Rate changes This year’s average rate increase is 2.25 per cent, which is in line with the state government’s Fair Go Rates system legislation.

Even though the average rate increase for Whitehorse properties is 2.25 per cent, individual property owners may find their increase is either more or less than 2.25 per cent.

Translation services

The valuation of your property has changed (properties are revalued every two years)

by less than the average, your rates will increase by less than 2.25 per cent or may even decrease.

Why are properties revalued?

Revaluations are not conducted to collect more rates, but to redistribute the share of rates amongst all properties. The state government’s ValuerGeneral’s department audits this revaluation.

When are payments due?

You can choose to pay your rates in a lump sum or in four instalments.

I Love Kinder!

Whitehorse City Council is proud to be part of the Municipal Association of Victoria's I love kinder campaign.

The Municipal Association Victoria has been campaigning to the federal government on behalf of Victorian councils to continue funding their share of 15 hours of kindergarten per child per week.

For free interpreting assistance call 131 450. Mention the language you speak and ask to be connected to Whitehorse City Council.

The federal government currently funds five hours of kindergarten per week with the state government funding the remaining 10 hours.

The I love kinder campaign is also pushing for a long-term commitment to the National Quality Agenda, which oversees regulation and quality assessment of all early childhood education and care services. This commitment has not been renewed beyond 2019, which puts quality kindergarten and child care for all children at risk.

HERITAGE ASSISTANCE FUND APPLICATIONS NOW OPEN Council’s popular Heritage Assistance Fund helps local property owners maintain and preserve heritage buildings so that future generations can enjoy their splendour.

Preserving heritage features can be a difficult and sometimes expensive responsibility, so the annual Heritage Assistance Fund offers up to $2000 to owners of heritagelisted properties to help with eligible repairs, such as re-roofing, re-stumping, masonry repairs, new guttering, painting, timber repairs, veranda floors and facades.

Applications open 6 August and close 7 September.

Cycle Wise in Whitehorse Council offers a range of bicycle skills courses so that Whitehorse residents can improve their riding skills and gain confidence.

The Metropolitan Transport Forum is holding a public forum on transport issues leading up to the November Victorian state election.

The forum will be chaired by Whitehorse Mayor Councillor Andrew Davenport and speakers will include: ■■

1400 people attended events during Whitehorse Sustainable Living Week this year.

Exciting new displays at Blackburn Lake New educational and multi-media displays at the Blackburn Lake Sanctuary Visitor Centre are now open.

The museum-quality interactive displays take visitors on a journey around Blackburn Lake and its surrounds, and tell the fascinating story of the sanctuary’s creation and history.

The project was delivered by Council in collaboration with the Blackburn Lake Sanctuary Advisory Committee.

An education program is delivered at the visitor centre to more than 3000 school children each year, covering such diverse topics as Whitehorse's history, human impact, habitats and ecosystems. A school holiday program and monthly nature play sessions for pre-schoolers also operate out of the visitor centre.

The visitor centre is open to the public each Sunday from 2pm to 4pm.

Be safe around schools Parents, carers and grandparents are once again being reminded to be safe on the roads when dropping off and picking up children from school.

Whitehorse Councillor Denise Massoud said it was vital to take a few extra minutes to ensure the safety of children.

“Rushing at drop off and pick up times is a recipe for disaster," said Cr Massoud. "This is the perfect time to model road safety for children, who learn from the behaviours of their own parents."

Written by Whitehorse Youth Representative Council (WYRC) member Alan Wu. Scientists and doctors say that the brain is the most intricate structure ever known. It contains around 100 billion nerve cells. Not surprisingly, complex systems such as the brain can have faults. These faults can result in mental health issues and addiction disorders.

Depression is largely stigmatised and misunderstood. Everybody has a bad day or encounters traumatic events once in a while. For a diagnosis of depression to be made by a mental health practitioner, symptoms such as low mood, deep sadness, apathy, restlessness, fatigue, morbid thoughts, and appetite and sleep disturbance may be features.

The good news is that many young people have successfully overcome depression. To overcome depression, it is important to realise some of the factors that cause depression. Some causes, such as genetics and the environment in which you grew up, are unchangeable. However other causes, including unhealthy lifestyle, poor nutrition, grief and stress, can be improved with assistance.

Beneficial lifestyle choices include 30 minutes of sunlight exposure, brisk exercise, deep breathing or fresh air exposure. Ensuring adequate sleep (8-10 hours) is also essential, as is controlling drug and technology addictions.

To deal with social factors such as grief and stress, it is important to prioritise healthy relationships with family, friends and community

groups. Staying organised by preparing for stressful events well in advance is often useful. Cognitive Behavioural Therapy (CBT) can help identify and eliminate inaccurate and negative thoughts.

If you or a young person you know has depression, it is important to seek professional help from a GP, counsellor or psychologist. Youth workers at Youth Connexions are also available (9898 9340), or you could try Beyond Blue (1300 22 4636), headspace (1800 650 890), Lifeline (13 11 14) or Kids Helpline (1800 55 1800).

September Parenting Information Forum

Young Person of the Month

Council’s September Parenting Information Forum is all about helping your child survive the pressures of VCE.

Do you know an outstanding young person who deserves some recognition?

Managing VCE Stress is led by headspace, the national youth mental health foundation which provides early intervention mental health services for 12-25 year olds.

Nominate them for Council’s Young Person of the Month Award, which celebrates the efforts of local young people and the contributions they make to the community.

This forum will discuss the importance of understanding and recognising what is a normal experience and will explore practical strategies to talk to, understand and support your teen.

Monthly winners receive a JB Hi-Fi voucher and will feature in Whitehorse News.

Award winners go into the running to be Whitehorse Young Citizen of the Year for 2019, which is announced as part of Council’s Australia Day celebrations.

On 24 June, the latest upgrade to the Blackburn Lake Sanctuary Visitor Centre was officially opened and it truly is a beautiful space, full of interesting exhibits and fascinating activities.

The annual Whitehorse Business Week will run from 13-17 August, with various events covering a range of business and economic topics.

I was honoured to be invited to the graduation ceremony of the ‘Enabling Women Community Leadership Program’.

For more information, see pages 8-9.

Twelve women graduated from this six-week course, two from Whitehorse. The women all spoke of their life journeys and how this course had encouraged and empowered them with the confidence to be more fully in control of their lives due to the resources available to them. I left this event feeling satisfied that these women will not look back. All full steam ahead for every one of them.

Local residents recognised this precious sanctuary more than 50 years ago and have since worked tirelessly in partnership with Council staff to create one of the jewels of Whitehorse. My first visit 31 years ago felt just like being in the bush – not the city.

In the last five years we have seen the refurbishment of the entrance, a new façade, toilets and playground, development of the yarning circle and analemmatic sundial, and now the upgrade of the display space and use of technology to support the amazing education programs, which are heavily booked by primary, secondary and tertiary groups and visitors from far and wide.

There is a strong network of volunteers who enjoy their times weeding and planting (particularly indigenous species), testing water quality, enjoying a peaceful walk around the lake listening to birds, looking out for fungi, seeing what the local fauna is doing and simply enjoying the Australian bush fragrances. Children love going to Duck Point to see the different bird life.

The new touch screens providing educational quizzes in the display area are fun. The Visitor Centre also has some wonderful gifts for purchase which are great for overseas visitors.

Blackburn Lake Sanctuary should be on everyone’s bucket list for things to do in Whitehorse. The Visitor Centre is open every Sunday from 2pm-4pm.

Whitehorse Business Events Nominations for the 2018 Whitehorse Excellence in Business Awards are open to all businesses and organisations operating in Whitehorse. To enter or to find out more, visit whitehorsebusinessgroup.com.au I also recently attended the Whitehorse Tertiary Business Skills Program launch. The program has been successfully running for 10 years, connecting Deakin University Business School students with the business sector. This year, we have approximately 20 local businesses involved. The program recently received a silver medal as part of the National Local Government Innovation Award.

Other Highlights I had the pleasure once again of attending Our Lady of Sion College’s Year 12 Mentor Breakfast as a former student and mentor. It was lovely chatting with the Year 12 students and hearing about their future goals, while sharing ideas, advice and experiences.

Rotary Club of Mont Albert and Surrey Hills Changeover Dinner was held recently. Well done to immediate Past President Jan Cook, office bearers and the extended Rotary family for their community service and wonderful achievements. I wish new President Nicole Osner and team success ahead.

I attended the Whitehorse Community Welcome Lunch at the Town Hall. It was a great avenue for people from different backgrounds to share food and connect.

St Timothy’s Primary School As part of the Artists in Schools program funded

by Council, I spent an amazing couple of hours attending a whole-of-school performance at St Timothy’s. Award winning artist Suzanne Mzuri Watts worked with the children to choreograph their African drumming and dance performance entitled It’s a Small World. I wasn’t sure what to expect, and the talented children simply blew me away. They were obviously enjoying themselves and were an absolute delight to watch. Congrats to all involved.

Other events I had the pleasure of opening two Artist in Residence exhibitions at Box Hill Community Arts Centre: Maria Radun and Katherine Marmaras.

Both are extremely talented ladies. It was with great enjoyment that I launched the Box Hill Hand Spinners and Weavers Exhibition.

It goes without saying that these ladies are very talented and, considering the hours they put into creating every garment, they do sell them at extraordinarily cheap prices.

The ladies always make you feel very welcome.

They are simply delightful, and I thoroughly enjoy their company.

At the July Council meeting, Council approved the local Community Grant Program for 2018/2019.

I was pleased to attend the 60th birthday celebration of the Whitehorse Film Society.

I congratulate the approximately 100 grant recipients who received cash grants and discount hall hire and tipping fees so they can improve services within Whitehorse.

The Community Grant Program is one way Council says ‘thank you’ for the work undertaken by community groups to make Whitehorse a better place to live.

I made a brief speech to help launch a history of the society. Thanks to member Ian Davidson (pictured right with President of the Whitehorse Film Society Hazel Austin and Cr Stennett) who has spent many hours putting together their history publication, which Council helped produce with a community grant. The society began in 1958 and was known originally as the Blackburn Film Society and then later became the Blackburn Mitcham Film Society.

They have fortnightly movie sessions on Saturday evenings in the Civic Centre in Nunawading.

Community Briefs Community Nursery Open Days Greenlink Nursery will be holding the first of their Spring Saturday Open Days on Saturday 18 August from 9am to 12 noon. Greenlink is a communitybased nursery specialising in plants indigenous to Whitehorse. Bring the voucher from the back of your Council calendar to buy 5 get 5 free.

National Tree Day I was pleased to attend National Tree Day, which Council supports and is organised by Planet Ark. This year, National Tree Day was at Tassells Park, Box Hill North. It was good to see the variety of community groups and individuals involved in this important event, and I hope the trees planted will provide benefit into the future.

200 years from first Chinese migration On 22 July, I was delighted to attend an event which celebrated 200 years from the arrival of the first Chinese migrant. The event traced key events of Chinese migration and included a view of the early days, gold rush, war contribution and more recent times. I gave a small talk on the contributions made by the Chinese community within the City of Whitehorse.

Council has agreed to allocate funds to write the history of the 50 years of the Matsudo Whitehorse Sister City relationship. It is the longest such relationship in Victoria and the second oldest in Australia. It has involved many individuals and created community links between the two cities, including Scout and Guide exchanges, school student exchanges, visits between service clubs such as Rotary and Lions and others. This is an opportunity to record and preserve local history and to commemorate the 50 years of this significant and historic relationship, which has been acknowledged by both the Japanese and Australian governments. It will also create a project that will allow people from both sides of the relationship to work together in partnership.

Council Adopts the 2018/19 Annual Budget

2018 Melbourne Moon Festival

I am pleased that there has been a number of initiatives in the budget for Springfield Ward.

Council has agreed to fund the upgrade at Walker Park Pavilion, which includes refurbished social rooms, change facilities, toilets and kitchen, and the addition of a valuable viewing room extension.

On 22 September from 10am to 5pm the 2018 Melbourne Moon Festival will be held at the Box Hill Mall (Main St and Market St, Box Hill). Hosted by the Melbourne Taiwanese Chamber of Commerce, it promises to be a great event, and I encourage your attendance.

This project will be jointly funded by Council, the federal government and AFL Victoria. It shows what can be achieved by working together. I am also pleased that Council is continuing work on the Nunawading Community Hub and the Whitehorse Centre.

North Box Hill Tennis Club 50 years The North Box Hill Tennis Club will celebrate its 50th anniversary on Sunday 12 August from 2pm.

All past and present members, friends and families are invited to attend an afternoon of celebration and social tennis.

Nominations are now open for the Whitehorse Sports Awards, an annual event that acknowledges the hard work and dedication of local athletes, sporting clubs and their volunteers.

Awards are given to sportspeople who achieve remarkable results as well as putting something positive back into their sport.

To be eligible for an award, nominees must live, attend school or be a member of a sporting club within the City of Whitehorse.

Heritage Week: A Walk in the Park

Seniors Festival 2018 The Victorian Seniors Festival is coming to Whitehorse in October, offering a huge range of free and low-cost events and activities for older Victorians.

Gardens and green spaces in Whitehorse 13 - 20 September Take a break from the hectic pace of life during Heritage Week for a series of enjoyable and insightful events that celebrate the history of our stunning green spaces, parks and gardens.

It’s our way of saying thank you for the amazing contributions older people make to our community.

There will be more than 15 events on offer during the week, with something to delight everyone from the most serious history buff right through to o ur littlest garden fans.

From Garden to Table

Events include guided walks through Wattle Park, Bellbird Dell Reserve and Blackburn Lake Sanctuary, a tour of Box Hill Cemetery, as well as talks on the Vermont Garden Club and discovering your family history.

The Nunawading Community Garden was the first community garden in Australia, and remains a thriving communal green space. Volunteers will lead a guided walk through this wonderful garden and share stories of its creation and development.

The Australian landscape comes full circle 21 August – 2 September Opening: Thursday 23 August, 6pm-8pm Where: Box Hill Community Arts Centre

An exhibition of Karen Standke’s works is coming to Box Hill Community Arts Centre this August.

Full Circle is an exhibition of new work

by Karen, inspired by her recent travels around Australia and her impressions of the landscape, which she has gained over the last two decades.

Karen was born in Munich, Germany, but has been based in Australia since 2001. She has exhibited prolifically over the past 20 years both nationally and internationally and has won many awards.

Her paintings are informed through research into the changing face of the landscape, the impact of climate change, and the introduction of weeds and non-native fauna and flora.

“My work focuses on the change in the environment,” explained Karen.

“Thus raising questions: How do we respond emotionally? It is this juxtaposition that I am most interested in, informed by psychology, politics, religion and science.”

Sweeping Landscapes – The Streeton Legacy 2 August – 15 September This month, Whitehorse celebrates the legacy of one of Australia’s best known and most influential landscape painters with an exhibition at Whitehorse Artspace in the Box Hill Town Hall.

Sir Arthur Streeton (1867-1943) was a key member of the Box Hill Artists’ Camp – Australia’s first Impressionist art group.

Paintings by Emmanuel Phillips Fox, Frederick McCubbin and Tom Roberts will be showcased and landscapes by their students and followers,

notably Norah Gurdon, William Rowell and Clara Southern, will also be exhibited.

Posthumously printed works by Arthur Streeton will be displayed for the first time in Melbourne, courtesy of Queenscliff Gallery and Workshop.

To accompany the exhibition, a display of historic portraits from the Whitehorse Art Collection will be shown.
