According to the report, the visitor economy attracts more than 3.3 million visitors to Melbourne’s East each year and generates nearly $2.4 billion of expenditure.

To help our visitors get the most out of their Whitehorse experience, Council has recently produced the Whitehorse and Box Hill Visitor Guide.

NATIONAL SORRY DAY

E

veryone is invited to observe National Sorry Day at Council’s flagraising ceremony on Friday 25 May.

The ceremony is an opportunity for Council and the community to acknowledge the trauma, grief and loss caused by past Australian government policies that resulted in Indigenous children being removed from their families.

The ceremony also commemorates the 10 year anniversary of the historic apology given by thenPrime Minister Kevin Rudd in 2008.

The day will include a Welcome to Country, a smoking ceremony with a Wurundjeri Elder, other cultural activities and an afternoon tea.

Renew in May

GARDENING FOR THE BEES!

Council’s Renew service is an annual opportunity to recycle unwanted but useable household goods that might otherwise be thrown out, often ending up in landfill.

Thursday 24 May

Native bees play an important role in your garden. They are superb pollinators and many of them don’t sting!

The Renew Drop off Day is for recycling larger household and electrical items such as televisions, whitegoods or furniture.

It will be held on Saturday 12 May from 8am-2pm at the: Whitehorse City Council Operations Centre, 1 Ailsa Street, Box Hill South.

Find out how to construct a bee hotel and which plants to grow to attract native bees.

Not only will you be conserving your local biodiversity but your own plants and vegie patch will benefit.

Please ensure that you bring only good quality, reusable furniture. Any damaged or dirty furniture cannot be reused and may be refused at the point of drop off.

Our speaker, Patrick Honan is a horticultural researcher for Gardening Australia on the ABC and a director of the St Kilda Indigenous Nursery Co-op.

Please note: These services are only available at Council’s Operation Centre on the Renew Drop off Day each year and will not be accepted on any other day.

At this session, you will also learn about Council's free Gardens for Wildlife program and how our home gardens can contribute to conserving urban biodiversity.

During this period, simply place bags of unwanted but useable household goods into your empty recycling bin immediately after the normal recycling has been collected. Then push the bin straight back out on the kerb for the scheduled Renew Collection.

Whitehorse Tree Study

In July 2016, Council adopted the Whitehorse Tree Study Options and Recommendations Report, and decided to pursue a planning scheme amendment to implement the study. The tree study looked at options to protect and enhance tree canopy across the municipality.

In May 2017, Council lodged a request with the Minister for Planning for tree protection controls on residential land in Whitehorse. The type of control requested is a Significant Landscape Overlay (SLO). The Minister approved interim tree protection controls via Amendment C191, which came into effect on 8 February 2018 and will apply until 31 December 2018. Council is now preparing further strategic work to seek permanent controls.

C194 – Combined Planning Scheme Amendment and Planning Permit

517–521 Station Street and 2-8 Oxford Street, Box Hill

The amendment proposes to rezone the Station Street and Oxford Street sites to Mixed Use Zone and add an Incorporated Document for the Station Street site to guide future redevelopment of the land. The planning permit application for the Station Street site is for construction of buildings of up to 18 storeys with a mix of uses.

An independent panel report was received in December 2017.

The report recommended that the amendment be adopted subject to minor changes to the Incorporated Document and draft planning permit. On 29 January 2018, Council adopted the amendment and it has been submitted to the Minister for Planning for approval.

Residential Corridors Built Form Study

Burwood Highway and Whitehorse Road

The study will provide built form guidelines for land in the Residential Growth Zone along Burwood Highway and Whitehorse Road. Built form relates to the overall visual impression of a building. The guidelines will assist in the design of new development along these key road corridors.

The appointed consultants have completed a background analysis of the study area.

Burwood East Development Plan – Former Brickworks

The Development Plan provides for mixed use development of this major site, which will include housing, commercial development and public spaces.

On 18 July 2016 Council approved the Development Plan subject to a number of conditions that have been progressively resolved.

The Development Plan has been endorsed following a decision by VCAT on 8 February 2018. Several planning permit applications for different stages of the development are in progress.

Resilient Melbourne Strategy: The Neighbourhood Project

Municipality-wide

Whitehorse was one of three metropolitan Councils participating in the pilot of the Neighbourhood Project, which is a practical program to make community-led placemaking easier for councils and communities.

Three community projects were held in 2017 and now Council is working on developing guidelines so that people in the community can initiate their own placemaking events or projects and work with Council in an easy, efficient and streamlined way.

Craig Reucassel is an Australian writer and comedian best known for his work with The Chaser. In 2017 Craig hosted the War on Waste on ABC TV, a four-part series looking at such issues as fast fashion, food waste and disposable coffee cups. Craig will take you through his key learnings from this experience and what we can all do to support the War on Waste.

This event is part of the 2018 Smarter Living Workshop series, presented in conjunction with Manningham Council and Whitehorse Manningham Libraries.

WELS open for play and learning!

ome along and explore all that Whitehorse Early Learning Services (WELS) has to offer at our open days this month.

WELS offers four Council-operated long day care centres for children aged six weeks to five years, with each centre incorporating a state funded kindergarten program.

The kindergarten program is delivered at set times each day, with additional hours before and after for families who need extended education and care hours.

The flexible, play-rich kindergarten program is designed around children’s interests and developmental needs, and is aligned with the federal and state governments' Learning Frameworks.

Children in the kindergarten program enjoy a dedicated learning space with a teacher who has gained a Bachelor of Education in Early Childhood. Our learning environments provide a relaxed, unhurried learning day where children work at their own pace with time for a variety of experiences.

Collaboration with families is important and our teachers and educators make time for quality interactions with children and families.

Families are welcome to talk to educators and explore the centres at one or more of our open days.

Council to raise Rainbow flags for IDAHOBIT C ouncil is joining a global movement to support LGBTIQ people with a symbolic raising of rainbow flags to mark the International Day Against Homophobia, Biphobia, Intersexism and Transphobia (IDAHOBIT) on Thursday 17 May. IDAHOBIT was established in 2004 to highlight the violence and discrimination experienced by LGBTIQ people who do not conform to sexual and gender norms.

Whitehorse City Council is proud to support a healthy, vibrant and inclusive community.

Council's Municipal Public Health and Wellbeing Plan includes diversity as a priority.

Council supports, promotes and celebrates diversity, and the public health and wellbeing plan sets out how we ensure our community is inclusive and a place that welcomes everyone – while recognising and celebrating our differences and similarities.

As a symbol of Council’s commitment to supporting LGBTIQ people, rainbow flags

hether you’re hitting the Box Hill Skate Park on your skateboard or scooter or riding to school or work, a helmet is essential equipment for keeping safe while having fun.

There has been a lot of research done on the effectiveness of bicycle helmets since Victoria introduced its helmet-wearing law in 1990.

National Walk Safely to School Day aims to: • Encourage parents and carers to reinforce safe pedestrian behaviour in children.

• To ensure children up to 10 years old hold an adult’s hand when crossing the road.

• To promote the health benefits of walking and help create walking habits at an early age.

• To help children develop vital road-crossing skills.

• To reduce the air pollution created by motor vehicles.

• To reduce the car dependency habits

• To reduce traffic congestion.

Researchers from the University of New South Wales found that wearing a helmet when involved in a bike accident cut the chances of head injury in half. It cut the chance of a serious head injury by almost 70 per cent and the chance of sustaining a facial injury by 33 per cent. The chance of a deadly head injury was cut by 65 per cent.

Top tips for choosing a helmet • I nvolve your child in choosing a helmet they like and will want to wear • Use a tape measure around your child’s head just above their eyes and ears and

match this to the helmet size listed on the box • A helmet must be the right size to work correctly. The helmet should be a snug fit and not move backwards or forwards • Don't tip it back so your forehead is showing.

Council has endorsed a $201 million Proposed Budg LETTER FROM THE MAYOR AND COUNCILLORS OF WHITEHORSE

M

any may view Council budget time as a stand-alone, annual event when in fact, similar to a household budget, it is a long-term commitment to ensure security and stability.

Council’s long-term planning strategy is aimed at creating a sustainable economic environment enabling Council to continue providing the community with high quality services and infrastructure into the future. Rate and fee increases are carefully calculated ensuring they are affordable and provide a framework to deliver balanced budgets including sustainable annual underlying surpluses. More than 1200 community members contributed to the development of directions contained in the current Council Plan.

There is also a commitment to achieving efficiencies through targeted savings and an ongoing commitment to contain costs. Over the last decade Council has reviewed and approved many major initiatives that have shaped Council’s current financial position while typically resulting in more community services being available through specialist providers. These include: • Aged care residential sale – 2008 • Geographic Information System in-house development – 2014 • Food Services review – 2015 • Transfer of Family Day Care to alternative provider – 2016 • Local Law initiatives – 2016 and 2017 • Wellbeing and injury prevention – 2013 and 2017 • Affordable Housing Project – 2018 • Cambridge Street redevelopment and Harrow Street car park redevelopment – 2018 • Ongoing business improvement program Without these many initiatives, Council’s long-term financial forecast would show a lower and declining operating result. Council would have exhausted its cash reserves and required borrowings to replace expensive infrastructure for those service areas.

Due to this careful long-term planning, the Proposed Budget 2018/19 provides $201 million of funding to enable the ongoing delivery of high quality services and the renewal and improvement of community facilities and infrastructure for the benefit of Whitehorse residents. The Proposed Budget plans for a financially sustainable operating surplus and continued strong financial position, while for the third successive year complying with the 2.25 per cent average rate cap set by the Minister for Local Government.

Major initiatives for 2018/19 include completing the redevelopment of the Harrow Street car park in Box Hill, continuing the development of the Nunawading Community Hub and progressing the redevelopment of the Whitehorse Centre.

Council will also continue the implementation of its digital strategy, designed to streamline customer transactions and communication with Council, continue work on the municipal tree study and produce a publication dedicated to the milestone 50 year anniversary of the sister city relationship with Matsudo, Japan.

The consultation period runs from 24 April to 27 May 2018.

While the average rate increase is 2.25 per cent across all properties, some individual ratepayers may find their rate increase is more or less than this, depending on how their property has been valued.

P eople and groups making submissions will be identified in a report to Council and this information will become part of the public record. Anyone not wanting to be identified should say so in their submission.

All properties in Whitehorse are revalued every two years. The revaluation is not designed to increase the total pool of rates that Council collects – it is to ensure a fair distribution of rates.

Clean-up Australia Day Congratulations to the Blackburn Lake Sanctuary Advisory Committee, Melbourne Water, the local Scouts and everyone else who cleaned up the Lake and surrounds last Clean-up Australia Day. Many local residents came out to help as well as an Indian community group who put a large team together from Whitehorse and beyond.

In conjunction with Melbourne Water, a litter count was conducted as part of the ongoing management of the lake. To top it all off a free BBQ was put on by the Committee to say thank you to participants.

In Central Ward we have a number of Council-supported Advisory Committees for our parks, creeklands and of course, the lake, and they are always looking for new volunteers, so why not consider giving one a go.

International Women’s Day Breakfast I was pleased to be accompanied by my 15 year old daughter Lily to this year’s IWD breakfast organised by Box Hill Central Rotary Club. The theme was "One Day I Will... Today's Girls, Tomorrow's Leaders". Danielle Storey once again did an excellent job as MC with a first class panel of Lee Hamley,

Chief Medical Officer at the Alfred, Peter Stubbs, the other half of 3AW’s Grubby and Dee Dee, Deb Robertson, Detective Superintendent Victoria Police and Sophia Grubnik, a student leader.

Consultations and feedback One of the great delights of my responsibility as a Councillor is listening to people on a wide variety of topics.

I am always impressed by the creative solutions our residents have to issues we face as a community, from sports ground utilisation, planning, waste management, school crossings, tree planting to local

roads. So please contact me with ideas you have and I encourage all to be involved in the variety of consultations that Council is currently undertaking and has advertised.

Draft budget Council recently met for budget discussions, where there was lots of careful thinking and debate over competing priorities.

I am pleased to report I continued to fulfil my promise to give careful consideration to every single dollar of your money that Council spends. I urge all to read the draft budget and encourage your comments and feedback. See pages 8-9 for details.

ANZAC day ANZAC day is a special day for all Australians and has special resonance with those who have served in the Australian Defence

Force. Our own Box Hill RSL continues to deliver wonderful leadership on this important commemoration and I especially congratulate President Bowden and his team for the magnificent ANZAC Schools Ceremony they hosted and I was proud to attend.

Local sport continues to be vibrant in our great city. With the start of the AFL season I was humbled to be invited to launch the transition year for the Whitehorse Colts Women’s team that will transition to the banner of the Whitehorse Pioneers in 2019. Both teams are based at Springfield Park and both clubs are confident they’ll deliver an even better player experience, and continue to build an even warmer, more welcoming family club culture with the future arrangements. Australia-India Women Entrepreneurs Forum (AIWEF) The Australia India Women Entrepreneurs Forum (AIWEF) is a Melbourne based notfor-profit organisation. They help migrant and Australian women entrepreneurs overcome social and financial barriers to successfully launch and run their own businesses in both India and Australia.

It was my great pleasure to officially open their Folk-O-Art exhibition recently held at the Vermont South Community House. Folk-O-Art is a social enterprise supporting global art and artists. The evening festivities were attended by many dignitaries and we were all entertained by a variety of Mexican and Indian dance troupes and enjoyed delicious food at the end of the evening.

Whitehorse City Council encourages these kinds of multi-cultural initiatives.

Men’s Shed working with our community Vermont Men’s Shed recently built and installed playground equipment for a local childcare centre. I’m proud to be a member of this organisation that encourages projects that benefit our local community. Using the talents and

skills of our community members (mainly senior citizens in this case!) leads to stronger, more resilient and healthier communities in my view.

Renew Collection This annual collection runs from 1 to 12 May. Please support this initiative to keep unwanted household goods out of landfill. If you have household goods that can be reused or recycled make sure you follow the instructions that were mailed to households in late April. There is also a Renew Drop Off Day on Saturday 12 May at the Whitehorse Operations Centre in Ailsa Street, Box Hill South. Bluebell Hill Reserve It was very exciting to attend the official opening of the newly upgraded Bluebell Hill Reserve play space.

As mentioned previously, this wonderful space is well utilised by the local community and looked after lovingly by the Bluebell Hill Advisory Committee.

Having a beautiful public space in a residential area is vital, particularly with the increase in development in recent years.

Budget Process As you would be aware, all councils develop an annual budget to ensure they continue to provide appropriate services and infrastructure for their municipalities.

In Whitehorse this a lengthy and intense process to ensure that the needs of our large and diverse municipality are met.

We offer opportunities for feedback from our residents and community groups at various stages, including for a 28 day period after the draft budget has been passed. The deadline for submissions this year is 27 May 2018. This is your final opportunity to provide input.

ANZAC Schools Service Each year Box Hill RSL invites Whitehorse schools to participate in an ANZAC service. Local members of parliament and Councillors are also in attendance.

This is always a moving event and this year, 22 local schools (and many hundred of students) participated.

I can remember 12 years ago when this event was held at the Whitehorse Road Memorial and only a few schools attended. The numbers have continued to increase each year.

This ensures that the sacrifices made many decades ago will always be remembered.

International Women’s Day (IWD) I was very honoured to give the keynote address at IWD to near on 100 attendees at the ATO in Box Hill. I spoke about the contribution of women to local politics. Women won the right to vote in Victoria in 1908, however to be eligible, women needed to be British subjects and 21 years or older! It wasn’t until 60

years later that we had our first female Councillor, Esther Poelman, at the City of Box Hill. Our first female Councillor for Nunawading was Janette Plummer in 1974. Today, we have for the very first time equal numbers of men and women on Council in Whitehorse! Incredibly, and this is by pure chance, we have a female and a male representing each ward! It makes for a robust, very well balanced Council. Given that there are less than one third women councillors across Australia, we are indeed almost one of a kind in Australia.

North East Link – Option A - Update Council formally opposed Option A on 11 December 2017, due to the detrimental effects the widening of the Eastern Freeway will have on our community,

especially increased traffic and congestion on our north south roads. We have also resolved to conduct a public forum with a panel of expert speakers to inform our community. Details are still being arranged at this stage.

Draft Budget – Have Your Say! Cr Stennett and I are pleased that $2.07 million has been allocated in the draft budget by Council for the refurbishment of the Walker Park pavilion, with detailed design to commence in the 2018/19 financial year. This will combine with the $400,000 committed by the Federal Minister for Deakin, the Hon. Michael Sukkar MP, for a $2.47 million upgrade. The pavilion was built in 1950 and now needs an urgent upgrade to meet the needs of the user clubs. However, submissions by the

community about this and any other item in the draft budget are welcome.

National Volunteer Week is an annual celebration held throughout Australia to acknowledge the generous and vital contributions of our nation’s volunteers.

This year’s theme is Give a little.

Change a lot.

Council will celebrate the importance of volunteering during Volunteer Week by recognising the hundreds of local residents who volunteer in Council programs.

Whitehorse volunteers regularly bring a smile to residents’ faces through Council services such as Meals on Wheels, multicultural homework and

study support, the FreeZa Committee (youth events), the Whitehorse Interfaith Network, the Reconciliation and Disability Advisory Committees, the Sports and Recreation Network, the Visual Arts Committee, Artspace, Parkland Advisory Committees and the ParksWide Education Program.

This year Council is recognising some incredible milestones including: • J ohn Armstrong who has been volunteering as a member of Buckanbe Park Advisory committee for 50 years.

CONNECTING THE COMMUNITY

uring National Volunteer Week we acknowledge the 50 year milestone of volunteer John Armstrong.

Octogenarian John Armstrong owes his decades-long commitment to volunteering to his parents.

The long-time Whitehorse resident and volunteer says both parents were always helping those around them and passed the value of reaching out to others in the community onto their children.

It is a value that John holds dear to this day. Among his many volunteer roles, John is a member of the Parkland Advisory Committee for Buckanbe Park in Vermont, a role he has had since the committee’s inception in 1982.

John gained qualifications in architecture, town planning and landscape design and had a long career in these fields. He has shared his expertise with the Whitehorse community by completing volunteer and pro-bono projects across the municipality.

He designed playgrounds at St Luke’s Kindergarten in Vermont and Vermont Primary School and helped design the museum at the Schwerkolt Cottage and Museum Complex in Mitcham.

John also spent 16 years as a member of the Blackburn and District Tree Preservation Society, combining his love of volunteering with his knowledge of the local landscape.

John has also travelled the world and has been widely recognised for his botanical illustrations of native flora.

Congratulations John on a life of service and thanks for your dedication so far.

Whitehorse Orchestra presents The Pied Piper of Hamelin, a musical adventure for the young and young at heart.

Schools in Whitehorse invited to apply – funding for the arts T hrough the Artists in Schools Program, local students have the chance to work side by side with a practising artist in any area of the arts.

Applications are now open and invitations to participate in the 2019 program have recently been sent to all schools.

The Whitehorse Artspace program aims to introduce and develop an appreciation of the arts in our school communities.

Council funds the full cost of the professional artist, who works on a specific project of the school’s choice. The project can be related to any facet of the arts, not only visual arts. Past projects have included performance and dance, felt-making, ceramics, mosaic works, circus skills and children's book illustration.

St Timothy’s Primary School in Vermont is one of the many schools that has received funding through the Artist in Schools program. Their most recent project was in 2017, when the students created two mosaic artworks to celebrate the school’s 50th anniversary.

With the help of artist Deborah Amon Cotter, the students created one tree that reminded the community of the orchards on which the school was built, while the other tree depicted St Timothy's School in 2017.

CLOSING DATE Friday 29 June 2018 for projects commencing in 2019.

The school says that their participation in the program has enriched their arts program and they have been very grateful for the opportunity.

he City of Whitehorse has a Sister City Relationship with Matsudo, a Japanese city on the outskirts of Tokyo. The relationship was developed by the former City of Box Hill in 1971 and was continued when the City of Whitehorse was created in 1994.

The two cities continue to participate in an active exchange program for young people, which strengthens cultural understanding and promotes friendly relations. The relationship also promotes economic development opportunities between the two countries.

The week also promotes the importance of Australia’s book industry and the role of libraries.

This year’s Matsudo Week Exhibition is a celebration of this enduring Sister City Relationship.
