The snowfall and cold temperatures that followed last week presented some inconvenience and discomfort, but the fresh blanket of snow did help highlight the picturesque beauty of downtown White Bear Lake during the holiday season. Richter told Vadnais that it seemed only natural that he became a firefighter. His uncle, Gordy Vadnais, was the first full time chief in White Bear Lake and Tim the second.

“The family tradition runs strong and you are testimony to that,” she said.

The city manager also noted that White Bear Lake was the first community in the nation that had an advanced life services ambulance program as part of a paid on-call service. Vadnais was part of that group, becoming a paramedic early in his career with the department.

In an effort to expand his flock, the new Young Life director is looking for teens who need a comfort zone. Or maybe that should be uncomfortable zone, since it may include getting a pie in the face.

Silly antics like pie throwing and eating baby food were what drew Alex Atkinson to Young Life in the first place. He’s been involved since eighth grade as a member, a volunteer leader and now is the White Bear Lake/Mahtomedi area director, a job he took in October.

“I got hooked; it was awesome,” said Atkinson, who explains that Young Life reaches high school youth “who are still exploring; trying to figure out what life is about.”

Many members are “fringe kids” who may not feel accepted at church or school because they don’t adhere to norms, Atkinson said.

“But Young Life is not just for kids on the fringe,” he noted. “It’s a place to hang out, feel welcome and to realize their direction in life. If they want to plug into a church, we help with that, but we don’t focus on being that church. Our desire is to help them realize their calling and tell them about Jesus a little bit.”

Although he lived in Chisago City most of his childhood, Atkinson’s parents, Denise and Paul (a proud Mahtomedi Zephyr), drove their children every week to White Bear Lake for Young Life; something for which he is forever grateful.

Retiring fire chief gets his bear

WHITE BEAR LAKE — Noting that “we will miss him terribly,” City Manager Ellen Richter said farewell to retiring Fire Chief Tim Vadnais.

The City Council and staff held a special recognition Dec. 13 for Vadnais, who is leaving the job after 42 years on the fire department.

Many of the city’s firefighters and emergency medical service personnel were present during the send off, although some had to leave early when their pagers started beeping.

Police department adds officer WHITE BEAR LAKE — Taking the oath of office Dec. 13 was new police officer Josh Gow. He was introduced by Chief Julie Swanson, who said Gow has been patiently waiting for a spot on the department since a position opened with an early retirement in October.

Gow grew up in Duluth and attended Creighton University. It was a security job after college that sparked his interest in law enforcement, so Gow went back to school to get his certificate. Since that time he worked as a security officer for St. Joseph Hospital and a corrections officer with Ramsey County Corrections Division. Swanson said Gow took on special assignments and developed a great reputation as a good person and mentor to co-workers.

Grandson keeps baseball player’s legacy alive

Carl Rogan fondly recalls his grandfather taking him to baseball games in the 1950s, showing him the dugout and recounting incredible tales of a career that most people only dream of, filled with fastballs, strikeouts and home runs. As a youngster, Carl thought it was bragging.

Then in 1998, 31 years after his death, Carl’s grandfather, Wilber “Bullet Joe” Rogan, was inducted into the National Baseball Hall of Fame.

“It finally occurred to me that my grandfather was giving me a verbal legacy,” Carl said. “He never had a clue that any of this would ever be published or come to light, and I’m thankful that he did that.”

With his strong wrists and heavy bat, Bullet Rogan was a star for the Kansas City Monarchs for almost 20 years. Described by some as second to none, he was dubbed “the greatest player in Cooperstown.”

But to young Carl, he was simply “Pops.”

Spending summers with his grandparents in the Ozarks, in a black resort area southeast of Kansas City, Carl heard about his grandfather’s exploits from people who’d seen him play. They gave credence to the stories, he said, “putting all the superlatives on what he did.”

Bullet perfected his skills in the U.S. Army playing for the famous “Wreckers” baseball team in the allblack 25th Infantry. Recommended to the Kansas City Monarchs by Casey Stengel in 1920, Bullet propelled the team to three straight pennants from 1923-1925 and a Negro League World Series championship in 1924.

He became known as not only one of the best pitchers in the Negro Leagues, but also one of the best hitters. One statistical compilation shows Bullet winning more games than any other pitcher in Negro leagues history and ranking fourth-highest in career batting average, at .338.

Excitement ran high when the Monarchs’ bus would pull into town. “There would be a crowd waiting with great anticipation. Kids would rush him, they wanted to hold his hand and walk with him to the dugout. You cannot manufacture that kind of charisma,” Carl said.

“My grandfather was ending his career when Satchel Paige was starting his, and he used to tell me that he taught Satchel Paige how to pitch.” When asked who was faster, himself or Rogan, Paige reportedly replied, “I don’t know, but he was the onliest pitcher I ever saw, I ever heard of in my life, was pitching and hitting in the cleanup place.”

Monarchs and then umpired in the Negro American League until 1946, culminating a 32-year baseball career. He died in Kansas City, Missouri in 1967 at age 73. The legendary player, born in Oklahoma City, was also inducted into the Oklahoma Sports Hall of Fame in 2005. Carl was present when a sculpture of his grandfather was unveiled two years later at the Chickasaw Bricktown Ballpark.

The middle of three children, Carl moved with his family from an all-black neighborhood in Kansas City to South Minneapolis when he was in fifth grade. He experienced the culture shock of becoming a minority overnight. But the move also allowed him to hone his athletic ability through organized sports, which had not been available in Kansas City. At Minneapolis Central High School, Carl excelled at football, basketball and, of course, baseball.

“I was an absolute fanatic about the game when I was a teenager,” he recalled. “I was a pitcher. And I was fast.” As a senior in high school, he pitched a no-hitter during the first game of the season, but an injury to his rotator cuff ended Carl’s pitching career. “If I were going to play professional sports,” he remarked, “baseball would have been the one.”

Instead, Carl went into business, working for 3M Company for 30 years, first in the laboratory, then in sales and marketing. He continued playing sports, coached school teams, and passed along to sons Chris and Anthony a deep love of the game. Both are good athletes, he added. At 72, Carl is an exercise instructor for the White Bear Lake Area YMCA. A long-ime resident of White Bear, he is proud of having played sports continually, year-round, since the fifth grade.

Carl gets requests from time to time to speak to groups about his grandfather. He doesn’t want people to think he’s bragging.

“Although our grandfather never said it directly, what it came down to was don’t let adversity stand between you and your passion. ... You don’t always know until you look back, when you see what you’ve accomplished and what you’ve done for the system, the country, or your race. ... You can only do that in hindsight. That’s where I really appreciated my grandfather talking about his passion for the game. No matter what the circumstances were, the game came first.

“One thing I learned growing up with my grandfather: if you have a passion, even though there may be obstacles or roadblocks — go for it.”

Christmastime contradictions

T

he holiday season can certainly conjure up celebratory feelings of gratitude, friendly comradery and joy but, unfortunately, many of us can also experience added stress and feelings of sadness. The loss of a loved one any time of year is difficult, but feelings of sadness and grief can be sharply magnified this time of year because there is the perception that everyone else is happy, combined with the expectation that we should be happy as well.

My heart goes out to the family and friends of Bridget Giere and Stephanie Carlson, the Mounds View High School students who were killed in a car accident on their way to school earlier this month. Hopefully their Angle of love, faith and the outpouring of support from the community will help them cope with a loss so sudden and View tragic that it defies explanation.

Paul Dols I would never want to compare personal tragedies, but I have empathy for th f what h t they th are going through. Years ago, our family experienced tragedy in the weeks preceding Christmas with the death of my brother Billy. He was only 26 years old when he died suddenly without warning. He was a gifted athlete at both the high school and college levels and by all accounts seemed to be in good health. In an effort to find some sort of explanation and closure my father requested an autopsy, but the doctors were never able to tell us why my brother died during the night. It still remains a mystery.

While we were growing up, I looked up to my older brother and both literally and figuratively followed in his footsteps. I remember tagging along behind him after a heavy snowfall and placing my feet in the deep prints he left behind as we trekked through the neighborhood. Now he was gone.

Battling waves of grief, our family managed to celebrate Christmas that year and also the years that followed. However, when I look back at my family history I view it as distinctly before and after that fateful year. Through experience, I’ve come to believe that you never really get over the loss of a loved one, but you can learn to live with and honor their memory.

I suspect that most of us are in some way dealing with personal challenges at this time of the year and I found some practical tips on coping with stress and sadness on the Mayo Clinic website including: • Acknowledge your feelings: If someone close to you has recently died or you can’t be with loved ones, realize that it’s normal to feel sadness and grief. It’s OK to take time to cry or express your feelings. You can’t force yourself to be happy just because it’s the holiday season • Reach out: If you feel lonely or isolated, seek out community, religious or other social events. Volunteering your time to help others also is a good way to lift your spirits and broaden your friendships.

• Set realistic expectations: The holidays don’t have to be perfect or just like last year. As families change and grow, traditions and rituals often change as well.

Choose a few to hold on to, and be open to creating new ones.

• Set aside differences: Set aside grievances until a more appropriate time for discussion and try to accept family members and friends as they are.

• Stick to a budget: Before you go gift and food shopping, decide how much money you can afford to spend. Then stick to your budget.

I certainly struggle with this myself, but when confronted with situations that add to the stress level, I think it would really help if we can all take a moment before feeding into the anger and make the choice to exercise patience and kindness — with others and perhaps just as importantly, with ourselves.

Fiscal restraint over past four years has led to stable state economy

his year’s November forecast showing a $1.4 billion surplus for the 2018-2019 biennium is indicative of two things. The State of Minnesota is in good economic shape. And, the Senate and House majorities have a responsibility to dependably manage a budget that was created by sound fiscal management.

According to the Minnesota Management and Budget Office, the forecast is conLegislator sistent with past forecast years – Lingo which shows our economy is stable Chuck Wiger – a good thing for Minnesotans.

This is also the seventh forecast in a row that showed a positive surplus. Minnesota’s income tax and sales tax receipts have also continued to increase – all signs that point to a stable budget.

A lot has changed in the past four years. When the Senate flipped control in 2012, we had to dig out from a budget deficit, and we still owed Minnesota schools $1.1 billion. We have spent the last

four years carefully steadying the ship. Looking ahead to the 2017 session, we are ready to continue to make careful and prudent decisions in setting a responsible state budget.

A recently passed state law dictates that 33 percent of any budget surplus be placed into the state’s rainy day fund. Today’s budget surplus announcement would bring our state’s reserves to $1.9 billion. This is responsible budgeting and strong leadership that I hope continues.

I am also eager to address the skyrocketing individual market premiums and join my colleagues in encouraging Gov. Dayton to call a special session to address this crisis. The outstanding tax bill, which prioritized working families, and the much-needed bonding bill, if it omits earmarks, are two other bills that are worthy of consideration in a special session.

While we are now in the minority, and I still await my committee assignments, I remind my constituents that I am committed to fighting for economic policies and programs that improve incomes for all Minnesotans—no matter where they live in the state. Our

policies will not pit Minnesotans nor regions against one another.

Looking ahead, we will convene the 2017 session and continue to gather information from state agencies and listen to the priorities of our communities and our constituents. It is my hope that we can come together during session and fi nd ways to improve the state by working across the aisle.

I stand ready to work with Governor Dayton and Republicans to formulate a budget.

The November forecast is the starting point for a robust discussion to build a balanced budget that will make Minnesota a better place to live, work, and raise a family. We look forward to having those conversations with our colleagues and most importantly the people of Minnesota.

‘‘Blundering’ l d i statements

Gov. Mark Dayton made headlines recently when he stomped out of a meeting because he doesn’t want to honor Minnesota soldiers who fought valiantly during the Civil War and by many accounts saved the Union for President Lincoln. Just one more example of how terrible and clueless Dayton is as our governor. If he wants to be indignant and stomp his feet, it should be about the misuse of taxpayer money.

Most recently there was a report about cronyism at the new Vikings stadium. Apparently luxury suites are being used by Dayton’s sycophants and their family and friends. These political insiders call it “business,” wink …wink.

When Dayton was asked about the impropriety of using the luxury suites, he said that he needed to reserve judgment until there has been a full and fair investigation. Reserve judgment? Just like he DID NOT do after the shooting of Philando Castile. The day after the shooting, Dayton proclaimed the officer “guilty” and made a grandstanding comment injecting race into the tragedy. Why did Dayton not say we need to reserve judgment until a full and impartial investigation was done following the Castile shooting? Apparently due process is something that Dayton only wants to be used selectively.

Dayton's rants, hissy fits and poor judgment could fill a book. He has used his family's wealth to “buy” political office to somehow make his life seem relevant. His childish behavior is a reflection on his immaturity and is typical of liberals and their reaction when Hillary Clinton was not elected president. Dayton needs to go to the corner of his “safe room” with his sippy cup and “security blanket” … pout … then put his thumb in his mouth so that he can’t make anymore blundering statements.

Burden on taxpayers

The article on Mahtomedi city budget (Dec. 14, 2016) was disturbing for several reasons — the headline, “Mahtomedi property values down,” confirmed my own experience if my tax statement is a true indicator. Our total property value was down despite ongoing and visible investment in new and expanded houses, including the large and expensive homes at the Wildwood School site.

My second concern is the expanding debt load of the city. As I drive around the historic district, I see a new mishmash of new concrete and asphalt curbing on very narrow streets — what was a narrow, but flexible road system is now severely restricted. The city continues to propose expensive, over-engineered solutions to problems that don't exist in my Briarwood neighborhood that will burden all city property owners. Finally, the citizens are paying for a comprehensive planning process that will mostly likely be presented to the citizens in final draft form for public comment sometime next year, too late for any community input on vision, physical design and development.

Who will speak for children?

I am writing about an article published Nov. 9 about Patty Wetterling's visit to Birchwood (“Wetterling offers hope to other parents”). I attended the meeting and listened closely to the questions raised and Mrs. Wetterling's thoughtful answers. I respect Patty and applaud her courage to speak about her experience.

The Birchwood meeting focused on humanizing people who are sexual predators, which is important to help alleviate community fear. I also want to remind our community to bring the focus back to the victims, our children.

Vulnerable children need all of us to stand with them and advocate for them. Children and all victims of sexual assault and rape often suffer in silence and need adults in our community to do everything possible to protect them, including reasonable safeguards against people who victimize them. The Birchwood Safety Committee has always stated we need to examine many solutions and promote multiple ways to improve our community. We recognize one ordinance is not enough to keep our children safe and will continue to work on finding additional ways to make our community safe for all children.

Roger was born in Racine, Wisconsin, on September 22, 1932, the son of Esther (nee Anderson) and Boyd Hunter.

Following graduation, he enlisted in the U.S. Air Force.

While stationed in the Twin Cities, he met Kathryn Lucas.

Kathy was a nursing student at Hamline University and they were married on December 28, 1956. They moved to Milwaukee, Wisconsin, where Roger graduated from Marquette University. He was recruited by the U.S. Naval Reserves and retired from the Navy as a Lieutenant Commander. They moved to White Bear Lake when their son, Bruce, was 4 years old and Roger began working at Honeywell. Roger and Bruce rebuilt car engines in their garage, they enjoyed photography, and liked watching Vikings and Packer football games or the Badgers and Gopher games. His grandchildren loved to go boating and fishing on White Bear Lake with him.

Roger passed away on the morning of November 28, 2016. He is preceded in death by his sister, Renee Dye, his parents, Boyd and Esther Hunter, and his brother-inlaw and best friend, Donald Paiga. Roger will be dearly missed by his wife of 59 years, Kathy Hunter; his son, Bruce (Carol) Hunter; his three grandchildren, Cara, Stephanie and Matthew Hunter; his sister, Marlene Paiga; and his brother-in-law, John Dye; and many other family and friends. Dorothy Joyce “Joy” Lee Pfeiffer Dorothy Joyce “Joy” Lee Pfeiffer, 91, of White Bear Lake, passed away on Wednesday, December 14, 2016. She was born on November 6, 1925 to Minnie and Joseph Lee of Willmar.

In addition to her parents, Joy was predeceased by two husbands, William Jensen of Apple Valley and Karl Pfeiffer of Bradenton Fla. She was also predeceased by four siblings: Sena Olson, Minnie Anderson, Lorin Lee, and Joseph Lee. She is survived by her brother Peter Lee of Cloquet, daughter Sue Kapellusch (Robert) of Hickory, N.C., and sons Bruce Hill (Darcy) of Forest Lake and John Hill (Valerie) of Lino Lakes. Also surviving are eight grandchildren, 19 great-grandchildren and three great-great grandchildren.

Joy will be remembered as a generous and inspiring mother, friend, and Aunt Joy to all who knew her. She was the type of person who drew people to her and she will be greatly missed. She lived in both Florida and Minnesota. In Miami, Florida, where she raised her family, she worked as a secretary for Tasco and later the U.S. Post Office. Upon returning to Minnesota in the late ‘60s, she worked for the St. Louis Park city schools.

Eventually moving to Bradenton, Fla., she volunteered as a tour guide for the Manatee County Historical Park, and participated in various neighborhood activities with her many friends. In later years, she moved to White Bear Lake where she brought great joy to her extensive family and friends.

Jay Scott Mattsfield Age 60 of White Bear Lake As a young boy, Jay was a golfer, bowler, and a hockey player. He always said, “basketball is for those who cannot skate.” Once he graduated high school, he went to Concordia College in Moorhead.

He went on to get his Masters in Chemistry at the University of Minnesota in Duluth.

While in Duluth, Jay was a bartender at a golf course and it was at this job that he met the love of his life, Peggie Economy. She was working in the kitchen at the golf course and was just 15 when they met. Once she turned eighteen, the two began dating and fell quickly in love.

They were married in Duluth on November 14, 1987. A year later, they bought their forever home in White Bear Lake. Jay began his career at Capsule Environmental Engineering and later Andersen Windows.

He was currently employed as an operations manager at Tundra Companies and he was very involved with his coworkers and was loved by everyone. He hated dressing up because he liked being hands on with every aspect of the company. Outside of work, his family and friends were the center of his life. His time off was spent with those close to him. He and Peggie played on the church bowling league and Jay was very competitive. In his younger years, Jay was a deer hunter but most recently he was a pheasant hunter. He had created quite the gun collection over the years and he shared that passion with his two boys, Raymond and Joey. When the boys were younger, he was involved with their Boy Scouts and helping them to both attain Eagle Scout status.

If there was an opportunity to take the family away for the weekend, Jay was thrilled to get them out and about.

He also took them on a memorable trip to beautiful St. Lucia. He and Peggie took many couples trips including a trip to Finland where they went golfing at midnight and a very adventurous trip to San Francisco. Jay was never one to sit still for long and was always the first person to offer to help people. Even at parties, he was the guy helping to clean up or do dishes. If someone was planning a task, he would be the first to ask “What time should I be there?” Family members have described him as Peter Pan because his playfulness and smile never really went away as he grew up. Kids absolutely adored him and anyone who knew Jay will remember his big smile and his dimples that never quite went away.

Jay touched so many lives throughout his short 60 years here and he will be greatly missed by all who knew him. Jay was with his family at a holiday work party on Saturday when he collapsed unexpectedly.

He passed away at Regions Hospital on the morning of Monday, December 12, 2016 while in the arms of his soulmate, Peggie. He was able to give three people the gift of life by being an organ donor. Jay is preceded in death by his parents; his brother Craig Mattsfield; and his sister, Lois Lancaster. He will be dearly missed by his loving wife, Peggie Mattsfield of White Bear Lake; his two sons, Raymond Mattsfield and Joey Mattsfield of White Bear Lake; his brother, Gene Mattsfield of Las Vegas; his aunts, Lorraine Dummer of Virginia, MN and Joyce (Floyd) Ness of St. Louis Park; many nieces and nephews, Tami Mattsfield, Todd Mattsfield, Tonya Lancaster, and Rudy Lancaster; and other family and friends. RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Offi ce reported the following incidents:

VADNAIS HEIGHTS • A convenience store in the 700 block of County Road D was robbed at gunpoint Dec. 7 by two males, one armed with a handgun. One suspect came around the counter and grabbed a fi stful of bills from the register. Both men fled on foot.

A gas station nearby to the south in the 300 block of Little Canada Road was held up hours later by two men matching the description of the aforementioned robbers. This time the suspects fled in a car.

• A squabble over the boyfriend’s “loud” music manifested itself a little before midnight Dec. 7 at the 27-year-old girlfriend’s County Road D apartment. The boyfriend threw his girlfriend into the front door, where she suffered a gash and lacerations. The victim then threw the boyfriend out the front door and he fled the scene.

Deputies are looking for the 42-year-old St. Paul man on a pending charge of gross-misdemeanor domestic assault.

• A burglary was reported the afternoon of Dec. 7 in the 4200 block of Hillview Avenue but, although things had been moved about, nothing was found to be missing.

• An intoxicated man, causing a disturbance in a Willow Lake Boulevard convenience store the evening of Dec. 7, was given a ride home by a deputy but was soon back in the area, this time disrupting traffic by standing in the middle of County Road E while naked. The man, whose clothes were piled neatly on the sidewalk and who said he was celebrating his 30th birthday, this time was given a ride to jail on charges of (being a) public nuisance, indecent exposure and disorderly conduct. A deputy noted in his report that conditions at the time were “windy with a temperature of 18 degrees.”

• A raccoon in the basement of a residence in the 600 block of Hiawatha Avenue the afternoon of Dec. 9 created a scene which resulted in the

arrival of a “wildlife removal contractor” to remove the intruder that had taken up residence.

A list of those contractors is available to county residents should the need to remove critters — squirrels, birds, raccoons and deer — arise.

• Following a ruckus the night of Dec. 9 at a residence south of Vadnais Lake, not only a neighbor called 911, but the intoxicated participants did as well. Finger-pointing ensued: the 22-year-old boyfriend claimed he was assaulted, and his 18-year-old girlfriend claimed she was sexually assaulted and that the boyfriend pointed a handgun at her. The County Attorney’s Office declined to look into this confusion and referred the matter to the city attorney for consideration of lesser charges against the boyfriend of domestic abuse, violation of a no-contact order and disorderly conduct. The boyfriend was booked into the jail.

• A Glock 38 cal. handgun was reported stolen Dec. 9 from a vehicle parked in the 1000 block of Berwood Avenue. The weapon, valued at $560, was left in the center console of the unlocked vehicle and covered by a hat.

• Employees at a bar on Labore and Goose Lake roads called a cab for the intoxicated man who had been harassing customers in the wee hours of Dec. 9, but the 26-year-old refused to get in, insisting on driving himself home. Employees then called 911. After running a stoplight on Goose Lake Road, then heading south on I-35E at 86 mph, the Shoreview resident was pulled over and arrested for driving after license revocation and speed. His BAC was tested in excess of .20 percent and he was booked into jail on a third-degree DWI charge.

• A mail collection box in the 1000 box of Highway 96 and fi lled to overflowing was pilfered the afternoon of Dec. 12. One user of the box, popular with nearby businesses, said she tried to shove outgoing checks into the box, leaving several hanging out, after noticing the scheduled pickup was just minutes away. A mail thief got there fi rst, however; one check was soon doctored and cashed nearby.

• A shoplifter, practicing her craft in the house-

wares department at Wal-Mart just before noon on Dec. 13, was arrested as she left the store with $198 worth of stolen merchandise. She was charged with theft and providing false information to police by attempting to use a fake name. The 46-year-old out of Anoka claimed she was part of a ring that paid her “75 cents on the dollar” for merchandise she got away with. An investigation is underway.

• A 10-year-old boy was bitten by a leashed “pugle” the night of Dec. 12 outside an apartment in the 1000 block of County Road D and taken to an urgent care facility for treatment. An investigation revealed that the youth has, in the past, taunted the dog. (A “pugle” is the offspring of a pug and a beagle). Adding to the equation was the pugle’s outdated rabies vaccination date.

The dog will be quarantined until it is found to be rabies-free. The investigation continues.

WHITE BEAR TOWNSHIP • Two females featured on store video walked out of the Cub Pharmacy in the 1000 block of Meadowlands Drive the late morning of Dec. 7 with the unlikely combination of approximately $150 worth of shampoo and condoms.

• A 19-year-old male student who assaulted a staff member at the Bellaire Education Center at N.E. Metro School District 916 in the 2500 block of County Road F was booked into the Ramsey County Jail the morning of Dec. 8 on charges of disorderly conduct and fourth-degree gross-misdemeanor assault.

• A 12-foot enclosed utility trailer fi lled with $1,000 worth of ice fi shing gear, a ladder and a snowblower went missing the evening of Dec. 11 in the 1700 block of Pioneer Lane. The trailer itself is valued at $1,500.

• A disorderly male juvenile spit on a staff member the morning of Dec. 12 at the Bellaire Education Center. The youth, age not released, was booked into the Ramsey County Juvenile Detention Center on an assault charge.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

GRANT • A bed and lounge chair were reported dumped illegally Dec. 5 on Highway 96 near the Gateway Trail.

• A purse was reported stolen Dec. 5 from a vehicle parked at Wildwood Elementary School in the 8600 block of 75th Street N. • A Stillwater man, 18, was cited at 3:18 a.m. Dec. 6 on 75th Street N. and Kimbro Avenue N. for speeding 70 mph in a 55 mph zone.

• Security personnel on patrol of the equipment behind Needham Distributing in the 6000 block of

Lake Elmo Avenue N. reported a break-in to a portable ice house at 11:54 p.m. Dec. 7 after observing the padlock twisted open. Nothing was reported missing.

• A Hudson parent reported a boy for assaulting her child Dec. 9 on a bus in the 8000 block of 105th Street N.

MAHTOMEDI • A resident in the 80 block of Juniper Street on Dec. 5 reported the theft of Christmas decorations from the front yard. Extra patrol was requested.

• A purse and a backpack were reported stolen Dec. 5 from an unlocked vehicle parked in an open garage in the 40 block of Locust Street.

• Two males were reported for

stuffi ng merchandise into their jackets Dec. 5 at the Freedom Valu Center in the 1700 block of Stillwater Road. Their behavior also suggested they might be carrying fi rearms. They were last seen headed west on Stillwater Road in a small SUV. • A resident in the 100 block of Wedgewood Drive on Dec. 9 reported a swastika painted on the sidewalk in front of her home.

• A Washington County Sheriff's deputy's squad car was reported sideswiped Dec. 9 in the 700 block of East Avenue by a motorist who then tried to flee.

• A resident in the 1200 block of Love Avenue on Dec. 9 reported someone trying twice to open a credit card account in his name.

• A St. Paul man, 25, was cited Dec. 9 in the 12 block of Long Lake Road

for driving after suspension.

• A Brooklyn Center woman, 26, was cited at 1:30 a.m. Dec. 10 on Century Avenue and Wildwood Road for children who were not wearing seat belts in the vehicle. She was issued a written warning for no insurance.

• An employee of FedEx in the 7 block of Long Lake Road E. on Dec. 10 reported her vehicle towed when it should not have been. The complainant needed help fi nding out who towed her vehicle.

PINE SPRINGS • A Pine Springs man, 43, was cited at 3:59 a.m. Dec. 6 on Highway 36 and I-694 for speeding 80 mph in a 55 mph zone.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • A 35-year-old man from St. Paul was arrested after being seen opening a package on the front porch of a residence in the 4500 block of Lake Court at 1:04 p.m. Dec. 7. He fled on foot when confronted by a neighbor but was located by police.

• Theft of vehicle idling in a driveway was reported in the 1800 block of Highway 96 at 2:19 p.m. Dec. 7. The vehicle was recovered later in the evening.

• Theft of a bottle of water from a fridge in a detached garage was reported in the 1700 block of Florence Street at 6:12 p.m. Dec. 8. The suspect left footprints in the snow.

• A gas drive off was reported in the 3100 block of Century Avenue North at 11:01 p.m. Dec. 8.

• A loud noise complaint was made in the 4700 block of Centerville Road at 10:29 p.m. Dec. 9.

The party was advised.

• Two adult males “rough housing” were reported in the 2100 block of Fourth Street at 12:33 a.m. Dec. 10. The two males were found and admitted to being friends and “rough housing.”

No charges stemmed from the incident.

• A noise complaint was made in the 3100 block of Karth Road at 5:02 p.m. Dec. 10. The tenants were advised.

• A debit card was used without authorization in the 2500 block of Cedar Avenue at 1:53 p.m. Dec. 10. About $900 was lost and the case is under investigation.

• A 20-year-old from North Dakota was arrested for third-degree DWI in the area of White Bear Avenue and I-694 at 2:03 a.m. Dec. 11. The driver had almost struck a squad car. His blood alcohol level was 0.16.

• Harassing text messages were reported in the 1700 block of Eugene Street at 8:17 a.m. Dec. 11.

A suspect was identified and advised to stop contacting the victim.

• A 38-year-old male from St. Paul was arrested for DWI in the area of Bald Eagle Avenue at 5:40 p.m. Dec. 11. The driver had almost hit an officer who was on a traffic stop.

• Theft of several items was reported in the 3900 block of Hazel Street at 12:05 a.m. Dec. 15.

• A gas drive off was reported in the 3100 block of Century Avenue N at 10:05 p.m. Dec. 15.

A good day for ice carving The bitter cold temperature last Wednesday was ideal for ice carver Roger "Rusty" Rust.

The sculptor was commissioned by Rust Architects (no relation) to create ice art for its holiday open house, which happened to fall on a single-digit day. Julie Magnuson, operations and marketing manager for Rust Architects, said ice is a specialty of the downtown firm so they thought it befitting to have an ice carver at the open house for people to enjoy.

The White Bear Lake carver uses a small chainsaw to sculpt the blocks of ice and a propane torch to make the statues glisten.

He's been carving ice for 40 years. If the name is familiar, it's because Rust also transforms into Rusty the Clown for Marketfest.

Rust Architects has also opened an ice museum in the basement of their historic building, 4744 Washington Square. The museum is open by appointment. Owner Bill Rust and his team designed the 1992 St. Paul Winter Carnival ice castle, a giant ice slide in ’91, and constructed two castles of ice in ’93 and ’94 for White Bear Lake's Winterfest.

A farm boy from Kansas, Waldo Meier met the love of his life when he moved to St. Paul shortly after World War II. Fate would intervene when he walked down University Avenue looking for a job and found one in the warehouse at Montgomery Ward. His future wife Marian worked in the shipping department.

His pestering paid off, as Waldo and Marian married Nov. 23, 1946. Three years later the young couple bought a house in White Bear Lake for $9,800 and moved to a street that seemed "in the middle of nowhere."

A block east of White Bear Avenue, their house was one of the first built in Sunrise Park. There were no streetlights then and wildlife was abundant.

"We had to walk to White Bear Avenue to get the mail because our road was dirt and the mailman wouldn't come down an unimproved street," Marian said.

The Meiers had heard of White Bear from friends who drove up from St. Paul to picnic on weekends.

A lead from a contractor led Waldo to the one-story rambler.

"We were told when we moved here that White Bear didn't want a bedroom community," Waldo recalled.

"We went into the variety store on Fourth Street and no one said hello. Shoppers at LaVasseur's food store stopped and stared at us because we were strangers.

We were considered intruders at first. Grocery shopping was very uncomfortable."

That has all changed, of course. When Waldo celebrated his 90th birthday last year at South Shore Trinity Lutheran Church, more than 300 people attended. Members since 1950, they were there when services were held in the basement.

Waldo had several jobs in the early years, "never more than three at once," he quipped, including stints at 3M and Whirlpool. He started selling lawn equipment in 1954 out of his garage and eventually opened a lawn and garden shop in 1972 called W.B. Meier & Company at Bellaire Avenue and County Road F. He was one of the first teachers hired at 916 (a vocational school now part of Century College) and taught small engine mechanics for 17 years, including a course strictly for female snowmobile owners.

Marian, 90, worked for the White Bear school district for 25 years as an elementary school secretary, first at Lincoln, then Gall and Willow when it opened.

She retired in 1988.

The couple raised three children, Kerry, Wayne and Barbara, in White Bear Lake. They have 10 grandchildren and six great-grandchildren.

Does it surprise them to celebrate 70 years of marriage? "It has gone fast and yet it has gone slow," Marian said. "We've had good times and bad times. We've had financial problems, but now we're fine."

Both Waldo and Marian are fit, mentally and physically, and intend to remain in their home as long as possible. Each still drives, but not much.

They attend Bible study and Marian is part of a church quilting group.

Church is a major activity for them, said son Wayne.

Waldo describes himself as a "rabble-rouser" at South Shore Trinity. He is lobbying for a gymnasium for seniors and young adults. "There is an adage, a church without a mortgage is a dead church," he said, noting that the church paid off its mortgage years ago.

To what do the Meiers attribute their longevity?

"Meanness," Waldo joked. "And I don't go to doctors. I probably shouldn't say that. My last physical was in 1945."

He's also "a bit of health nut" and watches what he eats. "I take herbal supplements and I eat an apple and Brazil nuts every day," Waldo said.

Marian chimed in that she feeds him right, "especially vegetables."

They walk and do yard work for exercise. Marian loves to read and do puzzles.

"I can't remember names," she admits. "I can't remember words," added Waldo.

Numbers, on the other hand, are something Waldo keeps tidily stored in his memory bank. He has no problem recalling wages back in 1946, like the 71 cents per hour he made at Montgomery Ward.

it hasn't changed since 1949, except it's no longer a six-party line. Phone calls back then beyond County Road E were long distance.

The couple's longevity has left them the only original residents on their street.

"It's been a busy life and not unenjoyable," Waldo said. "And the neighborhood is nice. We never had a reason to leave."

Worth mentioning is a letter from a St. Paul attorney dated March 23, 1949, regarding the purchase of their home in the John E. Blomquist First Addition.

There were restrictions that came with the property that today are illegal. Waldo shared the letter that also noted his 20-year mortgage payment was $49.37 per month.

Among the restrictions: "Not to be sold or rented or used or occupied by person except of caucasian race, except other races may occupy as servants of owners."

Also on the covenant list, "houses must have inside plumbing."

Another covenant the Meiers have kept is marriage.

They celebrated their 70th wedding anniversary with family on Thanksgiving Day. It was at son Wayne's house in Eagan so Marian didn't have to cook.

Truck falls into icy White Bear Lake A truck fell through the ice near Mahtomedi Beach Sunday, Dec. 18. No one was in the vehicle when it went through the ice, which was only five inches thick at the time, said Chris Fusco, a member of Minnesota Fishing and Outdoors. He and another friend happened to be ice fishing on the lake and saw the half-submerged truck. The driver and an anonymous bystander called the sheriff’s office. The vehicle was taken out of the lake by a private tow truck company, according to the sheriff’s office.

Richter told Vadnais he has been a tremendous influence on her life. “Your public service has been outstanding and through your leadership, we have a well trained, great staff.” She also thanked him for his support during her first year as city manager.

Former City Manager Mark Sather was also invited to give some remarks about the long-time chief’s retirement. Sather was the one who hired him as chief.

There was a lot of significant change during Vadnais’ tenure, Sather said. Probably the biggest accomplishment: “There were no unintentional fire deaths in White Bear Lake during the chief’s tenure.”

The number of fire calls has gone down; that isn’t luck, that didn’t just happen, Sather said. “Fire prevention was beefed up at the chief’s direction. The relationship between police and fire has never been better. No one worries about turf protection. It allows everyone to do a better job.”

Sather told the chief: “Tim, you had big shoes to fill; whoever follows you is going to have big shoes to fill also. I am most proud of you leading the department in a way that improved life and safety in the city. It will continue to be a strong department due to your leadership. It has been an honor.”

With that, Mayor Jo Emerson presented the chief

with a White Bear statue, thanking him for his years of service.

Vadnais then took the microphone, introducing his older siblings: Julane, Mike and Patty. Another brother who lives in Wisconsin couldn’t attend.

“They don’t know this, but they had a lot to do with raising me,” Vadnais said about his family. “They had a huge influence on my life and always encouraged me.”

The retiring chief, whose last day is Dec. 30, told those attending that he’s worked under several councils and mayors and all have been supportive of the fire department. “They’ve allowed us to get the tools we need to do our jobs. It’s been very harmonious among all of us except a few occasions when we get into arguments with the finance director who thinks the city’s money is his.”

Vadnais thanked Sather who served as a mentor and Richter, who he said is “hitting it out of the ballpark” in her first year as city manager.

“Our Fire Department could not do the job we do without your assistance,” he said, adding that the department’s excellent reputation is due to the “boots on the ground and the people in uniform here today.

“I often say that after nearly 29 years, and it seems like yesterday I got the position, I have loved to go to work every day,” Vadnais said. “We all know the

Raised in a Christian household that attended the Evangelical Free Church, Atkinson is a student of the Bible and served two years for a global organization called Youth with a Mission before returning to the nondenominational Young Life as a staffer.

Atkinson left mission work with a “clear understanding of what God had planned for my life,” he said. “I was to share his love with everyone. Young Life played a huge role in that. I would not have grasped even the smallest understanding of what it means to be loved.”

He also attributes Young Life to framing his ability to feel comfortable in any circumstance; life circumstances.

“I loved the games, the pies in the face, going home soaking wet and thinking it was so much fun. I stepped out of my comfort zone to share with my friends

the fun. It helped me be comfortable in my faith and it transfers to life. I can make a fool out of myself and be vulnerable in front of these young people because of Young Life.”

A newlywed, Atkinson, 26, just bought a rambler in White Bear Lake with his wife Merissa. They met at Bethel University and were married Oct. 1. Ironically, their house is on the same street that a former Young Life director lived, John Ottaviani. The popular leader had a wonderful rapport with the students, Atkinson said, but since his departure for another job, attendance has dropped.

“John O had a way of making it fun and cool and relative. The baton wasn’t passed well,” Atkinson said, “so we’re now in a relaunch phase. We’re trying to regain community exposure and involvement, to regain popularity with the kids and make Jesus fun again.”

The area organization is part of a national nonprofit founded in 1941 that survives through community support.

It does not receive outside funding, grants or scholarships. Young Life’s slogan: Party with a purpose.

Atkinson is hoping older generations will see the need to invest in younger generations.

“There is a need,” he said. “I want to make families aware that Young Life is still out there. This is a crucial time, because these kids are trying to figure out life. In my experience, you explore because you’re bored and don’t know what else to do. It can lead to negative stuff like getting involved in drugs.

We are trying to catch them at a point where they are exploring and we’re trying to help them explore something that will have a positive influence on their life.”

The relaunch will start in January with a “Fun Factory,” Atkinson said.

For four Mondays, the group will do fun events like broomball and snow tubing before starting the official Monday night meetings in February. He’s also

The project is part of the Tower Crossing Phase II development on Centerville Road that would permit a 65,000-squarefoot Hy-Vee grocery store and an additional lot located at 4600 Centerville Road, currently White Oak Retail property. The developer’s request indicated Hy-Vee is reviewing slight changes to its building to “enhance efficiency and customer experience” and would not have the adjustments completed by the commission’s Dec. 19 meeting. 1916 The fi rst drill of the White Bear Commercial Carnival Club will be held Saturday evening, December 23rd. The club will meet at the skating rink, corner of Railroad avenue and Fourth Street.

We want all that have White Bear uniforms to wear them at this fi rst drill and anyone wishing a new uniform to be prepared to order them at that time or sooner if possible. Here is a chance to boost for White Bear. Are you a Booster? If so show your colors.

1941 An effort to have all sidewalks cleared is being made by the White Bear Women’s Club. The 150 members of the organization are cooperating with city officials to enforce the city ordinance which compels all property owners and business houses to keep their sidewalks clear of snow. The women are to be complimented on their effort.

1991 Parenteau’s, a local clothing store that has been in business since 1949, has expanded and remodeled several times. This time, they chose to downsize.

Parenteau’s put up sheetrock, painted and installed new carpet to allow space in the buildings quarters for White Bear Variety. Located at the corner of 4th and Banning.

2006 Erick Foss led the “Friday Dance” last week at the White Bear Lake Police Department building. He sang and swung his arms and everyone around him smiled and did the same. Foss, who has worked part time for the city since 1989, was honored at the December 12th White Bear Lake City Council meeting for his dedication and sunny disposition. Foss has had to reduce his workload while battling liver cancer…Bernard C. Parenteau, 87, White Bear Township, passed away on December 10. Mr. Parenteau was a WWII veteran, retired carpenter, CCC worker, Boy Scout leader for Troop 437 and proud father of eight children.

District announces future of Lionmobile, senior transportation The White Bear Lake Area Schools Board approved a senior transportation transition plan regarding the closing of the Lionmobile program in the spring of 2017 at its Dec. 12 meeting.

The Lionmobile will continue to service current riders through March 31, 2017 but will no longer take on new riders. Most senior transportation needs in the community are and will continue to be served by other providers. The senior program will continue to help individuals and families connect with these transportation alternatives.

“Seeing changes made to the Lionmobile, a beloved White Bear institution, is a sad process,” said Senior Program Coordinator Tara Jebens-Singh, “but having the Lions with us every part of the way has made it easier. Together we have worked toward the goal of doing

right by our riders, and we look forward to continuing to partner to serve the seniors in the community.”

The senior program has engaged the community, informing a large group of stakeholders and collecting feedback from various constituents regarding the proposed change. The White Bear Lake Lion’s Club has been part of this decision process and will continue to be a strong partner and supporter of the White Bear Area Senior Program.

“I remember seeing the Lionmobile around White Bear when I was a student in this district a long time ago,” said School Board Chair Janet Newberg.

“Not only that, but seeing all of the charitable works that the White Bear Lions have done over the years in so many different areas – you support the kids, the school district, the elderly, the

community. We know that even though you may not be continuing to operate the Lionmobile you’re going to continue to do so much good for this community.”

As part of the transition plan, the senior program will work to actively educate seniors about transportation options through outreach events scheduled: • January 9 - 11:30 a.m. to 12:30 p.m., White Bear Area YMCA, 2100 Orchard Lane, White Bear Lake • January 24 – 2 to 3 p.m., Vadnais Heights City Hall, Council Chambers, 800 East County Road E, Vadnais Heights • February 8 – 1 to 2 p.m., Ramsey County Library, White Bear Lake, 2150 Second St., White Bear Lake This winter, the district will distribute a new White Bear Area Guide to Senior

Transportation, a guide that complements a popular housing guide produced by the senior program this fall.

At the close of the program, the legacy of the Lionmobile vehicle will be honored in a meaningful and celebratory way.

The school district continues to be committed to the senior program. “The transition does not represent a reduction of funds or focus, but a reallocation of resources to meet the changing needs of seniors,” explained Superintendent Dr. Michael Lovett. “We deeply appreciate the support and advocacy of the Lions Club and look forward to continuing this important partnership.”

White Bear Lake Area High School senior Gabby Potthoff signed to play tennis at Southwest Minnesota State University in Marshall next fall. She was a three-year letter winner and team captain her senior season and was named honorable mention all-conference recording a combined 27 victories playing both No. 1 and No. 2 doubles her final two seasons. The school is a member of NCAA Division II and competes in the Northern Sun Intercollegiate Conference.

White Bear Lake sophomore goaltender Calla Frank has stopped 95 percent of shots against the Bears (6-4), allowing just 1.63 goals per game. She made 40 saves against Mounds View before losing 1-0 in overtime, which would have been her fifth shutout had it ended in regulation. Modest increase in tax levy OK’d WHITE BEAR LAKE — Following a truth in taxation hearing Dec. 13 at which no one spoke, the City Council approved a tax levy in the amount of $5.17 million, a 4.99 percent increase over last year.

The increase means an additional $246,000 will be collected in 2017.

The increase translates into another $7.79 in the city’s portion of property taxes collected for a 2017 median-valued home.

A median-value home is now $194,500 in White Bear Lake, up from $184,700 last year. The city portion of the tax impact is $331. In comparison, a median-value home in 2006 was $207,900, with the city tax impact $386.

In a memorandum to council, Finance Director Don Rambow said an overall economic recovery provided favorable improvements in real estate values. The city’s real estate valuation trends reveal the following changes in the past year: • Market valuation continues to recover from the 2009 to 2013 period of declining values.

• The city’s overall property valuation increased 7 percent in 2017, which comes after a 10 percent increase over the previous three-year period.

• Residential properties will pay less in 2017 city taxes than in 2007.

• Of the city’s housing stock, 18.5 percent increased more than 10 percent; 64 percent increased 0 to 10 percent.

• Residential valuation increased 4.4 percent.

• Apartment valuation increased 16 percent.

• New construction permits in 2015 exceeded $57 million in valuation.

• The city expects to issue new construction permits during 2016 that will exceed $35 million in valuation.

• The city anticipates 2017 new construction permits will be equal to 2016. That’s a good sign, Rambow said.

A review of the city’s property tax liability for individual residential properties reveals that all properties tracked by the city since 1996 will pay less in 2017 city property taxes than in 2007. This decrease, explained Rambow, is the combined result of lower taxable market values for residential property and modest levy increases over the last 11 years.

There are four reasons why the city needs another $246,000 from the levy: 1. Intensification of the housing and redevelopment department efforts. A full-time coordinator will be hired, representing 33 percent of the tax levy increase.

2. Operational costs amounting to $35,000 for the purchase of body cameras for the police department.

3. A reduction in the reliance on the employee expense fund for operational expenses. Most, or 56 percent of the tax levy increase, is going to maintain the fund’s fi nancial integrity. This fund is set up to centralize payments of employee-related expenses and benefits.

4. Anticipated 2017 employee expense adjustments. The proposed budget accounts for a 2.5 percent increase in salaries.

City Councilman Bill Walsh offered an amendment to increase the levy by 3.6 percent instead of 4.99 percent. He identified about $68,000 in the budget to lower the figure.

“We can do with less money,” Walsh told the council, adding that the city is well run, doesn’t carry much debt and has a low tax rate — 224th of 229 cities in the state.

Walsh felt body cameras could wait, saving $35,000; training budgets could be reduced by $6,600 and the motor fuels budget could be cut by $26,000.

Mayor Jo Emerson said there is risk to delay body cameras. “There are two camps: the cities with body cameras and the cities that are getting them,” she commented. “I don’t support cutbacks.”

Councilman Doug Biehn admitted he is frugal (“sometimes I made my kids share a Happy Meal”) and sometimes “I think the city is too frugal. But I can’t support not moving forward on body cameras. We need them ASAP to protect our city and our employees.”

Walsh’s amendment failed 4-1 and council went on to approve the levy, as well as a 2017 budget of $9.7 million.

The tax levy represents about 20 percent of the city’s total annual budget and 50 percent of the operating revenues for the general fund.

• Approved an ordinance amending the City Charter to give voting rights to the acting mayor.

The acting mayor shall not have veto authority on any action on which the acting mayor has voted. That continues to be the prerogative of the mayor.

Councilman Jones had asked the Charter Commission to consider amending the charter back in 2012. The ordinance amendment was considered by council that year but the motion failed due to one dissenting vote.

He again asked for a change earlier this year.

• Accepted the redevelopment tax increment financing district (TIF) eligibility findings report for the County Road E and Bellaire Avenue commercial district.

Five properties are included in the district and meet the definition of substandard. The area was designated as blighted.

Community Development Director Anne Kane said it does not obligate future use of TIF. The intersection is presently boarded by vacant gas stations on three of four corners.

• Denied a request by Rocket Outdoor Advertising for variances to allow a dynamic display billboard for property located at 1830 Buerkle Road and at 4061 Highway 61.

• Approved a request by Culver's for a conditional use permit for off-site parking, a drive-thru and four variances in order to construct a 4,370-square-foot fast-food restaurant on property located at 3202 White Bear Ave. • Approved a request by Joe Hammer for a minor subdivision to split one lot into two for property located at 2517 Manitou Island.

• Ordered a feasibility report for the 2017 mill and overlay project.

• Heard a brief report by Richter regarding the Sports Center engineering study. Paid for by the White Bear Lake Hockey Association, the study should be completed by end of December and findings presented at the second council meeting in January.

• Approved a cooperative agreement for traffic control signals on County Road E. The city will pay $86,000, or half the cost to paint the signals green.

CITY OF GRANT

NOTICE TO CREDITORS AND CLAIMANTS

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — The City Council took the following action at its Dec. 13 meeting: • Heard first reading of an ordinance establishing 2017 annual fee and utility rate schedule.

Councilman Bill Walsh objected to a descriptor for costs associated with the lake level lawsuit.

Those costs are being paid for by the city's water enterprise fund. That fund will be in deficit by the end of 2017 if rates are not adjusted accordingly, according to the city manager.

To recover the costs, staff is proposing that a separate flat fee, or infrastructure fee, be assessed to all utility accounts to reimburse the water fund for legal costs.

As of Dec. 31, 2016, the city will have incurred about $275,000 in legal costs defending the city's water system infrastructure. If the lawsuit goes to trial in 2017, as expected, costs will be considerably more.

The proposed infrastructure fee would provide an estimated $150,000 to $155,000 annually. Residential accounts would provide 80 percent and commercial accounts 20 percent of the anticipated revenue.

Once the fund has been fully reimbursed, the fee could either be removed or dedicated to the water improvement fund for utility infrastructure improvements.

Walsh contends that the infrastructure fee paying for legal costs may not be "transparent enough." He wondered if it could be called something else.

"I think the water fund is appropriate and I think we've done this correctly," countered Councilman Kevin Edberg.

City Manager Ellen Richter noted that the city got into the lawsuit to protect its infrastructure.

• Approved a request by Jeanne Glass to construct a modest, 423-square-foot upper level addition to her house at 2285 South Shore Blvd.

The Planning Commission recommended denial of the request for two nonconforming setbacks. Two neighbors also spoke against the vertical addition, saying it would block their lake view.

The parcel is irregular and unbuildable; the lot is 42 percent smaller than prescribed by zoning code.

According to a neighbor at 2270 South Shore Blvd., Ronald Holt, the property should have never have been built on in the first place. He told council his parents once owned the vacant parcel to access the lake.

Glass, who bought the house in 2002, told the council her parents are aging and she needs a third bedroom and bath to accommodate the possibility they will move in with her. A niece also lives with her.

Councilman Dan Jones apologized to Glass, saying she should not have to explain why she wants a third bedroom.

Architects hired by Glass also spoke, noting that the height of the addition was no higher than the roof line of adjacent properties.

Holt also noted that the house has no record of permits or variances for its construction. "There is nothing to show it was legally built," he said.

Another neighbor, Carol Stehly, spoke on behalf of Glass. "We are in favor of the addition. I don't think it's a detriment to our neighborhood."

The council did request Glass change the flat roof to one that is pitched, which lowers the ceiling from 9 feet to 8 feet.

Two council members voted against the request, Edberg and Steve Engstran. Edberg said the house

We’ve packed a lot of winter into the past week. We experienced our second `meaningful snow of the month with 5.3” on Dec. 16-17. This brought our monthly total to 15.4”. The snow was followed by near-record cold on Sunday morning; I had -22° in my backyard. The cold was short-lived as temperatures were on the rise overnight Sunday (Dec. 18), and back into the 20’s and 30’s for the work week. The coldest Christmas day was recorded in 1879 when the temperature fell to -39°!! The warmest, 51° in 1922. Astro note: Venus is the bright planet in the southwest sky in the evening.

WHITE BEAR LAKE AREA SCHOOL BOARD NOTES The White Bear Lake Area Schools board took the following action at its Dec. 12 meeting: • Received the district's partnership award from the Vadnais Heights Economic Development Corporation (VHEDC). The award was shared by the district and Du Fresne Manufacturing. The two entities have been in partnership for eight years and together provide job training and education for students in the high school's manufacturing career pathway program. Students have participated in field trips and job training at Du Fresne Manufacturing. The field trip helped two current juniors in a manufacturing class at South Campus see what the job might be like, each reported. Ling Becker, VHEDC executive director, presented the award. Workforce is the greatest need of area businesses, as reported in a survey this year, she said. “I can't just thank you enough on behalf of the business community,” she said.

• Approved its 2017 tax levy. The levy will decrease from 2016 to 2017 by

0.5 percent, or about $200,000. The 2017 proposed levy is $36.1 million. A $250,000 home could expect its taxes to drop about $30 from $1,155 in 2016 to $1,126 in 2017.

• The total 2016 to 2017 district budget is about $102 million. Taxes account for 24 percent of the district's 2016 to 2017 budget. State aid accounts for 72 percent, and federal aid, 3 percent. Of the budget, 83 percent, or $85 million, is spent on salaries, wages and employee benefits.

• Accepted a proposed transition plan for its senior transportation program, the Lionmobile. Service is expected to end, at the earliest, March 31, 2017. The district plans to develop a “White Bear Area Guide to Senior Transportation” to educate the community on other transportation options. It will also hold events with a similar goal. Central Middle School teacher Trent Grabau received the grant for metal VEX building kits in his technology classroom.

• Approved a contract with an advisor to assist the district in its search for a new superintendent. Kenneth LaCroix, of Hastings, has worked

with many metro districts, including White Bear Lake Area Schools. The district plans to post and promote the open position in January. First- and second-round interviews are planned for February and March.

• Held a first reading on revised policies. In policy 206, public participation in board meetings, the requirement that those addressing the school board need to identify the agenda items to which their comments pertain was removed. Policy 525, violence prevention, was updated to include requirement of visitor badges at all schools.

Policy 701, establish and adoption of budget, and policy 701.1, modification of school district budget policy, had minor changes in language expression for clarification. In policy 702, accounting, a word was added to clarify a program. Policy 805, waste reduction and recycling, was updated according to Minnesota statutes and regulations.
