TO OUR READERS A
s a resident of the White Bear Lake and Mahtomedi area, you have an extensive array of things to do, and we have included hundreds of them in this guide.
The year 2020 has proven to be a difficult one. The COVID-19 pandemic has impacted our ability to get out and do many of the things we enjoy. At the time of this guide’s printing, most community events and festivals, parades, concerts, theatre performances, art exhibits, craft fairs, sporting events, and bicycle and running races that we would typically include in our events calendar have been canceled, with plans in the works for bigger and better events in 2021. Many organizations are offering programs in a virtual format. Local businesses need the community’s support! There is always good news! We can enjoy boating, fishing and water sports on our beautiful lakes. We can visit our local parks and trails and go
on a family hike or bike ride. We can play golf and tennis with friends, or go hunting or cross country skiing. With some activities and locations having restrictions, we recommend readers call or check the websites we provide prior to venturing out.
Your Press Publications community newspaper will continue to be your best source of news and information during and after this crisis, and we look forward to letting you know about local events, recreational opportunities and leisure activities as they are rescheduled and reopened. In the meantime, we hope you’ll use this guide as a road map of your community to become better acquainted with community services, local government, education, health care, and commerce. Our group of locally-owned newspapers includes the White Bear Press, Shoreview Press, Vadnais Heights Press, North Oaks News, The Citizen, the Lowdown, and the Quad Community Press. Our
readers enjoy our local, relevant news coverage both in print and online, and we enjoy the community’s support Carter Johnson through our subscription program. To learn more about our weekly newspapers, visit us at presspubs.com.
Is there something missing from the Community Insider that you would like us to include next year? Please let us know. Email your favorite events and activities to news@presspubs.com, as well as your comments on how this guide could better serve the residents of this area. And be sure to read your White Bear Press newspaper for the most complete news and information happening in your community every week. Thank you, and enjoy reading!

CITY COUNCIL
irchwood Village, which lies on the southeast shore of White Bear Lake in Washington County, is known for its winding tree-lined streets lined with charming homes. According to Village Historian Scott Freeberg, the community began in the last quarter of the 19th century as “a sprinkling of summer cottages” on the south shore of White Bear Lake, Prior to that, it was a home and hunting grounds to Native Americans, and original arrowheads are still found in the area. Freeberg attributes some of the village’s growth to the building of Wildwood Amusement Park to the east of the present city limits on the south shore of White Bear Lake. The electric streetcar line was extended from the park through Birchwood into White Bear Lake in 1904 and this brought dependable transportation to residents. Two lake steamers, christened the Wildwood and the St. Paul, traversed White Bear Lake, and would stop at Birchwood to take on or discharge passengers when needed.” The village is now totally without industry. There are several lake access and picnic areas, including Kay Beach, Birch Beach, Elm Beach, Dellwood Beach and Ash Beach. Residents formed the Birchwood Dock Association which manages the five docks on City lakeshore and allows residents to access docking and swimming on the lake. One popular annual event is the Fourth of July parade that is typically more for participating in than viewing. Visitors from all around the White Bear area come to participate in the festivities. The community also holds an annual garage sale, plant sale, regular potlucks, a holiday party with Santa, Music in the Park concerts and a yearly White Bear Lake Clean Up.

ellwood is one of the smaller communities of Washington County, consisting of about 1,800 acres. It is situated along the northeast shore of White Bear Lake, quietly nestled into a rolling rural landscape. The area began to be settled in the early 1850s, mostly by people moving out from St. Paul. The population increased after 1870, when the Stillwater and St. Paul Railroad was completed around the north end of White Bear Lake and across Grant. The Washington County Historical Society reports that the Village of Dellwood, when platted in 1882, was made up mainly of summer homes conveniently located on the Stillwater and White Bear Railroad line, many “with large, architect-designed cottages of often palatial proportions.” Part of the area's lore, it said, is that F. Scott Fitzgerald celebrated summer at a Dellwood cottage in which he wrote “The Beautiful and the Damned” and “The Great Gatsby”. Dellwood was reorganized into a city in 1992. Though it houses several farms, about half its population lives in a suburban setting. There is almost no commercial property in Dellwood, the notable exceptions being Dellwood Country Club, the White Bear Yacht Club and Pine Tree Apple Orchard, a 300-acre farm in Dellwood that grows apples, strawberries, pumpkins and corn and offers wagon rides and corn mazes in the fall, as well as running its own bakery. The Seven Vines Vineyard is a destination winery on a historic 188-acre estate formerly owned by railroad magnate James J. Hill. Dellwood has a city council, planning commission and an active private homeowners group. There is no municipal water system. Residents rely on private wells and septic systems. G
rant was settled by farmers from the East Coast of the U.S. in the 1850s. The township was organized in 1858 as Greenfield Township, named by Socrates Nelson for his former home in Massachusetts. It originally covered today’s cities of Grant, Mahtomedi, Willernie, Birchwood, and Dellwood and two-thirds of East White Bear Lake. In 1864, learning there was another Greenfield Township in Hennepin County, the county changed the name to Grant, to honor Ulysses S. Grant. In 1996 Grant Township was reorganized as the City of Grant and in 2005 boasted a population of slightly over 4,200. The Stillwater & St. Paul Railroad, completed in the fall of 1870 (and purchased by Northern Pacific in 1878) crossed Grant from White Bear to Stillwater. By 1900 the Minneapolis, St. Paul & Sault Ste. Marie (Soo Line) crossed the township. The old Soo Line is now the Gateway Trail, popular with horseback riders, bicyclists, inline skaters, runners, and, in winter, cross-county skiers. Grant was almost exclusively a farming community during its first century, and rural character still best describes Grant, which has private well and septic systems and only small amounts of commercial development. Half of Grant is in the Mahtomedi School District and the other half is in the Stillwater School District. With a ten-acre density requirement for all new development, residents of Grant get rural character and privacy along with proximity to Highways 36 and 694 and all the conveniences of the metro area. R
esidents say that Gem Lake’s quiet residential neighborhoods and thriving commercial district make it a special place to live and work. Sandwiched between White Bear Township, White Bear Lake and Vadnais Heights, the community has the unique distinction of having more jobs than residents, as two auto dealers are located there and it is just minutes away from recreation, shopping, restaurants and entertainment venues. The area that would become the City of Gem Lake was part of the Town of White Bear after the town was estab-
lished in 1868. But the Lake Superior and Mississippi Railroad that ran tracks from St. Paul northeast to White Bear between 1865 and 1868 would later become Gem Lake’s northern boundary, according to author James A. Lindner in “Farms and Fox Hunts: A History of the City of Gem Lake, MN.” While the trains helped turn White Bear Lake into a tourist mecca, Lindner said others who sought more secluded getaways or “wanted to limit contact to those of a similar economic station” began to build around Gem Lake. Some owned large, successful companies in the Twin Cities. Several owned horses and enjoyed fox hunting in the area. It wasn’t until 1959 that 95% of the people who went to the polls voted to incorporate Gem Lake into a city, avoiding annexation. The city now extends
11
across 720 acres. Gem Lake itself is spring-fed and shallow, Lindner reports; there is no natural beach area along the lake, no public access and motorized boats are not allowed on the water.

ahtomedi is a small city on the east shore of White Bear Lake. According to the Washington County Historical Society, it grew from a colony of summer cottages and now extends from Dellwood to Interstate 694, and from the county line (Century Avenue) to the city of Grant (Ideal Avenue). The area originally included lands disputed by the Ojibwe bands to the north and the Dakota along the Minnesota River, and the name Mahtomedi comes from the Dakota words “mato,” meaning the grey bear, and “mde,” meaning a lake. Other settlement in the area began in the 1870s. The WCHS reports that Mahtomedi was platted in July 1883 by the First Mahtomedi Assembly of the Chautauqua Association, a religious group that built several cottages, and a tabernacle seating 3,000 people, on the southeast side of White Bear Lake. In 1899 the Twin City Rail Transit Company began regular streetcar service to Mahtomedi and Stillwater. The company also established Wildwood Amusement Park — an immediate hit with St. Paul residents — and a picnic grounds on the southeast shore of White Bear Lake, just north of the present Wildwood Park. The amusement park closed in 1932. Summer residents of Mahtomedi circa 1922 reportedly included gangsters Al Karpis, Arther (Doc) Barker and Kate (Ma) Barker. Residents found them quiet, well-mannered and bill-paying. When the FBI began making inquiries, the gang made a quiet departure. In 1930 members of a Kansas City gang were executed on Lincolntown Road, near the amusement park. Other well-known gangsters that resided for a time in the area were John Dillinger, Marie Marchetti, Bugs Moran and Gus Nichols. Few of the original cottages still exist in the city, but a historic tour includes 49 sites of record.

P
ine Springs is a community of about 140 homes bordering most of Long Lake on Washington County’s western border, according to the Washington County Historical Society. “Pine Springs Village was formed in 1959 from parts of Lincoln and East Oakdale townships through a petition of the citizens to the county board,” reports the WCHS. “The 118 residents held an election and voted to incorporate. Shortly afterward they voted to add much of the west side of Long Lake to the village, making the total area about one square mile.” Becoming a city in 1974, Pine Springs encompasses about 600 acres. Several early cottages on Long Lake have been converted into yearround homes. “The community remains residential, with most of the homes on two-acre lots,” says the WCHS. “The rural atmosphere is furthered by the fact the community has no city water or sewer, no street lights and no sidewalks. The city is so small that all city jobs are manned by volunteers. Most residents like the sense of small-town community and the peaceful neighborhoods. “The community is bordered by Mahtomedi on the north and west, Oakdale and Lake Elmo on the south and Grant on the east. The southern boundary of the small community is the Gateway Trail, the old Soo Line railroad bed that has been converted to a biking, skating and walking trail.” (Compiled from the following sources: wchsmn.org)

ccording to local historians, Native American tribes hunted, fished and lived along the bountiful waters of White Bear Lake prior to the advent of European settlers in the mid-1800s. As the railroads brought more visitors to White Bear Lake, the community became a popular summer resort area from 1870 until 1910. As the resort era faded shortly after the turn of the century, other industries, including farming and lumbering, continued to prosper. In keeping pace with this steady growth and development, leaders of the community officially incorporated the City of White Bear Lake in 1921. The 1950s and 1960s were times of rapid residential expansion as summer homes became permanent homes. White Bear Lake remains a popular choice for those seeking the quiet life and a place to raise a family. Many of the city’s residents grew up in White Bear Lake, left and then returned to raise their children and/or retire. With a population of about 25,000 residents, White Bear Lake offers a variety of housing choices. The community is home to excellent schools and Century College, which offers a full range of educational experiences as well as evening activities for all including concerts, plays, art shows, and national speakers. Area residents are particularly proud of White Bear Lake’s festivals and annual events. Spring features the Lions Club musical and the Memorial Day parade and ceremonies. Summer starts with Marketfest, the Farmers Market, and the Manitou Days festival, which includes a parade and beach dance, the Fourth of July band concert and fireworks over the lake, and Relay for Life at White Bear Area High School South Campus. T
he Town of White Bear was formed with the State of Minnesota on May 11, 1858. Now the only remaining township in Ramsey County, it’s also the largest by population in Minnesota. That’s in spite of the fact that its original 36-square-mile land mass was scaled back to 9.3 square miles through the years because of annexations and incorporations by surrounding cities. According to the township website, White Bear Township is primarily made up of single-family residential housing, large tracts of light industrial areas and small enclaves of commercial development. Its residential neighborhoods are nestled in among the many lakes in the region. The township’s economic development authority established in 1987 has allowed it to encourage a controlled amount of industrial growth; its largest businesses now include Schwing America, Heraeus Medical Components, the Wilbert Company and Specialty Manufacturing Inc. Its housing is primarily low-density, single family housing. Some 1,300 acres of township land is made up of protected wetlands, 250 acres are assigned to township and county parks, and another
1,000 acres overlap the two categories. Its non-contiguous parcels include shoreline along Bald Eagle Lake, Otter Lake and White Bear Lake. Among its natural attractions: Bellaire Beach and the 320-acre Tamarack Nature Center, which offers four miles of wood chipped paths, paved trails and boardwalks for walking, snowshoeing and skiing. Its government is conducted by a three-member Board of Supervisors, with a chairman elected by the board. It has a planning commission, utility commission, park board, public safety commission and an economic development advisory board, all of which are filled by appointment of the board of supervisors.

illernie, a charming city on the southeast corner of White Bear Lake, was originally called Wildwood Manor, according to the Washington County Historical Society. “Although people began to settle in the area in the 1870s, and several plats were filed in Wildwood in the 1880s, the village got its real start in 1914,” the WCHS reports. “Wildwood Manor was platted that year by the Wildwood Park Association as a sort-of suburb for the popular Wildwood Amusement Park on White Bear Lake. Built to resemble a picturesque and rambling English village, Wildwood was a small community of summer cottages on nar-
row streets and small lots.” Development of the community was closely tied to area rail lines. By 1916, Willernie was the site of “car barns” that rented cars, as well as an inn, grocery store and garage. A short walk away was Wildwood Park with its facilities for dining, dancing, and other entertainment, including dance bands that played at a pavilion by the lake. Willernie also had a private beach on Lake Washington, on the south side of the village, where the St. Paul Athletic Club conducted yearly swimming races. “The Village of Willernie was incorporated in 1948 with about 82 acres (only 77 acres of which were not water), making it the county’s third smallest community,” reports the WCHS. “Over the years the village acquired paved streets and sidewalks, police protection, and street lighting. City water, sewer and gas were installed in the 1960s. Today the

awards from both the Association of School Business Officials and the Government Finance Officers Association for 19 consecutive years. These are the highest forms of recognition in this area. The district has a AA bond rating, which we have received from Standard and Poor’s every year the district has applied since 2010. Our supportive community participated in a Strategic Planning process that took place during the 2017-18 academic year and was approved by the School Board in April, 2018. The community passed a local operating levy renewal in 2017 and a bond referendum in 2019. The bond funding will be used to address projected enrollment growth throughout the district; provide safe, secure and healthy learning environments for all students through investments in our aging facilities and infrastructure; increase opportunities for students by creating a single unified grades 9-12 high school; and create flexibly-designed learning spaces to support student-centered instruction. The District works in partnership with a variety of community organizations to expand student opportunities while efficiently deploying community resources. The White Bear Lake Area Schools enjoy the atmosphere of a close-knit community with the learning opportunities of a major metropolitan center. The district is proud of its reputation for excellence in every part of a student's career as well as its commitment to professional and staff development. Governance: White Bear Lake Area Schools (Independent District 624) is governed by a seven-member Board of Education that meets the second and fourth Mondays of the month during the school year. Business meetings are held in District Center, Community Room (Room 112) at 7 p.m.; Work-study meetings begin at 5:30 p.m.

FISHING TIPS: White Bear Lake is a popular angling lake. Largemouth Bass are the favorite target of summer angling. Northern Pike are easily caught, but they tend to be small (18 - 22 inches). Walleye angling is better early in the season and in the fall. Anglers should be prepared to compete with recreational boaters, especially during weekends and holidays. Ice fishing is also popular on this lake. Panfish, Northern Pike and Walleye are all popular targets of ice anglers on White Bear. Anglers traveling on the ice should do so with caution as springs are present. Open water areas may be present as a result.

WHITE BEAR LAKE CONSERVATION DISTRICT frequently asked questions
White Bear Lake Conservation District conversation district structure
T
he White Bear Lake Conservation District (WBLCD) was formed by the State of Minnesota in 1971 for the purpose of taking care of the body of water known as White Bear Lake for all of the citizens of the state. By this state Act, the WBLCD was granted extensive powers but exercises them sparingly—generally dovetailing (not duplicating) their work with all of the other agencies who also make rules and regulations concerning White Bear Lake such as: Minnesota DNR’s rules; bordering municipalities’ Shoreline Ordinances and related rules; Rice Creek Watershed District’s rules protecting our watershed’s surface and ground waters; and, on occasion the FAA and Corps of Army Engineers rules. The ten-member volunteer Board of Directors of the White Bear Lake Conservation District (WBLCD) is made up of two Directors from each city bordering White Bear Lake. The cities appoint their representatives (directors) for three-year terms. Board Meetings are 3rd Tuesday of every month (except December) at 7 p.m. in WB Lake City Hall Council Chambers. Office hours are 9 a.m. to 4 p.m. Tuesdays and Thursdays (in the basement of WB Lake City Hall—4701 Highway 61). Three Standing Board Committees help with the work of the District. They are: • the Lake Quality Committee, • the Lake Utilization Committee • the Lake Education Committee. Each standing committee is made up of three board members and two members from the community. Anyone interested in serving on the board should contact the municipality in which they live. Anyone interested in serving on one of the standing committees should request an application from the District’s office or download it from the District’s website: wblcd.org
Q. How fast can boats go on White Bear Lake? A. Maximum of 35 mph (it is posted) This also applies to snowmobiles, cars, trucks and ATVs in the winter months. Q. How far should boats stay away from swimming areas or scuba diving flags? A. Minimum of 150 feet. Q. I have observed someone dumping, for example, leaves, dog droppings, trash, toxic substances, or other pollutant, on the shore or in the water, or I am aware of a septic system failure, what should I do? A. Pinpoint the location with an address or visual references; get a license number or boat registration number or other identification and report it to the WBLCD immediately. 651-429-8520 Q. I got swimmer’s itch while swimming in White Bear Lake, what should I do? What can I do? A. The itch is caused by a small parasite which normally infect snails and waterfowl. During the brief period when these parasites are present in the water, they can contact swimmers. Precautions such as showering immediately or briskly toweling off after swimming helps rub them off your skin. Contact the WBLCD to report the problem. 651-429-8520 Q. I am disturbed by the loud noises of motorboats or jet skis or observe unsafe boating actions, what do I do? A. Pinpoint the location with an address or visual references; get a license number or boat registration number or other identification and report it to the Ramsey County Sheriff’s Water Patrol (651-2667350) immediately and follow up with information to the WBLCD (651-429-8520). Q. What does “No Wake Zone” mean? A. You’ll see “No Wake Zone” buoys around boat launches, public swimming areas and other parts of the lake where a large wake from your boat could disturb
other boats, people in the water, the shoreline or wildlife habitat. Slow you boat’s speed (under 5 m.p.h) to minimize wake. Q. Who patrols White Bear Lake? A. Enforcement of all state water safety laws as well as WBLCD ordinances governing White Bear Lake are enforced by the Ramsey County Sheriff’s Water Patrol Unit, 651-266-7350. Conservation District Structure Frequently Asked Questions Q. When do I need to get a permit for an activity on the lake? A. If there will be 50 or more persons (counting both participants and observers) involved, you need a permit from the White Bear Lake Conservation District. Q. I do not own property on White Bear Lake, can I moor my boat in White Bear Lake? A. Only in licensed areas or in an Authorized Dock Usage Area (ADUA) of a lakeshore owner—with written permission from that lakeshore owner. Q. When does a private dock need a license? A. When there are more than four boats (total on dock, moored, and beached) or if there is more than one dock, a license from the WBLCD is required. Q. What can I do to get rid of the lake weeds around my dock? A. Aquatic plants are important in preventing erosion, preserving water clarity, and maintaining the general health of the lake and its fisheries. Removal by any means is governed by the Minnesota DNR. Permits are required in many cases. If you believe growth of aquatic plants near your shoreline creates a nuisance, contact the DNR Regional Fisheries Office for rules. Q. How do I bring a matter before the board? A. Contact the office by phone, mail or Email and explain what you would like to present. You may take it directly to the board with or without prior notice. With prior notice, it will be put on an agenda. Without prior notice, you will be given up to 15 minutes to make your presentation at the Public Comment portion of the board meeting.

GOVERNMENT seven-member board of commissioners that determines county policy and decides how money should be spent. The board meets the first four Tuesdays of each month at 9 a.m. in the council chambers, 15 W. Kellogg Blvd., St. Paul. A county manager, hired by the board of commissioners, oversees the daily operation of the county. The county employs over 3,600 workers in programs that serve its residents. More than 75 percent of the county’s services are required by either the state or federal government. Ramsey County operates 24 departments in five major areas – human services, public safety and justice, parks and public works, public health and central administration. Among the more popular services for White Bear Lake area residents are the sheriff’s department, libraries and parks department. Among the parks department’s gems is Tamarack Nature Center, a 320acre preserve with special programs and hiking trails in White Bear Township.
