Getting the lead out: Water Gremlin’s progress report

ST. PAUL — The district judge who ordered Water Gremlin to clean up its act said he was “pleased with the employees’ response and how well they have been doing in whatever procedures have been implemented” at a Dec. 4 hearing.

The appraisal by Judge Leonardo Castro followed a report submitted by a third party that is monitoring Water Gremlin’s progress. It shows almost 100% participation in employee spot tests to determine if lead is migrating out of the plant. Water Gremlin is a major manufacturer of lead battery terminal posts and fishing sinkers in

White Bear Township.

At last week’s hearing, the judge commended steps taken by the company to improve employee hygiene and limit lead exposure in nonproduction areas.

Industrial hygienists with Wenck Associates Inc. are monitoring Water Gremlin’s progress. In the firm’s report, lapses were noted in lead reduction protocols that caused less than a 100% acceptability rating. Areas of concern were identified as a footwear spot check that tested positive for lead upon entering, forgetting to wear a hairnet, failure to vacuum clothes and needed reminders about hand and face washing. Adherence to hygiene practices was greater than 97% for all monitoring hygiene behaviors.

Also noted in the Wenck report: Water Gremlin is developing a monthly lead hazard control refresher training program and developing a procedure for lead wipe testing for all employees’ hands, faces, necks and footwear upon exiting the facility.

Plaintiffs in the case, commissioners of the Minnesota Department of Labor and Industry and Department of Health, are seeking clarification on the use of the wipe tests, stating that Water Gremlin has not provided the court with test results.

Underage vaping is illegal and an addiction that can easily lead down an unintended path.

That’s what happened to Rey Khammavongsa when he started smoking marijuana in middle school. The choice took him down a path that led to no graduation and a young adult life in prison. “Marijuana opened the door to a new crowd,” Khammavongsa told a health class at Mahtomedi High School this month.

“I’m not here to tell you what to do,” said Khammavongsa, who works for Minnesota Adult and Teen Challenge’s Know the Truth Prevention Program.

He hopes his story will speak for itself.

He said addiction can happen to anyone who begins to make those fi rst, seemingly innocent, bad choices. He came from a good family — his mom was a teacher and his dad a business owner.

But when he became addicted to harder drugs, he developed a $200/day habit he needed to feed. This led to a life of crime — he participated in armed

Grassroots climate groups emerging Last in the Series

Momentum for solving the climate crisis grows, but warming is developing faster than our efforts. Globally, we emit 110 million tons of heat-trapping pollution each day — an amount equal to that emitted by half a million Hiroshima atom bombs.

At the Climate Reality Project training held in Minneapolis in August, former Vice President Al Gore stated that the only way to change national energy policy in time to solve the crisis is through mobilization at the grassroots level. Gov. Tim Walz agreed that we “cannot rely on executive orders” and urged participants to recognize how science, advocacy, social will and implementation of laws are interconnected.

A prime example of not waiting for Washington is “We Are Still In,” a growing declaration of support for climate action to meet Paris Agreement goals. Its diverse signatories number more than 3,800 and include states, cities, businesses, colleges, faith communities, tribes and cultural organizations. A sampling of Minnesota endorsers includes the State, the Twin Cities, University of Minnesota–Morris, General Mills, the McKnight Foundation, MN Interfaith Power and Light and the American Swedish Institute.

Other unprecedented coalitions are emerging from the local level to expand nationwide. One such example originating in Minnesota is the BlueGreen Alliance of union members and environmentalists. Associations of faith communities (MN Interfaith Power and Light),

farmers (MN Farmers Union) and youth (YEA! MN) work to speed the transition to renewables.

A successful grassroots initiative is the Youth Environmental Activists (YEA!) of Minnesota. Minnetonka youth formed a coalition with congregations and businesses to win commitment to zero net emissions from city operations by 2040.

In addition to challenging those in power and electing pro-environment officials, the urgency of the climate crisis requires that citizens take both individual and collective steps to curtail emissions. Most householders are familiar with ways to cut fuel consumption, such as adjusting thermostat settings and buying energy-efficient appliances and vehicles. Collectively, such individual actions add up.

And now there are ways to go beyond incremental changes, such as installing solar panels. Households that can’t employ solar energy due to costs or shading can instead subscribe to a community solar garden or participate in a utility-sponsored renewable electricity program, like Xcel Energy’s Windsource or Renewable*Connect.

In terms of transport, a sector that consumes as much energy as that of buildings, consider a hybrid or all-electric vehicle. Air travelers can purchase carbon offsets for jet emissions, used to restore forests and establish solar and wind farms.

Growing numbers of “conscious consumers” consider the energy and environmental impacts of production, distribution and disposal of goods and make informed choices, including decisions not to purchase at all.

Numerous energy and environmental organizations in Minnesota serve to compound individual efforts to

reduce emissions. All provide information on individual energy savings strategies, offer collective action opportunities (both ground-level applied projects and statewide demonstrations and petitions), and generate newsletter and email updates. And all welcome donations to further their efforts.

A few of these clean-energy organizations are: • MN350.org – Its name comes from 350 parts CO2 per million in the atmosphere, the safe upper limit to avoid a climate tipping point. (Our current level is 415). Emphasis here is on policy action, clean transportation and pipeline resistance.

• Minnesota Interfaith Power and Light – MNIPL brings faith communities together in action projects and provides opportunities to join the climate justice movement.

• MN Renewable Energy Society – A pillar of the Eco Experience at the Minnesota State Fair, this group promotes renewable energy, electric vehicles and water conservation.

• Fresh Energy – Since 1992, this St. Paul-based group of scientists, economists, analysts and educators has promoted policies to both advance clean technologies and benefit communities.

The bridge will be finished with bollards, riprap and landscaping in the spring with a dedication to be held in warmer weather. “We are especially pleased to have this very visible element of the trail in place,” commented Steve Wolgamot, Washington County Lake Links chair. “It demonstrates very publicly the high level of community and individual support that the Lake Links project continues to enjoy. This small park with its lovely creek, where the railroad and the streetcar met, will be a popular spot along the trail.”

Added Wolgamot, “Obviously, we need state funding to complete the trail, but all the individual contributions and enthusiasm are what generate support at the legislature.”

Streetcar Park is located just north of Quail Street in Mahtomedi between Briarwood Avenue and Tamarack Street.

A crew from local custom home builder Sharkey Design Build, along with volunteer help, erected a covered wooden bridge that will carry the Lake Links Trail across Depot Creek in Mahtomedi’s Streetcar Park. The structural elements of the bridge were assembled by volunteers in the Camp White Bear neighborhood in the north end of Mahtomedi and moved a few hundred yards for construction. The bridge is meant to honor the history of the area where the Mahtomedi Assembly was formed in 1883 and where Mahtomedi’s first settlers built homes and stores.

The bridge project, all privately funded, reflects the strong local support for the Lake Links effort. Local companies assisting included Larson Engineering, Goliath Tech MN, Trussbilt Inc., White Bear Lift and Dock, and Sharkey. Principal donors were Dan and Karen Runze of Mahtomedi. More than 18 volunteers helped out, including Steve Wolgamot, Mike Brooks, Paul Hoff and Ian Harding of the Lake Links board; Jim Flink, Bryan Gatzlaff, John Thompson, Penny and Kieran Viggiano and Dane Solberg from

Silent night – All is calm...

T

he Christmas season is busy with gift buying, entertaining, holiday parties, travel and celebrating the birth of Jesus Christ.

Retailers do a big part of their annual sales in November and December.

Special sales events intensify the rush to shop.

For grandparents, gift buying for children has become so technical that it is almost impossible. Gift cards become a solution if you can’t take them individually on a shopping trip.

Greeting cards and letters About the dwindle annually. Emails do their part, if they are not lost in the Town junk email by some sprinkled with Gene Johnson creativity.

Phone calls are meaningful, but what we learned is not always good news. Travel experiences from friends have interesting insights, while health issues become discouraging.

Concerts and Christmas music are an inspiration.

I love traditional foods and special dinners with family and friends. I stand alone when it comes to the Lutefisk.

Memories surface of my youth and Christmas gifts like an American Flyer two-rail electric train. It was a Pennsylvania 4-6-2 engine pulling three red passenger coaches and it will always have a special place in my memory. Growing up in the Township along the Minneapolis, St. Paul and Sault Ste. Marie Railroad created a lifelong love of trains.

Christmas has become more commercial than honoring the birth of our Lord Jesus Christ born of the Virgin Mary.

He came as a baby to live on earth and die on the cross providing eternal life to all who believe. The Bible tells the story in Luke Chapter 2.

Kathy learned of it this fall and has been quite impressed with the discoveries of how and why the founders of our country used the Bible as a source and basis for the development of their concepts and ideas into our democratic form of government for our Republic. Reading it together is a good chance to reflect and bring the true meaning of Christmas to your family.

Reading scripture, group worship, music concerts and presentations are great ways to bring the true meaning of Christmas into your holiday traditions.

Remember, more than 2,000 years ago Jesus was born. That night in Bethlehem was silent and calm as Jesus, the Son of God, was born. He came to earth to relate to humans their need for salvation and eternal life. Today we still have that need and are offered those gifts simply by believing.

A quote from Edward Hays in A Pilgrims Almanac: “Take time to be aware that in the very midst of our busy preparations for the celebrations of Christ’s birth in ancient Bethlehem, Christ is reborn in the Bethlehems of our homes and daily lives. Take time, slow down, be still, be awake to the Divine Mystery that looks so common and so ordinary yet is wondrously present.” An old abbot was fond of saying, “The devil is always the most active on the highest of feast days.”

The supreme trick of Old Scratch is to have us so busy decorating, preparing food, practicing music and cleaning in preparation for the feast of Christmas that we actually miss the coming of Christ. Hurt feelings, anger, impatience, injured egos — the list of clouds that busyness creates to blind us to the birth can be long, but it is familiar to us all.

Minnesota needs a transportation vision

M

innesota legislators have been touring the state this fall, getting a first-hand look at important public assets and infrastructure that is wearing out as they prepare to put together a capital bonding bill. As they travel, they hopefully will take notice of the worn out and increasingly unsafe roads and bridges they are using to travel from point to point.

We’re seeing more wear and tear, and the Movers & roads of greater Minnesota Shakers are becoming increasingly Margaret dangerous, with Donahoe the majority of traffic fatalities now happening on rural two-lane highways.

If legislators decide to include funding for local roads and bridges, bus systems, ports and freight rail corridors in the bonding bill, that will make a difference. But it’s also time for legislators to stop treating infrastructure like it’s a partisan issue where one side doesn’t want the other to get a “win”.

Minnesota’s support of safer, more efficient transportation options knows no party. It’s time for the legislature to stop playing politics and start working together to address the real need for increases in long-term, dedicated funding that will make our

transportation system safer and more efficient.

We’re now 11 years removed from our last ambitious transportation package that sought to shore up our roads, bridges and transit options.

Following a decade of work to get caught up, Minnesotans are currently at a crossroads – literally. Will we resign ourselves to paying for vehicle damage from potholes, lost time with family members, more costly products and yearly fatality statistics, or will we demand action from our lawmakers?

Back in 2008, Minnesota legislators did the right thing when they voted to increase transportation user fees like the gas tax to create the necessary resources to adequately maintain our transportation system statewide. The bill was vetoed

by Governor Pawlenty, but the legislature was resolute enough in its position that they overrode the veto in a bipartisan manner.

At the time, the bill was seen as a ten-year plan for addressing the state’s needs. It allowed for a lot of improvements over ten years, including new bridges to replace fracture critical ones like the I-35W bridge, expanded highways, better local roadways and better transit service in more areas of the state.

As we head into year 12 of that 10-year plan, the transportation system continues to age and wear out. Local governments bear the burden from the lack of state and federal funding increases. In order to keep up with maintenance and needed repairs, local

property taxes and local sales taxes have become the funding source of last resort rather than dedicated transportation user fees collected at the state level.

With more deficient local bridges and more local roads wearing out, the state needs to assist local governments with investments both through the capital bonding bill and through a long-term transportation funding plan.

Legislators on both sides of the aisle recognize that shoring up our key transportation corridors is important to increasing our productivity and strengthening our economy. It helps producers in the agricultural and manufacturing sectors to get their products to market easier, and allows people to get where they need to be quicker, and more safely. But while they agree on what needs to be done, they are allowing partisan rancor to get in the way of these important improvements to the lives of all Minnesotans.

Minnesota needs leaders who are willing to put petty partisan bickering aside and take bold action to make the changes needed to get our state moving again. We saw what could happen when in 2008 legislators took bold action and set us up with a ten-year plan. It is time for the legislature to create a new tenyear transportation plan to help move us forward as a state, and reconnect our communities for a safer Minnesota.

Grant recipients celebrated at foundation event WHITE BEAR LAKE — This year, the Greater White Bear Lake Community Foundation awarded every penny in its $50,000 Community Partners Fund to 29 deserving recipients.

This is the third year of grant awards for the foundation, which organized five years ago. To celebrate, grantees were invited to a special reception Dec. 2 at the White Bear Country Inn, where they received their checks from emcee Carol McFarlane, committee chair.

Among them were Becky and Craig Markovitz, the first couple to receive a grant on behalf of their project, Aaron’s Playground. The Mahtomedi couple received $2,500 from the foundation, putting them just $5,000 away from their $100,000 goal to build the playground in their son’s memory.

Aaron was born prematurely and died seven weeks later on Oct. 15, 2018, from chronic lung disease. The Markovitzes wanted to remember their son by the joy he brought those around him.

Bids will go out after the first of the year for the playground; a community build is planned this summer at Mahtomedi’s Southwest Park.

To help the couple reach their goal, inscribed dedication bricks are being sold as park pavers. More information on the brick fundraiser can be found at www.aaronsplayground.org.

Eighty-two donors listed in the foundation annual report have contributed $62,200 to the playground memorial, which “will stand as a symbol of hope and love for Aaron and the countless other children who lost their lives too soon.”

The largest grant of the evening went to St. Andrew’s Community Resource Center. The foundation gave $3,000 to support the center’s work to prevent homelessness.

Since its start in 2015, the foundation has experienced significant growth, both in terms of the funds it manages and its impact on community, noted Chairman Bill Foussard. More than $2.6 million has been donated to the foundation and its 25 funds by 345 individuals, businesses, foundations, faithbased groups and civic and nonprofit organizations. Sixty organizations have received 118 grants totaling $619,000 from the Community Partners Fund and Donor Advised Funds.

LETTERS TO THE EDITOR Inconvenient facts on climate change I read the Will Steger article regarding climate change, CO2, and its effects on the planet.

I agreed with him on the importance of education regarding this issue and that's why I'm writing this. Not being a scientist myself, I find it essential to seek those who are and who do not have ulterior motives.

Here are just a few that pertain to this week’s article.

Inconvenient Fact #1: CO2 is not the primary greenhouse gas. Water vapor is! by 20-fold. (Robinson GD 2012 Global Warming-Alarmists, Skeptics, and Deniers; Moonshine Publishing) The Mauna Loa Observatory data was good. CO2 levels from 180ppm to 400ppm.

Inconvenient Fact #4: Below 150 ppm, most terrestrial life cannot exist! (Berner 2001 A revised model of atmospheric CO2 over Phanerozoic time; NOAA/ NGDC) The studies about over 400 ppm leads to Inconvenient Fact #2: The warming effect of CO2 declines as the concentration increases. (Hoskins 2014. http:// wattsupwiththat.com) Inconvenient Fact #3: CO2 is plant food. Without it we have no vegetation (like Mars?). For those who remember

The Greater White Bear Lake Community Foundation has named David Swanson as its next executive director. He succeeds Jackie Reis, who will retire at the end of this year.

Prior to joining the foundation, David worked 35 years for U.S. Bank, and retired from the company in 2018. Most of his career with U.S. Bank was spent providing banking services to nonprofit organizations across the Twin Cities and upper Midwest. David has served on several nonprofit boards, including the Minnesota Private College Council, Propel Nonprofits and Springboard for the Arts. David earned his bachelor’s degree in business administration from the University of Kansas and his MBA from Western Illinois University. He and his wife, Lori, have lived in the White Bear area for 32 years. Both of their children graduated from White Bear Lake Area High School.

April 11, 1935 — November 29, 2019 Age 84. Born in St. Paul, grew up on the “West Side.” She attended St. Matthews School and Humboldt High School. She was married to James “Bud” Payson in 1952 and spent their life together in White Bear Lake. Their home was busy with three children of their own and the 12 kids they fostered over the years. Pat was an accomplished seamstress, a watercolor artist and a great cook. She was known for her cakes and was called “the cake lady,” making beautiful cakes for all occasions, especially weddings. She was an avid reader, loved learning new things, and sharing that knowledge. Pat volunteered in the Reading Buddies program in WBL schools. She enjoyed motorcycle trips with Bud; they were members of two motorhome clubs. They traveled all over the country, many times taking grandchildren along. They also enjoyed sprint car races in Knoxville, Iowa. She was an active member in her church, teaching Sunday School for over 50 years. She traced her family genealogy, which led to a trip to Ireland in 2005. She had also been to Germany and surrounding countries.

Pat was preceded in death by her beloved husband Bud and grandson Sean.

She will be dearly missed by her children Kathy (Robert) Culbertson of Columbus, Deb (Tom) Voight of White Bear Township and Jim of Milaca; grandchildren Christi Tosarello, Carrie Tobin, Nicolle Amiel, Patrick (Lindsay) Maternowski, Jason Voight, Dan Payson, Will (Erin) Voight, and James Payson Jr.; great-grandchildren Jacob Chambers, Jennifer Pinkney, Alex Pinkney, Andrew Besaw, Natalia Maternowski, Scarlett Herber, Finnley Maternowski and Matthias Jimenez; brothers Joel Wallace of Aitkin, Michael (Chris) Wallace of St. Paul, Jay (Lisa) Wallace of Apple Valley and sister Liz (Jack) Huppert of Lakeville, many nieces, nephews and friends.

RAMSEY COUNTY SHERIFF’S REPORT The Ramsey County Sheriff's Office reported the following incidents: • Deputies responded to a burglary report in the 900 block of Vadnais Drive on Nov. 27. There was a forced entry of a detached garage. A vehicle was rummaged through and tools were stolen from the garage.

• Squads were dispatched to 3500 block of Centerville Road Nov. 30 for a burglary. A suspect broke down the screen door and front door.

After entering the house, the male fled on foot.

The male was later found by deputies and taken into custody. Burglary prosecution was declined, as nothing was taken from the house.

• An adult male was arrested for felony DWI and on a felony warrant in the 600 block of County Road F East on Nov. 28. A resident noticed the intoxicated driver who parked in their driveway. He drove across the street and parked at the Vadnais Heights Fire Department for a brief time before driving away. Deputies searched the area and located the described vehicle. Deputies could detect an odor of alcoholic beverage coming from the driver from a distance of 10 feet. Anderson slurred his words and his eyes were watery, glassy and bloodshot. His driver’s license was canceled inimical to public safety.

• A female entered a home, assaulted two people and then fled in the 300 block of Bankers Drive on Nov. 29. The suspect was later arrested in Anoka County for fourth-degree DUI. She was released to Ramsey County.

• Deputies responded to the 800 block of Woodgate Drive on a motor vehicle theft report. A 2001 Honda CRV was stolen sometime overnight

Nov. 27. It was later recovered in St. Paul Park, left running with the steering column broken.

• A motor vehicle theft was reported in the 600 block of Belland Avenue Nov. 29. The 2005 Honda Accord was last seen in the driveway the previous day.

• A vehicle was reported stolen in the 1100 block of County Road E Nov. 30. The vehicle was later recovered after it was crashed. The victim went to a restaurant about midnight and an hour later discovered their coat with vehicle keys was missing. At 3 a.m., the White Bear Lake Police Department responded to a motor vehicle accident in the 1100 block of Goose Lake Road in the city of Gem Lake and found the vehicle abandoned in the ditch. The incident is under investigation.

• A shoplifter was cited for misdemeanor theft at Target in the 900 block of County Road E East Nov. 29.

• A rear passenger window was broken and a purse was reported stolen from a vehicle in the 400 block of Commerce Court Nov. 27.

• A window was broken and a wallet was taken from a vehicle in the 1000 block of County Road D East Nov. 30. Two suspects were arrested after fraudulently using credit cards taken from the vehicle. Under investigation.

• Theft of merchandise from a business was reported in the 800 block of County Road E Nov. 25. The suspects' vehicle got stuck in the snow when leaving the parking lot. They were arrested and loss prevention recovered the merchandise. A theft citation was issued.

• Burglary was reported in the 5900 block of Mallard Ponds Drive Nov. 24. Two gaming controllers were missing and the basement had been rummaged through. Entry was possibly made through a basement window.

• Two vehicles were stolen from an attached garage in the 5000 block of Elk Street Nov. 24.

There were no signs of forced entry. One vehicle equipped with OnStar was tracked to an address in St. Paul and OnStar was able to disable the ignition. Both vehicles were recovered in the same area. The incident is under investigation.

• A burglary was reported in the 1900 block of Stillwater Street Nov. 24. An alarm went off when a door between the house and garage was opened. The garage door was found open and lights were on in the garage. Vehicles had been rummaged through and garage door openers were missing from a vehicle in the garage and a vehicle parked in the driveway.

• There was an attempted garage break-in in the 5000 block of Beaver Street Nov. 26. The victim heard loud noise at his house around 3 a.m., turned lights on and saw a sedan without lights leave his driveway. Damage to the external side garage door was discovered later.

• A front passenger window was broken and a purse was taken from a seat in the 1000 block of Meadowlands Drive Nov. 27. Credit cards were used. The purse and driver's license were later recovered in Maplewood. The incident is under investigation.

WASHINGTON COUNTY SHERIFF’S REPORT The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A resident in the 6000 block of Jasmine Avenue N. reported the rear window of a vehicle broken out overnight Nov. 9-10. Nothing was reported taken.

• An “Uber mom” was cited Nov. 11 on northbound Manning Avenue N. at Liberty Avenue for speeding 74 mph in a 55 mph zone by southbound Washington County Sheriff's Office deputies in their unmarked squad car. When deputies advised her of her speed, she asked, “How do you know?” Deputies then explained about their use of a speed detection device, otherwise known as radar. The driver told deputies she was late to pick up her child at school and needed to then pick up another child from a different school. Her infant daughter was in the vehicle for the ride.

• Deputies issued a citation at 2:17 p.m. Nov. 11 on Lake Elmo Avenue and 62nd Street to a motorist for cellular phone use while driving.

• An unidentified motorist was cited Nov. 11 on Jamaca Avenue N. at 80th Street N. for speeding 96 mph in a 55 mph zone.

• A counterfeit check was reported Nov. 12 in the 6000 block of Lake Elmo Avenue N. • An assault was reported Nov. 12 in the 11000 block of Julianne Avenue N., although the victim did not wish to press charges. The suspect fled after the assault because he had warrants out for his arrest.

• Burglary was reported Nov. 12 on Maple Street.

• Two students in the 8000 block of 75th Street N. were reported for disorderly conduct Nov. 13 after refusing to follow directives from school administrators. Deputies escorted the pair to the principal's office,

where a chat between students and administrators took place. After school sanctions were administered, the students then left the premises without permission.

• A resident in the 11000 block of Ironwood Avenue N. on Nov. 13 reported his son's Xbox hacked earlier in the year. The hacker then threatened to “swat” their house if they did not send money. The complainant did not send money to the hacker. Deputies advised the father and son about the next steps to contact Microsoft about the hacker and try to track down the hacker's user profi le name to report to Microsoft to deal with.

Mahtomedi • A resident in the 1000 block of Inverness Place on Nov. 11 reported a phone scam in which the caller posed as her college-age son in Colorado and requested money for bail. When the complainant tried to verify that it was really her son by asking the caller for his birthdate, he hung up on her. No fi nancial loss was suffered.

• A resident on Ridge Way reported his ex-girlfriend for harassing him via phone calls, emails and texts on Nov. 11. He told deputies he told the subject several times that they had broken up and to stop contacting him. However, when deputies contacted the ex-girlfriend, she told them she's the one having problems with the ex-boyfriend harassing her and had been planning to block his number. When deputies returned to the ex-boyfriend to advise him to take out a harassment restraining order, they noticed his dilated pupils, stumbling motions and thick-tongued speech. The complainant had told deputies he was on medication and had been drinking. When the ex-boyfriend said that he did not mix medication with alcohol and was not drunk, deputies gave him a card for the county's Crisis Line.

• An adult female was arrested Nov.

11 on Long Lake Road and Century Avenue for driving after revocation and other traffic-related misdemeanor violations.

• An employee at FedEx on Long Lake Road reported his iPhone 10 stolen Nov. 12 from the backpack he left hanging in the common area of the building.

• An unconscious person in a vehicle at Century College was reported on Nov. 13. As the driver showed signs of impairment, he was transported to St. John's Hospital. Deputies located a controlled substance in the vehicle. A DWI investigation is pending.

Pine Springs • An unidentified driver was cited at 1:17 a.m. Nov. 10 on westbound Highway 36 at the I-694 southbound ramp for speeding 64 mph in a 55 mph zone and for driving after revocation. Deputies used his passport information to look him up on their computer.

• A Minnesota man was cited Nov. 11 in the 9000 block of westbound Highway 36 for driving after revocation and for careless driving after he was pulled over for an attempted merge into the right lane that sent the car already occupying that space flying toward the ditch.

The driver told deputies he was aware of his revoked status.

Willernie • A driver was arrested on Stillwater Road and Trim Place at 1:30 a.m.

Nov. 16 for DWI after he was pulled over for no headlights and expired tabs. He then failed the field sobriety test and provided two inadequate breath samples.

WASHINGTON COUNTY COURT BRIEFS Sentenced S d iin Washington hi County C Court Nov. 21 was Gregory George McGuiggan, III, 61, of Mahtomedi, for fleeing a peace officer in a motor vehicle, a felony. Judge John Hoffman gave McGuiggan a stay of imposition for 30 days’ jail time and two years’ probation. He must attend AA once a week while on probation, provide proof of attendance and follow all standard terms of probation. The defendant was pulled over for speeding last January by a deputy who clocked his vehicle at 96 miles per hour in a 55-mile-per-hour zone. When the deputy activated his lights and siren, the suspect vehicle did not stop and continued to speed northbound on Hilton Trail. The vehicle eventually took a quick right turn and stopped.

The driver attempted to exit the vehicle but was quickly apprehended.

According to the criminal complaint, the deputy said McGuiggan smelled strongly of alcohol, had bloodshot and watery eyes and slurred speech. He admitted to consuming “a couple” of beers. He was arrested and transported to the Washington County Jail.

Charged with felony theft of movable property Nov. 20 was James David Ramberg, 26, of Birchwood Village. He admitted taking $2,758 in cash that did not belong to him. The incident occurred when an officer was dispatched to a reported theft at the Bierstube Bar in Oakdale. The money was reported missing by a person running the pull-tab program for youth hockey. Ramberg was a bartender and the only employee closing on the night the cash went missing.

He was observed on surveillance video taking cash from a drawer behind the bar and putting it in his pocket after the bar closed. When confronted the next day about the missing cash, Ramberg admitted taking it to pay off a drug debt and signed a written confession. Deputies attempted to contact the suspect and asked him to call. Ramberg did not call. Failure to appear in court is also a criminal offense. Maximum sentence is five years and $10,000.

Uniting to prevent spread of aquatic invasive species ARDEN HILLS — More than 85 people attended “Aquatic Invasive Species and You! Uniting to Prevent Aquatic Invasive Species” last month. The forum, hosted

by Ramsey County Parks & Recreation’s Soil & Water Conservation Division (RCSWCD), brought businesses, government and residents together to discuss a pressing issue — how to stop the spread of aquatic invasive species (AIS).

Attendees were encouraged to drop off lead fishing tackle in exchange for safe alternatives, courtesy of the Minnesota Pollution Control Agency. Just this year, seven trumpeter swans were found dead at Sucker Lake in Vadnais Heights. The autopsies found lead tackle to be the cause of death.

The crowd also enjoyed a short demonstration by Brady, a zebra mussel-sniffing dog that serves on the Minnesota Department of Natural Resource’s K-9 Unit with his handler, conservation officer Julie Siems. The 9-year-old golden retriever mix walked by various piles of objects, eventually sitting down next to one of the piles indicating that he smelled zebra mussels. Siems and Brady patrol boat landings and DNR checkpoints to detect zebra mussels and wildlife and plants that are illegally taken.

Presentations included an introduction to civic governance and empowering stakeholders by Jeff Forester from Minnesota Lakes and Rivers Advocates.

PUBLIC SAFETY BRIEF Sheriff’s Office to hold Citizen Academy The Ramsey County Sheriff's Office will hold an eight-session course in January and February on Wednesday evenings to provide community members a behindthe-scenes look at the sheriff’s office. The course will begin Wednesday, Jan. 8, and continue through Feb. 26. Sessions will run each Wednesday for three hours per night, from 6:30 to 9:30 p.m.

The Citizen Academy is taught by front-line employees to provide community members a better understanding of the duties, responsibilities, equipment, training and facilities of the sheriff’s office. Topics include patrol procedures, K-9, criminal investigations, crime scene processing, narcotics, crime prevention and the Emergency Communications Center (9-1-1 system). The academy will also include the topics of court orders, civil process, criminal history and warrants. In addition to classroom training, participants will receive tours of the Patrol Station, the Adult Detention Center (jail), and other Sheriff's Office facilities.

There is no fee. The only commitment is that participants are asked to attend all sessions. At the conclusion of the academy, graduates will receive a certificate of completion. Participants will also be offered volunteer opportunities to continue their partnerships with law enforcement. Applicants must be 18 years of age and pass a criminal history background check. Academy size is limited.

The court ruled Dec. 4 that it would provide relief on testing footwear but all other requirements would remain. However, there seems to be confusion on the judge’s order. Surdo told Castro that media reports have differed on the hearing’s outcome. The attorney general’s office received at least one media inquiry seeking clarification about the wipes ruling, he wrote in a footnote.

Based on the ruling and for the sake of clarity, the plaintiffs are requesting the order be amended to contain the following wording: “Water Gremlin shall conduct qualitative lead wipe tests on employees’ hands, face, neck and hair upon exiting the facility at the end of each shift. If the wipes test positive for lead, employees must take necessary steps to effectively complete the decontamination process.”

Failure to strictly adhere to the process or the process’ failure to remove all lead contamination can result in workers taking lead home, Surdo pointed out. “The plaintiffs’ position is that qualitative wipes for all employees as they leave the facility are the best method to ensure take-home lead is prevented.”

The court order also required decontamination of employee vehicles of any trace of lead, which is ongoing.

If minimums cannot be met, the company is providing seat covers. Floor mats were also replaced in all current employee vehicles.

Lead levels in employee children Results of blood lead level monitoring were not provided in the Wenck report; however, the Department of Health (MDH) indicated 55 current and former employees have been tested for lead since Oct. 25. Of those, 35 have confirmed blood levels over 5 mcg/dL, which is considered elevated. No employee has had a level at which OSHA would require their removal from work.

According to Jim Kelly, manager of MDH’s Environmental Surveillance and Assessment Section, 100 children of workers have also been tested since Oct. 25.

Three of those children had elevated results. Their local health department is working on contacting the families to set up times to do in-home environmental testing.

This is a reminder that the Minnesota Pollution Control Agency, Department of Health and Department of Labor and Industry are holding a 6:30 p.m. open house (today) Dec. 11 at Jimmy’s Event Center to update the community regarding Water Gremlin.

A 7 p.m. presentation will be followed by a Q&A. The event center is located at 3565 Labore Road, Vadnais Heights. said. “We used that information to check for children with previously confirmed elevated blood lead levels who were likely living with Water Gremlin employees.

We have now identified 24 children over the past two years with elevated blood lead levels who are likely household members of Water Gremlin employees. This includes the 12 children already identified by Ramsey County who were listed in the court filing and the three newly confirmed cases. So, we have identified nine additional children with previously confirmed elevated blood lead tests over the past two years who have been linked to addresses of former or current Water Gremlin employees.”

Kelly said the health department is working with local public health partners to contact the families and offer in-home environmental testing. None of the nine children had blood lead levels above 15 mcg/dL so no in-home investigation was required.

“At this point,” Kelly continued, “we do not have any additional environmental data from homes, so we cannot yet say whether their (the nine children) elevated blood lead levels are due to ‘take-home lead.’”

Water Gremlin was shut down by the Department of Labor and Industry Oct. 28 after discovery that some employees tracked home lead. The company was allowed to resume operations a week later under oversight by the court.

The 45-minute hearing last week was the third time the company has appeared in Castro’s courtroom. Water Gremlin objected to audio and video recording of the proceedings but the judge overruled, saying “the public health issues to be argued are of such significant public importance that it is in the best interest of justice and access to the courts to allow the request.” No future proceedings have been scheduled at this time.

Retailer will cease sinker sales Another repercussion to the company’s pollution problems was an announcement by Walmart that it will stop selling Water Gremlin products.

Water Gremlin spokesman Carl Dubois, vice president of international manufacturing, confirmed that the retail giant elected to suspend its orders. “While we are disappointed about this development, we are hopeful that we can earn back Walmart’s business as the positive impacts of our multiple workplace hygiene protocol changes implemented throughout 2019 are realized,” he said in a statement to media.

Leadership Tomorrow seeks 2020 applicants The Greater White Bear Lake Community Foundation is seeking applicants for Leadership Tomorrow, a 10-month program to build future leaders and inspired community volunteers to ensure the greater White Bear Lake area remains a vibrant community in which to live, work and play, into the future.

The program offers monthly opportunities for participants to develop practical leadership skills, explore community leadership roles, learn about the needs, opportunities, and challenges facing our community and meet and engage with leaders of local organizations working to address them. Community building, networking and civic engagement are key elements of the program.

Designed by the foundation in 2017, 38 individuals have now completed the program. The first cohort of members met throughout 2018, and a second cohort completed the program in November this year. A third cohort will begin with an overnight retreat Feb. 20-21.

Local support for Leadership Tomorrow comes from the White Bear Area Chamber of Commerce, the White Bear Lake Rotary Club and the White Bear Country Inn/Rudy’s Redeye Grill. For 2019 and 2020, the foundation has received grant support for the program from the F.R. Bigelow Foundation. Cohort members and/or their employers pay tuition to participate in the program. Budget increases, but most residential property taxes decrease

MAHTOMEDI — As promised, the City Council at its Dec. 3 meeting approved the 2020 city budget, which increased by 2.55%, or $155,966, from last year to $6.2 million.

During the required annual Truth in Taxation public hearing, Finance Director Scott Schaefer presented an overview of next year's budget.

The $6.2 million general fund budget includes a debt service transfer of $1.5 million.

Home values increased by 4.8% from last year, meaning that the median value home is now $343,900. But because there are fi scal disparity monies and more taxpayers in Mahtomedi to share the tax burden, the owner of that median-value home will see a 2% decrease in the city's portion of their property taxes. The median home will pay $1,219 next year, a $27 decrease.

A $250,000 home will see a $16 decrease in property taxes for 2020; a $500,000 home will see a $49 decrease; and a $750,000 home will see a $58 decrease.

According to the Washington County database, 2,338 residential properties in Mahtomedi will see no tax increases for payable 2020, and 1,455 residences will see an increase.

Revenue increases for the city in the upcoming budget will come from licenses, fees, permits and intergovernmental revenue. A 3.65% decrease in street improvement expenses in the amount of

$19,642 will also help out in the favorable column.

The largest sources of revenue for the city are taxes at 77% of the pie; current services at 11% and licenses, fees and permits at 4%.

Expenditures will also increase, as administration costs go up by $29,332, or 5%; parks expenses will rise by $47,000, or 10%; police services by $50,000, or 12%; and fi re protection by $50,000, or 10%.

The largest expenditures for the city are public safety at 29% of the pie, debt service at 24%, general government at 19%, public works at 11% and parks at 8%.

In addition to unanimously approving the 2020 annual city budget of $6.2 million, council also unanimously approved the proposed tax levy for 2020 at $4.8 million, the cancellation of debt levy in the amount of $1.5 million for taxes payable in 2020, enterprise fund budgets, the parks capital improvement plan (CIP) of $1.5 million and the 2020-2024 CIP of $16.9 million.

The CIP schedule for 2021 includes Phase 4 Historic District (east side); 2022 includes mill and overlay on streets to be determined, and Phase 2 of the CSAH 12 Improvement Project (East Avenue to Ideal Avenue); in 2023 nothing is planned; 2024 includes the TH 120 (Century Avenue) turnback project from I-694 to County Road E, storm sewers and pond maintenance, Water Tower #1 painting and streets (to be determined).

Although several members of the public were in attendance to speak at the two other public

hearings, no one approached the podium to speak during the Truth in Taxation public hearing.

Nonetheless, Councilman Steve Wolgamot came armed with research fi ndings and statistics to fend off any objections to the city's 2020 proposed budget and tax levy.

“People tell me they love living in Mahtomedi, but taxes are pretty high,” he said. “I always get defensive and say our infrastructure is ancient.”

Wolgamot said he looked at the Washington County website detailing taxes paid on the median value homes in various cities within the county.

Using the local levy amount divided by the city's local taxable value of $12.3 million results in a city local tax rate of 36.1%.

“Our tax rate is 36.1%, or 0.361,” he said. “Our fi gure is relatively low among full-service cities (with sewer and water), and second-lowest compared to Woodbury, which is a newly built city.

We’re replacing pipes that are older than the city of Woodbury right now. We look pretty good in that comparison.”

The lowest two tax rates in the county are Dellwood and Grant, but they don’t have city services, Wolgamot added.

“It appears Mahtomedi is among the lowest-taxed cities in the county, when you factor in services. This is only my view that I compiled. I did it because I am frequently accosted that our taxes are high. And they are high, but not unreasonably high,” he said.

MAHTOMEDI CITY COUNCIL NOTES MAHTOMEDI — The City Council took the following action at its Dec. 3 meeting: • By a vote of 4-1 (Councilman Jeff Ledermann opposed), approved a request from Holiday Station Stores for a conditional use permit (CUP) to allow for an electronic display sign, and a variance to increase the maximum allowable electronic display signage square footage on its property located at 780 Stillwater Road. Several gas stations have been located at that site, and Holiday applied for a sign permit last April to convert the existing Freedom Valu Center signage to the Holiday brand.

“I still have not changed my vote from last meeting, as I am concerned about light pollution and distraction. I’d like to hold the line,” Ledermann said.

• Following a public hearing, passed an ordinance adopting the 2020 annual fee schedule pursuant to Minnesota statutes. Notable changes include liquor license fees, ambulance transport rate increases, city equipment rental rate increases, utility rate increases, water meter and accessory price updates, building construction and electrical

permit updates, city facility rental fee increases and assessment rate increases.

• Approved the legal services agreement with Levander, Gillen, and Miller for all civil legal representation for 2020 to 2025. Jay Karlovich will be principal responsible attorney for all legal services; any shareholder or associate of the firm will be available when required.

The fi rm will bill the city monthly at a rate of $145 to $160 per hour, depending on legal services rendered by the attorney. The hourly fee will gradually increase to $155 to $170 per hour by the end of the contract.

• Approved cash/in-kind donations for the Downtown Beautification Project and the Depot Creek Bridge Project within the city. MoldCraft, the Mahtomedi Garden Club, the Greater White Bear Lake Community Foundation and miscellaneous donors contributed just over $10,000 to the Downtown Beautification Project. The Runze family and friends donated $25,000 for the Depot Creek Bridge. Larson Engineering, Goliath Tech, Wagners CFT, Camp White Bear Lake and Sharkey Design/Build combined to donate just under $49,000 for the

Depot Creek Bridge. Miscellaneous donors added $1,100 for the bridge.

“It's important to acknowledge that we received some significant donations,” Councilman Richard Brainerd said. “Not a dollar here and a dollar there, but $25,000 for the city (from one donor). We should do more than just pass the resolution.”

• Heard an update on the 32x10foot bridge across Depot Creek in Streetcar Park from Councilman Steve Wolgamot. This spot is where the fi rst settlers came to know the area, he said. Cedar shakes were to be installed the day after the meeting, and cable railings will be installed before dedication ceremonies in spring. The bridge was built entirely with volunteer labor and assembled by Sharkey. “The creek is flowing now as it has been — it's a beautiful little creek,” he said. “We have a lot of lakes and ponds in Mahtomedi, but not many creeks. It's a great picture spot for graduation and wedding pictures.

• Approved the annual contract between the Mahtomedi Fire Department and Century College for the

CEU training program, conducted quarterly. This is the department's sixth year of participating in the program.

• Approved two advisory commission appointments — Adam Strehlow on the Parks Commission and Becky L’Allier on the Finance Commission. The terms for both appointees end in 2022. Before interviews, the Environmental, Parks and Planning Commissions each had one vacancy where all terms were through 2022. The Finance Commission had three vacancies, for which terms expired in 2020, 2021 and 2022.

• Following an update from Karlovich on compliance issues involving the nuisance home at 520 Robert Court, extended the deadline to remedy ammonia problems until just before the Dec. 17 council meeting. At that time, council mandated that the homeowner, Lila Douglas, and her legal counsel and mortgage company must either have resolved cleanup issues or respond to the lawsuit fi led by the city.

The council next meets at 7 p.m.

WHITE BEAR TOWN BOARD NOTES WHITE BEAR TOWNSHIP — The Town Board conducted the following business at its Dec. 2 regular meeting: • Approved a request by Patrick O'Brien to subdivide a parcel at 1382 Top Lane.

The request was denied last August because the newly created lot was less than 10,000 square feet. Supervisors asked the applicant to attempt to reconfigure the L-shaped corner lot to reach a minimum area of 10,000 square feet. The owner provided an updated surveyor's sketch that boosted the square footage to 10,332, which still requires a variance, but met the board's earlier request. Standard lot size is 12,000 square feet for a corner lot. A variance was also granted for lot width.

Board Chairman Ed Prudhon told the applicant, "the board appreciated you getting to the 10,000 mark. We hate to make a lot contrary to town policy."

The variance board recommended and the board agreed that variances will not be granted for any structures on the parcel.

• Approved purchase of used tanker truck, a 2007 International, for $50,000. The board had to move fast on the purchase as about six other communities were waiting in line to buy the 2,000-gallon truck from Boyer Ford. Money will

come from the Capital Equipment Fund. The tanker will flood ice rinks, water trees, sprinkle ballfields and wet leaves during sweeping operations to reduce dust.

• Authorized preparation of a feasibility report to pave Peterson Road, the last gravel road in the township.

The developer of the Three Oaks neighborhood, North Oaks Company, expects the gravel road to be improved, noted Prudhon, who admitted there will be challenges with the topography.

"The road has never been improved," he said.

Prudhon lives on the road.

Proposed improvements include curb and gutter and extending sanitary sewer and water. Options for a sidewalk/trail will also be added. The engineer's report is not to exceed $23,500. Soil borings will be required. The town attorney will review right of way and obtain a benefit appraisal for property assessments.

• Authorized preparation of plans and specifications for water system improvements. Cost of the study is not to exceed $38,000. A well near Mead Park tests above Minnesota Department of Health guidance for manganese, or 100 ppb. The estimated price tag to fi x the problem is significant at $450,000 and involves increasing well capacity. Public Works staff has been manually

blending water from well No. 4 with wells that don't have elevated manganese. The process is time consuming. Manganese is a naturally occuring mineral.

• Heard a list of goals and objectives from Clerk-Treasurer Patrick Christopherson, who joined the township staff a year ago. At the top of his priority list is review and revision of town ordinances. He mentioned that a code enforcer will likely be hired in 2020. Another goal is to get local government aid from the state and participate in more community outreach, especially with nonprofits. He also hopes to fi nd funds to build a restroom at Polar Lakes Park.

Prudhon told Christopherson the “township is lucky to have you." The clerk-treasurer said he was happy to be here. "This is a great job," he told the board. Supervisor Steve Ruzek said he hopes Christopherson stays at least another 12 years.

• Renewed independent contractor agreement with former Town Clerk-Treasurer Bill Short to run from Dec. 1, 2019 to Dec. 1, 2020. The Town will pay $74 per hour not to exceed 20 hours per week.

1969 With the final reading of the special zoning for the area at County Road E and Highland, the way was cleared for the Keller Corporation to proceed further with their projected plans for a round office building and the possibility of two round apartment buildings. However, plans and specifications have not been submitted according to Mr. Noble, city building inspector….All systems are “go” for White Bear Lake to have a new type high school ready for occupancy in the fall of 1972. The school will be built at Elm and McKnight, with an open concept with dividing walls where needed….

Bears almost break through against Edina

It’s a rare occasion to face an Edina hockey team that's not ranked in the top 10. That was the case for White Bear Lake on Saturday evening.

Regardless, Braemar Arena is a tough place to get a win, and the No. 7-ranked Bears (3-01) scrapped to a 2-2 tie with the Hornets (2-3-1), whom they have not beaten in nine tries.

In their other game last week, the Bears smoked Woodbury 6-0 at home Thursday, Dec. 5.

“Edina had a tremendous skating team and pressured us in our zone,” Bear coach Tim Sager said. “Our guys gave a nice effort, but at times we were inconsistent with our team play.

“We had the lead but Edina tied it up in the last two minutes. Edina challenged us, and the boys know we need to clean up a few areas of our team game. It was a fun, exciting game that we hope helps us throughout the season.”

Edina was state champion last year and beat the Bears,

also a state qualifier, 6-1 at Braemar.

Against a less explosive Hornet squad this year, the Bears got second-period goals

Against Woodbury, Roed pumped in three goals. Newpower, Tyler Schauer and Rose found the net once each. Luke Ahles assisted on three goals.

WHITE BEAR SPORTS BRIEFS Wrestlers split in first week of duals White Bear Lake wrestlers posted a 2-2-1 record in their first five dual meets last week. Next is their Takedown Cancer Night on Thursday, Dec. 12 against Woodbury and Cambridge-Isanti, including a silent auction and raffle.

In a conference quad on Thursday at East Ridge, the Bears beat Roseville Area 49-25, got blanked by No. 2 ranked Stillwater 84-0, and defeated East Ridge 56-20. In a tournament Saturday at Woodbury, the Bears lost to Grand Meadow-LeRoy-Ostrander-Southland 42-28 and Annandale-Maple Lake 51-22, then tied Mahtomedi 42-42, getting five forfeits.

For the week, Matt Sloan picked up four wins at 182 pounds. Nick Kastner won three matches at 220. Getting three wins including forfeits were Dov Nathanson (one forfeit) at 106, Sam Adair (one forfeit) at 120 and Josh Powell (two forfeits) at 132.

Notching two wins each were Donovan Guest at 170 and Tommy Yoshida at 195.

Kesean Woods-Lipscomb (138) and Luke Prokosch (285) each had two wins including a forfeit.

The Bears lost to Cretin-Derham Hall 4-1 at home Tuesday with Gabby Hofeld getting the goal on a power play. Maya Marston stopped 31 of 35 shots by CDH. In a 1-0 loss to Irondale/St. Anthony Village 1-0 there Saturday, they outshot the hosts 33-18 but could not get one past Jennifer Rupp. Kaylee Kloos was in goal for the Bears, making 17 saves. White Bear Lake girls basketball has struggled to find its offense so far in a 2-4

Cagers new lineup wins debut White Bear Lake’s all-new starting boys basketball lineup opened with a 68-56 win over St. Paul Central at home Tuesday, Dec. 3.

Then they lost twice, to St. Croix Prep 56-53 on Friday evening and to Eagan 72-46 on Saturday evening, both on the road, in a busy first week.

Kanye Raheem, junior guard, led the win over Central with 23 points. Brice Peters notched 15, Jack Janicki 12, Sammy Russ 11 and Max Steiner seven.

Kaden Doram led the Minutemen with 16.

The Bears couldn’t stop St. Croix Prep’s Daniel McCarre, who tallied 29 points. Janicki, a freshman making his presence felt already for the Bears, logged a double double of 17 points and 10 rebounds. Senior Moses Hancock sank 12 points.

Peters, senior guard and the only Bear who saw significant varsity action last season, missed the game to participate in the state football coaches all-star game.

Eagan’s Kurt Ohlues drilled 28 points agains the Bears. Peters sank 15 points, Janicki 10 and Raheem nine.

“Tough to start off the season with a three-game week, especially going backto-back Friday and Saturday nights,” coach Keith Lockwood said. “We are young and inexperienced, and will need to take these game experiences to learn and grow from what we did well and what we need to improve on.”

The Zephyrs lost the first of those to Columbia Heights 59-57 Tuesday, Dec. 3, but held on to beat St. Anthony Village 78-76 Thursday. They lost to Minnetonka 89-79 on Saturday at the Breakdown Tip-Off Classic in Hopkins.

Columbia Heights nipped the Zephyrs on a tie-breaking layup by Muja Burton as time expired in Mahtomedi. Burton totaled 16 points. The Zephyrs had a 3-pointer rim out with 10 seconds left.

For Mahtomedi, Cal Greene tallied 12 points, including two dunks. Cole Chapman had 11 points and 13 rebounds. Brody Fox notched 11 points and Luke Ricker 10.

Mahtomedi won at St. Anthony Village as Huskies star Tait Nelson missed a 3-pointer at the buzzer. The Zephyrs had missed two free shots with 15 seconds left.

Fox, a senior guard, led the Zephyrs with 24 points, shooting 8-for-14, including 5-for-9 on three’s. Greene added 18 points with a pair of dunks. Chapman logged 15 points, four assists and six rebounds.

Creating special patchwork quilts Otter Lake Elementary students recently were able to enjoy a quilt-making experience together. Fourth grade teacher Kristine Abrahamson recently read students the story "The Patchwork Quilt" by Valerie Flournoy and Jerry Pinkney. In the story, the main character, Tanya, and her grandmother decide to make a quilt using piles of fabric that belonged to other members of the family. By the end of the book, the quilt becomes a story of family members’ love and dedication to each other. Students made their own patchwork quilts after reading the book by writing four stories that have special meaning to them, events that they will never forget. After writing the stories, they created illustrations for each one. The fi nal step was putting it all together so it resembled their very own patchwork quilt.

Endangered species presentations At Vadnais Heights Elementary, all fourth grade students have been working hard the past few weeks learning about endangered species and how to secure a better future for them through Project Based Learning. Each student chose an animal from the endangered species list, researched their adaptations, habitat and status and ongoing efforts for preservation. Students used their research to graph average life expectancies of various animals, created informational books on Bookcreator.com, made digital collages, and constructed a potanimal (potato animal) to represent their chosen animal.

All fourth grade students participated in a Google Hangout with a zoologist from Como Zoo. Students learned about a zookeeper's background and how they became a zoologist, as well as ongoing research and efforts at Como Zoo to preserve polar bears.

Mahtomedi families, students connect as creators Students and families connected as creators exploring coding skills at the global Hour of Code event. The seventh annual event for Mahtomedi students was organized by Jean Oswald, Wildwood Library media specialist, and Beth Erlenborn, O.H. Anderson media specialist. It took place Dec. 3 at Wildwood Elementary School.

Townships 2020 scholarships announced The Minnesota Association of Townships (MAT) announced its 2020 Scholarship Program, which will award up to five $2,000 scholarships to high school juniors. (This is an increased amount from previous years.) All students currently enrolled in 11th grade and attending a Minnesota public, private, or parochial school, or a home-study program, are eligible to apply for this program. Since its inception in 2001, the MAT Scholarship Program has had almost 2,000 submissions and 82 winners. Applicants should submit a written essay on the theme of MAT’s 2020 Education Conference, “Township Day,” by May 1. Winners will be chosen by an independent panel of judges and will be notified by Oct. 1. The following were some of the projects that garnered the greatest ROI in 2015. â&#x20AC;˘ Open the door to improvement. ress Publications staff share their favorite family holiday recipes with you this season. From sweet treats from grandma to a bacon dish from Spain, try your hand at making one of these keepers.

Peanut Butter Cookies

Cranberry White Chocolate Bars 1/2 cup butter, softened 1/2 cup sugar 1/2 cup brown sugar, packed 3/4 tsp. baking powder 1/4 tsp. baking soda 1/4 tsp. salt 2 eggs 1 tsp. vanilla 1 cup flour 1/2 cup craisins 1/2 cup coarsely chopped white chocolate 1 cup fresh cranberries • Beat butter in large bowl. Beat in eggs, sugar and vanilla until combined on low speed. Beat in flour, soda, salt and baking powder. Stir in cranberries and white chocolate. Spread in 11 x 7 greased pan. Sprinkle with fresh cranberries and press in lightly with spatula.

Bake 25-30 minutes until center is firm at 350 degrees.

Cool completely and cut into squares.

Norwegian Kringla 1 cup sugar ¼ tsp. salt 1 stick butter or margarine ¼ cup milk 2 egg yolks and one whole egg 1 tsp. vanilla 1 tsp. soda 2 tsp. baking powder 3 cups sifted flour • Mix the ingredients at night and roll and bake the next morning. Roll a teaspoon full of dough into a six-inch long, ½ inch wide string and curl into a twisted heart shape. Use as little flour as possible when rolling. Bake at 400 or 425 degrees for five minutes — two-anda-half on bottom rack and same on top. They will be rather white-looking but are baked.

1 cup shortening 2 cups sugar 5 cups flour 2 cups brown sugar 1 cup butter 2 cups peanut butter 1 tsp. salt 4 eggs 4 tsp. soda • Cream the butter, sugar and peanut butter together.

Add the eggs and beat well. Add the flour, soda and salt. Mix well. Form into ball. Flatten with fork. Bake at 350 degrees for 15 minutes.

Heavenly Fruit Dessert

16-20 graham crackers – crushed 3 tbsp. melted butter/margarine ¼ cup sugar Shannon Granholm, from Grandma Elaine Zimmerman 18 marshmallows ½ cup milk ½ pint whipping cream ½ tsp. vanilla 1 - 22 oz. can cherry pie filling • Combine cracker crumbs, butter and sugar. Pat half on bottom of buttered baking pan or dish. Place marshmallows and milk in top of double boiler. Cook until marshmallows are melted. Cool. Whip whipping cream, add vanilla. Combine with cooled marshmallow mixture. Pour ½ of this over crumb base. Spoon pie filling on top. Add another layer of marshmallow mixture. Sprinkle with the remainder of crumbs.

Refrigerate 3-4 hours. This can be frozen and then thawed slightly and served semi-frozen. Serves 8. Recipe doubles very well.

Bacon-wrapped dates make a sweet and savory addition to the holidays.

Bacon-wrapped dates

1.5 lb. bacon (medium thickness) 1 lb. organic Medjool dates Toothpicks • Preheat the oven to 325 degrees. While the oven is heating up, cut the bacon strips in half and slice the dates into thirds and remove the pits. Roll the bacon slices around the date pieces and spear with Sara Marie Moore, from Great-Grandma Inga Marie Haugen, toothpicks. Place the bacon-wrapped dates on a Grandma Thelma Spaulding and Mom Helen Spaulding. cookie sheet and bake for approximately 15 minutes.

Baked for four generations.

(Times will vary, depending on your oven and the thickness of the bacon.) Check the wraps and adjust them (so they don’t burn on one side) and bake about 10 more minutes until golden brown. Place the cooked wraps on paper towels to soak up excess oil and then 6 large baking potatoes transfer them to a serving dish.

Place them in a large pot and cover with small amount of 3 cups sugar water (about 1 ½ inches deep). Bring to slow boil, turn 2-1/2 cups butter down head to low and cover pan and cook for about 45 1 cup Brer Rabbit Gold Label molasses minutes until tender (do not overcook, potatoes will 1 cup corn syrup be too mushy). Remove potatoes from water and peel 3 eggs them when they are warm.

Place cubed potatoes into a 2 ½ quart overnight. Sprinkle dough with flour. Dough must be casserole dish. Pour the cheese mixture over the pretty hard. Roll out, cut with cookie cutters. Mixed Nut Bars 1 ½ cup flour ¾ cup brown sugar ¼ tsp. sale ½ cup butter 1 -12 oz. can mixed nuts ½ cup light corn syrup 1 -6 oz. pkg butterscotch chips 2 tbsp. butter or margarine • Press first four ingredients for crust in 9 x 13 pan. Bake at 350 degrees for 10 minutes. Sprinkle with nuts.

Melt chips, syrup and 2 tablespoons butter. Spread over crust and nuts. Return pan to oven and bake 10 minutes more.

Spritz Cookies 1 cup butter 3/4 cup sugar 2 1/4 cup flour 1/2 tsp. salt 1 egg 1 tsp. almond extract • Heat oven to 400 degrees. Blend butter and sugar. Mix in rest. Separate dough and add food coloring if desired. Place dough in cookie press.

Press onto ungreased cookie sheets.

Bake 6-9 minutes and remove from cookie sheet. Makes 5 dozen cookies.
