GOP, Democrats, Still at Loggerheads Shutdown Threatens Economy, Livelihoods

By Barrington M. Salmon WI Staff Writer It’s Week Two of a government shutdown which has paralyzed the nation and brought government operations to a virtual standstill.

Rep. Donna Edwards (D-Md.) said her office has been fielding

telephone calls from federal employees who want to be working but who, because of actions by House Speaker John Boehner (R-Ohio) and a few dozen Tea Party members, are at home twiddling their thumbs.

“They don’t understand why this is going on. They’re held hostage while the government

is shut down,” said Edwards during an interview Monday.

“They’re taking care of elderly parents, children. They don’t have any wiggle room.”

Edwards co-sponsored a bill that will give retroactive pay to furloughed federal employees. “ … It is the American people, including millions of federal

workers, and the U.S. economy who will pay the price,” she said in a statement last week. Edwards said federal workers have endured a pay freeze for the last three years and the sequestration that forced many to take unpaid furloughs.

Cirque Producer Brings Steeds, Dreams to Area Normand Latourelle’s Cavalia’s Odysseo Opens at National Harbor

By Stacy M. Brown WI Contributing Writer Normand Latourelle helped to create Cirque du Soleil, a dramatic mix of circus arts and street entertainment that’s become the largest theatrical production in the world.

Cirque has earned the 58-yearold Canadian entrepreneur hundreds of millions in gross revenues, but it wasn’t until he developed his new touring show that Latourelle realized his dreams.

“When you dream, it’s not always realistic,” Latourelle said.

“But, if the dream comes as easy as one, two, three, that means that it is a realistic dream and having a show with horses has been that dream for me.”

The show, Cavalia’s Odysseo, a $30 million production, opens Wednesday, Oct. 9 and runs through Sunday, Oct. 27, at the

Plateau at National Harbor in Prince George’s County.

The show features a combination of what Latourelle called his dreams, including a mythological horse with wings – similar to Pegasus – that features the spirit of the horse’s rider flying clad in a flowing gown and hovering above the horse.

There’s a jumping competition between horses and acrobats in the two-and-a-half-hour show, which also features a lush forest with musicians dangling from trees in song.

“The stage is humungous, really large with big mountains,” Latourelle said. “I think those who see the show will always remember it.”

Prior to arriving in the District, Latourelle, an avid horseman, said he spent time admiring the elaborate nature of the production and the crews who worked to put the stage together.

No less than 80 people played a role in installing what’s recognized as the largest touring tent in the world. Technical and logistics teams worked diligently to transform National Harbor into an upscale showplace, which Latourelle calls, “Odysseo Village.”

A total of five tents have been erected, including the imposing White Big Top. The show consists of 64 horses and 49 artists and, it marries the equestrian arts, stage arts and high-tech theatrical effects that

Latourelle guarantees has never been seen before.

“There are three-story mountains on the stage and audiences will see it in what I call, 6-D,” Latourelle said. “Everything will be up close and personal. This show truly indulges our wildest artist ambitions. There are 10,000 tons of stone, earth and sand to create this phenomenal open space where man and horse come to enjoy each other’s company in complete complicity. I wanted the stage to be completely free of masts and obstructions, giving our creative team freedom to design any scenes we could imagine for our two and fourlegged performers,” he said.

As if that weren’t enough visual stimulation, Latourelle said a full-sized Merry-Go-Round will hang over the colossal stage, which has the ability to support as much as 80 tons of equipment.

Designer Marc Labelle conceived the show’s Big White Top in Canada, while a team of engineers in New York and Italy designed the canvas structures that took 11 months to create.

Oddly enough, Latourelle said he originally wanted to be a doc-

tor, but changed his mind the first time he went to a hospital because of an illness at age 11.

“Then, I thought about being a politician but I was a bit too rebellious for that,” he said.

He then began putting together small shows and learned about sound, light design, stage production and, “I became a jack-of-all-trades,” he said.

Cirque du Soleil happened almost by accident. Latourelle said a regular festival in Quebec hired him to do an outdoor show but rain forced it under the Big Top. “That’s really how Cirque du Soleil was conceived,” he said.

Eventually, Latourelle moved away from the show, which now has many incarnations, and branched out to produce what some have called, “Cirque du Soleil with horses.”

He’s confident that other ideas will surface, possibly replacing Odysseo.

“I don’t know where they come from, the ideas. They pop into my head and I go with them,” he said. “I wake up in the morning and say, ‘Let’s try jumping. What can we do with jumping?’ And then, I work. I find a way to do it.” wi

I worked as a lobbyist on Capitol Hill [in 1998] when two Capitol Police officers were killed. They put their lives on the line to protect members of Congress and tourists who visit the landmark. I’m sorry that the woman’s mental issues led to her death, but the Capitol Police officers’ responsibility wasn’t to save her life, it was to save the lives of everyone else. My heart breaks for her family.

With previous incidents like the Oklahoma City bombing and the Navy Yard shootings, law enforcement officers can’t wait until something tragic happens. It’s awful that she had her child in the back seat of the vehicle, but I don’t think the police officers knew a child was back there. It’s a sad tale of events that led to her death, but I think the officers were justified in their actions – especially when you consider the tension surrounding the government shutdown.

Christylez Bacon Washington, D.C. Considering the freshness of the Navy Yard shootings, law enforcement officers are definitely on edge and don’t want to take any risks that could cost lives. There is protocol that Capitol Police officers must follow when incidents occur in close proximity to the Capitol.

The woman who was killed was engaging in activity such as driving at high speeds into the barriers around the Capitol that also put her child’s life at risk as well. I hope the event shines a spotlight on the fact that there are a lot of people in society with mental health issues that go undiagnosed.

I think the incident is extremely sad, and many people are saying that she was unarmed, but she was driving a 3,000-pound piece of metal – her car – and turned it into a weapon. In my mind – and I don’t want to seem unsympathetic to her mental state – but she was holding her baby hostage in a sense. It’s very sad, but I feel the Capitol Police were justified in their actions.

Although she was unarmed, she used her car as a weapon. At the moment, emotions are very tense throughout the country – especially with the recent Navy Yard shootings. I can understand how the police’s actions look a bit overzealous, but given that she used her car as a weapon, I can understand why they acted in that manner, as unfortunate as it is.

Despite GOP efforts, about 45 million uninsured Americans began signing up for health insurance coverage on Oct. 1.

Edwards said she is totally against Republicans’ attempts to wrestle an agreement from Obama and Democrats for ideological reasons.

“I think the Republicans are really playing with fire. [The shutdown will result in a] drop in the stock market and erosion of growth, she said. “The president is right. They need to do their job and pay the bills. There is no real negotiation. With the debt ceiling, you cannot negotiate around the full faith and credit of the United States.”

GOP’s goals. And even people who are critical of the law disagree with the GOP’s desire to kill it.

Mayor Vincent C. Gray (D) refused to furlough District employees and declared them all “essential” employees. The administration is using between $200 million and $300 million of city money to pay salaries and wages.

“Thanks to the leadership of Mayor Gray and the city council, the impact has not been felt because they are using the ‘Rainy Day’ fund money to keep workers on the job and will be able to pay people for two weeks,” said Joslyn Williams, president of the Washington Metropolitan Chapter of the AFL-CIO. “If [the shutdown] isn’t settled by then, they’ll have a decision to make: close government down or use more funds.”

Gray has requested a meeting with Obama and Congressional leaders to discuss the effects of the shutdown on the city, and there’s a plan to protest the shutdown on the East Lawn of the Capitol Wednesday afternoon.

David A. Bositis, senior political analyst at the Joint Center for Political and Economic Studies in Northwest, called the Republicans’ actions “nothing but extortion.” “[They] had their chance the first Tuesday in November, but they lost,” Bositis said. “Ann Romney was already measuring

drapes in the Oval Office. Every four years, the white population is reduced by two percent. With the new minority-majority, conservatives are going to die. That’s why they’re so angry. But look on the bright side, if they default on the debt, the Koch brothers will lose billions.”

Bositis, a noted author and editor, said the shutdown was unavoidable because Obamacare opponents, in what a New York Times story described as “a constellation of conservative groups,” met and produced a blueprint to defund Obamacare by shutting down the federal government.

“The Koch brothers, Ed Meese and others met in secret.

They’re unindicted co-conspirators,” Bositis said. “This has the potential to really end very, very badly. We could see another recession worse than 2008. The Dow, as we speak, is 14,990. In March 2009, it was at 6,500. It could easily go back to 6,500.

One issue that portends more gridlock is the Thursday, Oct. 17 deadline to raise the debt ceiling. Conservative Republicans know that as America runs out of money to pay its bills, Obama will need Congress’ approval to raise the debt ceiling. Fortunately for him, Watson said, he and his wife are employed.

District Moves Forward Despite Shutdown District leaders are pleased with the way the city has operated since parts of the federal government shutdown on October 1. The District government is using its reserves to pay employees and keep operations going while the Republican-led U.S. House of Representatives and Democratically-controlled U.S. Senate and White House fight over the terms of a continuing resolution that will put the federal government back in business.

D.C. Council member Jack Evans (D-Ward 2) and a candidate for District mayor in 2014 said city operations are going very well.

“We [the D.C. Council] did the right thing by staying open and paying our employees,” said Evans, 59. “We did the right thing by collecting trash. We probably can keep operating like this until the end of the month.”

Evans said that he hopes that Congress gets its act together and passes a continuing resolution so that it can reimburse the District for the city’s operations during the shutdown. D.C. Council member Jim Graham (D-Ward 1) said he hopes that members of Congress come to their senses.

“People are hurting now,” said Graham, 68.

Meanwhile, D.C. Del. Eleanor Holmes Norton (D) is continuing to push for Congress to allow the District to spend its own funds during a federal government shutdown without an appropriation.

Delayed AG Election Generates Opposition The D.C. Council’s action on October 1 to delay the election of the city’s attorney general from 2014 to 2018 has some District leaders upset.

“I am angry and disappointed,” Markus Batchelor, the outgoing interim president of the Ward 8 Democrats, said. “It is absolutely ridiculous that a majority of our council did not come down on the side of the people. Council members Anita Bonds, Jack Evans, Vincent Orange, Marion Barry, Muriel Bowser, Mary Cheh and Jim Graham have effectively voted to disregard the will of the people because of their inability and unwillingness to do the work that was necessary to prepare for this election in the time frame that we approved.”

On Nov. 2, 2010, District voters overwhelmingly supported an elected attorney general, with the widespread assumption that the first election for the office would be in 2014. However, the D.C. Council voted this summer to delay the election based on confusion about the responsibilities that come with the job and a lack of credible candidates for the office.

D.C. Council member Tommy Wells (D-Ward 6) authored legislation that would have returned the election to 2014 but it failed, 7-6, and he said his colleagues made a mistake by delaying the election.

“D.C. is in the midst of the greatest crisis of ethics since the advent of Home Rule, and the majority of the council has voted to maintain the status quo,” said Wells, 56.

D.C. Council member David Grosso (I-At Large) supported Wells’s bill, saying that the sentiments of District residents should be respected by the D.C. Council.

Democrats adopted a resolution that called for the D.C. Council to restore the 2014 date.

Noted criminal defense attorney Paul Zukerberg shares Batchelor’s frustration and has taken action. Zukerberg, 55, filed a lawsuit on September 30 at the D.C. Superior Court in Northwest against the District of Columbia Board of Elections and the D.C. Council, to ensure that the attorney general position is on the ballot next year.

“If the council can cancel the election for attorney general, they can cancel the election for mayor, or their own election, and we will be left with nothing but tyranny,” Zukerberg said. “This suit is about respecting the will of the people and the right of District voters to choose their own elected officials.

Laurel Prep Program Provides Second Chances

Fifth-Year Students Have an Opportunity to Excel in Sports, Academics

By Joshua Garner WI Contributing Writer Randall Nelson grew up believing basketball was the only thing he could ever trust.

Nelson, 19, of Southwest was an orphan by the age of four.

By age 10, he ran away from an abusive relative who had been his caregiver before being taken in by a family friend. He spent years bouncing from schools in the District and Prince George’s County. However, he always found focus in playing basketball, a sport his father once told him he’d have to work hard for, even when his focus in school waned.

“I knew I was going to move

eventually,” he said. “I never put much effort into school.”

His lack of focus in school and constantly moving caused him to repeat his senior year at Forestville Military Academy.

Even worse, at age 19, he no longer qualified to play basketball in Prince George’s County Public Schools. He said he was on the verge of dropping out before learning about the Laurel Prep Academy, an alternative education facility that allows him to continue playing basketball and earn his diploma.

“Yes, I’ve got another chance at life. I’m not going to mess up this time,” Nelson said.

school system because he was 19. Brown said he saw a correlation between dropout rates for fifth-year high school students and their ineligibility to participate in athletic programs.

“Anytime you have kids dropping out, you have to have something in place to enable them,” Brown said. “This is a second chance for [students].”

Prince George’s County school system has an enrollment of more than 127,000 students making it the second largest school district in the state, according to the Maryland State Department of Education. The county’s graduation rate is 72.87 percent as of 2012, down from 74.63 percent in 2011. By comparison, Montgomery County Public Schools, Maryland’s largest school district, had a graduation rate of 87.4 percent in 2012, a slight increase from the previous year, according to the Maryland State Department of Education.

Within the state of Maryland, students 19 or older cannot participate in athletic programs in public schools. Students who have been in high school for more than four years bear the brunt of the rule, Brown said.

The academy has attracted mostly male applicants who are overwhelmingly African American. Brown said the students enroll from throughout the region, but most of them have attended schools within Prince George’s County and lost interest in

school because they weren’t able to play sports.

“A lot of them just drop out because they have no incentive,” he said.

Within Prince George’s County, the dropout rate among black males increased to 22.8 percent in 2012, according to the Maryland State Department of Education.

The academy formed a partnership with National High School, an accreditation program that provides curriculum to the school and accredits its diplomas. Students are instructed by a staff of volunteers at the Boys and Girls Club in addition to taking classes online. The academy formed its own athletics program and allows students up to the age of 20 to participate; teams compete against oth-

Brown said he and the volunteers help market the students to prospective colleges and universities, some students have already graduated from the program and have received athletic scholarships for college.

And for students spending a fifth year in high school, the academy has given them a second chance to score higher grades and impress college admission officers.

Charles Kwarteng, 19, of Elkridge said he was off to a rough start during his fourth year in high school during the 2012-13 academic year. A native of Ghana before moving to the www.washingtoninformer.com

U.S. last year, Kwarteng said he battled a spat of illnesses including malaria and typhoid fever before enrolling in Long Reach High School in Howard County.

At a height of 6-foot-6, school administrators initially thought Kwarteng lied about his age when he joined the school’s basketball team. He said recovering from his illnesses and adjusting to the U.S. prevented him from concentrating on his studies during his senior year. He knew that he’d be spending a fifth year in high school but didn’t expect not to be able to play basketball, a sport he dreamed of coming to the U.S. and playing since he was a young child.

“I was sad. I didn’t really get my opportunity to show what I

could do here,” he said. “When I learned I couldn’t play the following year, it messed me up even more … I just knew basketball was something I wanted to do.”

As a student in the academy, Kwarteng plays on its basketball team and competes against other prep schools and some colleges, said Brown. Kwarteng still attends Long Reach High School but can now qualify for athletic scholarships to college. He said he wants to get into a Division 1 or Division 2 school and wants to pursue a degree in business and marketing.

“I have options now,” he said.

Affordable Care Act Launches in D.C., U.S. the District experienced first-day glitches and problems related to any new system becoming operational, but Mila Kofman, executive director of the DC Health Benefit Link, the District’s new online health insurance marketplace, said she’s excited about what the health benefits exchange offers residents and businesses. So far, four major insurance companies are offering almost 300 plans for local consumers.

the ACA is that people will no longer be turned away because they have a medical need or may have had a pre-existing medical condition. Insurance companies can’t say they won’t take you and charge you higher rates. As of January [2014] that will be illegal.”

“Women of child-bearing age can’t be charged more. And for the first time, women will be charged the same premiums as men because gender-based ratings will be illegal. People will be able to access coverage that covers their actual medical needs.”

Kofman, an alumnus of Georgetown University’s law school and a research professor with the Georgetown Public Policy Institute, is a nationally recognized expert on private health insurance markets and served as Maine’s Superintendent of Insurance from 2008-2011 where she regulated a multi-billion dollar insurance industry.

Everything her staff has done to this point, Kofman said, is to make it as easy as possible for consumers to work with the exchange.The exchange will require insurance companies to compete with one another and offer consumers qualified health plans in a transparent form on an electronic market place. Consumers will have the option of choosing the plan that works best for them. For the first time, Kofman said, District residents will receive better health insurance at an affordable cost by insurers who will offer a range of insurance plans.

The online marketplace, she said, will give residents the option of shopping for and comparing different insurance packages that fit their budget and coverage needs. Those who’re uninsured have until March 31 to sign up for coverage for 2014.

To have coverage beginning Jan. 1, individuals and families must sign with a health plan by Sunday, Dec. 15.

Congress passed the ACA in 2010 and the law directs health insurers to cover anyone who wants insurance, regardless of their medical condition. An estimated 50 million people are

uninsured and four out of five uninsured individuals will be eligible for coverage.

Even in the start-up phase, Kofman explained, DC Health Link wants to ensure the best possible customer experience.

“We are making trained experts – DC Health Link assistors and DC Health Link certified insurance experts (licensed brokers) – available from Day One to help all users navigate the process of applying, shopping, comparing, and choosing coverage,” she said. “In October,

In addition, Kofman explained, a call center is open and trained experts will be available to provide consumers with individualized help. In August, the DC Health Benefit Exchange Authority approved grants to dozens of District-based organizations to provide one-on-one assistance to individuals, families and small-business owners seeking to buy insurance from the online marketplace. Faithbased community organizations, hospitals and community health organizations are among those with trained staff.

“We have physical locators all over the city who can sit with you, figure out if you’re eligible for Medicaid, figure out health plans and sign you up,” Kofman said.

President Barack Obama and other administration officials said more than 5 million people visited the Health.gov website on Oct 1 but those seeking to

sign up were stymied by technical problems, long wait times and other issues.

Over the weekend, HHS closed down a part of the system to improve performance and tinker with the system so that it can better serve those trying to sign up.

Maria S. Of equal importance, she said, is the fact that the Medicaid requirement has been expanded because of the ACA so that people who might not in the past may now qualify. Further, she noted, subsidies offered to qualified consumers will make health insurance even more affordable.

“It’s a big deal. I think we want to make sure that we help as many people enroll as possible,” Gomez said during a recent interview. “It [the law] started yesterday and it’s bringing people out and some are finding out they qualify for Medicaid. It’s an educational process and we’re putting people on Medicaid.”

“In 2012, we provided $7.3 million in free care. Many people weren’t well-to-do enough to have insurance, didn’t qualify for Medicaid or were self-employed.

The ACA, to us, is golden,” she said.

Clients have a lot of misconceptions about the ACA, aren’t aware that subsidies are available and some didn’t know that if they are undocumented immigrants, they can’t receive subsidies. So in the days since the law went into effect, Gomez said, her staff, navigators and assistors have stayed busy imparting information and signing people up.

David Simas, a senior advisor to the president, exulted about the prospects for the law’s success during a recent press briefing at the White House.

“The ACA created a market-based insurance system that didn’t exist,” he said. “… Sixty-three percent of the uninsured say they plan on getting covered. There is demand but there hasn’t been a way to get insured until now.”

In the past, people encountered obstacles to getting insurance centered around cost and complexity. Most didn’t have insurance because it was too expensive or wasn’t offered at work. The ACA, Simas said, is a game-changer. In surveys conducted, nearly 50 percent of the uninsured said $100 or less is a reasonable premium to pay and early estimates indicate that six out of 10 people will have access to a plan that costs about $100

District law enforcement officers who work in a police district located in Ward 8 received honors from members of a community organization recently for their outstanding efforts.

The Seventh District Citizens Advisory Council of the Washington, D.C. Metropolitan Police Department held its first banquet in six years at the Anacostia Navy Bolling Club on Friday, Oct. 4 to fete its police officers. Anthony Muhammad, the vice president of the council, expressed the sentiments of hundreds in the room regarding the police in the district. He did it simply and succinctly.

“We appreciate the [work] of the Seventh District police,” said Muhammad, 54.

The council consists of residents of the police district who maintain close contact with the district commander on issues regarding law enforcement and crime prevention. The president of the council is Mary Cuthbert, a longtime community leader who lives in Ward 8.

The district is located primarily in the Southeast quadrant of the city, including the neighborhoods of Anacostia, Barry Farm, Naylor Gardens and Washington Highlands.

The police district’s demographics are predominantly black and working class but with economic development taking place in Historic Anacostia and at St. Elizabeths, it’s expected that the The Washington Informer

police district will become far more racially and economically diverse in the coming years.

Washington, D.C. crime statistics for the police district show that from 2007 to 2011, homicide, forcible rape, aggravated assault, larceny/theft and stolen autos had dropped but burglary and stolen automobiles are on the rise. Seventh District Commander Robin Hoey credits his team for working to reduce crime.

“We are public servants and we are going to continue to do our job,” said Hoey, 53. “I appreciate the work they do and the sacrifices they make. We are blessed to be able to do this job.”

With the support of the council, Hoey handed out awards to the units of the police district.

The units included vice, the warrant squad, auto theft, robbery burglary, the crime suppression team, full stride, motor vehicle, crime scene, environmental crimes, community outreach and the truant patrol.

He also recognized individual officers in the eight police service areas.

While commending the work of all the units, he singled out the vice unit as being, in his opinion, the best in the city. Kiernan Speight, an officer assigned to the vice unit, expressed delight in the recognition of the work of his colleagues.

“It is very nice for the council to do this for us,” said Speight, 35. “This is a nice event and I am enjoying socializing with my fellow officers.”

Nancy Ware, the director of

CSOSA (Court Services and Offender Supervision Agency of the District of Columbia) served as the keynote speaker for the event. Ware talked about the importance of incorporating returning citizens into the community and praised the members of the council for being active in the fight against crime.

The late James Bunn, a community and political activist in Ward 8 who died earlier this year and retired Sergeant Buddy Smallwood received honors for their work in the police district. James Bunn II accepted the award on behalf of his father while Smallwood appeared floored that he had been recognized.

“I did not expect this at all,” said Smallwood, 74, who joined the D.C. police force in 1964.

“This is wonderful and it is very nice to be honored this way.”

D.C. Council Chairman Phil Mendelson (D) attended the banquet along with D.C. Council members Tommy Wells (D-Ward 6) and Anita Bonds (D-At Large).

Mendelson said that the work of the police officers and the council members is important to the city.

“The events of the past few weeks show how fragile public safety is in our city,” said Mendelson, 60, referring to the recent Navy Yard slayings and the police shooting death of a woman who led a high-speed chase through the downtown section of the city.

(CBCF) has made a model $5 million investment in African-American-owned banking institutions. The move is part of a broader effort that will increase the availability of loans for businesses and individuals in African-American communities. The CBCF selected banks in the North, South, East and Midwest regions in an effort to achieve geographic balance in an ambitious initiative that could prove crucial in lifting the economic fortunes of Black communities. In all, five banks will receive $1 million each: the Industrial Bank in Washington, D.C.; Liberty Bank & Trust Company in New Orleans, La.; Mechanics & Farmers Bank in Durham, N.C.; Seaway Bank & Trust Company in Chicago, Ill.; and, City National Bank of New Jersey in Newark, N.J. “Historically, and still today, minority and women-owned banks remain an important source of credit and accessible financial services,” said Rep. Chaka Fattah, chair of CBCF’s board. “CBCF has invested in this partnership because we need these institutions to grow and thrive.” But, today’s Black Americans have an aversion to putting money in another African-American’s hand. African Americans deposit approximately 0.43 percent of their $1.1 trillion buying power in Black banks.

With this move, the CBCF shows itself as a stakeholder in America’s Black banks. “Minority banks play an important role toward the economic empowerment of minority communities,” said A. Shuanise Washington, CBCF president and chief executive officer. “We hope this investment will spur much-needed economic development, provide critical support to small businesses and inspire others to invest in minority banks.”

The CBCF action illustrates a way Blacks can increase their collective wealth: “buy and bank Black.” National Bankers Association President Michael Grant says that: “It is time for us to start investing in ourselves.” Since the establishment of the first bank organized and operated by African Americans in 1888 these have always been sources of financing for entrepreneurs www.washingtoninformer.com

and home buyers. To this day, Black banks represent Black community financial mainstays. Today, there are 21 African-American-owned banks in the U.S. with assets totaling approximately $4.7 billion. The nation’s largest bank, Bank of America has $2.3 trillion in assets.

B. Doyle Mitchell, Jr., president and CEO of Washington’s Industrial Bank points out that “Black banks are still relevant in the post-civil rights society.” Too many Black Americans have gone “post-racial” when it comes to fundamental economics. In reality, a bank is the most important institution in any community. A bank is a stabilizing force in the community it serves.

It loans money to small businesses to help them expand and create jobs. It assists religious and community organizations in their pursuits. It helps individuals to become homeowners and helps existing homeowners make repairs and additions to their property.

The bank does this because it gets the money it uses to make a profit from the community it’s located in. This is how it works in every community except the Black community.

More Blacks bank at Bank of America that they do with all America’s Black banks. It’s time Black Americans realized and discussed that Black-owned banks’ resources are limited because Black Americans refuse to deposit money in them. Black people have more than a trillion dollars in spending power; however most Black banks can’t get Black people to deposit their money in them. The CBCF action is “elementary economics” that illustrate how fundamental Black banks are to America’s urban areas. The CBCF has made “a clarion call” that Black banks need all the help they can get to continue as vehicles for African-American families to build their futures.

Recent District Violence Tied To Mental Illness Capitol Shooting, Man’s Fiery Suicide, Navy Yard Massacre under Scrutiny

By Stacy M. Brown WI Contributing Writer Within one day of each other, two violent incidents rocked the area around the U.S. Capitol in Southeast Washington, D.C., raising more questions, if not awareness, about the stigma surrounding mental illness and the African-American community.

On Oct. 3, a black woman from Connecticut, diagnosed with bipolar disorder, postpartum depression with psychosis and other mental illnesses, traveled with her one-year-old daughter in tow to the Capitol where she rammed her car into police barricades and a Secret

Service vehicle before authorities shot her to death.

A day later, John Constantino of Mount Laurel, N.J., doused his body with gasoline, and, before setting himself on fire, he saluted the Capitol. Constantino, 64, died at the Washington Hospital Center in Northwest.

“The stigma of mental illness is greatest in the face of childbearing, unfortunately the media attention occurs only when there are negative outcomes,” said Margaret Spinelli, an associate professor of clinical psychiatry at Columbia University in New York. Spinelli, who has never treated Miriam Carey, a 34-year-old dental hygienist, and the driver who po-

lice shot and killed outside of the Capitol, said postpartum mental illness affects 1 in 1,000 women and it’s often associated with suicide and infanticide.

“Mothers with postpartum psychosis lose contact with reality. Symptoms can be fluctuating and variable in type and intensity,” Spinelli said.

“They may look well at one moment and floridly psychotic in the next. With poor insight into their psychotic process, they are unwilling to reveal their symptoms, bizarre behavior and cognitive disorganization.”

Authorities later searched Carey’s home and discovered

While Carey’s family continues to seek additional answers about her death, the man who set himself on fire, has not been identified because authorities said they didn’t recover any identification and he suffered burns over 80 percent of his body.

Authorities also have since acknowledged that another African-American man, Aaron Alexis, who shot and killed 12 people at the Washington Navy Yard in Southeast in September, suffered from mental illness.

Local officials said Alexis, 34, suffered from paranoia, sleep problems, and rage-related issues. He heard voices in his head and family members told police that, prior to the Navy Yard shooting, Alexis had been treated for mental health problems.

“Mental health issues are more common than most people realize,” said Sophie Clark, executive director of the National Alliance on Mental Illness (NAMI) in Southeast.

One out of four adults living in the U.S., and one out of 10 children struggle with mental health issues, said officials at NAMI, one of the nation’s largest non-profit mental health organizations. At least 10,000 District of Columbia residents suffer from mental health issues, Clark said.

“The stigma surrounding mental health issues affect everyone, but it has a greater impact in communities of color,” she said.

Michael Walker was 17-yearsold when he said he first realized he needed help. The 39-year-old construction worker, who lives in Springfield, Va., said he watched as his brother, an uncle, and two cousins each suffered from various cancers.

Walker said depression set in and suicidal thoughts entered his mind.

“I didn’t want to believe that I had a serious problem at first, but it was obvious to everyone that I was in such a dark place,” Walker said. “I couldn’t shake the images of my brother and www.washingtoninformer.com

my other family members wilting away and my mind let me wander why I wasn’t on my dying bed like they were.”

Walker said friends told him to simply shrug off the suicidal thoughts and that things would eventually get better. “Finally, I was diagnosed with depression and I was told that it was a serious illness if you didn’t get help,” he said.

Walker plans to attend a citywide discussion on mental health hosted by D.C. Mayor Vincent Gray on Saturday, Oct. 12, at the Walter E. Washington Convention Center in Northwest.

As part of the, “Creating Community Solutions,” national outreach program that aims to educate citizens about mental health issues, the event is scheduled to begin at 9:30 a.m., and hundreds of residents are expected to participate.

Gray said the goal is to develop strategies to reduce the stigma associated with, and increase openness to, mental health care.

“Mental illness touches all of our communities and many of our families,” Gray, 70, said in an earlier interview. “Too often, the issue is pushed into a corner and hidden, leaving our fellow citizens to struggle in silence to care for their brothers and sisters, mothers and fathers, friends and colleagues.

It’s time to end that silence.”

As a survivor of a mass shooting in Tucson, Ariz., in January, 2011, U.S. Rep. Ron Barber (D-Ariz.), said he’s determined that no one else should have to endure such grief and loss.

“We know that untreated or undiagnosed serious mental illness has been a factor in a number of recent tragedies,” said Barber, 68.

“We must invest in the early identification of mental illness and in treatment programs. It is important to remember that 95 percent of individuals living with mental illness are not violent. They are far more likely to be victims than perpetrators,” he said. “We must do more to reduce the stigma surrounding mental illness.”wi

Gray and the Government Shutdown

Mayor Vincent Gray is to be commended for his decision to buck Congress and the federal government and declare District employees “essential” employees.

On Sept. 27, Gray announced that despite potential problems from the Office of Management and Budget, all District government operations would continue and employees would report to work. This despite the beginning of the new federal fiscal year on October 1, and Congress struggling to agree on a federal spending bill.

Unlike federal employees, D.C.’s workers will not have to face the worrying prospect of not being able to pay their bills and take care of other obligations.

Gray’s decision put in stark context the vagaries of federal law that in 2013 still prohibits lawmakers in the Nation’s Capital to handle their own fiscal affairs. The District of Columbia is just one example of the hollowness of the word freedom as it relates to autonomy and self-sufficiency.

Every year, billions of dollars of local tax money is siphoned off and sent to the federal government. Yet the D.C. Council has to receive permission from Congress to spend its own money. Still, in this and similar cases, the city is treated like a federal agency when the national government shuts down.

Thus far, neither the Office of Management and Budget nor the White House has raised any objections to Gray’s move, although we suspect that they have far more weighty issues to deal with as the partial government shutdown enters its second week.

Gray, D.C. Delegate Eleanor Holmes Norton, and all who desire D.C. statehood and fiscal autonomy have been tireless in their attempts to persuade Congress to do the right thing and release the District from the chains that bind it. No one wants to be the lab rat used by faux-social engineers who can’t get certain legislation passed in their home districts but they have no problem foisting these often half-baked ideas on an unsuspecting populace.

No one likes the idea of having strangers who don’t know the District, its people or our norms and mores telling us what’s appropriate for us with regard to guns, medical marijuana, the issue of abortions and all manner of social and cultural issues. It’s undemocratic and it’s dead wrong.

But as we see the shutdown playing out, it is clear that a fragment of one chamber of Congress is tone-deaf. They exist in an echo chamber, only hear what they choose to and ignore the rest.

We agree with Mayor Gray that it’s unconscionable that a body unable to handle its own finances should be telling us how to handle ours. If and when Congress passes an appropriations bill – the first since 2009 – that would be a good first step.

Only in the bubble that is Washington politics does it make sense that a legislative body that represents a country founded on certain freedoms and inalienable rights would deny its capital city the freedom that other states and municipalities enjoy. And only in Washington would a few hundred lawmakers have no problem with the sons and daughters of the District being sent to the far corners of the world to defend and die for a democracy that doesn’t exist here in this city.

Those in Congress, who need further proof of our ability to handle our finances, need look no further than the fact that as Mayor Gray pointed out in his weekly address last week, the city has balanced its budget for 18 consecutive years and it has more than a billion dollars in the bank.

Despite the city’s second-class status in their eyes, Congress could learn a financial thing or two from the District of Columbia.

There has been a lot of confusion surrounding the implementation of the Affordable Care Act. There’s so much speculation based on all the negative media reports on how health care costs will skyrocket and how no one will be able to afford health insurance. I was happy to see in The Informer’s Health Section the article by Stacy Brown, “Affordable Care for Students, Veterans, and Others” published in the October 3, 2013 edition.

The article may not explain the entire bill, but it does give readers information to help them find answers, and it provides websites and telephone numbers.

Information is the key to all of this; the more we have, the better we are able to make the right decisions.

The Affordable Care Act is the law, no matter what people might say about it, and I think it’s a good law and a much-needed one. The more informative articles like the one featured in The

Informer can only help those who need to sign up for insurance policies feel far more confident in doing so.

the same formula as every other grade to ensure its availability.

As a result, more than 90 percent of D.C.’s 4-year-olds are now in school in a full-day program as are more than 70 percent of 3-year-olds.

That tremendous achievement is only part of D.C.’s early childhood education success story.

The Five M’s My 20 years as a columnist for the National Newspaper Publishers Association would not be complete without an article about five people whom I hold in high esteem – five people from whom I have learned about sacrifice, commitment, dedication, honor, and character; and five people who hold a special place in most, if not all of our hearts and minds. They are Marcus, Medgar, Malcolm, Mar-

tin, and Maynard. No last names necessary, right?

Although I have many lesser known brothers and sisters that I deeply admire and respect, I chose these five for two reasons: Virtually all of my readers know about them and their accomplishments; and these particular men, collectively, represent the basic characteristics and ideals I have written about for years.

Not to slight the sisters, I could have also chosen Mary McLeod Bethune, Harriet Tubman and

Barbara Jordan.

I will go with The Five M’s, however, and do my best to give them the acclaim and respect they deserve, while at the same time try to give you something upon which to reflect and a model to emulate.

The Delusional Tea Party Republicans As these words are being written, the Obama administration is trying to end a shutdown of the United States government forced by the refusal of the Republican bloc of the House of Representatives to vote on a continued funding of the government’s operations.

Looming ever closer is the deadline for Congress to deal, with the country’s debt ceiling by raising its borrowing limit.

The Treasury Department last week warned that the Congress’ failure to do so by Oct. 17 could provoke “a financial crisis and recession that could echo the events of 2008 or worse.”

But another way of looking at these inter-related, and completely unjustifiable, crises is as an attempt by the Tea Party movement to stage a political coup d’etat.

They failed to defeat President Obama last November.

Instead, it’s most important motivation is rooted in a bizarre fantasy: that Barack Obama was not born in the United States.

That’s right. The “Birther” flimflam, which generated so much overt influence on Republican politics during the President’s first term, is as virulent as ever, according to a recently-published book.

The book is “Change They Can’t Believe In: The Tea Party and Reactionary Politics in

America”by University of Washington scholars Christopher Parker and Matt A. Barreto.

One of the scholars’ primary goals is exploring the differences in opinion between the two main blocs in today’s Republican Party: those conservatives who declare themselves supporters of the Tea Party and those who say they aren’t.

For me, however, one particular finding of this valuable book stood out – and it encompassed

Credit CARD Act Saves Consumers Billions it declined by two percentage points between 2008 and 2012, with borrowers saving $4 billion in fees that would have been charged if not for the new law.

“The CARD Act was passed with the specific goal of making the credit card market fairer and more transparent for consumers,” said Richard Cordray, CFPB director. “Consumers need access to credit; we simply want to ensure that they have responsible access to credit.”

According to the Consumer Financial Protection Bureau (CFPB), the total cost of cred-

John Boehner: Speaker of the Confederacy To say that John Boehner (R-Ohio) is the Speaker of the House of Representatives, third in line after the vice president for the U.S. presidency, is a gross exaggeration. He is Speaker in name only.

You see the House has 435 voting members. Any combination of 218 of those members constitutes a majority. The “majority” is supposed to rule.

The problem is Boehner has determined that before any

measure can be voted on by the entire House, it must enjoy the support of the majority of his Republican majority. That’s his rule.

Unfortunately, there is a small, belligerent, recalcitrant, government-hating, ultra-arch-conservative, Tea Party-loyal, minority within the Republican majority who is calling the tune these days and Boehner is obediently going along, dancing to the music.

This Tea Party Caucus says there will be no floor vote on comprehensive immigration

reform, even though a likely majority of more than 218 Republicans and Democrats would certainly approve such reform.

They say no vote on the government shutdown, and there is none.

The Tea Party Caucus is no larger than 40 or so members, with another 40 or so “fellow travelers” who are too afraid that the Tea Party will mount a primary campaign challenge to their re-election who – like Boehner – are cowered into doing the dance.

As Speaker of the House of Representatives, John Boehner has shown himself to be untrustworthy and disloyal. Like the dying breed of White Republicans who preach “American exceptionalism,” or “manifest destiny,” Boehner and his ilk consider themselves to be a superior human species, and they never made a political promise they have kept.

On a recent appearance on the ABC News program “This Week with George Stephanopoulos,” Boehner admitted that at first

he agreed to a “clean” continuing resolution to keep the federal government running and to avoid the ensuing government shutdown with Senate Majority Leader Harry Reid (D-Nev.). But then he said, “I and my members decided the threat of Obamacare and what was happening was so important that it was time for us to take a stand. And we took a stand.” He broke his promise, that’s what he did.

local leadership and frequently African- American leadership at times has been a disappointment.

In some respects that leadership has been an all out failure. That’s quite a stone to throw but one deserved unfortunately.

The black community has and remains a sideline player in perhaps the biggest and most profitable game in town, that being real estate development. Wealth can be found in a number of ways but the wealth found in real estate development is unmatched as compared to other

means of wealth creation. Local government has come up woefully short in ensuring that African Americans find a seat at the table of opportunity where real wealth is created. The fact that there has been no major downtown or central business district project developed by an African American in the history of Home Rule is a testament to this failure. During Home Rule not one crane in the District has had the name of a black developer painted on its side as the lead on the project. A lack of ac-

cess to capital, unwilling sellers, and community resistance have all been factors as to why a major African-American developer had not emerged prior to Home Rule. Since being given the keys to government, local leadership has blown the opportunity to engage an African-American developer for a significant downtown project.

Let me be clear. There are successful local African-American developers. As successful as they might be though, they still most often are the small minori-

ty partner on projects. One can do just fine in developing smaller projects. The disappointment comes from the lost opportunity in gaining an ownership stake in the development of large projects on government-owned land. The District government has relegated African-American developers to undertake only smaller less profitable projects.

Freedom House Museum Brings Slavery to Life

By Margaret Summers WI Contributing Writer A feature film set for release in the District on Friday, Oct. 18 will briefly spotlight what was once a “holding pen” for slaves in Alexandria, Va., before the Civil War. “12 Years a Slave” is based on the true story of Solomon Northup, a free African-American man in upstate New York who was kidnapped and sold into slavery. Northup counts among the thousands of slaves shipped from 1315 Duke Street to states in the Deep South.

Ironically, the building now houses the Northern Virginia Urban League, a civil rights organization. The basement “holding pen” where an Alexandria-based company earned millions from sales of human chattel is now the interactive Freedom House Museum.

“Isaac Franklin and John Armfield bought this building from a soldier in 1808,” said Julian Kiganda, 37, managing partner of Vibrant, the Silver Spring-based company which designed the museum and its exhibits. “Armfield and his family lived on the second floor of the building, while slaves were held in the basement.”

The museum opened five years ago on February 12, the birth date of President Abraham Lincoln, who freed slaves in the Confederate states. Its hours of operation are Monday through Friday from 10 a.m. to 4 p.m. for self-guided tours, and Saturdays from 10 a.m. to 2 p.m. by appointment for guided tours.

Several factors made the company prosperous, said Kiganda.

In 1808, the U.S. outlawed international slave trading, ending slave importation from Africa, but leaving a surplus of domes-

tic slaves in Virginia. Too much tobacco planting and harvesting exhausted Virginia’s soil, profits from tobacco growing declined, and the need for slaves to harvest tobacco decreased. Meanwhile, demand for cotton, called “white gold” in the Deep Southern states, soared, and slave labor was desperately needed for planting and harvesting. “Franklin and Armfield employed agents to visit Virginia plantations and buy surplus slaves,” said Kiganda.

Museum visitors learn how it felt to be separated from loved ones, placed in the “holding pen,” and sent further South to labor in the cotton fields. A replica of the original heavy wooden door with iron bars over its window opens into the basement. The names, ages and sale prices of slaves sold through the Franklin and Armfield Company are painted on the wall beside the staircase. One example is “Betsy and her children, $920, 25 years old. Clem, 9, Ellen, 5, Susan, 4,” which provides visitors to the museum with a description of how slaves were sold.

“We found actual manifests listing the slaves and their sale prices,” Kiganda said.

“Abolitionists who opposed slavery visited the holding pen to investigate the slaves’ living conditions and reported on them,” said Kiganda. Some of their comments are displayed on signage in the museum.

Most of the company’s slaves were relatively well cared for, Kiganda said, primarily because healthy, well-dressed slaves sold better in the slave markets. The museum features mannequins wearing dirty, raggedy clothing that slaves might have worn when they were brought to the Franklin and Armfield Company, and drawings of clean, well-dressed

slaves as they appeared in slave markets. The exhibit includes a sample of greasy “pot likker,” the liquid left over from cooking field greens with animal fat, in a tin can. “This was rubbed on the slaves’ faces to make them look shiny and healthy,” said Kiganda.

Franklin and Armfield transported the slaves to the Deep South in ships. “They were used only during the winter months,” Kiganda explained. “In the summer, Franklin and Armfield chained the slaves together and made them walk 1,000 miles from Alexandria to Natchez, The Washington Informer

Mississippi and New Orleans, Louisiana.” Slave chains are displayed in the museum. “We encourage people to touch the chains and other items in the exhibit,” said Kiganda.

It cost $25 per slave, or $40,000, to transport slaves in ships. There were usually 100 slaves crowded into each ship.

Slavery was so lucrative that the expense of transporting them was earned back several times over. Kiganda said slaves were worth up to $30,000 in today’s dollars. Cotton picked by a single slave in a year was worth

$2,400. Slaves picked about 200 pounds of cotton a day. “It was hard work; the leaves (around the cotton bolls) were sharp and cut the slaves’ hands. Slaves could not wear (protective) gloves,” she said.

Between 1831 and 1832, said Kiganda, Franklin and Armfield amassed $250,000, or $6 million in today’s dollars. Adding to the profits were their sales of “Fancy Girls” into prostitution.

Franklin and Armfield retired in 1836, said Kiganda. Armfield used some of his fortune to found the University of the South in Sewanee, Tenn., an institution which still exists.

Kiganda said it has been challenging for the museum to find accounts of individual slaves sold by the company. Northern Virginia Urban League president and CEO Cynthia Dinkins said that she hopes to obtain more narratives of slaves sold by Franklin and Armfield.

Besides Northup’s story, Lewis Henry Bailey, also sold by Franklin and Armfield, is one of the few whose story is documented. “Bailey was taken from his mother and sold to people in Texas,” Kiganda said. Freed in 1863, Bailey walked from Texas to Virginia and reunited with his mother. In later years, Bai-

ley founded several schools and churches in Virginia, including Little Zion Baptist Church in Burke, which is still active.

“Designing this museum was a life-changing experience,” said the Uganda-born Kiganda, who came to the U.S. with her family at age three. “This project encouraged me to investigate my own roots. I realized that many of the slaves in the U.S. were first generation Africans. Their story is my story.”

“This museum taught me about the importance of knowing our history,” Kiganda said.

“As black people, we have no clue that a lot of the issues in our communities today originated during slavery.” Despite the hardships African Americans endured, Kiganda said, “they were en-slaved, not ‘slaves.’ If a former slave like Lewis Henry Bailey could accomplish everything he did, there’s nothing we (African Americans) can’t do.” wi

Fairfax Native in Film Chronicling the Life of Solomon Northup

By Stacy M. Brown WI Contributing Writer Ashley Dyke could hardly contain her joy when she got the call from her agent letting her know she’d been cast in the upcoming film, “12 Years a Slave.”

The Fairfax, Va., native had already read the book about Solomon Northup, a free black man living in the 1800s who, because of various schemes and betrayal, became the victim of a kidnapping plot in which he’s eventually sold into slavery during the pre-Civil War South.

“The book was incredible and, in the movie, the part that I play, which is of ‘Anna,’ really fit me, but on a different level, I was happy this film was going to be made and that Steve McQueen, who had done such an incredible job on ‘Shame’ (a 2011 film), I just thought this was an incredible opportunity,” said Dyke, 32.

The film, which opens at the Regal Cinemas Gallery Place Stadium in Northwest and at theaters nationwide on Friday, Oct. 18, takes audiences back to 1841 when Northup’s life turns upside down. Facing cruelty from a malicious slave owner (portrayed by Michael Fassbender), Northup, who lived in upstate New York, struggles not only to stay alive in the South, but to maintain his dignity.

In the 12th year of his unforgettable and cruel odyssey, Northup’s chance meeting with a Canadian abolitionist, portrayed by Brad Pitt, forever alters his life.

“It’s tough to imagine a film this relentlessly grim being anything approaching a blockbuster, but strong reviews and unending awards-season victories should keep it in theaters for the next few months on constant rotation,” said Scott Mendelson, a film critic and Forbes magazine contributor.

“Like a number of would-be prestige pictures dropping over the next few months, the victory is that McQueen got the film made with relatively little artistic compromise and that it will play to a wide audience. If, the movie wins a bunch of Academy Awards, great. If Chiwetel Ejiofor becomes a household name and, or, gets cast as Lex Luthor in ‘Man of Steel 2’, all the best. But, the real battle has already been won,” Mendelson said.

The struggle Northup faces in the film counts as tragic and yet refined, Dyke said. “In a time when the racial climate is heated, the story is invaluable,” she said. “I worked with my www.washingtoninformer.com

acting coach, Iris Klein, and put myself on tape. Iris and I were adamant about doing ‘Anna’ justice, exposing her as fearless and as honest as possible.”

Without giving too much away about “Anna,” Dyke said the role, which many may consider a minor one particularly because of the star power of Pitt, Ejiofor, and Michael K. Williams, who portrayed the notorious stick-up man, Omar Little, in the critically-acclaimed HBO series, “The Wire,” still counts as a very important one.

“Through the 12 years that Northup is enslaved, he meets various people and ‘Anna’ is someone who he meets along the way,” Dyke said.

“There is a very vulnerable scene that I think is very important. We don’t really learn her story in this movie and I think, in some ways, that’s how the film pays homage to the untold stories of slavery despite all of us knowing that those stories exist.”

Dyke, an upbeat, former recluse, hails from a family of lawyers, including her mother, Ellen Dyke, as well as her father, James Dyke, Jr., and her brother.

She also has two sisters, one a publicist and the other a social worker and Zumba instructor.

James Dyke, Jr., became the first African-American Secretary of Education for the Commonwealth of Virginia in 1990 and served as a past chairman of the Greater Washington Board of Trade in Northwest.

Though her mother is Jewish and of Hungarian and Polish descent, Dyke still considers herself an African American. The third of four children,

Dyke attended Fairfax High School, where she excelled in athletics and student government.

She earned a degree in theater from the University of Virginia and studied drama at the celebrated New York University Tisch School of the Arts, in Manhattan.

Her television and film credits include appearances on the CBS crime drama, “CSI: NY,” NBC’s action adventure, “The Cape,” and “90210.”

Dyke also portrayed a young black woman living in segregated Ohio in the 1940s, in the stage production of Toni Morrison’s, “The Bluest Eye.” “I knew I wanted to be actor from a very young age,” she said. “I found it exciting to be able to express myself. I was quite reserved when I was young. Two sisters and a brother, I kind of liked to keep to myself, but it was intriguing to me to be able to express myself when it’s my work.”

Dyke said working with Pitt, director McQueen, and others on “12 Years a Slave” has been an honor.

“To be in the company of artists who do not shy away from the magnitude of the medium in which we work is incredible,” she said.

“There are many movies out there being made, and knowing these actors that I have looked up to for years, are making films that mirror our past in an attempt to shape our future, was incredible and inspiring.”wi The Washington Informer

Southeast Resident Brings Festival to Georgetown Filmmaker Anthony Greene showcases up and coming movies

One conversation with the native Washingtonian and its easy to understand why such accolades take a back seat to simply creating good movies and providing opportunities to others who aspire to make a living in the industry.

“It’s about catering to people on a global level, so I say all of the time that I’m not moving to Hollywood,” said Greene, who hails from Southeast.

“I’ll visit, but we have cell phones, the Internet and an ever evolving distribution model. So, for those who want to get into

this business, just go ahead and make a movie because there is nothing like the experience of it and the learning curve is tremendous,” he said.

A graduate of Potomac High School in Oxon Hill, Md., Greene, 36, received the distinguished “Filmmaker of the Month” award in September from the District of Columbia Office of Motion Picture and Television Development in Southeast.

On Friday, Oct. 11, he will help open the fourth annual Reel Independent Film Extravaganza at West End Cinemas in Georgetown.

“The fourth year of the festival is a pivotal year for us,” Greene said.

“It’s the year where we can honestly gauge the presentation and effectiveness of our festival with the knowledge of lessons learned from previous mistakes and shortcomings. It is important to showcase the highest quality of independent films to our audience,” he said.

“The film is really about the importance of community collaboration and creating empathy between stakeholders so they can work together to create change in our urban education system and define success together,” O’Brien said.

A number of other films will also be featured, including the silent, but dark comedy, “Nervous Person,” and “The Hipster Paradox,” a satire of the phony nature of the hipster culture.

“This year, the festival is tighter. We condensed the amount of screening blocks and had to make hard choices on what films we offered,” Greene said.

“This provided a challenge for programming because there were films that were good that had to be rejected. We had to offer only

the best that covered the gamut of genres we offer to our filmgoers. There were really good films that we had to pass on to present the best. We also wanted to revamp our presentation of experimental films, which aren’t heavy cinematic draws but have a fan base comprised of serious art/film aficionados that can’t be ignored,” he said.

“Partnering with Georgetown’s MOCA DC Art Gallery for the Experimental Film Showcase represents an attempt at pushing forward with embracing the experimental film movement and continuing to offer diversity in our programming.”

Greene began his career in film with the documentary, “After the Storm,” in 2007, which afforded him the opportunity to direct the 2010 Pride in the Arts festival award-winning documentary, “Woman in a Man’s Suit.”

Wizards Hit Camp with Great Expectations Team’s Owner Says It’s Time to Deliver

By Stacy M. Brown WI Contributing Writer The Washington Wizards haven’t made the playoffs in five years, compiling a laughable 117-277 win-loss record over that period.

While many of their competitors made big and bold moves during the summer, the Wizards mostly stood pat, re-signing young superstar John Wall to an $80 million contract, drafting Georgetown standout Otto Porter, Jr., and keeping veteran stalwarts like Trevor Arviza, Nene Hilario, and Omeka Okafor.

Yet, the team president Ernie Grunfeld and owner, Ted Leonsis, are among those expecting great things from the Wizards, who play their home games at Verizon Center in Northwest and will entertain the Chicago Bulls in a pre-season match on Saturday, Oct. 12 in Rio De Janeiro, Brazil.

“I’m tired of losing,” said Leonsis, 56, who also owns the National Hockey League’s Washington Capitals, the WNBA’s Washington Mystics, and sits on numerous financial and business boards, including American Express.

Leonsis’ portfolio also lists him as a Peabody and Emmy-Award winning producer and the celebrated author of the book, “The Business of Happiness.”

“We have retained a lot of our players, we’ve added players and we’ve spent a lot of money and I expect us to be a playoff-caliber team,” Leonsis said.

A lot of the team’s expectations and ultimate success or failure lies on the shoulders of Wall, their 23-yearold star point guard, who said he’s

fully recovered from injuries that interrupted a huge portion of his season last year, as the team finished 2953 and in third place in the Southeast Division.

However, when Wall returned from his injuries, the Wizards enjoyed a 24-25 record and played much more inspired basketball. In games that Wall played in with Hilario, the team amassed a respectable 22-19 record.

“The main thing to do is keep the core of the team strong, because we kind of figured out what we need to do to play together,” said Wall, who attended the University of Kentucky and played on the college level for one year before turning professional in 2010.

“We have great camaraderie and we know what it takes to win. The main thing for us is to just stay healthy and get off to a fast start,” he said.

When healthy, the Wizards’ starting lineup of Wall, Bradley Beal, Martell Webster, Hilario and Okafor stands as imposing, if not excellent, said John Schuhmann, who covers basketball for NBA.com.

“They outscored their opponents by 24 points per 100 possessions in 142 minutes together,” Schuhmann said of the Wizards’ starting five.

“It’s fair to say that they would have been a playoff team if Wall was healthy from the start of the season.

They had the Eastern Conference’s fifth best point differential from the time Wall returned to action.”

Grunfeld, who took over as team president in 2003, said he sees light at the end of what has been a long and dark tunnel for the Wizards since they last made the playoffs in 2007.

“I’m confident in this team and I’m confident in John Wall, which is

why we signed him to this contract,” Grunfeld said.

Following seven pre-season games that stretch from Tuesday, Oct. 8 to Wednesday, Oct. 23, the Wizards open the regular season on Wednesday, Oct. 30 in Detroit against the Pistons. The team hosts the Philadelphia 76ers in the season’s home opener on Nov. 1.

Many experts expect the Wizards will be contenders.

“Wall’s health is as important as anything, but he doesn’t have to completely carry this team by himself,” said Yannis Koutroupis, who covers the sport for Hoopsworld.com.

“Brad Beal is coming off a very solid rookie campaign and Otto Porter has the well-rounded skills to help them out in a variety of ways. They also have good experience on the interior and a deeper roster than last year,” said Koutroupis, who picked the team to finish second in its division behind the defending champion, Miami Heat. He said he also expects them to be good enough to make the playoffs.

From the sounds coming out of the front office, particularly from Leonsis, who signs the paychecks, it appears that the Wizards had better live up to the expectations.

“This is an organization on the rise, but there are still a lot of expectations to be met,” Leonsis said.

“I think we continue to take steps forward, but until we qualify for the playoffs and go deep into the playoffs and bring in the next generation of named free agents, it’s all talk. That’s where we are right now. It’s time to deliver.” wi

Introduced to domestic violence, at the age of five years old, Darlene Greene shared her story with me. “Not only were all of the women in my family victims, I would later [learn] that we would become reacquainted through a series of tragic events in my life, and unspeakable pain. We were told that the women in my family were cursed,� she said.

The “so-called� curse seemed real to Darlene Greene and her family members for many years.

One day she found her way out of that dark lifestyle, as did several other relatives. However, when Greene’s sister Ina Mae was murdered, hours after she turned 30, it changed her life forever.

Ina Mae was the baby in Darlene Greene’s family. She did what she wanted and got pretty much whatever she desired.

Ina Mae was funny and full of life. When she started dating a Chicago sheriff, Darlene Greene said that the family thought it was nothing to be concerned about. They thought, “He seemed to care about her.�

They dated for about a year and she had two children with him.

He asked her to move in with him; she thought it was a blessing; after all she now had four children. Darlene Greene had to leave town for business on Ina Mae’s 30th birthday. Ina Mae dropped by Darlene Greene’s office that day. Her big sister treated her to lunch as a birthday present. Ina Mae said that wasn’t the reason that she paid a visit to

This is another series on “The Big Secret� – domestic violence – in which I penned a five-part installment earlier this year.

There are millions of women who experience this potentially fatal abuse on a daily basis. According to statistics from the National Organization of Women, in 2005, 1,181 women were murdered by an intimate partner. That’s an average of three women every day. Of all the women killed in the U.S., about one-third died at the hand of an intimate partner. I’ve received tremendous feedback from readers about my earlier columns. So, I’ve decided to write about this topic throughout the month of October, designated as Domestic Violence Awareness Month.

You may not want to tell people about your situation because you’re ashamed or embarrassed; but you must speak up and make arrangements to save your life.

As a native of Chicago, Darlene Greene’s world changed forever when her youngest sister Ina Mae died as a result of domestic violence. The tragedy prompted her to establish an organization where women in crisis could go to receive help and resources to escape potentially deadly situations. The foundation is located in Dallas, Texas.

Ina Mae wanted to let her sister know that she had decided to leave the sheriff, although they had two children together, Darlene Greene said. He had been abusing her for most of their two year relationship. Oftentimes, her siblings, including Darlene Greene would pick her up after a violent encounter between the two.

That day would be the last time Darlene Greene would see her baby sister alive. That evening, Ina Mae celebrated her birthday with friends. When she returned home later that night, the father of her children was angry because he said she had stayed out too late.

Similarly, CFPB will closely monitor fees assessed before an account is opened. Some cards include what is known as harvester fees have high upfront costs – for example, application fees – and low limits. As a result, the initial fees absorb much of the card’s credit limit. Currently not covered by the CARD Act, CFPB’s review

of these charges will determine whether it should take action under its authority.

Other areas of concern for the Bureau include credit card rewards programs, add-on products, online disclosures, and grace periods – the time between the end of a billing cycle and when a balance is due.

When consumers understand the terms and responsibilities incurred through credit, they are better able to comparison shop for the best product. More importantly, no consumer wants to feel snookered by a deal gone bad.

since the Ku Klux Klan was born in order to re-decide the outcome of what the Rebs call “The War of Northern Aggression.” They tell White voters six simple truths: 1. The federal government’s a threat; 2. Federal courts don’t understand the Constitution; 3.

Taxes are bad; 4. Unions need to be eliminated; 5. You have a lousy hospital/health system; 6. But at least you’re a White American.

So today, instead of trying to maintain slavery the way the secessionists did when they concluded the Union was doomed after Abraham Lincoln won the presidency in 1860, these modern-day rebels are not content to abide by the results of elections, or to respect the “law of the land.” They are intent on repealing the health care plan which conservatives authored in the first place!

They can’t be trusted. They lie.

constituents are superior to all other Americans and all the other people on earth. They speak with “forked tongues.” They routinely break their promises.

rican-American finalists didn’t respond when the District asked again for proposals for the development of the Stevens School. Ultimately, a developer who previously developed a number of projects in the District got the job.

It doesn’t matter that the developer finally chosen wasn’t African American. It matters that a black developer had a chance and the District wasted their time and money. In a moment where a crane bearing the name of an African-American firm could have stood among the dozens of other cranes,

our local leadership failed. In this instance with the Stevens School, the opportunity to get a seat at the table where real wealth is made has been lost.

Among many things, Home Rule carries with it hope and a dream of participation for those whom history has denied.

The clearest example can be found with the awarding of the development rights of the historic Stevens School. The Stevens School was built in 1868 with the purpose of educating freed slaves. It’s named

after Pennsylvania abolitionist and Congressman Thaddeus Stevens. The school suffered from low enrollment for years and was finally closed in 2001.

The District invited developers to submit proposals to develop the site. African-American decision-makers in the government here decided not to grant the development rights of a school established for African Americans to either of the two finalists who happened to be African American. The community surrounding the Stevens School favored the two African-American developers’ pro-
