A New Chapter in Innovation at St. Elizabeths

E

ven as the architectural designs were being drafted, the St. Elizabeths East Campus was always viewed as a place for opportunity and forward thinking. The advancements of mental health care, integrated with the buildings’ design, created the advantages the Campus afforded its residents. St. Elizabeths East has represented progress and innovation.

Therefore, it is only fitting that the vision for the campus today remains innovative and transformative.

When we officially opened the doors of Gateway DC in October of 2013, we introduced the community to a unique state-of-the-art park and pavilion. This facility is designed to provide a space for casual dining, fresh food markets, entertainment and cultural activities. It’s a structure unlike any other in Ward 8 and the District as a whole.

It was built to serve the District’s needs and reintroduce the community to a campus that had been unavailable for decades.

With the opening of the R.I.S.E. Demonstration Center, formerly the chapel, we begin another chapter of innovation for St. Elizabeths East. R.I.S.E -- which stands for Relate, Innovate, Stimulate and Elevate – will be a vibrant, world-class project and gateway to the District’s future economy. It will lead the way in our efforts to transform the St. Elizabeths East Campus into a long-term Innovation Hub. Equally important, the Demonstration Center will connect residents in the East End with the technology movement the Gray Administration has created across the District.

St. Elizabeths is creating opportunities. Through development, job training and partnerships, St. Elizabeths plays an integral role in moving people forward. As mayor of this great city, I am continuously excited about what the future holds for this historic treasure.

A

s a large contiguous site in the heart of one of the nation’s most economically dynamic regions, St. Elizabeths East Campus offers universities an exceptional opportunity for co-location and collaboration with government and technology-related industries.

Planned as the largest mixed-use development in Washington, D.C., St. Elizabeths East will ultimately comprise over 5 million square feet on 183 acres at full build-out.

St. Elizabeths East is located in the Congress Heights neighborhood in Southeast Washington, D.C. directly across the street from the federally-owned St. Elizabeths West Campus— the future home of the U.S. Department of Homeland Security’s (DHS) consolidated headquarters. The U.S. Coast Guard is the first of many DHS units to occupy St. Elizabeths West and will have 3,700 employees on site by August 2013.

The 183-acre St. Elizabeths East campus, located adjacent to the Congress Heights Metro station, is a National Historic Landmark, local historic district, and home to a number of architecturally unique and significant buildings. As property owner, the District of Columbia is aggressively pursuing the redevelopment of St. Elizabeths East to accelerate D.C.’s burgeoning innovation economy and generate positive economic impacts for the surrounding community in Ward 8 and the District as a whole.

The District has made significant progress to date. The District has completed the R.I.S.E. demonstration center

Master Plan; secured by-right zoning permitting academic, commercial, and retail uses; and committed over $100 million in needed infrastructure investments; constructed and opened Gateway DC, an green space and pavilion, and the R.I.S.E. Demonstration Center.

ST. ELIZABETHS INNOVATION HUB. The St. Elizabeths Innovation Hub will occupy 500,000 square feet in the larger campus redevelopment and will feature the co-location of community, university, and technology-focused enterprises (e.g., business accelerators, an innovation market place, and other related components) that are focused on cultivating globally significant economic opportunities. The District of Columbia’s objectives in developing an Innovation Hub at St. Elizabeths East are to spur the creation of new technology-related businesses and jobs, to create economic opportunity at all skill levels for residents of both Ward 8 and the city as a whole, and to accelerate the diversification of Washington D.C.’s economy. When the initial campus infrastructure improvements are complete in 2016, we anticipate an expansion of the activities that we are initiating in the Demonstration Center into the permanent Innovation Hub efforts.RS

O

ne of the visions of the D i s t r i c t ’s F i ve - Ye a r Economic Development Strategy is to make the city the largest tech hub on the East Coast. To accomplish this goal, the Gray Administration launched Digital DC, a branding and economic development initiative aimed at promoting the District of Columbia as the leading community in the innovative and high-tech economy. As one of the fastest-growing cities in the world for technology companies and venture capital investment, Digital DC represents and supports the vibrant, dedicated, and unique community of local and international tech and innovation-based businesses that are thriving in the District. Digital DC highlights the growing number of District-based tech companies, provides the best resources to cultivate digital companies re-

locating and developing in the District, and supplies job and training opportunities.

The initiative consists of three components.

A branding campaign that features a dedicated website (digitaldc.co), social media platforms (Instagram, Facebook and Twitter) and sponsored events. Some of those events included fireside chats at Gatweay DC with Daymond John of Shark Tank and FUBU; Emmit McHenry, co-founder of Archura and Network Solutions; and Rodney Sampson, co-founder of opportunity UP conference and author of Kingonomics. Digital DC was also launched at South by Southwest (SXSW) interactive conference held in Austin, Texas, to promote the city as a tech center.

The Digital DC Tech Opportunities Corridor spans 7th Street NW/New York Avenue NW to Georgia Avenue NW/ Kansas Avenue NW. Along

the tech corridor are higher educational institutions such as the historically black school, Howard University, which provides programs in computer engineering, digital media, and a new interdisciplinary research center. By defining this area, Digital DC will establish a clustered ecosystem of innovative talent and link tech activity in Northwest DC to the planned innovation campus at St. Elizabeths East along Metro’s Green Line.

Digital DC Tech Fund (DDCTF) is an entrepreneurial induction program for companies designed to provide training, access to networks, capital, and resources for early-stage tech entrepreneurs along the tech corridor in the District.

$8 Million Tech Facility Opens in Southeast Former Chapel New Home of R.I.S.E. Demonstration Center

By D. Kevin McNeir WI Contributing Writer Technological training and entrepreneurial development have become essential in today’s environment where Twitter, Facebook, venture capitals and business mergers dominate the scene.

Now, after years of lagging behind the rest of the District, residents of Southeast have finally had their prayers answered in the form of a new facility that will offer computer and business training for youth, adults and senior citizens alike.

“This space helps answer the call of Ward 8 residents for innovative pilot projects that address the need for job growth and economic development in their community,” said D.C. Mayor Vincent C. Gray during the opening of the center on August 13. “I am pleased to cut the ribbon on the R.I.S.E. [an acronym that stands for Relate, Innovate, Stimulate and

Elevate] Demonstration Center – a critical investment in Ward 8 that will serve as a resource for building technical skills and connecting residents to entrepreneurial opportunities.”

Similar to the St. Elizabeths Gateway Pavilion (Gateway DC), the demonstration center will remain in operation for approximately 10 years while the permanent innovation hub continues to be developed. A portion of the funding for the $8.3 million project came from the District’s “forWard8: Investing in Our Future Initiative,” which awarded $2.5 million to support a group of District-led career training and business development projects for Ward 8.

“Ward 8 is being transformed before our very eyes – this is just one of many ribbon cuttings and new job opportunities that you’ll be seeing in the coming months,” said Marion S. Barry, Jr., former D.C. mayor and a member of the D.C. Council who has represented

Ward 8 since 2005. “Today’s event is part of a larger scheme to transform a ward that was once viewed as a haven for drug dealers, prostitutes and other illegal deals,” said Barry, 78.

Members of the community put their heads together to come up with both the concept and name for the center, which once served as a religious landmark for residents.

“The concept behind the center was actually developed in the St. Elizabeths Innovation Strategy,” said Catherine Buell, executive director, St Elizabeths East, Office of the Deputy Mayor for Planning and Economic Development. “We identified the chapel as a good location a year ago – it was the least expensive building to reuse . . . and was a building the community wanted to retain.”

Amenities for the center include: two large demonstration and lecture halls for conferences, technology displays and exhibits; a

computer lab offering training for residents, seniors, small businesses and others; and a demonstration, entrepreneurship and career conference area.

Residents of Ward 8 have many people to thank for bringing the project to fruition.

“A large number of community leaders made the project possible but our lead advocate was Commissioner Mary Cuthbert,” said Buell, a Ward 8 resident. “Our list of partners includes: the ANC8 chairs; the Congress Heights Civic Association; ACC; UDC’s Community College; DHS/U.S. Coast Guard; Far Southeast Family Strengthening Collaborative; Ward 8 Arts and Culture Committee; REEL; Congress Heights Main Street; and many more. This [was] a challenging project and we could not have gotten this far without community support,” said Buell, 34.

An acknowledged advocate for the renovated space said bringing

the center to Southeast has long been at the top of her list of priorities.

“The community wanted the chapel to remain because of sentimental reasons and its transformation is quite beautiful,” said Mary Cuthbert, advisory neighborhood commissioner [ANC] 8C. “Now many of our children east of the river will have access to topnotch technological and business training right in their own backyard,” said Cuthbert who will move her offices to the lower level of the new center later this year.

One member of the ANC and a Southeast resident said Cuthbert served as the spark for the St. Elizabeths renovation project.

“Mary was instrumental in securing funding and partners along with the mayor and this center is definitely something that we’ve long needed,” said Anthony Muhammad, ANC 8 chairman.

Gray said the new facility will benefit everyone in the District.

For example, Microsoft has already signed on as a tenant for the new technology hub – something that will help users of the facility as they seek to improve their computer skills and to ramp up their business savvy.

“Generations of people worshiped in this space long ago but now it has taken on a new use like so many other portions of this campus,” said Gray, 71. “It feels good to be able to deliver on promises we made to the people of Ward 8.”

The R.I.S.E. Development Center will be maintained by Blue Skye Construction, a black-owned facilities management firm, founded by company president, Bryan Scottie Irving.

“I’ve been in the constructionbusiness for 30 years but decided to also focus on facility management about four years ago,” said Irving, a resident of Northwest.

“We have 10 hardworking employees and this is a golden opportunity for some of my newer employees, like Jelani Johnson (23) and Tameka Gittens (32), to get valuable work experience as they move in a new direction in their lives,” said Irving, 50.

One community activist said he’s heard nothing but positive remarks about the new center.

“I fondly remember hearing the bell years ago and I’m glad to see that every effort was made to not R.I.S.E. demonstration center

only preserve the chapel on the campus but to use it,” said Philip Pannell, former president of the Congress Heights Community Association. “It’s been modernized and I’m glad that the ANC now has a really decent office. I know the space will be utilized because there’s always a need for locations in which we can hold community meetings,” said Pannell, 63. RS

Key Initiatives Aim to Spur Job Growth in the District

A top priority of Mayor Vincent C. Gray’s administration has been to create a more sustainable economy for the city and to ensure employment opportunities exists for District residents. With these key goals defined, two government initiatives are targeted as definitive ways to grow and strengthen the District’s economy.

The District government, through the Office of the Deputy Mayor for Planning and Economic Development (“DMPED”) has transformed the St. Elizabeths East chapel into the “R.I.S.E.” Demonstration Center. The Demonstration Center is a technology and demonstration center that that features a Digital Inclusion Center and conference and meeting spaces that are flexibly designed to host a variety of programs, from entrepreneurship and technology training seminars to science demonstrations.

The Demonstration Center will bridge the gap between the innovation field and local community until the development of permanent Innovation Hub space is possible. The purpose of the Demonstration Center is to build interest in the campus redevelopment by immediately drawing the surrounding community into the campus and begin to create bonds with the residents and the Innovation Hub efforts. The utilization of the chapel presents a particularly unique opportunity to kick-off the Innovation Hub efforts, as it allows the District to leverage the local community’s affinity for the chapel and simultaneously build on the excitement and interest from the Gateway DC efforts and the gateway pavilion.

DESCRIPTIONS AND FEATURES Digital Inclusion Center – A well-programmed, state-of-the-art computer lab features a wide range of computer training classes. The Digital Inclusion Center was developed in partnership with the Office of the Chief Technology Officer (OCTO).

Demonstration & Lecture Halls – Spaces designed to host a variety of programs, from entrepreneurship and technology training seminars to demonstrations by the St. Elizabeths East anchor tenants, Microsoft, VIMTrek and Citelum.

Classrooms & Conferences Spaces – Classrooms and conference spaces designed to host job training and placement services to prepare potential employees for jobs and career opportunities located on the campus. For example, the Center may host AdminTech Academy classes offered by the University of the District of Columbia’s Community College (UDC-CC).

Great Streets The Great Streets program, which began in 2006, is a multi-year, multi-agency commercial revitalization initiative to transform emerging corridors throughout the District of Columbia into thriving and inviting neighborhood centers. The program utilizes public actions and resources to leverages private investment in retail, housing, office space and cultural facilities. The ultimate goal is to improve commercial vibrancy by stimulating development and improving transportation options along the 11 Great Street corridors.

Led by the Office of the Deputy Mayor for Planning and Economic Development, Great Streets has two tiers of investment: Small Business Capital Improvement Grants and Catalytic Investments.

The Small Business Capital Improvement Grants are a critical component of Mayor Vincent C. Gray’s vision for the city as they support existing small businesses, attract new businesses, increase the city’s tax base and create new jobs for District residents. The program serves 11 corridors: nn Martin Luther King Jr. Avenue/South Capitol Street SE/SW nn 7th Street NW nn Bladensburg Road NE nn Georgia Avenue NW nn H Street NE nn Minnesota Avenue/Benning Road NE nn North Capitol Street NW/NE nn Pennsylvania Avenue SE nn Nannie Helen Burroughs Avenue NE nn Rhode Island Avenue NE nn Connecticut Avenue NW The Small Business Capital Improvement Grants have assisted numerous small businesses ranging from new food options to neighborhood-serving retail stores to healthy living amenities.

The Great Streets program also provides catalytic investments in large-scale projects such as the Howard Theatre, the H Street Giant Food store and the St. Elizabeths East Gateway Pavilion.

Creative Economy Strategy The Creative Economy Strategy builds on the sector-driven methodology of the District’s Five-Year Economic Development Strategy by laying out a clear roadmap for sustained growth that leverages the District’s creative industries. In collaboration with leaders from local universities, nonprofits, government and the business community, DMPED worked to craft a strategy that guides the city towards generating 10,000 new jobs in three years. The strategy targets four key sectors.

Those sectors are: 1) Arts and Heritage, 2) Information and Technology, 3) Culinary Arts and 4) Professional Services.

Outlined in the Creative Economy Strategy are three bold visions with 34 initiatives critical to spurring job growth. The visions aim to make the city a national hub for creative startups and entrepreneurs; become a magnet for creative corporations; and foster a resilient, entrepreneurial local arts community.

Key Economic Facts regarding District’s creative workforce: nn Total employment in the creative industries is 112,424, which accounts for 16 percent of the District’s total private sector employment. nn There has been a 37 percent increase in average wages for jobs in the creative industries between 2001 and 2012. nn Of the District’s private-sector job growth between 2001 and 2012, 16 percent of that growth has been in the creative industries. nn The Creative Economy makes up 13 percent of employment nationally. nn Creative businesses contribute $14.1 billion to the District Gross State Product and an estimated $200 million to the District’s tax base annually.

Free or low cost to the public

Programs must fit with available calendars and events
