Board approves comments on Think tank recognizes Mahtomedi resident Dellwood’s comprehensive plan The Washington County Board of Commissioners approved a comment letter for Dellwood’s Comprehensive Plan Nov. 12.

The letter said that the county is encouraged by the city’s proactive approach to water management, and commended the city on its trail planning section to protect walkers and bikers in the city and support for solar access protection through the city’s zoning ordinance.

All local government units within the seven-county metropolitan region must prepare a comprehensive plan and update that plan every 10 years. The Metropolitan Council is charged with reviewing local comprehensive plans. Before formally submitting local comprehensive plan updates to the council, local government units must provide adjacent and affected jurisdictions the opportunity to review and comment on the draft plan. The comments must be included with the formal plan update submittal. County staff reviewed the draft City of Dellwood Comprehensive Plan Update.

MINNEAPOLIS — Herb Tousley, the director of real estate programs at the University of St. Thomas, has been appointed a NAIOP Research Foundation Distinguished Fellow for 2020. The foundation is one of the commercial real estate industry’s leading think tanks, and is charged with assessing the trends, needs, and economic viability of the built environment.

Tousley, a commercial real estate veteran with decades of experience in the field and more than $80 million in developed properties to his name, teaches undergraduate and graduate-level courses in real estate at the University of St. Thomas Opus College of Business. He also directs the university’s Shenehon Center for Real Estate, which publishes a monthly report on the state of the Twin Cities housing market and a semiannual “sentiment” survey of local industry leaders that forecasts trends in

commercial real estate.

“This is an honor not just for me, but for the entire University of St. Thomas real estate program, which is one of the top-ranked programs in the Herb Tousley country,” said Tousley.

During his tenure as a NAIOP fellow, Tousley will provide presentations of current research and other relevant topics to national forums and gatherings of NAIOP members, as well as generate and exchange ideas with other distinguished fellows.

Tousley is a resident of Mahtomedi.

Trees, retaining walls at risk in city's Historic District

MAHTOMEDI — Instead of taking part in a Christmas light tour this holiday season, perhaps a tour of vintage retaining walls would be in order before the walls as we know them exist no more.

Residents of Mahtomedi's west Historic District packed City Hall for the Nov. 19 regular council meeting and public hearing to defend their retaining walls and trees from demolition in advance of next spring's public improvement project in their neighborhoods.

For an hour and a half, discussion went round and round the retaining walls before council unanimously voted to authorize final plans and specifications for the project. Residents were nearly unanimous in expressing concern that their individual retaining walls with unique masonry and creative stonework would be destroyed to construct the new water main and sewer system beneath new roads.

City Engineer John Sachi said he sympathized with residents but that unfortunately, some destruction would be inevitable in order for the badly needed new water main to be installed. He noted the

city would build a new wall for anyone who wanted one.

Residents politely said they didn't want a “faux” wall that was lacking in the kind of character that made their village unique.

Council then moved the project forward with directions to city staff to research and provide better retaining wall design options, along with potential ways to fund those unique walls of choice. Councilman Richard Brainerd noted that one homeowner said he would gladly pay some $6,000 to reproduce his present retaining wall.

Sachi agreed to take that direction and return to council in February to formally approve the plans and specifications that included walls with more character.

Plans for road improvements in the western Historic District began well before Oct. 15, when council passed a resolution receiving the feasibility study recommendations and called for a public hearing on the improvements. The 2020 Historic District Phase 4 West improvements involve the following roadways: Neptune Street from TH 244 to the west end terminus of Pine Street, Neptune alleyway from Neptune Street to terminus, Oak Street from TH 244 to Neptune

At the Nov. 19 meeting, council approved a resolution ordering Public Improvement Project Phase 4 West – Historic District Public Improvements, authorized preparation of final plans and specifications, authorized the advertisement for bids and authorized preparation of the preliminary proposed assessment roll for pending assessment purposes.

The city plans to undertake similar work on the east side of the Historic District in 2021.

Engineers estimate that costs to improve the west side of the Historic District will total $4.6 million. The street improvement fund will provide $2.3 million, the water utility fund $1.1 million, the sanitary sewer fund $105,000 and the storm sewer utility fund $460,000. Assessments to property owners will cover most of the remaining costs.

With some exceptions, the assessment for each home in the improvement area will amount to $6,850.

“I live in that area and thank the neighbors for their attention tonight,” Brainerd said.

Water is the biggest issue in this neighborhood, with pipes breaking all the time, he noted. “Trees and retaining walls are very important to the residents here, because they provide character.

And that's why people live here,” he said.

The Rush Line article, “Bus station planning will commence with $1 million grant,” in the Nov. 20 Press states that Mayor Jo Emerson sent a letter on behalf of the city to the Federal Transit Administration supporting a county request for funding. The letter was actually sent on behalf of the Rush Line Policy Advisory Committee, of which Emerson is chair.

MAHTOMEDI — The City Council took the following action at its Nov. 19 meeting: • Heard an update on Wedgewood Park infiltration monitoring from Pete Willenbring of WSB. The Wedgewood Lake Infiltration project was developed to meet volume management and treatment requirements set by the Rice Creek Watershed District for two phases of the Historic District Road Improvement Project after it was determined that the uses of on-site best management practices could not meet district water quality design standards.

• Approved a request from Mike Eckhardt and Mary Pat Blowers for a conditional use permit (CUP) to allow for reductions in the front and corner side yard setback requirement for the purpose of constructing a single-family house at 846 Park Ave. • Approved a request from Wendy Turner, on behalf of William and Kathleen Rust, for a CUP to allow for a pet grooming business at 1524 Mahtomedi Ave. The business, “Shore Paws,” would be located within the B2-Limited Business District and provide all-breed dog grooming services, dog day care and dog lodging available on request for dogs up to 40 pounds. The dog grooming business will share a building with a cat business, Cat Care Clinic.

• Passed a resolution designating precinct polling locations for the 2020 elections. The city will have two precincts: Precinct 1 at the District Center at 1520 Mahtomedi Ave. and Precinct 2 at St. Andrew's Lutheran Church at 900 Stillwater Road. Following changes in the 2017 legislative session, state statute now requires municipalities to designate precinct polling places for all elections for the year by Dec. 31 of the prior year.

• Approved construction pay voucher No. 6 in the amount of $67,500 to T. A. Schifsky and Sons Inc. for work certified through Nov. 12 as part of the Echo Lake Area Improvements Project.

• Approved construction pay voucher No. 2 in the amount of $178,100 to Sunram Construction for work certified through Sept. 27 as part of the Lake Links and Forest Avenue Streetcar Trails Project.

The council next meets at 7 p.m. Monday, Dec. 3, at City Hall, 600 Stillwater Road.

Time to reflect

AKING TIME TO reflect on life is a worthy process that should be exercised regularly.

We are busy raising families, discovering or enhancing our career paths, caring for our personal health and that of our junior, as well as our senior family members. Life goes by faster and faster as we age.

Once a year at our national Thanksgiving holiday, we pause to give thanks for life’s favors. We try once a year to gather everyone at the table and have each individual tell what they are thankful for.

I remember a time in our Sunday school gathering when the late Jon Barber, a former Mounds View High School physics teacher, was asked this question. His quick answer was “gravity.” He was very popular with his school students.

About the high Our family recognizes that our Heavenly Father is the one who favors Town us. He supplies all our needs and blesses Gene Johnson us with more than we acknowledge or even are aware of.

Looking back at growing up on Otter Lake Road in White Bear Township, I remember a small framed quote that hung on the wall in the living room. It read, “Pray without ceasing.” As a young person, I didn’t understand how one could pray continuously.

Now at age 83, I find myself giving thanks many times throughout the day. I’m thankful for my wife, children, their spouses, grandchildren and great-grandchildren.

The gratitude continues for friendships, our community, church and organizations that help so many people.

I’m thankful for the community weekly newspaper career with a wonderful staff that cares about honest information and defense of the First Amendment, the heart of our democracy. The First Amendment states: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

Will you take time to reflect on all the favors you have received? Sharing them with others around the Thanksgiving table is a good way to acknowledge them.

Much to be thankful for this season

I

n this season of appreciation, there is much for which to be thankful.

At the top of the list is an appreciation to the community for approving the district’s bond referendum request with 57.4% yes votes earlier this month.

With this vote of confidence and support in our schools, our staff and our students, we can now begin planning to Build Our Future!

The bond funds will be used to address projected enrollment growth throughout the district; provide safe, secure and healthy learning environments for all students through Movers & investments in our aging Shakers facilities and infrastructure; Wayne A. increase Kazmierczak opportunities for students by ti a single i l unified grades creating 9-12 high school; and create flexibly-designed learning spaces to support student-centered instruction. We have a lot of planning ahead of us for the construction projects that will be taking place throughout the district, and we will soon be sharing information about what the engaged process will look like moving forward.

Also on the docket for appreciation is the level of individual support shown to our schools, programs, staff members and students by individual community members. Sometimes the support is calendar-specific, with community members recently being welcomed into the schools to speak to students about Veteran’s Day, for instance.

Other examples happen on an ongoing basis. Each week throughout the school year, Reading Buddies volunteers come into our schools to read with our students. And every year, our parent volunteers are working diligently to raise funds for specific school initiatives - and to raise “fun” for students through school carnivals, fun runs and rollerskating nights to name a few. We appreciate the time and energy these individuals give in order to enrich our students’ experiences.

Many thanks to the community organizations and businesses that also play a role in supporting our students, whether it is through the Lion’s Club donating dictionaries, Donatelli’s offering a “Take-over Experience” to our Willow Lane Elementary fifth graders, or Cup and Cone offering orange ice cream treats. This list is just a sampling of the level of support shown to our school community by organizations and local businesses, and the efforts are always humbling.

Another organization, the White Bear Lake Area Educational Foundation, specifically supports the school district through grants, scholarships and support of initiatives. With the change of seasons, an important Foundation initiative that is especially relevant these days is The Closet, a resource for district families in need that provides anything that can be worn from head to toe. The Foundation is currently accepting donations of new and like new winter items in various sizes, including coats and boots. Thank you to those who have been able to support the school community by helping our students and families in this important way.

Terrific things, worthy of celebration, are happening at each of our buildings. Thank you to our entire community for your support of all of our students - from our earliest Early Childhood classrooms to our special education students transitioning out of high school.

Your support is something for which we are grateful at all times of the year, but the feeling is especially strong this fall. Thank you.

‘Cinderella’ coming for Thanksgiving

try not to mess with my family’s Thanksgiving dinner. We make the same things every year: slowroasted turkey with Grandpa’s famous stuffi ng, creamy mashed potatoes, sweet baked yams, my mom’s green bean casserole, and my corn soufflé. If I tried to change anything my family would fi re me, if they could. The only thing I’m able to change is dessert. I like pumpkin pie, but it’s fun to change things up.

Last year, right before Thanksgiving, I was traveling through Switzerland and I stopped at a roadside rest for gas (Roadside rests are like little gourmet restaurants that serve espressos, wine, fancy desserts, and cheese).

Outside an older gentleman was roasting chestnuts over an open fi re—I’m serious. Inside, people were sitting at tiny tables eating something that was a brilliant orange color. It was like a picture out of a travel magazine.

It’s hard to describe the brilliant orange color, but it was “really” orange. In broken French, I asked

what it was, and the storeowner led me to a pumpkin sitting on a cart and told me the dessert was tarte à la citrouille.

My dream pumpkin was a lime greengreyish color on the outside. She assured Wild me it was bright Chow orange inside. The only disappointing Lisa Erickson part of the experience was not being able to bring a pumpkin home on the airplane.

In the U.S. the Blue Hokkaido and the “Cinderella” pumpkin also known as Rouge Vif d’ Etampes**are comparable to the pumpkins I saw in Switzerland. Lucky for me (and now you), the shop owner shared her recipe with me. If you are not able to fi nd pumpkins with bright colored flesh you can use buttercup squash or canned pumpkin.

Pumpkin Tart 1 frozen puff pastry sheet, thawed 1 large egg, lightly beaten 1 small pumpkin with bright orange flesh, or one 15-oz. can 100% pumpkin 3 large eggs 2/3 cup sugar 1/4 tsp.salt 1/2 cup heavy cream 2 Tbsp. bourbon Lightly sweetened whipped cream for garnish (optional) Preheat the oven to 350 degrees Cut pumpkin into several wedges and remove seeds and stringing pulp.

Line a baking sheet with foil and place the pumpkin pieces flesh side up. Cover with more foil and bake for 1 hour or until the pumpkin is soft.

Cool and scoop out the flesh and mash or pulse with a food processor, until smooth. Set aside.

Roll out the puff pastry on a clean, lightly floured surface. Transfer

dough to a round 9-inch tart pan with fluted sides or a 9x13 pan. Lightly press the dough into the bottom of the pan and along the sides. Trim to fit and freeze for at least 15 minutes.

Measure 2 cups of the cooked pumpkin and reserve the remaining pumpkin for another use.

In a large bowl, add the eggs, one at a time, to the pumpkin, until thoroughly incorporated. Add the sugar and salt. Whisk in the heavy cream and bourbon.

Pour the pumpkin mixture into the frozen unbaked tart crust. Bake until the top is just set; about 30-45minutes.

Let the tart cool before serving.

Serve at room temperature with lightly sweetened whipped cream.

Refrigerate any unused portion. **These pumpkins can be grown here. See your favorite seed catalog or check local farmers markets next fall.

Monitoring lead exposure in environment

System broken that regulates polluters

The ancient Romans were aware that lead could cause serious health problems, even madness and death. By the 20th century, the U.S. had emerged as the world’s leading producer and consumer of refined lead. The United States was, by 1980, consuming about 1.3 million tons of lead per year. This number translates into a usage rate of 5,221 grams of lead per American per annum, nearly 10 times greater than that of the ancient Romans.

Okabe Holding USA Inc. acquired all the shares of Water Gremlin Company in April 2005, at which time new management was installed (per company history records online).

White Bear Press (WBP) article dated April 26, 2016 details a Ramsey County court case against Water Gremlin upper management, re: “The White Bear Township company has filed suit against its former employees, alleging theft of intellectual property, misappropriation of corporate funds, breach of fiduciary duties and unjust enrichment.”

Outcome of same court case: WBP article, July 18, 2018: “Water Gremlin Company announced July 13 that an order granting judgment was issued by Judge Shawn M. Bartsh of Minnesota’s Second Judicial District Court on July 6, 2018, in regards to the company’s lawsuit against its former president, Robert W. Neal.

“The ruling, which is stayed for 30 days pursuant to Rule 125, will award Water Gremlin $5,776,502 in damages. In addition, Neal’s alleged counterclaims have been dismissed.”

In my humble opinion, this type of lawlessness exhibited by upper management should elicit an investigation by someone ... especially given the company’s product: Lead!

On the basis of all that is known about the history of lead and its adverse effects on human health, it is impossible to accept that any and all industries where humans are exposed to lead in any medium are not regularly monitored by an educated inspector.

Self-monitoring is comparable to total anarchy ... a kid in a candy shop would probably have better results given the ethics divulged in this court case.

I have lived less than 1-1/2 miles from Water Gremlin for 26 years and Water Gremlin continues to prove to be a bad neighbor. First, they were found to have been poisoning the community with the toxic chemical TCE for more than 17 years. Water Gremlin’s permitted emissions over the 17-year period was 170 tons (10 tons per year). Their actual emissions during those 17 years was 910 tons. They were subsequently unable to contain the more “safe” (undertested) alternative, tDCE, which has been discovered as vapor intrusion underneath the building, leading to shutdown of those operations.

In October, at least 12 children of Water Gremlin employees were found with elevated blood lead levels. Inadequate supervisory oversight resulted in some employees bringing lead into their homes on their shoes and clothing. There is no safe level of lead in the blood, particularly for developing children, and can cause lasting impacts on cognition.

On Nov. 5, an MPCA Administrative Order stated Water Gremlin improperly managed hazardous waste inside and outside of the property, resulting in polluted groundwaters. Hazardous chemicals were found uncontrolled and unmarked in areas where employees freely walked and on concrete floors with cracks, including more than 300 pounds of waste contaminated with TCE spilled onto the floor over 15 years and lead-contaminated used oil dripping onto pavement outside of the building in the path of a stormwater pond and wetland.

State agencies have limitations in their ability to curtail businesses, even when their actions are harmful to employees and the community. We need legislation to address this breakdown in the system, where people’s health and well-being is the priority, and where businesses that are repeat offenders and continue to break laws and cause harm can be permanently shut down.

Woman dies in freeway crash WHITE BEAR TOWNSHIP — A Minneapolis woman died after a single-vehicle crash on I-35E in the early morning Nov. 18.

Leslie Goodale, 50, was traveling northbound near County Road H2 when her Honda CRV went off the road into the ditch, according to the Minnesota State Patrol.

She struck a cement sound barrier post and was ejected

According to the State Patrol, the road conditions were dry. Goodale was not wearing a seat belt.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant

• A Minnesota driver was cited Nov. 2 on westbound Highway 36 for failure to signal a lane change after westbound Washington County Sheriff's Office deputies observed the vehicle move from the left lane to the right lane without signaling. The driver admitted to the violation.

• An unenlightened motorist was cited at 5:35 a.m. Nov. 4 on eastbound 75th Street N. at Jamaca Avenue N. for failure to stop at a red light by westbound deputies who observed her make a right turn at the red light on northbound Hilton Trail N. and Stillwater Road without stopping.

After deputies explained the reason for the traffic stop, the driver was still unsure that her traffic maneuver was unsafe.

• A bike was reported stolen Nov. 5 from the 8000 block of 75th Street N. • A license plate was reported stolen Nov. 5 from the 6000 block of 75th Street N. • A resident in the 7000 block of 115th Street N. reported receiving a scam phone call early Nov. 5 in which a man asked about fi xing the complainant's satellite dish, saying, “You know it's 7:00 a.m.,” before hanging up.

• A pile of brush was reported dumped in the 8000 block of Jamaca Avenue N. Nov. 6. The public works department was summoned to clean up the mess.

Mahtomedi

• The registered owner of a vehicle parked in a visitor parking lot on Stillwater Road Nov. 1 received a citation on the windshield for tabs that expired in October 2018.

• Domestic assault was reported at 1:54 a.m. Nov. 2 in the 1000 block of Greenwood St. • A resident of Gosiwin Avenue reported receiving a phone call out of Washington state Nov. 4 in which someone claiming to be from the Drug Enforcement Agency (DEA) said that a car registered to the complainant was found near the Texas/Mexico border covered with blood and containing a body. The complainant was also told there were items in the vehicle with his name on them. The caller asked the complainant when he was last in Texas. When the complainant said he was never in Texas, the caller asked how many credit cards he had. The reporter gave no fi nancial information to the caller, but later tried to call back on the Washington state number and found it disconnected.

Just to be sure, deputies ran the complainant on their computer and found no warrant out for him.

• A resident on 72nd Street N. on Nov. 5 reported his credit card number used for fraudulent transactions in Bloomington.

• The security director at Fed Ex on Long Lake Road reported potential data theft by an employee Nov. 5.

• An unidentified motorist was cited Nov. 5 on Stillwater Road and East Avenue for driving after revocation.

• A resident in the 1000 block of Dunbar Way reported losing his TCF Bank debit card on Oct. 31 at 7:17 p.m. after he received notification that $380 had been spent at Footlocker at Maplewood Mall at 7:00 p.m. that same evening. The complainant canceled his card immediately. Deputies have no suspect information at this time.

• Management at a business on Mahtomedi Avenue at 7:00 a.m. Nov. 6 reported fi nding a window at the business with a bullet hole in it.

• A Minnesota man was warned for marijuana possession in a motor vehicle Nov. 6 in the 3000 block of Century Avenue after being pulled over for improperly working license plate lights.

When deputies smelled the odor of pot in the vehicle, the driver admitted to having pot in the

car. After a search, deputies found the marijuana, a pipe and two grinders. Although the subject was released, the items weren't released with him but were seized and entered into evidence to be destroyed.

Pine Springs

• An unidentified Minnesota motorist was cited at 10:44 p.m. Nov. 6 on westbound I-694 for speeding 74 mph in a 55 mph zone by deputies on stationary patrol.

WASHINGTON COUNTY COURT BRIEFS Sentenced in Washington County Court: • Theresa Catherine Joyce, 35, of White Bear Township, for fi fth-degree drug possession.

Judge Tad Jude sentenced Joyce to 90 days jail with 75 days stayed, 15 days credited for time served and one-year probation with stay of adjudication. She can use no alcohol or drugs and is subject to random testing, among other conditions of probation. Joyce was charged with a gross misdemeanor September 2018 for possession of heroin after she was taken into custody for shoplifting at the Woodbury Walmart.

• Andrew Joseph Pfeffer, 36, of Mahtomedi, was sentenced by Judge Gregory Galler to 365 days jail with 335 days suspended and two years’ probation for domestic assault. He must remain law abiding and have no similar offenses, plus complete the 12-week Bob Kelly anger management program. Pfeffer was charged last November with assault by strangulation, a felony. The female victim told the deputy she and Pfeffer argued. He threw her on the floor and tried to shove potato chips into her mouth. He then grabbed her by the neck and started to choke her. Court records show Pfeffer was previously charged with domestic assault in January 2016. The case was later dismissed.

WHITE BEAR LAKE POLICE REPORTS • A 23-year-old driver was arrested for DWI near White Bear Avenue and I-694 Oct. 15. Alcohol level was 0.09.

• On Nov. 15, a male attempted to return auto parts to a store in the 1200 block of Gun Club Road that were purchased the night before with counterfeit currency. Officers found two males on scene in possession of counterfeit currency and each with an outstanding warrant. They were arrested.

• Belongings were reported stolen from three lockers in the 1900 block of Buerkle Road Nov. 16.

• Theft of items from a vehicle was reported in the 1300 block of Highway 96 Nov. 16.

• Shoplifting was reported in the 1900 block of Buerkle Road Nov. 17.

• A burglary was reported in the 2200 block of Tracy Road Nov. 17.

• Theft of items from a vehicle was reported in the 3400 block of Ebba Street Nov. 17.

• A 57-year-old driver was arrested

Restaurant owner ‘moving forward’ after tax offense Glad that his day in court is behind him, restaurant owner Daron Close said he’s moving forward.

Close was convicted in Ramsey County District Court Nov. 15 on one felony count of fi ling a fraudulent tax return in August 2016. Five charges were dismissed.

The restaurateur was charged last April with six felony counts for failure to pay $13,000 in sales tax from 2015 to 2017. A state investigator felt six months during that period were “substantially underreported” and charged Close and DC Restaurants LLC with a felony for each month.

Lake, originally pleaded not guilty to the charges then changed his plea to guilty last September for one of the counts from 2016.

The judge sentenced Close to one day in jail with one day credit and three years’ probation. Close also paid a personal fi ne and fees amounting to $186.

Close took full responsibility for the discrepancy in an earlier interview, telling the state investigator he did not know why the amount was underreported. All the back taxes, with penalties and interest, have now been paid.

“It’s nice to have that behind us,” he said.

Close wants the community to know the outpouring of support following public reports of his fi nancial troubles is appreciated.

“From the moment we opened our doors in 2009, our community has shown an amazing amount of support for our restaurants. We instantly fell in love with everything about White Bear Lake and moved here just months after opening.

The locations and concepts that we opened in Forest Lake really struggled and put us in a very difficult fi nancial situation for years, unfortunately putting me in a place to have to make many decisions to save our businesses. I am defi nitely

excited to be moving forward from this with a new appreciation for restaurant accounting and fi nancial organization.

“We have always been so grateful for the support we have received here in White Bear Lake. Our lakefront restaurants are operating stronger than ever and we are blessed with amazing teams at both Acqua and MIZU. Nuisance property has 30 days to become habitable WHITE BEAR TOWNSHIP — The owner of a vacant home at 2105 Stillwater St. has 30 days to clean up the property and make long overdue repairs.

The house is currently uninhabitable and has been for 10 years since the elderly owner, listed as Lupe Lopez, moved out. Utilities are turned off, so it has no heat or water.

Building inspector Mike Johnson said tires, lawnmowers, buckets, a bathtub, dilapidated furniture, scrap metal and other discarded trash are strewn about the property and have to go. He asked the Town Board to approve a 30-day deadline to restore utilities, paint the house, replace an entry door and garage door and make other repairs, noting progress to date has been “insignificant” and the property continues to deteriorate.

James Lopez, a Vadnais Heights resident and son of the owner, told the board Nov. 18 he is trying to resolve the township's concerns and has spent $27,000 on the cleanup so far. He has removed a lot of the junk, he said, and is talking to Xcel Energy to reinstate services.

“I'm not here giving excuses, but I want to restore the property,” Lopez said. “My mother is 90 and I owe it to her to fi x the house.” Asked if he plans to live on the property, Lopez replied, “yes.”

“The town doesn't want to be this drastic,” said township attorney Chad Lemmons, “but the property is not safe and it's detrimental to other property owners.”

Prudhon reminded Lopez that if the property goes on a vacancy registry, a fee of $1,100 per year is imposed. “It's to your benefit to get this done,” he said.

Inspector Johnson added that the house is condemned and unfit for human habitation.

If the town has to abate the nuisance conditions, the cost of demolition and cleanup will be charged against the property. A progress report to the board will be made at the Dec. 16 meeting.

In other business Nov. 18, the Town Board: • Changed the date of Township Day to the third Saturday in September. Independent contractor Lisa Beecroft will continue to plan the event.

• Authorized final payment to Lametti & Sons for lift station rehabilitation at 2545 Buffalo St. The project cost a total of $285,000 and came in under budget.

• Tabled annual performance review of Clerk-Treasurer Patrick Christopherson to the Nov. 22 executive meeting.

• Approved Economic Development Authority minutes regarding the stable property on Portland Avenue. The town clerk reported that the wetland delineation has been completed and is waiting for Rice Creek Watershed District approval in December. The property is being prepared for resale to a residential developer.

• Heard a construction activity report. To date, seven single-family home permits have been requested totaling $2.4 million in valuation. This compares to 10 permits last year at this time valued at $2.6 million. Thirteen commercial permits have been requested year to date with a valuation of $2.4 million. Last year, 22 permits were granted valued at $4.5 million.

It was noted permits are running behind the last four years in the township, which is 98.5% developed.

Glamming it up for performing arts Children’s Performing Arts Up North Glam-themed gala helped raise funds for educational leadership programs through the performing arts. Each year, CPA puts on “The Masque” to bring community members together in support of theater arts in White Bear Lake. Board chair Sharon Hanifl-Lee wanted to do something different this year for the annual fundraising event.

“Up North Glam” was the decided theme, which brought out buffalo plaid and flannel attire for the gala. More than 150 people attended the Nov. 9 event, helping CPA raise over $50,000 toward expanded programing and community outreach, Hanifl-Lee said. This year’s Fund-a-Need will help support CPA’s newest programming — Theater Outreach Program for Schools (TOPS), which will work to bring theater arts programming into schools. CPA’s special events committee transformed the Hanifl Performing Arts Center for the night to complement the theme: Antler chandeliers in the classrooms dripped with crystals, buffalo plaid reindeer adorned the mantel and a bear skin rug lay in front of the fireplace. Outside, there was ax-throwing (inflatable) and a bonfire. Stay tuned for next year’s theme: all will be revealed in 2020.

Salting the earth

When the City of Carthage fell at the end of the Third Punic War, 146 BC, victorious Romans pulled Phoenecian ships out of the harbor and set them on fi re before moving through the city, house to house, rounding up and selling 50,000 people into slavery. Then they set the city on fi re. As a fi nal insult before they left, it is said that the Roman soldiers sprinkled salt upon the ground to ensure that nothing could ever grow there again.

During the 17th and 18th centuries, Spain and Portugal punished traitors within their empires by executing them and then pouring salt on their land. Closer to home, some say that Union soldiers salted the fields in Georgia during General Sherman’s infamous march to the sea (though it’s not likely they used very much, since salt was a hot commodity during the American Civil War).

Throughout history, pouring salt on the land has symbolized a curse not only for current inhabitants, but also for future generations. Then, during the winter of 1941-42, New Hampshire became the fi rst state to apply salt to roads to help melt snow and ice more quickly. The United States used a total of 5,000 pounds of road salt that year. After World War II, road salt became more common.

One million tons of salt were used in 1955, and 10 million in 1972. By 2017, local, state and federal highway departments were applying 19.8 million tons of salt every year to roads across the nation.

Whose future do we seek to curse?

Though the Roman and Union soldiers’ salting of the earth may have been mostly symbolic, our modern communities face the real risk of suffering unintended consequences from using road salt, year after year. There is currently no practical technology for removing salt from our surface and groundwater resources and soil once it is there, so the only solution is to use less salt and hope that it doesn’t build up too quickly.

In Minnesota, 50 lakes and streams have already been contaminated by too much salt and another 120 are near the threshold for impairment. Recent research reported in the Proceedings of the National Academy of Sciences suggests that chloride concentrations are increasing in roughly one-third of all lakes

in the northern U.S and Canada.

Even the groundwater we drink is at risk. Almost 30% of shallow wells in the Twin Cities metro area have been found to have chloride concentrations above the recommended level for drinking water.

We all value our safety when driving in winter weather, but clean water and healthy soils are vital to our long-term survival as well. Here are five suggestions from local experts on how each of us can help: 1. Drive slower and wear appropriate shoes when it’s snowy and icy outside. This helps to support road maintenance crews, as well as large parking lot owners, in their efforts to reduce salt use.

2. Use less salt on your own driveway and sidewalk. One pound of salt (one heaping coffee mug) is enough to clear a 20-foot driveway or 10 sidewalk squares (250 sq. ft.).

Always shovel before using salt.

3. Skip the salt when it is colder than 15 degrees. Salt works by lowering the melting temperature of ice so that it melts when the temperature is below freezing (32 degrees F). However, traditional road salt (sodium chloride) doesn’t work when it’s colder than 15 degrees F, so it is a waste of time and money to put down salt on very cold days. Magnesium chloride and calcium chloride work at colder temperatures (-10 and -20 degrees respectively) but can be more expensive.

4. Sweep up and reuse left-over salt after the ice melts.

5. Stop using your water softener if your water hardness is less than 120 mg/L CaCO3. If you do need a water softener, switch from a timer-based to a demand-based system and install a bypass for your outside spigot so that you aren’t softening water for irrigation.

Family-owned funeral home wins chamber award

ST. PAUL — Mueller Memorial Funeral and Cremation Service was awarded a Saint Paul Area Chamber of Commerce Deubener Award in the Family-Owned Business category.

The funeral home, along with fellow category nominees El Burrito Mercado and Keys Café, were recognized at the St. Paul Chamber Honors event Nov. 18 at Inwood Oaks in Oakdale.

Mueller Memorial took home the top prize in its category.

“This was our third nomination and, though we hoped, we really didn’t think we would win because El Burrito Mercado and Keys Café are such fun and beloved St. Paul institutions,” said Scott Mueller, second-generation owner of Mueller Memorial. “For the voting committee, we thought a funeral home might seem like a bit of a downer by comparison. But this distinguished award celebrates many of the things we have been focusing on in our business, including family, risk, growth, diversity and innovation. It’s an honor to be recognized for our efforts.”

In recent years, the team at Mueller Memorial has been making changes to elevate the level of service provided at their White Bear Lake and St. Paul funeral homes. This includes a major facility remodel and expansion to create a unique experience for the families they serve.

“We knew we were taking a risk when we built a bar into a funeral home,” said Mueller. “But we wanted to create an environment where people would feel comfortable. We’re committed to transforming our business and the industry and improving the experience people have with us.”

And Mueller is seeing a return on his investment. At his White Bear Lake location, the business has seen year-over-year increases in requests

for services. Many families have cited the remodeled facility as the deciding factor.

In addition to the new funeral and reception space, Mueller has developed other programs and services to help people better cope with the death of a loved one. The funeral home internally launched the trademarked Grief Compass program in 2018 to help the families they serve navigate grief in the year following a loss. “The feedback on Grief Compass has been phenomenal,” said Mueller. “This is an innovation that’s really making a difference for people. And just like every risk we take, every innovation we endeavor toward, it is guided by a single question: How can we better serve families and our community?

Winning this award reinforces that we’re on the right track.”

Mueller Memorial Funeral and Cremation Services was established in 1946 by A.L. and Connie Mueller and has been helping members of their community navigate the difficult time around the loss of a family member or friend for 72 years. Having worked for the family business since age 15, Al and Connie’s son Scott took over the business in 1988; his stepdaughter, Taelor Johnson, joined the business in 2011.

The Deubener award is named after Walter Deubener, who with wife Lydia owned a grocery in downtown St. Paul. They noticed their customers’ purchases were limited not by their pocketbooks but by how much they could carry. Walter invented and created the fi rst handled shopping bag. Their business increased overnight. The couple eventually sold their store to go into the shopping bag business. In 1919, they sold nearly one million bags.

Agriculture and climate: challenges and solutions THIRD IN A SERIES

Agriculture has been central to Minnesota’s economy and identity from the beginning. Currently, the state ranks fi fth in the nation in total agricultural production and is among the top 10 states in more than 20 commodities, including soybeans, sweet corn, sugar beets and turkeys.

Climate changes threaten the very foundation of this economic sector. Minnesota is on track for higher overall precipitation, with floods delaying spring planting. Yet, it will also experience warmer, drier conditions in late summer, “crisping” plants and threatening harvests. In addition to shrinking yield, rising atmospheric carbon dioxide and hot temperatures both affect crop quality. Levels of protein and mineral nutrients are lowered in food crops such as wheat, soybeans and rice. And higher temperatures and droughts can cause toxins to accumulate in plants and livestock, threatening the health of both animals and people.

Current “industrial” agriculture accounts for fully 25% of carbon emissions worldwide. The good news is that several of the same practices that would help farmers shield themselves from the worst climate impacts would also contribute substantially to emissions reduction.

At the Climate Reality Project training held in Minneapolis in early August, Professors Tracy Twine (University of Minnesota Department of Soil, Water and Climate) and Henry Pollack (University of Michigan Geophysics, emeritus) described such “regenerative agriculture”

practices. These methods include no-till/low-till agriculture, planting cover crops, intercropping and diversity, and rotational grazing.

During his address, Gov. Tim Walz lamented, “Minnesota’s leading export recently has been topsoil!” Plowing increases soil vulnerability to erosion by water or wind, both of which intensify with climate change. Twine and Pollack underscored the inherent value of black topsoil, which holds even more carbon than does vegetation—in fact, soil is the planet’s largest repository of carbon. When soils erode or are stressed by repeat plantings, their carbon is released into the atmosphere.

Twine urged individuals to regard soil as an intricate, living thing—comprising colonies of bacteria and fungi as well as minerals.

With regenerative agriculture, emissions are reduced because less fuel is demanded, and warming is mitigated as atmospheric carbon is captured and stored in the soil. Runoff is prevented, safeguarding water quality. And cover crops reduce or eliminate the need for nitrogen fertilizers.

Perennials (including clovers and kernza wheat) pull tons of carbon out of the atmosphere, year after year. These plants are deeply rooted, cover the earth and absorb nitrates, which protects water.

As with development of renewable fuels, Minnesota appears in the forefront of advancing regenerative agriculture and is home to a variety of public and private initiatives. The U of M’s Forever Green Initiative is one such program. Run in partnership with the USDA, the initiative works to develop perennial crops (like kernza and sun-

flower), winter annual crops (barley, pennycress) and native woody crops (hazelnuts, elderberries).

Such crops work synergistically to enhance both soil and water quality while offering habitat.

A second organization, the Northfield-based Main Street Project, has as its goal a “poultry-centered regenerative agro-forestry system.” It seeks to incorporate free-range poultry (and perennial native crops like hazelnuts and elderberries) into a sustainable regional food system—one accessible to aspiring farmers with limited resources, such as young people and immigrants. Main Street has established prototype facilities (open to the public) and is developing a 100-acre demonstration farm. Interestingly, Main Street funders include not only government agencies but also corporations such as BlueCross/ Blue Shield and Allina Health.

A third Minnesota-based organization, the Regenerative Agriculture Alliance, is international in scope and membership. It aims to follow the “natural blueprint of animal and vegetation habits” for both environmental health and higher productivity. Working in co-operation with the Main Street Project, the group assists with regenerative training, marketplace development and land access. Another of its many dimensions is indigenous knowledge recovery.

Every single street: Cyclist bikes public roads in Washington County

Terry Stille has accomplished a feat that few, if any, others can lay claim to: he’s biked every public road in Washington County. And yes, that means all of them.

“Every cul de sac, every dead end, every road,” Stille said. “Anywhere that didn’t have a sign that said ‘no trespassing’ or ‘private road’ … and, of course, not the interstates; it’s not legal to bike on those.” All the other ones, though, have been checked off his list in a five-and-a-half-year series of bike rides that took him through 31 cities and townships and totaled 7,000 miles.

Stille, 57, is an avid cyclist. (one would have to be to undertake a project like this), but he hasn’t always been. After a total hip replacement in 2004 made his normal forms of exercise difficult, he took up cycling instead.

“I had to give up volleyball. I had to give up running, so I just started biking as physical therapy,” Stille explained. “I just started going farther and farther; I started off with riding one or two miles, then gradually added more and more.”

Stille and his wife, Mary, moved to Woodbury in 2013. He said that he “quickly fell in love” with the

scenic views that cycling throughout Washington County’s southern portion afforded him.

“I started doing a lot of riding around in Woodbury and Afton, then moved onto the whole St. Croix River and just loved it. I kept going further north, just exploring,” Stille said. “That quickly grew into a personal challenge to ride my bike on every single highway, county road and public street in Washington County.”

Runners and cyclists throughout the country have undertaken similar quests; the Every Single Street project challenges people to explore their cities by running or biking all roads in them and encourages them to post snapshots of their journeys on social media using the hashtag #everysinglestreet.

Stille said that as far as he knows, he’s the only person to take the challenge from the city to the county level. It was an unusual goal, he admitted, but its uniqueness was precisely its appeal. “I was trying to do something nobody else had done before,” he said.

And, once he got the idea, he had a hard time turning back.

“Washington County is 40 miles by 15 miles, so the total is 423 square miles. The reason I remember that so well is that my birthday is April 23,” he said. “I thought, ‘It’s kind of an omen; I’ve got to do this.”

Stille began his quest in the spring of 2014 and finished on Sept. 20 of this year.

White Bear Lake winter sports are getting under way.

The Bear girls basketball team played Elk River on Friday and Armstrong on Tuesday (after press deadline for this week’s paper, early due to Thanksgiving) and will play in a Hamline tournament Friday and Saturday, Nov. 29-30.

Boys hockey opened Friday evening, Nov. 23 at Irondale. The Bears will host perennial power Duluth East on Friday, Nov. 29.

The wrestlers will open Saturday, Nov. 30, at a Minnetonka tournament.

Boys basketball will open at St. Paul Central on Tuesday, Dec. 3. The swimmers will open Thursday, Dec. 5, at the conference relays at Oltman Middle School in Cottage Grove. The gymnasts will star Friday, Dec. 6, at East Ridge.

Mahtomedi girls split against 2 strong teams

Mahtomedi girls hockey handed Rochester Lourdes (4-1) its first loss 4-1 at home Tuesday, Nov. 19, then had its own four-game win streak snapped by Rosemount 3-2 there Thursday.

Scoring for Mahtomedi (4-2) against Lourdes (4-1) were Erika Broten (power play), Emme Nelson, Megan Johnson, and Johnson again (power play). Goalie Lauren Hamme stopped 20 of 21 shots. Notching assists were Emma Dornseif, Ellie Donovan, Peyton Irsfeld, and Nelson.

Rosemount (3-1) took a 3-0 lead against Mahtomedi on a goal by Ashley Tuttle and two by Whitney Tuttle.

The Zephyrs got third period goals from Irsfeld (power play) and Nelson, who assisted on Irsfeld’s goal. Mahtomedi outshot the Irish 26-21.

White Bear education foundation awards 2019 grants

Guitar Club School: North Campus; teacher David Melvin. The plan is to start a Guitar Club during Bear Time (a relationship building/club activities/academic support during the school day.) He would like to purchase six acoustic guitars, cases, strings, etc. for a group of 6-15 students from both general education and special education backgrounds who have a strong desire to express themselves musically. Students will gain knowledge and instruction on playing techniques, theory and music reading while playing together to compose music. It will also help students learn songs, perform, compose and record.

Partnering with Families to Create Multilingual Alphabet Books School: Normandy Park; teacher Ann Zettel. Creation of multilingual books will take place in the family literacy class. Photo books will be created so that young learners can see themselves in the books and parents can read the books to their children. The opportunity to feature the children from class, put into print words from all the languages spoken by the families and the opportunity to create a picture book that will provide some practice with beginning vocabulary words will create a unique alphabet book. This grant will defray the costs from Shutterfly to make soft cover photo alphabet books.

School: South Campus; teacher Paige Pinnow. This request is for special needs students and involves teaching daily living skills. The apartment is in need of upgrades and remodeling. The WBLAEF will fund a refrigerator, and washer and dryer.

Document Cameras for Reading and Writing Workshops School: Central Middle School; teachers Erin Tarnowski, Katie Nohr, Amber Rustand, Karin Hogen. Language Arts Teachers at Central are teaching the Reading and Writing Workshop curriculum from Columbia University. In order to demonstrate reading and writing strategies and to invite students to think alongside the teachers, document cameras are needed so that students can see the teacher working in their reading and writing notebook on the television screens. One of the primary purposes is to work with students in real-time rather than showing students a presentation.

The utilization of document cameras will impact almost 1,000 students. This request is to purchase five document cameras.

Emme Nelson Mahtomedi Hockey Emme Nelson is leading the Mahtomedi hockey team (4-2) in scoring with five goals and three assists after six games. The senior forward notched the team’s first three goals of the season in a game they lost to White Bear Lake 4-3 and tallied a goal in each game last week, a 4-1 win over Rochester Lourdes and 3-2 loss to Rosemount.

Nelson is stepping up this year after notching seven goals and three assists last season.

COMMUNITY BRIEFS Need Santa and his Missus volunteers

The annual Santa Dinner for Seniors is Dec. 16 at the White Bear Country Inn and organizers are once again looking for Santa and Mrs. Claus volunteers. Bill Foussard heads up the event that serves about 170 area seniors.

Costumed volunteers help serve, chat, dance and interact with the seniors.

Food shelf beneficiary of trust funds

The White Bear Area Emergency Food Shelf received a $45,000 grant from the Otto Bremer Trust. The money will be used for general operations to sustain the food shelf and grow mobile markets in the areas of the community that need fresh and healthy food. The Otto Bremer Trust, a bank holding company and private charitable trust based in St. Paul, announced awards totaling $12.8 million in its latest grantmaking cycle.

Health officials: Flu here but spread 'sporadic' so far It's that time of year again: temperatures are dropping, and flu season is officially underway in Minnesota.

Although the flu can be detected year-round, it's most active in the winter, as the cold, dry weather allows airborne particles containing the virus to spread more easily. Flu season won't reach its peak until February, but health officials are encouraging Minnesotans to get vaccinated now, rather than wait for an outbreak.

The flu has already claimed one life this season, according to the Minnesota Department of Health (MDH).

Though it's too early to know which strain of flu will stroke Minnesota, MDH officials say that's no reason to wait to get vaccinated, as the flu shot is the best way to protect against the virus and its potentially serious complications. Mahtomedi district has ‘break-even’ year the audit of federal awards. Regarding compliance with Minnesota state statutes, the auditor found a bid that didn’t have a performance bond. “It is a requirement in state law that the district receive both payment bonds and performance bonds for bids for contracts exceeding $175,000,” he explained.

The district’s internal service fund has a deficit. The district has already written corrective action plans for the findings in the audit.

The district applied for a certificate of excellence for its Certified Annual Financial Report but has not heard back yet; it received one for the 20172018 school year.

The district received a clean opinion on its financial report. Regarding

internal controls, the district was cited for limited segregation of duties within the business office. Eichten said this is not a big concern due to the district’s size.

After financial declines the last few years, an auditor found Mahtomedi Public Schools had a “break-even” year last school year and is in good shape to rise out of its fi nancial rut this school year.

A finance audit from the 2018-19 school year was presented at the November school board meeting by Jim Eichten, managing partner with MMKR CPAs. The district had less of a decline in its fund balance this year. “The Mahtomedi fund balance has declined over the last few years,” Eichten noted, showing a graph of the district’s fund balance and percentage rate expenditures compared to others in the state. The district has a policy to have a fund balance of 8% of operating expenditures but was at 4.2%. However, Mahtomedi had a small decline this year compared to 2015 and 2018.

“The signs look good to the future,” Eichten said. The decline was just $165,000, which is like breaking even in a $40 million operation, he explained. The result was also better than projected — the district expected a $700,000 budget spend down.

“You did have a break-even year when it comes to your financial results,” Eichten concluded.

The results were because the district made significant cuts last school year. “Your overall spending per student actually went down,” Eichten explained. In the elementary and secondary regular instruction line, the district spends almost $300 less per student. Eichten also added that the district received $1,500 less per student than other comparable metro districts.
