Marilyn Mosby Gives Details about Freddie Gray Arrest

By Stacy M. Brown WI Contributing Writer With a single press conference and a stunning indictment of six local police officers, Baltimore State’s Attorney Marilyn J. Mosby may have stopped a city from burning.

Amid the cries of “No Justice,

No Peace,” Mosby stunningly announced that all six of the Baltimore police officers involved have been charged with murder in the death of Freddie Gray, a 25-year-old black man who died after being taking into custody on April 12.

“I will seek justice on your behalf,” Mosby said in announc-

ing that she had bought charges against Officer Caesar Goodson, Officer William Porter, Officer Edward Nero, Officer Garrett Miller, Sgt. Alicia White and Lt. Brian Rice for their roles in the incident that led to the death of Gray, whom Mosby said should not have been arrested in the first place.

“The findings of our comprehensive, thorough and independent investigation, coupled with the medical examiner’s determination that Gray’s death was a homicide that we received [Friday], has led us to believe that we have probable cause to file criminal charges,” said Mosby, whose unexpected and swift

action against the officers surprised many.

“I’m surprised. Pleasantly surprised,” said the Rev. Al Sharpton.

And in the interest of honest government, he said he and his staff are laser-focused on ensuring that the city’s business dealings are fair and transparent.

One area of particular concern for him, Racine said, is juvenile justice and rehabilitation reform. It is absolutely imperative for himself and his office to reinvigorate programs and projects “so that kids aren’t arrested, warehoused and released,” he said.

May 7 1800 - On this date in 1800, Jean Baptiste Pointe DuSable, frontier trader, fur trapper, farmer, businessman and “father” of Chicago sold all his property for $1,200 and left the area. He died 18 years later, almost penniless, and was buried in St. Charles, Missouri.

May 11 1968 – Nine caravans of protesters arrive in Washington, D.C. for the first phase of the Poor Peoples Campaign – an anti-poverty effort conceived by Dr. Martin Luther King, Jr. The campaign aimed to united Black, white and Hispanic poor people in an effort to pressure the government to do more to eliminate poverty in America. King had been assassinated the previous April, so the campaign was led by his lieutenant Rev. Ralph Abernathy. The campaign erected a Resurrection City near the Lincoln Monument and held daily demonstrations in Washington from May 14th to

May 9 1952 – The boxer-turned-actor Canada Lee dies in New York City at the age of 45. Second only to the legendary Paul Robeson, Lee was the leading serious (non comedic) Black actor of the 1940’s. May 13 1865 – The last battle of the Civil War ends. Ironically, it appears the Confederate troops won the battle at Palmetto Ranch, Texas. However, it was the actions and bravery of the 62nd Regiment of United States Colored Troops that prevented the defeat from turning into a rout. The Confederates had actually underestimated the fighting prowess of the Blacks assuming they would run in fear when the fighting started. Instead, what occurred was the rapid defeat of two white regiments but the Black soldiers of the 62nd held firm. The Confederates would later surrender.

1950 – Singer-songwriter Stevie Wonder is born Stevland Judkins in Saginaw, Michigan. Wonder has recorded 30 Top Ten hits and has won 24 Grammy awards – a record for any living artist.

Because again, in the past, it’s taken awhile for this type of thing to be resolved. I do understand the frustration of the people in Baltimore, but I don’t agree with their tactics, obviously. I think, as a country, we are going to have to get to the point where we stop playing games and resolve the issue. There is a lot of distrust of the police force and we need to not only identify the problem, but it’s high time to come up with a solution.

I think that because the police officers involved are a racially mixed bunch, that will also probably make it more likely that they will be convicted. I think it’s possible in Baltimore, because of the racial makeup of the city, but it’s not the best way to gauge how it would unfold throughout the rest of the country.

“I will continue to be relentless in changing the culture of the police department,” Rawlings-Blake said. “No one is above the law in our city. Justice must apply to all of us equally. There will be justice for Mr. Gray.”

Rawlings-Blake also delivered a terse warning to other officers.

“To those of you who wish to engage in brutality, misconduct, racism and corruption, let me be clear: there is no place in the Baltimore police force for you,” she said.

In her announcement, Mosby gave incredible, play-by-play details of the findings that led to her decision to levy murder and manslaughter charges against the six officers.

She said on April, 12 between 8:45 and 9:15 a.m., near the corner of North Avenue and Mount Street, Lt. Rice, while on bike patrol with Miller and Nero, made eye contact with Gray.

Having made eye contact, Gray subsequently ran from Rice, who then dispatched over departmental radio that he was involved in a foot pursuit.

Then, bike patrol officers and Nero began to pursue Gray, who surrendered to Miller and Nero near the 1700 block of Presbury Street.

“Officer Miller and Nero then handcuffed Gray and moved him to a location a few feet away The Washington Informer

from his surrendering location and Gray was then placed in a prone position with his arms handcuffed behind his back,” Mosby said.

“It was at this time that Gray indicated he could not breathe and requested an inhaler to no avail. Officer Miller and Nero then placed Gray in a seated position and found a knife clipped to the inside of his pants pocket.

The blade of the knife was folded into the handle. The knife was not a switchblade and is lawful under Maryland law. These officers then removed the knife and placed it on the sidewalk.”

She said Gray was then placed on his stomach at which time he began to “flail his legs and scream as Miller placed Gray in a restraining technique known as a leg lace.”

Importantly, Mosby said the officers failed to establish probable cause for Gray’s arrest because he didn’t commit a crime, thus the arrest itself proved to be illegal.

Also, Gray at no point was secured by a seatbelt while in the police van, which is contrary to a department general order. The officers also made a stop at Baker Street and placed flexi-cuffs on Gray’s wrists and shackled his legs and ankles.

“Lt. Rice then directed Officer Goodson to transport Gray to the Central Booking & Intake Facility. Following transport from Baker Street, Gray suffered a severe and critical neck injury as a result of being handcuffed,

shackled by his feet and unrestrained inside of the BPD wagon,” Mosby said.

From Baker Street, Officer Goodson proceeded to the vicinity of Mosher Street and Fremont Avenue where he subsequently parked the wagon and proceeded to the back of the wagon to observe Gray, she said.

Despite stopping for the purpose of checking on Gray’s condition, at no point did he seek nor did he render any medical assistance and several blocks later, Goodson called into dispatch that he needed to check on the status of his prisoner and requested additional units at Dolphin Street and Druid Hill Avenue.

Officer William Porter arrived at Dolphin Street and Druid Hill Avenue and he and Goodson checked on Gray, who requested help and indicated that he could not breathe.

Mosby cited all of the officers for certain roles in the incident and said Sgt. White, Porter and Goodson observed Gray unresponsive on the floor of the police van and did nothing to help.

“Despite Gray’s seriously deteriorating medical condition, no medical assistance was rendered or summoned for Gray at that time by any officer,” she said.

While the unions representing the officers have asked that a special prosecutor be assigned to the case, Mosby declined saying that her office is capable of handling the matter.

Many demonstrators danced in the streets following Mosby’s announcement and some pledged to be vigilant about no more riots and helping return Baltimore to normalcy “I hope that as we move forward with this case, everyone will respect due process and refrain from doing anything that will jeopardize our ability to seek justice,” Mosby said. On Tuesday, May 5, U.S. Attorney General Loretta Lynch met with Gray’s family, Baltimore police and others. The newly appointed successor to Eric Holder told reporters that the entire situation is unfortunate.

“This is a flashpoint situation,” Lynch said. “We lost a young man’s life and it begins to represent so many things. We’re here to hold your hands and provide support.”

She thanked the police for being the “hardest working police officers in America,” and vowed her support. “We are here to help you work through these struggles,” she said..WI

Black Lives Matter When?

Some Question Why No Furor Over Other Deaths

As of Monday, April 27, the day family members held a funeral for Freddie Gray; statistics revealed that there were 68 homicides in Baltimore, including three individuals under the age of 18.

Fifty-nine of the murders were of African-Americans, reportedly committed by other blacks.

Three-year-old McKenzie Elliott, an African-American, was shot to death standing on her porch in Waverly in August, 2014 and, despite many eyewitnesses, no one has come forward.

“There has been no hash tag that says ‘Black lives matter,’ no public outrage, no protests or demonstrations about her death,” said Earl Al-Amin, the Imam of the Muslim Community Cultural Center in Baltimore, himself a longtime leader in the city’s African-American community.

“It’s apparent that we don’t want to confront reality. If all black lives matter then why do we hold candlelight vigils when we kill one another but when someone outside of the race kills us, then we protest with fervor and intensity that’s unmatched,” AlAmin said.

Al-Amin, who has served the community working with young individuals for nearly 40 years, said those leading protests over Gray’s death have reached out to him to participate, but he’s not interested.

“We are evading the issues and we’ve allowed elements to come in so that we can’t fulfill our potential,” AlAmin said.

“We constantly look outside of ourselves instead of inside. Marcus Garvey once said that no one will do as much for you as you will do for yourselves. I have stayed out of this because I’m very wary of what has taken place,” he said. “We have mishandled this ‘No justice, no peace’ thing and we won’t look at ourselves and except internal responsibility.”

Gray died days after being arrested by Baltimore police on April 12.

Mayor Stephanie Rawlings-Blake has called for transparency, wanting to know exactly what happened.

But, as protestors continue to cry out that, “Black Lives Matter,” AlAmin and others said there’s too much black on black crime.

“All black lives matter,” said Attorney Reginald Greene, whose group “Black Lawyers for Justice” has been instrumental in helping to organize some of the local demonstrations.

“Black on black killing by civilians is

a major issue and it is a serious problem that must be addressed,” Greene said.

Marvin Wright, who said he simply came to Baltimore from New Jersey to pray for Gray’s family and not to participate in demonstrations, was stunned by the violence.

“Not just the burning of buildings,” Wright said. “But, look at how nasty these people who are supposed to be seeking justice are to each other.

They respect no one and they claim they want the police to respect them.”

Sylvia Jordan, a Washington, D.C. nurse who came to Baltimore to check on the welfare of her sister who lives in the area, said she’s disgusted by the devastation of the community. She said she doesn’t understand why African-Americans only seem to get upset when others outside of the race commit crimes against them.

“We should be equally upset, not rioting, but equally annoyed when we kill each other,” Jordan said. “I can never participate in any of these protests unless and until black lives matter to black people.”

While police must be held accountable for their actions, Al-Amin said protest leaders also should be held responsible for the escalating riots and damage to the city.

He singled out Rev. Jamal Bryant of the Empowerment Temple, an organizer for demonstrations who gave the eulogy at Gray’s funeral.

“Bryant has some issues. He’s knowledgeable but not wise because wisdom is knowledge with discretion and Bryant has stoked the flames for this,” Al-Amin said.

Bryant declined comment, choosing only to answer questions from CNN reporters.

“He won’t answer questions about black on black crime and why there is no outrage over that,” Al-Amin said.

Officials from the NAACP, Al Sharpton’s National Action Network and Jesse Jackson’s Rainbow Push Coalition also declined to respond to those same questions.

“The people are being manipulated by provocateurs,” Al-Amin said. “You see young African-American males acting out not because of a sense of outrage or a sense of justice. You see them acting out because they are getting their 15 seconds of fame.

“These misguided young men are playing to an agenda and their basic needs were not met in their formative years,” he said.

“It’s disconcerting for me to watch the so-called faith leaders and political leaders in this because they are not saying anything and they refuse to focus on black on black crime.”WI

City Comes Together After Riots, Demonstrations

Students from Morgan State University, local teachers, individuals who were out of school because of the closings and members of several fraternities methodically began cleaning the city after riots had made it a mess.

In all, about 3,000 individuals – many joining the efforts on an impromptu basis – worked from dusk until dawn to help Baltimore reclaim its Charm City moniker and to let the world know what Mayor Stephanie Rawlings-Blake meant when she said, “We are One Baltimore.”

“We thought it was most important to let the community know that people are out cleaning,” said Kaeshawn Stewart, a Baltimore resident and a member of Delta Sigma Theta Sorority, Inc. “This is encouraging to the community and it’s giving them hope because we’ve had many come by and say thank you.”

Anita Wade, a school teacher and a member of Zeta Phi Beta Sorority, Inc., worked arm-in-arm with Stewart as they cleaned a lot across from a playground and immediately around the corner from the flash point of activity at North and Pennsylvania avenues.

Despite a low-hovering police helicopter and sounds of bullhorns and demonstrators clashing with police, Wade said cleanup efforts were important, particularly to set a positive example for the young.

“There are so many issues that are not being addressed, but our children need to see this [cleaning effort],” she said. “It makes things a little better.”

store, a multi-million dollar senior center destroyed and pure chaos serving as a most unfortunate backdrop, many residents displayed the spirit of true activism.

Melanie Diggs, the branch manager for the Pennsylvania Avenue branch of the Enoch Pratt free library helped to keep as many as 30 individuals safe as demonstrations turned to riots.

With a broom and a dustpan in his hand as he helped clean on Tuesday, April 28, Robert Stokes shook his head when asked about the effects of the riots.

“You look around and see unemployment – filling out job applications and being turned down because of where you live and your demographic.

It’s so much bigger than the police department,” he said.

“This is a powder keg that’s waiting to explode.”

But, Stokes and others attempted in earnest to diffuse that time bomb, simply by joining the efforts to show city pride, strength and solidarity by cleaning and otherwise lending a helping hand.

A sign outside of Red Emma’s Book Store and Coffeehouse invited students who were temporarily out of school, noted that “This is a safe place for Baltimore’s youth.” Store owners provided free lunch to all city children as efforts to restore peace and a sense of normalcy began.

CVS manager Haywood McMorris still lamented the fate of his store and told reporters that the destruction hurts those who work there and the residents of the area.

“It didn’t make sense. We work here and this is where we stand and this is where people actually make a living,” McMorris said.

Cheryl Wright, another resident who lives nearby, listened as McMorris spoke. She said she understood his

pain, but said she’s still hopeful.

“Look around you,” Wright said.

“Look not at those yelling at cops, but look at how many people are out here with brooms, dustpans and garbage bags. This is what gives all of us a reason to stay here and a reason to believe in the best of Baltimore.”

Morgan State University students also joined cleanup efforts at the intersection of Pennsylvania and North avenues, a mission organized by the university’s Student Government Association.

“The students decided to do this on their own,” said university spokesman Larry Jones. “They organized and initiated this on campus and on social media using the hash tag ‘MSU cleanup.’ We didn’t ask them to do this; they just wanted to help in the community.”

As some of the nearby demonstrators broke into song, performing Bill Withers’ iconic “Lean on Me,” the cleanup efforts proved as strong a message as the legendary lyrics, which include the words “Just call on me brother, when you need a hand we all need somebody to lean on . . . I just might have a problem that you’ll understand; we all need somebody to lean on.”

Edna Cleveland, who lives blocks from the flash point, said all of it inspired her.

“It’s emotional. I wish that more people would get involved in cleaning up our city and then, when you hear the protestors singing ‘Lean on Me’ you hope that people realize that this is bigger than them. It’s bigger than riots and protests,” Cleveland said. “It’s about what is right and wrong and how to go about being a real community that knows how to genuinely stick together.” WI

Spring is a great time to enjoy the outdoors. The season brings warmer weather and new leaves to the trees. But spring can also invite allergens and other asthma triggers to the District. The good news is, you can reduce or prevent allergy flare-ups and asthma attacks.

Allergies “Allergy” is a general term to describe a body’s unusual response to something. There are many types of allergies, including: •

Drug allergies. These types of allergies can cause bad side effects when you take medicines that usually help certain conditions. If you are allergic to a drug, you may get hives, swelling, itchiness or skin rashes. Drug allergies can even be life-threatening, causing anaphylaxis (an-uh-fuh-lak-sas). This is when your whole body suffers a severe allergic reaction. Make sure to tell your doctors if you have any allergies before they give you a prescription for new medicines.

Food allergies. The most common food allergies include shellfish, wheat, soy, tree nuts, eggs and dairy products. Symptoms may include a funny feeling in or on your mouth, tongue or throat. Food allergies can also make it hard for your body to digest what you eat. Some severe food allergies can even cause anaphylaxis. There is no cure for food allergies, so it’s best to avoid foods you may be allergic to. Ask your doctor if he or she can test to see if you are allergic to any foods.

Environmental allergies. Many people suffer from environmental allergies.

These can be caused by pollen, dust, tobacco smoke, mold and pet dander.

Keeping your home clean and dry can help. Make sure to dust and vacuum at least 1 time a week. Even with a clean home, allergies can flare up when seasons change. There are usually high pollen levels in the spring. Symptoms can be minor, like sneezing or coughing. Other symptoms can be lifethreatening, including severe asthma attacks. Your doctor may give you a prescription for medicines. There are also over-the-counter medicines you may be able to take. Talk to your doctor about what is right for you.

Take your daily medicine as directed by your doctor. There are different types of medicines to take for asthma. Talk to your doctor about medicines that can help your lungs. You may also be able to take medicines that help you stay active.

Use your rescue inhaler as directed by your doctor. Asthma attacks can happen anywhere. Make sure to have your rescue inhaler available at all times.

Inhalers can give you fast relief for flare-ups. Use your rescue inhaler and all your other medicines as directed by your doctor. They can help save your life.

Be safe and know your asthma triggers. If someone has a severe attack with trouble talking or walking, call 9-1-1. Be in control of your asthma and allergies. Doing so will help you enjoy the beautiful spring weather with lots of fresh air.

Bowser Leads ‘Path to Zero Waste’ Mayor Co-Hosts Earth Day Event, Seeks Sustainability

By Stacy M. Brown WI Contributing Writer Although she spent time chatting with such superstars as Will.i.am, Common and Gwen Stefani, Mayor Muriel Bowser stood out as a star in her own right during Earth Day celebrations in which she continued her mission to reduce waste in the District.

After the National Mall hosted some of music’s royalty for a memorable Earth Day concert, Bowser and administration officials offered a reminder of the importance of the event and laid out plans that they said should make the District one of the cleanest locations in the nation, if not the globe.

“There’s no better time than Earth Day to announce my administration’s pledge to move the District towards a zero waste future,” Bowser said. “We are making a fresh start on waste policy and Earth Day 2015 marks the first day of a newfound commitment to changing the dialogue about how we reduce waste, save money and create jobs in D.C.” On the 45th installment of Earth Day, Bowser and District Department of the Environment Director Tommy Wells co-hosted the first, “Path to Zero Waste” Summit, a concentrated effort to eliminate waste in the District.

At the summit, held at the University of the District of Columbia’s David A. Clarke Law School in Northwest, a conglomerate of officials and experts – some who came as far away as Seattle, Washington and Canada – spoke fervently about the need for sustainability.

Wells told the gathering that the District has made significant progress toward the administration’s mission of zero waste.

He reiterated points made earlier this year when he noted how urban areas were viewed 100 years ago as the place for economic opportunity, but they were unhealthy, congested places.

“Now cities can be very healthy,” Wells said. “We have longer life spans now in cities than we ever have before, and the future of the planet is dependent upon cities.”

trict has demonstrated national leadership on several specific waste-related initiatives, including becoming one of the first cities to place a fee on disposable bags. Administration officials noted that in a recent survey, 67 percent of District residents reported a reduction in plastic bag litter since the fee took effect.

In 2014, the District joined other leading states and cities in passing legislation to ban the use of foam and other non-recyclable food service containers.

Also, the Department of General Services has been running a composting program with 45 participating DC Public Schools and is researching the ability to convert food waste from the public building portfolio into electricity using anaerobic digestion.

As the summit convened, officials released the second year progress report of the Sustainable DC Plan, where over 90 percent of the 143 actions in the plan are already underway and another 8 percent have been completed, they said.

Plans are also underway for a District government sustainability assessment to identify ways to make all local operations more sustainable, officials said.

While more than $7.5 million has been provided for District agency innovation projects as part of the Sustainable D.C. Innovation Challenge, approximately $4.2 billion has been included in the District’s 2015 budget for projects related to Sustainable D.C. “The District is one of the most sustainable cities in the country, leading the nation in green buildings, green power purchasing, and fitness among others,” Bowser said. “With a strong sustainability plan and widespread community support, there is no reason we shouldn’t be a leader on waste diversion.”WI

Former Foster Care Child Climbs Ladder to Success Overcomes Obstacles to Become Top Pepco Executive

By anyone’s standards Kenneth “Ken” Parker is an American success story, active in both professional, civic and community activities while also speaking to young people encouraging them to succeed. And he has the “street creds” to do just that. But it hasn’t been a walk down a primrose lane.

Parker, born in Camden, New Jersey, spent seven years in the foster care system. He was two when his mother and father died. One of 10 children, he and his younger brother and sister were placed in foster care together. They spent time in several different foster care homes and Parker says while they were always treated well by their foster families, he saw it all during his time in foster care: alcohol abuse, domestic violence and all the byproducts that come with incarceration.

“I realize that the foster care system has issues but there are some really good families in the foster care system,” Parker said.

He talks fondly of the Hobson family who, even though they had their own children and grandchildren, took the three Parker siblings in and treated them like family. Still, Parker does acknowledge that there was some resentment toward them from some in that family and eventually they had to move to another foster care family.

One of the things that Parker and his siblings had going for them was an older sister who stayed in their lives throughout their time in foster care. Patricia “Pat” Ann Parker pushed to stay in their lives and would partner with the foster care families to tutor and spend time with the siblings on weekends.

He describes his sister Pat as an extraordinary woman. She graduate from Glassboro State College and became a teacher at the age of 21. She bought a house and at the age of 12, Parker and his siblings left the foster care system to live with her. He said he has nothing but love and admiration for her.

“Pat played the motherly role; she was loving, but she was a disciplinarian,” he said.

Even now he says he and his sister, who still lives in New Jersey, speak regularly.

“She never misses our birthdays or our anniversaries,” he said.

It was probably his sister’s influence that inspired Parker to train as a teacher. He attended Delaware State College with the intention of becoming a teacher and eventually a school superintendent. But he dropped out of college after spending one summer working in the landscaping department of an electric company. He was making good money and did not want to give that up.

But his sister as well as the people on the job encouraged him to finish school. So he kept working during the day and went to school at night. He graduated from college and continued to work for that utility where he’s now part of the senior management team.

Parker serves as the senior vice president for government affairs and corporate citizenship for Pepco Holdings, Inc. (PHI), a utility corporation that serve customers in the District, and parts of Maryland, Delaware and New Jersey. His responsibilities include managing the design and implementation of the corporation’s stakeholders, relations and issues management program where he works with federal, state and local officials, community, business, consumer and nonprofit leaders and their organizations.

Parker was the first male in his family to graduate from college, and it was not long after graduation, that he met the love of his life. He has been married for 24 years to wife, Sheri Lynn, and together they have two children, Ken Parker, Jr., 19 and Lauren Parker, 15.

Parker jokingly says he knew it was true love because when his wife accepted his proposal, he didn’t have much money. In June they’ll celebrate their 25th wedding anniversary.

Because he realizes how blessed he is, he believes it is important to give back to the community. In addition to speaking to youth groups, he also talks to adults about what they can do to help young people succeed, especially those in foster care. He says these young people need four Our community AND our children need us to step forward as foster parents. things: mentors, social communication skills, mental health support and most of all education.

Do it to keep our kids safe and our neighborhoods strong.

County Sees Spike in Sewer Connections’ Cost

Even if those customers serviced by the Washington Suburban Sanitary Commission [WSSC] received a subsidy and allowed more than two decades to pay the debt, they would still be responsible for half the amount. “[That’s] quite a bit [of money],” said Yvette Downs, chief financial officer with WSSC. “The current system is flawed.”

Downs, who’s held the position for three months, briefed County Council on April 14 to present recommendations and solutions to make it more affordable for residents to connect to public sewer lines.

Officials with WSSC, a

bi-county agency which manages water distribution and sanitary sewer systems for its 1.8 million customers in Prince George’s and Montgomery counties, focused on Prince George’s during a council meeting in Upper Marlboro, Maryland.

According to a WSSC document, about 90 communities with at least five properties aren’t connected to a public sewer line.

Seventy-five of those neighborhoods are in the central and southern regions of the county in Districts 6, 8 and 9. Some of the municipalities in those districts include Accokeek, Fort Washington and Upper Marlboro.

The agency presented a financial breakdown for a homeowner to join a public sewer line based on a neighborhood in Fort Washington with 15 homes.

For a homeowner not adjacent to a public line, it would cost $469 per linear foot with a line extending 700 feet to con-

Her husband desired her to be a housewife and she submitted to his request but being the strong and independent woman that Pinkey is, still wanted to contribute to the household.

She was a member of Meridian Hill Baptist Church for 50 years under the leadership of late Dr. Roosevelt McIntyre and his successor Calvin Cage until her health began to fail and she relocated her residence.

Now she is a proud member of Central Baptist Church of Camp Springs, MD, under the leadership of Pastor Lincoln Burruss.

One idea to make it more affordable is creating “sub districts” which would highlight the density of a community, the age of its septic systems and whether the cost of maintaining and operating the systems are substantially different from normal service provided by WSSC. If all 15 property owners in Fort Washington lived in a sub district and agreed to connect with a public sewer line, each person would pay nearly $26,000, a decrease of about $138,000, or 84 percent.

“So there’s a significant difference between everyone contributing to [connect with public sewer] versus one person baring the burden,” Downs said.

The sub district would also include water service, according to the agency’s document.

Two years ago, officials and staff from Prince George’s and Montgomery counties and WSSC began examining the costs for residents to connect and extend public lines. Financial options included loans, liens and federal and state grants, but most were deemed to be expensive and unattainable.

Councilman Todd Turner (District 4) said he needs to

know more about the sub district theory and how it would function.

“It looks good in concept, but I’m not sure how it works in practice,” he said.

Councilman Obie Patterson (District 8) asked Downs what can be done to help a community in his district that sought help from WSSC at least three years ago to attach with a public sewer line.

“Quite frankly, I got no support from WSSC and not too much from my county. [The residents] were willing to pay the connecting cost,” he said. “All they wanted was WSSC [to connect to a public sewer line] for about eight to 10 homes. I got the impression it was something [WSSC officials] weren’t really excited about doing.”

No timetable has been set when officials would reassess the sub district proposal.

Before council reviewed that plan, it held a brief public hearing about WSSC’s proposed $1.4 billion 2016 fiscal year budget and the agency’s improvement program.

Jim Wildoner, a councilman for the city of New Carrollton and the lone person to testify, wants the agency to find ways to decrease water and sewer rates.

Unfortunately, that may not happen this year because the agency proposes to increase rates by 1 percent and account maintenance fees from $11 to $22 per quarter. Lawmakers from Prince George’s and Montgomery counties meet Thursday, May 7 for the annual bi-county budget session and could possibly approve the agency’s spending plan.WI

As a result, students Charis Houston (8th-grader), Robert Allsbrooks (8th-grader) and Bryce Stephens (6th-grader) will attend an all-expenses-paid week at astronaut training Space Camp in Huntsville, Alabama, this summer.

“We are very proud of this talented group of students from College Park Academy,” said schools CEO Kevin Maxwell.

“They have demonstrated mastery in the STEM (science, technology, engineering and math) subjects, as well as the exceptional writing and presentation skills it takes to win this competition.”

Eight teams of students from middle schools in Maryland and D.C. gathered late last month at the NASA Goddard Space Visitor’s Center to share their research projects that described challenges and solutions regarding human exploration to Mars to a panel of industry professionals.

The teams also completed a computer programming challenge using the Mars Game, a 3-D video game that required

them to work through mathematical and program problems to assist a rover in navigating its environment, repairing its systems, and regaining contact with a team of human explorers after crash-landing on Mars.

‘Student-Built House’ Unveiled For seven months, students enrolled in the “Foundation for Applied Construction Technology for Students” program worked tirelessly to build and design a brand new home, which they unveiled on May 5 during a ceremony in Clinton, Maryland.

Students and instructors in FACTS and Career and Technology Education programs, FACTS Board of Directors, site coordinators, elected officials, Board of Education members, business partners, and other special guests attended the ceremony for the house’s dedication and to celebrate the students’ achievement.

Students who participated in construction the house will receive scholarship awards for their outstanding efforts.

Gutierrez Talks Tough, Supports Immigration Reform

They’ve been here for 15 years and have worked hard. We are American. We speak English and I have a degree in psychology. I am working for the betterment of the community and fighting for immigration reform at the same time.”

“Republicans can’t place themselves in our shoes,” she said. “They lack the knowledge about our experiences. If they were to live my life, they say, ‘these people need papers.’

They think we’re here to steal jobs and their rights. We’re here to contribute to the economy and to the country. I’ve worked very hard to be the leader I’ve dreamed of.”

At a town hall on immigration with Illinois Congressman Luis V. Gutierrez as the featured speaker, Uria counted among the almost 200 primarily Spanish-speaking members of the audience at Bell Multicultural High School in Columbia Heights.

Gutierrez – switching smoothly between Spanish and English – fired up an audience of immigrants, Dreamers and supporters of immigration reform on April 30. While promising to continue advocating for widespread, comprehensive immigration reform, he

spent much of his time explaining the broad and minute details of Obama’s executive action and immigration reform nationally.

The executive action, signed Nov. 20, 2014, also stops the deportation of millions of undocumented immigrants and offers undocumented parents of U.S. citizens or residents with legal permanent residency status the opportunity to apply for work permits under a new deferred action program (DAPA).

“This is the largest opening we’ve had in 40 years,” Gutierrez said of the executive action. “Five million people are qualified. Be clear, though, that that this isn’t the immigration reform we’re fighting for. We will not be satisfied until every one of the 11 million people who work so hard will be allowed to stay.”

“I’m a human being and believe in justice for these 11 million people.”

After receiving a sustained, spirited standing ovation on his arrival, Gutierrez, a Democrat born in Chicago to Puerto Rican parents and an acknowledged champion for all immigrants, shared his parents’ story.

“My mom was 17 … and my father was 20 when they came to

They were perceived as a criminal threat, people thought they brought tropical illnesses. Don’t you hear the same thing now?

“My parents may not have been able to stand up but I am … there are 55 million Latinos here and 48 million are like me: citizens of the US. We will not support anyone who opposes those who have papers and those who don’t.”

During the question-and-answer section, Yesenia Garcia also shared her story. The single mother said she made her way north, fleeing the violence in her home country and sought but failed to get political asylum. Garcia, a mother and student, takes care of her grandparents while pursuing an education.

“When DAPA was signed, I thought I would come out of the shadows but my hope didn’t last long,” she said. “I’m filled with frustration and uncertainty. Please give me clarity.”

Gutierrez encouraged her to protect herself from deportation by filling out the necessary paperwork and applying for a work permit.

“Then you can breathe when they ask for identification and papers,” he said.

Gutierrez, a 12-term congressman and the senior member of the Illinois congressional delegation, exhorted the audience not to delay in filling out all the paperwork needed to qualify for the protection the executive order allows.

There is uncertainty, he explained, because a court injunction from a Texas judge has halted the federal government’s efforts to implement the plan.

For the last four months, Gutierrez has crisscrossed the country on the “Immigration Action National Tour” with the nation’s capital being his latest stop.

What the immigrant community is demanding is action on immigration and respect.

“While looking at the needs of others and seeing them sacrificing, I could have sent a message but I had to be here ... this is the highlight of my week,” he said. “We get married, go to churches, our children go to school. This is a single community. Republicans will not find space because we’re a single community.”

“It’s marvelous to see so many young people involved. One million Latinos turn 18 every year.

We’re going to grow in such large numbers. If Republicans want to be a national party, the first thing they need to do is learn to respect us.”

people from the Latin American Youth Center (LAYC) were easily identified by their red T-shirts.

Gutierrez arrived more than half an hour late because of an extended voting session in the House of Representatives. Led by one of the LAYC leaders, the crowd chanted: “Sí, se puede” (Yes, we can) and

Is it All Whitey’s Fault?

In what political camp do you identify: that of “a victim” or “race champion”? Blacks need to form political camps, issues and programs and styles that focus on the issues relevant to our group, race, ethnicity and ideology. Although Blacks have placed there destines on government, not enough politicians are involved with “Black political” causes or focus upon the interest and perspectives of Blacks.

Black politicians grovel, often commenting on “how bad” the world treats us and on budget “line items” to “help ghettos.” Victim mentality is an acquired (learned) personality trait in which a person tends to regard him or herself as a victim of the negative actions of others, and to think, speak and act as if that were the case. The trait is primarily learned from family members and situations during childhood.

Blacks’ problems are all white Americans’ fault. Over recent times, Black Americans have taken to the streets proclaiming that “Black lives matter.” In a country that has always used race to justify inequality here, statically, Blacks “run in place.”

Never moving up. Is the reason Blacks just stay in place because there exists among us a “cult of victimology,” a passive sense of whiny self-pity that so pervades so many Blacks that fully a third of the population have stopped trying to excel, instead waiting for whites to give them things (like entrance into elite universities)?

Taking responsibility for your own actions is not something Blacks’ leadership condones. Bill Cosby was demonized for stating that the Black American culture is a culture of victimology that has to stop if we are to succeed academically and economically.

American history shows that one can change their life’s trend by such simple steps such as making and writing down your personal goals and then invest in yourself by creating a powerful belief system. For Blacks to suc-

It’s become commonplace that Blacks experience misfortune after misfortune in America and accept being labeled society’s “victims.” But other ethnics come here and flourish, so isn’t it time that Blacks cease acting like victims and create our own realities through high intellectual and academic achievement?

One reason Blacks are viewed as “weak” is that leadership is concentrated on government.

Blacks have been conditioned to pin all of their economic hopes and dreams on government, such as the election of President Obama. Thought he never promised it, Blacks hoped that he’d get them out of a hopelessly dire socioeconomic situation and into more affluent lifestyles. The housing and jobs Blacks had hoped for have never materialized.

Different from whites, Blacks treat elected officials as “celebrities” as opposed to “public servants.” Blacks have yet to learn how to leverage our clout and collective consensus. Sadly, the single collective Blacks can muster are marches that reveal our “victimology.” Black Americans shun pursuing reparations for slavery to throw bottles and loot for liquor. Many Blacks illustrate that they are victims of passive breeding that keeps the race hating each other, separated, and unprepared and unversed in collective capitalism.

Competent “leadership” remains key to Blacks’ overall success. Politicians and “protestors” that are “leading” us contend that they are blameless for the educational and socioeconomic morass we are in. For example, Blacks led by the Reverend Al Sharpton repeatedly declare: “No justice, no peace” as if only doing this will obtain them qual-

Kevin McNeir WI Managing Editor As U.S. soldiers returned home after World War II, many took advantage of newly-created financial programs in order to purchase homes for their families, hoping to realize the American dream of owning that house with a picket fence, a sprawling backyard and cozy front porch. Baby Boomers would followed suit – moving into urban centers and buying homes where they would raise their children.

Now with the recession behind us and interest rates at reasonable levels, and with the cost of renting apartments continuing to rise, many people are reconsidering whether they can afford to purchase that dream home and if they should even make the attempt.

And despite regulatory changes within the industry, the good news, said one banking expert, is with proper planning and some added financial knowledge, purchasing that dream home remains an achievable goal.

“Many people are interested in being homeowners but don’t think they can afford it,” said Cerita Battles, head of Diverse Segments, Wells Fargo Home Mortgage. “There are many products that offer low down payment options with which people are unaware. There may even be down payment assistance and bond programs. The key is for consumers to explore everything and to become aware of what’s available in the market,” said Battles during a recent visit to the District where she participated in a conference that brought policy makers, real estate practitioners and lenders together for dialogue.

Battles emphasized that spring marks the beginning of the home buying season and now is a good time to have discussions with experts, if you’re serious about purchasing a home.

Here in the District and even in the neighboring states of Maryland and Virginia, citizens have been increasingly critical of the lack of affordable housing – and with good reason.

However, Battles said that consumers still have plenty of options.

“Many are concerned about access to credit and have little confidence that they will qualify for loans in order to buy a home,” she said.

“But you don’t have to put down 20 percent nor do you need to have a perfect FICO score [the numerical evaluation of a person’s creditworthiness] to be able to own a home.

We look at a customers’ complete financial profile which includes their credit history, debt-to-income ratio, their savings; how much they have for a down payment and income, all to determine their ability to repay the loan. And for those who are not financially ready, we can help by directing direct potential buyers to non-profit counseling agencies that assist interested parties.”

“We also have the My Home Roadmapsm service that assists those who are not financially ready to buy a home,,” Battles added. “And there’s a counselor component, up to two hours of free pre-purchase counseling with a certified national credit counselor, that takes place over the phone. The point is whether you’re a first time homebuyer or a move-up buyer, you need to be prepared.”

Battles advises people to talk to lenders and to be blunt about their goals and dreams to own a home.

She said from a product perspective, the industry remains wide open.

“Several programs require small or no down payments, ,” she said.

“Veterans can get a product that’s America against all people of color (Blacks, Native Americans, Latinos, Asians and Pacific peoples.) That is a given. However, there are people of color who have attained immense academic and socioeconomic success in spite of America’s racism. Rather than be known as “victims” they refuse to allow racism to deter

Battles reasserted her view that there remains a plethora of programs that can make home ownership within your grasp, if you are prepared.

“You may not be able to secure a loan today, but the first step is, again, talking to a lender,” she said.

“We encourage people and will help guide them through the process toward home ownership. It may require a bit of patience and it certainly calls for becoming more educated about the process. Blacks Lag in Accessing High-Speed Internet

By Jazelle Hunt Special to the Washington Informer WASHINGTON (NNPA) – As education, jobs, and the national and global economy go digital, people without broadband (highspeed Internet) access risk being left behind. This disparity in who’s online and who isn’t is often called the digital divide – and Blacks and Latinos are more likely to be in the latter group.

But people access the Internet in different ways. Black people are more likely than their White counterparts to own a smartphone and use it for Internet access. At the same time, 12 percent of Black people are smartphone dependent – they have few or no other options for accessing the Internet at any given time. This is compared to 4 percent of Whites and the 7 percent

national rate.

“Even though low-income households are over-indexing on smartphone use, I don’t think that’s how you want to type a paper, do your research, do your homework, apply for jobs, or apply for scholarships,” says Jessica Rosenworcel, Federal Communications Commission (FCC) commissioner, speaking at a Multicultural Media, Telecom, and Internet Council (MMTC) event.

The divide can also be traced to educational outcomes, from elementary school up to college. It’s a problem known as the “homework gap.” In an effort to prepare kids for a digital world and workforce, teachers and schools are increasingly assigning homework that requires Internet access to complete – 7 in 10 teachers do, according to Pew figures. But many students, particularly students of color from

migrant/immigrant or low-income families, do not have broadband access or any device at home.

“We have 29 million households in the country with school-age children. Of that, 5 million do not have broadband at home,” says John Horrigan, senior researcher on the Internet and technology at Pew Research Center. “And within that 5 million, African American households and Hispanic households are disproportionately represented.”

Among Black households with less than $50,000 annual income and school-age children, 38 percent do not have broadband access.

Above that income, the figure is 13 percent; among households earning below $25,000 per year, 46 percent do not have Internet access at home.

can face difficulty in securing a career and building wealth. As more industries require some level of computer literacy, and as jobs without these requirements become scarcer, it will become harder to earn a living wage without these skills.

“Our economic future depends on [getting people online],” Rosenworcel says. “Already, 50 percent of the jobs that are in the economy today require some level of digital skills. By the end of the decade, that number is 77 percent.”

Income inequality is both a cause and a byproduct of the digital divide. People with low income often cite cost as a barrier to getting or keeping Internet service at home.

But there are other reasons people aren’t online. For some, it is a lack of comfort or familiarity, and poor access to training programs that could help. For others, it’s a simple lack of relevancy; what’s the point of putting money and effort into getting a high-speed connection, especially with serious socioeconomic realities to overcome?

Relevancy tends to be a primary reason among older Americans.

According to a survey report from Project GOAL (Get Older Americans Online), 70 percent of Americans who aren’t online say they simply have no interest. Those who are interested primarily want to get news or information or use e-mail, and not much else.

“Trying to figure out what the value is in going online is still an issue for the older adult communities,” says Debra Berlyn, executive director of Project GOAL. “Then within that community there’s a huge difference between a 65-yearold and an 85-year-old in terms of how they may value going online.

So those huge discrepancies mean that you have to show the value a bit differently.”

For seniors, the Internet can add a social dimension to life that can often decline in old age. One

2009 study from Washington policy think-tank, the Phoenix Center, found that seniors who use the Internet are 20 percent less likely to report being depressed. Another 2009 study from neuroscientists at the University of California, Los Angeles found that just one week of Internet use boosted brain function in middle-aged and older users.

Over the past few decades there have been many attempts to close these digital divides. The federal Broadband Technology Opportunities Program, for example, supports the establishment of better broadband infrastructure and public computer centers. The FCC’s E-rate program seeks to connect the nation’s classrooms and school libraries to the Internet. Another FCC program, Lifeline, which originally offered landlines for low-income families, is exploring a modernization to include broadband Internet.

But these programs are generally underfunded, not well-known, deprioritized when funds are allocated, or unable to evolve fast enough.

Experts believe that getting everyone online will require prioritizing the Lifeline modernization, as well as creating an effective, inclusive plan to reach the people who need it most. Experts also believe that public-private partnerships will be key.

“One big takeaway is that these communities need to be heard,” says Nicol Turner-Lee, vice president and chief research and policy officer for the MMTC. “Because what basically happens is once policy is created, in terms of cultural sensitivity, they’re not matched up to reality. So we end up…back here five years from now, still saying that broadband has not touched or changed the lives of individuals.”WI

Earth Day Recognition In celebration of Earth Day on April 22, the DC Department of General Services released the “DCPS Recycles! Honor Roll,” which recognized 48 schools for enthusiasm and excellence in recycling.

C.W. Harris Elementary School in Ward 7, listed among 21 schools honored “with distinction” for exceptional performance in organics recycling.

After visiting the school, the DCPS Recycles! team documented some of its best practices to share with other schools, including a scenario in which the maintenance staff, led by William Israel, put to use their innovative skills in gathering recycled milk cartons discarded in classrooms where younger students eat their meals.

“Eating in classrooms is a major challenge for the whole recycling program -- thanks to Mr. Israel and his team for developing a solution, we can now share with other schools,” said Beth Gingold, DGS’s schools conservation coordinator.

Harris principal Heather Hairston added that the school’s recycling projects have had a positive impact on the entire student body and school community.

“It has fostered a spirit of cooperation and team work,” said Hairston. “Students who experience serving as leaders in their school take more responsibility for their homes, then their communities. We are planting the seeds of future leaders in our community.”

Students Gain Architectural Knowledge During the recent spring break, some high school students spent their time at engaged in various projects as architectural interns through “Design in Action,” a professional mentoring program sponsored by the Washington Architectural Foundation.

Under-served youth had the opportunity to work in top architecture firms for one week, where they gained an unparalleled understanding of the architecture profession.

About 10 months ago, the registered nurse who lives in Northeast received the devastating news that she’d been diagnosed with breast cancer.

Admittedly, Curtis had to battle with the initial feelings of “Why me?”

She then had to break the news to her husband, Tony, as well as her daughter, son-in-law, mother and other family members and friends.

But, what Curtis, 47, didn’t do remains as important today as the first day she realized that her life could be in danger.

She didn’t give up and Curtis became proactive in her quest to beat the ugly disease.

“I started working out and training,” she said.

“After being diagnosed, I was ready to serve and to give back and by participating in cancer walks, I felt that I could make a difference and give [others] hope.”

Part of that training was the unique task of regularly walking across the Woodrow Wilson Bridge. “Well, the bridge was initially a couple of years ago and very challenging to do,” Curtis said. “But, the more I trained the better I got and the easier it became to conquer those six miles in about 90 minutes. The bridge was a safe, yet good place to walk for distance with hills as well as flat ground.”

There were times when her daughter, Kia Anderson, and others joined her for the walk, participation that Curtis said helped her to remain focused and encouraged.

On Sunday, May 3, Curtis was honored by the organizers of Avon 39: The Walk to End Breast Cancer, which took place in Northwest.

HEALTH SURVIVOR from Page23 Avon officials asked her to share her story with the large crowd during a banquet after survivors and others had completed their two-day, 39-mile walk through the Washington Monument, U.S. Capitol, the White House and other District landmarks.

“Sunday [was] a very special day. The second day of the twoday walk for Avon, The Fight to End Breast Cancer and I have been favored and asked to not only speak at the opening ceremony with five other participants, but I have been asked to give my story at the closing ceremony,” Curtis said.

“I am truly honored and grateful to God for this illustrious opportunity to share with so many.”

She praised her family, whom she said proved to be instrumental in her recovery.

Their support provided her the strength necessary to fight cancer and to be successful in the 39-mile challenge, her training and exercise, and other cancer walks, Curtis said.

“After God, my family has been the most important support group. My husband, our daughter and my aunt did some very special things along with other family members and friends,” she said.

“My sorority sister was not sure how she would raise her money but she agreed to walk with me and I can’t say enough about my family and supportive friends. They have been the best.”

Prior to the weekend walk and the events surrounding it, Curtis’s co-workers at the Children’s National Medical Center in Northwest showed their support by donning clothing that included the pink color of breast cancer and surprising her with a cake, T-shirts and a greeting card that read: “You go girl!”

“Everyone has been so supportive,” Curtis said, adding that others who are diagnosed should try and maintain a positive outlook.

“If you can trust in God, no matter what the doctor has diagnosed you with and if you have a strong and supportive family, you can make it,” she said.

“There is life after cancer.”

EDITORIAL Justice at Last?

Maryland State Attorney Marilyn Mosby’s decision to bring charges against the six police officers implicated in Freddie Gray’s death has helped quell the anger and resentment that fueled the looting and burning that rocked Baltimore last week.

Gray suffered a traumatic injury to his spine on April 12 while in police custody after being chased and apprehended for “eye contact” with officers. He had committed no crime.

The relief was palpable and prompted throngs of residents to fill the streets after Mosby’s press conference.

These scenes are a stark contrast to the burning and looting that took place last Monday. While we cannot condone wanton violence, the rioting, as the Rev. Dr. Martin Luther King once said, was the voice of the unheard. Critics were quick to pile on, calling those involved thugs, animals and other derogatory terms without bothering to consider the salient reasons for people’s rage. Yes, some on the streets took the opportunity to steal and destroy property, but that doesn’t negate the reality that the explosion centers on the way Baltimore police has treated those living in the Charm City’s inner-city communities for more than 20 years.

Baltimore’s black residents are angry at the cops’ oppressive tactics, tired of being rousted and arrested on an officer’s whim, are resistant to the disrespect and humiliation meted out and chafe at the disproportionate amount of control law enforcement has over their lives.

But what residents are dealing with goes deeper. Baltimore, like any number of American cities, has been entangled in a vicious web. Once a booming industrial city, residents watched companies close and jobs disappear overseas, taking with them the solid salaries and wages that had lifted a significant segment of the workers into the middle class. Add to that, misplaced priorities by elected leaders, grossly inadequate schools, corruption and predatory banks and financial institutions, all of which helped hollow out the middle class and push the poor further into poverty.

Baltimore was a pot simmering waiting to boil over. For years, when those in the African American legal, civil society and civil rights communities complained, marched and railed about the number of unarmed black men and boys harassed, beaten and murdered by law enforcement, they were often ignored or told they were being overly sensitive.

In case after case in Baltimore and all over the country, the mainstream community and grand juries deferred to the police who merely had to say that they feared for their lives and they would be given the benefit of the doubt. Anger has simmered in many corners of the black community and flared into riots but there was never any effort to correct the wide range of disparities in the criminal justice system.

Then came Trayvon Martin’s murder by an over-zealous wanna-be cop, the death of Eric Garner at the hands of least half a dozen New York cops in Staten Island and recently, Gray’s death, all which prompted widespread protests and resistance to the established order.

One important element has added credence to people’s complaints: cell phones with cameras and videos. Now, the public is seeing graphic evidence of deadly police-community interactions which has cast an unsparing spotlight on the way officers with black and brown people.

With regards to Gray’s death, it took Mosby, a young, plucky prosecutor – only four months on the job – to determine that there was probable cause for homicide charges to be filed. As she made the announcement, she sought to assure rank-and-file officers that the accusations against the six cops are not an indictment on the entire police force.

In the days ahead, fences much be mended, wounds allowed to heal.

The outcome for Baltimore residents is not guaranteed. Justice may yet be served but Mosby’s actions are just the first step in what promises to be a winding and lengthy legal process.

Little League Sports Stories Missing

I really enjoy reading your paper.

Each and every week you have such interesting articles about what is going on in and around the Washington DC area. The articles I read in your paper always seem to have the best interest of our community in mind. You do a wonderful job in selecting stories to be published each and every week, sometimes I wonder just how do you do it? You must get hundreds of requests to cover events all the time. If I had to complain about something, it’s that your paper doesn’t cover little league sports enough. This issue may be small, but I think it is important.

I sometimes see photographs of little league events, but I don’t see any articles about them. We have a very successful little league sports community in this area. We always have our area’s top athletes getting scholarships to attend the best colleges and universities, and then some even get drafted into the professional ranks. Wouldn’t it be great if we could follow some of them along the way: little league, high school and college.

Well, that’s my only complaint.

Other than that, I just love your paper, and even if you don’t take my advice, I still think The Washington Informer is a great paper.

Dislike Negative Image

I was a little surprised when I saw your front-page photograph on the April 30, 2015 edition. To me it seemed a little out of character for what your newspaper has always stood for, a positive image of ourselves. That photograph is not positive. Yes, there is bad stuff happening in Baltimore, and yes, people need to be made aware of it, but also there are a lot of positive things going on in Baltimore as a result of this incident that people need to be made aware of.

The mainstream media has bombarded us with all the negative images coming out of Baltimore. They made sure we saw all of the people running and looting, the burning of cars, and the people throwing rocks at the police. What I am trying to say is that we had all of the bad news we needed to see coming out of Baltimore. Your paper, to me, did not need to show a photograph of a young black man with his hand shaped like a gun pointing to his head, with his other arm raised holding handcuffs. Then to top that off there was another arm and hand in the photograph in the shape of a gun pointing at the young man. This

image speaks to me of more serious problems: black on black crime and gang violence.

The Washington Informer Newspaper is a special source of news; it provides us with images and articles that we can’t find anywhere else, things that are positive about us. I hope this is not the beginning of a new direction for The Washington Informer.

No Better Time to End Racial Profiling Freddie Gray, 25, was racially profiled and then chased down

by Baltimore police officers. He subsequently died as result of police action taken after what the mayor called an unjust arrest.

But the Gray tragedy is not an isolated case. It is symptomatic of a criminal justice system gone mad with racism and bigotry.

This deadly scenario of racial profiling and the use of fatal police force against Black Ameri-

cans continue to increase across America with blatant disregard for precious value of life. Yes, Black Lives Matter all the time everywhere.

Congressman John Conyers (D-Mich.) and Senator Ben Cardin (D-Md.) have once again introduced a bill designed to make racial profiling a federal criminal offense. It’s called The End Racial Profiling Act of 2015 (H.R. 1933). If police officers knew that they could face federal imprisonment for committing acts of racial profiling, this law would

have a definite impact toward reducing these racist practices.

The growing public demonstrations in Baltimore and across the nation are indications that something substantive needs to change. Even with the calls for better police training and the proposed transition to more community based policing will not work effectively as long as racial profiling by police officers is openly permitted without punitive consequences.

Conyers stated, “This is a systemic issue plaguing men of

color in America, stigmatizing them from youth throughout adulthood. The bill introduced

by Sen. Cardin and I would make for the first time, use of racial profiling a federal offense.

By ending use of racial profiling in police tactics and prioritizing community relations, we can cultivate community focused; smart policing that rebuilds trust in law enforcement.”

Of course, with a Republican-led Congress, it will take significant bipartisan support to get the Conyers’ bill passed.

Senator Cardin represents the state of Maryland and this is the state that the whole world is now watching and waiting to see what will be the outcome in Baltimore of the Freddie Gray case. Cardin emphasized, “Tragic events in Baltimore and New York, North Charleston and Ferguson and elsewhere around the country have shown us that federal legislation finally ending racial profiling is essential.”

Global Migration is about Survival The recent deaths of more than a thousand African refugees attempting to cross the Mediterranean Sea in order to get to Europe highlights an on-going and growing global migration crisis.

Contrary to commentators on the political right – in both the U.S. and Europe –what we are witnessing is not representative of a search for the good life by undesirables from the global South: This is about survival.

Many people in Europe and North America have a strange attitude toward the entire question of immigration. It’s as if there has been an epidemic of historic memory loss. Immigration from Africa, Asia and Latin America to Europe and North America is treated in the mainstream outside of any context.

Migrants are frequently referenced as being “infiltrators.” In the U.S., migrants from the global South are demonized. In much of Europe, Islamophobic and

anti-Arab racism is used against migrants from the Middle East and Central Asia, blaming them for economic decline or suggesting that they – the migrants – lack the will and capacity to assimilate.

The desperation evidenced by the deaths of so many people attempting to cross the Mediterranean, or closer to home, migrants crossing the Mexican border and dying in the deserts, is a direct outgrowth of two major factors.

The first is represented by co-

lonialism and neo-colonialism.

The second is represented by the impact of the reorganization of global capitalism in the form of neo-liberal globalization.

Migration patterns tend to be from the former colonies to the former colonizer, or from those countries that have historically been dominated by Europe or North America to the country that has been the historical dominator. People are leaving countries that were, in some cases, artificially created by the former

colonizer or completely abandoned by the former colonizer when they were either forced to leave or when the colony no longer held value.

In the second case – the impact of globalization on migration – all one has to do is to look at Mexico to understand the problem. The passage of the North American Free Trade Agreement (NAFTA) resulted in the destruction of Mexican

Black Families Must Focus on Asset Building As the wealthy few continue to prosper, the rest of the nation is caught in a financial tugof-war between stagnant wages and a rising cost of living. In communities of color, chronic unemployment and underemployment and a host of other social ills are added burdens to an already challenging economy.

These and other disturbing trends were the focus of the recent Color of Wealth Summit,

conceived and convened by a national research organization, the Insight Center for Community Economic Development and a solution-oriented social change nonprofit, the Center for Global Policy Solutions. The two-day conference engaged prominent thought leaders to propose solutions to the growing racial income and wealth divide that has come to characterize America’s economy.

According to Maya Rockeymoore, its president and CEO, “Most organizations and poli-

cy makers focus on improving income and income supports such as safety net programs.

While this approach is vital, it is not enough to build economic security for vulnerable families over a lifetime. To achieve true security for vulnerable families, asset building must be part of the strategy. Through wealth, families can have the financial resilience they need to sustain themselves in the event of a job loss or illness. Wealth also gives families the resources to invest in their future and realize their The Washington Informer

dreams. A truly transformational economic security strategy should focus on both income and wealth.”

Recent research confirms how hard it is for families that lack adequate earnings, to make it from one payday to the next.

While the idea of saving is valued, for too many consumers nothing is left once basic living expenses are met.

“The same groups of people who have historically been left behind are growing in number and population,” observed An-

gela Glover Blackwell, a summit participant and founder and CEO of PolicyLink. “It is critical that we support asset-building programs and policies that create and protect opportunities for all families to save and invest in themselves, their futures, and their communities.”

Historically, homeownership has been the gateway to building wealth and assets. Unfortunately, the nation’s foreclosure crisis altered wealth-building for

Baltimore is not Ferguson Baltimore is not Ferguson. That was evident by opposite official reactions to the death of an unarmed African American male killed at the hands of local police in the respective cities. At the time of Michael Brown’s death last year in Ferguson, Mo., the city with a two-thirds Black majority, was governed by a White mayor and a White city manager.

The city had only one Black on the 6-member city council, and a White police chief who directed a department that was 94 percent

White. Equally telling, less than 12 percent of voters turned out to cast a ballot in 2014.

Baltimore, on the other hand, is also predominantly Black (63.7 percent), but the city is governed by a Black mayor, police commissioner, state’s attorney and president of a city council that is 60 percent African American.

The police force is 48 percent Black.

After the death of 18-year-old Michael Brown in Ferguson, St. Louis County Prosecutor Robert P. McCulloch mangled his grand jury presentation – perhaps deliberately – that resulted in the

grand jury’s decision not to indict Officer Darren Wilson, the White officer who fatally shot Michael Brown.

As the New York Times pointed out, the St. Louis County Prosecutor strayed from customary behavior by, among other things: • convening the grand jury for 25 days over three months instead of the usual one; • calling 60 witnesses, possibly confusing jurors, instead of only a few that are usually called; • allowing Wilson to testify for four hours, without being cross-examined, though most potential defendants do not usu-

ally testify before a grand jury and • taking the unusual step of not making a recommendation to the grand jury.

So, no one was surprised that the jury of nine Whites and three Blacks voted not to indict Darren Wilson.

In Baltimore, things were different. First, voters had ousted the incumbent state attorney by electing Marilyn J. Mosby over Gregg L. Bernstein in the Democratic primary. Though on the job less than four months, the 35-year-old Mosby made the courageous decision to charge six

Baltimore police officers with crimes that included murder and manslaughter instead of conveniently shifting that responsibility to a grand jury.

Mosby made her decision several hours after receiving the medical examiner’s report that concluded that Gray’s death was a homicide.

At a news conference, she said: “The findings of our comprehensive, thorough and independent investigation, coupled with the medical examiner’s determination that Mr. Gray’s death was a homicide that we received today,

Gray would later die from his injuries and ‘Charm City’ has been in a meltdown ever since.

should come as no surprise in a city that has had a history of questionable police tactics and where jobs and opportunity are foreign concepts for the masses of the city’s Black majority.

Mayor Stephanie Rawlings-Blake chose to call the looters ‘thugs,’ a conscious choice of words meant to label as criminals those involved in property destruction. President Obama also blamed the unrest on “a handful of criminals and thugs who tore up the place.”

ers who lashed out violently were called ‘outside agitators’ by Maryland Gov. Larry Hogan, the same term Gov. George C. Wallace of Alabama used to dismiss civil rights activists in the 1960s.

As I watched the wretched reporting of Wolf Blitzer on CNN – the Can’t get it right News Network – it became clear to me that this will not be the last flash point because justice is now a commodity only available to the highest bidder or the politically connected.

see and hear on-air commentary on the eruption in Baltimore, what stands out is the rush to condemn the looters without any context. There was more concern expressed over the loss of property, most of it that should be insured, than the decades-old economic deprivation that has wiped out generations of Black Baltimoreans.

America knows the Baltimore of the Inner Harbor, Fort McHenry, Camden Yards, and the world renown Johns Hopkins Hospital. It does not know the

Baltimore that exists on the corner of North Avenue and Pennsylvania Avenue, where most of the property destruction took place. The nation doesn’t have a clue about Whitelock Street, in the west Baltimore neighborhood where I lived for almost three years, or the gritty neighborhoods of East Baltimore or Cherry Hill. It is the Baltimore made famous by the gritty HBO series “The Wire” that is on edge. For many, Baltimore is just a

Is Baltimore Black America’s ‘Defining Moment?’

Bearing in mind that a decade passed from the murder of Emmett Till and the Montgomery Bus Boycott until the first major Civil Rights legislation was passed in the mid-1960s, what we see in Baltimore today is like what we saw in Mississippi and Alabama 60 years ago—a “defining moment” in the Black freedom struggle.

The barbarity of the virtual beheading of 25-year-old Fred-

die Gray in Baltimore (his voice box was crushed and his spine was 80 percent severed at the neck (that’s a beheading) while in police custody, matches the barbarity of the beating, the tarring and feathering and the disfiguration of 14-year-old Emmett Till near Greenwood, Mississippi.

The video recordings of Gray’s takedown and the spreading of the word about it via social media today are having the same effect that the photographs of Emmett’s open casket at his funeral had on the Black world

when they were published in Jet Magazine.

There is a Dr. Martin Luther King Jr.-ish character to celebrate in this drama as well.

She’s Baltimore’s State’s Attorney Marilyn Mosby who quickly announced indictments of the six officers involved on charges of manslaughter and even one second degree “murder with depraved heart” charge against the police paddy-wagon driver.

I applaud her move even though there is a common Black intellectual “talking point” which

seems to disparage the decision to prosecute in this case. Her decision was meant to “pacify” the rebellious youth the complaint goes. Some people would make this “good” deed by this prosecutor – who has five generations of police in her family, her mother, her father, her grandfather, and uncles, all cops – become the enemy of their own “perfect” scenario.

For some folks, the perfect scenario is seeing the ferocity of the Baltimore uprising eclipse that of Ferguson, and Staten

Island, and all the other “Black Lives Matter” protests, as though one town’s pain over a stolen life can be greater than another’s.

In her first test of character, like 25-year-old Dr. Martin Luther King Jr. in Montgomery in 1956, this 35-year-old neophyte top prosecutor who has been in office a scant four months, has forsaken the corporate orthodoxy declaring the words “no justice no peace” in the process. Those words are heresy in

Family Matters Take Center Stage in New Play

World Premiere of “The Blood Quilt” Tackles Familiar Topics

By D. Kevin McNeir WI Managing Editor When four disconnected sisters attempt to create a family quilt to honor their recently-deceased mother at their childhood home, they must grapple with their own history and ages-old rituals.

And as the world premiere of “The Blood Quilt” illustrates, when family dynamics come to play, the result can either be a binding together of the clan or a cataclysmic end where all ties are severed forever.

The play, written by Katori Hall and directed by Kamilah Forbes, continues through June 7 in Southwest at the Arena Stage at the Mead Center for American Theater. Forbes, a Howard University graduate, said returning to the venue brings back fond memories.

“I’ve been part of the D.C. theater community for many years – in fact, my first professional job was right here at the Arena Stage so it’s like coming back home,” Forbes said.

“This play is great fun because as a world premiere, you really don’t know its final form until you have the actors, lights and sound all in one space. That’s the part of discovery for the play-

Arena Stage resident playwright Hall creates a situation in which the Jernigan girls gather at their childhood island home off the coast of Georgia to complete a quilt to honor their mother’s final wishes. But when their reunion and quilting bee turns into a reading of their mother’s will, each sister must grapple with “a troubling inheritance.”

“The diversity of the sisters, the culture and the language come together in a way rarely

seen in any forms of mainstream media,” Forbes said. “As rehearsals have continued, we have certainly built a team and formed a synergy of which I am quite proud. In terms of the four sisters, we see their vulnerabilities – the same ones experienced by any family.”

Forbes believes seeing the play will cause anyone, young or old, to revisit the ups and downs that exist within their own families.

“This play has such heart – it’s a real family story,” she said.

“Even if you’re not one that frequents theater often, everyone understands the dynamics of the family. And as you’ll see in the play, there are many points of familiarity,” said the Chicago, Illinois native who now calls New York City her home.

Tonye Patano, who plays the role of the oldest sister Clementine, said being part of the cast has been a real blessing.

“We’re all falling into our roles and have been able to actually participate in the creative aspect that comes with any first showing of a play,” Patano said. “Katori (the playwright) has changed some elements during rehearsals and it’s just wonderful to be part of that. This is a dynamic piece,” she said.

“The roles reflect what goes on in the real world and given the responses of audiences that have previewed the play, it’s clear that they see themselves in members of our fictitious family. Quilting is the base – the four sisters come together to create a beautiful quilt in honor of their mother. I’m the driving force as the eldest sister – that’s a challenging role but one that I’m honored to portray,” Patano said.

Patano brings an interesting background to the world of theater. Both of her parents, now

deceased, met while doing a play and so she’s been on stage as long as she can remember.

“I used to help my mother rehearse her lines and I guess I always knew that the theater bug had bitten me quite early in life,” she said. “In this play, I got the opportunity to create a character – that’s something rare in this industry.”

“I’ve been surrounded by strong women throughout my life and so to have the chance to participate in the creation of another strong woman has been a wonderful experience. Being a black woman in theater doesn’t afford you many opportunities to be blessed with a role with which you can truly sink your teeth into. But here’s my chance – and with our cast – it’s been a joy,” said Patano, a longtime professional actor who has lived in New York City since the early 80s.

Exhibit Showcases Works of African Artists Themes Explore Visions of Heaven, Purgatory and Hell

By Eve M. Ferguson WI Contributing Writer The 14th Century Italian poet, Dante Alighieri, in his most famous work, “The Divine Comedy” said, “Because your question searches for deep meaning, I shall answer in simple words.”

However, he likely never anticipated an exposé on the deep meaning of the question, “Where does the soul go when we leave our bodies behind on the earthly plain?” – a subject examined by 40 contemporary African artists in an exhibit now on display at the National Museum of African Art. “The Divine Comedy: Heaven, Purgatory and Hell Revisited by Contemporary African Artists,” which can be viewed now through August 2, attempts to respond to Dante’s question through the loosely–referenced mixed media works from established and emerging artists from throughout the continent and serves as a first of its kind collection.

The brainchild of Simon Njami, an independent curator, lecturer, art critic and essayist, the exhibit inhabits all floors of the museum, covering more than 2,200 square feet and makes use of the upper, mid and lower levels of the museum to represent heaven, purgatory and hell. And the space is needed due to the large installations which are encompassed in each of the three sections.

Upon entering the museum, a host of angels made of twigs by Ndari Lo, catch the breeze from the entrance and exit doors, while Cheikh Niass’ colorful banners sway above suspended from the ceiling. Bili Bidjocka’s super-titles gleaned from “The Divine Comedy” introduce the visitor to the sprawling exhibit.

“I was convinced I could write a better Divine Comedy,” Bidjocka said laughingly.

“Silence,” a stunning installation

by Algerian artist Zoulikha Bouabdellah, places multiple pairs of highheeled gold sandals in the middle of small prayer rugs, blending both the sacredness of the mosque, where shoes must be removed prior to entry, and the profane in the usage of high-fashion shoes that would not be associated with a pious life. She also makes a statement about the ability of women to assert their individuality while still remaining true to their Islamic faith.

Another large-scale installation in the Heaven section, “Blue Bra Girls”

by Egyptian artist Ghada Amer, manifests as an egg-shaped, stainless steel orb that is both solid and transparent simultaneously.

“My main thoughts here were rather formal,”Amer writes. “I wanted to make an empty sculpture and I wanted it to have an important shadow that would be added on or be part of the sculpture itself. I also wanted to make sculptures with lines, something like writing in space.”

Beninoise painter Pélagie Gbaguidi sees her vision of heaven in a 42-foot canvas work combining the symbolism of a sun king and a protagonist who together, are devouring a dessert.

“This is about my journey as a human being and what touched me,” said Gbaguidi. “Why did we become slaves? This is a conversation about slavery and the conscience of the traumatized. Paradise is a space we don’t yet know.”

Hell is the largest of the three sections, with a gallery of purgatory images before one descends into the darkened galleries of Hell. Aïda

Muluneh’s eye-catching photographs of a face painted entirely white divided down the middle by black dots, represent the void that is purgatory.

The works from “The 99 Series” are seven photographs, representing the seven deadly sins referenced by Dante in his “Purgatorio” section.

Using the duality of black-andwhite Ethiopian fabric from the south of the country and hands painted bright red, Muluneh, who once lived in the D.C. area, explained that “we are all living in the inferno.

Masked faces symbolize not revealing emotions. The face can be a man or a woman.”

Muluneh’s photographs placed on the opposite wall from photos by Tunisian artist Jellel Gasteli of a barren desert, which sometimes gives way to shallow pools of glistening water, follow in a gallery that ushers in the visitor with a large-scale installation of red silk titled “Circle of Life,” by Pascale Marthine Tayou, a barrier that must be circumnavigated before entering into Hell.

Malagasy artist Joel Andrianomearisoa’s staggered walls of mirrors allude to vanity that comes before the fall and Kenyan artist Wangechi Mutu’s “The storm has finally made it out of me Alhamdulillah” depicts a being releasing strange, red, flameshaped entities from its mid-section.

Yinka Shonibare MBE’s sculpture of two headless men, dressed in colonial outfits made from the ubiquitous wax print textiles, which although produced in the Netherlands, are symbolic of Africa, engaging in a duel. Even the title, “How to Blow Up Two Heads at Once (Gentlemen),” adds to the nightmarish visions which fill and fulfill the concept of hell, the final destination.WI The Washington Informer

In retrospect, Howard University officials may be rethinking their decision to fire noted poet and literary activist E. Ethelbert Miller. Since he was fired about a month ago, social media has been abuzz as friends, colleagues, students and mentees have expressed their disgust, exasperation and dismay.

Miller’s supporters are incensed that someone who’s given so much to the hallowed institution was dismissed in so shabby a manner and they have bombarded the president’s office with letters, emails, tweets and other forms of communication.

Vera Katz, a retired professor in the Department of Theater Arts who served the university for 32 years, said she expected better from university officials. When she landed on Howard’s campus 46 years ago, Miller was one of the first people who embraced her, she said.

“He was one of the few people who reached out to me in 1969,” she recalled. “It wasn’t a good time; Martin Luther King had been killed but he reached out to me. I can count on a quarter of my fingers who did that.”

“He’s a legend in the literature and arts communities and in D.C. His contacts go beyond this area,” she said. “Even though he’s strongly steeped in

his color, he does not see color.

He knows who he is, identifies with his heritage and is open to diversity and other people.

What he provided to students and the school is invaluable.”

In her letter to Howard President Dr. Wayne A. I. Frederick, Katz said she was shocked at Miller’s dismissal.

“The Director of the African American Resource Center and employee for 40 years has earned better treatment than a dismissal without proper compensation. I urge you to oversee an agreeable financial arrangement with Mr. Miller,” her letter said. “Over these many years, he has initiated and fostered numerous events that have distinguished the university and brought knowledge to the student body. He has introduced new talent to the publishing world. Always with his gift of language and wit, he has been indispensable in stimulating young minds. He possesses a deep and articulate awareness of both the history of Washington, D. C. and the politics of equality in America, which the young need to know.

It is not surprising that he has recently been inducted into the Hall of Fame of Washington for he has been a resource to us all,” Katz wrote.

On April 3, Howard officials announced the layoffs of 84 staff members, including Miller.

Miller said he learned he’d been laid off when he realized he was locked out of his university computer and barred access to his email.

He described the severance package as an insult.

“I’ve been here for 40 years.

There are people here who did less work, made more money and they left with wonderful severance packages. I was willing to compromise,” said Miller, who emptied out his office on April 17.

“They want to give you a chicken and one day off for Xmas. People love the institution but they want love in return. They broke 80 peoples’ heart. I’m a writer, this is what (we) do. We have to testify. They let 80 people go and released no names. It’s like a plane went down and we only hear about the Americans on the flight. Don’t call me to honor me and give me a certificate or an honorary degree. I’m not going for that … They want me to go quietly. I’m not angry, I know my worth.”

For years, Howard University has been bedeviled by formidable economic challenges including: increased competitiveness from rival institutions; shifting demographics; financial pressures from the recession; and cuts to Howard’s federal allocation and Pell Grants.

The Board of Trustees has tightened budgets, triggered layoffs and slashed budgets in an effort to trim a $44 million shortfall.

Reginald Dwayne Betts, a Yale University law student, responded shortly after news of Miller’s dismissal began spreading. “… I was devastated to learn that Howard University is letting Ethelbert Miller go after a career and commitment to the institution that has lasted longer than the 34 years I’ve been alive,” Betts said. “It would be simple to just recount the impact that Ethelbert has had on Howard University graduates. Many of my friends recall Ethelbert changing their lives, friends who graduated from Howard as recently as five years ago and as long as 20. But such

a recitation of honors would not suffice.”

Betts said when he got out of prison just 10 years ago, he met Yao Glover, who sent him to Miller.

“Yao knew that I was a poet.

He also knew that prison is a troubling place and that coming home, a young man like me would need support,” said Betts. “Yao would send me to a man who had a huge influence on his development as a poet and man of the community: Ethelbert Miller.”

“Still, I did not know Ethelbert worked at Howard University. I’d been out of prison a little more than two months and had no sense of how the world of academia and arts worked.

What I did know is the name Ethelbert. Years before, he’d published my very first poem, a poem I typed on a prison typewriter and mailed to Poet Lore with a stamp that bore the red mark of incarceration. I’ll never forget the day I received the acceptance letter and will never forget the day I went to meet Ethelbert.”

Eric Booth, a faculty member of the Juilliard School a top performing arts conservatory with programs in dance, drama, classical music, and jazz in New York, added his voice to the chorus of disapproval.

“I was stunned to learn of the firing of Ethelbert Miller. Of course we all understand the pressures of budgets and the sad necessity to reduce staff,” he said in a letter to Frederick. “But I and others who have been exchanging our shock this morning don’t understand that you dump a legend, a widely respected, profoundly positive, icon of your university.”

“I shiver to think who you chose to keep in the decision to get rid of Ethelbert. How deeply sad that we have entered a time when 40 years of character and enormous contribution are not enough to keep a job. What is enough for Howard? This firing would permanently change my view of your university and its values. It is in your hands to reverse such an appalling organizational choice.” WI

For many years, Clara Little liked to say that she knew her last child would be a girl.

She predicted it, and it happened – perhaps through force of will because, says her daughter, Clara was that kind of person: self-reliant and strong.

Clara worked long overnight shifts, but made sure that her house was spotless. She helped care for her neighbors and her family, giving her children a good upper-middle-class life at a time when that was a rare thing in their mostly-African American New Jersey community. Her giving spirit and her no-nonsense personality remained well-known for the rest of her life, and when Clara died, her many friends mourned along with her family.

For Benilde Little, the death of her mother was a crushing blow – the biggest in a series of events that bruised her already-fragile, sensitive soul. Two months prior, Little lost her father-in-law. After her mother’s death, her best friend’s mother died, the financial market collapsed, the Littles’ income fell, Little’s dog got sick, menopausal symptoms exacerbated, and her husband was diagnosed with cancer.

For months, Little could barely function without dissolving in tears. She had trouble getting out of bed, she stopped calling on friends, and her writing career all but halted. Seemingly everybody had advice and

Indeed, although it’s hard to accurately explain the depths of depression or grief, author Benilde Little still gives readers a good sense of the senseless, and of the confusion that’s felt when one is completely, totally powerless to explain why certain harmful emotions are so sticky and can’t abate. We’re also taken on a trip through a few of the various treatments that work – and don’t – before Little finds a shaky conclusion.

Be aware that there’s quite a bit of back-story filler and empty name-dropping here but since this book could be a comfort to anyone experiencing grief or depression, the pay-off might be worth the journey. For that person, “Welcome to My Breakdown” could be a memoir well-read.WI

Barn Burner to Pit Howard against Hampton

Summer hasn’t even begun but already people are talking about the 2015 AT& T Nation’s Football Classic, once again organized by Events DC that will feature Hampton and Howard Universities on Friday, September 18.

The annual football game featuring historically black colleges and universities [HBCUs] will return to RFK Stadium with an exciting game on the gridiron and all the fanfare of two talented marching bands.

“We wanted to refresh the event and bring back a classic rivalry as we did in 2011 with Morehouse and Howard,” said Erik Moses, senior vice president and managing director of Events DC., Sports and Entertainment Division.

“The Classic has become a signature event for our nation’s capital – it’s more than just a game. It’s an overall experience that attracts fans from around the country who continue to come back in part because of the great hospitality they receive from our hotel and restaurant partners,” said Greg O’Dell, president and CEO, Events DC. The rivalry between the two schools dates back to their first meeting in 1908 and has been frequently described as the “Battle for the Real HU.” Both coaches expressed their excitement about participating in this fall’s Classic.

“This is going to be a great headliner – a great way to kick off competition in the MEAC conference,” he said. “As a player, I never had a chance to go against Hampton. But since then, it’s become a fiercely-competitive matchup. Fans who show up are guaranteed to see a great game.”

School in Hampton, Virginia, displayed their musical prowess. Led by Band Director Jerry Lancaster, the band’s captain, Isaiah Green, 17, said traveling the country and playing with his band members continues to be “an amazing experience.”

“I’ve been part of the drumline for four years but this promises to be our biggest, most competitive and exciting year ever,” Isaiah said. “Music has always been what I’ve wanted to do. Happy Mother’s Day 2015 What About the Children!

Recently, the world watched Baltimore burn as we witnessed a mother who emerged as a hero in a video that went viral. Seen beating her teen-age son across the head as she yelled, there was much feedback, some positive and others negative. I’m with the positive crowd, I saw a mother, Tonya Graham, a single mother of six, afraid to lose her son. She knew it was her place to knock some sense into his head the only way she knew how.

Though it was violent, obviously she panicked, and was fearful he would be shot, she said; possibly killed by exhibiting that type of behavior. The next day, she had him out there helping to clean up the streets.

How you treat your child is relevant to what’s going on. I understood her fear; as she spoke on national TV, I heard her say how she lost it. She could see her only son being another statistic!

When parents chastise their children inside their privacy of their homes, if the child calls the police, that fearful parent might end up going to jail! That same disciplinary action exhibited by parents in the home is in the best interest of the child - you can’t have it both ways; you praise one and arrest others.

Zena Oglesby, founder and executive director of the Los Angeles-based Institute for Black Parenting, told The Root, “Black children are still more likely to be separated from their parents, even in cases where flagrant abuse is not an issue; they tend to be taken into custody at a much higher rate, and kept in the [foster care] system much longer. This disproportionately cannot be explained away easily; there’s definitely a racial thread,” said Oglesby, a former child-protective-services supervisor

who has also trained federal child-welfare workers. I’ve watched hundreds of white families show up with their relatives, and they’re given custody of abused children without their home ever being screened.

Too often, that never happens with black families who end up in court.”

Any other time, Tonya Graham would have been arrested for child abuse. Instead, the Baltimore Police Commissioner Anthony Batts sang her praises on CNN, seen around the world. He said “I wish more mothers would do the same.” Shocked at the public display of violence, I understood why the police chief would make such a comment.” Mixed messages though!

I grew up with parents who did not spare the rod; whippings were part of life; they did it like the bible says ‘spare the rod and spoil the child.’ And they told us so too, but it wasn’t abuse. It was discipline.

Ask yourself, did I take time to teach my children right from wrong? Did I show them excellent lifestyle examples? It’s not what you say, but what you do that they’re watching. Was your behavior as a mother speaking louder than your words? Did you take the time to see that their needs were met?

When children grow up with love, nothing can stop them from sharing love with someone else in their life, that’s all they will know.

Teach them how to be selfish, because you didn’t share and didn’t insist that they share either, don’t expect different results.

Many young mothers today are busy worrying about their love lives; chasing behind some man.

The direct answer is that our society is still in a state of denial of its racial problems that are deep-seated and rooted in the systems of racial injustice, poverty and economic inequality.

The current attempts to divert attention away from the unjust racial profiling actions and deadly brutality of the police in Baltimore against Freddie Gray to speculation about whether Gray broke his own spine and crushed his voice box in a so-called self-inflected rage, is a classic example of how the police always criminalize their victims.

Changing laws and enacting The End Racial Profiling Act, however, are the right steps to be taken, but that will not be the complete journey towards equal justice and fairness. All forms of racial injustice must continue to be challenged. The ultimate goal is to have a non-racial society and an inclusive democracy where race or ethnicity will not be a discriminating factor. We still have long ways to go.WI

While most Black and Latino homebuyers have had their mortgages underwritten by government-backed programs such as FHA, VA and USDA, the greater challenge has been access to private sector conventional mortgages that over the life of a loan are far cheaper than the government-backed offerings.

The annual Home Mortgage Disclosure Act report (HMDA), quantifies by race and ethnicity mortgage lending and denials for mortgage loans. For 2013, the most up-to-date report, the data clearly reveals that while conventional mortgage originations rose slightly from 2012 to 2013, nationwide Black consumers, who are more than 13 percent of the population, received only 2.3 percent or 36,903 loans.

In 2012, the same data point was even smaller, with only 26,500 such loans.

Earlier research by the Center for Responsible Lending (CRL), a summit co-sponsor, revealed that many homebuyers of color

were steered into higher-cost, subprime loans – even when they qualified for cheaper ones. After analyzing 50,000 subprime loans, CRL concluded that Blacks and Latinos were almost a third more likely to receive a high-priced loan than were Whites with the same credit scores.

Additionally, research by the Center for Community Capital at the University of North Carolina found that borrowers of color and low-wealth families who received safe mortgages that were fully-underwritten during the housing crisis saw their home equity appreciate by $23,000.

Ever-widening wealth gaps are not a Black, or White, or Latino problem. Nor can the dilemma become more fodder for partisan bickering. It is an American problem that deserves a response equal to its challenge.WI

Those aren’t thugs you see on television. They are what social science researchers define as ‘disconnected youth.’ They are not ‘outside agitators.’ They are Baltimore youth, some teenagers and some young adults.

They are the children of a city that has for some time now provided an inadequate education, offered little by way of employment and, like so many other cities, used the criminal justice system to corral youth engaged in the commerce of last resort but easy entry – crime. It is beyond disappointing to hear a Black mayor and a Black president call Black children thugs but offer little programmatically to give youth confidence that their futures will not be as bleak as their present.

Just as some folks want the Baltimore uprising to outrank other painful moments in this nearly year-long police-murdering-unarmed-Black-folks saga, some others live just to label someone else an “Uncle Tom.” When if we really read Harriet Beecher Stowe’s novel (originally titled “Life Among the Lowly,” about a character who lived in a shack that’s still standing between Baltimore and D.C.), we can see clearly that the Uncle Tom in the book was no “Uncle Tom” but was The Washington Informer

ably hope for that kind of outcome when only 12 percent of the voters turn out for an election, which was the case in Ferguson.

But don’t get it twisted: Having Blacks in office or voting in large numbers does not guarantee justice will be done.

Blacks vote in respectable numbers in New York City, yet the White officer, David Pantaleo, was never prosecuted in the choking death of Eric Garner.

In Baltimore, the state’s attorney’s investigation revealed that many of the early assertions made by the police department, under the supervision of Black Police Commissioner Anthony Batts were inaccurate. Even worse, of the six officers charged, three of them – Sgt. Alicia White and Officers William Porter and Caesar Goodson, Jr. – are African American.

Goodson faces the most serious charges of second-degree murder and involuntary manslaughter. He was driving the van that transported Gray

and was accused of not placing the suspect in a seatbelt for his safety.

Porter was told twice that Gray was in need of a medic, but never called one, according to the prosecutor. He was charged with involuntary manslaughter, second-degree assault and other charges. White arrived on the scene after Gray had been placed in the police van. But she, too, was accused of failing to summon a medic. She was charged with involuntary manslaughter, second-degree assault and misconduct in office.

The other officers – Edward Nero, Garrett Miller and Lt. Brian Rice – were charged with, among other things, second-degree assault.

Clearly, having Blacks in key positions is no guarantee that justice will be served. But it certainly increases the odds of that happening, as we have seen in Baltimore.WI

to induce ‘calm’ by elected officials and the suggestion that a police force that is the source of much of the anger unleashed can somehow now be trusted to restore order. Can we have a moment of silence for the truth?

There has been an absolute failure in political leadership in cities such as Baltimore that has resulted in little or no effort to drive substantive change.

Mayors, city council members, governors and state legislators come and go, and the problems persist.

What I read on social media in reference to the looting is that ‘this is not the way’ or ‘they should vote’ or ‘they need to seek justice’ and criticism that ‘they’ are burning down their own neighborhood. Let’s get one thing straight: the system has failed Black people, and particularly Black youth, time and time again.

We fix this by addressing poverty, long-term joblessness and equitable access to capital and gender equity. If our neighborhoods can be devastated by the loss of a CVS store and a

check cashing establishment, it shows just how little we possess in the local economy. The dearth of small business ownership is ironic given that the late Rep. Parren Mitchell, a Baltimore legend, was a champion of small business development.

We fix this by ending the nonsensical theoretical debates on public education and incessant experimentation, driven by market forces, and start educating our children. When we push Black children out of schools by disproportionately disciplining them for similar offenses committed by their White peers, and then use their suspension or expulsion as a proxy for a criminal record, should we really be surprised by the looting? We fix this by ending the prison pipeline that is fed by the assault on civil liberties, the targeting of Black youth, and the elevation of minor offenses into criminal charges that leads to an endless cycle of incarceration, release and incarceration. What is more thuggish than systemically destroying a people?WI

truly a heroic character who was murdered because he would not reveal the whereabouts of a runaway slave.

This episode is for Black folks a true defining moment, sparking sympathetic all over the U.S. and in cities abroad. If for no better reason than the indictments of these criminal cops will require them and their right-wing supporters to spend enormous legal fees to defend their murderous behavior, then I cheer “Good! Great!”

I remember how the criminal injustice system bled the Black Panther Party and other militant groups dry in the 1970s with “Free Huey” (and other) bail-fund drives and legal fees against bogus charges. For once, in this case, the script has been flipped.

It may be a stretch to place this lawyer alongside Dr. King, but she’s off to a roaring start in my book. “I learned very early on that

the criminal justice system isn’t just the police, the judges and the state’s attorney,” she said during her successful campaign which made her the youngest top prosecutor in a major city in the nation.

“It’s much more than that. I believe that we are the justice system.

We, the members of the community, are the justice system because we are the victims of crimes.”

Her own 17-year-old cousin was a victim of Baltimore gun-violence. It seems Mosby’s commitment to “Equal Justice For All” is in her very DNA. So now, we are all perched on this precipice watching the drama unfold, more rapidly now perhaps than 60 years ago, and mature and more sophisticated now, growing out of the “Occupy” protests from a few years back. This now-defining moment arrives just ahead of what we may see as a “long, hot summer.”WI
