The first round of significant snowfall of the season fell during the morning rush hour. Areas of shear ice were created on local roadways as vehicles traveled over and compressed unplowed, wet snow.

WHITE BEAR LAKE — The Department of Natural Resources (DNR) isn't talking when it comes to a lake augmentation figure. It's not that the agency hasn't been asked. Members of the White Bear Lake Conservation District (WBLCD) met with DNR representatives last month to get an update on the cost estimate study, but to no avail. "There isn't a number yet," reported district Chairperson Jane Harper. "That is what everyone wants to know; but the DNR made it clear there will not be any leak of a figure until the draft report." The DNR is working with the Metropolitan Council, which hired SEH, the Vadnais Heights engineering firm that installed augmentation systems in North Oaks. SEH was also the firm that did the 2014 water sustainability study for the Met Council. The preliminary report is due in mid-January, Harper told the board at its Nov. 17 meeting. Globe-trotting mediator attends global climate change summit BY KRISTINE GOODRICH EDITOR

He helped post-revolution Polish political leaders rewrite their constitution, helped resolve territorial disputes in Moldova and helped negotiate a cease fire in the Philippines. Tom Fiutak of White Bear Township has traversed the globe as a professional mediator and speaker. Presently, he is in Paris attending a global conference on climate change. The semiretired former university administrator is a leader of Mediators Beyond Borders International, a nonprofit that advocates the benefits of mediation and provides mediation services. Fiutak and three other members of the organization are at the United Nations Framework Convention on Climate Change, an annual gathering of representatives of nearly 200 countries to discuss and consider treaties involving climate change mitigation. As a nine-time convention attendee, Fiutak's objectives are twofold: 1. To observe and understand the complex negotiations occurring at these conventions and educate the public about them. 2. To educate policymakers about the benefits of engaging impartial mediators and to lobby for the inclusion of mediation requirements in any negotiation protocols developed SEE MEDIATOR, PAGE 8A

BIRCHWOOD — Sex offenders now can't live alone next to a city park. They can, however, move in with family. At an emergency meeting Nov. 24, the Birchwood City Council adopted an ordinance banning sex offenders from living near a park or day care. But the ordinance includes multiple exemptions, including for offenders who reside with relatives. News that a Level 3 sex offender planned to move across from city tennis courts on Cedar Street spurred two council meetings in less than a week. Many residents hoped the council would adopt an ordinance that would block Joseph Charles Zacher from moving in after his Nov. 30 release from prison. A few residents and the city attorney opposed such restrictions, calling them hastily developed, ineffective and/or a litigation risk. The three council members present at the Nov. 24 meeting adopted an ordinance, but not one that might have impeded Zacher's move. The council
