I’d like to thank our wonderful community who attended the Whitehorse Spring Festival. The rain held off and we had a fantastic turnout of more than 20,000 people. It was great to see so many people visit the Whitehorse News photobooth for some fun pictures - congratulations to the family picked as our cover stars.

The official opening of The Round was another great success.

This was a milestone event for Council after more than a decade of planning and construction and we couldn’t have done it without your support. See the next page for highlights.

November is another event-filled month with Council-led activities for the 16 Days of Activism campaign, festive season workshops at Box Hill Community Arts Centre and Strathdon House and the Great Southern Bioblitz.

Finally, I’d also like to thank you for supporting me during my term as Mayor, it’s been an honour to serve you. I wish you all the best as I continue to serve as Councillor for Mahoneys Ward. I look forward to seeing you in the community.

Advocating for Whitehorse We continue to advocate for the best interests of our community across all major transport projects in Whitehorse.

We submitted our response to the Victorian Government on the draft North East Link project plans to widen the Eastern Freeway from Burke Road in Kew to Tram Road in Doncaster. This includes adding extra lanes at the expense of surrounding open space in Whitehorse.

We’re disappointed the plans don’t address Council’s concerns raised since 2018. It’s also entirely unfair the Whitehorse community will bear the brunt of the drawbacks of the NEL project without the Victorian Government doing enough to ease the impact on our community.

The Round opens with a bang!

A new era of performing arts in Whitehorse has begun with The Round officially open and unveiled to the community.

More than 550 people packed out the venue’s theatre for the Opening Night concert on Friday 13 October, headlined and hosted by Gary Pinto and Lucy Durack.

We want to better understand our audience’s reading habits, and ensure our publication has the content you enjoy and the Council information you need to know.

Following music from Kutcha Edwards and a Welcome to Country, Mayor Mark Lane was joined on stage by his fellow councillors to unveil a plaque and officially open the venue.

Most importantly, we want to present Whitehorse News in a contemporary and easily accessible format. We want this format to be sustainable and in line with the current news consumption habits of our community.

Pinto and Durack then wowed the audience with a collection of well-known songs, backed by Pinto’s band. They were joined during the concert by local performing arts groups including Utassy Ballet, Whitehorse Showtime, Babirra Music Theatre, Nova Music Theatre and the City of Whitehorse Band. The concert finished with confetti flying in the air and a post-show party with drinks, food and celebratory cupcakes.

Along with the opening night concert, The Round staged a diverse range of events in its first month. They included the Seniors Positive Ageing Expo, the Whitehorse Sport and Recreation Awards, a Midweek Matinee, the Whitehorse Business Group Awards and the launch of a new Cabaret Season. Spring Festival was a community highlight with performances, stalls and activations taking over The Round.

The venue also hosted its first musical theatre production, with Nova Music Theatre staging its production of Cinderella over two weekends.

Club’s catch of the century There’s nowhere in Whitehorse for them to cast a line – but it hasn’t stopped a club of local fishing lovers from reaching an incredible milestone.

The Mitcham Angling Club is celebrating its 100th anniversary this year, and its members and supporters marked the occasion with a party at its Brunswick Road clubhouse on 15 October.

The club formed in 1923 and today still has more than 70 members, along with their extended families. They often go on fishing trips throughout Victoria, and the club also holds monthly meetings and barbeques along with guest speaker events.

Council has supported the club in recent years through our Community Grants program, after the club successfully applied for Small Equipment and Minor grants. Along with assisting with overall promotion, the club has used the grants to buy tools to

undertake maintenance on its clubhouse, and host mental health workshops for its members.

Council congratulates the club on its longevity and its contributors, past and present, for providing such a unique offering to our community.

Working for Whitehorse Meet Brad Nied - the Leisure Bookings Officer for Council’s four venues including Sportlink, our two Aqualink centres and the Nunawading Community Hub. He plays a key role in helping our community access the facilities they need to participate in recreational activities.

Brad has spent eight years in the sport and recreation industry and has been with Council since 2018. As an eastern suburbs resident, he was attracted to being able to make a difference in the community through his work close to home.

In his role, Brad is responsible for managing client bookings for spaces and facilities across the four venues.

“I deliver the ability for clients whether it be permanent or casual to book a space for them to complete their activities which promotes physical activity,” he said.

Brad’s highlight of working with Council so far has been his involvement in Sportlink’s recent expansion, completed earlier this year.

AMENDMENT C220 –IMPLEMENTING THE WHITEHORSE RESIDENTIAL CORRIDORS BUILT FORM STUDY

Councillors approved the amendment, and it has been sent to the Victorian Planning Minister for approval.

AMENDMENT C241 – IMPLEMENTING THE WHITEHORSE DEVELOPMENT CONTRIBUTIONS PLAN (DCP)

This amendment will set development guidelines for land in the Residential Growth Zone along the Burwood Highway and Whitehorse Road corridors. After 16 submissions were received, a panel hearing was held in early May. The panel’s report was received on 21 June and considered at Council’s meeting on 14 August. Councillors approved the amendment, and it has been sent to the Victorian Planning Minister for approval.

The DCP is designed to collect $32.3 million towards the cost of 133 community and development infrastructure projects over the next 20 years. A formal hearing was not required, and the panel’s report was received on 22 May. It was considered and approved by councillors at their meeting on 10 July, and the plan has been sent to the Victorian Planning Minister for approval.

AMENDMENT C230 – 490-500 BURWOOD HIGHWAY, VERMONT SOUTH (FORMER ARRB SITE)

AMENDMENT C245 – DRAFT MINISTERIAL AMENDMENT TO THE WHITEHORSE PLANNING SCHEME FOR BOX HILL CENTRAL NORTH PRECINCT

This amendment proposes to rezone the former ARRB site for residential purposes.

After 41 submissions were received, a panel hearing was held in early February. The panel’s

Vicinity Centres applied to the Victorian Planning Minister for a Specific Controls Overlay. The overlay is intended to allow

development to take place without requiring further approvals. This overlay included Vicinity’s proposed masterplan for the redevelopment of Box Hill Central, which includes multi-level buildings ranging from between 19 and 49 levels, a new public realm, and a pedestrian and bicycle network.

Council raised a number of concerns in its submission to the Minister in early March.

All submissions were then referred to the Priority Projects Standing Advisory Committee.

A two-week hearing commenced on 18 September, and the panel will provide recommendations to the Minister to assist with her decision.

HERITAGE ASSISTANCE FUND (HAF) 2023/2024 The HAF supports individuals, community groups and organisations to help maintain items of heritage significance. It allocates $40,000 to eligible projects per year, with a maximum grant of $2000 per application.

Council received a total of 37 applications and successful applicants were notified in October.

A changing of the guard at Whitehorse Artspace Council’s arts department has bid a warm farewell to its longstanding curator of Whitehorse Artspace, Jacquie Nichols-Reeves, who has retired after 33 years of service.

Ms Nichols-Reeves made a remarkable contribution to the growth and expansion of Council’s Art Collection.

She was curator at Artspace for 20 years (since 2003) and oversaw numerous exhibitions of contemporary and historical art, making a profound contribution to the cultural life of our city.

Ms Nichols-Reeves was also deeply involved in the Artists in Schools Program, in which Council funds and organises opportunities for professional artists to complete artistic projects in school environments.

Marguerite Brown has taken over from Ms Nichols-Reeves as Artspace’s new Curator.

She comes to Whitehorse with extensive experience working in curatorship and arts management, including as a former director of the Print Council of Australia.

Ms Brown also previously received a scholarship from the British Museum and worked in its prints and drawings department for almost a year.

“I feel privileged to be handling the care and curatorship of Council’s significant collection of contemporary and historic paintings, ceramics, original limited-edition prints, textiles, photographs and public art,” she said.

Local artist transforms Box Hill into Living Art In a vibrant blend of artistry and community spirit, parts of Box Hill Mall are getting a makeover with some new art installations.

Thankyou to all the musicians who entertained us on different stages, and the many other performers and stall operators for their fun activities. Some festivalgoers became Whitehorse News cover stars as our roving picture frame made its way through the festival grounds, while many others also visited our photobooth.

Whitehorse Sport and Recreation Awards 2023 WH TEHORSE SPORT & RECREATION AWARDS Sportsperson of the Year

The awards highlight the important contribution these groups and individuals make to the community and the outstanding achievements of their members. They also acknowledge excellence in club/group management and the behind-the-scenes efforts of volunteers.

Nominations were submitted throughout 2023 with the winners chosen by members of the Whitehorse Sport and Recreation Reference Group.

Congratulations to all the nominees and our winners of this year’s awards.

Junior Sportsperson of the Year Michael Ginaylo Michael is a rising star in martial arts and has dominated Jiu Jitsu and Judo competitions across Australia in the past two years, winning six gold medals. He’s the current state champion and he also won the National Schools Championship on the Gold Coast.

A midwife and personal trainer by day, and a dedicated dance teacher and student by night, Kay Lin practices her routines to perfection every single day.

Her commitment to her craft is admirable and junior dance members look up to her.

The club describes her as “an incredible role model and ambassador for the sport and our club.”

The Whitehorse Sport and Recreation Awards recognise the hard work and dedication of local athletes, sporting clubs, recreation groups, schools and their volunteers across the City of Whitehorse.

This year’s awards were held at The Round in Nunawading on 11 October.

Council would like to thank event sponsor, Deakin University, and guest speaker, AFL legend Kevin Sheedy, for their contributions to the evening.

Kay Lin is a teacher and student at the Whitehorse School Of Physical Culture.

She was crowned national champion for the open 25-27 years age group at the ‘Grand Champion Girl’ dance competition at the Sydney Opera House in November 2022. She will be defending her title later this year.

Along with his success in competition, Michael supports and encourages his teammates and patiently guides younger students who are starting out. He’s always keen to share his knowledge and skills with others.

Col Pearse Col, a member of the Nunawading Swimming Club, represented Australia at the World Para Swimming Championships in the UK in August. He won two medals – a Silver in the 200m Individual Medley, and Bronze in the 100m Butterfly.

According to the club, Pearse’s influence “resonates far beyond his individual achievements, inspiring countless others who know, follow and appreciate him.

“Regardless of the challenges he faces, Col’s unwavering positivity serves as a beacon of encouragement, creating an uplifting atmosphere that transcends competition and lifts all around him,” the club wrote.

Col was unable to attend the awards as he was competing overseas.

Volunteer of the Year Melissa Collard Mel has dedicated countless hours mentoring junior players and coaches at Whitehorse Colts Junior Football and Netball Club. She also serves as its uniform co-ordinator and manages the club’s social media channels.

In addition, Mel has worked endlessly to improve facilities for our local netballers, securing funding from the Victorian Government to build a public access netball court at Springfield Park. Her work for this project is a testament to her drive to increase participation and inclusion in the sport.

9 Coach of the Year

Dave Ramsdale Dave took over as coach of Blackburn Football Club’s over-35s women’s team after they finished bottom of the ladder with just one win in 2022. He embraced the challenge and took the team to the top of the ladder in 2023 and into the finals for the first time.

The team has two deaf players and women from many different backgrounds, and Dave fostered an inclusive environment where all players and volunteers are valued. He has also taken a leadership role within the club’s women’s program, providing support and direction to the women’s 18+ coaches and volunteers.

Gail MacFarlane accepted the award for Nunawading Spectres’ Under 14.1 Girls team.

Nunawading Spectres Under 14.1 Girls (Basketball) The Spectres’ Under 14.1 Girls team won Silver at the National Junior Classic and qualified for Australian Club Championships, which were held in September.

The team’s focus is not just on skills development and winning, but how the girls play and support each other, on and off the court.

They bounce in and out of each of their training sessions with huge smiles and foster in each other the love of the game and a commitment to hard work.

Simone has attained accreditation as a statistician for various prestigious basketball leagues including FIBA, NBL, WNBL, NBL1 and Big V. Her involvement in the appointment process for referees, statisticians and scorers demonstrates her commitment to fair and efficient administration.

Simone also holds roles as statistician convenor and a volunteer commissioner.

These all attest to her exceptional performance and unwavering commitment to upholding strong governance in the sport of basketball.

Emmaus College The College, which has campuses in Vermont South and Burwood, has had great success promoting school sport achievements on Instagram. It encourages students to share their achievements and to be proud in their abilities.

The College’s Health and Physical Education department deliver rich practical lessons that cater to all students’ abilities.

They also provide safe spaces (such as a sensory room) at the college’s sports carnivals.

Club of the Year Blackburn Orioles Baseball Club The Orioles have had an amazing 12 months on and off the field, with two premierships and a surge in junior participation. Their achievements include: ▪ U12 and Masters 45+ State League Premierships ▪ U18 State League Runners-Up ▪ U12 Metro League 1st, 2nd and 3rd place (of 12 teams)

The 2023 Whitehorse Sports Awards were notable for being one of the first events held in our multi-function studio at our new performing arts centre, and for our special guest presenter AFL Legend and Sport Australia Hall of Fame inductee, Kevin Sheedy AO. Kevin’s good humoured speech touched on his fifty year VFL/AFL career and contained encouragement for the many sports stars, administrators and volunteers in the audience.

I extend my congratulations to Blackburn Football club’s David Ramsdale on receiving the 2023 Coach of the Year Award. David coaches the Women’s Masters Team and is one of the key contributors that sees Blackburn making an incredible community contribution.

I also commend local Volunteer of the Year Nominees, Michael Long from the Blackburn Cricket Club and Gerry Griffiths from the Blackburn Bowls Club.

Our local clubs could not exist without the countless hours put in from people like Michael and Gerry. Well done.

After more than 12 years in the planning of the Whitehorse Performing Arts Centre, The Round has opened with a gala concert held just a few weeks ago.

In addition to a speech by the Mayor and the unveiling of the obligatory plaque, the concert showcased performances featuring Melbourne performers Lucy Durak and local resident Gary Pinto, along with our two local theatre groups who will be residents of the new centre. A highlight for me was the children from Whitehorse Showtime (Scouts) performing numbers with Lucy and Gary.

Let the many, many shows begin.

Dog off-lead areas A big shout out to the new dog off-lead area in our Ward at Eley Park. If you visit the Park, off Eley Road, walking north you head past the fenced main oval and come to the pictured rectangular open area.

Council does ask residents who walk dogs in nearby Wurundjeri Walk/Orchard Grove Reserve areas to do one of two things.

Either keep your dog always on lead, or take the short walk to Eley Park for this new off-lead option. And rediscover the Holland Gully dog off-lead path on the south side of Eley Road as well. All of this gives dog owners more options, and offers our significant bushland corridors more protection. My plea remains that if there is no off-lead sign, then dogs are kept on lead at all times. If the community can do this, Council can continue to consider off-lead expansion.

Happy Birthday Congratulations to the Indo Chinese Elderly Association for reaching its 39th anniversary of providing strong community connectedness across the Eastern region.

I loved being with the 300 strong membership to celebrate on 14 October at the Blackburn South Hall used for their many activities. The Association promotes a healthy body and mind, which was very evident in a showcase of dancing at this special celebration.

Oscar Wilde once reflected on the spirt of volunteering “The smallest act of kindness is worth more than the grandest intention.”

It was a great privilege to present awards at both the Box Hill RSL and Whitehorse Sports and Recreation Awards to worthy winners that are always offering their effort and skills to make our city a little better each day.

Melissa Collard (Whitehorse Colts), and Judy Coates (Women’s Auxiliary and Committee) work tirelessly for others and we can all be proud of them and I am deeply appreciative of their efforts.

I write this immediately after the referendum weekend and what a remarkable display of volunteering in our city, from the stall holders at the Spring Festival, how to vote folk, to cake stalls, sausage sizzles, junior cricket, baseball, athletics, swimming, Meals on Wheels, community food recycling efforts. Thank you to all.

A massive thank you to all who have embraced the Food and Garden Organics (FOGO) service, by putting food waste into the lime green-lid bin. Last financial year nearly 2,300 tonnes of food waste was diverted from landfill. This huge saving will reduce pressure on our waste charges and for those of us engaged with the environment it stops methane entering the atmosphere or nearly 5,000 tonnes of carbon dioxide equivalent. It might be hard to comprehend what 2,300 tonnes of food waste looks like, imagine Mazda cars parked nose to tail on Whitehorse Road, a line of them would reach from Union Road to nearly East Link! Be it FOGO or LED lights at sports ovals, we are keeping a lid on the price pressures we are all feeling and we are lowering environmental costs.

Spring-time is a good time to get into the garden and enjoy spring flowers in our public parks.

Getting involved in keeping our parks and gardens free of weeds benefits our community.

Recently I helped the Bluebell Hill Parks Advisory Committee with their working bee.

They are active volunteers who help keep our beautiful Bluebell Hill Reserve tidy.

A good news story. Many residents will be familiar with the storms and regular flooding of the Florist and Post Office in Hamilton Street after heavy rain. Council recently completed some drainage clearance maintenance in Mont Albert Road and Hamilton Street. It should help reduce flooding risks from heavy storms. Please, report flooding to Council immediately. The more incidents that are reported, means higher priority, funding and getting things fixed! You can send a SSS report from your phone.

The Mont Albert Plaza area is now open to the public with the majority of works being completed. The Mont Albert Station Building and plaza area is also nearing completion with only minor paintwork required. Unfortunately, the original fascia did not survive the move and had to be replaced. Council officers are working through the EOI tendering process so the outcome of what the new building will become is still unknown.

For those people who enjoy the theatre, The Round, the new Whitehorse Performing Arts Centre is now open!

Spring Festival 2023

The Spring Festival was a huge success!

It was great to have the festival back behind the Nunawading Civic Centre. Thousands enjoyed the day, enjoying the many activities and entertainment around the civic precinct. Great to see so many local organisations represented such as Eastern Emergency Relief Network, the Rotary Club of Nunawading, the Lions Club of Nunawading, the Whitehorse District Scouts, Neighbourhood Watch Whitehorse and the Whitehorse SES Unit.

Council’s wonderful new performing arts and function centre has opened to high acclaim from arts critics and locals alike!

If you haven’t visited or booked in for a performance, I encourage you to do so!

Remembrance Day at Halliday Park With support from Rotary and the Blackburn RSL, I invite you to attend the Remembrance Day service at 11am on the 11th November at the Halliday Park cenotaph. I will be laying a wreath on behalf of Council.

We will remember them. Lest we forget.

Capital works update Alwyn Street speed humps – These works are due to be completed soon. These works include three speed humps along Alwyn Street and lighting installation adjacent to the new speed humps.

Football goals removal and storage at Walker Park – You may have noticed something missing at Walker Park. With the change from football to cricket, the football goals have been temporarily removed and safely stored.

Path upgrade at Yarran Dheran and Moresby Dale – Council is currently upgrading a number of gravel paths within the Yarran Dheran Nature Reserve and Moresby Dale in Mitcham. These works are weather dependent but should be completed by the end of December this year.

Illegal tree removal Following the illegal removal in late 2021 of 60 mature trees, including 35 indigenous, at two properties in Vermont, given the matters have now gone through the courts, I can now inform the community that the owners of these properties have been fined. This was the worst case of illegal tree removal occurring in Whitehorse in my time on Council.

As a consequence, I recently brought a Motion to Council regarding illegal tree removal which was passed unanimously.

The Motion requested an officer report be prepared of all enforcement action that has taken place over the past 3 years to 30 June 2023, with details of offences, fines issued and tree management plans, to give the community confidence that Council does take action when illegal tree removal is bought to its attention. This will hopefully deter future illegal removals.

Anna believes the key to living more sustainably is to start with small steps and simple tweaks to your everyday activities.

How to stay cool this summer A warm summer is on the cards in Whitehorse, and it’s important to plan ahead and consider how you can look after yourself and others during extreme heat events.

Heat-related illness can affect healthy people of all ages. But the elderly or frail, pregnant women, babies, young children and people with a disability are more at risk.

If you know extreme heat is on the way, take a few minutes to plan for it.

Without any strategies, you could find yourself at risk when the hot conditions hit.

Here’s some tips: ▪ Stay indoors – Keep air circulating around you and use air conditioning or fans if possible. Take a cool shower or a bath. If it’s too hot at your place, visit airconditioned public places such as shopping centres or libraries.

▪ Keep up your fluids – Drink more water

during hot weather, regardless of how active you are. Do not wait until you are thirsty. Have a water bottle handy, and drink plenty of water or other cool, non-alcoholic fluids. Avoid alcohol or drinks that contain lots of sugar.

▪ Protect yourself outside – If you must be outdoors, remember to protect yourself from the sun. ‘Slip, slop, slap’ by covering exposed skin with lightweight clothes, using sunscreen and wearing a hat and sunglasses. Stay in the shade as much as possible.

▪ Take it easy – whether it’s work or play, too much physical activity on a hot day can lead to heat stress. If you can, restrict activity or travel to cooler parts of the day.

▪ Never leave children or pets in cars – Cars can heat up to dangerous temperatures very quickly. Children or pets left unattended in parked cars for even

Council’s Youth Services team is looking for young volunteers join its Whitehorse Youth Representative Committee (WYRC) and the Flying Pig Events FReeZA committee in 2024.

Both committees offer the perfect chance to gain and use a range of skills, meet like-minded people and work on shared initiatives to benefit the community. Full training and support is provided.

Whitehorse Youth Representative Committee (WYRC) This committee focuses on youth issues and being a voice for young people by advocating to Council and the wider community. They organise forums, community events and consultations.

Flying Pig Events The FReeZA committee Flying Pig Events - focuses on organising all-ages music, art and cultural events in safe and accessible environments.

16 Days of Activism Council is proud to be supporting the global 16 Days of Activism against Gender-based Violence campaign, which begins later this month.

The campaign, led annually by the United Nations, on 25 November - 10 December coincides with the following significant days: ▪ International Day for the Elimination of Violence Against Women (25 November) – White Ribbon Day ▪ International Day of People Living with a Disability (3 December) ▪ International Human Rights Day (10 December).

Each year, Council participates in activities to raise awareness of the campaign, and we encourage you to get involved.

Council’s feature event this year will be ‘Champions of Change’ in partnership with Nunawading disability support organisation Nadrasca on 5 December at The Round.
