This Old Horse creates home base for retired racehorses

Mel-O-Dee Stables is now home to This Old Horse.

Mel-O-Dee Stables, located at 13151 Elmcrest Ave. N. in Hugo, has operated as a full-service equine facility since 1971. The 40-acre farm has indoor/outdoor boarding options as well as indoor and outdoor riding arenas. The past 13 months has seen a number of changes at the facility.

Last December, Reins of Love founder Cynthia Marx moved her operation from Isanti to Mel-O-Dee Stables.

Reins of Love provides refuge and rehabilitation for abused equine, as well as riding lessons and therapy services.

In March, Mel-O-Dee Stables owner Donna Meline passed away at the age of 90. The property was given to Jeff Carpenter, a Forest Lake Building contractor who had worked for Meline and her husband Howard as a youth and, as co-manager, had helped her keep the stables afloat during the recent recession.

After Meline’s death, Carpenter listed the property for sale. Marx and fellow supporters of Reins of Love had hoped to raise enough money through crowdfunding to purchase the property but were unsuccessful; the organization’s lease ended Nov. 30. Reins of Love will continue its mission in Isanti.

Carpenter explained, “My intent

was and is to continue on the Melines’ wish for the property to remain an equine facility. I had several interested buyers and met with them all.”

He added, “In the end, I felt This Old Horse was a quality nonprofit organization and the best fit for the Mel-O-Dee Stables property. There is no doubt in my mind Nancy (Turner) and her staff will be excellent curators of the property. Their passion for horses and people is genuine, and I am proud to be a part of the change.”

Thanks to Cadette Girl Scouts Hannah Johnson and Nikki Wuori, Mahtomedi now has two memorial gardens to honor those who have served the community.

In addition to Veterans Memorial Park (formerly known as Triangle Park) honoring Mahtomedi residents who served in the Armed Forces, Mahtomedi has a new memorial to our first responders.

To earn their Silver Awards, Johnson and Wouri created a memorial pole to honor the hard work and courage of first responders during the COVID-19 pandemic, as well as those who suffered from the disease.

"We first thought of this project in early June," Johnson said. "Nikki and I thought it would be a great idea to create something that would relate to today's problems, but would also be relevant in the future."

Johnson and Wuori thought it was "super important" to thank first responders for all their sacrifices during this difficult time.

The six-foot pole now stands beside the flag pole outside the Mahtomedi fire station on County Road 12. The pole will keep watch over the existing plaque honoring two firefighters — Robert Hays and Bruce Jamie Raeburn -- who gave their SEE GIRL SCOUTS, PAGE 12

Water Gremlin process would cut chemical emissions

The Minnesota Pollution Control Agency (MPCA) is hosting a virtual public meeting Dec. 10 to discuss a minor amendment to Water Gremlin’s air emissions permit.

The White Bear Township company is proposing to convert one solvent-based coater to a non-solvent curing process using ultraviolet light (UV). The proposed change will reduce potential emissions of volatile organic compounds like tDCE, the product Water Gremlin uses as a replacement to TCE, a carcinogen now banned in Minnesota.

The amendment is not to be confused with Water Gremlin’s major air permit, which is still being drafted by MPCA and expected first quarter of 2021 after numerous delays. Just for reference, the company submitted its new permit application to MPCA on Feb. 8, 2019.

The Neighborhood Concerned Citizens Group (NCCG), a small band of women keeping a watchful eye on neighboring Water Gremlin, are putting their thoughts together for official comment on the alternative process.

Members, minus co-founder Sherry Hastings, who has left NCCG to focus on her commercial real estate business,

are hopeful the UV process will result in cleaner air emissions.

“We’re open to it being a good thing,” said Kelly Tapkan at the group’s last meeting. “We feel we’ve been burned in the past, but this could really reduce emissions in our neighborhood.”

Water Gremlin President Scott Schulz describes the technology as “extremely promising.”

“Not only for the environmental benefits but testing to date has shown the coating outperforms legacy materials we’ve used,” Schulz said.

The former executive vice president of Water Gremlin was quietly named president July 1 after the departure of Junya Inoue. Schulz has been with the Japanese-owned company for 15 years. Okabe LTD acquired Water Gremlin in 2005.

Schulz told the Press that the company’s long-term goal is to eliminate VOCs from its coating operation. The UV process proposed in the minor permit could cut tDCE usage by 25%.

The 70-year-old company provides most of the lead terminal posts for batteries manufactured in North and South America. Other fabricated lead products include lead sinker weights for fishing and lead components of ammunition.

At their meeting, NCCG’s Tapkan touched on revised health-based values

for tDCE, the chemical that replaced TCE in Water Gremlin’s lead coating process.

The Minnesota Department of Health reevaluated tDCE using new modeling techniques, she said, and the result is a new chronic risk assessment figure of 20 micrograms per cubic meter, down from 70 micrograms used in the stipulation agreement the company signed with MPCA in 2019. The revised value will be incorporated into the new air permit; however, that’s not soon enough for NCCG. They worry the chemical is not well studied and would like the revised value incorporated as soon as possible into emission limits.

Schulz confirmed the new guidance level is proposed for Water Gremlin’s yet-to-be-completed air permit, but is not yet in effect for tDCE, a chemical

he described as “a non-ozone depleting solvent.”

A look at the company’s air emissions chart on MPCA’s website shows tDCE emissions are spiking but have dropped.

“We’re wondering if COVID has impacted production or if they’re reducing overall usage,” Tapkan questioned.

Asked about the drop, Schulz said there has been some impact in the marketplace from COVID but it’s “one of several moving pieces.” He did not elaborate.

MPCA staff will give a presentation at the Dec. 10 public permit meeting followed by a question-and-answer session concerning the proposed change. A comment period ends Dec. 17.

In January 2019, MPCA and the Minnesota Department of Health (MDH) investigated community exposures to an industrial solvent called TCE, used by Water Gremlin. The investigation shows the company failed to report accurate emission data for more than 15 years. For violating its permit and exposing surrounding neighborhoods to TCE levels above MDH’s benchmark, the company paid a civil penalty of $4.5 million. This updated map (January 2020) shows the area of TCE concern yields a slightly different shape than the previous map. This map, using data from the Crystal airport, shows the extent of annual average TCE concentrations above the health benchmark of 2 micrograms per cubic meter of air for the year 2018.

Stepped-up enforcement expected on lake

NAMES IN THE NEWS Loan Office of the Year 2020 Brandon Peterson, of Lake Area Mortgage, has been named the Loan Officer of the Year for 2020 by the Minnesota Mortgage Association. Peterson has been in the mortgage industry for 12 years, eight of which have been with Lake Area Mortgage. Since his start at Lake Area Mortgage, Peterson has increased his business by substantial margins year after year. Particularly in 2020, a year of record-breaking growth in the industry, Peterson is on track to double his business from the previous year. Chamberlain to serve as committee chair Minnesota Senate Republicans recently announced that Senator Roger Chamberlain (R-Lino Lakes) will become the chairman of the Senate Education Finance and Policy Committee when the new legislative session begins in January. Senator Chamberlain had previously served as the chairman of the Senate Taxes Committee.

“I look around the country and I see the success other states are having by thinking outside the box, and I want to bring that same creativity here,” said Sen. Chamberlain. “We can make a great education accessible to all Minnesotans-regardless of race, income level, or zip code-if we are willing to push ourselves outside our comfort zone.”

Sen. Chamberlain represents District 38 in the Minnesota Senate, which includes White Bear Lake, White Bear Township, and Dellwood.

WHITE BEAR LAKE — Once hunting season winds down and the lake freezes over, the area conservation officer will be targeting drunken drivers and fishing license and snowmobile enforcement.

That word of warning came from White Bear Lake Conservation District counsel Alan Kantrud, who said he will help coordinate DUI and snowmobile enforcement with the DNR and county sheriff’s department.

“Expect extra action on the lake this winter,” the attorney noted at the Nov. 17 district meeting.

“The DNR officer (Ryan Hanna) is excited about law and order,” Kantrud added, “and he’s a super good guy to work with. He did a nice job this season keeping things to a dull roar for a lake that is coming back. It was a nice season to have him out there.”

Speaking of ice, board member and lake quality chair Mike Parenteau said he’s retracting his prediction about a frozen White Bear Lake by Thanksgiving. Water temperature last week was 38 degrees, compared to 34 degrees a year ago at this time and mild weather is forecast. In 2019, the lake froze over on Dec. 2.

Lake level also remains unchanged from a month ago at 924.2 feet, according to Parenteau.

A letter to the board from a University of Minnesota researcher working on the impact of wake boats on lakes thanked the district for its philanthropic gift in support of the St. Anthony Falls Laboratory Healthy Waters initiative. Jeff Marr is lead investigator on the multiyear project. The district contributed $2,000 to the initiative’s crowdfunding campaign, which Marr said exceeded its goal.

“This is evidence of the broad public interest in this topic,” he wrote, adding that 200 individuals and groups invested more than $132,000 in the research. They are evaluating boat models for wave wake size and propeller wash energy and the impact on spawning habitat, bottom sediment, vegetation and shorelines.

Board member Scott Costello said it was likely filamentous algae, or pond scum, which is the “result of zebra mussels adjusting what algae is available in the lake.” The algae can form “big globs” that float on the surface; it is not detrimental to the lake.

University of St. Thomas also seeking to endow chair in Tousley’s name MINNEAPOLIS – The Minnesota Real Estate Hall of Fame announced Nov. 20 that it will posthumously induct the late Herb Tousley, who headed the University of St. Thomas’ nationally renowned real estate program from 2014 until his death in January 2020.

Tousley was a commercial real estate veteran with decades of experience and more than $80 million in develTo sle oped properties to his name Herb Tousley when he became an adjunct real estate professor in the Opus College of Business at St. Thomas in 2003. A popular instructor with a passion for educating upcoming real estate professionals, Tousley was appointed director of the master degree in real estate and the Shenehon Center for Real Estate in 2009. In 2014, Tousley was promoted to head of the department, the only program in the Twin Cities that offers both an undergraduate degree and a graduate certificate in real estate.

Under Tousley’s leadership, the real estate program eventually doubled its enrollment, and in 2019 it was ranked sixth in the nation. In 2018, Tousley was called a Minnesota Icon by Finance & Commerce, and last

year he was named a distinguished fellow at the NAIOP Research Foundation, one of the commercial real estate industry’s leading think tanks.

President-elect challenges

E NOW HAVE a president-elect who has the great challenge of uniting the country. It may not be possible.

The close election tells me that the battle isn’t over. The letters to the editor will diminish, the yard signs are put away and television commercials will go back to medical remedies and Christmas gifts and things you can’t live without.

For Minnesota and Wisconsin, there were very minor balloting issues. The bar code system prevented voting twice, and the counting began in advance of Election Day, which provided early results without delays.

The Payroll Protection Program earlier this year saved many small businesses and jobs. It saved several of our small newspapers from closing. We worked hard to keep everyone employed and our staff worked hard to shift gears as needed and fill in for each other. Technology also as many could work from home.

IT WILL TAKE time before we know the results the Senate races in Georgia. It seems to me we have a healthier government when it is divided by political parties. History has proven the stock market and the economy does better when no one party controls the presidency, Senate and House of Representatives.

ARE WE AT a point in politics where we need term limits? It appears to me that people are running for office on the national level to grow their wealth rather than serve the best interest of the American people. I also think our government has become so large that it is impossible to maintain accountability.

THIS SUMMER MY wife, Kathy, purchased a Mother of Thousands plant from Deb Urban at Urban Nursery in Vadnais Heights. The succulent produces babies on each leaf. Not being able to throw the babies away, Kathy carefully planted them in small pots and brought them to Florida to distribute to friends. It has become an interesting and fun conversation subject among many who are not familiar with the plant.

uckle up, America. U.S. Supreme Court Justice Samuel Alito may well have pulled the “start” switch on the First Amendment’s legal equivalent of a popular carnival attraction, the Tilta-Whirl — a wild, spinning legislative ride propelled by a revolving wheel of judicial review.

In a speech Nov. 12 to the conservative Federalist Society, Alito offered a list of grievances about the state of individual rights in America, with a special focus on the freedoms of religion and speech.

Alito was very critical of a 5-4 Supreme Court decision this summer that rejected a church’s objection to Nevada’s COVID-19-based restrictions on Movers & attendance at religious services.

Shakers He pointed out that Gene Policinski casinos in that state were limited to 50 percent capacity, while houses of worship were subject to a smaller, flat 50-person limit.

Following the court’s legalization of same-sex marriage, which he opposed, Alito predicted vilification of those opposing the decision. In his speech, Alito claimed that “You can’t say that marriage is a union between one man and one woman. Until very recently, that’s what the vast majority of Americans thought. Now it’s considered bigotry.”

A second justice, Clarence Thomas, has twice this year called for the court to revisit — and perhaps reverse — a landmark 1964 free speech and free press case, New York Times v.

Sullivan, which generally rules out successful defamation lawsuits by political or public persons without evidence of “actual malice.”

A new, 6-3 conservative balance on the court may provide additional support for both Alito and Thomas and for the construction of new legal shields based on religious views against anti-discrimination laws. The court will rule next spring in Fulton v. City of Philadelphia, involving that city’s attempt to withhold public funds from a Catholic social work group which refuses to consider same-sex couples when placing children for adoption.

Both Republicans and Democrats in Congress seem intent on reviewing First Amendment rights and special legal protections under Section 230 of the Communications Decency Act, now enjoyed by Silicon Valley tech companies. The changes would target social media giants such as Twitter and Facebook and perhaps even attempt to reduce Google’s dominate position among search engines.

Advocates say changes and limits are needed to ensure diverse viewpoints. Removing some or all of those protections, the companies argue, would force them to adopt draconian restrictions on what we freely say online in these 21st century equivalents of the colonial public square.

Congress also is expected to quickly take up other complicated, “First Amendment-ish” aspects around free speech on the web — that is, balancing the need to fight misinformation and distortion of facts online with unfettered access by individuals to this new, electronic version of the public square.

Freedom of the press will continue to be beset by both critics who would diminish its First Amendment protections and those advocates who would save independent American journalism by inserting government into the unprecedented role of at least a partial funder.

And within the First Amendment scholarly community itself, there is growing sentiment that the original 45 words, adopted in 1791, need to be reworked and revised to meet the challenges of a modern, 24/7 globally connected planetary society.

Even the relatively new doctrine of “government speech” is gaining ground — that government itself has free speech rights, as in what slogans are banned from state-issued license plates, or which religious symbols are allowed in public spaces. As it happens, Justice Alito has played both a major role in court decisions advancing the doctrine, but also cautioning against its overuse.

For nearly 100 years, First Amendment law has been largely focused on protecting the free expression of individual viewpoints, particularly those considered “fringe” or “extreme.”

Now in vogue: Claims to a “right” not to hear someone’s views.

Many of these new voices and approaches in the marketplace of ideas echo Alito’s basic pitch: It’s time for conservative views and limits to take over from what they see as overly broad, liberal expansions across the five freedoms.

Keep both hands and feet firmly inside the whirling legal constructs, dear fellow citizens.

And pay close attention to what people are saying in the upcoming debates over balancing our core freedoms with other values.

Hang on through the ride and listen to the debates as if the very meaning and application of the First Amendment for the next generation depends on it — because it will.

LETTERS TO THE EDITOR Rush Line chorus I would like to be a member of the chorus along with Greg Lees, Cindie Bloom, Evelyn Ecklund and Kit Artig. I concur with what these citizens have articulately indicated.

I would like to also add that my family moved to downtown White Bear Lake over six years ago. We ensured our home fit in with its surroundings. With the Rush Line Bus Rapid Transit (BRT) Project coming through, my new view from my front porch will be buses coming and going every 10 minutes—early morning until late at night (I can see Hwy 61). Could you really imagine this for your family? I sit on my front porch all summer long. This is not what we anticipated when we moved to a quaint, nostalgic and beautiful small downtown.

Another issue I noticed is the schematics of the transit station appear to be in the middle of an open field of acres. I would like to see a realistic drawing. Also, Hwy 96 has an area (near Casa Lupita) that has been empty for as long as we can all remember.

This location is accessible to both the shops in that area as well as downtown with no residential homes around. Why not set your sights on that area? Please listen to the community and to the people who live in our beautiful town.

National popular vote Joe Biden got nearly 6 million more votes than Donald Trump in the Nov. 3 election.

Yet, three weeks after the election, Donald Trump is still contesting the election and attempting to persuade electors in certain states to vote contrary to their state’s election results.

There has been a movement underway for several decades to elect our president the way all other candidates are elected to office — by winning a majority of the votes. National Popular Vote is an organization that has been leading the fight to persuade states to join an Interstate Compact, an agreement that requires each member-state to award all its electoral votes to the presidential candidate who gets the most votes nationwide.

To date, 15 states and the District of Columbia, accounting for 196 electoral votes, have joined the Interstate Compact. The compact goes into effect when enough states have joined so that at least 270 electoral votes are accounted for, enough to win the presidency.

This could very well happen before the 2024 election.

The movement in support of such a compact has wide support. Republicans, Democrats, business executives, the League of Women Voters, citizen groups, all support a national popular vote. With a national vote, voters in all states will matter, not just those in battleground states. A national vote would encourage a larger voter turnout and would make foreign interference in our elections more difficult. A state law is required before a state can elect to join the compact. In Minnesota, the House of Representatives passed a bill in April 2019 to do that, but the Senate has not passed a corresponding bill. Contact your state senator (such as Chuck Wiger and Roger Chamberlain) and ask them to become knowledgeable about this matter and to consider passing legislation to have Minnesota join the National Popular Vote Interstate Compact.

Urban still maskless When I read the letter to the editor in the Nov. 11 edition of the Vadnais Heights Press

by Michael J. Werner, stating that we have a council member in Vadnais Heights that does not wear a mask during council meetings, I thought to myself, this can’t be true.

We are in the middle of a pandemic and the trajectory of Minnesota’s numbers are shocking, so surely no elected official would think this was appropriate.

I sought out clarification for myself that Council Member Greg Urban is choosing to go maskless at council meetings. I asked the

mayor, a city administrator and Mr. Urban himself via email. In a very timely manner, I heard back from our mayor, who in her email stated she always wears a mask. “As a leader in the community, it is important to me to model safe behaviors and follow the rules.”

I heard back from the city administrator, who explained the exemption in the governor’s order that Mr. Urban was using to go around the mask mandate.

However, after three requests, Mr. Urban has not given me the courtesy of a response nor an explanation for his maskless behavior. We are all being asked to be responsible citizens during this pandemic to help stop the spread and trajectory of a virus that is stretching our health care system to the brink and pushing our health care workers over the edge. Yet, we have an elected official who thinks his maskless behavior is appropriate (even against all medical advice) and does not have the common courtesy to answer his constituents.

I am very disappointed and concerned with this type of leadership — or should I say, lack of leadership.

Vote bond referendums during general elections I was at one of the over 125 public meetings conducted by WBLAS Superintendent Dr. Wayne Kazmierczak in 2019 well in advance of the Nov. 2019 election date. It was suggested that the school district delay the vote on the district's bond referendum until the November 2020 election date to give more voters the opportunity to weigh in on the proposal. This suggestion was summarily rejected by the district officials. They purposely wanted to have the bond referendum voted on by a small partisan electorate in November 2019.

I noted City Manager Ellen Hiniker's report to the City Council revealed that 96% of registered voters in White Bear Lake voted on Nov. 4, 2020. Thousands more voters would have expressed their will by approving or rejecting the bond issue.

Thousands of voters did not vote in 2019, but this was completely predictable based on off-cycle elections. And chosen specifically by the district for that reason. I'm unsure how 96% of the White Bear Lake voters, let alone Vadnais Heights and Hugo voters, might have voted on the bond referendum. I felt that approving the largest bond issue in Minnesota history was a huge stretch and should have been rejected. Then the district would have either retooled the proposal or resubmitted the bond proposal to the public at the November 2020 election.

And now Superintendent Kazmierczak has been named Superintendent of the Year by his peers for lots of laudable reasons and his achievement of getting a small number of voters to approve the largest bond referendum in Minnesota history.

It is my recommendation that taxing districts, like school districts, be required to submit referenda only at general elections every two years. In 2022, at the November election we will be voting for Congressional District representation, state representatives, and perhaps a state senator. This is the appropriate time for the electorate to consider school district and other worthwhile taxing proposals.

Respect others, wear a mask I need to say this. The other night I went to the self-serve laundromat here in White Bear Lake to wash my deer hunting clothes.

On arrival, I saw a young woman inside near the door, on her phone. No mask. I stopped outside considering my options. She stared, rolled her eyes, and turned away, laughing now; probably sharing a joke about the dumb old guy with the mask who is all scared of COVID. So … I couldn’t go in without subjugating my “right” to enter a private business to her “right” not to mask and play Russian roulette with a killer virus. I decided to play safe, go home and ask permission from my wife to wash my stuff at home.

That was an inconvenience for me, caused by someone else’s self-centered rudeness

and cost the laundromat a customer. It also could have put me in the doghouse at home, save for my wife’s graciousness. But it could have been much worse had I made a different decision. My count of people I personally know who’ve had COVID is over 30 now.

About half had mild symptoms. Others got quite ill. Twelve were hospitalized. Of those there were eight seniors, three in their 50’s.

One was 27. Eight died: six seniors, two in their 50’s with no pre-existing conditions and who had young children.

So, it’s just a conspiratorial hoax huh?

Just a bunch of media hype, eh? And your rights are getting trampled on, poor thing.

Well, I’m tired of being nice about this.

You’ve a right to drive a car. But not in a manner that endangers others. You have a right to shoot guns, but not where your stray bullets could kill someone. In like manner, you have no “right” to ask me to conform to your level of willful ignorance on this pandemic and go about in public places without taking reasonable precautions to protect others.

Wear a damn mask. If this feels disrespectful … well, expecting me to bow down to your “right” to endanger others is about as disrespectful an attitude as I can imagine. So, I guess we’re even.

COVID fight requires cooperation With Gov. Tim Walz's recent executive order and new rules, many students, parents, and families are understandably upset. I would like to bring attention back to the reasons that these new restrictions are needed — and how as it may be upsetting in a sense, we need these restrictions to keep us safe.

The cases of COVID-19 in Minnesota have been rapidly increasing, many of which have been linked to bars and restaurants; 192 confirmed cases have been connected to sports practices and events. As a former student athlete myself, I know how frustrating it can be to have restrictions on your sport, and I sympathize with the athletes that are struggling right now. However, we need to consider our priorities. As of right now, we are averaging over 100 cases per 100,000 residents each day. Hospital beds are filling up fast, and masks aren't being monitored in public places the way that they should be. I do believe that the district should offer more support to student athletes at this time, but we have to keep in mind that the restrictions that are in place right now are only going to slow the spread of the virus if we are responsible and mature enough to follow them.

Please remember to stay safe, be responsible and follow state mandates so we can go back to school, play our sports and live our lives. This can and will only happen with everyone's cooperation.

Response to Annemarie Foley I would like you to know how happy I am that Tim Walz is Minnesota's governor. He, along with other leaders such as Commissioner Malcom and Director Ehresmann, have exhibited strong, scientifically based leadership during the COVID-19 pandemic.

They have clearly and regularly communicated with the people of Minnesota.

No one wants to have schools, restaurants and bars and other businesses closed.

Initially, our state leaders worked to try to slow the spread of COVID-19 using the best information available. As scientists learned more about spread and the spread slowed, reopening began. Unfortunately, there is now uncontrolled spread — in large part due to people who didn’t follow recommendations to wear masks, maintain social distance and quarantine when ill.

Schools have made the difficult decision go to distance learning due to COVID-19 spread — you can’t educate students when many of the teachers and students are out due to illness or need to quarantine. The governor doesn’t want to close restaurants and bars, but when you look at the data, that is where many people become infected with COVID-19. Our hospitals are at a crisis point. Leaders need to take action to try to slow the spread of COVID-19.

I choose to follow the science and support

our state leaders. We are fortunate to have the leaders that we do!

Governor doing commendable job In response to Annemarie Foley’s evisceration of Gov. Tim Walz, perhaps she should present facts.

The initial shutdown was to head off a health care disaster. We came through it and things did reopen, with mitigation in place. The point of shutdowns is to prevent overloading the health care system. As we stand now, the system is on the brink with little room and personnel available for other emergencies, such as car accidents, strokes, etc. As for other cold weather states who have not shut down, they are not doing so well now, either. We know that the Sturgis Rally in South Dakota led to a spread of COVID into multiple states, and even led to death. Any responsible administration would do whatever is possible to prevent illness, sinking the health care system, and death.

Re: Trump’s visits: We know his visit to Bemidji resulted in spread among the crowds, so why would we encourage similar events? It is likely that Trump visited Duluth while infected. The governor has a right to protect the state from reckless spread of a dangerous virus. The president himself did not show caution in this regard.

Re: The National Guard. The president did not bring out the Guard. The governor did, when it was clear the mayor of Minneapolis could not control the situation. Once dispatched, along with a curfew, the unrest settled. The policing issues in Minneapolis are for that city to sort out under capable leadership.

The truth is that if the citizens of this state and country had the will to pull together, we could have averted a long-drawn-out pandemic disaster. Look at New Zealand and Australia.

In my opinion, Gov. Walz has done a commendable job in a challenging situation that includes a pandemic, social unrest and economic strain, while under fire from politicians and citizens alike.

My kind of governor In response to last week’s letter to Gov. Tim Walz: almost every statement is inaccurate and dangerous. Even Republican leadership is acknowledging (finally) the scope and devastation of COVID-19, and is now working with Dems in strategizing policy and developing financial relief for the hardest hit.

Walz may now regret having agreed to compromise in a spirit of working with both sides of the aisle, and putting faith in Minnesotans to mask up and distance without mandates. That didn’t work.

In recent weeks, states — mostly led by Republicans — “who trusted their citizens to do the right thing” have the fastest rising rates of positive tests and deaths, perhaps most notably South Dakota.

Current news providers have accurate information the writer seems to lack, including world dismay at the USA’s poor response, which totally lacked national coordination. Now, finally, Walz and other state and national leaders — Democrats and Republicans — are in sync in following science and health recommendations with targeted, strategic shutdowns. For example, indoor restaurant dining causes more spread than quick trips in and out of liquor stores.

Kudos to Walz and bipartisan leaders, who will soon announce aid to assist Minnesota businesses hit hardest by the shutdowns.

The USA is approaching 300,000 COVID deaths. Minnesota has over 3,400 of those, including 72 on Nov. 24. Is there any death total that would be unacceptable to the writer?

Most of us have close friends and relatives hit with COVID; the highest increase has been to the 20- and 30-somethings. Many are fighting for their lives and some have died.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Offi ce reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • A St. Paul man, 42, was arrested Nov. 15 at the Kwik Trip in the 3200 block of Highway 61 on several OOC warrants out of Goodhue County.

• A Vadnais Heights man, 28, was arrested Nov. 15 in the 900 block of County Road D for misdemeanor domestic assault.

• A Maplewood woman reported a wallet containing credit cards stolen Nov. 15 and used fraudulently at a business in the 800 block of County Road E. The credit cards were canceled.

• A Vadnais Heights woman, 54, was arrested at 10:09 p.m. Nov. 15 in the area of Labore Road and County Road D for third degree DWI, after Ramsey County Sheriff’s Office deputies stopped to investigate a vehicle stuck upon a small snowbank. The driver appeared under the influence, performed poorly on the field sobriety test, registered a portable breath test of .2 and refused a breath test advisory.

• A White Bear Lake man, 33, was arrested Nov. 16 in the area of Arcade Street and County Road E on a Ramsey County warrant.

• A resident in the 4100 block of Hemlock Lane reported an exhaust system component taken from the undercarriage of his vehicle overnight

Nov. 16-17. The loss was estimated in excess of $1,500. No suspect information is available.

• A Savage man, 22, was arrested Nov. 17 on Edgerton Street for domestic assault, after he took his girlfriend’s phone and car following his attacks on her. A Keep Our Kops Safe alert went out for the suspect, and he was located via phone tracking. He now faces two counts of felony domestic assault and assault with a dangerous weapon.

• A Stillwater man, 25, was cited Nov. 17 in the 1000 block of County Road D for driving without a valid license, after deputies responded to a disorderly conduct complaint from a multi-housing complex. A trespass notice was served on him and his companion, a St. Paul woman, 21.

• A motor vehicle stolen out of St. Paul was reported found Nov. 19 abandoned at a business parking lot in the 3300 block of Highway 61 and towed.

• A San Jose, California woman, 19, was arrested Nov. 20 in the 3200 block of Highway 61 for DUI, after deputies were dispatched out on a report of two persons in a store appearing impaired and about to drive. During the traffic stop, the driver failed the field sobriety test and the portable breath test. While the driver was booked at the law enforcement center, the passenger was given a courtesy ride to Hugo.

• A St. Paul woman, 39, a Chicago, Illinois man, 20, and a Minneapolis juvenile female on Nov. 20 were all “trespassed” from Famous Footwear in the 900 block of County Road E for disorderly conduct and theft.

• A resident in the 900 block of County Road D on Nov. 20 reported accounts being opened using her personal information. Deputies advised her on steps to restore her identity.

• Rudy Luther’s White Bear Motors in the 3500 block of Highway 61 on Nov. 20 reported a shopper for asking to have a vehicle started up to listen to its sound system and driving off with the vehicle when the salesperson returned to the showroom. The vehicle was entered into the National Crime Information Center (NCIC) database and recovered by Roseville Police at 4:45 a.m. Nov. 24.

White Bear Township • A White Bear Township man, 34, was arrested at 3:05 a.m. Nov. 15 in the 4500 block of Grace Street on a warrant, after deputies were dispatched out to a domestic involving two brothers. The White Bear Township woman, 66, with him was also arrested for obstruction. Deputies drew their duty handguns and displayed their Tasers during the incident. A report was sent to the county attorney for consideration of charges.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood • An unknown motorist was cited at 2:45 a.m. Nov. 6 for speeding on Dellwood Avenue.

Birchwood • A Wildwood Avenue resident reported an unknown person for burning the Trump sign in his yard overnight Nov. 3-4.

• A Cedar Street resident reported his Ring video capturing two males who approached his vehicle overnight Nov. 3-4 and left after they looked up and saw the cameras.

Washington County Sheriff's Office deputies advised the complainant they could contact the detective working on vehicle tampering cases in the area. Three Birchwood residents also reported thefts from or rummaging through their motor vehicles overnight Nov. 3-4. The incidents occurred on White Pine Lane, Wildwood Avenue and Birchwood Avenue.

• Theft from a construction site was reported Nov. 2 in the 7000 block of Lone Oak Trail N.

Elmo Avenue N. for speeding 70 mph in a 55 mph zone by westbound deputies in their unmarked squad, who clocked him on radar. When asked if everything was OK, the driver said he was just going to his grandfather's house and didn't pay attention to his speed.

• An eastbound motorist was cited Nov. 3 on 75th Street N. and Lake Elmo Avenue N. for speeding 71 mph in a 55 mph zone by westbound deputies in their unmarked squad, who clocked him on radar. When asked if everything was OK, the driver said he was late for work.

• An unidentified driver was arrested Nov. 6 on Lake Elmo Avenue N. and Highway 36 for misdemeanor fourth-degree DUI after deputies were dispatched to the scene of an accident. The subject admitted to drinking prior to driving and performed poorly on the field sobriety tests with a 0.135 blood alcohol content.

• An anxious voter was cited Nov. 3 on 75th Street N. and Kimbro Avenue N. for stop sign violation after making a right turn at the stop sign without stopping fi rst. When asked why she didn't stop, she said she was on her way to vote and was anxious.

• A resident of El Salvador was cited Nov. 6 on Highway 36 for driving after revocation and using a cell phone while driving after westbound deputies observed him on the highway with a cell phone up to his ear. The driver admitted to both infractions.

• A grandson was cited Nov. 3 on eastbound 75th Street N. and Lake

Open letter from county and health care leaders Dear Community Members: Washington County cases of COVID-19 continue to increase, with our highest daily case count in the pandemic thus far occurring on Nov. 14 with 420 new cases identified. Our county’s 14-day case rate continues to rise at an alarming pace, with our last reported count at 118.9 cases per 10,000 people.

The rapid increase in COVID-19 cases

is affecting hospitals across the region, including Lakeview and Woodwinds hospitals in Washington County. While health care systems are in a better position than they were in the spring to deal with high COVID and non-COVID caseloads, they are facing significant stress. Hospital beds and intensive care units are reaching capacity. Most importantly, hospitals are experiencing staffing shortages as health care workers need to quarantine or care for their family members.

Data shows that most virus exposures are happening outside of the health care setting.

Together with our partners at HealthPartners and M Health Fairview, we are calling on all residents to do their part to slow the spread of COVID-19 in Washington County.

Health care workers have been working tirelessly for more than eight months to care for those most in need. During this challenging time, we must come together to support one of our community’s valuable resources, the health care workers serving our community.

While we work toward having a vaccine and more effective treatments, research and data help us to make informed decisions about the best tools to prevent new infections. The recommended and proven public health prevention strategies include: • Stay home when you’re sick and waiting for COVID-19 test results • Avoid gathering with people you don't live with • Wear a mask in public and around people you don't live with • Stay at least 6 feet away from others • Wash your hands often When you take these steps, you’re supporting health care workers and protecting your loved ones, your friends, your neighbors and yourself.

Thanksgiving … a time for caring and sharing Just prior to Thanksgiving, the Rotary Club of White Bear Lake received an email from a mother residing in California, requesting a Thanksgiving meal for her daughter, who resides in Minnesota.

The mother had Googled “Thanksgiving Meals-on-Wheels” in Minnesota and found a 2019 news article about the Thanksgiving Meals-on-Wheels 2019 program, organized each year by Bill Foussard, proprietor of Rudy’s Redeye Grill; there was also reference in the article about the Rotary Club of White Bear Lake. (It’s unfortunate this year that “Thanksgiving Meals-on-Wheels” was canceled due to COVID.) The Rotary club secretary forwarded the request to Bill Foussard, the Thanksgiving Meals-on-Wheels guy and Rotarian extraordinaire, and to me, chair of the WBL Rotary Club’s Community Service Team. I was able to track down the daughter’s name/address and I contacted her. This information was provided to Bill and he made the meal happen for this family! Bill reported she was so humbled and so very appreciative of this gesture of kindness.

The daughter is a single mother of five

children, aged 4 months to 15 years old. She is currently going through a divorce, has a job working midnights and is struggling financially. This is an all-too-common scenario and those of us that are more blessed have a responsibility to reach out to those in need.

This is just one example of how caring individuals like Bill and others in our White Bear Lake Rotary club are always reaching out to those in need and “doing good in the world.”

Many thanks to Bill for making a difference in so many people’s lives each Thanksgiving with the meals served. Bill truly exemplifies Rotary’s motto of “service above self” and making a difference, one person at a time. For me, I am thankful to have been a small part of this.

Can’t make ends meet The coronavirus pandemic has greatly affected me and my family. I have a fourth and sixth grader and because the virus is getting worse, all the schools are going to distance learning. Therefore, it is hard for me to find any kind of employment that fits my needs as a single mother. I lost my job and I only rely on $76 a week in unemployment until it runs out in December. I am at the point that I don’t know what to do and I don’t know who to turn to. I watch the news daily to see if the government will finally make a deal for a stimulus package and each day I get more worried about my circumstances. I wish I had people who could help me and my kids, but I don’t, and that’s what hurts the most.

Charles (Chuck) David Hunt Died suddenly on November 19, 2020. He is survived by his loving parents David and Susan Hunt, brothers Joe (Becky) Hunt, Sam (Stacey) Hunt, sister Kate Hunt, two nieces Ivy Rose and Kayle Jo Hunt and nephew Ethan Holmstrom; many aunts, uncles, cousins and good friends.

Chuck graduated from White Bear Lake High School in 1991, was manager for the White Bear Hockey team; attended LaCrosse University, WI and University of Northwestern Roseville, MN; worked for Ameriprise Financial for the past 23 years.

He loved sports, all of the Minnesota teams. His greatest love was the White Bear Lake Lions Club, especially their annual shows which he wrote, show chaired, directed and starred in.

A private family funeral will be held at Arlington Hills Lutheran Church on Friday, November 27 at 1:00 p.m.. A Celebration of Life will be held at a later date.

Age 97 Lifelong resident of White Bear Lake, MN Mother, grandmother, great-grand mother, and friend to many. Passed away on November 22, 2020. Preceded in death by her husband of 69 years, Richard O. Long, son Thomas Long, daughter-in law Jeanie Long, parents Horace and Josephine Gorton, three brothers and one sister. She is survived by children Richard O. Jr. (Dianne), Michael (Christine), Mary Jo (Bob) Miller, Sandy (Charlie Campbell), Barb (Mike) LeVasseur, John (Cynthia), Steve (Mia), 15 grandchildren and 25 great-grandchildren.

Josephine loved to sing and play her guitar which was the main entertainment at family gatherings.

She sang in her church choir, Schola, and the Silver Harmony Singers. She was an avid garage and rummage sale enthusiast and was better than Sears at finding and delivering items her family requested.

She and Dick loved living on Bald Eagle Lake and watching the glorious sunsets where the lake provide endless entertainment for her large family.

Mahtomedi school board vacancy filled

The Mahtomedi school board at its Nov. 19 meeting interviewed five candidates for the seat left open by the resignation of Mike Chevalier and unanimously appointed Tony Vosooney to that vacant seat. Vosooney will serve the remaining two years of Chevalier’s second four-year term.

A stay-at-home parent for the past 10 years, Vosooney previously worked as a chemist and high school teacher. He moved to Grant seven years ago and has two children in Mahtomedi schools.

During those seven years as a resident of the district, he volunteered extensively in Early Childhood Education, in the Parent Teacher Organization, on the Planning Team assisting in developing the strategic plan, on the Administrative Restructuring Task Force and as community member of the District Curriculum Advisory Committee.

Board Member Judy Schwartz said that the community had already vetted him well. “He tossed his hat into the ring and ran for election,� she said. “He got more votes in the election than I did.�

Board Member Kevin Donovan noted that Vosooney has been engaged over the years on committee work with the schools whenever he had the opportunity to volunteer. “He has been coming to school board meetings in past month, taking notes, and learning about the dynamic of the board and its work,� he said.

The board enjoyed an impressive applicant pool for the vacancy on the board, Board Member Stacy Stout noted.

Wild Mountain Ski Patrol welcoming infusion of youth

During a meeting of the Wild Mountain Ski Patrol in October of 2017, assistant director Matt Haberman noticed a preponderance of silver and white hair among the patrollers.

All that “snow on the roof� got Haberman thinking.

A year earlier, 15-year-old Izzy Vazquez had asked to join the group, due to her strong interest in health care and love of skiing. The aging patrollers were delighted with the skills and zest she brought to their operations.

So, why not try to find a few more Izzy’s? “It was then that I began a dialog with Jeff Olsen, our patrol director, about bringing in young people to our patrol,�

Haberman said.

After a few texts and dialogues on the project, the duo decided to go ahead.

They started to brainstorm it in January of 2018 and got moving with two Open Houses for young adults that fall for the purpose of recruiting teenagers.

Young Adult Patrol currently has 10 members, supervised by Brad Peterson of the Wild Mountain group. “Young Adult Patrollers develop not only emergency skills,� said Haberman, who supports the group along with Jeff Olsen and Craig Johnson. “They also develop greater confidence, leadership, quick problem solving, seamless teamwork skills and a deeper understanding of collaboration.�

Taylen Peterson, Brad’s daughter, had an emergency rescue situation at Northstar Stables in Stacy this summer where she was able to help a woman she saw suffering from a seizure on a picnic table, surrounded by panicked adults.

As reported in The Lowdown, Peterson moved the woman from the table to the ground (so she wouldn’t fall), checked for neck injuries (none), and lifted her head to open her airway, while speaking with a 911 operator after the Northstar owner handed her the phone. A helicopter arrived but was not needed by that point, and the woman was driven to the hospital by EMT’s. “The owner kept thanking me and asking me how I knew so much,� she said. “I told her I’m a ski patroller.�

very emotional, gripping stories,” Barnaal explained.

“There was a very interesting line that we all had to draw and dance on as we created this. We didn’t want any false representation or any assumptions to be made. We wanted to create a magazine that shed a light into what we experienced and the great stories and the people that we met.”

Harville said her favorite story she wrote was about a woman named Santro, a community leader in her village. “Almost all of the women that we spoke with were in some way abused by their husbands or someone in their family,” she said.

“Santro was super inspiring because she would find ways to support women in her village by helping them get jobs at a child care center, and by encouraging them to stand up to their husbands. She was the strongest woman I have ever met because she just seemed so courageous and not afraid.”

Barnaal was a designer and photographer. One of the stories his team created was about a Roti bank that provides about 300 free meals a day to those in need. A quote from that story that stuck with Barnall was, “My wish is to do something for the society. I want to help someone.” Barnaal explained, “He wakes up in the morning and is just giving. Just seeing that this guy’s biggest goal was to help others, that was something truly amazing that I was able to find in my story.”

Both Harville and Barnaal learned valuable life lessons on the trip.

caste dynamic when we were there, because that was something I learned a little bit about in middle school history class, but I didn’t really think about it still affecting people’s lives,” Harville explained. She recalled a moment when her Indian partner asked her why there had never been a woman president in the U.S. “I remember being like, ‘I don’t know.’ I hadn’t seriously questioned that, I kind of had just always accepted that that was the norm,” she said. “I was struck by her. She was never willing to just accept things. She is from the lowest caste and she is constantly being treated horribly, but she was never one to accept injustice.”

Harville found herself thinking about that woman and what she would do after the riots and protests broke out after the death of George Floyd.

Barnaal said, “I really learned to let my guard down and be optimistic about the situation. I learned to pull yourself into those uncomfortable situations … and to be present with what is around you.”

Harville will graduate in May. She is not sure exactly what career she will pursue just yet, but she hopes to travel to other places and create something, like a book or magazine.

Barnaal will graduate next year and plans to go into the design field. His dream is to one day open up his own design firm and to help “people see things for what they truly are instead of a monetary value.”

Two area college students decided a “less touristy” study abroad experience in a remote village in India would be more meaningful to them than going to France, Spain, New Zealand or the United Kingdom.

Bethel University senior Emma Harville and junior Brandon Barnaal took a life-changing trip to India in January to help publish Textura, a 136-page magazine. Harville, of Lino Lakes, is a 2018 Centennial High School grad; Barnaal is from Hutchinson, Wisconsin, and currently resides in White Bear Lake.

“I knew it would be different then a lot of other study abroad trips. We only did a couple days of touristy stuff and then reported almost every day,” Harville explained. “I think you could ask anyone on the trip, and they would say that the days that we did touristy stuff were some of worst days of the trip, because we just loved hanging out with the people that we met and building relationships with them.”

Following their arrival in India and a few days of sightseeing, the group of students took a 3 1/2 hour bus ride to Haryana, a remote village situated between New Delhi and the Himalayan mountains.

The students split up into teams made up of reporters, photographers, designers and Indian partners, who served as translators to remove the language barrier. Harville said one of the highlights of reporting was how much time they were able to spend with their subjects.

“Something that we don’t get to do when we are reporting here, is to really spend time with sources and just hang out with them. Before we started doing the heavy interviewing, we experienced life with them. They would cook us meals in their home and we would just sit with them,” Harville recalled.

“We didn’t want it to be this herd of white students from Minnesota dropping in to a remote village and then leaving. It really wasn’t like that at all. We built relationships with everyone we met and really got to know them.”

The students quickly began to discover that many of the stories would be tough to tell — stories of injustice, abuse and poverty.

“The stories that we pulled were heavy hitters,

Village pieces added to landmarks in miniature Two historic buildings replicated to scale just hit store shelves at The Medicine Chest. The Erd-Geist Gazebo and the old post office join last year’s winter village pieces, the Fillebrown House, White Bear train depot and White Bear Town Hall.

Store manager Lindsay Schlichting consulted with the White Bear Lake Area Historical Society’s Sara Markoe Hanson, who agreed the new additions were good choices. Schlichting works with the society to make sure the detailed miniatures are historically accurate.

One of the new pieces is a replica of the city’s first permanent post office, completed in 1940 on land purchased from the Northern Pacific Railway at the south side of Washington Park facing Third Street.

In the late 1970s and early 1980s, the old post office building was a popular restaurant and bar called Bobbies in the Park. Premier Bank bought the building in the late 1980s after the post office relocated in 1976 to Fifth Street, renovating both interior and exterior.

A second addition is the iconic gazebo built by Thomas Erd as a wedding present for his daughter Anna and her husband Emil Geist in 1883. When the two-story structure fell into disrepair, the White Bear Lake Women’s Club raised money for its restoration on the condition the structure be moved to Matoska Park. That was 1974.

Schlichting said there are still a few models available from last year’s collection. The depot sold out, but she added a second edition in 2020.

She wasn’t sure there were going to be new additions in this pandemic year. “We hit a few snags,” Schlichting admitted.

“At the end of last year, we found out our vendor sold to a much larger company called Old World Christmas.

That made me nervous about the future of the project,” she said. “I knew working with a company of that size would make it harder to communicate. I knew they would make us purchase more buildings and that it would move overseas. All of that came true.”

The Medicine Chest was obliged to order 350 buildings instead of 150 like last year, but Schlichting noted she’s happy with the quality and the design detail.

The store manager has a few ideas for next year’s holiday additions but isn’t saying. She does hope people stop in and purchase a piece(s) for themselves or as a gift. “I believe in this project,” Schlichting said. “We want to keep it going a few years.”

Prices are $44.95 for the post office replica; and $49.95 for the gazebo and train depot. Like last year, $5 per building will be given to the White Bear Lake Area Historical Society. The Medicine Chest donated more than $1,800 to the society from last year’s sales.

Mask makes magazine’s best inventions list Every year, TIME magazine highlights inventions it says “make the world better, smarter and more fun.”

This year, that list includes the B2 Mask by Breathe99; a reusable respirator mask that protects its wearer from 99% of harmful contaminants. The Press featured the mask and its local connection earlier this spring.

“When it comes to stemming the spread of COVID-19, there’s probably no more important item than the face mask,” TIME staff wrote in the Nov. 19, 2020 “Best Inventions” publication. “It’s certainly the one consumer product that defines 2020. And while any number of variations could be considered a ‘best invention,’ three impressed us most.” At the

The second-generation mask was developed by a group of young entrepreneurs headquartered in Minneapolis. It was their answer to an urgent need during the coronavirus pandemic. One of the team members is Julia Duvall, a White Bear High School grad and the daughter of Mark and Evelyn Duvall of White Bear Township. Julia has a master’s degree from the University of Minnesota in apparel product development. Her role is product designer for the textile overlay portion of the mask.

“I am still reeling from the news,” she said.

“Our small team at Breathe99 is incredibly humbled to receive this placement in TIME. The recognition is simply confi rmation for the pride I already held for my colleagues.”

Duvall added her talented team is excited to continue innovating and has already come out with a new, highly breathable alternative fi lter, the B2 Filter Lite, now available for purchase.

She’s also working on a second-generation fabric

overlay, which should be available for purchase soon.

The Press wrote about the startup’s kickstarter campaign last April, “Startup’s medical mask offers ‘sustainable protection.’” At its conclusion, 4,161 backers pledged close to $500,000 to make the project happen.

Nominations for the annual list are solicited from editors and correspondents around the world and through an online application process, according to TIME. Contenders are evaluated on factors like originality, effectiveness, ambition and impact. Johnson and Wuori approached the public works department about installing a memorial pole in Mahtomedi, and the fi re station flag pole was chosen as the site. The scouts cleaned off the fi refi ghter plaque and tidied up the area. They then worked with public works, who donated rocks and perennials for the scouts to install a rock circle with plants.

To come up with the best words of wisdom and encouragement for the pole, Johnson and Wuori involved the community and received 93 responses. nonprofit organization whose mission is to provide support and sanctuary to retired, rescued and recovering horses while they continue to serve as ambassadors to the positive effect of "horse power" in the lives of people. The mission of the retirement refuge is to create a sanctuary for aged or unwanted horses who have worked hard for a living.

This Old Horse’s lease began Dec. 1.

The organization plans ultimately to purchase the property. The Hugo site, called Phoenix Farms, is the organization’s 11th barn. Turner explained that This Old Horse has been interested in the property for quite some time and had actually tried to purchase it back in 2016, but Meline did not want to sell.

Turner said the property was a natural fit for another location because This Old Horse already operates a few of its programs in the St. Croix Valley area, and many volunteers have expressed interest in volunteering closer to home rather than driving to the south metro.

“It's already kind of a little jewel in Hugo that people love, and they want to see it there. People have a real love for (horses) there,” she said. “It feels like such a good fit for us to have that sense of being welcomed and that our farm will be welcoming.”

The main program at Phoenix Farms will be Racehorse Reimagined, which is a new collaboration with the Minnesota racehorse industry.

“Retiring horses that have served are discarded and that makes them vulnerable. It doesn't matter what discipline, it's not just racehorses, it's show horses, therapy horses … Horses that have served are vulnerable at the point when they probably needed the most support and the most reverence, frankly, for the life of service. They are not like cars; you can't just park them, you still have to feed them and take care of them,” Turner explained.

This Old Horse has seven programs, some of which will also operate at the new location.

“One of the things that we think we can offer is that people can experience horses in a certain way. Most of our horses are unridable because of the fact that they are older or (have) special needs. But there's so many ways that we find that we can engage with a horse and love a horse from the ground,” Turner said. “So, most of our programs are having the horse and the humans interact in ways that the humans can learn and the horses can be the teacher.”

Johanne Gentlebread, of Minneapolis, has been involved with the organization for a little over a year. “I was a social worker for 14 years and I decided that I wanted to find my soul again after a soul-sucking job,” she explained.

tunities involving animals and stumbled across This Old Horse.

Gentlebread has helped with barn chores as well as This Little Horse and a new pilot program called This Teaching Horse. This Little Horse is where miniature horses are used therapeutically to visit health care facilities, schools and libraries. This Teaching Horse is all about equine-facilitated learning for grades K-5.

Gentlebread now not only owns eight horses herself, but she is the barn manager for Phoenix Farms.

The entire operation, excepting barn managers and stable hands, is completely volunteer-based. Volunteers are primarily needed to help with barn chores, but also needed for things like adoptions and fundraising. “If someone has an interest in helping, we can find something for them to do,” Turner explained. Since 2012, the organization has had 3,000 volunteers. It is almost exclusively funded by private donations, but does receive some grants.

“We love that for decades this has been open to the community up there as a place to come and love horses. That's really an important thing for us, and the fact that we can take that on and continue it,” Turner said.

PowerBatt distributer finds home in Hugo

HUGO — A new business, PowerBatt USA, was recently established in Hugo. Its product uses patented technology to double the lifespan of lead-acid batteries.

The company is owned by Mahtomedi resident Christopher French, who grew up in White Bear Lake.

French explained that the product is new to the United States, but that it was originally developed for the military in Europe back in the 1970s. It took over 25 years to figure out the proper formula to make it work.

Since then, other companies have tried but failed. “It is brand new to the U.S., and we manufacture it here in Minnesota. That was something I insisted on,� French said.

French said the product is patented in six countries, but PowerBatt USA has exclusive rights to it in North America. “Unless we decide to bring someone on as a distributor, we’re the only ones in North America with this product,� French said.

PowerBatt is added every six to 12 months to a battery’s electrolyte mixture (battery acid), according to the battery type. The

product prevents early battery replacement and decreases energy consumption while lowering the levels of CO2 emissions and toxic lead waste discharged into the environment, making it a green product. “For every battery we condition, that’s one less battery that gets recycled. About 99% of all lead-acid batteries get recycled.

What is not widely known is at the end of that rainbow is an industrial factory smelting the lead down that is in all lead acid batteries,� French said.

Previously, French worked in the federal government sector selling computer hardware, software and service. After seven years, he got tired of that work and wanted to try something new.

A sample of the product that led him to later form his company was sitting on his desk, untouched. “I bought a used vehicle that had a dead battery in it. So, I put in a new battery and was going to recycle the old one, but I thought it was an opportunity to see what this product was. I put a couple of ounces in each cell of the battery, waited about 20 minutes, and then jumped the vehicle and it started,� French shared.

to get involved with the product. Some partners in Europe called him directly and said that if he could obtain the financing, he could take all of North America. He agreed. “Our potential customer market could be an individual with snowmobiles, lawnmowers or vehicles, and then on the commercial end, forklifts and jacks. It’s fantastic for mining and forestry because of all the big equipment they use,� French said.

Some of the companies PowerBatt USA is working with include Aldi, Ikea and Toyota, as well as forklift and logistics companies and several local firms. “We are a distributor of PowerBatt. We’re starting with commercial markets. We’re starting local but have some key areas around the country where we will be reaching out,� French said.

Down the line, French said, the next step is to move to the retail end and get the products on the shelves.

Subs come through in Zephyr football finale

Nothing about the 2020 football season was normal.

That was especially the case when the Mahtomedi Zephyrs fielded mostly backups for a playoff game that would end the season whether they won or not.

With 15 starters in quarantine, the second-stringers came through to beat North St. Paul 20-14 at home Friday, Nov. 20, giving the Zephyrs a fi nal 5-1 record In a season of dodging the effects of the COVID-19 pandemic.

“It was defi nitely a tough way for them to fi nish,” said coach Dave Muetzel, referring to the starters who stayed home. “They were bummed out, but there was nothing anyone could do about it. Nothing season has been normal.”

Thirteen players learned Nov. 10 that they had to be quarantined because Buffalo, whom they played three days earlier, had a player who tested positive. Two other Zephyr players had tested positive prior to that.

“They would have loved to at least be on the sidelines, cheering the team on. But they had to stay home,” said Muetzel. “They would have come back Monday.”

On the other hand, it was an opportunity for the backups to carry the load in a playoff game in a year there was no JV season. A few sophomores were called up.

“They were excited to play, and hoping they could keep the season going,” Muetzel said.

“Then we found out that this would be our last game.”

This was a second-round Section 4AAAAA game, played a day earlier than originally scheduled, after Gov. Tim Walz shut down high school sports for four weeks starting Saturday. In the fi nals, the Zephyrs would have faced Minneapolis Washburn.

“Absolutely devastated,” was quarterback Johnny DeVore’s reaction. “Knowing that we could be, and should be, out there helping the team and not being able to was pretty horrible.”

DeVore, having an outstanding season in his second year, watched the game on the school’s streaming service, as did his teammates. There was one positive in the situation.

“I was happy for the guys who got to play. A lot of them were seniors who had not played much,” said DeVore. “There were backups and some sophomores. Most of them had not played in a varsity game before. I was proud of them. It wasn’t pretty but they went out and got the win.”

Tony Neubeck, senior fullback and defensive end, said the players were contacted by e-mail on that Tuesday. “We were pretty bummed. We were supposed to have practice in the dome that day but it was canceled.”

Most were tested within a day or two. “I was negative and I didn’t hear of anyone who was positive,” said Neubeck. But, they were stuck at home, watched the action remotely and sent congratulations. ”We texted messages that they could see after the game.”

Six starters and semi-regulars were able to play, including sophomore cornerback Will Underwood, who doubled as starting quarterback because he was DeVore’s backup. The others were linebackers Ian Wilsey and Billy Arlandson, and linemen JP Johnson, Travis Thill, and Will Mears.

Mahtomedi trailed 7-0 at halftime, giving up a 98-yard drive by North (1-4) in their first defensive series, capped by Amier Day’s 14-yard run. The Zephyrs scored on their first drive of the second half with Underwood darting over from the four. Early in the fourth quarter, junior Nicholas Beiersdorf scored on a five-yard run.

The Zephyrs broke a 14-14 tie on junior Jonathan Harvey’s 32-yard run with just under five minutes left. Sophomore Corey Bohmert was 2-for-3 on conversions. An interception by Underwood near midfield sealed the win.

Biersdorf carried 27 times for 136 yards as the Zephyrs totaled 213 yards from scrimmage, all on the ground. Harvey carried four times for 40 yards and Underwood seven for 30 yards. They committed no turnovers and had just two penalties for eight yards.

Defensively, Wilsey made 11 tackles, two of them

for losses. Arlandson made seven tackles, and Underwood and Thill five each. Gunnar Woods had a 36-yard kick return.

Mahtomedi played six games in a season where the maximum possible was eight. Two conference games were called off, although they got a replacement game for one of them. They had a first-round bye in the playoffs as top seed.

Very satisfying was finishing far above .500, a year after the 2019 team went 5-7, the program’s first losing season since 1981 although they did win the section.

The Mahtomedi volleyball team finished a challenging 2020 season with a 2-9 record, dealing with constantly lineup changes and doing their best to keep everyone safe during the COVID-19 pandemic.

With all the varsity players missing matches, the Zephyrs posted their wins over South St. Paul and Hastings early the season, and finished with losses to Tartan 3-1 and Henry Sibley 3-0 on Nov. 19 and 20, both on the road. â&#x20AC;&#x153;We celebrate progress in the midst of the pandemic. We had different lineups and unexpected changes almost every day,â&#x20AC;? coach Angela Helle said. â&#x20AC;&#x153;Each day, we never knew what to expect. In spite of everything changing daily, the girls were resilient.

One word that comes to mind from this season is resilience.â&#x20AC;?

Helle said the seniors â&#x20AC;&#x153;showed great leadership in the midst of it all.â&#x20AC;?

The Zephyr seniors were Elizabeth Mosley, who had an excellent five matches while missing six; Jenna Elbers, who led the team in kills; Greta Schimnowski, who hit in all three positions (â&#x20AC;&#x153;Each night, she had to ask us where to warm up,â&#x20AC;? the coach said); Ellie Hansen, their top middle blocker; Isabelle McGraw, the setter and offensive leader; and Irene Azcona, defensive specialist and a strong server.

Two matches were canceled and junior varsity players frequently filled in for varsity players during quarantines. â&#x20AC;&#x153;This season was very interesting for the team, but I'd say even more so in my personal experience,â&#x20AC;? said Mosley. â&#x20AC;&#x153;I missed six of the eleven matches the team played. For the games that I did play in and the prac-

tices I attended, I'd say that I played well.â&#x20AC;?

That she did. Mosley appeared on the MN Volleyball Hub leaderboard for digs, aces, and kills, before her second quarantine and was second with 26 aces.

Her last game turned out to be Senior Night on November 6 against North St. Paul. â&#x20AC;&#x153;I was in quarantine for the last two weeks of the season and missed playing in our last game by just two days.â&#x20AC;?

Still, she reflected: â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;d say that everyone was very thankful to be playing this fall, and that stayed in our minds for the entirety of the season. I definitely went into each practice and game with the mentality that this might be one of the last days I get to play volleyball in high school. Things were so uncertain, so I gave my all each day.â&#x20AC;?

The pandemic loomed over the team through the summer and fall. The season was initially moved to spring; then, plans changed and it started six weeks late in the fall. â&#x20AC;&#x153;Over the last few months, the situation with COVID has continued to change every day,â&#x20AC;? said Elbers. â&#x20AC;&#x153;Because of this, I was extremely grateful to get a season at all. For me, volleyball has always been an escape from all the stressors in my life â&#x20AC;&#x201D; where I could just play my best and have fun â&#x20AC;&#x201D; so Iâ&#x20AC;&#x2122;m so glad I still had the opportunity to play this year.â&#x20AC;?

Over the season, everybody on varsity had to quarantine for at least two weeks, Elbers said â&#x20AC;&#x153;This made it pretty hard for our team to find consistency, for people were playing different positions every match. It was definitely frustrating at times, when connections werenâ&#x20AC;&#x2122;t there on plays.â&#x20AC;? On the upside, the inconsistent lineups â&#x20AC;&#x153;actually broadened our skill ranges,â&#x20AC;? she said, and made them more flexible players.

Kyle Oswald was a reliable veteran leader as a safety and placekicker for the Mahtomedi football team that posted a 5-1 record. The 5-foot-11, 175-pound senior made one interception, gave up few completions and was a sure tackler, ranking fourth on the team with 25 tackles (13 solo, 12 assisted), in five games.

He missed the final game as one of 15 starters in quarantine. Oswald played outside linebacker as a junior, and was the kicker for three years. He was 14-for-18 on XPâ&#x20AC;&#x2122;s as a senior and 23-for-25 as a junior. He didnâ&#x20AC;&#x2122;t have a field goal as a senior but was 8-for-9 in his career with a long of 40 yards.

Some throw two-handed overhead, and some throw one-armed like a pitcher. Some step into the throw, others donâ&#x20AC;&#x2122;t. Luecke throws one-handed, and this year switched to no-step.

Injuries are part of the sport, not surprisingly. Tennis elbow has happened along with torn ligament and tendons.

Luecke has nursed some injuries, and holds his workouts down to once a week.

Accuracy is what scores points. The axe can rotate only once. Male and female compete together. Luecke estimated that about 30 percent of the Bad Axe local throwers are female.

Luecke attended University of St. Thomas and works for Boston Scientific as a Process Development Engineer.

The 2013 graduate of White Bear Lake still lives in his hometown.

Luecke enjoys wood working and fashions some of his own axe handles from hickory. He owns around 50 axes, many of which he loans to friends who want to try the sport. His other favored activities are snowboarding, hiking and arcade games.

Austin Luecke of White Bear Lake whoops it up while displaying the axe trophy he got for winning a recent Bad Axe club league championship.

Austin Luecke was about 12 when he first threw an axe at a target. At the familyâ&#x20AC;&#x2122;s cabin in the woods, he was looking for something to do and his dad handed him an axe and pointed at a tree.

Luecke continued to tomahawk trees from time to time while pursuing various sports growing up in White Bear Lake. He played cornerback, wide receiver and finally offensive line in football and was a hurdler in track. But eventually, axe-throwing became his sport. Yes, thatâ&#x20AC;&#x2122;s a thing. â&#x20AC;&#x153;Being known as that guy who throws axes, some friends told me they heard about an axe-throwing place opening in Minneapolis,â&#x20AC;? said Luecke.

That was Bad Axe, opened in 2018, owned by the man who is president of the World Axe Throwing League, which, according to its web site, formed in 2017 and has members in 19 countries.

Luecke, 25, is one of the metro areaâ&#x20AC;&#x2122;s best throwers, winning Bad Axesâ&#x20AC;&#x2122;s last five league championships â&#x20AC;&#x201D; they have four sessions per year â&#x20AC;&#x201D; and twice qualifying for national meets.

Next is the World Axe Throwing Championships (top prize, 25 grand)

which will be broadcast on ESPN, in Atlanta, on December 4-5-6, for which he qualified with his scores at various meets. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m leaving Wednesday after work with another thrower and driving to Atlanta,â&#x20AC;? Luecke said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s for the top 128 in the world for Standard Axe an the top 64 in the world for Big Axe. Iâ&#x20AC;&#x2122;m in both.â&#x20AC;?

This year, along with winning the winter and fall season at Bad Axe, Luecke placed third among about 100 competitors in the 80/35 Tournament in Des Moines, placed ninth Big Axe total points for the world in the winter season, and won the MN Axe Open in Monticello among 40 entrants.

In his first national trip, in 2018, he had cut his pinky finger on an axe shortly before and didnâ&#x20AC;&#x2122;t throw well.

Luecke competes in Standard Axe and Big Axe, the latter having larger axes and longer distances. The targets are 12 feet away in Standard Axe and 17 in Big Axe. The warehouse-sized venues have lanes somewhat like bowling alleys with two targets in each lane, one for each contestant. â&#x20AC;&#x153;Any size person can be good. We have all sizes,â&#x20AC;? said Luecke, whoâ&#x20AC;&#x2122;s 6-foot-4 and 240 pounds. â&#x20AC;&#x153;A lot of it is

WHITE BEAR CITY COUNCIL NOTES WHITE BEAR LAKE — City Council conducted the following business at its Nov. 24 meeting: • Authorized City Manager Ellen Hiniker to execute contract with Center for Policy, Planning and Performance for consultation services.

The city will hire Barbara Raye, executive director, at a contract price not to exceed $30,000. She will guide the community through a series of conversations around the topic of inclusion.

White Bear Lake wants to ensure it is a welcoming community to all who live and work here now and into the future. It also wants to ensure that access to services and assets are inclusive, meaning no disparity of access, participation or results based on issues of longevity, culture, race, gender, physical ability or other characteristics.

The process will include three parts: a communitywide survey, conversations with organizations and residents and an assessment of city services, which would include a staff training component.

The process will launch with solicitation of task force members in December with work extending through the summer of 2021.

Selection parameters for the task force will be set at the next council meeting. The mayor will appoint members with council input.

• Approved 2021 position classification and compensation plan.

Based on recent survey information, council authorized a 2% wage adjustment to keep the city competitive in employee recruitment and retention.

For example, police officers in 2020 were in the pay range of $31.83 to $38.81. The metro median hourly wage is $35.65.

Hiniker said the city's wages are comparable with other cities in the metro.

An annual review of last year's financial data for gambling activities shows taxes collected at an amount greater than expenditures — costs related to regulatory activities — requiring a refund to the charitable gambling organizations. • Received end-of-season report from the Metropolitan Mosquito Control District (MMCD). Stephen Manweiler, executive director, said staff inspected almost 700 breeding sites for mosquito larvae in the White Bear area and treated 2,142 acres.

There were few mosquito-borne disease cases reported in 2020 in the state. The Department of Health reported zero cases of West Nile virus, which would make 2020 the first year with no human cases since the disease was first discovered in the state in 2002. Eastern equine encephalitis (EEE) is a growing concern, with two positive cases found in deceased horses in Aitkin and Benton counties.

There were no human EEE cases.

For many years, Goose Lake has been the home of the Midwest Ski Otters Waterski Team. Local residents are familiar with the free ski shows they’ve been performing on Sunday afternoons, and can also spot the team training and practicing on the lake. A small group of Ski Otters thought it would be fun to own the former Don’s Little Bar on the lakeshore. They wanted to provide a fun and family friendly restaurant for the ski families and their show crowds.

When the bar came up for sale in 2016 the current ownership group of Lindsey Carpenter, Kristi Skillings, Melissa MartiniLaughlin and Carrie Berg organized and purchased the bar, naming it Cabin 61.

Their vision was to create a family friendly, neighborhood restaurant with great food, in a causal and fun environment. The group realized fairly early on that successfully running a restaurant and trying to do their “day jobs” was proving a bit more challenge than they expected; so, they made the decision to seek out expert management.

They contacted Daron and Nicole Close, owners of the Acqua Restaurant Group.

“That decision proved to be one of the better ones we’ve made,” says Lindsey. The

Acqua team quickly revamped the menu and along with Head Chef Janel Marier they developed a great menu specializing in high quality burgers, wings, sandwiches and more. Their entire menu is available at www.cabin61.com, and they are counting on Takeout business to help sustain sales through the winter.

The group is so very thankful to the City of White Bear Lake for their support in helping them build a beautiful new deck overlooking the lake, which was paramount in attracting customers this past summer. They are also so grateful for their loyal customers and their hard working, dedicated staff. “They are the reason for our success,” says Lindsey.

The first Carbone’s opened in St. Paul in 1954, and the name has been familiar to pizza lovers in the metro ever since. In 1985, Steve Boleen purchased Carbone’s in Mahtomedi.

Steve married his wife Liz in 1989, and in 1991 the couple opened their downtown White Bear Lake location, where they thrived for ten years before moving to Birch Lake Square on Hwy. 96 in 2001. Business was good, and in 2017 they moved across the parking lot to their current space on the south side of the shopping center. Their goal was to expand their business with the larger space, complete menu, and full-service bar.

Although pizza is still king, Steve points out that their salads are extremely popular, as are appetizers like their meatballs with sauce and cheese, and their variety of entrees. They are quite proud that Carbone’s was recently voted “Best Appetizers” in White Bear Lake along with being finalists for “Best happy Hour” and “Best Pizza”. They run Happy Hour seven days a week from 3 to 6 p.m., with all house beverages 50% off. There is an evening Happy Hour as well.

Place, they already have a robust take-out and delivery trade and are counting on that to sustain their sales over the winter. They also offer frozen pizzas. Most take-out is by phone (651-429-7609), but they continue to experience growing online business.

The couple is proud of their longtime support of youth sports in the community, sponsoring numerous teams, including five or six hickey teams each year. They have also invested heavily in many safety upgrades in the restaurant and have taken the Safe Dining Pledge. They are grateful for the support of their loyal customers, their longtime staff and the City of White Bear Lake, who have always been supportive of their efforts.
