WHITE BEAR LAKE — A group recovery facility one resident referred to as another Hazelden lost round one in its quest to change city code.

Lotus Recovery would like to operate a 16-bed residential treatment center for chemically dependent individuals at the property located at 3561 White Bear Ave. City ordinance currently allows fewer than seven individuals in a group home.

A representative for Lotus, Ryan Eckdahl, told City Council that there is a “social impact” on not providing this service in light of the opioid epidemic and that the city “should want its citizens to have help to succeed.”

The agency has founded or launched eight residential treatment centers, Eckdahl said. Its clientele are voluntary residents who must qualify for treatment and have no sexual

As his website intro declares, "put the two together and you have possibly the most intimidating moniker in the fight game: 'Ben The Baker Neumann.'" Not. The White Bear baker is kidding, of course. He enters the MMA fight cage wearing his baker's hat and

carrying a rolling pin. "Other guys call themselves the 'Axe Murderer' or something crazy. I'm the baker; not intimidating at all," Neumann joked. Not that names matter. The unintimidating baker is among Minnesota's top 10 MMA fighters.

When he's not fighting, Neumann, 33, is doing two things: teaching martial arts at Warrior's Cove in Little Canada and baking pies out of his garage-turned-commercial-bakery.

Majority of Birchwood wishes to switch school districts

The survey says a majority of Birchwood residents would like to leave the White Bear Lake Area Schools district in favor of Mahtomedi Public Schools.

The survey was completed this fall in response to White Bear's $326 million bond referendum, which passed earlier this month. Of those who took the survey, 60 indicated they would like to be part of the Mahtomedi district and 18 would prefer to stay in the White Bear district. Three respondents were neutral.

The main reason residents cited why they would like to be part of the Mahtomedi district is because of its academic quality and location to the city. Also highly cited was that residents thought their home values would be higher in Mahtomedi and they would like to be able to vote in Mahtomedi district matters. Some residents also would like their children to

attend Mahtomedi schools.

For those who wished to stay in the White Bear district, a significant number cited that their children already attend there, they wish to vote in White Bear district matters, and they prefer the lower taxes in the White Bear district.

In Birchwood, 49 students currently open enroll in Mahtomedi Public Schools. There are 40 that attend White Bear Lake Area Schools. According to the survey, the 2017 tax rate in Mahtomedi was 0.254 and 0.230 in White Bear.

WEATHER TIDBIT We finally broke our streak of 18 days of below normal temperatures on Friday, November 15 that dated back to October 27. During this time we saw temperatures fall to as much as 23º colder than normal. Imagine that in January. During our cold snap large area lakes had ice over much of the surface weeks earlier than normally would. My station dipped to as low as 1º on November 12. If you told me you dropped below 0º, I’d believe you. It was a nice rebound weekend when Saturday topped 46º. For now we’re setting our sights on next week and Thanksgiving and hoping the skies stay dry as we all head out on the roads. Safe travels in advance.

Being thankful

t always amazes me to witness volunteers in action. While attending a funeral in Marine on St. Croix this past week, I stumbled upon a dozen volunteers organizing a meal after the service.

Some volunteers were making sure the tables were just right, others were prepping the food in the kitchen, another was carefully placing flower arrangements. This is happening at churches all around us. I’ve heard a story of a man who drives an older woman to and from her job roughly 10 miles each way. He’s able to do it because he works from home.

This past summer, a friend of ours was diagnosed with cancer. A group put together a plan to help out with meals, house cleaning and yard work so the family didn’t have to worry Publisher’s about it for the several weeks he was receiving treatment. Another story View is a local guy who loaned a car to a single mom in need of temporary, Carter Johnson reliable transportation. It is stories like these that should remind all of us to be thankful, whether we are on the receiving end or have the ability and resources to help others.

As we look around our communities I am awestruck by the extent of what local churches and organizations are doing – providing prayers, food, clothing and resources for people in need. I have toured local food shelves and been humbled that many of the people picking up food are no different than my family.

They need a boost, and often it’s temporary. All of us, really, are a job change, illness, or tragedy away from needing help in some way.

This Thanksgiving season, consider helping your neighbors. Maybe ask your church or local food shelf how you can volunteer. Service clubs like the Lions and Rotary Clubs give back on a regular basis.

Local business owner Bill Foussard is co-founder of Thanksgiving Meals on Wheels. He’s always looking for help delivering prepacked turkey dinners to those in need Thanksgiving morning. If you’re interested, simply show up at 7 a.m. at Cretin Derham Hall High School, 550 South Albert St. in St. Paul. Two people minimum is required per car, and deliveries are usually done by 11 a.m. Our family has done it and it is an experience to remember. If you don’t have the time to commit to volunteering, these groups and organizations equally appreciate donations of money.

Shop with purpose To keep our local businesses alive and healthy, it’s more important than ever to keep our spending local.

This holiday season, buy from local retailers and locally owned businesses. When we spend outside of the area, we lose out on supporting local jobs, local taxes and local infrastructure.

Look through the paper for great deals from local retailers and remember small business Saturday is Nov. 30.

A few weeks ago, a friend was joking with me by saying he was glad we don’t need farmers anymore because we have grocery stores. Just like we need farmers to produce the food to stock the shelves at our grocery stores, we need journalists to spend time in meetings, conduct interviews and to write stories about the local things that matter to you.

Know what you’re getting when it comes to furnace repair

all is the ideal time of year to have your furnace serviced, but the Better Business Bureau of Minnesota and North Dakota warns homeowners to beware of contractors who use scare tactics to convince people into authorizing unnecessary repairs.

While most Movers & furnace Shakers companies are reputable, Better Business competent and fair, others may Bureau falsely tell you that your furnace needs to be repaired or replaced when in reality it does not. They may try to frighten you with warnings that your system is leaking dangerous gases that could explode or poison those inside the house.

The most important fi rst step is to remain calm. Before you authorize any work, get a second opinion from another reputable fi rm to see if the work really needs to be done. Do not hesitate to contact your utility company and ask for a serviceman to come and inspect your system.

Once you decide that work needs to be done on your present system or you need a new system, be certain to hire a contractor with a good reputation for dependable, reasonably priced work. Ask friends, neighbors and colleagues for recommendations, and check Better Business Bureau’s website for reviews, ratings and free quotes.

Get at least two estimates on the repairs that need to be done.

All bids should be in writing and should provide a full description of the services to be provided and the materials to be used. Compare more than just cost. Check the

size and rated efficiency of the equipment each contractor recommends and ask each contractor how they arrived at recommending a particular sized system.

Be sure to check the warranty on your system to see whether any repairs or replacements are covered. Remember that many heating systems come with longterm warranties.

Also, if you are told that your furnace needs to be replaced because it is too small, think back to the last time it failed to properly heat your house. When purchasing a furnace, you should choose a unit large enough to handle the demands of your household. Do not waste money on a furnace that is larger than you need.

Homegrown climate solutions for clean energy economy SECOND IN A SERIES

At the recent Climate Reality Project training weekend in Minneapolis, Al Gore declared that the only way to change policies in time to solve the climate crisis is through grassroots pressure and initiatives. He added that “some damage has been made inevitable, but we still have time to avoid the worst.”

Minnesota’s “homegrown” solutions are the choices made by local governments, corporations and communities that have positioned the state in the forefront of cutting emissions to combat climate change. Minnesota has become a leader in wind and solar energy development.

Over two-thirds of the world’s people live in countries where solar and wind are the least-costly sources of electricity. Historically, Minnesota has been reliant on high-emissions coal, but solar and wind-generated power will soon be significantly cheaper than fossil-fuel electricity here as well. Such localized energy sources are vital, since fully 30% of a utility bill reflects the cost of transmitting energy long distances to end users.

The number of community solar projects, where customers purchase credits from a central solar source, is greater in Minnesota than in any other state. And solar installations have recently exploded—growing 20 times as fast in the past three years as in the past 40. More

than 100 community solar gardens were established in 2018 alone. The price of solar energy in Minnesota has declined by 34% over the last five years.

Most Minnesota solar farms have commercial or industrial customers, as well as residential subscribers.

Panels now appear on the roofs of retail, manufacturing and public works buildings.

Wind energy echoes the dynamics of solar: burgeoning capacity and shrinking cost. Minnesota ranks third in the nation in wind-generated electricity, its capacity having increased by 27% over the last six years. Wind is currently the cheapest source of electricity generation in Minnesota. Its cost declined by 16% in 2018 alone.

Renewable fuels now generate 25% of MN’s electricity—an objective achieved seven years earlier than the original target date of 2025. Gov. Tim Walz reiterated the statewide goal of obtaining 100% of its electricity from renewables by 2050, and Mayors Jacob Frey (Minneapolis) and Melvin Carter (St. Paul) reported even more ambitious targets for their city operations.

The Paris Climate Accord of 2016 asks signer-nations to level off greenhouse gas emissions as soon as possible and to become carbon-neutral no later than the second half of this century. In this agreement, the U.S. (the world’s largest emitter, historically) committed to reducing overall greenhouse gas emissions by 26 to 28 percent below 2005 levels by 2025.

Gore praised its achievements in cutting emissions as another “success story” for Minnesota. The state’s total

emissions are now 12% lower than in 2005, and power sector emissions have dropped by 34% since then. Current goals are to reduce overall emissions to 30% below 2005 levels by 2025, and 80% by 2050.

J. Drake Hamilton (Science Policy Director for MN’s Fresh Energy organization) reported that Xcel Energy is the first company in the nation, to commit to zero-carbon energy (use of renewable fuels) exclusively by 2050.

Xcel buys more wind power than any other utility in the nation and aims to triple its solar capacity and to reduce emissions 80% by 2030.

Major Minnesota companies such as Target, Ecolab, General Mills and Cargill have begun transitioning to renewable fuels to power their operations. Thomas Friedman, New York Times columnist and St. Louis Park native who spoke at the training, praised such corporate and utility decisions. He argued that America would only become weaker by ignoring the climate crisis: “The most powerful economy will be the cleanest, greenest and most healthy.”

LETTERS TO THE EDITOR Boat ban concerns Thank you for writing an article on how residents find East Goose Lake beautiful. In the article, Ms. Tanner of the Vadnais Lake Area Water Management Organization (VLAWMO) was quoted that a two-year boating ban would be sufficient, but the VLAWMO Board Memo to the city of White Bear Lake states a different story. Dated August 28, 2019, VLAWMO does propose a three-year boating ban but beyond 2022, VLAWMO also states that there are three possible options. They are: 1. No motorized boating 2. Re-evaluate based on monitoring data collected to determine if motorized boating should be allowed to resume with trolling motors ≤ 10 HP 3. Motorized boating allowed with trolling motors ≤ 10 HP As a resident of the lake, the concern is that the recreational use of our beautiful lake will be permanently restricted. A restriction of a 10 HP motor will not allow us to use the lake

as we currently do with our families.

As Ms. Carpenter was quoted, we care about the lake and we are committed to cleaning the lake up, but this ban on boating is unprecedented.

Refreshing to see objective series on climate I want to thank Press Publications for carrying the climate series by White Bear native Dr. Rita Erickson.

It is refreshing to see an objective, science-based approach to informing folks about the current realities and potential consequences of a warming climate. I welcome all readers who are

interested in getting more involved on a local level to check out northeastmetroclimateaction.com. We are a community group with members in Vadnais Heights, White Bear Lake, North Oaks and Shoreview. Our mission is raising awareness and outreach in our communities, as well as acting directly to reduce carbon emissions in our communities (maybe you saw our picture planting trees in the Oct. 31 Spotted Around Town page). We have outreach events scheduled for November and December listed on our website.

Climate scientists and sustainability leaders agree that the most impactful action individuals can take now to combat climate change is to talk about it with anyone who will listen. This series will be a great way to bring the reality we are facing to our communities. Bill was a teacher in St. Paul Schools for 35 years. He impacted the lives of hundreds of students. He was very loved and will be missed greatly by all who knew him.

Celebration of a life so beautifully lived and a heart so deeply loved was held Friday, November 15 at Mueller Memorial, White Bear Lake. Burial will take place at a later date at Fort Snelling National Cemetery with full military honors.

Louis G. Karakas passed away peacefully November 14, 2019 following a lengthy bout with cancer, which he fought valiantly.

Louis was born to Luka and Frances (Strajnor) Karakas Sept. 30, 1941, in Eveleth, MN. Louis attended Eveleth schools, graduating with EHS class of 1959. Lou was an all-state goalie for Eveleth High School. He graduated from UW-Superior with a BS in Elem Ed. He played goalie for the UWS hockey team and is in the UWS Athletic Hall of Fame. Lou taught school for one year in Green Bay, WI. He joined Shopko Stores Inc. in 1969, and was the Director of Distribution for 41- 1/2 years. Lou served in the U.S. Army Reserve 1956-1961 and the U.S. Army - Europe 1961-1964 where he played goalie for the U.S. Army Hockey Team.

Louis and Marcia Postudensek were married on June 19, 1965, at Holy Family Church in Eveleth.

He is survived by his wife of 54 years, Marcia; sons Kipp (Ruth); and Kraig (Anissa); daughter-in-law Amy Karakas; grandchildren Kierstin (Ryan), Luke (Lisa), Jacob, Elizabeth, Catherine and Grace Karakas; bonus grandchildren Ever and Emanuel Aroca; sister Geraldine Karakas Moen; brother-in-law, John (Cookie) Postudensek; sisters-in-law, Patti Jagunich and Rosemary Mattson; plus numerous relatives and friends.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood

• An unidentified driver was cited Oct. 31 on Dellwood Avenue and Peninsula Road for driving after suspension and speeding 42 mph in a 30 mph zone.

Grant

• A red pickup truck driver was cited Oct. 25 on westbound Highway 36 and Keats Avenue N. for use of a wireless communications device while operating a motor vehicle (subsequent offense) by westbound deputies in an unmarked squad who observed the driver looking away from the road ahead and down at his phone. After Washington County Sheriff's Office deputies signaled to the driver to pull over, the driver said he was just looking at maps to a new job site.

He added that he had just been given a speeding ticket and that if he got one more ticket, he would be fi red. After further research of the driver's violations on their computer, deputies found out that this driver had been convicted of texting while driving in 2015.

• A cell phone was reported stolen Oct. 25 from the 8000 block of 75th Street N. • Damage to a mailbox was reported Oct. 27 in the 9000 block of Keswick Avenue N. • A Gateway Trail walker reported returning from her walk Oct. 27 and fi nding the two left side windows of her vehicle broken while it was parked in the trail lot at Dellwood Road and Keswick Avenue N. Nothing was reported missing.

• A Minnesota motorist was cited Oct. 28 on Ideal Avenue N. and Dellwood Road N. for speeding 79 mph in a 70 mph zone.

• A hit-and-run driver was reported Oct. 31 at the stoplight on Manning Avenue N. and Highway 36. The

• A Mahtomedi woman was arrested Oct. 24 at St. Andrew's Church on Stillwater Road on an active warrant out of Washington County for disorderly conduct. After the subject told deputies she had missed the court date for the violation, she was placed in handcuffs and transported to jail without incident.

• A set of car keys was reported lost on Briarwood Avenue Oct. 25. The complainant had called deputies to fi nd out whether they had been turned in. Deputies advised him to the negative.

• A man was cited for trespassing on FedEx property on Long Lake Road Oct. 25 after he falsely acquired a FedEx jacket to bypass security and gain access to the facility so that he could work on a vehicle. The subject had been banned from the facility earlier this past summer. Not that the subject denied posing as an employee and sneaking into the facility, but he did deny buying the jacket.

• A windshield to a vehicle on Dahlia Street was reported smashed by a flying pumpkin overnight Oct. 26-27.

• A projector was reported stolen Oct. 30 from a Century College classroom after a man was captured on surveillance video entering the building after hours the night before and breaking into the classroom. The following day, deputies caught up with the suspect, a Mahtomedi man, and his getaway driver in Katherine Abbott Park during routine patrol after they recognized the burglar from the video. The driver was arrested for second-degree burglary and fi fth-degree possession of a controlled substance.

• Credit card fraud was reported

Oct. 31 on Juniper Street and Summit Avenue after the complainant noticed fraudulent transactions on his TCF credit card earlier in the day. The complainant had already canceled the card and contacted his bank, which was working to restore the funds.

• Burglary was reported Oct. 31 on View Road.

• A Mahtomedi couple reported eggs thrown at their vehicle by three kids dressed all in black Oct. 31 as they were driving north on East Avenue at Dahlia Street.

Pine Springs

• An unidentified woman was arrested at 2:57 a.m. Oct. 26 on eastbound Highway 36 at Hilton Trail N. for third-degree DWI after deputies located a disabled unoccupied vehicle at that location missing the front driver's side tire. While cleaning up debris, deputies spotted a female hiding in the bushes near the Hilton overpass. The female, who was the registered owner of the vehicle, at fi rst stated that a friend was driving the vehicle but later admitted to driving it.

Because she showed classic signs of intoxication, as many tests were administered to her as could be accomplished considering her broken ankle and dangerous road conditions. She was transported to jail after deputies noted her blood alcohol level registered at 0.17.

• An arguing husband was cited Oct. 26 in the 9000 block of westbound Highway 36 for speeding 74 mph in a 65 mph zone by deputies who clocked him at 89 mph as he rapidly approached their squad from the rear. The driver said he was having an argument with his wife and knew he was going way too fast.

• A Minnesota man was cited at 5:43 a.m. Oct. 29 on southbound Hilton Trail and 62nd Street N. for speeding 67 mph in a 50 mph zone by stationary deputies. The driver said he was going 60 mph in a …

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents: • A vehicle left running to warm up was stolen from the 3000 block of Centerville Road Nov. 4. It was later recovered by the Hastings Police Department and returned to the owner.

• Controlled substances were found in a vehicle after deputies investigated a disabled car blocking traffic near Centerville Road and County Road F Nov. 4.

The driver was arrested on a warrant.

• A juvenile was assaulted on a school bus in the 5500 block of Division Avenue Nov. 6. The juvenile's shoes were also stolen. The case was turned over to a school resource officer at North Campus.

• Deputies recovered a stolen vehicle in the Walmart parking lot in Vadnais Heights Nov. 5. Suspects were seen on video leaving the area on foot as deputies arrived in the parking lot. The vehicle was confi rmed stolen from Saint Paul.

• A vehicle parked in the alley behind a business in the 900 block of East County Road E had a front passenger window broken and wallet stolen from the center console Nov. 4. There was damage to the vehicle and cards were used fraudulently.

Willernie

• A resident on Chatham Road on Oct. 29 reported three juvenile males and one juvenile female for damaging property on their regular route walking home from school after she watched them break a glass fi xture in her yard.

When the complainant confronted the kids, they picked up the broken glass. The complainant advised deputies that these incidents were daily occurrences from the same four juveniles and wanted everyone made aware. Deputies offered extra patrol in the area during after-school hours.

WASHINGTON COUNTY COURT BRIEF Sentenced for third-degree criminal sexual conduct in Washington County Court Oct. 28 was Tyler David Dailey, 25, of White Bear Township. Judge Douglas B. Meslow gave the defendant a stay of imposition, 15 years of probation and 60 days jail time, with 19 days credited. Dailey pleaded guilty to a felony charge of engaging in sexual penetration with a 15-year-old. Dailey must also obtain a chemical dependency evaluation, mental health evaluation and complete psychosexual evaluation. All recommendations must be followed. He can have no contact with the victim, must register as a predatory offender and have no contact with females under the age of 18 unless approved by the court or probation. He can also make no changes in residence without prior approval.

PUBLIC SAFETY BRIEFS orange jacket, pants, gloves and neck warmer, were reported stolen from a patio outside a victim's townhome door in the 3300 block of Jansen Way on Nov. 7.

• A dog reportedly attacked another dog in Polar Park Nov. 5. An investigation is underway to locate the attacking dog to determine if it is current on its rabies vaccine. The dog was brown and possibly a shepherd/pitbull mix.

• A minor was caught shoplifting at Cub in White Bear Township Nov. 8. The store decided not to press charges or have the minor trespassed.

• A front passenger window was broken and a purse stolen from a vehicle as the victim walked their dog at a park in the 5700 block of Otter Lake Road Nov. 3. Fraudulent charges were made on credit cards.

• A rear passenger window was broken and a backpack was stolen in the 1000 block of Meadowlands Drive Nov. 4.

Soon after, it was recovered near the scene. No suspects.

• A black enclosed trailer was reported stolen from a driveway in the 5800 block of Portland Avenue Nov. 3.

Man sent to prison for gang-related crimes

A Vadnais Heights man was recently sentenced by the federal court to about 18 years in prison.

Hakeem Malik Dontae Flax, 33, was charged by federal authorities two years ago for allegedly being involved in gang-related and drug-related crimes, including discharging a firearm that killed a member of a rival gang. He was arrested after a violent gang war in Minneapolis that resulted in shooting deaths of multiple gang members, according to jail records and the U.S. Attorney's Office. Flax was convicted of firearm violations, heroin distribution and conspiracy in February. A second-degree murder charge was dropped.

Bus station planning will commence with $1 million grant

WHITE BEAR LAKE — The city wants the U.S. transportation department to know it's committed to the Rush Line project.

In a letter to the Federal Transit Administration (FTA), Mayor Jo Emerson supported a Ramsey County request for Rush Line funding to begin an advanced station planning process.

The mayor sent the letter on behalf of the city to “support the FTA pilot program for a Transit-Oriented Development Planning grant application.”

The transit administration is part of the U.S. Department of Transportation in Washington, D.C. Ramsey County is seeking $1,250,000 in funding from FTA to support station area planning along the Rush Line bus

rapid transit corridor, which stretches 14 miles from St. Paul to White Bear Lake.

If successful, “small area plans” would be prepared within one-half mile of stations along the corridor, including Buerkle Road, County Road E, Cedar Avenue, the Marina Triangle and downtown White Bear Lake.

The city of White Bear Lake “commits to working with the Metropolitan Council, Metro Transit, Ramsey County and other municipalities along the bus rapid transit corridor on the Rush Line Advanced Station Area Plans,” Emerson wrote in last week's letter.

Staff was prepared to ask City Council Nov. 12 for approval of an in-kind $25,000 contribution toward the planning process but withdrew the resolution. The amount was equal to staff time over the 18-month planning process.

The county was requesting that corridor communities provide in-kind contributions through dedication of staff time, but informed City Manager Ellen Hiniker earlier in the day that the county would fund the entire $312,500 match.

Transit-oriented planners will examine ways to enhance economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic and identify infrastructure needs in and around the station areas.

In a memo included in the council packet, Community Development Director Anne Kane said it's important for the city to remain engaged in the station planning process moving forward, “to ensure the city's desired vision, scale and types of development are reflected in the final plan along the corridor within White Bear Lake.”

Hiniker said the mayor's letter supporting the grant emphasizes the importance of comprehensive station area planning. “We will certainly continue to participate in the planning process, but do not want to be held to a time-contribution expectation,” she said.

The City Council will yet have opportunity to vote on the entire project.

“At this time, Ramsey County has indicated it will be spring of 2021, after completion of the Environmental Assessment Phase,” Hiniker said.

“Originally, the county was going to pass it on to the Metropolitan Council after 15% engineering but is going to step it through 25% engineering so it can remain more closely engaged in the planning process. The FTA grant funds will enhance this phase, if the county is successful in getting the grant.”

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • It was reported Nov. 7 that a vacant home in the 1800 block of Elm Street was stripped of copper and metal heat registers, plus numerous tools were stolen from the garage. The loss was about $15,400.

• A work van was entered overnight Nov. 8 in a driveway in the 1300 block of Hedman Way and many tools were stolen.

• Officers responded to the 3600 block of Kenny Lane on a domestic disturbance Nov. 8. Investigation led to the arrest of an 18-year-old White Bear Lake resident who was booked on the charge of terroristic threats. Charges of domestic assault and fleeing police on foot are also pending.

• Theft of a shopping cart was reported in the 4800 block of Highway 61 Nov. 9.

• A 40-year-old was arrested for fourth-degree DWI near White Bear Avenue and I-694 Nov. 10. Alcohol level was 0.13.

• A 28-year-old man was arrested for domestic assault in the 1400 block of Park Street Nov. 13.

• A 34-year-old driver was arrested for second-degree DWI near Highway 61 and Fourth Street Nov. 13.

• Theft was reported in the 3100 block of Century Avenue Nov. 14. A suspect was identified and mailed a citation for theft.

• Theft of a wallet was reported in the 1400 block of Highway 61 Nov. 10.

• Officers responded to the 4800 block of Highway 61 for a report of loud trucks. Officers found a 20-yearold White Bear Lake in possession of marijuana. He was issued a citation and released.

• Theft of items from a vehicle was reported in the 1300 block of Highway 96 Nov. 11.

• Counterfeit currency was recovered in the 1200 block of Gun Club Road Nov. 14. The incident is under investigation.

• Theft of a ring worth about $1,100 was reported in the 4800 block of Sharon Lane Nov. 12.

• A 19-year-old Hugo man was arrested for possession of drugs in the 4400 block of Lake Avenue S. Nov. 14.

• Officer was dispatched to the 4700 block of Highway 61 for a male who fell inside a business Nov. 12. The Hugo man was found to be intoxicated and was subsequently arrested for DWI after he admitted to driving to the business. He refused an evidentiary test and was arrested on a DWI test refusal charge.

• A 23-year-old driver was arrested for DWI and driving on a revoked driver's license near White Bear Avenue and I-694 Nov. 15. Alcohol level was 0.09.

• Officers were dispatched to a suspicious vehicle in the 2100 block of Second Street. Upon arrival, two males were waiting for a friend. A vehicle search yielded marijuana paraphernalia. Both parties were released.

offenses. There is 24-hour supervision.

Staff was OK with the proposed change, with conditions, but the Planning Commission recommended denial of the request, citing size of the facility as a primary reason.

City Council members agreed, 3-1, that 16 beds is too many.

“If Lotus comes back with nine, I would consider it,” noted Councilman Dan Jones at the Nov. 12 meeting, “but what you're describing doesn't belong here with that number. I won't support 16.”

The property was vacated in 2017 by Northeast Residence when its adult extended-day facility relocated to County Road E. The nonprofit still owns the home.

Executive Director Heidi Holste reminded council that concerns raised by the Planning Commission were the exact same ones raised when Northeast Residence went before the council 30 years ago. She noted that residents seemed to have a lot of opinions but preferred to hear from experts who know the (chemical dependency) business.

Holste added that the immense house can easily accommodate 16 people. The six-bedroom, five-bath home would be remodeled if Lotus buys it: four additional bedrooms, four offices and a second kitchen would be constructed.

A few people have viewed the property, but it's been tough to market.

“There haven't been a lot of lookers,”

Holste said. “It's perfect for a mission-driven organization; it's perfect for this purpose.”

A recovering addict also spoke on behalf of Lotus. Carlton Johnson was “one of the gentlemen in a group home.

“Recovery changed my life,” he said.

“I was in a similar facility. It was like a family. We all had the same desire to live. Once we combatted addiction, things got brighter for us. I'm a productive member of society now and I can't extend my gratitude enough. I would be lost without recovery.”

Neighbors opposed to the project voiced their concerns at the podium and in writing. Mostly the issue is location.

One Jerry Street resident wrote that White Bear Lake is a “poor alternative selection” for another Hazelden, pointing out that the White Bear Lake location adjoins a shopping center on a noisy intersection. “You are doing patients a grave injustice by placing them in a location like this for rehabilitation,” he said.

City staff was supportive of the project. “The police department had no concerns and intensity did not have an impact on external land use from our standpoint,” noted City Manager Ellen Hiniker.

Councilman Kevin Edberg asked what the largest comparable facility in the city is. “Active would probably be six,” replied Community Development Director Anne Kane. Asked if there is another zone where this size facility would work, Kane said there

are a couple. One is a previous medical facility zoned commercial on Bellaire Avenue, and another is the former St. Pius convent.

“My struggle is, I want White Bear Lake to be welcoming of this type of facility,” admitted Bill Walsh. A sober house is a few doors down from him and “they are great neighbors,” he said.

“Sixteen might be an issue. The type of person, I have no concerns about that. We should look for opportunities like this in our city.”

Walsh was the lone “nay” vote to deny the text amendment. Councilman Doug Biehn was absent.

Jones, too, said it wasn't what was happening in the house that bothers him, but the number. “I'm a child of a

recovering alcoholic. I wish this type of service were more often available.

Lotus Recovery is a for-profit company with more than 20 years of experience with the chemically dependent population. As for other facilities this size, Eckdahl said they only have a 16-person outpatient facility in St. Paul.

After the vote, Mayor Jo Emerson said the city needs to consider: What is the right number?

“We need to be better prepared to address this,” she observed. “This is not going to go away.”

She thanked speakers for their comments, adding, “This was a tough decision for this council.”

WHITE BEAR LAKE CITY COUNCIL NOTES

Expect longer drive if vehicle ticketed, towed WHITE BEAR LAKE — If your car gets towed this winter, it could be a 15-mile drive to the impound lot.

The city's contracted tow company, Twin Cities Towing, which merged with Vadnais Towing in 2018, doesn't have enough local storage space for ticketed vehicles that impede snowplow progress.

In fact, the space crunch has impacted the number of citations issued.

An amended ordinance would allow law enforcement to be more aggressive SUBMITTED when it comes to policing parking rules, said City Manager Ellen Hiniker.

The amendment would allow the tow company to take vehicles beyond city limits to a maximum of 15 miles from the police station.

Current city code limits towed vehicles to one lot in the city, the Vadnais impound on Bald Eagle Avenue.

“The police department has been more proactive the last few years with ticketing, but our ability to tow is limited by lot size,” Hiniker explained to City Council Nov. 12.

Councilman Dan Jones said he's “thrilled” to see the amendment, especially after riding with a snowplow driver last winter. He would rather eliminate the local impound lot, however, so everyone has to drive the same distance to retrieve their vehicle.

Mayor Jo Emerson prefers to leave the amended ordinance as written. “If it appears to be a recordbreaking year of towing, we can always come back and change it,” she said.

There is another revision, too. Vehicles towed during a snow event will be released directly by Twin Cities Towing, so people don't have to first stop at the Police Station.

Council approved the first reading. The ordinance returns for a second reading and final approval Nov. 26. Public comment will be taken.

WHITE BEAR LAKE — City Council conducted the following business at its Nov. 12 meeting: • Approved Bruggeman Builders' request for a variance to construct a triplex at 2687 County Road D. The parcel is narrow, 100 feet wide, and requires a 5-foot variance from the 15foot side yard setback requirement. It is zoned medium-density residential.

Residents living in the Hidden Lake Pointe Townhomes east of the parcel raised compatibility concerns, claiming the triplex would reduce home values and ruin their view.

The developer, Paul Bruggeman, disagreed, telling council the density of his site is less than the Hidden Lake Pointe neighborhood, which was built with many more variances. He doesn't think his rental townhomes will have a negative impact on property values.

He added that if the triplex weren't approved, he would be allowed to build a multistory apartment unit.

The Planning Commission recommended approval of the variance, noting that change is hard. Commissioners also mentioned that the townhome association could have approached the previous owner to acquire the property to preserve the woods and views.

Hidden Lake Pointe resident Gary Schulz said the townhome association didn't have the $250,000-plus in its budget to purchase the property. “I don't see why that was even suggested,” he added. Schulz told council the parcel is too small to develop and pleaded with members not to grant the variance.

The variance was approved 3-1, with Steve Engstran opposed. Councilman Doug Biehn was absent.

• Approved a request by Mike Belz for a recombination subdivision and four variances. Belz plans to split his lot at 2105 First St. to create a new residential lot. Variances were needed for lot size and width.

Council also approved Belz' request to rezone the property from B-4 general business to R-4, single- or two-family residential. The single-family residence was constructed late 1800s and is surrounded by commercial property on the north and west. His intention is to unify the two lots.

• Approved a request by the Lightfoot and Larrive families for a recombination subdivision.

A 4,200-square-foot piece of land will be conveyed from 4701 Bald Eagle Ave. to 1985 Birch Lake Ave. • Approved fi rst reading of an ordinance to amend the sign code. Drive-thru signs would be allowed to utilize dynamic display.

• Approved fi rst reading of 2020 annual fee and utility rate schedule.

Among the changes, a $75 investigation fee for massage licenses; currently at $25. Increases are also proposed for ambulance service, 3%; Pioneer Manor, 1.5%; ice rental at the Sports Center, and hikes in utility rates and refuse.

Final numbers will be approved at the annual budget meeting Dec. 10.

• Approved special event request by White Bear Lake Youth Hockey Association for exclusive use of Podvin Park Jan. 10-12. The event is a fundraiser for young players called Outdoor Hockey Jamboree.

• Approved construction of a food scraps recycling dumpster at Public Works.

The facility was chosen as the preferred site for organic waste due to its central location. An enclosure will be constructed in the northwest corner and will be accessible 24/7. Ramsey County will cover construction cost, weekly collections, signage and compostable bags.

Organic waste is transported to commercial composting facilities, where it is converted into a compost that can be used as a soil amendment.

• Accepted donation of a 1994 25-foot pontoon to help service the city marina.

The boat will be added to the Public Works fleet, which consists of the SS Minnow and a 14-foot fl at-bottom boat.

• Approved resolution canvassing election results.

In accordance with Minnesota statutes, the City Council serves as the canvassing board for municipal elections. The resolution declared Bill Walsh, Dan Jones and Steven Engstran as council members-elect.

• Received a reminder that Nov. 26 is the Truth in Taxation hearing.

PIE GUY: Take and bake pies ready for Thanksgiving FROM PAGE 1A

Pie is his specialty. “It’s hard to find a good pie the way my grandma used to make when I was growing up. I finally took matters into my own hands and began baking about a decade ago,” Neumann said.

He has little appetite for store pies, criticizing the shortening-laden, mechanically pressed crusts. After years of tweaking, Neumann feels he has perfected his crust, made with 100% butter and always baked in a heavy glass pie plate.

It was during a deployment to Iraq as a National Guard soldier that Neumann started reading books about baking and watching the reality show Cake Wars.

The idea of becoming a baker intrigued him. He makes the occasional wedding cake for friends but prefers pies, regular size or mini.

Neumann enjoys both part-time jobs about the same — teaching martial arts and baking. “I have a passion for both, so it’s hard to say which one I love more.

It’s an odd mix of interests, I know.”

His wife Hannah is supportive of his late nights in the bakery. It does mean their cars are parked outside since the pie enterprise took over their garage.

The couple moved to the Otter Lake Road house about five years ago. They planted 30 fruit trees and raspberries in the backyard with plans to someday use the fruit for pie filling.

There aren’t many secrets to his recipes other than quality ingredients.

Neumann grinds all the spices fresh before adding and uses unsalted butter.

The mile-high apple pie, baked with 3 pounds of granny smith apples, is one of his best sellers. It’s not his grandma’s recipe though. Neumann found his own “to share the joy of homemade pie the same way my grandma shared that joy with me.”

DNR reminder: Avoid early ice As ice forms on Minnesota lakes, outdoor enthusiasts may be tempted to get out before ice is thick enough to support foot traffic. The Department of Natural Resources (DNR) conservation officers have a message — stay off the ice until at least 4 inches of new, clear ice is present.

Even then, no ice is 100% safe. The DNR advises checking ice thickness every 150 feet. Ice is seldom the same thickness over a single body of water.

It can be 2 feet thick in one place and 1 inch thick a few yards away.

Department of health receives funding

U.S. Senator Amy Klobuchar (D-Minnesota) announced that the U.S. Department of Housing and Urban Development (HUD) has awarded the Minnesota Department of Health (MDH) a grant of $3.3 million to address safety hazards and health concerns, including lead paint. In September, Klobuchar sent a letter in support of the MDH’s application for funding through the Lead Hazard Reduction Grant Program.

Minnesotans lived up to their reputation for generosity and engagement during the state's 11th annual giving holiday. According to GiveMN, more than 5,600 nonprofits and schools across the state raised $21.7 million during Give to the Max day Nov. 14, a 24hour fundraiser across the state. Winning a special $10,000 grand prize was Microgrants, a nonprofit organization that seeks to eliminate poverty by providing low-income people with grants to develop small businesses or retain stable employment. GiveMN is a nonprofit launched in 2009 that administrates the annual fundraiser.

Warren Perry, 14, bagged his 200 lb. buck this weekend while hunting with his older brother Dale, 28. Dale’s buck weighed in at 240 lbs. The hunters shot their deer while hunting near Grand Marais, Minnesota….

1994 White Bear Township residents last week voted their staff out of a dog house. At a special budget meeting held Tuesday, November 15th, town residents voted 26-2 to authorize the sale of $280,000 in general obligation bonds to build a new administrative facility – an action that will in the future move staff out of a crowded 20 year old converted dog kennel building at 1281 Hammond Road….

White Bear football leaders, honors listed Five White Bear Lake football players were named to the all-conference team, including Brice Peters, who was designated as team MVP, announced coach Ryan Bartlett.

The all-Suburban East picks were running backs Peters and Cam Zaleski, defensive linemen Mitch Landsberger and Dylan Larson, and offensive tackle William LeMire, all seniors.

Getting honorable mentions were linebackers Zach Kuyava, Brad Snook and Grant Napgezek, and safety Will Flemons and cornerback Anders Fischer, all seniors.

Zaleski was the rushing leader with 694 yards and 10 touchdowns on 154 carries. Peters also tallied 10 touchdowns and led with 879 yards from scrimmage, with 447 yards and six touchdowns on 71 rushes, and 432 yards and four TDs on 30 catches.

Branden Berwald, junior quarterback, passed for 1,032 yards and eight touchdowns, hitting 98 of 183 attempts, with just two interceptions. Top receivers were Peters, Sammy Russ (35 catches, 353 yards, two TDs), Rico Kirk (14 for 141 yards) and Nate Laroache (11 for 98 yards, one TD).

Team awards went to Peters (MVP), LeMire (Big O), Larson (Big D), Kuyava (Will to Win), Flemons (most improved), junior Jeff Odamtten (special teams MVP), Justin Peterson (scout team offense, and Brad Engen Award), and Donovan Guest (scout team defense).

Odamtten averaged 37.5 yards per punt with a long of 58 and two others over 50, while hitting 21 of 23 extra points and two of four field goals.

The Bears tackle leaders (solo-assisted-total) were Spencer Oxton 22-52-74, Brad Snook 24-5074, Grant Napgezek 20-54-74, Zach Kuyava 21-4869, Will Flemons 15-44-59, Dylan Larson 10-49-59, Anders Fischer 17-41-58, Mitchell Landsberger 11-31-42 and Monte Collins 9-24-33.

Larson made 10 tackles-for-loss, Snook nine, Collins nine, Napgezek seven and Kuyava six.

Collins had four quarterback sacks and Kuyava three. Oxton and Peters each broke up six passes and Odemtten five. Flemons and Odemtten each had two interceptions. Oxton and Peters each recovered two fumbles. Kuyava blocked two kicks.

Soft hands, quick feet: Bears’ Miss Dependable

As White Bear Lake’s volleyball coach has worked to build up a struggling program since taking over in 2017, one foot-soldier he’s always been able to depend upon is his setter, Savannah Shea.

“Her dedication to the program never ceased to amaze me,” Mike Alexander said. “Any coach would be happy to to have a player like ‘Sav’ to build a program around.”

Shea finished her four-year tenure with 1,091 assists, including a career-high 560 this year. Her finale came when the Bears lost a five-game match to St. Paul Central on Oct. 22 in Section 4AAA. Win or lose, Shea said it’s been a blast.

“I have always loved playing for the school team.

Even if the record doesn’t always show it, it’s a great time being with my teammates. Home games are especially fun, even if there’s just a small student rooting section to support you. It’s so nice to hear them shouting 'Go Bears! and Go Sav!'” For a decade before Alexander took over, the Bears averaged about four wins per year. In Shea’s four seasons, they’ve gone 7-22, 9-19, 6-20, and 8-16, the last three under Alexander.

“I think every year we have been getting a little better,” Shea said. “We play in a super hard conference, and that’s where we have a lot of our losses. Outside the conference we do a lot better.”

Alexander cites Shea for “incredible drive and work ethic” along with the speed and agility needed to “beat the ball to the spot” where she’ll be in best position to make the set.

Asked what it takes to be a good setter — to consis-

tently loft a feather-soft ball right where one of the big girls can best smack it into the floorboards — she assessed: “Well, definitely you need soft hands. And quick feet. And knowing who your hottest hitters are, which changes during the game. And tons of hustle, because you’re always running across the court.”

Shea notched her 1,000th at Stillwater on Oct. 8, with Kendra Gustafson making the kill on that one.

She did not get the ovation and recognition most athletes are accorded when they reach such a milestone. At home, the action would be stopped and an announcement made. This was on the road, where there’s usually at least an announcement. “But their P.A. system was broken,” said Shea. So, not even an announcement.

However, her team knew.

“We had a time out. They hugged me and said congratulations and that they were proud of me and I was so deserving,” Shea related. “My coach told me this had not been done (at White Bear Lake) for a long time.” Also, a friend hoisted a sign emblazoned with “1,000 assists, Sav Shea.”

Her main hitters this year were senior Maddie Andacht and sophomore Sammie Steffens. Previously the hitter who got the most kills from Shea was Courtney Moy. Meanwhile, the serve-receiver who starts the play by getting the ball to the setter was usually senior libero Isabella Battocletti.

The 5-foot-5 Shea has been a setter since she started in sixth grade, except for one season as a libero on her Junior Olympics team, and a brief stint at DS (defensive specialist) with the Bears her sophomore year.

She plays around the dial, never leaving the court, and made over 100 digs this year.

Her favorite individual matches were the career-ending loss to St. Paul Central “because we played so well” and a five-game win over Chicago Lakes her sophomore season because it ended a long losing streak.

A year-round volleyballer, Shea will continue with her club team, Sybergy, based in Champlin, this winter, and hopes to land on a college team.

Jeff Odamtten White Bear Lake Football Jeff Odamtten was named White Bear Lake football special teams MVP after booting 21 of 23 extra points and two of four field goals while punting for a 37.5 yard average, including three between 54 and 58 yards. Great opportunity: Ex-Zephyr grad assistant for Florida State

Sam Newman intends to be a basketball coach, like his father, and the Mahtomedi graduate has landed what you’d call a plum job to start his career.

Fresh out of college, Newman is a graduate assistant at Florida State University (FSU), in the nation’s top college league, the Atlantic Coach Conference. He got the job after working FSU camps.

“Getting the opportunity to work in the ACC is a dream come true,” said Newman, who was an all-conference guard averaging 10.5 points his senior year at Mahtomedi, and played football in college. “Especially at FSU, which is a top-20 program year in and year out.

Being able to learn under the FSU staff is the opportunity of a lifetime.”

Newman calls it “awesome” to serve under Seminole head coach Leonard Hamilton, who has a 337-217 record in his 18th season, leading the Seminoles to seven NCAA berths, two Sweet 16 appearances and one Elite Eight, and the program’s lone ACC title (2012). He’s been ACC coach of the year twice.

“He truly would run through a wall for

his players,” Newman said. “He works as hard as any coach in the country to try to get that edge.”

Newman is a 2015 graduate of Mahtomedi High School, where his father Keith is the basketball coach. He played guard on a 19-10 team that reached section finals his senior year when the Zephyrs were in Class 4A. He was a football wide receiver and cornerback.

Newman played football for two season at Bethel University before concussions finished his playing days. He graduated this year with a degree in marketing.

During college, he got into coaching basketball on his dad’s staff at Mahtomedi, as a volunteer assistant at all levels the first year, then as freshman boys coach and varsity assistant the second year. This summer, he coached the varsity at the Pacesetter Sweet 16 tournament.

Newman heard about the Florida State opening from a fellow Bethel alum, Andy Birdsong, who had been a graduate assistant at FSU for a year before leaving to take a front office position with the NBA’s Brooklyn Nets.

Birdsong advised Newman to reach out to FSU and try to fill that opening by helping out at their camps, which is

where they evaluate candidates for graduate assistant.

“Ultimately, I went down to Tallahassee for two and a half weeks,” Newman said, “and worked as hard as I could at their team camps and individual camps, to try to receive an offer.”

The Seminole staff must have liked what they saw, as they offered him the job as one of six graduate assistants in the program.

His tasks vary from day to day at Florida State, which has won two of its first three games.

“Being a high-level program, there is a ton of work to do to continue to have that leg up on your competitors,” said Newman, who also attends graduate school, “so I just look for ways to plug in and help in any way possible. This may mean rebounding for a player, or helping make a recruiting visit go as smoothly as possible, wherever I am needed.”

Newman will have a two-year tenure at FSU and plans to use that experience as a springboard. “Whether that is in the NBA or college, I want to continue to follow my passion,” he said.

Team awards went to Anderson (MVP, offense), Burket (defense), and sophomore forward Kylie Amon (most improved). Eckerle and Anderson shared the iBear Award for intensity, inspiring, integrity and indomitable will.

Veterans demonstrated how to fold a flag at Normandy Park Education Center on Veterans Day.

Honoring veterans Students throughout the White Bear district honored those who have served and are serving our country on Veterans Day. Early childhood students and community members celebrated at a Veterans Day program where community members could enjoy coffee and donuts, learn about services for veterans and their families and participate in a flag ceremony and patriotic singalong.

Early childhood students and community members who are a part of the Ukulele Bears group had fun singing together in a melodic blend. Central Middle School students honored veterans at their annual assembly. The seventh grade band played the National Anthem to start the assembly. Then, the students learned from veteran Barry Henriksen about the history of Veterans Day and what it means to serve our country. Henriksen showed the students pictures of service in Iraq. At the end of the assembly, the Central winners of the Patriot’s Pen Essay Contest were announced: Miriya Nguyen, Ashley Fisher and Lily Konetchy took home the honors. These students will move on to the district level contest.

Students, staff and a community member recently came together for important conversations about the definition of student agency (personalized learning).

Each participant played an important part in sharing what this means in alignment with the district’s strategic plan. During this opportunity, they were able to participate in a collective learning experience to understand others’ definitions of student agency and discuss why it is important to the future of education throughout the district. After defining and discussing what student agency meant to each person, there was an opportunity to understand the exciting next steps in the future of learning in White Bear Lake Area Schools.

Eight Mahtomedi choir students were selected for the All-State Honor Choir. More than 1,000 ninth and tenth grade students from across the state auditioned for 409 spots in three different choirs. Singing soprano 1 in the SATB choir will be Cassie Kasper and Claire Wendland. Singing in the SSAA choir will be soprano 2 Natalie Pietig, Alto 1 Eleanor Anderson and Elisabeth MacChesney, and alto 2 Mackenna Buckley. Participating in the TBB choir will be tenor Jordan Rollinger and bass Ben Brach. Twenty students from White Bear Lake Area High School — North Campus auditioned for the Minnesota 9-10 Honor Choir and 11 were selected. These 11 singers will get to rehearse and perform with the strongest singers in Minnesota in February.

Frassati Catholic Academy receives grants Frassati Catholic Academy received two grants from the Catholic United Financial Foundation. The technology grant will be used to purchase sewing machines to teach students in fifth through eighth how to sew.

Students will be sewing 40 pillowcases to give to families in transition at Solid Ground. The second grant will be used to purchase Ascension Press curriculum called “Theology of the Body for Teens; Discovering God’s Plan for Love and Life.” This curriculum will be used with middle school students to encourage a growth mindset and teach the Catholic faith.

The board authorized staff to sign paperwork to acquire the properties for the expansion of the high school.

The bus garage currently located near White Bear Lake Area High School North Campus will likely move to Hugo to make room for the one-campus high school expansion.

The school board approved a purchase agreement with a property owner in the Bald Eagle Industrial Park at its Nov. 12 meeting. Details of the agreement were not released from the closed meeting.

The 7-acre site is located off Fenway Boulevard, near the intersection of Fenway Boulevard Circle, according to Washington County Property records. Its 2019 value was listed as $648,700. The land is owned

by Nordling Property, located in White Bear Lake.

The location, size, accessibility and cost was what the district was looking for, according to Superintendent Wayne Kazmierczak. The relocation of the bus garage will make room for the unified high school expansion.

At the same meeting, the board also approved a purchase agreement with a homeowner near North Campus. During the bond referendum planning earlier this year, the district had expressed interest in buying about 20 houses near North Campus if homeowners are interested in selling. One property owner recently approached the district with a proposal.

The 0.22-acre property is located at 4957 Division Ave., between Central Middle School and North Campus, according to Ramsey County property records. Its 2019 estimated market value was $132,600.
