, the Southern Baptist Convention has approximately 15 million U.S. members and of those, an estimated one million members are Black. The selection of a Black minister for the highest post in the SBC has particular relevance because of how the convention was founded nearly 167 years ago. The Southern Baptist Convention was created in 1845, when participants decided to leave the Northern Baptists because they believed slavery was biblically just.

Many, including Luter, have difficulty believing the racial injustices perpetrated by SBC churches and their members.

“I’ve been in this thing four years now,” he said. “I don’t feel a

need to leave. All of us got a past.

All we can do is apologize about those things and move on.”

The SBC is well aware of its racist history and in recent years has made moves — big and small — to address its past and shape its future. In 2011, the convention passed an historic measure calling for more ethnic diversity in their leadership ranks; in 1995, they even formally apologized “to all African-Americans’ for their past stance on slavery.

Black Clergy Take New Approach to Fight HIV African-American clergy are reportedly ready to join the fight against HIV by focusing on HIV testing, treatment and social justice.

“We in public health have done a poor job of engaging AfricanAmerican community leaders, and particularly Black clergy members, in HIV prevention,” said Amy Nunn, lead author of the study and assistant professor of medicine in the Warren Alpert Medical School of Brown University.

“There is a common misperception that African-American churches are unwilling to address the AIDS epidemic. This paper highlights some of the historical barriers to effectively engaging African-American clergy in HIV prevention and provides recommendations from clergy for how to move forward.”

Dozens of interviews and focus group data have been analyzed among 38 African-American pastors and imams in Philadelphia, where racial disparities in HIV infection are especially stark. Seven in 10 new infections in the city

are among Black residents. Nearly all of the 27 male and 11 female clergy members said they would preach and promote HIV testing and treatment.

That message would provide a needed complement to decades of public health efforts that have emphasized risky behaviors, Nunn said. Research published and widely reported last year, for example, suggests that testing and then maintaining people on treatment could dramatically reduce new infections because treatment can give people a 96-percent lower chance of transmitting HIV. According to the paper’s analysis, many religious leaders acknowledged that they struggled with how to cope with the epidemic, particularly with challenges related to discussing human sexuality in the church or mosque setting.

“It’s my duty as a preacher to tell people to abstain,” one pastor told the research team, “but if they’re still having sex and they’re getting HIV, there has to be another way to handle this.”

Natalie Mitchem, pastor of Calvary AME Church and director of the First Episcopal District Health Commission, has been supportive of efforts to engage faith leaders in the fight against HIV. She says HIV awareness and education is a comprehensive part of the AME church’s health ministry.

“I feel like it’s a very significant, vitally important ministry for churches of all denominations.

ry sailing a boat and you’ll discover there are two totally different realities at play, one of which you have no control: the wind. You’ve no control over the natural and perceptible movement of air.

But, with your eyes, you can look closely at the water and see the direction in which the wind is blowing. Then you can set your sails to take maximum advantage of nature’s natural propeller.

You can take stock of your situation and set your sails so that you are prepared for gale force winds or light winds. It is our confidence in God that will guide us like a compass and keep us safe when we find ourselves in the midst of the storms of life.

This journey requires each of us look closely at our philosophy; which is the investigation of nature, causes, or principles of reality, knowledge, or values, based on logical reasoning.

Simply put, our philosophy determines how we think, how we reason; how we react to our thoughts, how we act, where we live; and finally, our philosophy is based on who raised us, where we grew up, what people around us did and said, what we heard and what we weren’t allowed

to hear. Our philosophy determines who we are and how successful we become.

The purpose of this column is to remind you that you cannot change the family or circumstances in which you were born; you cannot change what happened in your childhood, whether you happened to be born with a silver spoon in your mouth or dirt poor; you had nothing to do with that. God gave you life.

Yet none of this really matters. With God, all things are possible. God uses people indiscriminately. He doesn’t choose the smartest; nor the prettiest; not the richest or the one who is poor. We have “free will” and can change the course of our lives.

We can read new books that teach us what we need to know; we can go to vocational school, or college; learn from mentors, or from biographical films that inspire us. It all begins with how we think, our philosophy; it is the set of the sails. We can watch which way the wind is blowing and we can capitalize on that by setting our sails.

Our lives can change every five years should we redirect our sails, and head in a new direction. That’s what I’m doing right now. Pray; trust God; focus; and stay focused!

Longtime Alabama State Senator Hank Sanders challenged Davis tactics.

“Some Whites use race to consolidate White voters during election and some Blacks use race to consolidate Black voters,” Sanders wrote in his newsletter, Senate Sketches. “But this time, there is a new context: a technically well qualified Black person is running for Governor of Alabama in the Democratic Primary against a technically well qualified White. There is also a new twist: a Black person is attempting to use the race of other Blacks to consolidate Whites behind him. It’s a new context with new twists in an age old saga.”

The saga did not end well for Davis, who has since joined the Republican Party. He lost 10 of the 12 counties that made up his congressional district, some by as much as 70 percent. He even lost his own

polling place in Birmingham.

And let’s not forget Edolphus Towns, the Democratic Congressman from Brooklyn. Though Towns did not vote for a civil contempt citation against Attorney General Eric Holder, he took a more cowardly approach by voting present.

We should not be surprised. This is the same person who supported Hillary Clinton over Barack Obama in 2008. Before that, he backed Republican Rudy Giuliani for mayor over Manhattan Borough President Ruth Messenger. Fortunately, Towns is not seeking re-election.

But at what cost and to what end?

If these increased costs push some students into deferring education, our nation is, in the long run, a loser. If some decide that a BA degree is enough, even though they were headed toward that science Ph.D., then we are all losers. This Congress has chosen to be extremely shortsighted, and to wrap their limited vision in incendiary rhetoric about budget balancing. I don’t blame this Congress. They have been empowered to behave poorly. I blame those voters who have selected these people as leaders.

The misplaced priorities of this Congress are most clear when we look at their preoccupation with find-

ing Attorney General Eric Holder in contempt of Congress. Our nation is worried about jobs, but Congress is mistakenly worried about wringing nonexistent or privileged documents from a civil servant whose leader has declared executive privilege. Congressman John Boehner [R-Ohio] and his cronies are making a point that they do not believe President Obama deserves executive privilege.

What do our nation’s college students deserve? They need more than balanced budget rhetoric. They need access to low-interest loans, as well as a suspension of payments while they are looking for work. State Attorney Generals and Republican governors colluded with GOP members of Congress and other conservatives to challenge the Obama administration in the highest court in the land. It was the Chief Justice of the Supreme Court, John Roberts, nominated by Republican President George W. Bush, who sided with more liberal justices and handed the administration the victory. President Obama went up against the entire Republican and conservative onslaught – and won.

It is imperative that the American people connect the dots.

The Republicans refusal to work with the administration on “the

people’s business” has done this country a great disservice.

People need to ask themselves, “Where would this country be if Republicans had worked with President Obama by finding common ground instead of holding their ground for the sake of bigoted obstructionist political ideology?”

and being a woman is no longer a pre-existing medical condition: all this according to soon-to-onceagain-be-Speaker-of-the-House Rep. Nancy Pelosi (D-Calif.).

This episode should be a lesson to everyone. White conservatives want everyone to “play by the rules,” so long as the outcome at the end, finds them in the lead. If they lose playing by the rules, then they won’t concede their defeat and

The answer may be found in who compose the boards of visitors at leading public universities. According to the Chronicle of Higher Education, nearly 60 percent of such boards are composed of wealthy corporate executives. Not all, but many of these executives have absolute power within their respective corporations, and have a profitdriven philosophy in governance. Applied to the university setting, such executives tend to prioritize revenue, return on investment, and endowment over course offerings and preparation of scholars for the public good.

Their justification is the “cost” of higher education. However, there is a distinct difference between the cost of higher education and its “price.” Because of the profit motive, the cost does not usually reflect the price charged for tuition. The predictable result is a decreased afford-

ability for students of meager means, and a concentration of educational opportunity for the wealthy. Early reports in the University of Virginia drama suggested that the main reason for the board’s action was President Sullivan’s lack of “vision” and her refusal sufficient cuts.

Another argument proffered by private profiteers serving on university board of directors is the tragic truth that the federal government and many state legislatures are ever decreasing funding for public institutions.

Schools such as the University of Wisconsin and the University of Oregon have seriously considered re-chartering themselves as private universities, thereby removing “burdensome” laws voted for by the public and their elected officials. In the case of University of Virginia, its endowment of nearly $5 billion has led board members down a road toward private university status and personal agendas.

Yet, despite the public spectacle performed by private-leaning profiteers on the board, a public good can arise from events at the University of Virginia. In order to begin the process of re-establishing the University’s brand image as an academic leader a national conference should be convened on the grounds of the University of Virginia in Charlottesville to explore the questions: 1) Who determines the governance of public universities (public leaders, private executives, or a blend of the two philosophies)? and 2) What are the future sources of funding for public universities?

For the 31st time on Wednesday, July 11, Republicans have already planned a vote in the House to repeal the Obama Cares Health Act. Never mind that theirs is an empty gesture that has as much of a chance getting out of the Senate as a sinner wearing kerosene skivvies escaping Dante’s Inferno.

Even if they win the White House in November 2012; even if they retain majority control of the House of Representatives; even if they win a majority in the Senate [all of which seem less and less likely as the elections get closer], unless they win a 60-vote “super majority”

they will not be able to repeal the Obama Cares Health Act. So what’s the point of these futile votes if they have no possible chance of ever becoming law? I asked Senate Majority Leader Harry Reid (D-Nev.) at a Capitol Hill press conference shortly after the health care decision was announced.

Congress “should be spending [their] time focusing on jobs,” Reid told reporters in response to my question. “We have millions of people who are under-employed or unemployed. That’s why we’re here today, telling each of you that we’re focusing continually on job creation and we need the Republicans to join with us. America needs economic help.

“So to answer your question: ‘Is it wasting their time?’ They should be spending it on jobs,” Reid said.

He went on to compare presumptive Republican presidential nominee and former Massachusetts Gov. Mitt Romney’s threat to repeal the law if he’s elected in November to a “yo- yo, because we never know where he stands from one time to another. One time he’s up, one time he’s down. As we’ve seen with Gov. Romney, one thing that’s consistent about him is his inconsistency.”
