No decisions yet on Bruce Vento trail extension

WHITE BEAR LAKE — The jury is still out on corridor realignment options for the Bruce Vento Trail.

After public meeting No. 3 last month to help Ramsey County narrow options from three to two between Highway 96 and County Road J, comments are still being analyzed, according to Scott Yonke, director of planning and development for the county’s Parks and Recreation Department.

The three options are shown on the accompanying map. All three avoid the downtown corridor.

“The downtown area doesn't physically have enough room (for a trail) without having too much impact on the railway corridor and public infrastructure,” Yonke said. “So we're having to look at other areas.”

Eventually the county hopes to narrow the routes to one, hopefully within the next six months.

Walkability advocate Mike Brooks, who also co-chairs the Lake Links Association, said he's not giving up on a downtown option.

“There are many examples in this country of trains that go very fast less than 20 feet from a trail. All they have between them is a metal fence,” he said. Brooks feels the county missed an opportunity to negotiate with Minnesota Commercial in 2017 when the state anted up to pay for new tracks. “There was an assumption years ago that the rail line would be gone and the trail could run south to north. I don't understand why legislators supported them (Minnesota Commercial) without asking for an easement in return.”

There are two regional trail projects underway for the Bruce Vento extension: Buerkle Road to Hwy. 96 and Hwy. 96 to County Road J. Once completed, the project will fi ll a major gap in the National U.S. Bike Route 41 for connections north of Ramsey County to Duluth.

Highway 96 is 30% done as planners consider long-term trail improvements, amenity needs and a Rush Line connection. Segments of the trail plan were displayed at an open house Nov. 19 at the county library.

That section of trail is broken into three segments: Buerkle Road to Hoffman Road; Hoffman Road to Highway 61 at Goose Lake and, fi nally, Goose Lake to Highway 61/ White Bear Avenue. The southern seven-mile segment was completed in 2005 from St. Paul to Buerkle Road in White Bear Lake on former Burlington Northern/ Santa Fe railway. The remaining six miles of trail was planned to be constructed on that railway; however, this section of trail remains undeveloped because the railway remains active.

Jan. 15 – Come hear a talk on the history of women’s suffrage in Minnesota given by Dr. Kristin Mapel Bloomberg, professor of Women’s Studies and Hamline University endowed chair in the humanities. Professor Bloomberg will speak from 6:30-7:30 p.m. at the Stillwater Public Library. Arrive early to view the traveling exhibit panels and stay to hear the talk.

S

omething I don’t consciously think about as I drive around our communities is how knowledgeable and experienced the drivers are around me. It’s something that I’m constantly aware of now that I have a 15 year-old with a driver’s permit. Our daughter completed the classroom portion of her test, passed the permit exam and now will spend the next year working towards 50 daytime hours and roughly 25 nighttime hours to be ready to take her behind the wheel test when she turns 16. There is an app on her phone that tracks her driving time.

The first time I sat in the passenger seat with her behind the wheel was, in a word, terrifying. We had practiced some key skills in parking lots, but there is nothing like the first time driving on the open road with other cars. Despite some initial confusion on starting a push button switch Publisher’s and figuring out which pedal was the brake, she is following the rules View and doing a good job of driving. I sometimes have to encourage her to Carter Johnson speed up a little when a traffic jam is building behind us, and to slow down well in advance of approaching stop signs and turns. We are working on response time and making decisions a little quicker. She takes every opportunity to practice.

The realization that our streets are filled with young drivers has been enlightening. I think I have a little more patience, and I encourage others to cut out the road rage. In these last few months that Abbey has been driving, we have experienced several instances of mild aggression from other drivers. For example, kids are taught to stop at a stop sign for three full seconds, and she has been honked at for doing it.

There have been dirty looks and at least one obscene gesture as she’s tried to merge onto the highway, cementing my wife’s belief that there isn’t a single driver in the state of Minnesota that lets you in on a merge. On Abbey’s first night-driving experience to pick up her brother at a friend’s house, she was going a little slow and the driver behind us flashed his high beams at her. The funny part was when he followed us all the way into the driveway of the friend’s house, because it was the friend’s dad.

The worst part of the honking and unfriendly gestures is that it rattles her a little. She gets nervous that the drivers around her are going to get mad. The last thing any of us needs is for an inexperienced driver to panic and make a mistake because someone can’t show a little patience and understanding.

I’m thankful that my kids will learn to drive with the new cell phone law in effect. Hopefully keeping the phone totally out of sight while driving will become as much of a habit as putting on a seatbelt.

As you prepare to hit the road with a new driver, take a deep breath. Enjoy the forced togetherness with your child and and try not to let on that you’re totally scared out of your mind. Eventually most kids figure it out and do fine.

Holidays bring out spirit of giving

his holiday season is a wonderful time to put the needs of others ahead of yourself. It is an entire season that can bring out the best in all of us.

Whether you are celebrating a religious festival, like Hanukkah or Christmas, or a more secular occasion, you are sure to have rituals or customs that make the holiday season special.

Here are a couple examples of how people around the world celebrate the season: • In the Philippines, a giant lantern festival is held each year Legislator on the Saturday before Christmas Lingo Eve in the City of San Fernando.

• In Sweden, a Yule Goat, several stories tall, is constructed in the center of Castle Square in Gavle.

People then have a tradition of trying to burn it down.

• In Austria, a person dressed up like a demon creature roams city streets in the first week of December. The creature is St. Nicholas’ evil accomplice, Krampus. In Austrian tradition, St. Nicholas rewards nice little boys and girls, while Krampus is said to capture the naughty children and whisk them away in his sack.

• In Japan, a new quirky tradition has emerged in recent years – a Christmas day feast of Kentucky Fried Chicken. The festive menu is advertised on

the KFC Japan website.

Of course, this season also can bring sadness for those who are grieving and experiencing loss.

Spending time with family and relatives is one of the wonderful things about the holiday season.

But giving back this season is also equally important. The holiday season wouldn’t be the same without Salvation Army volunteers manning bells and donation kettles at mall and grocery store entrances. I know one gentleman in his mid-80s who mans the kettle in front of Macys at Maplewood Mall almost every day for two hours. Giving back can often feel just as good if not better than receiving a gift you love.

Here are a few ways for you to give back as well: • The White Bear Lake Area Educational Foundation’s Angel Fund gives our community an opportunity to share with those in need right in our own school district, while honoring a school district staff member. All donations made to the Angel Fund benefit families in need in the district and also provide support for The Closet, which is an extension of The Angel Fund. The Holiday Angels program also allows donors to choose individuals (likely teachers or other school staff) whom they wish to honor with a card of thanks bearing the

donor’s name. Consider donating in honor of your favorite teacher, educator or staff member this holiday season. www.wblaef.org.

For example, shopping local by going to businesses close to home is a boost to your neighborhood’s economy.

This time of year it’s also important to remember the people missing from family and neighborhood gatherings. Those who are serving overseas need our support yearround, but during the holidays it’s even more important to remind them of our love and appreciation.

Pastors, priests, preachers and anyone interested in delivering great sermons are all invited to attend the “Excellence in Preaching Symposium” from 12:30 to 3:30 p.m. Saturday, Jan. 4, hosted by St. Andrew’s Lutheran Church in Mahtomedi. The symposium will be led by a “freelance theologian” from Two Harbors, Anna Madsen, who will also be the guest preacher at St. Andrew’s worship that day at 5 p.m. in the Great Hall.

“One of our key initiatives at St. Andrew’s is to promote leadership, and key to that strategy is to strengthen preaching both here and throughout the ELCA,” stated St. Andrew’s Lead Pastor Mike Carlson. “We believe that Christ meets Anna Madsen people in a very unique way through worship, and that when great preaching effectively articulates the Gospel of Jesus Christ, lives are changed and the world becomes more like the world Jesus wants.”

LETTERS TO THE EDITOR Dinner with Santa on Dec. 16 — I would like to thank everyone who was involved in this AMAZING event. It's such a wonderful event for the seniors.

So many people give of themselves with donations, talents, Winter Carnival, Vulcans, Middle School choir, musicians and volunteering to make this happen. It's such a special evening.

This year my sons joined me in volunteering, as their grandmother attended.

These are the memories of the holidays that you cherish for a lifetime. Bill Foussard/White Bear Country Inn, has hosted this for 20 years and without his support and energy, I don't think this could happen. Everyone in attendance that night had a wonderful time. So many businesses contributed to the event. What a great community we live in, and I am grateful for the generosity of so many people. Thank you again.

No hidden agendas?

I recently received a sample newspaper called the “Epoch Times” which billed itself as providing “traditional, honest journalism without any spin, false narratives or hidden agendas.” I did a little research to fi nd out who is public-spirited enough to provide such a resource, and found this on Wikipedia.com: “The Epoch Times is a multilanguage newspaper founded in 2000

by John Tang and a group of Chinese Americans associated with the Falun Gong spiritual movement. After graduating Bertha-Hewitt High School in 1965 and Wadena Technical College in 1967 he served in the United States Navy from 1967 to 1973 aboard numerous submarines as an electronics technician and cryptographer. After Randall got out of the service, he met the love of his life Jill and they married on September 30, 1978 and raised 3 children in White Bear Lake. He traveled extensively around the world throughout his career with MultiArc Scientific Coatings, Despatch Industries, Abar Ipsen and Loram Maintenance of Way. Randall was a devoted Husband, Father, Opa, Brother, Uncle and Friend who enjoyed movies, music, traveling, reading the newspaper, going to the State Fair, watching sports and spending time with his family. He was especially dedicated to his granddaughters Fionna and Autumn. He was preceded in death by his parents and a brother-in-law David Seegert. One would get more nonbiased information by reading the scientific findings presented by the vast majority of climate scientists. There are multiple peer-reviewed studies published in scientific journals showing that more than 90 percent of the actively publishing climate scientists agree: Climatewarming trends over the past century are extremely likely caused by human activities.

We are experiencing the effects now, and they will only get worse.

Sheriff’s office launches body cameras in jail, courts The Ramsey County Sheriff’s Office completed its second phase of implementation of body-worn cameras this month.

Earlier this year, patrol deputies began carrying body cameras. Body-worn cameras are now being utilized by correctional officers in the Adult Detention Center and deputy sheriffs in court security.

The use of body-worn cameras helps to provide an objective view of interactions between law enforcement agencies and community.

“The sheriff’s office is now keeping pace with best practices utilized by law enforcement agencies across the state and country,” said Sheriff Bob Fletcher. “In the last 12 months, our office has worked hard to deliver on a promise to improve transparency, increase trust and promote accountability.”

Correctional officers and court security deputy sheriffs now wear body cameras.

County is now a leader in the state as one of a few counties to use body-worn cameras in a detention/correctional facility.

Since January, the sheriff’s

office has been working to implement body-worn cameras in 2019. At a Ramsey County Board workshop in March, Fletcher presented a revised timeline that called for their

immediate implementation.

After a series of community meetings, the county board approved funding of $1.38 million. Of that, $306,000 was approved for personnel

costs and $1.08 million was approved for cameras, equipment and storage.

The sheriff’s office engaged citizens, community groups, union leaders and legal experts to achieve consensus on a policy that respects privacy, adheres to legal requirements and provides transparent access to information with the goal to further community trust. Six community meetings were held in locations across the county. Two public hearings were also held with the county board.

“This was a team effort and we very much appreciate the support of the county board,” added Fletcher. “The county board’s commitment to fund this program has made it possible and, as a result, we are more responsive to community expectations.” As of today, the Ramsey County Sheriff’s Office is the state’s largest sheriff’s office to implement body-worn cameras.

Vadnais Heights • An assault was reported in the 3700 block of Edgerton Street Dec. 10.

• A juvenile was taken into custody in the 100 block of Vadnais Boulevard Dec. 10 after a fi ght.

The case was referred to the county attorney for consideration of charges.

• A vehicle was reported stolen in the 3300 block of Highway 61 Dec. 10. Officers noticed the vehicle had a Buerkle Honda tag but no plates. The vehicle was confi rmed missing following an inventory check. It was later recovered.

• License plates were reported stolen from a vehicle over the weekend while parked outside a business in the 1500 block of Buerkle Road Dec. 9.

• A rear passenger window was broken and a

purse stolen in the 4000 block of McMenemy Street Dec. 11. Credit cards were used in Vadnais Heights before they were canceled. The incident is under investigation.

• Theft of a jacket containing a bank card, driver's license and cell phone was reported at a business in the 800 block of County Road E Dec. 10. The losses totaled over $1,000. The victim obtained possible suspect information through deposits made to a PayPal account.

• Shoplifting was reported in the 3200 block of Highway 61 Dec. 12. A suspect was identified and a citation mailed.

• Theft was reported in the 900 block of County Road E Dec. 12 and Dec. 14. Four suspects were tied to the thefts and are also suspects in thefts from Target stores in other cities. The incident is part of an active investigation of a felony theft ring.

• Theft was reported in the 1000 block of Highway 96 Dec. 14. Two suspects asked to see iPhones and then grabbed a phone and fled the store.

• Theft was reported in the 900 block of County Road E Dec. 14. A witness saw people placing items in shopping baskets, bypassing registers and leaving the store without paying. A vehicle license plate was obtained.

White Bear Township • A garage side window was reported broken Dec. 9 in the 5900 block of Mallard Ponds Drive.

• An attempted Craigslist overpayment scam was reported in the 1200 block of Jonquil Lane Dec. 11. There was no monetary loss.

• A vehicle's front passenger window was broken and a purse stolen in the 5900 block of Highway 61 Dec. 10.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A driver on an expired license was cited at 7:24 a.m. Nov. 24 on eastbound Highway 36 at Lake Elmo Avenue for speeding 86 mph in a 55 mph zone by Washington County Sheriff's Office deputies who noticed him approaching rapidly from behind and activated their rear-moving camera. The driver admitted to speeding and “going pretty fast.”

• A van driver was cited Nov. 25 on southbound Lake Elmo Avenue N. at 60th Street N. for making a phone call on a hand-held phone while operating a motor vehicle after northbound deputies saw her waiting at the semaphore to Highway 36 with a cellphone attached to her left hand and ear.

Elmo Avenue N. on Nov. 27 reported her credit card compromised, although she still had the card in her possession.

• A group playing football on the Mahtomedi High School varsity field was reported for trespassing Nov. 28. The group left without incident.

• A resident in the 9000 block of 96th Street N. on Nov. 28 reported a “new type of scam.” Although the scam was new, the complainant was not taken in and suffered no fi nancial loss.

• A gold-colored sedan was reported wedged into the trees on the north side of 75th Street N. just west of Jamaca Avenue at 5:09 p.m. Nov. 30.

The registered owner told deputies he was on his way to work when the vehicle went off the road.

Mahtomedi

• An unidentified motorist was cited Nov. 25 on Highway 36 for tabs that expired in June. He also received a verbal warning for failure to provide proof of insurance.

• A suspicious vehicle parked in Katherine Abbott Park at 1:42 a.m.

Nov. 24 turned out to be a driver and his passenger who had stopped for a chat. Deputies advised them they could not be in the park after hours.

• A resident in the 6000 block of Lake

• An employee of FedEx was reported

Nov. 24 on Long Lake Road for unauthorized use of a fleet vehicle.

• A minivan driver was cited Nov. 25 in the 3000 block of northbound Century Avenue for semaphore violation after deputies in an unmarked squad observed her enter the intersection after the light had already turned red. When deputies asked her if she knew why she was stopped, she said, “Was it because of the yellow light?” Deputies said, no it was because of the red light.

The driver said she was taking her children to the bus stop, so she “might have given it a little too much gas.”

• A dog in the 1000 block of Summit Avenue was under quarantine for 10 days after he bit the neighbor's dog on Nov. 26. The dog's owner said the dog, who was not registered with the city or supplied with current rabies vaccination papers, broke through the fence and attacked the neighbor's dog.

• Employees of the BP gas station in the 3000 block of Century Avenue N. on Nov. 26 reported a man for pumping $32.08 worth of gas before entering the store and promising to come back later to pay with a credit

card that worked better. At the time of the report, the cashier was still waiting for the payment.

• A woman reported a suspicious male for following her from a liquor store on Stillwater Road Nov. 26 to the Fleet Farm gas station in Oakdale. The complainant said the male got out of his car and approached her vehicle, before asking about “Jared.” The complainant said she knew Jared, but that he was not with her. Follow-up will continue.

• Harassment was reported Nov. 27 on Woodland Court.

• A juvenile runaway was arrested at 10:48 p.m. Nov. 27 on Stillwater Road.

• Three persons, two of whom were female, were arrested at 11:43 p.m.

Nov. 30 at a bar on Mahtomedi Avenue following a fight on the sidewalk during which they assaulted a bar worker.

Sheriff’s office receives $20,000 grant for Shop with a Cop The Ramsey County Sheriff’s Office hosted its annual holiday tradition of Shop with a Cop earlier this month. This year, the sheriff’s office reached a historical level of support by receiving nearly $20,000 in private grants for Shop with a Cop, more than any year previously.

“Shop with a Cop this year is extra special,” said Sheriff Bob Fletcher. “As a result of strong partnerships and private support, we have been able to increase the number of children and families included this holiday season.”

There were 74 youth who participated and shopped for more than 220 family members. Over 80 sheriff’s office employees and volunteers donated their time and talents to this event.

Locally and nationally, many law enforcement agencies participate in Shop with a Cop. The purpose of this event is to ensure children and families are able to enjoy the holidays as well as foster positive relationships.

“A lot of work happens behind the scenes to make this event special,” added Mike Hankee, a commander with the sheriff’s office and Shop with a Cop coordinator.

In Ramsey County, the sheriff’s office school resource officers (SROs) work closely with school social workers to select youth to participate in Shop with a Cop.

Funding for this program is provided through private grants. This

year, private grant support totals $19,500 and includes $12,500 from Target and $7,000 from the Ramsey County Sheriff’s Foundation. Food is donated by McDonalds on Rice Street, Davanni’s in Arden Hills, Raising Cane’s Chicken, Subway and Cub Foods. Meeting space is provided by North Heights Lutheran Church.

Blue Christmas: In 2nd book, author shares lessons learned from loss

It's been 13 years, but David Francis still vividly remembers the first Christmas he spent after the death of his only son, Jon. “It was horrible,” he said. “I dreaded hearing people saying ‘Merry Christmas.’”

For the Francis family, that holiday season was marked by the tremendous pain of Jon's absence and the lack of closure around it. That summer, 24-year-old Jon went missing while mountain climbing in Idaho, and his body had not yet been found.

Jon, who grew up in Stillwater, was an accomplished athlete, an outdoor enthusiast and a soon-to-be seminary student. After college, he moved to Utah to take a job as a youth minister, and he spent his summers working as a counselor at Luther Heights Bible Camp in Idaho. It was there, David said, where Jon “fell in love with the mountains.”

Though he was an experienced outdoorsman and accustomed to traversing the slopes of Idaho's Sawtooth Mountains, Jon went missing during a solo climb up the Grand Mogul in July 2006. David and his wife, Linda, flew to Idaho almost immediately after receiving the news, but to their disappointment, law enforcement gave up the search for Jon after only two days.

“They told us, 'Give your son up to the mountains,'” David remembered. But he and Linda refused to do so, and instead committed to funding and organizing what became a yearlong search for Jon's body. In July 2007, a little over a year after he went missing, Jon's remains were finally discovered on the mountain.

In 2010, David published “Bringing Jon Home,” an award-winning memoir that chronicles his family's search for Jon. This year, he published his second book, “Grief Travelers,” through the Jon Francis Foundation, a nonprofit he and Linda founded to support the families of people missing in the wilderness.

In writing “Grief Travelers,” David said, he wanted to share all he had learned through mourning the loss of his beloved son. A former U.S. Navy captain, he attributes the impetus for the book partly to his many years of military service.

“That's a military habit — lessons learned,” he said.

“These are lessons learned, what I have learned about grief and loss, what I have learned during my travel through the Valley of Grief.”

The timing of the book's release couldn't be more perfect. As David knows all too well, the holiday season often proves lonely for those coping with loss. Mourning, he said, is an already difficult journey made all the more so when the rest of the world seems to be joyfully celebrating.

“When grief is fresh and raw, you don't want Christmas to arrive,” he said. “You don't want to see people in holiday cheer when you're deep in sorrow.”

He hopes that “Grief Travelers” will serve as a guide to his fellow grief travelers, particularly during this time of year. Among the lessons he shares is to channel one's love for a lost loved one into others.

“One of the emotional coping mechanisms of dealing with grief is to reinvest your love,” he said. “The love that I had for Jon, it's important to reinvest that love.”

City hears updates on new library, road

MAHTOMEDI — Now that winter is here and snow covers the work yet to be completed on the CSAH 12 (Stillwater Road) reconstruction project, people using that road might be wondering what potential is hibernating underneath all that snow.

The City Council at its Dec. 17 meeting heard progress reports from Washington County officials on two projects important to the city.

County commissioners Fran Miron and Stan Karwoski attended the meeting to talk about CSAH 12 and Wildwood Library updates.

“Normally, the county is the quiet level of government,” Karwoski said, “and we don’t see a lot of work being done. But the new Wildwood Library and CSAH 12 are significantly noticeable projects.”

A major portion of the road is being completed and will finish up next year, Karwoski said. Work on the new Wildwood Library will continue through the winter, he said. County engineers then gave more detailed updates.

The library is now enclosed, as the steel structure and exterior wall framing are completed. Brick exterior work and roofing are in progress, as are interior plumbing and electrical installation work.

When the library is finished, its exterior will feature two patios, private garden space for programs and a drive-up book drop with mounted box to receive books directly from vehicles.

Upon completion, the interior of the library will feature a two-sided fireplace, three meeting rooms and a conference room, children's and teen spaces and various seating spaces of different types and uses.

As part of the exterior infrastructure, Phase 2 of the city storm sewer project

is complete, and curb and asphalt installations are complete for much of the parking lot.

By July 2020, construction should be finishing up, and library staff will start to move contents back into the building.

By the end of July or early August, the library will likely host a grand opening.

Reconstruction of CSAH 12 from TH 244 to Wildwood Library is estimated to cost $6.8 million and involves storm sewer, sanitary sewer, water main, pavement and sidewalks. Private utility work began last April and lasted through July.

All work is substantially complete from TH 244 to Warner Avenue. Work yet to be done includes streetlight installation, minor cleanup and punch list (minor to-do) items. Roadway work on Stillwater Road from Warner Avenue to the library is complete, with a temporary sidewalk on the north side of the road. Streetlight installation and sidewalk and boulevard work remain to be done. Grading work will resume this coming spring.

Work to be resumed east of Warner Avenue after spring 2020 road restrictions are lifted include punch list items and restoration work throughout the project. This remaining work should take from four to six weeks to complete.

While that work is ongoing, the road will remain open, but motorists should expect to encounter flaggers stopping traffic from time to time.

Councilman Tim Deans thanked the county for its investment in the downtown area.

“We're really excited to do this kind of work within the city of Mahtomedi,” said Miron, who will take over the duties of county board chair from Karwoski in January. “All our efforts involving quality of life issues and economic development come together in a project like this. The new road won’t look like a million dollars, but like $6.8 million.”

“Grief Travelers” is dedicated, is “getting the bulk of that love,” he said.

He also said that healthy grieving will eventually allow joy to make its way back in, and he encourages his fellow grief travelers to welcome it when it arrives.

“Joy starts creeping in. You can fight it, but it happens … You slowly stop thinking about what you've lost and instead think about what you had. You start to replace grief with gratitude,” he said. “Not all of it—some of it will always be there, but over time, gratitude starts creeping in and replacing some of the grief.”

David also said that Camille's enthusiasm for the Christmas season is infectious and has helped him rediscover the excitement of the season.

“She still believes in Santa Claus, and in her mind, there's still the magic of Christmas,” David said. “And that magic overflows to me.”

MAHTOMEDI CITY COUNCIL NOTES MAHTOMEDI — City Council conducted the following business at its Dec. 17 meeting: • Passed three resolutions pertaining to transfers between funds.

The city committed the general fund balance for funding of incomplete construction projects. These projects consist of interim construction fund projects that remain open. The city also committed the general fund balance for funds above the level approved in the fund balance policy for street improvements.

The city also transferred committed fund balance dollars from the general fund to the street improvement fund. In 2011, council approved the general fund policy, which established a minimum and maximum level (45% and 65%) of unassigned fund balance of the subsequent year's budgeted expenditures. The policy established that any balance over the 65% maximum may be transferred to other funds.

Council also approved a resolution committing any excess fund balance to the street improvement fund. The amount of this year's transfer is $1.5 million. The funds to be transferred will be determined by the financial audit.

• Awarded the contract for the 2020 Pond Maintenance Project to lowest bidder Nadeau Companies LLC of Hampton in the amount of $110,200. Thirteen bids for this project were received on Dec. 12.

• Approved the Metropolitan Council Water Efficiency Grant agreement. The city was recently awarded this grant in the amount of $6,300. The grant will enable the city to continue its water efficiency rebate program for low-flow toilets and washing machines.

• Approved the professional services proposal from WSB for Hallam Park Final Design for $37,500 and Southwest Park Playground for $10,000.

• Passed a resolution adopting the special assessment for the 120 Old Wildwood Road Lateral Sanitary Sewer Line local improvement project.

• Hired two paid on-call firefighters, contingent on successful completion of the required psychological and physical assessments and background check.

• Approved a memorandum of understanding with Local No. 49, providing employees with the ability to bank up to 240 hours of compensatory time in addition to their 120 hours for a maximum of 360 hours of parental leave.

• Approved construction pay voucher No. 7 in the amount of $11,900 to T. A. Schifsky and Sons Inc. for the Echo Lake Improvement Project.

• Approved a request from MHS Senior Party with St. Jude of the Lake Church, 700 Mahtomedi Ave, to hold a gambling event on Saturday, Feb. 22.

• Continued to the Jan. 7, 2020 meeting action regarding request from property owner for a conditional use permit to allow for a reduction in the front yard setback requirement and an increase in allowable building coverage to construct an attached garage at 1157 Park Ave. • Heard a report from Councilman Richard Brainerd that the city held a closed session annual evaluation meeting with City Administrator Scott Neilson. He has been a fine administrator, Brainerd said.

• Presented outgoing Councilman Tim Deans with a plaque of appreciation for his eight years of service to the residents of Mahtomedi. “It’s really been great to have you,” Mayor Judson Marshall said.

• Adjourned to closed session as allowable by Minnesota statutes, Section 13D.05, Subd. 3(b) for an attorney-client privileged discussion of City of Mahtomedi v.

SPECIAL TOWN BUDGET MEETING REVIEW - Residents in attendance of White Bear Township’s Special Town Budget Meeting on December 10th approved a final 2020 property tax levy of $3,662,778.00. The levy is a 7.63% increase over the 2019 tax levy. The typical home in the Township saw market values increase about 7.9% which when added to the property tax levy results in a property tax increase between $50 and $112 for homes valued at $182,132 and $404,737 respectively. Residents also recommended to the Town Board a 2020-operating budget for the Township of $4,488,213, which is a 6.07% increase over the 2019-operating budget. Olympian on (lake) ice

An Olympic fi gure skater graced an outdoor ice rink on White Bear Lake recently, bringing a fi lm crew along to capture the experience.

The celebrity skater, Michelle Kwan, was a surprise guest to Chad and Nicole Whiterabbit of Mahtomedi, who were referred by a friend to the fi lm crew, F3 Visuals.

F3 is a Minneapolis cinematography company that specializes in aerial (drone) footage. It is the same company that fi lmed a Mahtomedi High School grad, McQuaid Boo, skating on crystal clear ice near Ramsey County beach earlier this month. The video, called LaCroix on Ice, went viral. Last we checked, it had 175,000 views. Somehow Kwan saw it on Instagram and since she was in the area, decided to do her own version of skating on White Bear Lake. Only she was wearing fi gure skates.

At least, that's the story told by Chad Whiterabbit, who got a call from a friend asking if his rink was shoveled because Michelle Kwan was coming.

Kwan, 39, retired from competitive skating in 2006. She won two Olympic medals, a silver in ’98 and a bronze in ’02, plus five world championships.

She was very courteous, Whiterabbit said, and an incredible skater.

“You couldn't even hear her edges.”

The cold temperatures were a little edgy, though, and Kwan was freezing. So Whiterabbit set up a

heated ice shelter as a warming house.

“Ice conditions were really good,” added Whiterabbit, which was a reason Kwan and the crew came to his rink. And yes, it was shoveled; all three of his children play hockey and practice on the lake.

The production crew used a drone, like they did in the LaCroix video, to fi lm Kwan, who indicated she planned to post it on her Instagram account. They fi lmed in 10-minute intervals from 3:30 to 6 p.m. Sunday, Dec. 15. Temperatures were in the single digits, so Kwan took breaks to warm up. Whiterabbit said the crew did it pro bono because they're big fans.

Just a day earlier, the celebrity skater was in Des Moines campaigning for Joe Biden. The Des Moines Register said Kwan “gave some free pointers to ice skaters Saturday morning” in downtown Des Moines “before gliding effortlessly into a pitch” for the former vice president.

She joined his presidential campaign as surrogate director, a job she did in a similar capacity for former presidential nominee Hillary Clinton's campaign.

According to Whiterabbit, Kwan came to the Twin Cities to visit Marty Collins, the son of the late Tom Collins, a professional skater who founded the Champions on Ice tour. The elder Collins died at his Edina home in September. Kwan starred on his tour along with former Olympians Brian Boitano, Nancy Kerrigan and Kristi Yamaguchi.

Once again, the 7-foot bear atop White Bear Country Inn will ring in the New Year Dec. 31. The custom bear, sporting a top hat and champagne glass, will slide down the pole twice on New Year’s Eve: at 8 p.m. for the early-to-bed crowd and in a countdown to midnight for late-night revelers.

Hotel owner Bill Foussard started the tradition last year after borrowing the idea from the Times Square New Year’s Eve ball drop in New York City. Atomic Props of Oakdale built the fiberglass bear, which operates by remote control. The community is welcome to toast in 2020 at a 6 p.m. dinner and dance to the Jimtones in the hotel’s event center. Tickets are $64.95 and include hors d’oeuvres, buffet and dessert. For reservations, call 651-429-5393. Also planned are ice features on Rudy’s Rooftop. After last year’s ice bar on the rooftop, Foussard decided to change it up a bit. There will be a bean bag toss on ice and an ice throne. The bar will open at 7 p.m.; patio heaters will be cranked up to keep customers warm.

The lease was extended for Lake Country Booksellers in downtown White Bear Lake.

The owners report their landlord, Tyler Conrad of GoodThings, extended their stay until at least Jan. 31, 2021. They have been able to pay the new rent and will “continue on.” The independent bookstore, located at 4766 Washington Square, has been in White Bear Lake since 1980.

Paleo Santa made an appearance at The Waters in White Bear Lake Dec. 18. In reality, she is Tami Kozikowski, president and COO of The Waters, owner and operator of nine senior living communities in the metro. She is called Paleo Santa because she is a skinny Santa by most people’s Santa standards. Kozikowski has been playing Santa at work since about 2008 when she borrowed her husband’s Santa suit for the first time. This is her second year in a leadership role at The Waters, and thus the second year that Paleo Santa has been making appearances at all of The Waters’ Minnesota communities. At each stop, “Santa” extends holiday greetings to residents, hands out candy-canes, and of course wishes residents and team members a wonderful holiday season.

Township’s final tax levy less than expected

WHITE BEAR TOWNSHIP — December means property tax levy approval time for municipalities.

Those decisions can lower the preliminary number adopted in September but can't raise it.

Last week, town supervisors lowered the tax, collectible in 2020, thanks to a reduction in the debt levy.

Finance Officer Tom Kelly explained that the town reduced the 2020 proposed debt levy by almost $20,000 for a general obligation improvement bond issued in 2019 because a portion will be paid by utility funds.

The town will levy $65,400 instead of $85,200 for the street improvement bond, issued last October for $1.2 million.

The lower debt levy drops the total property tax levy to $3.7 million, noted Kelly. Residents approved the figure at the annual special town budget meeting Dec.

10. Supervisors finalized the figure. The levy supports the 2020 operating budget and is a 7.6% increase from last year.

According to Kelly, the levy gives the town the third-lowest tax rate of all Ramsey County municipalities.

Also approved at the Dec. 16 regular town board meeting was the 2020 general fund budget in the amount of $4.5 million. The general fund is mostly supported by property taxes and covers general government expenditures of $980,800; public safety costs of $1.7 million; public works expenses of $1.2 million and a culture and recreation budget of $607,000.

Kelly outlined capital improvements planned over the next 10 years by the board that will impact the 2020 budget and beyond. The year 2021 will be an expensive one for the township at $7.8 million.

Big-ticket items include the $200,000 purchase of Garley land for a future park; $500,000 for a baseball

field restroom at Polar Lakes Park; $3.4 million for road mill and overlay/reconstruction projects and $1.5 million for water quality improvement projects.

Expenditures in 2020 are less costly, totaling $5.1 million. The township plans to buy a new dump/ plow truck for $300,000; make improvements at Bellaire Beach for $200,000; replace the Columbia Park parking lot for $250,000; develop Bald Eagle trail for $100,000; build a soccer field restroom at Polar Lakes Park for $500,000 and replace the dugout roof for $150,000. The largest expenditure next year is for road mill and overlay/reconstruction at $1.5 million.

In addition, water system improvements will cost $450,000, and GIS integration of infrastructure will cost $250,000. Stormwater improvements in the southern township will cost $500,000.

Next year's projects are included in the 2020 budget, which the board approved.

WHITE BEAR TOWN BOARD NOTES WHITE BEAR TOWNSHIP — The town board conducted the following business at its Dec. 16 meeting: • Held a public hearing regarding the 2020 street improvement project.

About a half-dozen residents spoke in support of the improvements between South Shore Boulevard and County Road F (east of Bellaire Avenue), noting they welcome the project and thanked the board for moving forward.

Impacted streets include Lakewood Avenue, Ralph Street, Arbor Drive, Hillaire Road, Summit Lane, Forest Court, Glen Oaks Avenue and Homewood Avenue (Arbor to South Shore).

Engineer Larry Poppler estimated the cost at $3 million. Of that, $500,000 will be paid by utility funds with the balance, $2.5 million, divided by the township and property owners. The proposed assessment is $11,000 per unit; there are 114 units. “We believe the benefit equates to that amount,” Poppler said. Interest rate for a 10-year term is undetermined at this point.

Asked about the county's timetable on reconstructing South Shore, the engineer said, “There isn't one.” “I've

also learned the county is not doing F next year and is reopening all concepts regarding the Lake Links trail,” Poppler added.

Three of eight roads on the schedule are being widened from 25 to 28 feet and one, Ralph, is being reduced from 30 to 28 feet. A few people questioned the width, saying seldom do they see cars parked on the streets. Chairman Ed Prudhon said the township prefers to widen the street. Poppler said standard width is 30 to 32 feet. Surmountable curb and gutter is part of the project to improve drainage.

Impacted residents can volunteer for a rain-garden program. “It's a good amenity for owners with green thumbs who want to help with water drainage,” Poppler said. There is a cost share program to offset the expense with Rice Creek Watershed District. Interested residents can contact the township engineer, 651-292-4457 or larry.poppler@tkda.com. Not all properties are eligible.

Almost 11 miles, or 25% of streets, rate 2.2 or lower on a scale of 0 to 5. Streets with that rating should be considered

for reconstruction. Township streets average 3.4.

Streets in the area scheduled for improvement were constructed in 1962 and have a rating as low as 1.4.

• Pushed a Water Gremlin building permit to the Jan. 6 meeting.

The company must go through a building permit process to meet a court order regarding interim lead hygiene requirements. Considered phase two of a three-phase order, that includes a segregated changing/hygiene area for employees. Trailers will be rented for placement in the loading area at the north campus and an enclosed wooden walkway constructed to and from the factory.

The trailer complex will be constructed in January/February and occupied until end of summer when permanent lead hygiene improvements are complete inside the plant.

• Approved a water efficiency grant agreement with the Metropolitan Council.

Noted in the application form were per capita water use figures.

In 2018, residential per capita use

was 76 gallons per day; total use was 103 gallons. Estimated annual water savings from the rebate program: 6.6 million gallons. The township requested $50,000 to replace 285 toilets, 20 washing machines and 20 irrigation controllers.

• Approved contract with Tokel Inspections Inc. for electrical inspection services.

• Approved 2020 liquor license renewals for Applebee's, Zen Asia, Cub Foods, Bald Eagle Liquor, Orchid Restaurant & Bar, Lucy's Burgers, Emagine Theatres and Red Luna. Approval is contingent on meeting certificate of liability requirements.

• Approved transfer of several funds.

Among them is transfer of $7,500 from the economic development fund to the general fund to cover the Township Day festival in September. Another $7,500 transfer is for management of the Town Hall. The White Bear Lake Area Historical Society is charging the township $15,000 to manage the building.

Bear girls catch fire, topple Stillwater, Mahtomedi

White Bear Lake was sputtering along with a 2-6 record and scoring just 38 points per game before suddenly kicking in last week.

The Bears toppled two straight ranked teams — Stillwater, last year’s state runner-up, 65-59, on Tuesday, and previously-unbeaten Mahtomedi 72-65 on Thursday — both at home.

“We are taking better care of the ball, and our spacing, timing and passing has improved,” coach Jeremy Post assessed. “Shooting numbers go up when you are shooting layups, wide open three’s and free throws. We were missing a lot of those early on, because we were not sure of ourselves at all. We

missed 13 free throws against Mahtomedi but shot well from three again.”

Red-hot shooting lifted the Bears against Stillwater (7-3), then ranked No. 6. The Bears cashed 19 of 20 free throws, shot 59 percent on twopoint shots, and connected on eight three-pointers.

“That was a little unexpected,” acknowledged Post happily. “We played with confidence and poise.”

Ella Janicki tallied 17 points, Tristian Lehner 15, Navaeh Hughes 15, Lauren Eckerle nine, Julia Juelich six, Addie Bachmeier four, and Kayla Anderson three. Hughes was also a beast on the boards with 15 rebounds.

The Bears led 38-25 at halftime after a 13-4 run to close the half. The closest Stillwater got was 58-51 with 2:32 left.

Liz Karlen hit 14 points, Amber Scalia 13 and Alexis Pratt 11 for Stillwater, which graduated a Miss Basketball finalist but returned their other starters.

Against Mahtomedi, senior guard Janicki scored a career-high 25 points.

In a duel of unbeatens, against an arch rival, White Bear Lake scored with 16 seconds to force overtime and pulled out a 3-2 win over Hill-Murray in boys hockey Tuesday, Dec. 17.

Sam Newpower knotted the score at 16:44 of the third period and Billy Rose got the game-winner on a power play 4:13 into overtime.

“Gutsy win, as the team is fi ghting the flu bug. Great comeback win,” said coach Tim Sager after the No. 7 Bears tripped No. 3 Hill-Murray (6-2),

Newpower scored off a set face-off play. He collected the loose puck off the wall, high in the slot and went for broke.

Jerry McKinzie, who’s 83 and still plays “walleyball” every week at White Bear Sports Center, reports that his group is looking for another player.

“We’ve been doing this for 40 years,” said McKinzie. They used to have enough players to rent two or three courts, he said, but use one court now. There are eight regulars but one is moving away.

“We’ve got quite an age range,” McKinzie said.

The Mahtomedi Public Schools board took the following action at its December meeting: • Heard a presentation on the revised 2019-2020 budget. There are few changes and the changes are positive, said Director of Business Services Bill Menozzi. Both general fund revenues and expenditures are expected to be higher than the preliminary budget approved this summer. Revenues are expected to be $41.9 million versus $41.4 million. Expenditures are expected to be $41.6 million versus $41.3 million. The preliminary budget had a projected surplus of about $100,000 but the new budget has a projected surplus of about $300,000. The general fund revenue increases are largely due to the special education cross subsidy approved by the 2019 Legislature, Menozzi said.

• Held a public hearing about and approved certification of the 2019, payable 2020, property tax levy. The previous levy was about $14.7 million and is proposed at $14.8 million this year. The increase is about $120,000.

The majority of the increase is in the general fund.

• Approved the 2019-2020 North Suburban Summer Academy (NSSA) joint powers agreement. The NSSA began as a cooperative program in 1997, said Superintendent Barb Duffrin. It is a rigorous summer educational program between a dozen districts located in Columbia Heights. There were 44 Mahtomedi students who participated last summer. There are future plans for an eastern site. The agreement was updated to clarify the responsibilities of the NSSA board and participating districts in terms of liability for equipment, Duffrin said.

District’s financial position ‘very stable’

According to the district’s recent audit report, White Bear Lake Area Schools is in a “very stable” financial position.

A finance audit from the 2018-19 school year was presented at the December school board meeting by Jim Eichten, managing partner with MMKR CPAs. The district was given a clean opinion on its financial statements.

Although the general fund declined by $2.8 million compared to a budget decline of $3.5 million, the district did better than its budgeted projections by $700,000. For a $115 million to $117 million organization, the budget “came extraordinarily close,” Eichten said.

“To come within $700,000 is a credit to all those working on that particular budget project.”

However, the district is below its fund balance policy. The district has a policy to have a fund balance of 12.5% to 16% of operating expenditures but was at 8.2%. The district does anticipate that it will go up next year.

The district received a certificate of excellence in financial reporting. “We do find the district’s financial position to be very stable with adequate resources to continue moving forward,” Eichten said.

Besides fund balance, the auditor looked at several other financial markers in the district.

“We did have a couple of findings this year as related to internal controls,” Eichten said. The auditor discovered there were limited segregation of duties over cash disbursements, payroll and payroll-related items. The concern is that one individual had too much

control over the duties. Internal control issues were also found in payroll processing. There was oversight of record keeping in the payroll department and in reconciliation of accounts.

The district has already taken action to correct these findings. Another staff person was hired to broaden financial duties.

There were no legal compliance findings. The auditor did find that the reporting of time and effort for the special education federal program was not completed as required.

Eichten retested the district for a requirement missed for the child nutrition federal program last year and discovered the issue had been corrected.

He said the White Bear district has a track record of taking findings seriously and correcting them.

“An audit is a learning experience,” Eichten said. “We help to identify concerns and but also identify weaknesses and ultimately fix those weaknesses.”

The school board accepted the audit report.

In other action, the school board: • Held a public hearing about and approved certification of the 2019, payable 2020, property tax levy. The levy will be about $12 million more, reported Assistant Superintendent for Finance and Operations Tim Wald.

The levy was $44 million in 2019 and will be $56 million in 2020, a 27% increase. The majority, an increase of $11 million, is for the $326 million in building bonds approved by voters in November. The $11 million is for 2020 payments of principal and interest on the bonds, Wald said. The first sale of the bonds is expected in February.

The additional $1 million mostly comes from an estimated increase of about 300 pupil units. The district receives a certain amount from the levy per student. The large increase puts the district in closer alignment with what neighboring districts receive, said Superintendent Wayne Kazmierczak. One person spoke.

Students create unique cutting boards Students in the Transition Education Center’s entrepreneurship class have started a school-based business, Bear Boards & More. The business uses an AP Lazer engraving machine to create personalized products. The first product the class will be customizing is cutting boards. They are excited to have a partnership with Farmhouse Style Furniture, which is making the cutting boards for the students to engrave. In time, this school-based business would like to expand and personalize products made of glass, plastic, metals and other materials. Entrepreneurship experiences strengthen career exploration and encourage students to learn skills in the areas of marketing, teamwork, problem solving, creativity, computer skills, time management, customer service, budgeting, website development and product selection. A recent survey from the online home design and remodeling resource Houzz found that more than 4,500 users were planning a landscape update. In addition, 56 percent of homeowners surveyed were making updates to improve their yards for entertaining.

While the creation of outdoor living spaces can cost thousands of dollars depending on the renovation, homeowners have more budgetfriendly options at their disposal as well. The following are some ways to create inviting spaces

no matter how much square-footage is present.

Revamp a garage or shed Rather than turning a storage area into a catch-all for items time forgot, clean out the space and put it to better use. For instance, kids may appreciate their own clubhouse away from the main living area. These spaces also can be handy bonus rooms for when Mother Nature doesn’t cooperate and backyard guests need to seek shelter. Wall art, curtains, a pendant light, and some comfortable outdoor-compatible furniture can quickly transform a space.

Create a relaxing nook Whether there’s a ledge, overhang, small terrace, or porch off the house, turn it into a relaxing area for reading a book or sipping a beverage.

Use a few outdoor pillows, pull up a small folding table and dress the area with hanging lights and potted plants for a quiet retreat.

Add privacy to a porch If it’s privacy you covet, install curtain rods

and hang lightweight mesh or another translucent material that obscures neighbors’ views without blocking out natural light. Invest in outdoor sofas and chaises to create an outdoor living room right on the porch. If your budget allows, consider closing in the porch as a true

three-season room so it can be used throughout fall, spring and summer.

Outdoor living spaces are booming and highly achieveable, and many such spaces need not be expensive.
