Council is excited about the improved transport options for the Whitehorse community as part of the Suburban Rail Loop (SRL) project. Construction of new train stations as part of the underground train line are planned for Box Hill and Burwood.

While Council is very supportive of the project, it is important that we consider the impacts on our community, particularly during the construction phase.

Council will be conducting community engagement activities in the coming months to hear your thoughts about the project.

An extended deck over the rail (instead of a pedestrian bridge) An additional station entry at Montrose Street.

The updated deck will connect Mont Albert Village between

Hamilton Street and Beresford Street and provide the new home for the Mont Albert Station building. There will be landscaped and pedestrian areas for community use around the building. Council will continue to advocate to ensure the design incorporates heritage elements.

The additional station entry will offer an accessible path from Montrose Street, rather than only being accessed from Lorne Parade. Council will continue to advocate to ensure the best layout is developed for station access as well as for the layout for Lorne Parade Reserve.

Council is continuing to develop the community vision for the railway corridor. The community survey has shown that protecting and enhancing the heritage elements in the area and creating accessible, well-landscaped areas are crucial to the success of this project.

Working for Whitehorse Perfecting Whitehorse’s play spaces In Whitehorse, we pride ourselves on our playgrounds and beautiful natural spaces.

But who is in charge of keeping them spick and span?

This is where employees like Maire Fay come in. Maire works on the Open Space and Assets team in the Parks and Natural Environment department.

Maire has worked at Whitehorse for over three years. Her role includes gardening and playground asset maintenance.

“Day to day, I ensure that the playground areas are safe and well presented by performing gardening duties, playground repair, bench seat maintenance, and various other tasks.”

“Prior to this Council role I was a gardener at a golf club, and at a tennis club. I enjoyed working at

sport related clubs as there was always a large range of duties, which is much like the role I am in now.”

Maire enjoys creating and maintaining safe spaces for children and families to enjoy across the municipality.

“I enjoy improving what is already there. Gardens always look better with a mulch, benches look better with a stain, and playgrounds look better when the equipment is maintained.”

“We do inspections every few months on every playground to see what work needs to be done. In between that time, we complete general maintenance and respond to requests.”

“When park users report something, they’re pleasantly surprised that I can fix it on the spot. It’s not always possible, but we always welcome the reports.”

As someone who enjoys spending her down time cycling, exploring, camping and fishing, Maire loves that her work allows her to spend so much time outdoors.

“I enjoy working in the Whitehorse area, as it has some

Great Southern Bioblitz Connect with nature while helping scientists study and protect native plants and animals as part of the Great Southern Bioblitz from 22-25 October.

A ‘bioblitz’ is a period of intense biological surveying in an attempt to find and record as many species as possible.

Over four days in October, the community is asked to help document native plants and animals across Whitehorse.

October is a great time to explore our local parks and reserves. Spring is in full swing: flowers are blooming, insects are emerging, baby birds are hatching and reptiles are coming out of hibernation.

To get involved, download the iNaturalist app, and from 22-25 October, find wild plants and animals, take a picture and upload it to the app.

The Great Southern Bioblitz will showcase the huge array of native plants and animals across Whitehorse. This event is that it’s a COVID-safe activity - you can take photos of wildlife from your own backyard or take a walk in the park to get some exercise while snapping pictures of plants and animals. People living in all parts of Whitehorse have access to parks and reserves within 10km of their home.

Experts are on hand to help identify the wildlife in your photos after you upload them to the app.

Residents are reminded to follow Victorian Government restrictions while participating in this event.

Giving Whitehorse’s assets a second life You may have noticed that the cricket nets at Vermont Reserve are getting an upgrade as part of our capital works program.

But what happens to the old equipment that we are replacing?

90 percent of the materials from demolition are separated and recycled. This includes all steel poles and wire mesh, rubber matting and the concrete.

Council is committed to ensuring our improvement works are done in a sustainable manner.

Whitehorse Feedback Policy

Council is redeveloping this popular golfing venue into a contemporary community facility that will provide diverse leisure and social opportunities for golf enthusiasts and the wider Whitehorse community to enjoy.

The redevelopment includes: ■ a multipurpose golf pavilion with inside/outside café ■ a 25-bay driving range with premium bays for group functions and hospitality services ■ an 18-hole premium adventure mini-golf facility The redevelopment is an outcome of the Morack Public Golf Course Strategic Plan.

The plan acknowledges the ageing facilities at Morack and notes the limited social and hospitality offerings not meeting the needs of existing or new patrons.

Council’s proposed design aims to transform Morack into a facility that’s: ■ More inclusive and inviting for families; ■ Attractive to corporate hospitality; ■ Has modern technology in line with golfing industry trends and; ■ Meets the needs of serious golfers and mini-golfers alike.

Whitehorse City Council’s current policy is being reviewed due to recent legislation requirements.

Council actively listens and responds to community, employee and Councillor feedback. A new feedback policy will be developed which will include the refinement of the current policy, guidelines and processes.

Lighting up RHL Sparks Reserve Have you noticed the new sports field lighting on the Rugby fields at RHL Sparks Reserve?

Council completed the installation of new lights on the semi-professional, amateur competition and training fields in late September. The 200, 100 and 50 LUX LED systems provide the most costeffective, durable and high quality lighting solution.

Works also involved the removal of the existing lighting infrastructure.

The project was fully funded from the Commonwealth Government’s Community Development Grants program and State Government’s 2020 Community Sports Infrastructure Stimulus Program.

Pavilion project kicks off Construction of a new pavilion at Heatherdale Reserve has officially started.

The $6.2 million project involves demolishing the existing sports pavilion and building a new one with a multi-purpose room, kitchen, multiple change rooms, amenities and supporting facilities.

Councillor Prue Cutts said Council is committed to developing and improving sporting assets for local groups and the broader community, with a focus on catering for the significant increase in female sports participation.

“The new pavilion will help cater to the sport and recreation needs of our community now and into the future.”

“Council acknowledges the $2 million contribution from the Commonwealth Government and $200,000 from the State Government to help make this vital project a reality.”

“It is great to have all levels of government working together and making a financial contribution to this much needed and highly anticipated project”, she said.

Making our street lights sustainable In July, Council completed a sustainability project to change approximately 850 street lights to ones that are more energy efficient.

Although this particular project began in early 2021, improving the efficiency of street lights has been an ongoing goal for Council. Thousands of street lights in Whitehorse have already been changed over to energy efficient LEDs (Light Emitting Diodes).LEDs may use up to 80 per cent less energy than some other types of lights, thereby saving Council money and reducing its greenhouse gas (GHG) emissions.

Whitehorse has a target of reducing its GHG emissions by 45 per cent by 2022 (compared to a 2002 baseline). This particular project is estimated to reduce

Council’s emissions by around 6,890 tonnes over the 20-year lifespan of the new lights, equivalent to taking 1,600 cars off the road for a year.

The lights that were replaced comprised a range of different sizes from 100 Watts up to 400 Watts and included a mixture of mercury vapour, high pressure sodium and metal halide lights that were all highly inefficient. All of these old lights will be recycled for their various components, such as their metals, glass and electronics.

The new LED street lights will also improve safety for drivers and pedestrians by improving the light levels in the street.

Council’s street light energy efficient upgrade program is continuing with a further 650 decorative street lights to be updated to LEDs early in 2022.

Works are expected to be complete in October 2022.

The importance of staying digitally connected during lockdown

In these difficult periods, young people are creative through video calls, playing multiplayer video games, quizzes and creating dance videos on social media together.

These fun activities provide a welcoming distraction to the physical distancing requirements. While this is not a green light for young people to be on their phones all day, it is a good reminder for parents and guardians to be more lenient around the use of technology under these unprecedented times.

Before the pandemic, parents and guardians were often worried that teenagers were spending too long glued to their mobile phones and computers. However, with the multiple lockdowns in Melbourne, it can be a breath of relief that young people are able to navigate the online world and connect with peers digitally.

Social distancing and online learning can lead to a feeling of isolation particularly to youths who are often reliant on going to school to socialise with friends. Being isolated can be difficult, leading to anxiety and a decline in mental health.

According to the 2021 Coping with COVID-19 Report (Rideout et al., 2021), 53 per cent of the 14-22 year old respondents have agreed

With the ability to navigate online, more young people are decreasing the stigma around mental health and are making use of resources online to identify their mental health concerns and reach out for support.

Family fun from afar in lockdown When Melbourne was hit with yet another lockdown, Whitehorse resident Dawn Maxa had an idea to bring the community together – in a COVID-safe way, of course!

This idea was the Blackburn Family Tournament – a fun, free weekend of bakeoffs, fancy-dress bike races, drawing activities and more.

“Parents and families were aware of how incredibly difficult and exhausting it is during lockdown to stay positive for ourselves, let alone for our kids,” said Dawn.

“We wanted to do something to create a ripple of joy amongst families and help our community find moments of fun and connection during lockdown.”

What started as a small collaboration between a few families from Blackburn has evolved into a weekly community event with over 150 families getting involved.

“Interest in the tournament grew and we knew we wanted to share the challenges with the wider community,” said Dawn.

“It was important to us that we shared this safely, respecting privacy and without jeopardising the intimacy of the original community challenge group.”

The tournament consists of various family challenges that are compliant with COVID restrictions to be completed over the course of a weekend. Points are awarded for each entry and prizes can be won at the end of the weekend. Households can participate in the following challenges: ■ Bike time trial test from Blackburn Station to Nunawading Station in dress up ■ The cracker cookie bake-off – invent a cookie and bake it ■ The Academy Award – re-enactment of your favourite movie scene ■ The Hutt – build a hut, shack or fort out of things lying around your house or garden ■ The lake lap – walk a lap of Blackburn lake in fancy dress. “The challenges were a welcome distraction from COVID news and gave families something to plan for and look forward to on the weekend,” said Dawn.

Heritage Week highlights: A Whitehorse love story for the ages Picture this: it’s June 1954. The Nunawading Debutante Ball is just around the corner. The debutantes are getting glamorous in their white gowns and their dates are feeling the nerves as they prepare to escort them.

Bruce Fisher and Pat Robinson attended the ball on 16 June 1954.

As per tradition, Pat had plucked up the courage to ask Bruce to escort her after the pair met at the Blackburn Bike Club.

“I knew he was the one back in 1954, he was quite handsome,” said Pat. The Nunawading Debutante Ball was a significant calendar event for families who resided in the former City of Nunawading and City of Box Hill and usually took place at Box Hill Town Hall.

Along with the other debutantes, Pat partook in the year-long process of dance lessons, elocution, perfecting a curtsy and practicing the long walk to be introduced to local dignitaries while the community looked on. When the night of the ball arrived, Bruce wore a suit and Pat wore a traditional white gown made by her mother.

“Bruce and I were both brought up in Whitehorse, spent our teenage years here and participated in many local clubs, so we both felt very lucky that our families could support us attending the ball,” said Pat. Just three years after attending the ball, Bruce and Pat tied the knot. The happy couple have been married ever since and still reside in Whitehorse.

Since the 1960s, festivals and public events have been a key component of life in Whitehorse. But given the current COVID-19 restrictions, the festival season will look a bit different this year.

The Spring Festival which normally takes place each October unfortunately cannot go ahead this year. Rather than cancelling completely, we are hoping that this event can still go ahead at a later date. More details to come soon.

We know it’s tough in lockdown and what so many people need right now is to connect with family, friends, neighbours and community.

We are working on bringing you something special and can’t wait to celebrate with you all again soon.

Whitehorse Civic Awards Nominations are now open for the 2022 Whitehorse Civic Awards.

Council’s Civic Awards recognise and honour people or groups that have made an outstanding contribution to the community.

Nominations can be made online in the following categories: ■ Citizen of the Year ■ Young Citizen of the Year (under 27 years of age on 26 January 2022) ■ Community Achievement Award “Nominating someone for a Civic Award is a great way to acknowledge their efforts,” said Cr Tina Liu. “We are fortunate to have many wonderful volunteers in Whitehorse – including female and culturally diverse volunteers in the community - but our nominations haven’t always reflected this. The awards are traditionally presented on Australia Day each year during a Citizenship Ceremony. However if Victorian Government COVID restrictions are in place, the event will be held at a date, time and place to be determined during 2022. We will update you closer to the end of the year.

Spring has arrived and it is the season when weeds rise up quickly.

It is hard to believe the school year is in its final term and the Christmas break is just around the corner.

We have 20 bushland reserves which provide a home for local native wildlife and help preserve wildflowers and other indigenous vegetation. Volunteers are trying minimise the weeds in these reserves and work together as a local community group to remove weeds and prepare spaces for indigenous plantings. To join some of your neighbours in some light outdoor activity, please contact your local parkland advisory committee to get involved. Search for “parkland advisory committees” on our website to see the list or contact customer service on 9262 6333.

We are all taking advantage to enjoy our local environment. Many residents are enjoying a new café in Lake Ward, Miss Lucy, which opened on Central Road close to Blackburn Lake Sanctuary. Residents and their families are enjoying a short walk to purchase takeaway goods. It is part of a new retirement complex, Pavilions.

Our cafes and restaurants have been pivotal in supporting residents. We should continue supporting local businesses as they really need us to survive and we want them to continue providing amenity in our area.

Take a walk and enjoy a coffee or takeaway meal to support all our local cafes.

In capital works news, the next stage of the Whitehorse Performing Arts Centre and the Heatherdale Pavilion will have contracts awarded soon, which is something for many to look forward to.

I wish sporting clubs a good summer season and hope community groups will return to their face-to-face activities very soon.

I reflect on what has been close to one year since the council elections.

What a year it has been! Brentford Square works have progressed quite well and are looking good. Don’t forget to continue to support the local businesses during this time.

The New Holbury Reserve Playground equipment has been a huge win, with countless families enjoying the upgraded play space. Please remember to also supervise your children when they are playing.

We will see the Sports Awards and the Business Awards be held virtually again this year. Both events will be exciting and I look forward to seeing who the winners are.

In our continued efforts to support local businesses, Council has launched round three of its Business Grants Program.

Businesses who have successfully applied for and acquitted their funding in rounds one and two are eligible to reapply.

Winter sports conclusion

Council continues to strongly advocate for further community engagement and information, clarity around the management of the project and potential implications to Whitehorse statutory planning and land use policies in and around the project area. September is usually when winter community sport wraps up and when community groups get together to celebrate a successful season, or lament about what could have been. It’s also a time where team achievements and awards are celebrated, and team spirit is recognised.

Unfortunately, most winter sport seasons were not able to conclude due to the State Government COVID-19 restrictions.

However, I do want to say thank you to the volunteers who made this year’s shortened seasons happen; thank you to the players for being resilient during the year; and thank you to Council officers for keeping sport fields in top condition. I know that we will all be back next year.

October is mental health month One of documented impacts of the State Government COVID-19 restrictions is the impact on the community’s health and wellbeing, especially mental health. October, is mental health month, where a number of government organisations and not-for-profits run events surrounding improving of mental health. One such group is the Mental Health Foundation Australia www.mhfa.org.au/cms/ national-mental-health-month-2021 where the focus is on resilience and recovery. I encourage you to consider attending a session on mental health in order to build awareness of this important issue.

Spring really is a beautiful time of the year, however it does bring with it some unpleasant health problems for some.

Grass pollen season runs from October through to December and sees an increase in asthma, hay fever and the chance of thunderstorm asthma. If you suffer from asthma, even a mild form, please see your GP to review your asthma action plan and make sure any associated hay fever is well managed during the pollen season. As we know, thunderstorm asthma can be very serious so please look after yourself.

Hopefully you had a chance last month to have your say on the redevelopment of Sportlink. Following the $1.5m grant from the Federal Government, this much needed $8m upgrade will improve comfort for players and spectators. Improvements will include a roof over the outdoor courts and existing spectator seating area, better traction for court surfaces, LED lighting, solar panels and sealing of the gravel car park.

Works are expected to start mid 2022 and finish late 2022.

Healesville Freeway Reserve – a new green space for Whitehorse to enjoy Council is excited to that the Victorian Government has announced that the Healesville Freeway Reserve will be remade into a public park.

Goodstart Early Learning in Mont Albert is Council’s 5-Star Food Safe business for October for achieving outstanding results in Council’s food safety assessment.

The Victorian Government is investing $10.5 million into the park which will be managed by Parks Victoria.

The linear park will stretch for 3.5km between Springvale Road and Morack Golf Course and will feature a walking and cycling trail. The design will also allow for future upgrades proposed by Council such as the implementation of new sporting facilities.

The Victorian Government has worked closely with the local community to plan and decide on the future of the reserve.

The main priorities in the concept plan were access and trails and nature and biodiversity. The community was also strongly in support of working with a local Aboriginal party to select a suitable Aboriginal name for the new park.

Grants available to the Whitehorse business community COVID-19 continues to have a major impact on the business community and Whitehorse City Council will continue to support businesses in their recovery.

As part of that effort, a new round of funding to support small to medium enterprises in the Whitehorse business community is being offered by Council, focusing on business adaption, innovation and resilience.

Applications are open until 5pm, 22 October 2021.

Stream 1: Innovation ($5000 to $10,000) To support small businesses with costs associated with substantial innovative projects.

Businesses must discuss their project with grant officers.

Costs can include equipment that supports innovation, introduction of a new service or product or manufacturing projects.

Stream 2: Support ($1,000 to $3,000) To help businesses continue to operate on the road to recovery. Costs can include marketing and branding development, training and professional development, minor manufacturing projects, equipment for commercial purposes.

Council completed an audit of various business precincts in July 2021.

Ground floor businesses in precincts with a minimum of five tenancies have been audited. From the data we collated, we continued to be buoyed by the resilience of the Whitehorse business community.

The current vacancy rate is 10.39 per cent, down from 10.51 per cent in December 2020.

Watch out for swooping birds this springtime While we’re enjoying the sunshine and outdoors this springtime, it is important to also be mindful of swooping birds.

Native birds can swoop in urban and rural areas, in parks and gardens, in local streets, along bike tracks and walking trails or anywhere that birds are nesting. Swooping birds can be a frightening or even dangerous experience.

Caring for the Community Promoting harmony and unity in Whitehorse Whitehorse is fortunate to be home to a diverse range of faiths and beliefs.

The Baha’i community has been in Whitehorse since 1979, when a group of nine Baha’is moved to the area. The community today has grown to 282 people representing 16 nationalities.

A relatively new religion, people of the Baha’i faith actively work toward the recognition of humanity as one family.

“This has been the primary goal of the Baha’is, who see themselves as equal to all other citizens regardless of ethnicity, religion and belief,” said a representative from Whitehorse’s Baha’i community.

“Baha’is are committed to service and participation at their neighbourhood level. This fosters true friendships, cooperation and sense of belonging and purpose for all, motivating residents to take ownership of the development of their local area.”

Under this ethos, the Baha’i community are committed to promoting social cohesion and unity in Whitehorse. They often run free activities and trainings to empower children and adults with the tools to improve their neighbourhoods.

Earlier this year, the group held a neighbourhood children’s festival where friends and family got together to partake in various activities that taught important lessons in harmony.

“One of the activities involved baking a loaf of bread.”

“One of the parents, Nimisha, showed the children how the ingredients for a dough are so different that they can do nothing if left on their own.

However, when they all mix and work together harmoniously, they give rise to a dough that everyone can bake, eat and enjoy.”

The community also run family camps, community development programs and host activities on Baha’is Holy Day. “Our Sunday program engages families in various activities that address holistic needs of the community, from art and music classes, to language and computer classes to moral and social development sessions.”

The Baha’i community have worked hard to adapt their work to lockdown restrictions.

“Last year, we helped our senior community members set up their online access so they could participate in all activities.”

“Families who live close to one another stay in touch over WhatsApp and make sure to inform the Spiritual Assembly of anyone who may be in need of support.”

The local Baha’i community is involved in the Whitehorse Interfaith Network, whose purpose is to promote interfaith dialogue, social justice and harmony to the wider community. The Baha’I want their work in the community to encourage others to improve their own neighbourhoods and work with others in unity and harmony.

Η κατασκευή ενός νέου περιπτέρου στο Heatherdale Reserve έχει ξεκινήσει. Θα διαθέτει αίθουσα πολλαπλών χρήσεων, κουζίνα, πολλά αποδυτήρια, ανέσεις και βοηθητικές εγκαταστάσεις. Η Cr Prue Cutts είπε ότι αυτό το νέο περίπτερο θα βοηθήσει στην κάλυψη των αθλητικών και ψυχαγωγικών αναγκών της κοινότητάς μας τώρα και στο μέλλον. Θα καλύψει επίσης την αύξηση της γυναικείας αθλητικής συμμετοχής. Οι εργασίες αναμένεται να ολοκληρωθούν το Σεπτέμβρη του 2022.

E’ cominciata la costruzione di un nuovo padiglione alla Heatherdale Reserve. Saranno realizzate una sala multifunzionale, una cucina, spogliatoi multipli, dotazioni e impianti di supporto.

Cr Prue Cutts ha dichiarato che il nuovo padiglione aiuterà a soddisfare le esigenze attuali e future per le attività sportive e del tempo libero della nostra comunità.

Permetterà inoltre di incrementare la partecipazione femminile alle attività sportive.

Il completamento dei lavori è previsto per il Settembre del 2022.
